  • India’s Nuclear Disarmament Gets Critical

    In October 2006, eight years after India and Pakistan crossed the nuclear threshold, the world witnessed yet another breakout, when North Korea exploded an atomic bomb and demanded that it be recognised as a nuclear weapons-state. Talks aimed at persuading Pyongyang to give up its nuclear weapons, in return for security guarantees and economic assistance, collapsed last week.

    In 2006, the ongoing confrontation between the Western powers and the Islamic Republic of Iran over its nuclear programme got dangerously aggravated. The United Nations Security Council imposed harsh sanctions on Iran but these may prove counterproductive.

    Tehran dismissed the sanctions as illegal and vowed to step up its “peaceful” uranium enrichment programme. It added one more cascade of 164 uranium enrichment centrifuges during the year and is preparing to install as many as 3,000 of these machines within the next four months. (Several thousands of centrifuges are needed to build a small nuclear arsenal.)

    Developments in South Asia added to this negative momentum as India and the United States took further steps in negotiating and legislating the controversial nuclear cooperation deal that they inked one-and-a-half years ago. The deal will bring India into the ambit of normal civilian nuclear commerce although it is a nuclear weapons-state and has not signed the Non-Proliferation Treaty (NPT).

    Meanwhile, India and Pakistan continued to test nuclear-capable missiles and sustained their long-standing mutual rivalry despite their continuing peace dialogue. Looming large over these developments in different parts of Asia are the Great Powers, led by the U.S., whose geopolitical role as well as refusal to undertake disarmament has contributed to enhancing the global nuclear danger in 2006.

    According to a just-released preliminary count by the Federation of American Scientists, eight countries launched more than 26 ballistic missiles of 23 types in 24 different events in 2006. They include the U.S., Russia, France and China, besides India, Pakistan, North Korea and Iran.

    “One can list other negative contributing factors too,” says Sukla Sen, a Mumbai-based activist of the Coalition for Nuclear Disarmament and Peace, an umbrella of more than 250 Indian organisations. “These include U.S. plans to find new uses for nuclear armaments and develop ballistic missile defence (“Star Wars”) weapons, Britain’s announcement that it will modernise its “Trident” nuclear force, Japan’s moves towards militarisation, and a revival of interest in nuclear technology in many countries.”

    “Clearly,” adds Sen, “61 years after Hiroshima and Nagasaki, the world has learnt little and achieved even less so far as abolishing the nucleus scourge goes. The nuclear sword still hangs over the globe. 2006 has made the world an even more dangerous place. The time has come to advance the hands of the Doomsday Clock.” The Doomsday Clock, created by the Bulletin of the Atomic Scientists, published from Chicago in the U.S., currently stands at seven minutes to midnight, the Final Hour. Since 1947, its minute hand has been repeatedly moved “forward and back to reflect the global level of nuclear danger and the state of international security”.

    The Clock was last reset in 2002, after the U.S. announced it would reject several arms control agreements, and withdraw from the Anti-Ballistic Missile Treaty, which prohibits the development of “Star Wars”-style weapons.

    Before that, the Doomsday Clock was advanced in 1998, from 14 minutes to midnight, to just nine minutes before the hour. This was primarily in response to the nuclear tests by India and Pakistan in May that year.

    The closest the Clock moved to midnight was in 1953, when the U.S. and the USSR both tested thermonuclear weapons. The Clock’s minute hand was set just two minutes short of 12.

    The lowest level of danger it ever showed was in 1991, following the end of the Cold War and the signature of the Strategic Arms Reduction Treaty between the U.S. and the Soviet Union. The Clock then stood at 17 minutes to midnight.

    “The strongest reason to move the minute hand forward today is the inflamed situation in the Middle East,” argues M.V. Ramana, an independent nuclear affairs analyst currently with the Centre for Interdisciplinary Studies in Environment and Development, Bangalore.

    “Iran isn’t the real or sole cause of worry. It’s probably still some years away from enriching enough uranium to make a nuclear bomb. But there is this grave crisis in Iraq, which has spun out of Washington’s control. And then there is Israel, which is a de facto nuclear weapons-state and is seen as a belligerent power by its neighbours in the light of the grim crisis in Palestine. All the crises in the Middle East feed into one another and aggravate matters,” adds Ramana.

    At the other extreme of Asia, new security equations are emerging, partly driven by the North Korean nuclear programme.

    “Today, this is a key factor not only in shaping relations between the two Koreas, but the more complex and important relationship between North Korea, China, Japan and the U.S.”, holds Alka Acharya, of the Centre of East Asian Studies at the Jawaharlal Nehru University here. Adds Acharya: “The U.S. has failed to resolve the North Korean nuclear crisis diplomatically. North Korea’s nuclear weapons programme will spur Japan and South Korea to add to their military capacities. There is a strong lobby in Japan which wants to rewrite the country’s constitution and even develop a nuclear weapons capability. Recently, Japan commissioned a study to determine how long it would take to develop a nuclear deterrent.”

    Japan has stockpiled hundreds of tonnes of plutonium, ostensibly for use in fast-breeder reactors. But with the fast reactor programme faltering, the possibility of diversion of the plutonium to military uses cannot be ruled out. Similarly, South Korea is likely to come under pressure to develop its own deterrent capability. “Driving these pursuits are not just nuclear calculations, but also geopolitical factors,” says Prof. Achin Vanaik who teaches international relations and global politics at Delhi University. “The U.S. plays a critical role here because of its aggressive stance and its double standards. It cannot convincingly demand that other states practise nuclear abstinence or restraint while it will keep it own nuclear weapons for ‘security’. Eventually, Washington’s nuclear double standards will encourage other countries to pursue nuclear weapons capabilities too.”

    In particular, the joint planned development of ballistic missile defence weapons by the U.S. and Japan is likely to be seen by China as a threat to its security and impel Beijing to add to its nuclear arsenal. Adds Vanaik: “The real danger is not confined to East Asia or West Asia alone. The overall worldwide impact of the double standards practised by the nuclear weapons-states, and especially offensive moves like the Proliferation Security Initiative proposed by the U.S. to intercept ‘suspect’ nuclear shipments on the high seas, will be to weaken the existing global nuclear order and encourage proliferation. The U.S.-India nuclear deal sets a horribly negative example of legitimising proliferation.” “A time could soon come when a weak state or non-state actor might consider attacking the U.S. mainland with mass-destruction weapons. The kind of hatreds that the U.S. is sowing in volatile parts of the world, including the Middle East, could well result in such a catastrophe,” Vanaik said.

    The year 2006 witnessed a considerable weakening of the norms of nuclear non-proliferation. Until 1974, the world had five declared nuclear weapon-states and one covert nuclear power (Israel). At the end of this year, it has nine nuclear weapons-states — nine too many.

    No less significant in the long run is the growing temptation among many states to develop civilian nuclear power. Earlier this month, a number of Arab leaders met in Riyadh in Saudi Arabia and decided to start a joint nuclear energy development programme.

    “Although this doesn’t spell an immediate crisis, nuclear power development can in the long run provide the technological infrastructure for building nuclear weapons too,” says Ramana. “The way out of the present nuclear predicament does not lie in non- or counter-proliferation through ever-stricter technology controls. The only solution is nuclear disarmament. The nuclear weapons-states must lead by example, by reducing and eventually dismantling these weapons of terror.”

    India, Iran, and US Nuclear Hypocrisy

    The Bush administration has approached nuclear non-proliferation with Iran and India by two very different measures. Iran, a party to the Non-Proliferation Treaty (NPT), has been threatened with sanctions, if not actual violence, for its pursuit of uranium enrichment, although there is no clear evidence that Iran is pursuing a nuclear weapons program. India, on the other hand, has now been offered US nuclear technology, although India is not a party to the NPT, is known to have tested nuclear weapons and is thought to possess a nuclear weapons arsenal of 60 to 100 weapons.

     

    The Non-Proliferation Treaty, which entered into force in 1970, is at the heart of worldwide nuclear non-proliferation efforts. The US was one of the original signers of the treaty, and was one of the major supporters of its indefinite extension in 1995. The principal goal of the treaty is to prevent nuclear weapons proliferation by assuring that nuclear weapons and the materials and technology to make them are not transferred by the nuclear weapons states to other states.

     

    The five nuclear weapons states parties to the treaty (US, Russia, UK, France and China) all made this pledge. They also pledged “good faith” negotiations to achieve nuclear disarmament. The 183 non-nuclear weapons states that are parties to the treaty pledged not to develop or otherwise acquire nuclear weapons and the materials and technology to make them.

     

    A problem arises with the treaty because it also promotes peaceful nuclear technology – which is inherently dual-purpose, capable of being used for peaceful or warlike purposes – as an “inalienable right” for all nations. Iran claims to be exercising this right, arguing that it is pursuing uranium enrichment for nuclear power generation and not for weapons purposes. The Bush administration disputes this claim, and insists Iran must stop enriching uranium altogether, a policy inconsistent with its proposed deal with India, a country that has already developed nuclear weapons.

     

    India never became a party to the NPT, and conducted its first nuclear test in 1974, which it claimed was for peaceful purposes. India did not test again until 1998, when it conducted a series of nuclear tests and announced to the world that it had become a nuclear weapons state. Pakistan followed India with nuclear tests of its own. While India and Pakistan were not restricted by the NPT because they had never joined the treaty, they were initially sanctioned by the US and other states for going nuclear. But now this has changed. Mr. Bush wants to provide nuclear technology to India in exchange for India allowing international safeguards at 14 of its 22 existing nuclear power reactors by the year 2014. This makes little sense, as it would leave eight of India’s reactors without safeguards, including those in its fast breeder program, which would generate nuclear materials that could be used in weapons programs.

     

    The Bush administration seeks to reward India for non-cooperation with the treaty and for developing a nuclear weapons arsenal, while Iran is threatened with punishment for being part of the treaty and seeking to exercise its rights under the treaty. The implications of the hypocritical US approach to proliferation are to leave countries questioning whether their participation in the NPT is worthwhile. This approach is likely to lead to a major breakdown of the Non-Proliferation Treaty and the international regime that supports it.

     

    To prevent such a breakdown, a number of important steps should be taken, which will require US leadership. First, there should be a worldwide moratorium on uranium enrichment and plutonium reprocessing, subject to international inspections and verification. This means a moratorium by all countries, including the US and other nuclear weapons states.

     

    Second, all current stocks of weapons-usable uranium and plutonium in all countries should be placed under strict international controls.

     

    Third, there should be no “nuclear deal” with India until it agrees to give up its nuclear weapons program and dismantle its nuclear arsenal. Congress should turn Bush down flat on this poorly conceived and opportunistic deal.

     

    Fourth, the US should give up its plans to develop new nuclear weapons such as the Reliable Replacement Warhead program, which signal to the rest of the world that the US intends to keep its nuclear arsenal indefinitely.

     

    Fifth, the Non-Proliferation Treaty should be replaced by two new treaties: a Treaty to Eliminate Nuclear Weapons, which sets forth a workable plan for the phased elimination of all nuclear weapons under strict international controls; and an International Sustainable Energy Agency that develops and promotes sustainable energy sources (such as solar, wind, tidal and geothermal) that can replace both fossil fuels and nuclear energy.

    The alternative to this ambitious agenda, or one similar to it, is a world in nuclear chaos, in which extremist terrorist organizations may be the greatest beneficiaries. This is the direction in which current US nuclear policy, with its flagrant disregard for international law, is leading us. The double standards in US dealings with Iran and India are the latest evidence of this misguided policy.

  • Gandhi, Bush, and the Bomb

    On February 24, at a press briefing, White House National Security Advisor Stephen Hadley announced that, when U.S. President George W. Bush travels to India, he will lay a wreath in honor of Mohandas Gandhi.

    For those familiar with the cynical gestures of government officials, it might come as no surprise that an American President would attempt to derive whatever public relations benefits he can by linking himself to one of the most revered figures in Indian and world history.

    But the level of hypocrisy is heightened when one recalls that Bush is currently one of the world’s leading warmakers and that Gandhi was one of the world’s leading advocates of nonviolence. Furthermore, the American President’s major purpose for traveling to India is to clinch a deal that will provide that nation with additional nuclear technology, thus enabling it to accelerate its development of nuclear weapons.

    Gandhi, it should be noted, was not only a keen supporter of substituting nonviolent resistance for war, but a sharp critic of the Bomb. In 1946, he remarked: “I regard the employment of the atom bomb for the wholesale destruction of men, women, and children as the most diabolical use of science.” When he first learned of the atomic bombing of Hiroshima, Gandhi recalled, he said to himself: “Unless now the world adopts non-violence, it will spell certain suicide.” In 1947, Gandhi argued that “he who invented the atom bomb has committed the gravest sin in the world of science,” concluding once more: “The only weapon that can save the world is non-violence.” The Bomb, he said, “will not be destroyed by counter-bombs.” Indeed, “hatred can be overcome only by love.”

    That is certainly an interesting backdrop against which to place President Bush’s plan to provide India with nuclear technology. India is one of only four countries that have refused to sign the nuclear Non-Proliferation Treaty (NPT)—a treaty endorsed by 188 nations. Thumbing its nose at the world, India has conducted nuclear tests and has developed what experts believe to be 50 to 100 nuclear weapons. Under the terms of the NPT, the export of nuclear technology is banned to nations that don’t accept international inspections of their nuclear programs. In addition, U.S. law prohibits the transfer of nuclear technology to a country that rejects full international safeguards. U.S. law also bans such technology transfer to a non-NPT country that has conducted nuclear test explosions.

    Thus, if the President were to give any weight to Gandhi’s ideas, international treaty obligations, or U.S. law, he would not be working to provide India with the same nuclear-capable technology that he so vigorously condemns in Iran—a country, by the way, that has signed the NPT, has undergone inspections by the International Atomic Energy Agency, and has not conducted any nuclear weapons tests.

    There are other reasons to oppose this deal, as well. Although India’s relations with Pakistan are relatively stable at the moment, they might well be very adversely affected by any perception that the Indian government was racing ahead with a buildup of its nuclear arsenal. Furthermore, Pakistan might demand the same nuclear assistance as India. Indeed, if India can simply ignore the NPT and, then, receive nuclear technology from the United States, why should other countries observe its provisions? The Iranians, certainly, will make this point.

    At home, the Bush administration’s double standard has not gone unnoticed. In Congress, Representatives Ed Markey (D-MA) and Fred Upton (R-MI) have introduced a bipartisan resolution—H.Con.Res. 318–expressing strong concern about the proposed U.S.-India nuclear deal. Although this resolution affirms humanitarian and scientific support for India, it contends that full civil nuclear cooperation between the two nations poses serious dangers. For example, it points to the possibility that the supply of nuclear fuel to India could free up India’s existing fissile material production, thereby enabling it to be used to expand India’s nuclear weapons arsenal. The resolution also opposes transfer of nuclear technology to any country that is not a party to the NPT and has not accepted full safeguards.

    Whatever happens to this resolution, if the Bush administration were to implement its nuclear agreement with the Indian government, it would have to convince Congress to amend U.S. law. And arms control and disarmament groups are determined to prevent that from happening.

    Thus, the Bush administration might genuflect to Gandhi in its efforts to arrange a nuclear pact with India, but it is going to have to convince a lot of very skeptical observers before it implements this agreement.

  • A High-Stakes Nuclear Gamble

    Imagine a world with 20 or more nuclear weapons states. This was President Kennedy’s dark vision in 1963. Were it to come to pass, the risk that terrorists could buy or steal nuclear bombs would rise significantly. Yet President Bush’s recent proposal to provide nuclear energy assistance to India is a dangerous gamble that makes such an outcome more likely.

    It could unravel the 1970 Nuclear Nonproliferation Treaty, which, though imperfect, has helped limit the number of countries able to make nuclear weapons. Congress should reject the proposal and require renegotiation to limit the Indian nuclear weapons program.

    India’s nuclear history reveals why the proposed deal would weaken U.S. national security.

    In 1974, India exploded a secret nuclear device using plutonium from a Canadian-supplied reactor containing U.S. heavy water. Both the reactor and the heavy water were sold to India under agreements with a “peaceful use” requirement, which India violated.

    In 1978, Congress enacted the Nuclear Nonproliferation Act. That required countries such as India who were not among the five nations recognized as nuclear weapons states under the nonproliferation treaty, and that wanted American nuclear technology for peaceful purposes, to submit to “safeguards,” meaning inspections of all their nuclear facilities by the International Atomic Energy Agency. India refused, and the United States ended all nuclear assistance to the country from that day forward.

    Now, Bush has put forward a proposal that caves in utterly to India. It would not only allow India to keep its bombs, it would permit it to use all its own nuclear material for bomb making, while using nuclear fuel the United States would supply for its civilian power program. If India receives this favor, can Israel and Pakistan be far behind?

    Such a radical proposal should be viewed within the context of the current negotiations with Iran and North Korea, two countries that signed the nonproliferation treaty but have been caught violating safeguards. Failure to stop them from producing nuclear weapons would be a serious blow to global stability.

    Iran and North Korea are being offered reactors and guaranteed nuclear fuel supplies for peaceful uses in return for a permanent shutdown of facilities for enriching uranium or separating plutonium, both of which have peaceful applications but enable the manufacture of nuclear weapons. Whether either will ultimately accept is unclear.

    So let’s compare the deals offered India and Iran:

    India: Can build as many nuclear weapons as it wishes with its own nuclear supplies. Iran: Cannot build any nuclear weapons with its own or anyone else’s supplies.

    India: Can build and operate un-safeguarded facilities for producing and stockpiling unlimited amounts of fissile material for its weapons program. Iran: Cannot build enrichment or plutonium separation facilities, even if safeguarded and even though the nonproliferation treaty does not prohibit such activities.

    India: Is asked to maintain a voluntary moratorium on nuclear testing. Iran: Cannot make or explode nuclear devices under any circumstances.

    India: Must divide its nuclear facilities into “civilian” and “military,” with voluntary IAEA safeguards applying only to its civilian program. Iran: Must have the most stringent safeguards on all its nuclear facilities.

    This double standard favoring India is an example of America’s willingness to wash away the nuclear sins of its “friends” to achieve other foreign policy goals. Pakistan is another example; it has received F-16s, which can deliver its nuclear weapons, despite having violated U.S. nonproliferation laws and spread nuclear weapons technology to Iran, Libya and North Korea via the Abdul Qadeer Khan network.

    What is the message we’re sending? How will these double standards persuade the Iranians to give up their right to produce advanced nuclear materials? How could signatories of the nonproliferation treaty not conclude that it has been seriously devalued when India — which refused to sign it in the first place, broke its contracts with the United States and Canada and developed nuclear weapons — is to be given virtually unconditional nuclear assistance?

    Some nations may decide that if they withdraw from the treaty, build nuclear weapons and wait long enough while avoiding antagonizing the United States, they will eventually get all the nuclear help they want.

    Why then is the Bush administration risking undermining the treaty?

    It is no secret that it views China as a growing strategic rival and sees India as a counterweight. It is therefore interested in helping India build up its economic and military capability. If the deal goes through, Pentagon officials reportedly expect India to purchase as much as $5 billion in U.S. conventional military equipment, some of which would be helpful in monitoring Chinese military movements and submarines.

    During the 2004 presidential race, both Bush and Sen. John Kerry stated that the proliferation of weapons of mass destruction was the most serious threat to U.S. national security. But giving nuclear assistance to India undercuts the rationale for telling other nations not to supply suspected proliferators such as Iran.

    Moreover, both China and Pakistan will be motivated to accelerate their own weapons programs and their mutual nuclear cooperation. Pakistani officials will not be more cooperative in the stalled investigation of Khan’s activities. Adding the risk to the nonproliferation treaty to this poisonous mix makes the president’s proposal a marked retreat from half a century of American leadership in preventing the spread of nuclear weapons.

  • The Time of the Bomb

    When he was told on August 6, 1945, that America’s new atom bomb had destroyed its first target, the Japanese city of Hiroshima, U.S. President Harry Truman declared “This is the greatest thing in history.” Three days later, on August 9, another atom bomb destroyed the city of Nagasaki.

    The coming of the bomb brought pain and death. A 1946 survey by the Hiroshima City Council found that from a civilian population of about 320,000 on the day of the explosion: over 118,000 were killed, over 30,000 seriously injured, with almost 49,000 slightly injured, and nearly 4,000 people were missing. In December 1945, the Nagasaki City Commission determined that because of the bombing there, almost 74,000 people had been killed and 75,000 injured. The injured continued to die for months and years later, one of the reasons being radiation sickness. Pregnant women who were affected produced children who were severely physically and mentally retarded. The Japanese created a new word — hibakusha, — a survivor of the atom bomb.

    In the sixty years since the destruction of Hiroshima and Nagasaki, we have been spared the horror of a nuclear weapon attack on another city. But nuclear weapons have grown in their destructive power; each can now be tens of times, or even hundreds of times, more powerful that those used to destroy Hiroshima and Nagasaki. The number of nuclear weapons has grown; there are now tens of thousands. Where there was one country with the bomb, there are now perhaps nine (US, Russia, UK, France, China, Israel, India, Pakistan and North Korea). There are many more political and military leaders who, like Truman in 1945, see the bomb as “the greatest thing in history”.

    From the very beginning, there has also been opposition to the bomb. The French writer and activist Albert Camus wrote on August 6, 1945: “technological civilization has just reached its final degree of savagery… Faced with the terrifying perspectives which are opening up to humanity, we can perceive even better that peace is the only battle worth waging.”

    The American sociologist and critic Lewis Mumford wrote: “We in America are living among madmen. Madmen govern our affairs in the name of order and security. The chief madmen claim the titles of general, admiral, senator, scientist, administrator, Secretary of State, even President.” There are many more of these madmen now. They all mumble the same nonsense about “threats,” and “national security,” and “nuclear deterrence,” and try to scare everyone around them.

    Protest and resistance against the madness of nuclear weapons has brought together some of the greatest figures of our times with millions of ordinary men and women around the world. Albert Einstein and the philosopher Bertrand Russell gave the reason most simply and clearly. They published a manifesto in 1955 in which they identified the stark challenge created by nuclear weapons: “Shall we put an end to the human race; or shall mankind renounce war?”

    The only way forward for humanity, Einstein and Russell said, was that “We have to learn to think in a new way. We have to learn to ask ourselves, not what steps can be taken to give a military victory to whatever group we prefer, for there no longer are such steps; the question we have to ask ourselves is: what steps can be taken to prevent a military contest of which the issue must be disastrous to all parties?” Their 1955 manifesto led to the formation of the Pugwash movement of scientists. It was awarded the Nobel Peace Prize for its work against nuclear weapons in 1995. There are now Pugwash groups in 50 countries, including in India and Pakistan.

    Global protests eventually forced an end to nuclear weapons testing in the atmosphere and under water. These explosions had been spewing radioactivity in the air, where it was blown around the world, poisoning land, water, food and people. But the “madmen” were blinded by the power of the ultimate weapon. They kept building more and bigger bombs and threatening to use them. They have been stopped from using them only by the determined efforts of peace movements and public pressure.

    The bomb and the madmen came to South Asia too. India tested a bomb in 1974 and Pakistan set about trying to make one. There was protest too. In 1985, a small group of people in Islamabad organised an event for Hiroshima Day, August 6, at the Rawalpindi Press Club. There was a slide show and talk about nuclear weapons and their terrible effects, with pictures of the destruction of Hiroshima and Nagasaki.

    Every picture brought gasps of horror and revulsion from the packed audience. The posters and placards and banners on the walls carried messages about the need to end war, to reduce military spending and increase spending on education and health, and to make peace between India and Pakistan. A small, short-lived peace group was born, the Movement for Nuclear Disarmament.

    That was twenty years ago. The Cold War is long over, the Soviet Union long gone, but there has been little relief. The United States still has five thousand weapons deployed, 2000 of which are ready to use within 15 minutes, and there are another five thousand in reserve. Russia has over 7000 weapons deployed and 9000 in reserve.

    The UK, France, and China are estimated each to have several hundred warheads, Israel may have almost as many, and India and Pakistan have a hundred or fewer. North Korea may have a handful. And, leaders are still mad; they send armies to attack and occupy other countries, and kill and maim tens of thousands. In America, they plan for newer and more useable nuclear weapons.

    In the meantime, India and Pakistan have also tested their nuclear weapons — which are about as powerful as the bombs that destroyed Hiroshima and Nagasaki. They have threatened to use their weapons in every crisis since then. They are making more weapons and missiles as fast as they can. A nuclear war between Pakistan and India, in which they each used only five of their nuclear weapons, would likely kill about three million people and severely injure another one and a half million. What more proof is needed that we are ruled by madmen?

    If South Asia is to survive its own nuclear age, we shall need to have strong peace movements in both Pakistan and India. A beginning has been made. The Pakistan Peace Coalition was founded in 1999; it is a national network of groups working for peace and justice. In 2000, Indian activists established the Campaign for Nuclear Disarmament and Peace. These movements will need all the help and support they can get to keep the generals and Prime Ministers in both countries in check. The leaders in both countries must be taught, over and over again, that the people will not allow a nuclear war to be fought. There should never be a word in any other language for hibakusha.

  • The Way Ahead for a Safer World

    Towards the end of July 1945, Japan was on the verge of surrendering to the Allies. Despite military advice to the contrary, United States President Harry. S. Truman authorised the dropping of the first atomic bomb on Hiroshima on August 6, 1945, and on Nagasaki on August 9. The President was fully aware of the deadly consequences of deploying this weapon, from the results of the Nevada test conducted just a month earlier. Analysts believe this decision was primarily taken to convey a message to the rest of the world community and especially to the Soviet Union: the emergence of the US as the sole leader of the post-war world. Predictably, other nations followed suit to produce the atomic bomb: the Soviet Union, the United Kingdom, France, and lastly, China in 1964. Ten years later, India demonstrated its technical capability and conducted its first “Peaceful Nuclear Explosion” in 1974. Twenty-four years later, in May 1998, India and Pakistan conducted further tests and declared themselves nuclear weapon capable states.

    It was in protest against nuclear testing by France that the valiant ship “Rainbow Warrior” belonging to Greenpeace was lost. She was sunk by French agents on July 10, 1985, whilst moored at Auckland harbour, in New Zealand. She was due to sail the next day for Mururoa Atoll, the venue of the French tests. Needless to say, this triggered a worldwide outcry and David Lange, then Prime Minister of New Zealand, described it as “a sordid act of international state-backed terrorism.” Not only have Greenpeace and other anti-nuclear activists in civil society protested against nuclear testing, but India too has been at the forefront, calling for global nuclear disarmament. Despite almost 35 years of the Non Proliferation Treaty’s (NPT) existence, the Nuclear Weapons States (NWSs) have failed to carry out nuclear disarmament as per Article VI. All that the world community has been able to achieve during this period is to give the NPT a fresh lease of life into perpetuity. Meanwhile, efforts to bring the Comprehensive Test Ban Treaty (CTBT) into force have also failed. The US rejected the CTBT in the Senate, and that virtually sealed its fate. The two five yearly NPT review meetings held at the United Nations in 2000 and recently in May this year, have both resulted in virtual disaster. Nothing tangible has been possible in persuading the NWSs to move towards nuclear disarmament.

    In a few weeks from now, we shall be remembering the hundreds of thousands lost in both Hiroshima and Nagasaki. If anything, the world is becoming more and more of a dangerous place to live in. Despite the end of the Cold War, both Russia and the US have nearly 3,000 nukes under hair trigger alert. We have enough nuclear warheads to destroy this beautiful planet many times over. Not content with this, every NWS has been engaged in upgrading its nuclear inventories with the latest technologies. Whilst all this may sound exciting, the problem of managing nukes with safety is yet to be attained. Many questions still remain unanswered. How are we to ensure correct interpretation of intent, especially if deception is in the mind of the adversary? If things are going very badly in the conventional warfare scene, can we be sure that the losing party will still not raise the level to a nuclear exchange? Can these weapons not be deployed either by accident or due to a misinterpretation of detection on any one of the many sensors? What then is the way ahead?

    India needs to take the initiative to address nuclear disarmament very seriously. Perhaps the best time is now. Let India build on the Rajiv Gandhi plan for total nuclear disarmament as presented by him to the U.N. in 1988. India should convene an International Conference by inviting all the Nuclear Weapons States and also those 43 states listed for bringing the CTBT into force. This would provide a great opportunity to all the countries to put on the table their concerns and contributions for making this world a safer place to live in. Now that India is a nuclear weapons capable nation, an initiative of this nature at this stage would be widely welcomed by the world community.

    Whilst the ultimate goal must remain to run down nuclear weapons to zero, even partial success like achieving a consensus on `de-alerting’ will be a great step forward. For as long as these horrible weapons exist, there is always the danger that they could be used either by accident or design. Let the loss of so many innocents and that of the “Rainbow Warrior” not go in vain. The struggle must continue to make this planet a safe place for all of us and successive generations to come.

  • The Real Problem on the Indian Sub-continent

    In May 1998, India stunned the world when it successfully conducted nuclear tests in Pokhran, a desert site in the western state of Rajasthan. The tests were reciprocated by its traditional rival, Pakistan , dramatically raising the stakes in the stand-off over Kashmir , one of the world’s longest-running feuds.

    Subsequently, in mid-1999, India fought a brief but bitter conflict with Pakistani-backed forces that had infiltrated Indian-controlled territory in the Kargil area close to the Line of Control (LoC) in Kashmir. The confrontation between the two countries, just over a year after the nuclear tests, confirmed that the nuclear status didn’t remove the danger of conflict between India and Pakistan; rather, it has increased the stakes if war is to ever occur. Both countries were in an advanced state of nuclear readiness during the entire period of the Kargil conflict. Never before can I remember the tensions within both countries being so high.

    Yet, in a statement in 2001, President Abdul Kalaam of India , continuing to promote and defend the further development of nuclear weapons, asked, “When was the last war with Pakistan? That both sides are nuclear capable has helped not engage in a big war.” 1 However, Kalaam blatantly ignored the fact that tensions escalated during the Kargil conflict due to the nuclearization of the sub-continent. With blinkers on, both President Musharraf of Pakistan and Prime Minister Manmohan Singh of India are pressing on to develop more advanced nuclear arsenals. Despite limited resources, in a region where there is chronic social and economic problems with hunger and disease rampant in every corner of each country, India and Pakistan continue to reiterate their commitments to develop and deploy nuclear weapons as part of their national security programs.

    But what is needed, right now more than ever, is a realistic consideration of the problems that lie in the internal sphere of each country. Socio-economic, socio-religious, sectarian, and caste conflict in several parts of the two countries are epidemic. The chaos in Karachi including several street riots, ethno-nationalist insurgencies in Assam and Nagaland in Northeast India continue to claim over a hundred lives every year and the recent Hindu-Muslim riots that killed over a thousand innocent people in the western state of Gujarat in India all point to the increasing threats within each country’s domestic sphere. Nuclear weapons are not the answer to these social problems. Furthermore, more than four million in both India and Pakistan live in abject poverty – that is more than half of the combined population of both countries. Mass unemployment and illiteracy are on the rise. The internal debt figures in India alone have more than tripled. There is a lack of basic needs such as clean drinking water and sanitation facilities. Infrastructure and the quality of education continue to rapidly diminish. There are rising number of suicides by farmers in the southern Indian states of Andhra Pradesh and Karnataka. Unbridled drug and arms trafficking in Pakistan are becoming more common and widespread. Spending inadequate financial resources on nuclear weapons is not the way out of these pressing socio-economic problems.

    Additionally, incidents of terrorism within both countries have also increased to include suicide attacks on not only the Indian military and para-military but also on their families. Recent bomb blasts in commercial areas in Karachi are proof that Pakistan isn’t immune from terrorism, well within its own borders, either. Nuclear weapons cannot offer a solution to these flagrant acts of terror. Moreover, there is an increasing criminalization and corruption of politics in India and Pakistan. The degradation of politics is starting to question the credibility of both countries. Nuclear weapons provide no real answer to this range of domestic issues, yet this lesson remains unlearned.

    What is needed from both countries right now is a commitment to the welfare of their populations and a firm plan for decreasing poverty, eradicating disease and death from hunger and starvation. Spending limited resources – financial or otherwise on developing a more complete range of nuclear weapons is not going to help the people of India, Pakistan or, for that matter, the people of Kashmir. Providing basic needs such as drinking water, safe infrastructure and hygienic sanitation facilities is what is urgently required. Increasing the quality of education, decreasing the level of illiteracy and paving the way for increasing youth employment are the needs of the hour. Both India and Pakistan have traditionally focused on threats on their borders. It is now time for each country to look inward and form a strong resolve to solve these deep rooted issues within each society.

  • Exiting the Nuclear Doorway

    SANTA BARBARA, Calif. – Fantasy versus reality: While more than 100,000 American and other troops were splashing around Iraq ostensibly to create a democracy out of that war-torn nation of 25 million mainly Sunni and Shiite Muslims, a Hindu-Muslim nation of more than 1 billion people was actually committing democracy.

    More than 380 million people voted in the recent nationwide elections in India , results counted and made known within days. This was a different story from the Philippines , where they are still counting, or even from the United States , where they counted, recounted, then tabulated chads and still the country had to appeal to the high court to figure out who won. And then the prize went to the candidate with fewer votes.

    Say what you want about India , but it’s the world’s largest, truly practicing and thus the most wonderfully messy democracy.

    This recent reminder was not lost on the delegates who attended the conference of the Nuclear Age Peace Foundation last weekend in this gorgeous California-coast resort town. This little-publicized retreat attracted some of the liveliest political minds, from Daniel Ellsberg of Pentagon Papers fame to Richard Falk, a leading intellectual proponent of international law as a global order-shaping force, to internationally known disarmament and environmental advocate Helen Caldicott.

    These delegates, having all but despaired (for the time being, anyway) that the world’s second-largest democracy would do the right thing on issues of war and peace, began to hope that maybe the South Asian country of Gandhi and Nehru might have a few precedent-setting answers for the world.

    They imagined a reverse nuclear-arms race in which those who have nuclear arsenals would voluntarily relinquish them, thus triggering a historic armaments down-spiral and shaming the two big boys into doing the same.

    For the United States and Russia together possess something like 97 percent of the world’s nuclear weapons, and together could blow the Earth to smithereens, and probably set the moon off course as well.

    Both India and Pakistan have bombs, though many fewer. Pakistan has nuclearized because India has done so; India keeps them because Pakistan has them. “But what if those who hold them decided not to keep them?” wondered Ellsberg, the ever-feisty septuagenarian. “Maybe India and Pakistan might lead the way?”

    As preposterous as that might seem, there’s a better chance of that happening than Washington and Moscow leading (which they should have done after the fall of the Berlin Wall). But should Pakistan and India lead the way to a safer, more secure world by negotiating bilateral nuclear disarmament, not only would South Asia – and by extension the world – be more secure, the entire region would start to become less poor.

    It’s now, as a totality, the world’s single poorest region (mainly defined by India , Pakistan , Bangladesh and Sri Lanka ). Some half a billion there live below the poverty level. More children are out of school there than in the rest of the world; so, not surprisingly, the region is home to half the globe’s illiterates. More than 337 million lack safe drinking water; 400 million go hungry every day; 830 million lack rudimentary sanitation.

    Pakistan doesn’t have enough money to feed, clothe and educate its people, but it somehow can find the dough to buy three submarines from France . India has a titanic rural poverty problem – which the victorious Congress party skillfully exploited. But it still finds money for multibillion-dollar fighter aircraft.

    What’s unclear is whether the current age’s obsession with seeking security through arms – instead of education, justice and economic stability – will pass.

    How about a nice whiff of optimism from professor Falk: “What occurs in history is often what we cannot foresee. Let us prefer the politics of impossibility as opposed to the conventional wisdom of politics as the art of the possible.”

    Imagine a world in which almost all children went to bed properly fed and woke up to be properly educated.

  • Another World is Possible: Report from the 2004 World Social Forum

    Introduction

    The third annual World Social Forum was held in Mumbai, India January 16-21, 2004. Previous Forums were held in Porto Alegre, Brasil. The move to Mumbai acknowledges the significant percentage of the world’s population that lives in Asia, seeking to increase their access to the event. As a gathering to strategize effective means toward transforming global society with an emphasis on human rights, the Forum drew an estimated 75,000 world citizens. A series of over 1,200 workshops explored the numerous perspectives through which to view globalization: war, imperialism, water, labor, discrimination, and many, many more. The larger panels and events with 4,000 people and more were organized by Forum coordinators while the remaining workshops were self-directed and given space by Forum coordinators. English and Hindi were the main languages spoken, while translation was available in French and Spanish. A tremendous energy was palpable from the smallest to the largest Forum event. Beyond the workshops, cultural performances, street theater, and political protests merged into a loud and colorful sea of humanity.

    Nuclear Weapons-Related Workshops

    The disarmament community was well-represented at the Forum. Our input was crucial given the recent developments in nuclear proliferation issues and increased visibility among the general public. Many experts view Asia as a “hot spot” with regard to nuclear weapons, given the number of nuclear powers within close proximity and their historical rivalries. Consequently, India proved an ideal location to strategize steps toward a world free of nuclear weapons.

    There were a series of workshops that explicitly addressed nuclear weapons as well as many others in which speakers linked the abolition of nuclear weapons with other social justice issues. Workshop themes included, but were not limited to, civilian weapons inspections, global hibakusha, uranium mining, US militarism, and campus organizing. For my part, I spoke on two panels, one in the International Youth Camp (IYC), titled “Youth Organizing in the Second Nuclear Age,” and another in the main venue, titled “The Threat of Nuclear Weapons: The Campaign to Abolish Nuclear Weapons.” The IYC session was by far my favorite. Approximately, 35-40 young people, mostly from India and the US, joined in the dialogue. Two of my closest colleagues joined me on the facilitation team: Tara Dorabji, Outreach Coordinator with Tri-Valley CARES in Livermore, California, and Dr. Kathleen Sullivan, an independent education consultant specializing in disarmament issues. We divided the 3-hour session into an introduction to nuclear weapons issues, US nuclear weapons policy, small group discussions, and closing thoughts. The exchange was critical of both US foreign policy and the Indian nuclear establishment. Conversational topics ranged from nuclear weapons to racism to poverty. In closing, one participant shared that Kathleen’s encouragement was more of a factor in his participation than the workshop title. He went on to say that he had not thought much about nuclear weapons issues, but now was interested in learning more.

    The structure of the second workshop differed greatly. “The Threat of Nuclear Weapons: The Campaign to Abolish Nuclear Weapons” featured 13 speakers from 7 countries: Belgium, Greece, India, Japan, New Zealand, USA, and Vietnam. The panel, convened by Abolition 2000 and the World Peace Council, drew an even more diverse audience of approximately 200 people. In greeting participants as they arrived, I soon realized that the audience held as much expertise and experience as the panel. Allotted ten minutes each, speakers concentrated on three topics: assessing the nuclear threat, the global campaign, and the local campaign. Time passed quickly as each presenter delivered a passionate and informative talk. As my time approached and being the last speaker, I grew disappointed in realizing that there would be little time for discussion. This sense of disappointment lasted only briefly though, for the World Social Forum is less of a finish line and more of a starting point. The conversations that I had with workshop participants immediately following the workshop confirmed this understanding as will our collaborative efforts in the months to come.

    Coalition-Building*

    The Forum was a tremendous networking opportunity, reconnecting with old friends and making new ones. It was comforting to stay in the same hotel as the Abolition 2000 group (an international network of anti-nuclear organizations), most of whom spent part of the journey to Mumbai aboard the Peace Boat. It was my pleasure to help United for Peace and Justice (a coalition of over 650 US peace groups that oppose the Iraqi war and empire-building) promote March 20th as a day of action by passing out promotional pins, stickers, and t-shirts. As an alum of the New Voices Fellowship Program, I was proud to know that the current fellows participated in the Forum with many leading workshops. As a representative of a new member organization in the National Youth and Student Peace Coalition, I encouraged the many youth group representatives and educators that I met to organize an activity on March 4th as a day of action opposing the militarization of schools. Similarly, I experienced two chance encounters with magazine publishers who are clear allies in the struggle to counter corporate media by providing accurate information to the masses: ColorLines & YES!. Lastly, philanthropists were in attendance at the Forum, particularly the Global Fund for Women and the New World Foundation. Their presence reminded me that successful social justice movements require various stakeholders, who must all challenge ourselves through relentless self-critique and education.

    *This is just a small sampling of the dynamic people and organizations that I came in contact with in Mumbai.

    Mumbai

    Formerly known as Bombay, the bustling Mumbai (population, 13 million) seemed unfazed by the tens of thousands of guests. The contradictions in wealth and poverty were extreme. The buildings expressed India’s rich past. The sights were many, unique, and often shocking. In being somewhat overwhelmed and after having missed many opportune picture-taking moments, I resorted to writing down the most memorable sights in my journal. Here’s a sampling: a cow walking in the middle of the highway, an elephant walking along the side of the road, a truck full of live chickens, the Arabian Sea, a man pulling a cart with a washer and dryer on it up a hill, every third car being a black and gold taxi, an ox drawn cart, the diversity of Indian people, a snake charmer with two cobras, organized groups of children begging, Nike Town, a cricket game, and the many billboards promoting movies (Mumbai has earned the nickname “Bollywood,” being the capital of India’s entertainment industry).

    Brazil vs. India

    As a participant in the 2003 World Social Forum in Porto Alegre, I began comparing the two events almost upon arrival in Mumbai. The difference in global context was significant. Various phases of the US-led aggression against Iraq dominated the news headlines leading into both Forums. In January of 2003, claims that Saddam Hussein possessed weapons of mass destruction were used as grounds for the attack. By January of 2004, Hussein had been captured and these claims had been replaced by claims of bringing “freedom” to the Iraqi people and thoroughly refuted by high-level experts in the Bush administration. A harsh critique of US foreign policy and a strong anti-imperialist sentiment characterized both Forums.
    The evolution from participant to workshop facilitator was a major factor influencing my experience. Whereas in Brazil, I could pick and choose my daily schedule. In Mumbai, my schedule was set in large part given my responsibilities to prepare for and promote my workshops. Similarly, my network had expanded in the year since Brasil and it was important for me to support my friends’ workshops. In all, my time in India was more focused and productive in terms of representing the Nuclear Age Peace Foundation.
    Oppressed and marginalized peoples found a voice through both Forums. In Brazil, members of the landless people’s movement had a strong showing, speaking to the need for land reform and identifying allies through workshops, street theatre, and social receptions. In India, the Dalits (more commonly known as “untouchables”) used similar tactics to draw attention to their plight. It is interesting to note that even though the Forum is viewed as an alternative to the World Economic Forum, which is largely a meeting of economic powers and corporate leaders, a group of Indian and Filipino activists organized an alternative to the Forum. These activists claimed that Forum organizers accepted funding from the Ford and Rockefeller Foundations and in so doing became puppets of imperial powers. Even though I later learned that Forum organizers did not receive such funding, this alternative to the alternative raised interesting questions regarding philanthropy, grassroots organizing, and social change.

    Follow-Up

    There were numerous tactics that groups used to maximize their Forum experience and promote their cause. I will list a few here in the hope that the disarmament community builds on the success of the 2004 Forum by having an even stronger presence in 2005.

    • Unified promotion – Given that groups plan ahead and secure their workshop times and places, it would be an excellent showing of solidarity to have an email, flyer, poster, brochure, and/or booklet that lists all of the workshops with a disarmament theme. If a Forum participant is interested in a big picture “War, Militarism, and Peace” workshop, he or she may also be interested in a local action “How to Conduct a Civilian Weapons Inspection” workshop.
    • Interactive workshops – Disarmament issues are new to many even at a massive gathering of activists such as the World Social Forum. It would be ideal to strike a balance between relaying a lot of information and catering to individuals’ questions and concerns. Developing engaging, dynamic, and colorful presentations and workshops are key to expanding the global movement to abolish nuclear weapons.
    • Shared booth/tabling – The 2004 Forum featured large exhibition halls where organizations could distribute materials, sell goods, and maintain a consistent, accessible presence. The care and attention that went into the planning of these displays varied greatly. The best of these displays had friendly, knowledgeable people fluent in multiple languages; colorful posters and/or projected images; and free informational materials.
    • Coordinated media – Issuing press releases before, during, and after the Forum may peak interest among journalists (local, national, and international) and raise the visibility of disarmament issues as a whole.
    • Host a reception – Social events are great opportunities for Forum participants to engage in conversations initiated in workshops, to network, and to unwind. There is far less competition among social receptions than there is for workshops and, at times, a much better turnout.

    This is a brief summary of my trip to the 2004 World Social Forum in Mumbai, India. I sincerely thank those who made the trip possible and you for your interest in reading my thoughts!   • Sliding into Nuclear Abyss

    The more the rulers of countries like Pakistan and India emulate, collaborate with, or strain to demonstrate their loyalty to, hegemonic powers like the United States, the more they caricature themselves-and mock at their own national interest. That is what happened during the exchange of hostilities between Pakistani and US troops in Southern Waziristan when Washington asserted its “right” of “hot pursuit” in the “war against terrorism” and went on to bomb a madrassa.

    The US has once again shown just how disdainfully it treats its allies. This is not the first time it has done this, least of all to a state outside its core-alliance, NATO. America routinely treats NATO members much like an emperor treats his vassals. Within an alliance which is asymmetrical and demands unquestioning obedience from the top, the minor allies are at best “consulted”, or simply told what to do.

    For instance, there has never been a “dual trigger” on NATO’s weapons, one operated by the host member-state, and the other by the US. Operationally, there has always been a single, unified, line of command. Therefore, it’s not for nothing that the UK, America’s most loyal ally, has been called its “Unsinkable Aircraft Carrier”. The latest report of a Pakistan-US deal on “hot pursuit”, albeit to be conducted “quietly”, underscores the same asymmetry.

    India may soon experience Pakistan’s sense of hurt and humiliation thanks to its two latest acts: signing away some of its sovereign rights in Washington’s favour, and doctrinally emulating the US. On December 26, India signed a “bilateral” treaty with the US which gives impunity to their citizens who may be wanted by multilateral agencies or third countries for human rights offences including genocide or crimes against humanity. By signing it, India has joined the ranks of states like Gambia, Tajikistan, East Timor and Israel.

    These bilateral pacts are worse than Status of Forces Agreements. They are meant to sabotage the worthy global effort to bring into force the International Criminal Court, to try crimes against humanity. As of now, 139 states have signed the ICC’s Rome Statute; 87 have ratified it. Notable exceptions are the US, China, India and Pakistan. The US was originally a signatory, but “unsigned” the Statute under Bush.

    That isn’t all. America blackmailed the UN into delaying the functioning of the ICC and is asking a host of states to bypass the Court altogether. That means that, say, if Henry Kissinger were to be hauled up for war crimes while on a visit to India, New Delhi would refuse to surrender him. This will work against the interests of Indian (and American) citizens-as the Bhopal case shows.

    The second example, of imitation, is worse. On January 4, India’s Cabinet Committee on Security offered a general commitment to no-first-use (NFU) of nuclear weapons. But closely following the December 2002 US “National Strategy to Combat Weapons of Mass Destruction”, it said India would use nuclear weapons in response to “a major attack against India or Indian forces anywhere” made with “biological or chemical weapons” too. This means killing lakhs of non-combatant citizens in response to chemical or biological weapons which kill on a smaller scale ie, a few hundred soldiers.

    This further dents India’s claim to nuclear “restraint” and sobriety-even assuming that the embrace of horror weapons, and search for “security” based on them, is compatible with “restraint”. This is part of New Delhi’s further plan to “operationalise” its “nuclear deterrent” by setting up a Nuclear Command Authority.

    The NCA announcement validates this Column’s assessment that India and Pakistan are “hurtling towards inducting nuclear weapons into their armed forces” and getting into a form of rivalry from which they will find it hard to extricate themselves. The establishment of India’s NCA comes almost three years after Pakistan set up its own command. The principal difference between the two NCAs pertains to two items.

    First, in India, authorisation for a nuclear strike is solely vested with the civilian leadership, the Political Council, chaired by the Prime Minister. The Executive Council, which is expected to have military personnel and bureaucrats on it, will have a limited role: eg, advise on security threats, etc.

    In Pakistan, the military is unlikely to easily give up its hitherto-unquestioned control over nuclear weapons and policy. In February 2000, Islamabad announced that the NCA would be chaired by the Head of Government. Then, the head was Chief Executive Musharraf. Today, he is Prime Minister Jamali. But going by the NCA meeting last Monday, which Jamali “attended”, declaring Pakistan’s nuclear weapons to be in “good hands”, he seems loath to assert his authority over the NCA.

    Exclusive control over nuclear weapons by the military poses a problem: no military has the popular mandate to take a life-and-death security decision, although civilian control doesn’t guarantee “responsible” decision-making-witness Hiroshima-Nagasaki.The second difference is doctrinal. Pakistan has a nuclear first-strike policy. India doesn’t, but is under pressure to abandon NFU. According to one report, the last National Security Advisory Board-whose first avatar in 1999 produced the “Draft Nuclear Doctrine”-had recommended that New Delhi rescind NFU. In practice, it is unclear, given the lack of “strategic distance” between India and Pakistan, if NFU will mean much once hostilities break out. The temptation to retaliate the moment a strike is considered imminent will be high. Differences notwithstanding, both India and Pakistan face three similar problems in operationalising their “deterrents”; neither says how it proposes to resolve them. First, there is the question of survivability of nuclear “assets”, and, very important, command structures. This problem is acute in a situation of “decapitation” of military and political leaderships.

    Second, and related to this, is succession within the command authority and the ability of each state to install uninterruptible communications channels between different levels of succession. The general technological backwardness and accident- or disaster-proneness of both societies will complicate matters here.

    Third, India and Pakistan will inevitably have to move towards demonstrating their capacity to inflict “unacceptable damage” upon each other. This means they must be far more transparent in projecting their capabilities: through deployment and high-alert readiness to pull the trigger. This will impel both to escalate from a state of “existential deterrence” to actual threats, backed by battle-readiness.

    Given the secrecy prevalent in the subcontinent’s military establishments, the absence of adequate testing of many sub-systems, and lack of symmetrical perceptions of each other’s specific capacities, this could make for terrible strategic miscalculation and panic reaction, greatly raising the chances of a pre-emptive or launch-on-warning response.

    The only way to contain these risks is to undertake Nuclear Risk-Reduction Measures, discussed in this Column (July 4). But that presumes a high degree of transparency and the will to negotiate. That seems infeasible in today’s situation, marked by the lowest point in bilateral relations-lower even than in 1971.

    This makes a Nuclear Armageddon likelier than before-unless India and Pakistan urgently pull back from the brink. Kargil happened barely a year after they overtly crossed the nuclear threshold. With their NCAs and their ramshackle nuclear deterrents, the present situation may be infinitely worse-to the collective peril of 1.3 billion South Asians.
