    How Citizens Helped to End the Cold War: Inspiration for Today

    Thirty years ago, when Ronald Reagan met with Mikhail Gorbachev in Moscow and said that he no longer considered the Soviet Union an “evil empire,” many observers began declaring that the Cold War was over. While the important roles of Reagan and Gorbachev in the ending of Soviet-American enmity are widely remembered, it is often forgotten that Soviet and American citizens played active roles in overcoming the suspicion and hostility that had marred relations between the two countries for decades. Today, when American-Russian relations have deteriorated so badly that many now speak of a “new cold war,” it is important to remember how citizens made a difference in the ending of the old Cold War.

    Even before Reagan and Gorbachev met for the first time at Geneva in November 1985, many Americans and Soviets launched initiatives to try to ease tensions between their nations. American and Soviet citizens were thus not merely observers of the end of the Cold War; they helped to make it happen in their own homes and communities.

    In 1982 Betty Bumpers, wife of Senator Dale Bumpers, founded Peace Links, based in Arkansas, which grew to have scores of affiliates across the United States and more than 150 supporters among congressional spouses. In 1985 Bumpers invited the Soviet Women’s Committee to send a delegation of fifteen women to the United States, where they split into groups of three that each visited several cities. Further Peace Links exchanges followed. As one Soviet participant later recalled, the dialogue and friendships that developed helped foster the climate that led to the end of the Soviet-American stalemate.

    Moved, like Bumpers, by worries about nuclear war, in 1982 a group of Silicon Valley professionals and housewives formed an organization called Beyond War, with headquarters in Palo Alto, California. It rapidly expanded to have local groups in 25 states and 18,000 subscribers to its newsletter. After sending small delegations to the Soviet Union for several years, in 1987 Beyond War collaborated with prominent Soviet academics on a book about “new thinking” concerning nuclear weapons and Soviet-American relations. Fifteen thousand copies of the book were sold in the U.S. and 30,000 copies were printed in the U.S.S.R. The Soviet and American authors then promoted the book with ambitious tours across the U.S. and the U.S.S.R. in 1988 that led to the publication of hundreds of articles and editorials in newspapers about the possibility of a dramatic change in thinking about international relations. (Beyond War later deposited many of its papers at the Nuclear Age Peace Foundation.)

    Many other organizations became involved. They included the US-USSR Youth Exchange Program, which organized joint Soviet-American wilderness adventures and educational exchanges; the Center for Soviet-American Dialogue; the Chautauqua Institute, which sponsored major exchanges of government officials and opinion leaders; and Sister Cities International.

    The explosion of citizen diplomacy, especially from 1987 to 1989, led to hundreds of thousands of face-to-face encounters between Americans and Soviets that often challenged their preconceptions about their erstwhile enemies and frequently led to the forming of fond friendships. The impact of the individual encounters was magnified by extensive coverage on the front pages of local newspapers and in numerous broadcasts by local and regional radio and television stations who treated the Soviet visits as major news stories.

    The most ambitious of the many citizen diplomacy projects was the “Soviets Meet Middle America!” project. This was a joint effort by the Center for U.S.-U.S.S.R. Initiatives (CUUI), the Soviet Peace Committee, and non-governmental activists in the Soviet Union that brought 400 Soviet citizens to 240 towns and cities across the United States between January 1988 and early 1989.

    Participants in the “Soviets, Meet Middle America!” project – including many in southern California — believed that they were playing important roles in the broader process of warming American- Soviet relations. After a grass-roots “mini-summit” in July 1988, for example, the editor of the Ojai Valley News glowed: “The people of the Ojai Valley probably accomplished more in the past two weeks than President Reagan did on his recent visit to the Soviet Union.”

    Long before the disintegration of the Soviet Union in December 1991, then, citizen diplomacy broke down many Americans’ and Soviets’ negative stereotypes of the other people, erased old barriers of suspicion, and dissipated longstanding hostility. Remembering how American activists helped to dispel images of the Soviet Union as an “evil empire” and to encourage a dramatic expansion of communication between the two countries offers important inspiration for today, when American politicians have reverted to calling Russia’s leader “evil” and have made it more difficult for the two nuclear-armed nations to engage in dialogue about their differences.

  • Reflections on the Cuban Missile Crisis at Fifty

    David KriegerFifty years ago this month, the world teetered on the precipice of a nuclear war between the US and Soviet Union during the 13-day Cuban Missile Crisis.  We were fortunate to have survived that crisis, thanks largely to the restraint shown by President Kennedy and Premier Khrushchev. 


    Now, fifty years later, there is no immediate crisis such as that in 1962 over Soviet nuclear-armed missiles being placed in Cuba. There are, however, still some 19,000 nuclear weapons in the arsenals of nine nuclear-armed nations: the US, Russia, UK, France, China, Israel, India, Pakistan and North Korea.  Approximately 95 percent of these weapons are in the arsenals of the US and Russia.  Some 2,000 of them are kept in a state of high alert, ready to be immediately launched upon an order to do so at any moment of any day or night. 


    Although the Cold War ended more than 20 years ago, the possibilities for crisis are still with us.  NATO has expanded to the Russian borders, despite US promises not to do so, and has begun placing missile defense installations near the Russian borders.  Despite US and NATO assurances to Russia that these installations are to protect against an Iranian missile launch, Russian leaders view these installations as undermining their strategic deterrent force by making them vulnerable to a first-strike attack.  They have said that they will target these US missile defense installations.


    In another US-Russian confrontation over Georgia, such as occurred in 2008, or some other regional dispute, it is possible that tensions could rise to the point of nuclear crisis between US and Russian military forces.  Of course, this would be crazy, but it is far from impossible.  What would make the world safer?  What might we expect from national leaders who should have learned from how close the world came to nuclear catastrophe during the Cuban Missile Crisis?


    First, for the US and NATO to make Russia a partner in any missile defense plans focused on Iranian missiles.  Second, for the US to remove its approximately 180 remaining tactical nuclear weapons located in five European countries (Belgium, Germany, Italy, the Netherlands and Turkey).  Third, for the US and Russia to take seriously their legal obligations under the Non-Proliferation Treaty to pursue negotiations in good faith for an end to the nuclear arms race at an early date, for nuclear disarmament in all its aspects and for a treaty on general and complete disarmament.


    We know now that a regional nuclear war would have global consequences.  Atmospheric scientists have modeled a nuclear exchange between India and Pakistan in which each side used 50 Hiroshima-size nuclear weapons on the other side’s cities.  Such a war would put enough soot from burning cities into the upper stratosphere to reduce warming sunlight for a decade, lowering surface temperatures on earth to the lowest levels in 1,000 years.  This would result in shortened growing seasons, crop failures and famine that would kill hundreds of millions of people, perhaps a billion, throughout the world. 


    The scientific modeling showed that there would be a Nuclear Famine, and it would be triggered by using less than half of one percent of the world’s nuclear explosive power.  Such a famine could be initiated not only by India and Pakistan, two countries that have been to war over Kashmir on several occasions, but by any of the Nuclear Nine.  The US and Russia could each trigger a far more devastating Nuclear Famine by a nuclear attack on the other side’s cities, an attack which would be suicidal even if the other side did not respond in kind.


    When thinking about nuclear weapons and their dangers, we would do well to remember the words of General George Lee Butler, former commander-in-chief of the United States Strategic Command, responsible for all US strategic nuclear weapons: “Nuclear weapons give no quarter.  Their effects transcend time and space, poisoning the Earth and deforming its inhabitants for generation upon generation.  They leave us wholly without defense, expunge all hope for survival.  They hold in their sway not just the fate of nations but of civilization.”


    Nuclear weapons do not protect us.  Rather, they make us vulnerable to annihilation.  It is relatively easy to put them out of our minds, but to do so is to evade our responsibility as citizens of the world and of nuclear-armed countries.  Nuclear weapons imperil our common future – they imperil our children and their children and all children of the future. They imperil all we hold dear.   We must speak out for a world without nuclear weapons.  It is a moral and legal imperative and we would be well advised to act now before we are confronted with the equivalent of another Cuban Missile Crisis.

  • Nuclear Insanity: A Brief Outline

    David KriegerAlbert Einstein, at the request of his friend and fellow physicist, Leo Szilard, sent a letter dated August 2, 1939 to President Franklin Roosevelt, in which he expressed concern about the potential for an atomic weapon and the possibility that the Germans would develop such a weapon.  Einstein recommended increased scientific efforts and better funding in the US.  This led to the establishment of a low-budget Uranium Project and then, in 1942, to the large-scale Manhattan Engineering Project to develop atomic weapons.


    The Nuclear Age began in the summer of 1945 with the first test of a nuclear device at Alamogordo, New Mexico, followed within a month by the destruction of two undefended Japanese cities, Hiroshima and Nagasaki.  The bombings demonstrated the direct effects of nuclear weapons: blast, fires and radiation.  Approximately 90,000 people in Hiroshima died immediately and 145,000 by the end of 1945.  Approximately 40,000 people in Nagasaki died immediately and 75,000 by the end of 1945.  The survivors of these bombings continue to suffer from radiation-related illnesses.


    By early 1946 the US had tested nuclear weapons in its Trust Territory, the Marshall Islands.  For the next three years, until the Soviets tested their first nuclear weapons, the US engaged in a unilateral nuclear arms race.  Between 1946 and 1958, the US conducted 67 nuclear weapons tests in the Marshall Islands with the equivalent explosive power of one-and-a-half Hiroshima bombs each day for 12 years.  The Marshall Islanders continue to suffer from radiation-related illnesses.


    In 1949, the Soviet Union tested its first nuclear weapon, breaking the US nuclear monopoly and opening the way for a nuclear arms race between the US and Soviet Union. 


    In 1970, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) entered into force.  The parties to the treaty agreed that, in exchange for non-nuclear weapon states committing not to develop or acquire nuclear weapons, the nuclear weapon states would engage in good faith negotiations for nuclear disarmament.


    At the height of the nuclear arms race, in 1986, there were over 70,000 nuclear weapons in the world, with over 97 percent in the arsenals of the US and Soviet Union.


    In 1995, 25 years after the NPT entered into force, the parties to the treaty held a Review and Extension Conference, at which they agreed to extend the treaty indefinitely, despite the fact that the nuclear weapon states had made virtually no progress toward fulfilling their nuclear disarmament obligations. 


    A year later, in 1996, the International Court of Justice (ICJ) issued an Advisory Opinion to the United Nations General Assembly in which they stated, “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”


    In 2012, some 20 years after the end of the Cold War, the number of nuclear weapons in the world has been reduced, but there remain more than 19,000 of them, 95 percent of which are in the arsenals of the US and Russia, but some of which are in the UK, France, China, Israel, India, Pakistan and North Korea.


    From the beginning of the Nuclear Age to the present, the US alone has spent more than $7.5 trillion on nuclear weapons, their delivery vehicles and their command and control systems.  The US is continuing to spend some $50 to $70 billion annually on its nuclear arsenal.  All nuclear weapon states, including the US, are engaged in modernizing (qualitatively improving) their nuclear arsenals.


    In the 1980s, scientists warned of Nuclear Winter, but their models were not highly sophisticated and were challenged.  In the past several years, though, their findings have been validated using more sophisticated models.


    Leading atmospheric scientists now warn of nuclear famine from the effects of even a small nuclear war.  They modeled a nuclear exchange between India and Pakistan in which each side detonates 50 Hiroshima-size nuclear weapons on the other side’s cities.  Smoke from the burning cities would rise into the stratosphere, where it would reduce warming sunlight for up to ten years, dropping temperatures on Earth to the lowest levels in the past 1,000 years and shortening growing seasons across the planet.  The result would be crop failures and a nuclear famine, which could result in the deaths of hundreds of millions to a billion people globally.


    In the modeled India-Pakistan nuclear exchange, less than one-half of one percent of the explosive power in the deployed nuclear arsenals of the US and Russia would be used.  A nuclear war between the US and Russia, in which the cities and industrial areas of the two countries were attacked, could result in lowering global temperatures to those of the last Ice Age 18,000 years ago, leading to the extinction of most or all complex life on the planet. 


    Launch-ready, land-based nuclear-armed missiles are particularly dangerous, because there would be very little time for decision makers to determine whether an alarm were real or false.  The presidents of the US and Russia would have 12 minutes or less to decide whether to launch a retaliatory attack to what could be a false warning.


    Nuclear weapons and human fallibility are a dangerous mix, particularly when extinction could be the result of human or technological error.


    The possibility of nuclear famine makes nuclear weapons abolition imperative, since the future of human survival on the planet may well depend upon it.


    To end the threat of nuclear omnicide (death of all) by means of nuclear famine, a three-step process is needed.


    First, a major education program to warn policy makers and the public of the dangers of nuclear famine.


    Second, an advocacy program to obtain commitments from the nuclear weapon states of No Use of nuclear weapons against non-nuclear weapon states and No First Use of the weapons against other nuclear weapon states.  If no country used their nuclear weapons first, they would not be used.


    Third, an advocacy program to achieve a new treaty for complete nuclear disarmament, as required by the terms of the Non-Proliferation Treaty and the Advisory Opinion of the International Court of Justice.  The new treaty, a Nuclear Weapons Convention, would provide for the phased, verifiable, irreversible and transparent elimination of nuclear weapons.


    Achieving such a treaty will require leadership from the US, the only country to have used nuclear weapons and the most technologically advanced country on the planet.  Pressure from US citizens and from non-nuclear weapon states will be needed in support of US leadership.


    To put pressure on the nuclear weapon states to commit to No First Use and a Nuclear Weapons Convention, bold action is needed.  At the Nuclear Age Peace Foundation, we propose that, if the nuclear weapon states have not already begun negotiations for a Nuclear Weapons Convention by the start of the 2015 Non-Proliferation Treaty Review Conference, the non-nuclear weapon states boycott the Review Conference and initiate a process for negotiating a Nuclear Weapons Convention.

  • Should NATO Be Handling World Security?

    Lawrence WittnerThe North Atlantic Treaty Organization (better known as NATO) is in the news once again thanks to a NATO summit meeting in Chicago over the weekend of May 19-20 and to large public demonstrations in Chicago against this military pact.


    NATO’s website defines the alliance’s mission as “Peace and Security,” and shows two children lying in the grass, accompanied by a bird, a flower and the happy twittering of birds. There is no mention of the fact that NATO is the world’s most powerful military pact, or that NATO nations account for 70 percent of the world’s annual $1.74 trillion in military spending.


    The organizers of the demonstrations, put together by peace and social justice groups, assailed NATO for bogging the world down in endless war and for diverting vast resources to militarism. According to a spokesperson for one of the protest groups, Peace Action: “It’s time to retire NATO and form a new alliance to address unemployment, hunger, and climate change.”


    NATO was launched in April 1949, at a time when Western leaders feared that the Soviet Union, if left unchecked, would invade Western Europe. The U.S. government played a key role in organizing the alliance, which brought in not only West European nations, but the United States and Canada. Dominated by the United States, NATO had a purely defensive mission — to safeguard its members from military attack, presumably by the Soviet Union.


    That attack never occurred, either because it was deterred by NATO’s existence or because the Soviet government had no intention of attacking in the first place. We shall probably never know.


    In any case, with the end of the Cold War and the disappearance of the Soviet Union, it seemed that NATO had outlived its usefulness.


    But vast military establishments, like other bureaucracies, rarely just fade away. If the original mission no longer exists, new missions can be found. And so NATO’s military might was subsequently employed to bomb Yugoslavia, to conduct counter-insurgency warfare in Afghanistan, and to bomb Libya. Meanwhile, NATO expanded its membership and military facilities to East European nations right along Russia’s border, thus creating renewed tension with that major military power and providing it with an incentive to organize a countervailing military pact, perhaps with China.


    None of this seems likely to end soon. In the days preceding the Chicago meeting, NATO’s new, sweeping role was highlighted by Oana Longescu, a NATO spokesperson, who announced that the summit would discuss “the Alliance’s overall posture in deterring and defending against the full range of threats in the twenty-first century, and take stock of NATO’s mix of conventional, nuclear, and missile defense forces.”


    In fairness to NATO planners, it should be noted that, when it comes to global matters, they are operating in a relative vacuum. There are real international security problems, and some entity should certainly be addressing them.


    But is NATO the proper entity? After all, NATO is a military pact, dominated by the United States and composed of a relatively small group of self-selecting European and North American nations. The vast majority of the world’s countries do not belong to NATO and have no influence upon it. Who appointed NATO as the representative of the world’s people? Why should the public in India, in Brazil, in China, in South Africa, in Argentina, or most other nations identify with the decisions of NATO’s military commanders?


    The organization that does represent the nations and people of the world is the United Nations. Designed to save the planet from “the scourge of war,” the United Nations has a Security Council (on which the United States has permanent membership) that is supposed to handle world security issues. Unlike NATO, whose decisions are often controversial and sometimes questionable, the United Nations almost invariably comes forward with decisions that have broad international support and, furthermore, show considerable wisdom and military restraint.


    The problem with UN decisions is not that they are bad ones, but that they are difficult to enforce. And the major reason for the difficulty in enforcement is that the Security Council is hamstrung by a veto that can be exercised by any one nation. Thus, much like the filibuster in the U.S. Senate, which is making the United States less and less governable, the Security Council veto has seriously limited what the world organization is able to do in addressing global security issues.


    Thus, if the leaders of NATO nations were really serious about providing children with a world in which they could play in peace among the birds and flowers, they would work to strengthen the United Nations and stop devoting vast resources to dubious wars.


  • A Nuclear Nightmare in the Making: NATO, Missile Defense and Russian Insecurity

    In the aftermath of the Cold War, the North Atlantic Treaty Organization (NATO), has become increasingly powerful.  It was created in 1949 as an alliance of Western military forces to protect against the perceived military threat posed by the Soviet Union and the Eastern bloc countries.


    With the breakup of the Soviet Union and the Warsaw Pact, NATO has expanded by adding former Soviet bloc countries, moving to the borders of Russia.  It has also engaged in military actions, notably in the former Yugoslavia, Afghanistan and Libya.


    For the past several years, the US and NATO have been pursuing the deployment of an integrated missile defense system in Western, Eastern and Southeastern Europe, as well as in surrounding waters.  The Russians have protested vigorously that the planned system will undermine its nuclear retaliatory potential and thereby its security.  The United States, the driving force behind NATO missile defense plans, has repeatedly told the Russian leaders that there is no need to be worried about these deployments since they are designed to counter Iranian missiles rather than Russian ICBMs.


    The US has refused, however, to provide Russia with written assurances that the missile defense system is not directed at Russia. Accordingly, Russia has rejected US verbal assurances and has threatened to deploy its own missiles aimed at the NATO missile defense installations. Russia has also threatened to withdraw from New START, an agreement with the US to reduce the numbers of nuclear weapons and delivery systems in the arsenals of both countries. 


    The American Ambassador to NATO, Ivo Daalder, with cold indifference to Russian concerns, recently stated, “Whether Russia likes it or not, we are about defending NATO-European territory against a growing ballistic missile threat.  We will adapt the timing and the details to that threat, which is why the focus of our joint effort ought to be about how to figure out how to reduce that threat rather than trying to threaten and retaliate for a deployment that has nothing to do with Russia.”


    Suppose for a moment that the situation were reversed, and that it was Russia who had formed another NATO, a North American Treaty Organization.  Russia leads this military alliance with Cuba, Venezuela, Nicaragua, Mexico and various other Central American and Caribbean states.  The Russian/NATO states all shared the same military communication and weapons systems, and had previously fought several wars in South America.


    Imagine that, through this alliance, Russia begins deployment of an integrated missile defense system right up to the borders to the US, as well as on naval vessels positioned off the East and West coasts of the United States.  Russia states the purpose of this system, which surrounds most of the continental US, is to protect against a possible missile launch from Canada.  The US protests that the deployment of such a missile defense system would undermine its retaliatory potential and thereby its security.  Concerned about the vulnerability of its nuclear forces, the US then threatens to target the Russian missile defenses and to withdraw from New START.  Instead of taking US security concerns seriously, a Russian ambassador says, “Whether the US likes it or not, we are about defending NATO-American concerns.”


    This is a dangerous scenario, no matter which NATO we are talking about, the real one or the hypothetical one.  Continued US indifference to Russian security concerns could have dire consequences: a breakdown in US-Russian relations; regression to a new nuclear-armed standoff in Europe; Russian withdrawal from New START; a new nuclear arms race between the two countries; a breakdown of the Nuclear Non-Proliferation Treaty leading to new nuclear weapon states; and a higher probability of nuclear weapons use by accident or design.  This is a scenario for nuclear disaster, and it is being provoked by US hubris in pursuing missile defenses, a technology that is unlikely ever to be effective, but which Russian leaders must view in terms of a worst-case scenario.


    In the event of increased US-Russian tensions, the worst-case scenario from the Russian perspective would be a US first-strike nuclear attack on Russia, taking out most of the Russian nuclear retaliatory capability.  The Russians believe the US would be emboldened to make a first-strike attack by having the US-NATO missile defense installations located near the Russian border, which the US could believe capable of shooting down any Russian missiles that survived its first-strike attack.


    The path to a US-Russian nuclear war could also begin with a conventional military confrontation via NATO. The expansion of NATO to the borders of Russia has created the potential for a local military conflict with Russia to quickly escalate into a nuclear war.  It is now Russian policy to respond with tactical nuclear weapons if faced with overwhelmingly superior conventional forces, such as those of NATO.   In the event of war, the “nuclear umbrella” of NATO guarantees that NATO members will be protected by US nuclear weapons that are already forward-based in Europe.


    Shortly after President Obama came into office, he said in Prague, “The US seeks the peace and security of a world without nuclear weapons.”  If he has any intention of making that dream a reality, he had better instruct the US government to work with the Russians in a way that does not undermine their security, or perceived security, which, from the Russian perspective, is essentially the same. 


    The only security that can exist in the Nuclear Age is common security.  An imbalance in security, or perceptions of security, threatens not only the weaker party, but all parties.  NATO missile defense plans have created greater insecurity for Russia, which has set in motion Russian counteractions that are reducing security for the US, NATO and the world.  Two solutions exist: either eliminate US-NATO European missile defense; or allow Russia to become a full-partner in the planning and operation of the missile defense deployments.

  • A Farewell to Nuclear Arms

    Mikhail GorbachevTwenty-five years ago this month, I sat across from Ronald Reagan in Reykjavik, Iceland to negotiate a deal that would have reduced, and could have ultimately eliminated by 2000, the fearsome arsenals of nuclear weapons held by the United States and the Soviet Union.


    For all our differences, Reagan and I shared the strong conviction that civilized countries should not make such barbaric weapons the linchpin of their security. Even though we failed to achieve our highest aspirations in Reykjavik, the summit was nonetheless, in the words of my former counterpart, “a major turning point in the quest for a safer and secure world.”


    The next few years may well determine if our shared dream of ridding the world of nuclear weapons will ever be realized.


    Critics present nuclear disarmament as unrealistic at best, and a risky utopian dream at worst. They point to the Cold War’s “long peace” as proof that nuclear deterrence is the only means of staving off a major war.


    As someone who has commanded these weapons, I strongly disagree. Nuclear deterrence has always been a hard and brittle guarantor of peace. By failing to propose a compelling plan for nuclear disarmament, the US, Russia, and the remaining nuclear powers are promoting through inaction a future in which nuclear weapons will inevitably be used. That catastrophe must be forestalled.


    As I, along with George P. Shultz, William J. Perry, Henry A. Kissinger, Sam Nunn, and others, pointed out five years ago, nuclear deterrence becomes less reliable and more risky as the number of nuclear-armed states increases. Barring preemptive war (which has proven counterproductive) or effective sanctions (which have thus far proven insufficient), only sincere steps toward nuclear disarmament can furnish the mutual security needed to forge tough compromises on arms control and nonproliferation matters.


    The trust and understanding built at Reykjavik paved the way for two historic treaties. The 1987 Intermediate-Range Nuclear Forces (INF) Treaty destroyed the feared quick-strike missiles then threatening Europe’s peace. And, in 1991, the first Strategic Arms Reduction Treaty (START I) cut the bloated US and Soviet nuclear arsenals by 80% over a decade.


    But prospects for progress on arms control and nonproliferation are darkening in the absence of a credible push for nuclear disarmament. I learned during those two long days in Reykjavik that disarmament talks could be as constructive as they are arduous. By linking an array of interrelated matters, Reagan and I built the trust and understanding needed to moderate a nuclear-arms race of which we had lost control.


    In retrospect, the Cold War’s end heralded the coming of a messier arrangement of global power and persuasion. The nuclear powers should adhere to the requirements of the 1968 Non-Proliferation Treaty and resume “good faith” negotiations for disarmament. This would augment the diplomatic and moral capital available to diplomats as they strive to restrain nuclear proliferation in a world where more countries than ever have the wherewithal to construct a nuclear bomb.


    Only a serious program of universal nuclear disarmament can provide the reassurance and the credibility needed to build a global consensus that nuclear deterrence is a dead doctrine. We can no longer afford, politically or financially, the discriminatory nature of the current system of nuclear “haves” and “have-nots.”


    Reykjavik proved that boldness is rewarded. Conditions were far from favorable for a disarmament deal in 1986. Before I became Soviet leader in 1985, relations between the Cold War superpowers had hit rock bottom. Reagan and I were nonetheless able to create a reservoir of constructive spirit through constant outreach and face-to-face interaction.


    What seem to be lacking today are leaders with the boldness and vision to build the trust needed to reintroduce nuclear disarmament as the centerpiece of a peaceful global order. Economic constraints and the Chernobyl disaster helped spur us to action. Why has the Great Recession and the disastrous meltdown at Fukushima Daiichi in Japan not elicited a similar response today?


    A first step would be for the US finally to ratify the 1996 Comprehensive Test Ban Treaty (CTBT). President Barack Obama has endorsed this treaty as a vital instrument to discourage proliferation and avert nuclear war. It’s time for Obama to make good on commitments he made in Prague in 2009, take up Reagan’s mantle as Great Communicator, and persuade the US Senate to formalize America’s adherence to the CTBT.


    This would compel the remaining holdouts – China, Egypt, India, Indonesia, Iran, Israel, North Korea, and Pakistan – to reconsider the CTBT as well. That would bring us closer to a global ban on nuclear tests in any environment – the atmosphere, undersea, in outer space, or underground.


    A second necessary step is for the US and Russia to follow up on the New START agreement and begin deeper weapons cuts, especially tactical and reserve weapons, which serve no purpose, waste funds, and threaten security. This step must be related to limits on missile defense, one of the key issues that undermined the Reykjavik summit.


    A fissile material cut-off treaty (FMCT), long stalled in multilateral talks in Geneva, and a successful second Nuclear Security Summit next year in Seoul, will help secure dangerous nuclear materials. This will also require that the 2002 Global Partnership, dedicated to securing and eliminating all weapons of mass destruction – nuclear, chemical, and biological – is renewed and expanded when it convenes next year in the US.


    Our world remains too militarized. In today’s economic climate, nuclear weapons have become loathsome money pits. If, as seems likely, economic troubles continue, the US, Russia, and other nuclear powers should seize the moment to launch multilateral arms reductions through new or existing channels such as the UN Conference on Disarmament. These deliberations would yield greater security for less money.


    But the buildup of conventional military forces – driven in large part by the enormous military might deployed globally by the US – must be addressed as well. As we engage in furthering our Conventional Forces in Europe (CFE) agreement, we should seriously consider reducing the burden of military budgets and forces globally.


    US President John F. Kennedy once warned that “every man, woman, and child lives under a nuclear sword of Damocles, hanging by the slenderest of threads, capable of being cut at any moment.” For more than 50 years, humanity has warily eyed that lethal pendulum while statesmen debated how to mend its fraying cords. The example of Reykjavik should remind us that palliative measures are not enough. Our efforts 25 years ago can be vindicated only when the Bomb ends up beside the slave trader’s manacles and the Great War’s mustard gas in the museum of bygone savagery.

  • Looking Back at Reykjavik

    David KriegerTwenty-five years ago, on October 11-12, 1986, Presidents Reagan and Gorbachev met in Reykjavík, Iceland and came close to agreeing to eliminate their nuclear arsenals within 10 years.  The main sticking point was the US “Star Wars” missile defense technology.  Reagan wouldn’t give up its development and future deployment, and Gorbachev wouldn’t accept that. 


    The two men had the vision and the passion to achieve a world without nuclear weapons, but a difference of views about the role of missile defenses that kept them from concluding an agreement.  For Reagan, these defenses were seen as protective and helpful.  For Gorbachev, these defenses upset the strategic balance between the two countries by making the possibility of US offensive attacks more likely.  


    The summit at Reykjavik was a stunning moment in Cold War history.  It was a moment when two men, leaders of their respective nuclear-armed countries, almost agreed to rid the world of its gravest danger.  Both were ready to take a major leap from arms control negotiations to a commitment to nuclear disarmament.  Rather than seeking only to manage the nuclear arms race, they were ready to end it.  Their readiness to eliminate these weapons of annihilation caught their aides and the world by surprise.  Unfortunately, their passion for the goal of abolition could not be converted to taking the action that was necessary.


    When the two leaders met in Reykjavik, there were over 70,000 nuclear weapons in the world, nearly all in the arsenals of the US and Soviet Union.  Today there is no Soviet Union, but there remain over 20,000 nuclear weapons in the world, with over 95 percent in the arsenals of the US and Russia.   In 1986, there were six nuclear weapon states: the US, Russia, UK, France, China and Israel.  Today, three more countries have been added to this list: India, Pakistan and North Korea. 


    In 1986, the Anti-Ballistic Missile (ABM) Treaty was in force and had been since 1972.  An important element of the Soviet position was that this treaty should remain in force, preventing a defensive arms race that would feed an offensive arms race, and maintaining treaty provisions that would prevent an arms race in outer space.  In 2002, George W. Bush unilaterally abrogated the ABM Treaty, and this has remained a strong element of contention between the US and Russia. 


    At the time of the summit in Reykjavik, there was a strong anti-nuclear movement in the US, the Nuclear Freeze Movement, but its goals were modest: a freeze in the size of nuclear arsenals.  Today, many people have lost interest in nuclear disarmament and it has largely slipped off the public agenda.  Public concern faded rapidly after the end of the Cold War in 1991, although serious nuclear dangers still plagued humanity then and continue to do so.  These include nuclear proliferation, nuclear accidents, nuclear terrorism, and new nuclear arms races (for example, between India and Pakistan).  As long as the weapons exist, the possibility will exist that they will be used by accident, miscalculation or design, all with tragic consequences for the target cities and for humanity.


    There were other differences in the positions of the two sides at Reykjavik that would have needed to be worked out, even had they gotten through the stumbling block of missile defenses.  While both side’s proposals called for a 50 percent reduction in strategic nuclear forces in the first five years, the proposals differed on the next five years.  The Soviet proposal called for the elimination of all remaining strategic offensive arms of the two countries by the end of the next five years.  The US proposal called for the elimination of all offensive ballistic missiles in the next five years, thus not including the elimination of strategic nuclear weapons carried on bomber aircraft.  This was not an insignificant detail.


    What is important to focus on is that these two leaders came close to achieving a goal that has eluded humanity since the violent onset of the Nuclear Age.  They demonstrated that with vision and goodwill great acts of peace are within our collective reach.  These two leaders didn’t reach quite far enough, but they paved the way for others to follow.  In the last 25 years, there has been some progress toward eliminating nuclear weapons, but not nearly enough.


    The people of the world cannot wait another 25 years for leaders like Reagan and Gorbachev to come along again.  They must raise their voices clearly and collectively for a world free of nuclear threat.  It is long past time to stop wasting our resources on these immensely destructive and outdated weapons that could be used again only at terrible cost to our common humanity.


    Five important steps, supported by the Nuclear Age Peace Foundation, that would move the world closer to the goal are: first, make binding pledges of No First Use of nuclear weapons to reduce concerns about surprise attacks; second, lower the alert levels of all existing nuclear weapons to prevent accidental launches; third, negotiate a Middle East Nuclear Weapons-Free Zone; fourth, bring the Comprehensive Nuclear Test Ban Treaty into force with the required ratifications of the treaty; and fifth, begin negotiations on a Nuclear Weapons Convention for the phased, verifiable, irreversible and transparent elimination of nuclear weapons.

  • Time to Disband NATO: A Rogue Alliance

    Alice SlaterWhen the Cold War ended, many believed there would be a peace dividend, nuclear disarmament, and dismantling of the war machine with industrial conversion to peaceful technology. Instead, we’ve witnessed the aggressive expansion of NATO, to include the former Soviet Republics, right up to the Russian border, which should be a wake-up call to many living in the American Empire. Many people still labor under the apparently false impression that the US is exemplary in holding up the rule of law, the sanctity of the United Nations, and human rights. After all, Americans were the good guys who defeated Hitler and made the world safe for democracy. The NATO expansion took place despite promises made to Gorbachev after the peaceful dissolution of the Soviet Union with the fall of the Berlin Wall that if he dropped his objections to the admission of a unified Germany as a full-fledged, fully armed member of NATO, the western states would freeze NATO membership and not expand any further east. Russia lost 20 million people in World War II to the Nazi onslaught, and Russian wariness of a strengthened reunited Germany participating with their former NATO foe was certainly understandable.

    I visited the Soviet Union in 1989 on a delegation of the NY Professional Roundtable during the heady days of Gorbachev’s newly announced doctrine of glasnost and perstroika—openness and reconstruction. It seemed as though every man over sixty was sporting a chest covered with medals, commemorating their service in the Great War. On every other street corner in Moscow and Leningrad, there were memorials to the war dead. The Piskaryovskoye Cemetery at Leningrad, with acres of mass graves, anonymous mounds of over 500,000 buried there who perished in the 872 day siege of Leningrad, was a painful, searing vision which haunts me still. The siege resulted in the tragic deaths of up to 1,500,000 soldiers and civilians and the evacuation of 1,400,000 more, many of whom died due to starvation and bombardment. The guide for our delegation at one point asked me, “Why don’t you Americans trust us?” “Why don’t we trust you?” I exclaimed indignantly. “What about Hungary? What about Czechoslovakia? Why should we trust you?” He looked at me with a pained expression, “But we had to protect our borders from Germany!” I looked into his watery blue eyes and heard the fervent sincerity in his voice. At that moment, I felt betrayed by my government and the years of constant reminders about the communist threat. The land was flat as a table between Russia and Germany. There was no buffer against the German onslaught, except the mountains of Czechoslovakia and Hungary. The Russians were in a defensive posture as they built their military might. They were using Eastern Europe as a buffer against any repetition of the ravages of war they had experienced at the hands of Germany.

    And the huge multi-trillion dollar buildup of nuclear armaments and NATO forces—what were we defending? We had our forces amassed, including nuclear weapons parked in eight NATO countries on their continent. And when we were the only country on the planet in possession of the bomb—after Hiroshima and Nagasaki– we refused to turn it over to international control under UN auspices, which had been urged by Robert Oppenheimer, the father of the bomb. Instead President Truman insisted on an unfair advantage for the US in his Baruch plan—letting the American people think he was being reasonable, pretending to present fair terms for controlling the bomb which in reality impelled Stalin to get his own bomb—putting us into a tragic and costly arms race—imperiling our own national security and the entire fate of the earth.

    Nothing has changed. The Empire has no clothes. It has been revealed. Having unilaterally withdrawn from the Anti-Ballistic Missile Treaty with Russia, the US is leading NATO to build a ring of missiles round Russia in Europe. It is globalizing its military forces and operations. An armada of missile-laden NATO war ships is deployed in oceans around the world with nearly 1,000 US military bases on every continent on the planet. Working in this expanded military capacity, NATO members and their allies are encircling China in the Pacific, just as we are surrounding Russia, while rejecting Russia and China’s repeated proposals to negotiate a ban on weapons in space. NATO is a lawless rogue alliance, determined to control the world’s oil and other scarce resources, by brute force.

    The US first led NATO into illegal action when it bombed Kosovo in the interests of “protecting” people, without the UN’s legally required authorization for any acts of warfare that are not taken in self-defense against an armed attack as required by the UN Charter. The US and its NATO allies refused to go to the UN for permission to enter into hostilities, as required under the UN Charter, because Russia was threatening to veto any such action in the Security Council to protect its ally, Serbia. Despite the lip service NATO gave to some sort of trumped up “responsibility to protect” Kosovo’s Albanians, (by bombing the Serbians to smithereens) Clinton was on the record saying: “If we’re going to have a strong economic relationship that includes our ability to sell around the world, Europe has got to be a key …. That’s what this Kosovo thing is all about.”1

    It’s beyond belief that NATO’s assault on Libya is only about “protecting civilians” while at the same time hundreds of civilians are being killed by NATO bombs and drones. Here too NATO’s old boy colonial network is seeking to secure Libya’s oil. NATO is now engaged in three wars in Libya, Afghanistan, and Iraq. The US is also bombing blindly away in Pakistan, Yemen, and Somalia as well, with “pilots” sitting at their computers and playing with their joysticks, lawlessly targeting “terrorists” with their unmanned drones, raining death and destruction down on the unseen people below, assassinating those whom they suspect may be wishing to do harm, without evidence, trial, finding of guilt, along with a host of innocent men, women and children.

    It’s time to disband NATO. There will be a NATO summit meeting in Chicago, in May 2012. Grassroots activists are organizing around the world to gather at a counter summit in Chicago to restore the rule of law as a means of resolving international disputes and to voice a new vision of global security and peace.   • The Decision to Bomb Hiroshima

    Gar AlperovitzToday is the 66th anniversary of the bombing of Hiroshima. Though most Americans are unaware of the fact, increasing numbers of historians now recognize the United States did not need to use the atomic bomb to end the war against Japan in 1945. Moreover, this essential judgment was expressed by the vast majority of top American military leaders in all three services in the years after the war ended: Army, Navy and Army Air Force. Nor was this the judgment of “liberals,” as is sometimes thought today. In fact, leading conservatives were far more outspoken in challenging the decision as unjustified and immoral than American liberals in the years following World War II.


    By the summer of 1945 Japan was essentially defeated, its navy at the bottom of the ocean; its air force limited by fuel, equipment, and other shortages; its army facing defeat on all fronts; and its cities subjected to bombing that was all but impossible to challenge. With Germany out of the war, the United States and Britain were about to bring their full power to bear on what was left of the Japanese military. Moreover, the Soviet Union—at this point in time still neutral—was getting ready to attack on the Asian mainland: the Red Army, fresh from victory over Hitler, was poised to strike across the Manchurian border.


    Long before the bombings occurred in August 1945—indeed, as early as late April 1945, more than three months before Hiroshima—U.S. intelligence advised that the Japanese were likely to surrender when the Soviet Union entered the war if they were assured that it did not imply national annihilation. An April 29 Joint Intelligence Staff document put it this way: “If at any time the U.S.S.R. should enter the war, all Japanese will realize that absolute defeat is inevitable.”


    For this reason—because it would drastically shorten the war—before the atomic bomb was successfully tested (on July 16, 1945) the U.S. had strongly and repeatedly urged the Soviet Union to join the battle as soon after the defeat of Hitler as possible. A target date of three months after Germany’s surrender was agreed upon—which put the planned Red Army attack date at roughly August 8, the war in Europe having ended on May 8. (In late July the date was temporarily extended by a week.)


    Nor was there any doubt that the Soviet Union would join the war for its own reasons. At the Potsdam Conference in July (before the successful atomic test) President Truman entered the following in his diary after meeting with Soviet Premier Joseph Stalin on July 17: “He’ll be in the Jap War on August 15. Fini Japs when that comes about.”


    The next day, July 18, in a private letter to his wife, the President wrote: “I’ve gotten what I came for—Stalin goes to war August 15 with no strings on it…I’ll say that we’ll end the war a year sooner now…”


    The President had also been urged to offer assurances that the Japanese Emperor would be allowed to remain in some form of powerless figurehead bomb garrole by many top advisers—including, importantly, Secretary of War Henry L. Stimson, the man who oversaw the development of the atomic bomb. Before the bomb was used he explicitly urged the President that in his judgment the war would end if such assurances were given—without the use of the atomic bomb.


    Nor were there insuperable political obstacles to this approach: Leadings newspapers like the Washington Post, along with leaders of the opposition Republican Party were publically demanding such a course. (Moreover, the U.S. Army wanted to maintain the Emperor in some role so as to use his authority both to order surrender and to help manage Japan during the occupation period after war’s end—which, of course, is what, in fact, was done: Japan still has an Emperor.)


    As the President’s diary entry and letter to his wife indicate, there is little doubt that he understood the advice given by the intelligence experts as to the likely impact of the upcoming Russian attack. Further evidence is also available on this central point: The American and British Joint Chiefs of Staff—the very top military leaders of the two nations—also met at Potsdam to consolidate planning for the final stages of the war in the Pacific. General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, summarized the latest (early July) combined US-UK intelligence evidence for Prime Minister Churchill this way: “[W]hen Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.”


    The July joint intelligence finding, of course, for the most part simply restated what had been the essential view of American intelligence and many of the President’s top advisers throughout the spring and summer months leading up to the July meeting at Potsdam.


    Among the many reasons the shock of Soviet entry was expected to be so powerful were: first, that it would directly challenge the Japanese army in what had been one of its most important strongholds, Manchuria; second, it would signal that there was literally no hope once the third of the three Great Powers was no longer neutral; and third, and perhaps even more important, with the Japanese economy in disarray Japanese leaders were extremely fearful that leftist groups might be powerfully encouraged, politically, if the Soviet Union were to play a major role in Japan’s defeat.


    Furthermore, U.S. intelligence had broken Japanese codes and knew Japanese leaders were frantically hoping against hope as they attempted to arrange some form of settlement with Moscow as a mediator. Since their strategy was so heavily focused on what the Russians might or might not do, this further underscored the judgment that when the Red Army attacked, the end would not be far off: the illusory hope of a negotiation through Moscow would be thoroughly dashed as Soviet tanks rolled into Manchuria.


    Instead, the United States rushed to use two atomic bombs at almost exactly the time that an August 8 Soviet attack had originally been scheduled: Hiroshima on August 6 and Nagasaki on August 9. The timing itself has obviously raised questions among many historians. The available evidence, though not conclusive, strongly suggests that the atomic bombs may well have been used in part because American leaders “preferred”—as Pulitzer Prize–winning historian Martin Sherwin has put it—to end the war with the bombs rather than the Soviet attack. Impressing the Soviets during the early diplomatic sparring that ultimately became the Cold War also appears likely to have been a significant factor.


    Some modern analysts have urged that Japanese military planning to thwart an invasion was much more advanced than had previously been understood, and hence more threatening to U.S. plans. Others have argued that Japanese military leaders were much more ardently committed to one or more of four proposed ‘conditions’ to attach to a surrender than a number of experts hold, and hence, again, would likely have fought hard to continue the war.


    It is, of course, impossible to know whether the advice given by top U.S. and British intelligence that a Russian attack would likely to produce surrender was correct. We do know that the President ignored such judgments and the advice of people like Secretary of War Stimson that the war could be ended in other ways when he made his decision. This, of course, is an important fact in its own right in considering whether the decision was justified, since so many civilian lives were sacrificed in the two bombings.


    Moreover, many leading historians who have studied both the U.S. and Japanese records carefully (including, among others, Barton Bernstein and Tsuyoshi Hasegawa) have concluded that Japan was indeed in such dire straits that–as U.S. and British intelligence had urged long before the bombings–the war would, in fact, have likely ended before the November invasion target date once the Russians entered.


    It is also important to note that there was very little to lose by using the Russian attack to end the war. The atomic bombs were dropped on Hiroshima and Nagasaki on August 6 and August 9. There were still three months to go before the first landing could take place in November. If the early August Russian attack did not work as expected, the bombs could obviously have been used anyway long before any lives were lost in the landing.


    (Since use of the atomic bombs and Russia’s entry into the war came at almost exactly the same time, scholars have debated at great length which factor influenced the surrender decision more. This, of course, is a very different question from whether using the atomic bomb was justified as the only way to end the war. Still, it is instructive to note that speaking privately to top Army officials on August 14 the Japanese Emperor stated bluntly: “The military situation has changed suddenly. The Soviet Union entered the war against us. Suicide attacks can’t compete with the power of science. Therefore, there is no alternative…” And the Imperial Rescript the Emperor issued to officers and soldiers to make sure they would lay down their arms stated: “Now that the Soviet Union has entered the war, to continue under the present conditions at home and abroad would only result in further useless damage… Therefore…I am going to make peace.”)


    The most illuminating perspective, however, comes from top World War II American military leaders. The conventional wisdom that the atomic bomb saved a million lives is so widespread that (quite apart from the inaccuracy of this figure, as noted by Samuel Walker) most Americans haven’t paused to ponder something rather striking to anyone seriously concerned with the issue: Not only did most top U.S. military leaders think the bombings were unnecessary and unjustified, many were morally offended by what they regarded as the unnecessary destruction of Japanese cities and what were essentially noncombat populations. Moreover, they spoke about it quite openly and publicly.


    Here is how General Dwight D. Eisenhower reports he reacted when he was told by Secretary of War Henry L. Stimson that the atomic bomb would be used:



    “During his recitation of the relevant facts, I had been conscious of a feeling of depression and so I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives.”


    In another public statement the man who later became President of the United States was blunt: “It wasn’t necessary to hit them with that awful thing.”


    General Curtis LeMay, the tough cigar-smoking Army Air Force “hawk,” was also dismayed. Shortly after the bombings he stated publically: “The war would have been over in two weeks. . . . The atomic bomb had nothing to do with the end of the war at all.”


    Fleet Admiral Chester W. Nimitz, Commander in Chief of the Pacific Fleet, went public with this statement: “The Japanese had, in fact, already sued for peace. . . . The atomic bomb played no decisive part, from a purely military standpoint, in the defeat of Japan.”


    I noted above the report General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, made to Prime Minister Churchill that “when Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.” On hearing that the atomic test was successful, Ismay’s private reaction was one of “revulsion.”


    Shortly before his death General George C. Marshall quietly defended the decision, but for the most part he is on record as repeatedly saying that it was not a military decision, but rather a political one. Even more important, well before the atomic bombs were used, contemporary documents record show that Marshall felt “these weapons might first be used against straight military objectives such as a large naval installation and then if no complete result was derived from the effect of that, he thought we ought to designate a number of large manufacturing areas from which the people would be warned to leave–telling the Japanese that we intend to destroy such centers….”


    As the document concerning Marshall’s views suggests, the question of whether the use of the atomic bomb was justified turns not only on whether other options were available, and whether top leaders were advised of this. It also turns on whether the bombs had to be used against a largely civilian target rather than a strictly military target—which, in fact, was the explicit choice since although there were Japanese troops in the cities, neither Hiroshima nor Nagasaki was deemed militarily vital by U.S. planners. (This is one of the reasons neither had been heavily bombed up to this point in the war.) Moreover, targeting was aimed explicitly on non-military facilities surrounded by workers’ homes. Here we can gain further insight from two additional, equally conservative military leaders.


    Many years later President Richard Nixon recalled that



    “[General Douglas] MacArthur once spoke to me very eloquently about it, pacing the floor of his apartment in the Waldorf. He thought it a tragedy that the Bomb was ever exploded. MacArthur believed that the same restrictions ought to apply to atomic weapons as to conventional weapons, that the military objective should always be limited damage to noncombatants. . . . MacArthur, you see, was a soldier. He believed in using force only against military targets, and that is why the nuclear thing turned him off.”


    Although many others could be cited, here, finally, is the statement of another conservative, a man who was a close friend of President Truman’s, his Chief of Staff (as well as President Roosevelt’s Chief of Staff), and the five star Admiral who presided over meetings of the Combined U.S.-U.K. Chiefs of Staff during the war—William D. Leahy:



    “[T]he use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender. . . . [I]n being the first to use it, we . . . adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.”

    I first gained access to the most classified of those documents in 1991 when I was elected as a deputy to the Soviet Congress of People’s Deputies from the city of Zhitomir, just 135 kilometers from Chernobyl. The Communist Party initially banned access to those files, but the secret Central Committee protocols regarding the accident were finally made available to deputies.


    These documents reveal that the Politburo first met to discuss the Chernobyl accident on April 29, 1986, three days after the explosion. Then a flood of messages beginning May 4 document the hospitalization of area residents. Judging from the minutes, the number of patients was growing daily and had already reached several thousand.


    For example: “Classified. Minutes No. 12. May 12, 1986. A total of 10,198 people have been hospitalized for examination and treatment, of which 345 show symptoms of radiation sickness.”


    But most of them were released and sent home. It seems that the more the radiation spread, the healthier the Soviet people became. And here is the reason for this unexpected “miracle cure:”


    “Classified. Minutes No. 9. May 8, 1986. The Health Ministry of the Soviet Union has approved new acceptable levels of radiation to which the public can be exposed and that are 10 times higher than former levels. In special cases, levels up to 50 times higher than former levels are acceptable.”


    The Kremlin was willing to do anything to conceal the extent of the radiation exposure. Only two months had passed since residents had been evacuated from homes within an 30-kilometer radius of the plant when the authorities hurriedly began the opposite process: resettlement.


    “Classified. Minutes No. 29. June 23, 1986. Report on the possibility of returning children and pregnant women to areas with radiation levels within the range of 2 millirems per hour to 5 millirems per hour.”


    To put this in perspective, the U.S. government sets the maximum allowable exposure of an adult working with radioactive material at fewer than 6,000 millirems per year and recommends that human fetuses be exposed to no more than 50 millirems per month.


    Another highlight from the Kremlin’s criminal acts is its “secret recipe” for making radioactive meat and milk edible. It reads:


    “Top secret. Resolution of the Politburo of the CPSU Central Committee on May 8, 1986. Minutes recorded by Comrade V.S. Murakhovsky. … When slaughtering livestock and pigs, it has been found that their meat can be made fit for consumption by washing the stomachs with water and removing the lymph nodes.”


    Apparently, the Politburo was thinking of new ways to make fillings for pirozhki:


    “Classified. Addendum to Item 10 of Minutes No. 32. … Distribute meat contaminated by radiation as widely as possibly throughout the country and use it in a ratio of 1:10 with normal meat to make sausage, canned and processed meat.”


    Five years after the Chernobyl disaster, Deputy Prosecutor General V.I. Andreyev gave this written answer to my inquiries as a deputy: “From the period of 1986 to 1989 the indicated areas produced 47.5 tons of meat and 2 million tons of milk with higher than acceptable levels of contamination. … These circumstances placed approximately 75 million people in dangerous living conditions … and created conditions for increased mortality, a higher incidence of malignancies, a greater number of deformities. … For 1.5 million people alone — including 160,000 children under the age of seven — the thyroid glands in 87 percent of the adults and 48 percent of the children were exposed to radiation doses of 30,000 millirems, 11 percent and 35 percent respectively were exposed to doses from 30,000 to 100,000 millirems, and 2 percent of adults and 17 percent of children were exposed to doses exceeding 100,000 millirems.”


    Despite these horrific figures, no top official was ever prosecuted for the multiple acts of criminal negligence for both the Chernobyl accident itself or the rescue mission afterward.


    The top priority for the Communist Party bureaucrats was to “strengthen propaganda measures aimed at exposing the deceitful fabrications of bourgeois information and intelligence agencies regarding events at the Chernobyl nuclear power plant.”
