  • Hiroshima Day: America Has Been Asleep at the Wheel for 64 Years

    It was a hot August day in Detroit. I was standing on a street corner downtown, looking at the front page of The Detroit News in a news rack. I remember a streetcar rattling by on the tracks as I read the headline: A single American bomb had destroyed a Japanese city. My first thought was that I knew exactly what that bomb was. It was the U-235 bomb we had discussed in school and written papers about, the previous fall.

    I thought: “We got it first. And we used it. On a city.”

    I had a sense of dread, a feeling that something very ominous for humanity had just happened. A feeling, new to me as an American, at 14, that my country might have made a terrible mistake. I was glad when the war ended nine days later, but it didn’t make me think that my first reaction on Aug. 6 was wrong.

    Unlike nearly everyone else outside the Manhattan Project, my first awareness of the challenges of the nuclear era had occurred—and my attitudes toward the advent of nuclear weaponry had formed—some nine months earlier than those headlines, and in a crucially different context.

    It was in a ninth-grade social studies class in the fall of 1944. I was 13, a boarding student on full scholarship at Cranbrook, a private school in Bloomfield Hills, Mich. Our teacher, Bradley Patterson, was discussing a concept that was familiar then in sociology, William F. Ogburn’s notion of “cultural lag.”

    The idea was that the development of technology regularly moved much further and faster in human social-historical evolution than other aspects of culture: our institutions of government, our values, habits, our understanding of society and ourselves. Indeed, the very notion of “progress” referred mainly to technology. What “lagged” behind, what developed more slowly or not at all in social adaptation to new technology was everything that bore on our ability to control and direct technology and the use of technology to dominate other humans.

    To illustrate this, Mr. Patterson posed a potential advance in technology that might be realized soon. It was possible now, he told us, to conceive of a bomb made of U-235, an isotope of uranium, which would have an explosive power 1,000 times greater than the largest bombs being used in the war that was then going on. German scientists in late 1938 had discovered that uranium could be split by nuclear fission, in a way that would release immense amounts of energy.

    Several popular articles about the possibility of atomic bombs and specifically U-235 bombs appeared during the war in magazines like The Saturday Evening Post. None of these represented leaks from the Manhattan Project, whose very existence was top-secret. In every case they had been inspired by earlier articles on the subject that had been published freely in 1939 and 1940, before scientific self-censorship and then formal classification had set in. Patterson had come across one of these wartime articles. He brought the potential development to us as an example of one more possible leap by science and technology ahead of our social institutions.

    Suppose, then, that one nation, or several, chose to explore the possibility of making this into a bomb, and succeeded. What would be the probable implications of this for humanity? How would it be used, by humans and states as they were today? Would it be, on balance, bad or good for the world? Would it be a force for peace, for example, or for destruction? We were to write a short essay on this, within a week.
    I recall the conclusions I came to in my paper after thinking about it for a few days. As I remember, everyone in the class had arrived at much the same judgment. It seemed pretty obvious.

    The existence of such a bomb—we each concluded—would be bad news for humanity. Mankind could not handle such a destructive force. It could not control it, safely, appropriately. The power would be “abused”: used dangerously and destructively, with terrible consequences. Many cities would be destroyed entirely, just as the Allies were doing their best to destroy German cities without atomic bombs at that very time, just as the Germans earlier had attempted to do to Rotterdam and London. Civilization, perhaps our species, would be in danger of destruction.

    It was just too powerful. Bad enough that bombs already existed that could destroy a whole city block. They were called “block-busters”: 10 tons of high explosive. Humanity didn’t need the prospect of bombs a thousand times more powerful, bombs that could destroy whole cities.

    As I recall, this conclusion didn’t depend mainly on who had the Bomb, or how many had it, or who got it first. And to the best of my memory, we in the class weren’t addressing it as something that might come so soon as to bear on the outcome of the ongoing war. It seemed likely, the way the case was presented to us, that the Germans would get it first, since they had done the original science. But we didn’t base our negative assessment on the idea that this would necessarily be a Nazi or German bomb. It would be a bad development, on balance, even if democratic countries got it first.

    After we turned in our papers and discussed them in class, it was months before I thought of the issues again. I remember the moment when I did, on a street corner in Detroit. I can still see and feel the scene and recall my thoughts, described above, as I read the headline on Aug. 6.

    I remember that I was uneasy, on that first day and in the days ahead, about the tone in President Harry Truman’s voice on the radio as he exulted over our success in the race for the Bomb and its effectiveness against Japan. I generally admired Truman, then and later, but in hearing his announcements I was put off by the lack of concern in his voice, the absence of a sense of tragedy, of desperation or fear for the future. It seemed to me that this was a decision best made in anguish; and both Truman’s manner and the tone of the official communiqués made unmistakably clear that this hadn’t been the case.

    Which meant for me that our leaders didn’t have the picture, didn’t grasp the significance of the precedent they had set and the sinister implications for the future. And that evident unawareness was itself scary. I believed that something ominous had happened; that it was bad for humanity that the Bomb was feasible, and that its use would have bad long-term consequences, whether or not those negatives were balanced or even outweighed by short-run benefits.

    Looking back, it seems clear to me my reactions then were right.

    Moreover, reflecting on two related themes that have run through my life since then—intense abhorrence of nuclear weapons, and more generally of killing women and children—I’ve come to suspect that I’ve conflated in my emotional memory two events less than a year apart: Hiroshima and a catastrophe that visited my own family 11 months later.

    On the Fourth of July, 1946, driving on a hot afternoon on a flat, straight road through the cornfields of Iowa—on the way from Detroit to visit our relatives in Denver—my father fell asleep at the wheel and went off the road long enough to hit a sidewall over a culvert that sheared off the right side of the car, killing my mother and sister.

    My father’s nose was broken and his forehead was cut. When a highway patrol car came by, he was wandering by the wreckage, bleeding and dazed. I was inside, in a coma from a concussion, with a large gash on the left side of my forehead. I had been sitting on the floor next to the back seat, on a suitcase covered with a blanket, with my head just behind the driver’s seat. When the car hit the wall, my head was thrown against a metal fixture on the back of the driver’s seat, knocking me out and opening up a large triangular flap of flesh on my forehead. I was in coma for 36 hours. My legs had been stretched out in front of me across the car and my right leg was broken just above the knee.

    My father had been a highway engineer in Nebraska. He said that highway walls should never have been flush with the road like that, and later laws tended to ban that placement. This one took off the side of the car where my mother and sister were sitting, my sister looking forward and my mother facing left with her back to the side of the car. My brother, who came to the scene from Detroit, said later that when he saw what was left of the car in a junkyard, the right side looked like steel wool. It was amazing that anyone had survived.

    My understanding of how that event came about—it wasn’t entirely an accident, as I heard from my father, that he had kept driving when he was exhausted—and how it affected my life is a story for another time. But looking back now, at what I drew from reading the Pentagon Papers later and on my citizen’s activism since then, I think I saw in the events of August 1945 and July 1946, unconsciously, a common message. I loved my father, and I respected Truman. But you couldn’t rely entirely on a trusted authority—no matter how well-intentioned he was, however much you admired him—to protect you, and your family, from disaster. You couldn’t safely leave events entirely to the care of authorities. Some vigilance was called for, to awaken them if need be or warn others. They could be asleep at the wheel, heading for a wall or a cliff. I saw that later in Lyndon Johnson and in his successor, and I’ve seen it since.

    But I sensed almost right away, in August 1945 as Hiroshima and Nagasaki were incinerated, that such feelings—about our president, and our Bomb—separated me from nearly everyone around me, from my parents and friends and from most other Americans. They were not to be mentioned. They could only sound unpatriotic. And in World War II, that was about the last way one wanted to sound. These were thoughts to be kept to myself.

    Unlikely thoughts for a 14-year-old American boy to have had the week the war ended? Yes, if he hadn’t been in Mr. Patterson’s social studies class the previous fall. Every member of that class must have had the same flash of recognition of the Bomb, as they read the August headlines during our summer vacation. Beyond that, I don’t know whether they responded as I did, in the terms of our earlier discussion.

    But neither our conclusions then or reactions like mine on Aug. 6 stamped us as gifted prophets. Before that day perhaps no one in the public outside our class—no one else outside the Manhattan Project (and very few inside it)—had spent a week, as we had, or even a day thinking about the impact of such a weapon on the long-run prospects for humanity.

    And we were set apart from our fellow Americans in another important way. Perhaps no others outside the project or our class ever had occasion to think about the Bomb without the strongly biasing positive associations that accompanied their first awareness in August 1945 of its very possibility: that it was “our” weapon, an instrument of American democracy developed to deter a Nazi Bomb, pursued by two presidents, a war-winning weapon and a necessary one—so it was claimed and almost universally believed—to end the war without a costly invasion of Japan.

    Unlike nearly all the others who started thinking about the new nuclear era after Aug. 6, our attitudes of the previous fall had not been shaped, or warped, by the claim and appearance that such a weapon had just won a war for the forces of justice, a feat that supposedly would otherwise have cost a million American lives (and as many or more Japanese).

    For nearly all other Americans, whatever dread they may have felt about the long-run future of the Bomb (and there was more expression of this in elite media than most people remembered later) was offset at the time and ever afterward by a powerful aura of its legitimacy, and its almost miraculous potential for good which had already been realized. For a great many Americans still, the Hiroshima and Nagasaki bombs are regarded above all with gratitude, for having saved their own lives or the lives of their husbands, brothers, fathers or grandfathers, which would otherwise have been at risk in the invasion of Japan. For these Americans and many others, the Bomb was not so much an instrument of massacre as a kind of savior, a protector of precious lives.

    Most Americans ever since have seen the destruction of the populations of Hiroshima and Nagasaki as necessary and effective—as constituting just means, in effect just terrorism, under the supposed circumstances—thus legitimating, in their eyes, the second and third largest single-day massacres in history. (The largest, also by the U.S. Army Air Corps, was the firebombing of Tokyo five months before on the night of March 9, which burned alive or suffocated 80,000 to 120,000 civilians. Most of the very few Americans who are aware of this event at all accept it, too, as appropriate in wartime.

    To regard those acts as definitely other than criminal and immoral—as most Americans do—is to believe that anything—anythingcan be legitimate means: at worst, a necessary, lesser, evil. At least, if done by Americans, on the order of a president, during wartime. Indeed, we are the only country in the world that believes it won a war by bombing—specifically by bombing cities with weapons of mass destruction—and believes that it was fully rightful in doing so. It is a dangerous state of mind.

    Even if the premises of these justifications had been realistic (after years of study I’m convinced, along with many scholars, that they were not; but I’m not addressing that here), the consequences of such beliefs for subsequent policymaking were bound to be fateful. They underlie the American government and public’s ready acceptance ever since of basing our security on readiness to carry out threats of mass annihilation by nuclear weapons, and the belief by many officials and elites still today that abolition of these weapons is not only infeasible but undesirable.

    By contrast, given a few days’ reflection in the summer of 1945 before a presidential fait accompli was framed in that fashion, you didn’t have to be a moral prodigy to arrive at the sense of foreboding we all had in Mr. Patterson’s class. It was as easily available to 13-year-old ninth-graders as it was to many Manhattan Project scientists, who also had the opportunity to form their judgments before the Bomb was used.

    But the scientists knew something else that was unknown to the public and even to most high-level decision-makers. They knew that the atomic bombs, the uranium and plutonium fission bombs they were preparing, were only the precursors to far more powerful explosives, almost surely including a thermonuclear fusion bomb, later called the hydrogen bomb, or H-bomb. That weapon—of which we eventually came to have tens of thousands—could have an explosive yield much greater than the fission bombs needed to trigger it. A thousand times greater.

    Moreover, most of the scientists who focused on the long-run implications of nuclear weapons, belatedly, after the surrender of Germany in May 1945 believed that using the Bomb against Japan would make international control of the weapon very unlikely. In turn that would make inevitable a desperate arms race, which would soon expose the United States to adversaries’ uncontrolled possession of thermonuclear weapons, so that, as the scientists said in a pre-attack petition to the president, “the cities of the United States as well as the cities of other nations will be in continuous danger of sudden annihilation.” (In this they were proved correct.) They cautioned the president—on both moral grounds and considerations of long-run survival of civilization—against beginning this process by using the Bomb against Japan even if its use might shorten the war.

    But their petition was sent “through channels” and was deliberately held back by Gen. Leslie Groves, director of the Manhattan Project. It never got to the president, or even to Secretary of War Henry Stimson until after the Bomb had been dropped. There is no record that the scientists’ concerns about the future and their judgment of a nuclear attack’s impact on it were ever made known to President Truman before or after his decisions. Still less, made known to the American public.

    At the end of the war the scientists’ petition and their reasoning were reclassified secret to keep it from public knowledge, and its existence was unknown for more than a decade. Several Manhattan Project scientists later expressed regret that they had earlier deferred to the demands of the secrecy managers—for fear of losing their clearances and positions, and perhaps facing prosecution—and had collaborated in maintaining public ignorance on this most vital of issues.

    One of them—Eugene Rabinowitch, who after the war founded and edited the Bulletin of the Atomic Scientists (with its Doomsday Clock)—had in fact, after the German surrender in May, actively considered breaking ranks and alerting the American public to the existence of the Bomb, the plans for using it against Japan, and the scientists’ views both of the moral issues and the long-term dangers of doing so.

    He first reported this in a letter to The New York Times published on June 28, 1971. It was the day I submitted to arrest at the federal courthouse in Boston; for 13 days previous, my wife and I had been underground, eluding the FBI while distributing the Pentagon Papers to 17 newspapers after injunctions had halted publication in the Times and The Washington Post. The Rabinowitch letter began by saying it was “the revelation by The Times of the Pentagon history of U.S. intervention in Vietnam, despite its classification as ‘secret’ ” that led him now to reveal:

    “Before the atom bomb-drops on Hiroshima and Nagasaki, I had spent sleepless nights thinking that I should reveal to the American people, perhaps through a reputable news organ, the fateful act—the first introduction of atomic weapons—which the U.S. Government planned to carry out without consultation with its people. Twenty-five years later, I feel I would have been right if I had done so.”

    I didn’t see this the morning it was published, because I was getting myself arrested and arraigned, for doing what Rabinowitch wishes he had done in 1945, and I wish I had done in 1964. I first came across this extraordinary confession by a would-be whistle-blower (I don’t know another like it) in “Hiroshima in America: Fifty Years of Denial” by Robert Jay Lifton and Greg Mitchell (New York, 1995, p. 249).

    Rereading Rabinowitch’s statement, still with some astonishment, I agree with him. He was right to consider it, and he would have been right if he had done it. He would have faced prosecution and prison then (as I did at the time his letter was published), but he would have been more than justified, as a citizen and as a human being, in informing the American public and burdening them with shared responsibility for the fateful decision.

    Some of the same scientists faced a comparable challenge four years after Hiroshima, addressing the possible development of an even more terrible weapon, more fraught with possible danger to human survival: the hydrogen bomb. This time some who had urged use of the atom bomb against Japan (dissenting from the petitioners above) recommended against even development and testing of the new proposal, in view of its “extreme dangers to mankind.” “Let it be clearly realized,” they said, “that this is a super weapon; it is in a totally different category from an atomic bomb” (Herbert York, “The Advisors” [California, 1976], p. 156).

    Once more, as I learned much later, knowledge of the secret possibility was not completely limited to government scientists. A few others—my father, it turns out, was one—knew of this prospect before it had received the stamp of presidential approval and had become an American government project. And once again, under those conditions of prior knowledge (denied as before to the public), to grasp the moral and long-run dangers you didn’t have to be a nuclear physicist. My father was not.
    Some background is needed here. My father, Harry Ellsberg, was a structural engineer. He worked for Albert Kahn in Detroit, the “Arsenal of Democracy.” At the start of the Second World War, he was the chief structural engineer in charge of designing the Ford Willow Run plant, a factory to make B-24 Liberator bombers for the Air Corps. (On June 1 this year, GM, now owner, announced it would close the plant as part of its bankruptcy proceedings.)

    Dad was proud of the fact that it was the world’s largest industrial building under one roof. It put together bombers the way Ford produced cars, on an assembly line. The assembly line was a mile and a quarter long.

    My father told me that it had ended up L-shaped, instead of in a straight line as he had originally designed it. When the site was being prepared, Ford comptrollers noted that the factory would run over a county line, into an adjacent county where the company had less control and local taxes were higher. So the design, for the assembly line and the factory housing it, had to be bent at right angles to stay inside Ford country.

    Once, my father took me out to Willow Run to see the line in operation. For as far as I could see, the huge metal bodies of planes were moving along tracks as workers riveted and installed parts. It was like pictures I had seen of steer carcasses in a Chicago slaughterhouse. But as Dad had explained to me, three-quarters of a mile along, the bodies were moved off the tracks onto a circular turntable that rotated them 90 degrees; then they were moved back on track for the last half mile of the L. Finally, the planes were rolled out the hangar doors at the end of the factory—one every hour: It took 59 minutes on the line to build a plane with its 100,000 parts from start to finish—filled with gas and flown out to war.     It was an exciting sight for a 13-year-old. I was proud of my father. His next wartime job had been to design a still larger airplane engine factory—again the world’s largest plant under one roof—the Dodge Chicago plant, which made all the engines for B-29s.

    When the war ended, Dad accepted an offer to oversee the buildup of the plutonium production facilities at Hanford, Wash. That project was being run by General Electric under contract with the Atomic Energy Commission. To take the job of chief structural engineer on the project, Dad moved from the engineering firm of Albert Kahn, where he had worked for years, to what became Giffels & Rossetti. Later he told me that engineering firm had the largest volume of construction contracts in the world at that time, and his project was the world’s largest. I grew up hearing these superlatives.

    The Hanford project gave my father his first really good salary. But while I was away as a sophomore at Harvard, he left his job with Giffels & Rossetti, for reasons I never learned at the time. He was out of work for almost a year. Then he went back as chief structural engineer for the whole firm. Almost 30 years later, in 1978, when my father was 89, I happened to ask him why he had left Giffels & Rossetti. His answer startled me.

    He said, “Because they wanted me to help build the H-bomb.”

    This was a breathtaking statement for me to hear in 1978. I was in full-time active opposition to the deployment of the neutron bomb—which was a small H-bomb—that President Jimmy Carter was proposing to send to Europe. The N-bomb had a killing radius from its output of neutrons that was much wider than its radius of destruction by blast. Optimally, an airburst N-bomb would have little fallout nor would it destroy structures, equipment or vehicles, but its neutrons would kill the humans either outside or within buildings or tanks. The Soviets mocked it as “a capitalist weapon” that destroyed people but not property; but they tested such a weapon too, as did other countries.

    I had opposed developing or testing that concept for almost 20 years, since it was first described to me by my friend and colleague at the RAND Corp., Sam Cohen, who liked to be known as the “father of the neutron bomb.” I feared that, as a “small” weapon with limited and seemingly controllable lethal effects, it would be seen as usable in warfare, making U.S. first use and “limited nuclear war” more likely. It would be the match that would set off an exchange of the much larger, dirty weapons which were the bulk of our arsenal and were all that the Soviets then had.

    In the year of this conversation with Dad, I was arrested four times blocking the railroad tracks at the Rocky Flats Nuclear Weapons Production Facility, which produced all the plutonium triggers for H-bombs and was going to produce the plutonium cores for neutron bombs. One of these arrests was on Nagasaki Day, Aug. 9. The “triggers” produced at Rocky Flats were, in effect, the nuclear components of A-bombs, plutonium fission bombs of the type that had destroyed Nagasaki on that date in 1945.

    Every one of our many thousands of H-bombs, the thermonuclear fusion bombs that arm our strategic forces, requires a Nagasaki-type A-bomb as its detonator. (I doubt that one American in a hundred knows that simple fact, and thus has a clear understanding of the difference between A- and H-bombs, or of the reality of the thermonuclear arsenals of the last 50 years.

    Our popular image of nuclear war—from the familiar pictures of the devastation of Nagasaki and Hiroshima—is grotesquely misleading. Those pictures show us only what happens to humans and buildings when they are hit by what is now just the detonating cap for a modern nuclear weapon.
    The plutonium for these weapons came from Hanford and from the Savannah River Site in Georgia and was machined into weapons components at Rocky Flats, in Colorado. Allen Ginsberg and I, with many others, blockaded the entrances to the plant on Aug. 9, 1978, to interrupt business as usual on the anniversary of the day a plutonium bomb had killed 58,000 humans (about 100,000 had died by the end of 1945).
    I had never heard before of any connection of my father with the H-bomb. He wasn’t particularly wired in to my anti-nuclear work or to any of my activism since the Vietnam War had ended. I asked him what he meant by his comment about leaving Giffels & Rossetti.

    “They wanted me to be in charge of designing a big plant that would be producing material for an H-bomb.” He said that DuPont, which had built the Hanford Site, was to have the contract from the Atomic Energy Commission. That would have been for the Savannah River Site. I asked him when this was.

    “Late ’49.”

    I told him, “You must have the date wrong. You couldn’t have heard about the hydrogen bomb then, it’s too early.” I’d just been reading about that, in Herb York’s recent book, “The Advisors.” The General Advisory Committee (GAC) of the AEC—chaired by Robert Oppenheimer and including James Conant, Enrico Fermi and Isidor Rabi—were considering that fall whether or not to launch a crash program for an H-bomb. That was the “super weapon” referred to earlier. They had advised strongly against it, but President Truman overruled them.

    “Truman didn’t make the decision to go ahead till January 1950. Meanwhile the whole thing was super-secret. You couldn’t have heard about it in ’49.”

    My father said, “Well, somebody had to design the plant if they were going to go ahead. I was the logical person. I was in charge of the structural engineering of the whole project at Hanford after the war. I had a Q clearance.”

    That was the first I’d ever heard that he’d had had a Q clearance—an AEC clearance for nuclear weapons design and stockpile data. I’d had that clearance myself in the Pentagon—along with close to a dozen other special clearances above top-secret—after I left the RAND Corp. for the Defense Department in 1964. It was news to me that my father had had a clearance, but it made sense that he would have needed one for Hanford.

    I said, “So you’re telling me that you would have been one of the only people in the country, outside the GAC, who knew we were considering building the H-bomb in 1949?”

    He said, “I suppose so. Anyway, I know it was late ’49, because that’s when I quit.”

    “Why did you quit?”

    “I didn’t want to make an H-bomb. Why, that thing was going to be 1,000 times more powerful than the A-bomb!”

    I thought, score one for his memory at 89. He remembered the proportion correctly. That was the same factor Oppenheimer and the others predicted in their report in 1949. They were right. The first explosion of a true H-bomb, five years later, had a thousand times the explosive power of the Hiroshima blast.

    At 15 megatons—the equivalent of 15 million tons of high explosive—it was over a million times more powerful than the largest conventional bombs of World War II. That one bomb had almost eight times the explosive force of all the bombs we dropped in that war: more than all the explosions in all the wars in human history. In 1961, the Soviets tested a 58-megaton H-bomb.

    My father went on: “I hadn’t wanted to work on the A-bomb, either. But then Einstein seemed to think that we needed it, and it made sense to me that we had to have it against the Russians. So I took the job, but I never felt good about it.

    “Then when they told me they were going to build a bomb 1,000 times bigger, that was it for me. I went back to my office and I said to my deputy, ‘These guys are crazy. They have an A-bomb, now they want an H-bomb. They’re going to go right through the alphabet till they have a Z-bomb.’ ”

    I said, “Well, so far they’ve only gotten up to N.”

    He said, “There was another thing about it that I couldn’t stand. Building these things generated a lot of radioactive waste. I wasn’t responsible for designing the containers for the waste, but I knew they were bound to leak eventually. That stuff was deadly forever. It was radioactive for 24,000 years.”

    Again he had turned up a good figure. I said, “Your memory is working pretty well. It would be deadly a lot longer than that, but that’s about the half-life of plutonium.”

    There were tears in his eyes. He said huskily, “I couldn’t stand the thought that I was working on a project that was poisoning parts of my own country forever, that might make parts of it uninhabitable for thousands of years.”

    I thought over what he’d said; then I asked him if anyone else working with him had had misgivings. He didn’t know.

    “Were you the only one who quit?” He said yes. He was leaving the best job he’d ever had, and he didn’t have any other to turn to. He lived on savings for a while and did some consulting.

    I thought about Oppenheimer and Conant—both of whom had recommended dropping the atomic bomb on Hiroshima—and Fermi and Rabi, who had, that same month Dad was resigning, expressed internally their opposition to development of the superbomb in the most extreme terms possible: It was potentially “a weapon of genocide … carries much further than the atomic bomb itself the policy of exterminating civilian populations … whose power of destruction is essentially unlimited … a threat to the future of the human race which is intolerable … a danger to humanity as a whole … necessarily an evil thing considered in any light” (York, “The Advisor,” pp. 155-159).

    Not one of these men risked his clearance by sharing his anxieties and the basis for them with the American public. Oppenheimer and Conant considered resigning their advisory positions when the president went ahead against their advice. But they were persuaded—by Dean Acheson—not to quit at that time, lest that draw public attention to their expert judgment that the president’s course fatally endangered humanity.

    I asked my father what had made him feel so strongly, to act in a way that nobody else had done. He said, “You did.”

    That didn’t make any sense. I said, “What do you mean? We didn’t discuss this at all. I didn’t know anything about it.”

    Dad said, “It was earlier. I remember you came home with a book one day, and you were crying. It was about Hiroshima. You said, ‘Dad, you’ve got to read this. It’s the worst thing I’ve ever read.’ ”

    I said that must have been John Hersey’s book “Hiroshima.” (I read it when it came out as a book. I was in the hospital when it filled The New Yorker in August 1946.) I didn’t remember giving it to him.

    “Yes. Well, I read it, and you were right. That’s when I started to feel bad about working on an atomic bomb project. And then when they said they wanted me to work on a hydrogen bomb, it was too much for me. I thought it was time for me to get out.”

    I asked if he had told his bosses why he was quitting. He said he told some people, not others. The ones he told seemed to understand his feelings. In fact, in less than a year, the head of the firm called to say that they wanted him to come back as chief structural engineer for the whole firm. They were dropping the DuPont contract (they didn’t say why), so he wouldn’t have to have anything to do with the AEC or bomb-making. He stayed with them till he retired.

    I said, finally, “Dad, how could I not ever have heard any of this before? How come you never said anything about it?”

    My father said, “Oh, I couldn’t tell any of this to my family. You weren’t cleared.”

    Well, I finally got my clearances, a decade after my father gave his up. And for some years, they were my undoing, though they turned out to be useful in the end. A decade later they allowed me to read the Pentagon Papers and to keep them in my “Top Secret” safe at the RAND Corp., from which I eventually delivered them to the Senate Foreign Relations Committee and later to 19 newspapers.

    We have long needed and lacked the equivalent of the Pentagon Papers on the subject of nuclear policies and preparations, nuclear threats and decision-making: above all in the United States and Russia but also in the other nuclear-weapons states. I deeply regret that I did not make known to Congress, the American public and the world the extensive documentation of persistent and still-unknown nuclear dangers that was available to me 40 to 50 years ago as a consultant to and official in the executive branch working on nuclear war plans, command and control and nuclear crises. Those in nuclear-weapons states who are in a position now to do more than I did then to alert their countries and the world to fatally reckless secret policies should take warning from the earlier inaction of myself and others: and do better.

    That I had high-level access and played such a role in nuclear planning is, of course, deeply ironic in view of the personal history recounted above. My feelings of revulsion and foreboding about nuclear weapons had not changed an iota since 1945, and they have never left me. Since I was 14, the overriding objective of my life has been to prevent the occurrence of nuclear war.

    There was a close analogy with the Manhattan Project. Its scientists—most of whom hoped the Bomb would never be used for anything but as a threat to deter Germany—were driven by a plausible but mistaken fear that the Nazis were racing them. Actually the Nazis had rejected the pursuit of the atomic bomb on practical grounds in June 1942, just as the Manhattan Project was beginning. Similarly, I was one of many in the late ’50s who were misled and recruited into the nuclear arms race by exaggerated, and in this case deliberately manipulated, fears of Soviet intentions and crash efforts.

    Precisely because I did receive clearances and was exposed to top-secret intelligence estimates, in particular from the Air Force, I, along with my colleagues at the RAND Corp., came to be preoccupied with the urgency of averting nuclear war by deterring a Soviet surprise attack that would exploit an alleged “missile gap.” That supposed dangerous U.S. inferiority was exactly as unfounded in reality as the fear of the Nazi crash bomb program had been, or, to pick a more recent example, as concern over Saddam Hussein’s supposed WMDs and nuclear pursuit in 2003.

    Working conscientiously, obsessively, on a wrong problem, countering an illusory threat, I and my colleagues distracted ourselves and helped distract others from dealing with real dangers posed by the mutual and spreading possession of nuclear weapons—dangers which we were helping make worse—and from real opportunities to make the world more secure. Unintentionally, yet inexcusably, we made our country and the world less safe.

    Eventually the Soviets did emulate us in creating a world-threatening nuclear capability on hair-trigger alert. That still exists; Russian nuclear posture and policies continue, along with ours, to endanger our countries, civilization and much of life itself. But the persistent reality has been that the nuclear arms race has been driven primarily by American initiatives and policies and that every major American decision in this 64-year-old nuclear era has been accompanied by unwarranted concealment, deliberate obfuscation, and official and public delusions.

    I have believed for a long time that official secrecy and deceptions about our nuclear weapons posture and policies and their possible consequences have threatened the survival of the human species. To understand the urgency of radical changes in our nuclear policies that may truly move the world toward abolition of nuclear weapons, we need a new understanding of the real history of the nuclear age.

    Using the new opportunities offered by the Internet—drawing attention to newly declassified documents and to some realities still concealed—I plan over the next year, before the 65th anniversary of Hiroshima, to do my part in unveiling this hidden history.

    Is Japan Being Too Polite About Nuclear Disarmament

    Why is it that when the leaders of the G-8 go to Japan, they scrupulously avoid visiting Hiroshima and Nagasaki? The Japanese government doesn’t invite their guests to these cities that suffered the atomic bombings in 1945, and the guests don’t go out of their way to make such a visit. Perhaps Japanese leaders think it would be impolite for the guests, many of whom have control of nuclear arsenals, to see first-hand, in the Hiroshima and Nagasaki Peace Memorial Museums, the destruction that these weapons have caused. But then again, it might be highly educational for them.

    Nuclear weapons have become surrealistic. It has been nearly 63 years since they were used in warfare. For most people, they are out of sight and out of mind, but not for all people, and particularly not for the leaders of the G-8. They still talk about nuclear strategy, nuclear proliferation and nuclear umbrellas. What they should be talking about, though, is nuclear disarmament, and this doesn’t happen much in these dark closing days of the George W. Bush era.

    Bush’s Secretary of State, Condoleezza Rice, came to Tokyo and proclaimed that the US “has the will and the capability to meet the full range, and I underscore full range, of its deterrent and security commitments to Japan.” One wonders how such a statement is received in Japan. Does it make the Japanese feel secure to know that the US is prepared, if necessary, to retaliate with nuclear weapons on behalf of Japan? The steady refrain of the hibakusha, the survivors of Hiroshima and Nagasaki bombings, is “Never Again!” But as long as there are nuclear weapons in the world, “again” cannot be ruled out.

    North Korea’s test of a nuclear weapon was worrisome, but surely the way forward with North Korea is not the threat of their nuclear obliteration by the US in the event they attacked Japan. At any rate, retaliation would give very little solace to Japan if it were attacked again with nuclear weapons. The key is nuclear disarmament, not only by North Korea, but by all nuclear weapons states. Why isn’t Japan pushing harder to achieve this goal?

    An appropriate Japanese response to Condoleezza Rice, and to George W. Bush, whose policies Rice was articulating, would have been: “Thank you very much for the offer, but we don’t want to sit under your nuclear umbrella and have you threaten massive annihilation in our name. We know what it means to be attacked by nuclear weapons, since we suffered this fate by your hands at the end of World War II. We stand with the hibakusha in calling for a world free of nuclear weapons. We want you to get on with serious nuclear disarmament talks now.”

    Taking it even a step further, the Japanese could have responded that no one should have control of nuclear weapons without witnessing the artifacts at the Hiroshima and Nagasaki Peace Memorial Museums and without meeting survivors of the atomic bombings and hearing their stories. In fact, no country should have nuclear weapons in its arsenal. Until Japan takes such a posture, it will remain just another country that directly or indirectly supports the nuclear status quo with all its dangers.

    The people of Japan should be proud of the cities of Hiroshima and Nagasaki, so magnificently rebuilt after the tragedies of the US atomic bombings, and they should be proud of the spirit and courage of the hibakusha. Japan has a key role to play in ending the nuclear weapons threat to humanity, but it will not be successful in this role by being a polite host, keeping its powerful guests away from Hiroshima and Nagasaki, and failing to demand more from its G-8 partners in ridding the world of nuclear weapons.

    Welcome to Sadako Peace Day, which this year is also on Nagasaki Day – the day 62 years ago that Nagasaki was destroyed by a single nuclear weapon.

    Please join me in a moment of silence for the victims of the bombings of Hiroshima and Nagasaki, and for Mayor Iccho Itoh of Nagasaki, who was cut down during this past year by an assassin’s bullet.

    Three days ago, Mayor Tadatoshi Akiba of Hiroshima delivered the 2007 Hiroshima Peace Declaration. It began with this description:

    “That fateful summer, 8:15. The roar of a B-29 breaks the morning calm. A parachute opens in the blue sky. Then suddenly, a flash, an enormous blast – silence – hell on Earth.” I will spare you the gory details he goes on to recount.

    Now, 62 years later, we would be remiss not to ask: What lessons have we learned from the use of nuclear weapons? Judging from the fact that there are still 27,000 nuclear weapons in the world and 3,500 of these are on hair-trigger alert, it seems we have clearly not learned enough.

    The overriding facts about nuclear weapons are that they kill massively and indiscriminately – soldiers and civilians; men, women and children; the aged and the newly born.

    Weapons that kill indiscriminately are illegal under international law. Therefore, nuclear weapons are illegal under international law.

    They are also immoral, cowardly and anti-democratic. In a world in which states rely upon nuclear weapons for security, children are not safe.

    Nuclear weapons destroy cities, and are capable of destroying civilization and possibly the human species.

    And there is no physical protection against nuclear weapons. Not duck and cover. Not deterrence. And certainly not missile defenses.

    It should be obvious that if we want to create a world that is safe for our children, we must rid the world of nuclear weapons, and use the financial resources heretofore devoted to nuclear weapons – some $40 billion annually – for food, education, health care and housing.

    It isn’t complicated. The survivors of Hiroshima and Nagasaki had it right when they said, “Nuclear weapons and human beings cannot co-exist.” Which side are you on – that of steel-hearted nuclear weapons or that of humanity? We each choose by our actions.

    We should not elect anyone to high office who believes that “all options are on the table.” That is code for “If state X does Y (Y being something we don’t like), we hold open the option of responding with nuclear weapons.” That is further code for “Do what we want, or we are willing to destroy you and to risk destroying the world.” That is not the kind of leader that we need – not if we want security and the assurance of a human future.

    We need courageous leaders who will stop promoting nuclear double standards, meet their obligations under international law for nuclear disarmament, and lead us back from the nuclear precipice. We need leaders who have a vision of a nuclear weapons free world, and who are willing to act upon that vision – not leaders who try to outdo each other with their macho, nuclear or otherwise. We will not have such visionary and courageous leaders without an informed and active citizenry who make known and persist in pursuing an uncompromising demand for a nuclear weapons-free future.

  • The Decision to Risk the Future: Harry Truman, the Atomic Bomb, and the Apocalyptic Narrative

    In his personal narrative Atomic Quest, Nobel Prize-winning physicist Arthur Holly Compton, who directed atomic research at the University of Chicago’s Metallurgical Laboratory during the Second World War, tells of receiving an urgent visit from J. Robert Oppenheimer while vacationing in Michigan during the summer of 1942. Oppenheimer and the brain trust he assembled had just calculated the possibility that an atomic explosion could ignite all the hydrogen in the oceans or the nitrogen in the atmosphere. If such a possibility existed, Compton concluded, “these bombs must never be made.” As Compton said, “Better to accept the slavery of the Nazis than to run a chance of drawing the final curtain on mankind.”[1] Certainly, any reasonable human being could be expected to respond similarly.
    Three years later, with Hitler dead and the Nazis defeated, President Harry Truman faced a comparably weighty decision. He writes in his 1955 memoirs that, on the first full day of his presidency, James F. Byrnes told him the U.S. was building an explosive “great enough to destroy the whole world.”[2] On April 25, 1945, Secretary of War Henry Stimson and Brigadier General Leslie Groves gave Truman a lengthy briefing in which Stimson reiterated the warning that “modern civilization might be completely destroyed” by atomic bombs and stressed that the future of mankind would be shaped by how such bombs were used and subsequently controlled or shared.[3] Truman recalled Stimson “gravely” expressing his uncertainty about whether the U.S. should ever use the bomb, “because he was afraid it was so powerful that it could end up destroying the whole world.” Truman admitted that, listening to Stimson and Groves and reading Groves’s accompanying memo, he “felt the same fear.”[4]

    Others would also draw, for Truman, the grave implications of using such hellish weapons. Truman noted presciently in his diary on July 25, 1945, after being fully briefed on the results of the Trinity test, that the bomb “may be the fire destruction prophesied in the Euphrates Valley Era, after Noah and his fabulous Ark.”[5] Leading atomic scientists cautioned that surprise use of the bomb against Japan could precipitate an uncontrollable arms race with the Soviet Union that boded future disaster for mankind. The warnings reached Truman’s closest advisors if not the President himself. Truman nevertheless authorized use of atomic bombs against Japan, always insisting he felt no “remorse” and even bragging that he “never lost any sleep over that decision.”[6] For over sixty years, historians and other analysts have struggled to make sense of Truman’s and his advisors’ actions and the relevance of his legacy for his successors in the Oval Office.
    In an incisive and influential essay, historian John Dower divides American interpretations of the atomic bombings of Hiroshima and Nagasaki into two basic narratives–the “heroic” or “triumphal” and the “tragic.”[7] The “heroic” narrative, shaped by wartime science administrator James Conant and Stimson, and reaffirmed by all postwar American presidents up to and including Bill Clinton, with only Eisenhower demurring, justifies the bombing as an ultimately humane, even merciful, way of bringing the “good war” to a rapid conclusion and avoiding an American invasion against a barbaric and fanatically resistant foe. Although Truman initially emphasized revenge for Japan’s treacherous attack on Pearl Harbor, subsequent justifications by Truman, Conant, Stimson, and others stressed instead the tremendous number of Americans who would have been killed and wounded in an invasion.[8] As time passed, defenders of the bombing increasingly added generous estimates of the number of Japanese who the atomic bombings saved. While highlighting the decisive role of atomic bombs in the final victory had the unfortunate consequence of downplaying the heroic efforts and enormous sacrifices of millions of American soldiers, it served American propaganda needs by diminishing the significance of Soviet entry into the Pacific War, discounting the Soviet contribution to defeating Japan, and showcasing the super weapon that the United States alone possessed.[9]
    This victor’s narrative privileges possible American deaths over actual Japanese ones.[10] As critics of the bombing have become more vocal in recent years, projected American casualty estimates have grown apace–from the War Department’s 1945 prediction of 46,000 dead to Truman’s 1955 insistence that General George Marshall feared losing a half million American lives to Stimson’s 1947 claim of over 1,000,000 casualties to George H.W. Bush’s 1991 defense of Truman’s “tough calculating decision, [which] spared millions of American lives,”[11] to the 1995 estimate of a crew member on Bock’s Car, the plane that bombed Nagasaki, who asserted that the bombing saved six million lives–one million Americans and five million Japanese. The recent inclusion of Japanese and other Asian casualties adds an intriguing dimension to the triumphal narrative, though one that played little, if any, role in the wartime calculations of Truman and his top advisors.
    To this triumphal narrative, Dower counterposes a tragic one. Seen from the perspective of the bombs’ victims, the tragic narrative condemns the wanton killing of hundreds of thousands of civilians and the inordinate suffering of the survivors. Although Hiroshima had some military significance as a naval base and home of the Second General Army Headquarters, as Truman insisted, American strategic planners targeted the civilian part of the city, maximizing the bomb’s destructive power and civilian deaths. It produced limited military casualties. Admiral William Leahy angrily told an interviewer in 1949 that although Truman told him they would “only…hit military objectives….they went ahead and killed as many women and children as they could which was just what they wanted all the time.”[12] The tragic narrative, in contrast to the heroic narrative, rests on the conviction that the war could have been ended without use of the bombs given U.S. awareness of Japan’s attempts to secure acceptable surrender terms and of the crushing impact that the imminent Soviet declaration of war against Japan would have.
    Each of these narratives has its own images. The mushroom cloud, principal symbol for the triumphal narrative, has been almost ubiquitous in American culture from the moment that the bomb was dropped. Showing the impact of the bomb from a distance, it effectively masks the death and suffering below.[13]

    Survivors on the ground, however, unlike crew members flying above, vividly recall the flash from the bomb (pika), which signifies the beginning of the tragic narrative, and, when combined with the blast (don), left scores of thousands dead and dying and two cities in ruins. No wonder many Japanese refer to the bomb as pikadon and the mushroom cloud that so pervades the American consciousness has been superseded in Japan by images of the destruction of the two cities and the dead and dying.

    The Smithsonian’s ill-fated 1995 Enola Gay exhibit was doomed when Air Force Association and American Legion critics demanded the elimination of photos of Japanese bombing victims, particularly women and children, and insisted on removal of the charred lunch box containing carbonized rice and peas that belonged to a seventh-grade schoolgirl who disappeared in the bombing. Resisting efforts to humanize or personalize the Japanese, they objected strenuously to inclusion of photos or artifacts that would place human faces on the bombs’ victims and recall their individual suffering. For them, the viewpoint should have remained that of the bombers above the mushroom cloud, not the victims below it. It is worth noting that, prior to the change in military policy in September 1943, U.S. publications were filled with photos of Japanese war dead, but no U.S. publication carried photos of dead American soldiers.[14]

    For one who has confronted the still-smoldering hatred that some American veterans feel toward the Japanese six decades after the U.S. victory, it is stunning how little overt anti-Americanism one finds in Japanese discussions of the bombings. The Japanese, particularly the hibakusha (bomb-affected persons), have focused instead on their unique suffering. Drawing on the moral authority gained, they have translated this suffering into a positive message of world peace and nuclear disarmament. In fact, a vigorous debate about Japan’s responsibility for its brutal treatment of other Asian peoples began in the early 1980s, picked up steam with the revelations by comfort women in the early 1990s, and has raged unabated, especially among Japanese intellectuals and politicians, since 1995, fueled, in part, by regular criticism from China and South Korea.[15]

    In recent summers, I have been startled, during my annual study-abroad course in Hiroshima and Nagasaki, by the frequency with which some Japanese, particularly college students, justify the atomic bombings in light of Japan’s wartime butchery and the emperor’s culpability for Japan’s colonialism and militarism. Perhaps this should be expected given the multi-layered silence imposed on Japan in regard to atomic matters–first by Japan’s own government, humiliated by its defeat and inability to protect its citizens, then by official U.S. censorship, which banned publication of bomb-related information, then by the political exigencies of Japanese dependence on the U.S. under the U.S.-Japan Security Treaty, which blunted criticism of U.S. policy, and finally by the silence of many bomb victims, who faced discrimination in marriage and employment when they divulged their backgrounds.

    Many hibakusha remain incensed over their treatment by the Atomic Bomb Casualty Commission (ABCC), which the U.S. set up in Hiroshima in 1947 and Nagasaki in 1948 to examine but not treat the bomb victims.

    Adding insult to injury, the ABCC sent physical specimens, including human remains, back to the U.S. and did not share its research results with Japanese scientists or physicians, results that could have been helpful in treating atomic bomb sufferers.[16] Anthropologist Hugh Gusterson, who spent three years studying weapons scientists at the Lawrence Livermore National Laboratory, explains the process of dehumanization whereby American scientists turned “the dead and injured bodies of the Japanese into bodies of data” and then sought additional American subjects for further experimentation. By turning human beings into dismembered body parts and fragments and calculating damage instead of wounds, coldly rational scientific discourse allowed Americans to study Japanese victims without ever reckoning with their pain and suffering. One scientist even got annoyed with Gusterson for saying the victims were “vaporized” when the correct term was “carbonized.”[17]
    Although Dower is undoubtedly correct that the heroic and tragic narratives, those of victors above and victims below the mushroom clouds, dominated the discussions surrounding the 50th anniversaries of Hiroshima and Nagasaki, these two narratives by no means exhaust the range of interpretive possibilities. Missing from much of the debate has been consideration of what I call the apocalyptic narrative, a framework for understanding U.S. actions that has even greater relevance to today’s citizens who must continue to grapple with the long-term ramifications of nuclear war, particularly the threat of extinction of human life. While this third narrative has important elements in common with the tragic narrative, maintaining, as did much of America’s top military command, that surrender could have been induced without the use of atomic bombs, it does not see the Japanese as the only victims and holds Truman, Byrnes, and Groves, among others, to a much higher level of accountability for knowingly putting at risk all human and animal existence.
    Nor does the apocalyptic narrative have the kind of easily identifiable images associated with the other two narratives. Unlike the religious association with Armageddon or the images of alchemical transmutation in which destruction leads to rebirth and regeneration, nuclear annihilation is random, senseless, final, and universal. As with the end-of-the-world images associated with the existential crisis of 1929-1930, the post-apocalyptic nothingness resulting from nuclear annihilation is devoid of redemptive possibilities. The late 1920s and early 1930s cosmological theories coupling the concept of heat death with that of the expanding universe anticipated, in the distant future, a barren, lifeless planet drifting aimlessly through time and space in a universe indifferent to human existence. Such a vision, popularized by British astronomers James Jeans and Arthur Eddington, was reflected in the work of influential American thinkers like Joseph Wood Krutch and Walter Lippmann. Although the proximate causes differ, with nuclear annihilation resulting from human technological rather than natural destruction, the symbolism, once human life and consciousness have been expunged in Truman’s “fire destruction,” is in other respects similar.[18]
    By unleashing nuclear weapons on the world as the U.S. did in 1945, in a manner that Soviet leaders, as expected, immediately recognized as ominous and threatening, Truman and his collaborators were gambling with the future of life on the planet. Scientists at Chicago’s Met Lab had issued reports and circulated petitions emphasizing just this point before the bombs were tested and used, warning against instigating a “race for nuclear armaments” that could lead to “total mutual destruction.”[19] In order to force immediate surrender and save American lives by delivering a knockout blow to an already staggering Japan, or, as Gar Alperovitz alternatively argues, to brandish U.S. might against and constrain the Soviet Union in Europe and Asia, or, as Tsuyoshi Hasegawa contends, to exact revenge against Japan while limiting Soviet gains in Asia, Truman willingly risked the unthinkable. He did so without even attempting other means to procure Japanese surrender, such as clarifying the surrender terms to insure the safety and continued “rule” of Emperor Hirohito as Stimson and almost all of Truman’s other close advisors urged him to do, but which he and Byrnes resisted until after the two atomic bombs had been dropped; allowing Stalin to sign the Potsdam Proclamation, which would have signaled imminent Soviet entry into the war; or announcing and, if necessary, demonstrating the existence of the bomb. What terrified many scientists from an early stage in the process was the realization that the bombs that were used to wipe out Hiroshima and Nagasaki were but the most rudimentary and primitive prototypes of the incalculably more powerful weapons on the horizon–mere first steps in a process of maximizing destructive potential.

    Physicist Edward Teller impressed this fact on the group of “luminaries” Oppenheimer assembled in the summer of 1942, looking past the atomic bomb, which he considered as good as done, toward development of a hydrogen bomb, thousands of times more powerful, which became the focus of most of their efforts that summer.[20] Not all scientists shared Teller’s enthusiasm over this prospect. As Rossi Lomanitz recalled: “Many of us thought, ‘My God, what kind of a situation it’s going to be to bring a weapon like that [into the world]; it might end up by blowing up the world.’ Some of us brought this up to Oppenheimer; and basically his answer was, ‘Look, what if the Nazis get it first?’”[21]
    In July 1945, physicist Leo Szilard drafted a petition signed by 155 Manhattan Project scientists urging the President not to act precipitously in using atomic bombs against Japan, warning: “The atomic bombs at our disposal represent only the first step in this direction, and there is almost no limit to the destructive power which will become available in the course of their future development. Thus a nation which sets the precedent of using these newly liberated forces of nature for the purposes of destruction may have to bear the responsibility of opening the door to an era of devastation on an unimaginable scale.”[22] Arthur Compton observed, “It introduces the question of mass slaughter, really for the first time in history.”[23] Stimson, whose finest moment would come in his desperate postwar attempt to put the nuclear genie back in the bottle, told the top decision makers, including Groves and Byrnes, on May 31, 1945, that the members of the Interim Committee did not view the bomb “as a new weapon merely but as a revolutionary change in the relations of man to the universe…; that the project might even mean the doom of civilization or it might mean the perfection of civilization; that it might be a Frankenstein which would eat us up.”[24] Oppenheimer correctly pointed out to the participants in that same Interim Committee meeting that within 3 years it might be possible to produce bombs with an explosive force between 10 and 100 megatons of TNT — thousands of times more powerful than the bomb that would destroy Hiroshima.[25]
    Hence, the apocalyptic narrative, applying an ethical standard to which leaders of the time could realistically be held, and an understanding of short-term and long-term consequences that should be expected of policymakers, indicts Truman, Byrnes, and Groves not only for the wholesale slaughter of civilians in Hiroshima and Nagasaki but for behaving recklessly and thoughtlessly in inflicting a reign of terror on the rest of humankind. In 1942, Compton assessed the odds of blowing up the world and decided it was not worth the risk. In 1945, Truman contemplated the prospect of future annihilation but apparently gave it little serious consideration. To make matters worse, he did next to nothing to make amends for his wartime shortsightedness when the opportunity to control nuclear weapons presented itself again during the first year of the postwar era.
    Throughout that first year, Henry Wallace, who Roosevelt had asked to stay on as Secretary of Commerce after Truman replaced him as Vice President, struggled valiantly to avert an arms race and ease the threat of nuclear war . When Wallace persisted in criticizing administration policy toward the Soviet Union and the bomb, Truman ousted him from the Cabinet. In his address to a national radio audience on the night he submitted his letter of resignation, Wallace again voiced the theme that provoked Truman’s ire, charging that the U.S. government’s present course may mean “the extinction of man and of the world.”[26] That Truman bears so much responsibility for creating this perilous state of affairs, regardless of his conscious intentions, justifies the application of such a harsh standard of judgment and demands a closer look at the man and his early presidency. For if Harry Truman, a relatively decent man, could behave so irresponsibly, what assurance is there that future presidents, under comparable circumstances, might not do the same? In fact, several have already come frighteningly close.

    II

    Truman always accepted personal responsibility for the bomb decision. In his memoirs, however, he states that the Interim Committee chaired by Stimson recommended that “the bomb be used against the enemy as soon as it could be done….without specific warning and against a target that would clearly show its devastating strength.” This decision was supported by the scientific advisors to the committee and, Truman insists, by not only British Prime Minister Winston Churchill, but also by Truman’s own “top military advisors.” But, Truman adds, “The final decision of where and when to use the atomic bomb was up to me. Let there be no mistake about it. I regarded the bomb as a military weapon and never had any doubt that it should be used.”[27] Truman made the same point in a 1948 letter to his sister Mary: “On that trip coming home [from Potsdam] I ordered the Atomic Bomb to be dropped on Hiroshima and Nagasaki. It was a terrible decision. But I made it.”[28]
    Although Truman left office with abysmally low approval ratings, he is now widely viewed as one of America’s near great presidents and treated as a political and moral paragon by leaders of both major political parties, including George W. Bush. President Bush’s national security advisor and Secretary of State Condoleezza Rice, who Bush credits with telling “me everything I know about the Soviet Union,” named Truman her man of the century to Time.[29] Some historians have been equally impressed with the man and his legacy, none more than David McCullough, whose lavishly praiseful and historiographically vapid biography won the Pulitzer Prize.[30]
    Truman did not learn of the atomic bomb project until Stimson told him, following the April 12 emergency Cabinet meeting, that the U.S. was working on “a new explosive of almost unbelievable destructive power.”[31] Over the next few hours, days, and weeks, Truman made a series of decisions that would set the course for his presidency and for the future of much of the world. Whereas Roosevelt took counsel from people of diverse views and ultimately exercised independent judgment on foreign affairs, Truman, inexperienced in these areas, turned almost exclusively to more conservative thinkers who harbored animosity toward the Soviet Union. Never comfortable with visionaries, idealists, or intellectuals, he sought advice from people who confirmed his own parochial instincts. His dependence on segregationist Byrnes, a man with considerably less formal education than even Truman himself, is a case in point. With the exception of Wallace, whose popularity and independent political base made him temporarily untouchable, New Dealers and more progressive holdovers from the Roosevelt administration were quickly marginalized by the new president and, before long, either ousted or pressured to leave the administration.
    The fact that the bomb project had generated so much momentum by the time Truman became president that it would have taken bold leadership on his part to avoid using these new weapons has led some observers to minimize his personal responsibility. On several occasions, Groves insisted that Truman was swept along by the tide of events. “As far as I was concerned,” Groves wrote, “his decision was one of non-interference–basically, a decision not to upset the existing plans….As time went on, and as we poured more and more money and effort into the project, the government became increasingly committed to the ultimate use of the bomb…”[32] On another occasion, Groves commented, “Truman did not so much say ‘yes’ as not say ‘no.’ It would indeed have taken a lot of nerve to say ‘no’ at that time.”[33] He saved his most demeaning assessment for a 1963 article in Look Magazine, in which he described Truman as “a little boy on a toboggan.”[34]
    Truman relied heavily upon the advice of Groves and Byrnes, both of whom were strongly committed to using the bombs and both of whom saw their use as a means of firing a warning shot across the Soviet bow. Byrnes made his anti-Soviet motives abundantly clear at his May 28, 1945 meeting with scientists Leo Szilard, Harold Urey, and Walter Bartky. Groves reiterated this sentiment when he acknowledged: “There was never from about two weeks from the time I took charge of this Project any illusion on my part but that Russia was our enemy, and the Project was conducted on that basis. I didn’t go along with the attitude of the country as a whole that Russia was a gallant ally.”[35]
    Not only did Truman rely on fervent proponents of using the bomb, he ignored the entreaties of Stimson, State Department Japan expert and former Ambassador Joseph Grew, Admiral William Leahy, Secretary of the Navy James Forrestal, Assistant Secretary of War John McCloy, and other knowledgeable insiders who urged him to change the surrender terms and inform the Japanese that they could keep the emperor. Indeed, this is precisely what the U.S. ultimately did—but only after dropping the two atomic bombs in the US arsenal. Several scholars have argued that such modifications of surrender terms could have significantly expedited Japanese surrender, saving numerous Japanese and American lives, and obviating use of the bombs,[36] especially if combined with announcement of the impending Soviet declaration of war, a development that Japanese leaders dreaded. General Douglas MacArthur told former President Herbert Hoover that, if Truman had acted upon Hoover’s May 30, 1945 memo and changed the surrender terms, the war would have ended months earlier. “That the Japanese would have accepted it and gladly,” he averred, “I have no doubt.”[37] Hoover believed the Japanese would have negotiated as early as February.[38]
    Truman ordered the bombs dropped on Hiroshima and Nagasaki despite the fact that he and his top advisors were aware that the Japanese had abandoned hope for military victory and were seeking an end to the war. Prince Konoe Fumimaro had affirmed the view held by many Japanese leaders when he informed Emperor Hirohito in February 1945 that “defeat is inevitable.”[39] Japan’s military desperation was apparent to Americans who analyzed the intercepted July exchanges between Foreign Minister Togo Shigenori in Tokyo and Ambassador Sato Naotake in Moscow. The Pacific Strategic Intelligence Summary for the week of Potsdam meeting reported: “it may be said that Japan now, officially if not publicly, recognizes her defeat. Abandoning as unobtainable the long-cherished goal of victory, she has turned to the twin aims of (a) reconciling national pride with defeat, and (b) finding the best means of salvaging the wreckage of her ambitions.”[40] As Colonel Charles “Tick” Bonesteel III, chief of the War Department Operations Division Policy Section, recalled: “the poor damn Japanese were putting feelers out by the ton so to speak, through Russia.”[41] OSS official Allen Dulles briefed Stimson on Japanese peace feelers at Potsdam. Dulles wrote in The Secret Surrender: “On July 20, 1945, under instructions from Washington, I went to the Potsdam Conference and reported there to Secretary Stimson on what I had learned from Tokyo–they desired to surrender if they could retain the Emperor and the constitution as a basis for maintaining discipline and order in Japan after the devastating news of surrender became known to the Japanese people.”[42] That such indications of Japanese intentions were not lost on Truman and Byrnes is apparent not only in Truman’s July 18 diary entry referring to “the telegram from the Jap Emperor asking for peace“[43] but in the August 3 diary entry by Byrnes’s assistant Walter Brown, who recorded, “Aboard Augusta/ President, Leahy, JFB agrred [sic] Japas [sic] looking for peace.”[44] Byrnes publicly admitted as much when he spoke to the press on August 29. The New York Times reported, “…Byrnes challenged today Japan’s argument that the atomic bomb had knocked her out of the war. He cited what he called Russian proof that the Japanese knew that they were beaten before the first atomic bomb was dropped on Hiroshima.”[45] Similar comments by Forrestal, McCloy, and Stimson show how widespread this realization was. But, at Potsdam, when Stimson tried to persuade Truman to alter his approach and provide assurances on the emperor in the Potsdam Proclamation, Truman told his elderly Secretary of War that, if he did not like the way things were going, he could pack his bags and return home.

    Truman also decided to issue the Potsdam Proclamation without Stalin’s signature, despite Stalin’s eagerness to sign and Truman’s understanding that Soviet entry into the war would deeply demoralize Japan and end Japan’s misguided hopes of securing better surrender terms through Soviet intercession.[46] Soviet entry also destroyed the possibility that Japan’s Ketsu-go strategy would succeed in inflicting heavy casualties on the Allied invading force, ultimately leaving the Japanese with little choice but surrender. Truman insisted that firming up Soviet involvement was his principal reason for going to Potsdam. Upon receiving Stalin’s confirmation, he exulted, Stalin will “be in the Jap War on August 15th. Fini Japs when that comes about.”[47] Several intelligence estimates drew the same conclusion, including a June 30 War Department report that stated, “The entry of the Soviet Union into the war would finally convince the Japanese of the inevitability of complete defeat.”[48]

    In the end, the Soviet invasion proved a far more powerful inducement to surrender than did the atom bombs. Japanese leaders, many demonstrating little concern for the suffering of their own people, had already witnessed U.S. firebombing and often near-total destruction of 64 cities without ending the war.

    The U.S. had shown it could level Japanese cities almost at will in the months preceding Hiroshima. Whether the U.S. did so with hundreds of bombers or with one plane and one bomb did not fundamentally alter the strategic situation in the eyes of Japanese leaders. Even Army Minister Korechika Anami’s startling announcement on August 9 that he had intelligence indicating that the U.S. might have more than 100 additional atomic bombs and that Tokyo would be the next target did not change the views of members of the War Cabinet who remained deadlocked 3-3 over whether to simply demand retention of the emperor system or to add three additional conditions.[49] While contradictory postwar statements by Emperor Hirohito and other Japanese leaders about whether the atomic bombings or the Soviet invasion ultimately proved decisive have provided ammunition for both sides in this debate, it seems clear that the powerful and rapidly advancing Soviet invasion definitively undermined both the Japanese military and diplomatic strategies far more profoundly and fundamentally than did the evisceration, however total and horrific, of the 65th and 66th destroyed Japanese cities. As Prime Minister Suzuki explained on August 13, when asked why they couldn’t delay surrender for a few days, “If we miss today, the Soviet Union will take not only Manchuria, Korea, Karafuto, but also Hokkaido. This would destroy the foundation of Japan. We must end the war when we can deal with the United States.”[50]
    Top U.S. military leaders recognized Japan’s growing desperation, prompting several to later insist that the use of atomic bombs was not needed to secure victory. Those who believed that dropping atomic bombs on Japan was morally repugnant and/or militarily unnecessary included Admiral William Leahy, General Dwight Eisenhower, General Douglas MacArthur, General Curtis LeMay, General Henry Arnold, Brigadier General Bonner Fellers, Admiral Ernest King, General Carl Spaatz, Admiral Chester Nimitz, and Admiral William “Bull” Halsey. Groves admitted that he circumvented the Joint Chiefs of Staff to avoid, in part, “Admiral Leahy’s disbelief in the weapon and its hoped-for effectiveness; this would have made action by the Joint Chiefs quite difficult.”[51] In reflecting on his opposition, Leahy, who chaired the meetings of the Joint Chiefs of Staff and served as Truman’s personal chief of staff, emphasized the barbaric nature of the atomic bombs, not doubts about their effectiveness, chillingly proclaiming, “It is my opinion that the use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender….My own feeling was that in being the first to use it, we had adopted an ethical standard common to the barbarians of the Dark Ages.”[52]
    Eisenhower was equally appalled, writing in his 1963 Mandate for Change that when he learned from Stimson at Potsdam that use of the bomb was imminent, “I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives. It was my belief that Japan was, at that very moment, seeking some way to surrender with a minimum loss of ‘face.’”[53] Eisenhower told biographer Stephen Ambrose that on July 20, three days after learning this shocking news from Stimson, he met with Truman and his advisors and directly recommended that they not use the bombs.[54] Other military leaders drew similar conclusions about the imminence of Japanese surrender without use of atomic bombs. Air Force Chief of Staff General Henry Arnold wrote, “it always appeared to us that, atomic bomb or no atomic bomb, the Japanese were already on the verge of collapse.”[55] General Curtis LeMay argued that his conventional bombing had already ended the war: “Even without the atomic bomb and the Russian entry into the war, Japan would have surrendered in two weeks.”[56] Brigadier General Bonner Fellers wrote shortly after VJ day: “Neither the atomic bombing nor the entry of the Soviet Union into the war forced Japan’s unconditional surrender. She was defeated before either of these events took place.”[57] Brigadier General Carter Clarke, who was in charge of preparing MAGIC summaries in 1945, later stated, “we brought them down to an abject surrender through accelerated sinking of their merchant marine and hunger alone, and when we didn’t need to do it, and we knew we didn’t need to do it, and they knew we knew we didn’t need to do it, we used them as an experiment for two atomic bombs.”[58] Undersecretary of the Navy Ralph Bard, the Navy representative to the Interim Committee, recommended, before leaving the government on July 1, that the U.S. not use the bombs without warning given the clear evidence that Japan was already militarily defeated and trying to surrender and the devastating blow that would be struck by the Soviet declaration of war. Such considerations led Admiral Leahy to conclude that an invasion would not have been necessary. Leahy explained, “I was unable to see any justification, from a national-defense point of view, for an invasion of an already thoroughly defeated Japan.”[659]
    Even more surprising than the dissenting views of so many respected military leaders is the intense criticism by influential postwar conservatives. While moral outrage over the atomic bombings is now widely considered to be a left or “revisionist” position, ethical conservatives used to be equally condemnatory. Herbert Hoover wrote to a friend on August 8, 1945, “The use of the atomic bomb, with its indiscriminate killing of women and children, revolts my soul.”[60] Such attacks mounted over the next decade and a half, leading Medford Evans to write in a 1959 article in William F. Buckley’s National Review, “The indefensibility of the atomic bombing of Hiroshima is becoming part of the national conservative creed…”[61] Even the notorious hawk Edward Teller would later insist, somewhat disingenuously, that he too had opposed use of the bomb, explaining, in 1970, to Harvard biologist and Nobel laureate George Wald, “My reason for opposing the dropping of the bomb on Japan was that this action seemed to be wrong and unjustified.”[62]
    No one can say with absolute certainty that assuring the Japanese about the emperor, notifying them about Soviet entry, and alerting them to or demonstrating the bomb would have brought about Japanese surrender. But the chances that this formula would have succeeded seem very good, despite the vacillation by the emperor and the obstinacy of some of Japan’s military leaders.[63] There is even a chance that taking these steps might have sped up the end of the war and saved American lives. However, the relevant question is why the president of the United States, given his expressed understanding of the potentially cataclysmic nature of these weapons, would not seek to avoid unveiling weapons “great enough to destroy the whole world” in a way that would dramatically increase the chances for future disaster or, as he himself put it, for “the fire destruction prophesied in the Euphrates Valley Era after Noah and his fabulous ark.”
    Paul Boyer has cogently demonstrated that the American public responded to news of Hiroshima with an eerie sense of foreboding and widespread perception that American cities could one day suffer the fate of Hiroshima and Nagasaki and worse–much, much worse.[64] News commentators, editorial writers, and journalists, instead of celebrating the military use of the bombs against Japanese cities, foresaw the dire implications for the future of the American people and the world. On the evening of August 6, NBC radio news commentator H.V. Kaltenborn declared, “For all we know, we have created a Frankenstein! We must assume that with the passage of only a little time, an improved form of the new weapon we use today can be turned against us.”[65]
    The St. Louis Post-Dispatch went even further the next day, warning that science may have “signed the mammalian world’s death warrant and deeded an earth in ruins to the ants.”[66] On August 7, John Campbell, editor of Astounding Science Fiction, told readers of PM that, having contemplated this development for 15 years, he was “scared” because this wasn’t just a new bomb. It was “the power to kill the human race.”[67] CBS radio commentator Edward R. Murrow captured the national sense of fear and foreboding on August 12, reporting, “Seldom, if ever, has a war ended leaving the victors with such a sense of uncertainty and fear, with such a realization that the future is obscure and that survival is not assured.”[68] Following the announcement that Hiroshima had been bombed, G. Bromley Oxnam and John Foster Dulles of the Federal Council of Churches issued a statement contending that “If we, a professedly Christian nation, feel morally free to use atomic energy in that way, men elsewhere will accept that verdict. Atomic weapons will be looked upon as a normal part of the arsenal of war and the stage will be set for the sudden and final destruction of mankind.”[69] Much of the public concurred. Twenty-six percent of respondents to an August Gallup Poll thought it “likely” that “some day experiments in smashing atoms will cause an explosion which will destroy the entire world.”[70] Reflecting on the “almost infinite destructive power” of this “demonic invention,” which it placed at a “stage of development comparable to that of artillery at the Battle of Crecy,” the Washington Post noted on August 26, the life expectancy of the human species had “dwindled immeasurably in the course of two brief weeks.”[71]

    But it was the scientists who best understood the nightmarish implications of the process that Truman had initiated. In September 1945, Arthur Compton alerted Henry Wallace, who the scientists considered their most trustworthy ally in the administration, of the impending doomsday scenario. Four scientists had separately and independently approached Compton with theoretical plans for building a super bomb. The cat was clearly out of the bag. An effort comparable to the Manhattan Project, he felt, would have a good chance of success. But he and the scientists believed “that this development should not be undertaken because we should prefer defeat in war to a victory obtained at the expense of the enormous human disaster that would be caused…” He calculated the potential damage as follows: “area completely destroyed by 1 atomic bomb, 4 square miles. Area completely destroyable by 1000 atomic bombs, as in a future war, 4000 square miles. Area completely destroyable by 1000 super bombs, about 1,000,000 square miles. Area of continental United States, about 3,000,000 square miles.”[72]
    The fundamental transformation wrought by dropping atomic bombs on Japan in August 1945 was apparent at the time and has not been lost sight of by subsequent generations. The atomic evisceration of downtown Hiroshima with the uranium bomb “Little Boy” on August 6 and the even more gratuitous obliteration of the Urakami district of Nagasaki three days later by the plutonium bomb “Fat Man” have merged in memory as one of history’s watershed events. Two separate polls conducted in 1999 confirm its enduring significance. The first, sponsored by the Freedom Forum’s Newseum, asked 67 veteran journalists to rank the 100 most important news events of the past century. The judges chose the atomic bombings as the number one news story of the 20th century. In the second, New York University’s Department of Journalism asked 36 experts to identify the best works by American journalists of the past 100 years. The 19 journalism faculty members and 17 other journalism professionals placed John Hersey’s 1946 New Yorker essay and book Hiroshima, which humanized Japanese victims with literary images that would haunt Americans for decades, atop their list.[73]
    On his way back from Potsdam aboard the USS Augusta, Truman received news that the city of Hiroshima had been virtually wiped off the map. He proclaimed that “This is the greatest thing in history!”[74] There is little evidence that, despite his statements indicating awareness of the forces he had unleashed, he ever gave the bomb decision the serious thought it deserved. In 1946, when MGM sent him a copy of the script of its upcoming docudrama about the production and use of the bomb, The Beginning or the End, for his approval, Truman voiced no objection to the scene where he decides to drop the bomb. It was only the insistence of Walter Lippmann, who during a subsequent screening found the president’s flip decision “shocking,” that stirred the White House to request changes.[75] The original version appears to have been more authentic. When an interviewer asked Truman whether the decision was morally difficult to make, he responded, “Hell no, I made it like that,” snapping his fingers.[76] In fact, Truman never publicly acknowledged doubts or misgivings. When Edward R. Murrow asked him in a 1958 interview if he had any regrets about using the bomb or about any of his other presidential decisions, Truman responded, “Not the slightest–not the slightest in the world.”[77]
    Nor did he welcome others expressing doubts. Upon meeting Oppenheimer for the first time on October 25, 1945, Truman, with his typical insecurity-masking bluster, asked Oppenheimer to guess when the Soviets would develop a bomb. When Oppenheimer admitted that he did not know, Truman declared that he did: “Never.” Unnerved, Oppenheimer said at one point, “Mr. President, I feel I have blood on my hands.” Truman responded angrily. “I told him the blood was on my hands—to let me worry about that,” he recounted to David Lilienthal. Truman liked this story enough to repeat it on several occasions, his responses varying slightly, but his contempt for Oppenheimer always evident. He told Acheson, “I don’t want to see that son-of-a-bitch in this office ever again,” and another time called him a “cry-baby scientist.”[78]
    Stimson was much less sanguine about his role in enabling the bomb decision, a problem he wrestled with incessantly in the final months of the war. In his wartime diary, he referred to the bomb as “the dreadful,” “the terrible,” “the dire,” “the awful,” and “the diabolical” and spoke of it constantly with other top policymakers.[79] He wrote in his diary on May 28, 1945, “I have made up my mind to make that subject my primary occupation for these next few months, relieving myself so far as possible from all routine matters in the Department.”[80] He brought Arthur Page to the Pentagon and gave him little to do, wanting him, Page realized, always on hand “to talk about the atom.”[81] He later regretted that he was “the victim” Conant had chosen to defend the bomb decision in his 1947 Harper’s article.
    “Conant,” Stimson explained to Felix Frankfurter, “felt very much worried over the spreading accusation that it was entirely unnecessary to use the atomic bomb.” Stimson admitted, “I have rarely been connected with a paper about which I have so much doubt at the last moment.”[82] He, more than most, understood the possibility that changing surrender terms might end the war without using atomic bombs or invading and struggled unsuccessfully to convince Truman to do so. In his memoir, he and Bundy admitted, “history might find that the United States, by its delay in stating its position, had prolonged the war.”[83] During the final months of the Pacific War, he was wracked with doubts about the wisdom and propriety of using the bomb and seemed to grasp the terrible significance of the new world he had helped to usher in. He drove the point home forcefully in the final paragraph of his “official” defense, writing: “In this last great action of the Second World War we were given final proof that war is death. War in the twentieth century has grown steadily more barbarous, more destructive, more debased in all its aspects. Now, with the release of atomic energy, man’s ability to destroy himself is very nearly complete.”[84] Yet, much as with his de facto acquiescence in a strategic bombing policy he abhorred, he failed to impede Truman, Byrnes, and Groves from their desired use of atomic bombs against Japan.
    Even British Prime Minister Winston Churchill recognized the problem of defending use of the bombs. Churchill visited Truman as the end of his presidency neared. Truman threw a small dinner to which he invited Robert Lovett, Averell Harriman, Omar Bradley, and Dean Acheson. Margaret, the President’s daughter, describes the scene:

    Everyone was in an ebullient mood, especially Dad. Without warning, Mr. Churchill turned to him and said, “Mr. President, I hope you have your answer ready for that hour when you and I stand before Saint Peter” and he says, “I understand you two are responsible for putting off those atomic bombs. What have you got to say for yourselves?”[85]

    Lovett intervened to save Truman from embarrassment. The judgment of history will not be that easy to evade.

    III

    Hiroshima counted 140,000 dead by the end of 1945 and perhaps as many as 200,000 by 1950. Nagasaki lost over 70,000. Tens of thousands more have died since as a result of bomb-related injuries from blast, fire, and radiation.[86] Although both cities are now thriving modern metropolises, magnificent testaments to the resiliency of the human spirit, their citizens have made sure that their special places in history are remembered. The people of Hiroshima and Nagasaki, led by the hibakusha, have engaged in a valiant struggle against forgetting. Akira Kurosawa expresses their dilemma in Rhapsody in August, his powerful 1995 film about the younger generation’s encounter with the history of Nagasaki, in a voice-over during a scene where sightseers casually stroll around and photograph monuments in the Nagasaki Peace Park. The narrator observes, “But nowadays, for most people… Nagasaki happened once upon a time. As the years pass, people are apt to forget…even the most dreadful things.” Many never learn them in the first place. Public opinion polls show that over one-third of U.S. citizens don’t know that Hiroshima was the site of the first atomic attack, with the numbers rising to well over 40 percent among those aged 18-29. Or consider the jubilation of many Indians and Pakistanis upon learning that their countries had successfully tested nuclear weapons in 1998, a reaction that reflects the growing belief that acquisition of nuclear weapons is the quickest route to international respectability. Equally uncomprehending was General Mirza Aslam Berg, retired chief of Pakistan’s armed forces, who dismissed fears of nuclear war between those two nuclear powers, commenting, “I don’t know what you’re worried about. You can die crossing the street, hit by a car, or you could die in a nuclear war. You’ve got to die someday, anyway.”[87] Even more ominous is the Bush administration’s 2001 Nuclear Posture Review, which virtually eliminates the distinction between nuclear and conventional weapons and dramatically lowers the bar to nuclear weapons’ use, in March 1946, Lewis Mumford, already horrified by the orgy of destruction Truman had unleashed and appalled by the announcement of additional bomb tests, published a passionate piece in Saturday Review that charged,
    We in America are living among madmen. Madmen govern our affairs in the name of order and security. The chief madmen claim the titles of general, admiral, senator, scientist, administrator, Secretary of State, even President. And the fatal symptom of their madness is this: they have been carrying through a series of acts which will lead eventually to the destruction of mankind, under the solemn conviction that they are normal responsible people, living sane lives, and working for reasonable ends.
    Soberly, day after day, the madmen continue to go through the undeviating motions of madness: motions so stereotyped, so commonplace, that they seem the normal motions of normal men, not the mass compulsions of people bent on total death. Without a public mandate of any kind, the madmen have taken it upon themselves to lead us by gradual stages to that final act of madness which will corrupt the face of the earth and blot out the nations of men, possibly put an end to all life on the planet itself.[88]
    Stanley Kubrick came to the same realization two decades later, understanding that he had to make Dr. Strangelove as a black comedy because planning for nuclear annihilation had to be the work of madmen. Year after year, when I started taking my students to the Hiroshima Atomic Bomb Museum, I caught myself copying the same label because in its ludicrous disproportionality it represented the logical culmination of the process unleashed by Truman in 1945–that by 1985 the destructive power of the world’s nuclear arsenals had reached the equivalent of 1.47 million Hiroshima bombs.

    The point of the apocalyptic narrative is not simply to blame Harry Truman for the present nuclear insanity. Clearly, many share responsibility for a state of affairs in which nine nations have nuclear weapons, and numerous others are maneuvering to join this not-so-exclusive club. Nor is it to question Americans’ wartime valor, downplay Japan’s responsibility for its cruel treatment of other Asian peoples and of Allied prisoners, overlook Stalin’s interest in keeping the Pacific War going until the Soviet invasion of Manchuria had at least begun, or minimize the culpability of Emperor Hirohito and other Japanese leaders for prolonging the war in complete disregard of the well-being of the Japanese people. Similarly, it is not simply to condemn the needless death and ongoing suffering of hundreds of thousands of innocent civilian victims, whose anguish and misery must be remembered and mourned along with the death and suffering of tens of millions of victims on all sides. The real lesson is that Harry Truman chose to use atomic bombs instead of attempting other potentially viable means to end the war despite his understanding, on some level, of what his decision augured for the future.
    Is there any reason, particularly given the fact that postwar presidents have almost unanimously applauded Truman’s decision, to think that other presidents would not have acted as Truman did or that future presidents won’t respond similarly when confronted with difficult circumstances? Is there any reason to think that George W. Bush, for example, would show greater restraint in using nuclear weapons? Is George Bush more ethical than Harry Truman? More compassionate? More knowledgeable? Wiser? More contemplative? Less impulsive? More nuanced in his understanding of foreign affairs? More inclined toward diplomacy? Can one really have confidence in the clarity and depth of Bush’s understanding of world affairs when he astonishingly claims he decided to invade Iraq after he gave Saddam Hussein “a chance to allow the inspectors in, and he wouldn’t let them in?”[89] Should such a man really have veto power over the future existence of the human species?
    The same could be asked about most postwar presidents, whose accession to power has depended, like Truman’s, much more on cronyism with and willingness to do the bidding of political, military, and financial elites than on intellectual and moral qualifications. And it could certainly be asked about the heads of state of other nuclear powers.
    Such concerns are reinforced by the fact that use of atomic bombs has been seriously contemplated and/or threatened by almost every postwar president–by Truman during the Soviet blockade of Berlin in 1948, by Truman and Eisenhower over Korea, by Eisenhower administration officials in support of the French at Dien Bien Phu in 1954, by Eisenhower during the Lebanon crisis in 1958 and in response to a threatened Chinese invasion of Quemoy and Matsu in 1954 and 1958, by Kennedy during the Berlin crisis in 1961 and the Cuban Missile Crisis in 1962, by Johnson to defend marines at Khe Sanh, Vietnam in 1968, by Nixon and Kissinger against the North Vietnamese between 1969 and 1972, by Nixon to deter Soviet actions on several occasions between 1969 and 1973, by Carter in Iran in 1980, by George H.W. Bush and Clinton in Iraq, and by George W. Bush in wholesale fashion in the 2001 Nuclear Posture Review and afterwards. As Daniel Ellsberg has astutely argued, it is a mistake to say that the U.S. has not “used” nuclear weapons since Nagasaki. Ellsberg contends, “Again and again, generally in secret from the American public, U.S. nuclear weapons have been used, for quite different purposes: in the precise way that a gun is used when you point it at someone’s head in a direct confrontation, whether or not the trigger is pulled.”[90]
    Hence, the likelihood exists that, so long as nuclear weapons remain in the arsenals of the United States and other nations, they will be used and with consequences potentially far more dire than the destruction of Hiroshima and Nagasaki. That Harry Truman could act in so malign a fashion, provoking the outrage and condemnation of military, religious, and scientific leaders, as well as ordinary citizens, in the U.S. and abroad, only suggests what other world leaders will be capable of doing if such weapons remain at their disposal.

    Can We Change Our Thinking?

    It is a privilege to return to Nagasaki for this third Global Citizens’ Assembly to Eliminate Nuclear Weapons. I am convinced that it is only by the actions and initiatives of citizens leading leaders that humanity shall bring nuclear weapons, its most deadly invention, under control.

    I want to return to what may seem an old theme, but one that remains critically important. More than fifty years ago, Albert Einstein warned, “The splitting of the atom has changed everything save our modes of thinking, and thus we drift toward unparalleled catastrophe.” I would like to explore what Einstein meant in reference to changing our “modes of thinking.”

    I believe Einstein was referring to humankind’s continued reliance on force as a means of settling differences as the old way of thinking. He believed that in the Nuclear Age reliance on force was pushing us toward catastrophe. Einstein’s warning was a recognition that with the advent of nuclear weapons, the use of force – a long-standing currency in the international system – placed not only countries but civilization and even humanity itself at risk, making force as a means of resolving disputes between nations too dangerous to be acceptable. If we are to move away from reliance on force to resolve conflicts, we must substitute something else in its place. What must take the place of threat or use of force is honest diplomacy, a willingness to engage in continuous dialogue with the goal of resolving even major differences between nations. That was the purpose for which the United Nations was created in June 1945, less than a month before the first test of an atomic weapon by the United States.

    The United Nations sought to “end the scourge of war.” To achieve this, the UN Charter prohibits the use of force except in the limited circumstance of self-defense, and then only until the United Nations can take control of the situation, or when authorized by the Security Council under Chapter VII of the UN Charter.

    Unfortunately, the United Nations has not been very effective in prohibiting the threat or use of force. This is largely due to its structure, which gives special power to the five permanent members of the Security Council. These states can cast a veto on actions that would subject their behavior to appropriate scrutiny and control. Despite the bold opening words of the UN Charter, “We, the Peoples,” the UN is not a Peoples Parliament. Rather, it is a club of nation-states, and its most powerful members play by a different set of rules than do the other members.

    The United Nations has been used cynically by the most powerful states to gain advantage rather than to seriously engage in problem solving about the world’s most pressing dangers. If we wish to move toward non-violent solutions to conflict, we must reform and strengthen the United Nations to truly become a House of Dialogue and a Parliament of Humanity.

    One aspect of changed thinking that is needed is recognition of the importance of citizen participation in efforts to change the world. The world’s problems are too grave and dangerous to be left to governments without the active participation of citizens. Citizens must take responsibility for the actions of their governments as if their very lives depended upon those actions, as indeed they do. In the Nuclear Age, the actions of nuclear-armed states affect the future of all citizens on the planet. If citizens remain ignorant, apathetic and in denial, it is likely that governments will blunder into wars, inevitably including nuclear war.

    Another aspect of the changed thinking that is needed is the disassociation of nuclear weapons with security both as a concept and as a national policy. Nuclear weapons do not make a country more secure. These weapons can be used to threaten retaliation, but they cannot provide actual physical security. Deterrence is a theory that requires rationality on all sides and effective communications. If there is one thing we know about humans, especially in the context of crises, they are not always rational and they do not communicate perfectly. This was one of the important findings of the meetings of key decision makers in the Cuban Missile Crisis. They came to understand that many of the assumptions they had made about the other participants in the crisis were incorrect and they were very fortunate to have averted nuclear war.

    Still another aspect of thinking in which change is needed is the complacency of the rich within the two-tier structure of rich and poor nations. It is unlikely that wars will be eliminated while the economic divide is great and many people in the world live in deep poverty with all its disadvantages, while a minority lives in superabundance. Modern communications make the have-nots aware of what goes on behind the high walls of the rich, exacerbating the tensions.

    This two-tier structure of rich and poor nations is also mirrored in our world of nuclear haves and have-nots. The world cannot go on indefinitely with bastions of the rich thinking they are protected by nuclear and other arms, while the majority of the world’s population lives in abject poverty. Nor can the world safely continue to be divided along religious and ideological fault lines.

    Nuclear weapons, like other weapons, are part of the currency of power in a divided world. If there were widespread recognition of the essential oneness of humanity and the miracle of life that all humans share, it would be far more difficult to justify resort to arms and, in particular, to continue to threaten the indiscriminate mass destruction that is inherent in the use of nuclear weapons.

  • Nagasaki Peace Declaration

    “What can people possibly be thinking?”

    At the close of the 61st year following the atomic bombings, voices of anger and frustration are echoing throughout the city of Nagasaki.

    At 11:02 a.m. on August 9, 1945, a single atomic bomb destroyed our city, instantly claiming the lives of 74,000 people and injuring 75,000 more. People were burned by the intense heat rays and flung through the air by the horrific blast winds. Their bodies bathed in mordant radiation, many of the survivors continue to suffer from the after-effects even today. How can we ever forget the anguished cries of those whose lives and dreams were so cruelly taken from them?

    And yet, some 30,000 nuclear weapons stand ready nonetheless to annihilate humanity.

    A decade ago, the International Court of Justice stated that the threat or use of nuclear weapons would generally be contrary to the rules of international law, strongly encouraging international society to strive for the elimination of nuclear armaments. Six years ago at the United Nations, the nuclear weapon states committed themselves not merely to prevent proliferation, but to an unequivocal undertaking to accomplish the total elimination of their nuclear arsenals.

    Nuclear weapons are instruments of indiscriminate genocide, and their elimination is a task that mankind must realize without fail.

    Last year, the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, to which 189 countries are signatories, ended without result, and no progress has been observed since.

    The nuclear weapon states have not demonstrated sincerity in their efforts at disarmament; the United States of America in particular has issued tacit approval of nuclear weapons development by India, and is moving forward with the construction of cooperative arrangements for nuclear technology. At the same time, nuclear weapon declarant North Korea is threatening the peace and security of Japan and the world as a whole. In fact, the very structure of non-proliferation is facing a crisis due to nuclear ambitions by various nations including Pakistan, which has announced its possession of nuclear arms; Israel, which is widely considered to possess them; and Iran.

    The time has come for those nations that rely on the force of nuclear armaments to respectfully heed the voices of peace-loving people, not least the atomic bomb survivors, to strive in good faith for nuclear disarmament and non-proliferation, and to advance towards the complete abolishment of all such weapons.

    It must also be said that nuclear weapons cannot be developed without the cooperation of scientists. We would urge scientists to realize their responsibility for the destiny of all mankind, not just for their own particular countries, and to abandon the development of nuclear arms.

    Once again we call upon the Japanese government, representing as it does a nation that has experienced nuclear devastation firsthand, to ground itself in reflection upon history, uphold the peaceful intentions of the constitution, enact into the law the three non-nuclear principles, and work for establishment of a Northeast Asian Nuclear Weapon-Free Zone, that the tragedy of war may not occur again. We also urge the Japanese government to provide greater assistance to aging atomic bomb survivors, both within Japan and overseas.

    For 61 years, the hibakusha atomic bomb survivors have recounted their tragic experiences to succeeding generations. Many have chosen not to hide the keloid scars on their skin, continuing to tell of things that they might rather not remember. Their efforts are indeed a starting point for peace. Their voices reverberate around the world, calling for the deepest compassion of those who are working to ensure that Nagasaki is the last place on our planet to have suffered nuclear destruction.

    The 3rd Nagasaki Global Citizens’ Assembly for the Elimination of Nuclear Weapons will be held in October of this year. We invite people working for peace to span generations and national boundaries, and gather together to communicate. Let us firmly join hands and foster an even stronger network for nuclear abolition and peace, extending from Nagasaki throughout the world.

    We remain confident that the empathy and solidarity of all those who inherit the hopes of the hibakusha atomic bomb survivors will become an even more potent force, one that will surely serve to realize a peaceful world free of nuclear weapons.

    In closing, we pray for the undisturbed repose of the souls of those who lost their lives in such misery, we resolve that 2006 should be a new year of departure, and we proclaim our commitment to continue to strive for the establishment of lasting world peace.

  • Katrina, a Parallel to Hiroshima and Nagasaki?

    War does not determine who is right – only who is left – Bertrand Russell

    Among the different ways to describe the terrible destruction posed by Hurricane Katrina, several officials from Louisiana and Mississippi, as well as some anchormen from the media, have been making comparisons between this natural disaster and the one unleashed by man.

    The devastation, death and misery caused by a category 4 hurricane is undeniable. The extent of the damage is measured by hundreds of miles. The economic costs will be staggering. The loss of human life is always regrettable and in this case the numbers could climb into the thousands.

    The real figures will not be known for sometime. Undoubtedly, it will surpass the deaths during the San Francisco earthquake of 1906. But even considering a figure of 6 to 10 thousand, and that will hopefully be the maximum loss of life in this tragedy, there is no comparison with the immediate obliteration of more than 70,000 people in Hiroshima and some 40,000 in Nagasaki, with tens of thousands more to die in the aftermath.

    The powerful tsunami that devastated parts of Indonesia and the adjacent nations last December killed approximately the same number of people lost in the two Japanese cities.

    Let us not forget that the enormous power of a nuclear device demands a detonator equivalent to the energy generated by the atomic bombs used in 1945. If we are so speechless and numbed by the destruction caused by Katrina, what can we expect if our nightmares of a nuclear holocaust materialized?

    We are witnessing the serious consequences caused by the hurricane, among them the possible death of a very special city, New Orleans. Chaos and lawlessness escalates in the “Big Easy.” Countless people are tired, hungry and desperate. Shooting at helicopters trying to rescue survivors has even occurred. The law of the jungle descends upon one of the most beloved American cities.

    The fantasy world of Hollywood portrays disasters, space invasions and even nuclear wars. After the scenes of devastation, at the end, the sun shines again and a beautiful rainbow streams across the horizon. Life continues as usual.

    This false idea of security is harbored by the government that has plans for the “survival and continuation of government” after a nuclear war or terrorist attack. If the situation in Louisiana and Mississippi were to get dangerously out of hand, what would be the reality of a world AFTER a nuclear holocaust?

    Humans have perfected the art of killing. By our own inventions we could put an end to human existence and possible all other forms of life.

    Nature will continue banging on us, sometimes badly but it does not threaten to annihilate its own creatures. Unless a big comet hits us and sends us into oblivion as happened with the dinosaurs, the nuclear threat will continue to be the Damocles sword hanging over our heads.

    In the meantime, we could use the enormous resources currently going to preparations for nuclear war to make preparations against natural disasters and to help to repair the destruction caused by Katrina. Perhaps we can give New Orleans a new lease on life together with the other damaged areas.

  • Statement of an Atomic Veteran 60 Years After the Atomic Bombing of Nagasaki

    My name is Eduardo Pablo Zaragoza and I am 79 years-old. I was born and raised in a coal mining community, Dawson, in Northern New Mexico. Life with my family was good. I had wonderful parents, and four sisters and two brothers, a harmonious family in every way. I liked school and excelled at sports.

    In January, 1945, when I was 17 years-old, I joined the Navy. I served in the South Pacific on the USS Wayne, an attack amphibious transport. Our first destination was Guam, where we unloaded Navy personnel and Marines who were replacement troops. We then went on to Saipan, where we picked up the 3rd Battalion, 6th Marines of the 2nd Division, who were to be the occupation forces in Nagasaki.

    On September 23, 1945, we anchored in Nagasaki Harbor, then loaded small boats with Marine troops, and transported them onto land. I spent four days in Nagasaki. As our boat was landing, I saw steel ships, burned up and destroyed, in the water. Everywhere I looked everything was destroyed, melted. I also saw a horrible sight: many, many bloated bodies floating on the water. These were the bodies of dead Nagasaki citizens who had died in the days and weeks after the bomb was dropped. The Japanese people had disposed of them in the water. I could not believe what I saw! Even today I can still see the bloated bodies floating in the harbor.

    Once ashore in Nagasaki, we walked all over the place and we saw the devastation of the city and its inhabitants. I was numb. At 17 years of age, I could not take it all in! It was overwhelming. It didn’t help that we soldiers were in no way prepared by the Navy for what we would see there in Nagasaki. I walked all around. They allowed us to walk up to one mile from the hypocenter. Everything was burnt to the ground, burnt material everywhere. The only buildings I remember seeing left standing were a church and a hospital. Besides us U.S. military, there were also Japanese crews cleaning up the debris. As I looked around, I saw many imprints of bodies in the cement where charred bodies had been removed. I could smell flesh all over the place. To my amazement, I also saw the shadows of people who had been vaporized by the bomb. All over the city, Japanese vendors were selling rice balls with sardines to anyone who would buy it from them. I can still remember the smell of the rice with sardines.

    My first day in Nagasaki, I walked through the hospital there which housed the victims of the bomb. I walked through two wards: one for men and one for babies and children. It seemed to me they were all dying. The nurses were removing maggots from the patients’ burnt and rotting flesh. The men were crying out in agony, reaching out to me, moaning and pleading with me in their language, a language I did not know at all. All the time I was thinking, “They want me to help them. What can I do? I can do nothing!” I was shocked to see so many children badly burned and bandaged, in so much pain and dying. I have thought about this horrible scene over and over in my mind for 60 years. I try to forget it, but I can’t. I still see people in that hospital, even today remembering their faces, their burned bodies, reaching their hands out to me, as though it was yesterday.

    I was honorably discharged in 1966. I came back a changed man. I have experienced depression and PTSD my whole life since then. Ever since my discharge from the Navy, I have had awful nightmares, flailing my arms, thrashing in bed. I hear the children crying and I go outside the house to look for them, but they are not there. In other nightmares, I see the bodies all bloated in the water. And that has stayed with me all these years.

    The bomb on Nagasaki was a plutonium bomb. I have read much about the effects of radiation on the body, especially the lifelong effects of expose to Plutonium. I have experienced all of these medical conditions which are designated by the VA on their list of conditions caused by exposure to radiation: hemorrhaging nostrils (a few days after leaving Nagasaki), severe tonsillitis (2 years after Nagasaki), non-malignant thyroid disease, subcapsular cataracts, prostate cancer, diabetes, chronic fatigue and anemia.

    I have also read that Plutonium, an incredibly dangerous substance, settles in men’s testes. Doctors have told me that my wife, Lily’s illnesses could be attributed to the radiation I received in Nagasaki. She has experienced cervical cancer, heart disease, diabetes, and kidney shutdown. Lily suffered 3 miscarriages and we had one stillborn baby. Of our 4 children, all but one died at a young age. Jose Maria, our son, lived only 24 hours. The doctor said he had incredibly delicate skin. Our son, Ron, died at 32, ending his long ordeal with myasthenia gravis. Our daughter, Rita, also was afflicted with myasthenia gravis, and died at the age of 45. Our doctor told us that it is extremely rare for two members of the same family to have the disease. Our only living child, daughter, Theresa, has had thyroid cancer.

    To anyone who would say that our family just experienced more than our share of “bad luck” with all of these medical problems, I would point out that Lily’s and my parents lived to a ripe old age and there is no history of cancer, birth defects or serious disease in either of our families. Radiation is the weapon that keeps on killing through one’s lifetime, and our family sadly has found this to be true over these many years.

    What I want people to know about the atomic bombing of Nagasaki is that it never should have happened! I would like the people to know that it is so hard to live a happy life after you’ve gone through something like this. You have to actually see it to comprehend it. I went through it, I’ve lived it, and to this day, after 60 years, I still carry radiation in my body. As far as I know, there’s no medical cure for it.

    And I know the Japanese people have really suffered from these nuclear bombings that they experienced, up to today. There’s many, many Japanese who are worse off than I am. They have severe medical problems, cancers and so many different diseases that were caused by the radiation, and keloids from the horrible burns all over their bodies. The Japanese survivors of Hiroshima and Nagasaki have really, really suffered, including those people who went back into the city to look for their relatives, and were contaminated by the radiation. Some of these people lived 1 year, 2 years, 5 years. And those who have survived, the Hibakusha, are still having medical problems caused by nuclear radiation 60 years ago.

    It seems to me that the Japanese now want the people all over the world to know how bad this experience was. The Japanese want people to unite to stop all of these governments from making any more nuclear weapons, because they know that most of the people in the world are for stopping the governments from making nuclear weapons.

    Right now, the United States has the biggest supply of bombs, and especially here in Albuquerque, where we have more than 2,400 nuclear bombs stored at Kirtland AFB. And Sandia and Los Alamos labs are thinking of making a more powerful bomb, a bomb that penetrates deep into the ground. What we have to do is unite and see if we can stop them from proceeding and getting these powerful, powerful bombs. And if we unite, I know that we can stop them.

    We want the United States government, and all governments, to stop producing any more weapons of mass destruction, because if they don’t, our future generations will suffer like the Hibakusha of Japan. It’s a crime to leave this inheritance for our children and our grandchildren. May they live in peace.

  • Nagasaki Peace Declaration 2005

    Today the bells of Nagasaki echo in the sky, marking 60 years since the atomic bombing. At 11:02 a.m. on August 9, 1945, a single atomic bomb was dropped from an American warplane, exploding in this same sky above us, instantly destroying the city of Nagasaki. Some 74,000 people were killed, and another 75,000 wounded. Some of the victims never knew what happened. Others pleaded for water as death overtook them. Children, so burned and blackened that they could not even cry out, lay with their eyes closed. Those people who narrowly survived were afflicted with deep physical and mental wounds that could never be healed. They continue to suffer from the after-effects of the bomb, living in fear of death.

    To the leaders of the nuclear weapons states: Nuclear weapons must never be used for any reason whatsoever. This we know from painful experience. For sixty years we have repeated our plea, “No more Hiroshima! No more Nagasaki!” International society has also been exerting effort for the prohibition of nuclear weapons tests and the establishment of nuclear-weapon-free zones. In 2000, the nuclear weapons states themselves promised an “unequivocal undertaking” for the “elimination of their nuclear arsenals.”

    Nevertheless, at the end of the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons held at United Nations headquarters in May of this year, no progress was achieved. The nuclear weapons states, and the United States of America in particular, have ignored their international commitments, and have made no change in their unyielding stance on nuclear deterrence. We strongly resent the trampling of the hopes of the world’s people.

    To the citizens of the United States of America: We understand your anger and anxiety over the memories of the horror of the 9/11 terrorist attacks. Yet, is your security actually enhanced by your government’s policies of maintaining 10,000 nuclear weapons, of carrying out repeated sub-critical nuclear tests, and of pursuing the development of new “mini” nuclear weapons? We are confident that the vast majority of you desire in your hearts the elimination of nuclear arms. May you join hands with the people of the world who share that same desire, and work together for a peaceful planet free from nuclear weapons.

    To the government of Japan: Our nation deeply regrets the last war, and our government has supposedly resolved not to engage in actions that might lead to the tragedy of war again. The peaceful ideals of our constitution must be upheld, and the threefold non-nuclear principle of neither possessing, manufacturing, nor allowing nuclear arms within our borders must be enacted into law without delay. The efforts of concerned countries for nuclear disarmament on the Korean peninsula, combined with the concomitant results of the threefold non-nuclear principle, will pave the way for a Northeast Asia nuclear-weapon-free zone. We urge you to adopt a stance that does not rely upon the “nuclear umbrella,” and to take a leading role in nuclear abolition.

    We would also point out that the atomic bomb survivors have become quite elderly. We further call upon the Japanese government to provide greater assistance to those who continue to suffer from the mental anguish caused by the bombing, and to extend sufficient aid to survivors who now reside overseas.

    Here in Nagasaki, many young people are learning about the atomic bombing and about peace, and are engaged in activities that they themselves have originated. To our young people: Remember always the miserable deaths of the atomic bomb victims. We ask each of you to earnestly study history and to consider the importance of peace and the sanctity of life. The citizens of Nagasaki stand behind your efforts. May you join hands with the world’s citizens and NGOs, that the bells of peace will ring loud and clear in the sky over Nagasaki.

    Today, as we mark 60 years since the atomic bombing, we pray for the repose of the souls of those who died, even as we declare our commitment, together with Hiroshima, never to abandon our efforts for the elimination of nuclear weapons and the establishment of lasting world peace.

  • Sixty Years After the Bombs

    It has been 60 years since the U.S. government used atomic bombs to destroy Hiroshima and Nagasaki. The weapons killed 200,000 people outright and left tens of thousands of others dying of radiation-induced cancers or afflicted by birth defects, immunological disorders and psychological traumas. It was a grim beginning to the nuclear age and led millions of people around the globe to conclude that the world stood on the brink of destruction.

    Fortunately, since 1945, we have managed to avert that fate. Thanks to widespread public pressure and the efforts of some far-sighted statesmen, governments around the world have exercised a surprising level of nuclear restraint. They have resisted the temptation to carry their quarrels to the level of nuclear war and have agreed to important nuclear arms control and disarmament measures.

    Perhaps the most important of these measures is the 1968 Nuclear Non-Proliferation Treaty, signed by virtually all nations. Under its provisions, non-nuclear nations pledged to forgo developing nuclear weapons and nuclear nations pledged to divest themselves of their own nuclear weapons. In this fashion, nations agreed to move toward a nuclear-free world.

    As a result, out of almost 200 nations, only eight – Britain, China, France, India, Israel, Pakistan, Russia and the United States – are now nuclear states, although another, North Korea, might have them, too. Furthermore, the number of nuclear weapons in existence has declined, from about 70,000 at the height of the Cold War to some 30,000 today.

    Unfortunately, during the past decade, this modest progress has been reversed. The Republican-dominated U.S. Senate rejected ratification of the Comprehensive Test Ban Treaty, India and Pakistan became nuclear states and additional nations have shown signs of joining the nuclear line.

    The policies of the Bush administration have been regressive. It has spurned the Comprehensive Test Ban Treaty, pulled the United States out of the Anti-Ballistic Missile Treaty and abandoned negotiations for nuclear arms control and disarmament. It also has championed the development of new U.S. nuclear weapons – despite the fact that the U.S. already possesses some 10,000 of them – and affirmed its willingness to initiate nuclear war. Not surprisingly, the Bush administration’s policies helped to wreck the recent NPT review conference at the U.N., where nations condemned its double standard.

    The Bush administration’s determination to preserve U.S. nuclear options seems particularly inappropriate to its “war on terror.” There is no morally acceptable way to employ nuclear weapons against terrorists, for terrorists do not control fixed territory. Instead, they intermingle with the general population and cannot be bombarded with nuclear weapons without causing a Hiroshima-style massacre of civilians.

    Conversely, the maintenance of nuclear stockpiles by the United States and other nations provides terrorists with the opportunity to acquire nuclear weapons through theft, bribery or purchase. Thus, the only way to ensure against a terrorist attack with nuclear weapons or materials is to eliminate them from national arsenals.

    In these increasingly dangerous circumstances, many thousands of Americans – joined by concerned people around the globe – will be holding events this August to commemorate the atomic bombings and to demand that the nations of the world get back on track to nuclear disarmament. On Aug. 6, the anniversary of the Hiroshima bombing, these actions will be especially large and prominent at the Los Alamos Nuclear Weapons Lab in New Mexico, the Livermore Nuclear Weapons Lab in California, the U.S. nuclear test site in Nevada and the Y-12 Nuclear Facility in Tennessee. On Aug. 9, the anniversary of the atomic bombing of Nagasaki, there will be candlelight vigils held at city halls across the United States.

    There also is pressure for nuclear disarmament emerging in Congress, where Rep. Lynn Woolsey, D-Calif., has introduced a resolution in the House (HR 373) calling for a comprehensive disarmament program. “There will be no security for America or our world,” she said, “unless we take all steps necessary for nuclear disarmament.”

    Today, 60 years after the inception of the nuclear era, these words are all too true. Thus far, through nuclear restraint, we have managed to stave off the specter of nuclear annihilation that has haunted the world since 1945. The future remains a race between wisdom and catastrophe.
