  • Hiroshima and Nagasaki Day Memorial

    Today, on August 6, we remember the tragic destruction of Hiroshima and Nagasaki against the background of another catastrophe, the earthquake and tsunami that destroyed the nuclear power plant at Fukushima, spreading dangerous and long-lasting radioactive contamination throughout a large region in Northern Japan. Our thoughts go to the brave people of Japan who have suffered this terrible recent disaster.


    As a result of the Fukushima catastrophe, world public opinion now increasingly rejects nuclear power generation. We can hope that the disaster will also contribute to a rejection of nuclear weapons.


    We value and love our natural environment for its beauty, but we are also starting to realize how closely our lives are linked to nature. We are becoming more conscious of how human activities may damage the natural systems on which we depend for our existence. There is much worry today about climate change, but an ecological catastrophe of equal or greater magnitude could be produced by a nuclear war. One can gain a small idea of what this would be like by thinking of the radioactive contamination that has made large areas near to Chernobyl and Fukushima uninhabitable, or the testing of hydrogen bombs in the Pacific, which continues to cause leukemia and birth defects in the Marshall Islands more than half a century later.


    In 1954, the United States tested a hydrogen bomb at Bikini. The bomb was 1,300 times more powerful than the bombs that destroyed Hiroshima and Nagasaki. Fallout from the bomb contaminated the island of Rongelap, one of the Marshall Islands 120 kilometers from Bikini. The islanders experienced radiation illness, and many died from cancer. Even today, half a century later, both people and animals on Rongelap and other nearby islands suffer from birth defects. The most common defects have been “jellyfish babies,” born with no bones and with transparent skin. Their brains and beating hearts can be seen. The babies usually live a day or two before they stop breathing. A girl from Rongelap describes the situation in the following words:


    “I cannot have children. I have had miscarriages on seven occasions… Our culture and religion teach us that reproductive abnormalities are a sign that women have been unfaithful. For this reason, many of my friends keep quiet about the strange births that they have had. In privacy they give birth, not to children as we like to think of them, but to things we could only describe as `octopuses’, `apples’, `turtles’, and other things in our experience. We do not have Marshallese words for these kinds of babies, because they were never born before the radiation came.”
    The environmental effects of a nuclear war would be catastrophic. It would produce radioactive contamination of the kind that we have already experienced in the areas around Chernobyl and Fukushima and in the Marshall Islands, but on anenormously increased scale. We have to remember that the total explosive power of the nuclear weapons in the world today is 500,000 times as great as the power of the bombs that destroyed Hiroshima and Nagasaki. What is threatened by a nuclear war today is the complete breakdown of human civilization.


    Besides spreading deadly radioactivity throughout the world,
    a nuclear war would incite catastrophic damage on global agriculture. Firestorms in burning cities would produce millions of tons of black, thick, radioactive smoke. The smoke would rise to the stratosphere where it would spread around the earth and remain for a decade. Prolonged cold, decreased sunlight and rainfall, and massive increases in harmful ultraviolet light would shorten or eliminate growing seasons, producing a nuclear famine. Even a small nuclear war could endanger the lives of the billion people who today are chronically undernourished. A full-scale nuclear war would mean that most humans would die from hunger. Many animal and plant species would also be threatened with extinction.


    Today, the system that is supposed to give us security is called Mutually Assured Destruction, appropriately abbreviated as MAD. It is based on the idea of deterrence, which maintains that because of the threat of massive retaliation, no sane leader would start a nuclear war.


    Before discussing other defects in the concept of deterrence, it must be said very clearly that the idea of “massive nuclear retaliation” is a form of genocide and is completely unacceptable from an ethical point of view. It violates not only the principles of common human decency and common sense, but also the ethical principles of every major religion.


    Having said this, we can now turn to some of the other faults in the concept of nuclear deterrence. One important defect is that nuclear war may occur through accident or miscalculation – through technical defects or human failings, or by terrorism.


    This possibility is made greater by the fact that despite the end of the Cold War, thousands of missiles carrying nuclear warheads are still kept on hair-trigger alert” with a quasi-automatic reaction time measured in minutes. There is a constant danger that a nuclear war will be triggered by error in evaluating the signal on a radar screen.


    Incidents in which global disaster is avoided by a hair’s breadth are constantly occurring. For example, on the night of 26 September, 1983, Lt. Col. Stanislav Petrov, a young software engineer, was on duty at a surveillance center near Moscow. Suddenly the screen in front of him turned bright red. An alarm went off. Its enormous piercing sound filled the room. A second alarm followed, and then a third, fourth and fifth. “The computer showed that the Americans had launched a strike against us,” Petrov remembered later. His orders were to pass the information up the chain of command to Secretary General Yuri Andropov. Within minutes, a nuclear counterattack would be launched. However, because of certain inconsistent features of the alarm, Petrov disobeyed orders and reported it as a computer error, which indeed it was. Most of us probably owe our lives to his coolheaded decision and knowledge of software systems. The narrowness of this escape is compounded by the fact that Petrov was on duty only because of the illness of another officer with less knowledge of software, who would have accepted the alarm as real.


    Narrow escapes such as this show us clearly that in the long run, the combination of space-age science and stone-age politics will destroy us. We urgently need new political structures and new ethics to match our advanced technology. Modern science has, for the first time in history, offered humankind the possibility of a life of comfort, free from hunger and cold, and free from the constant threat of death through infectious disease. At the same time, science has given humans the power to obliterate their civilization with nuclear weapons, or to make the earth uninhabitable through overpopulation and pollution. The question of which of these paths we choose is literally a matter of life or death for ourselves and our children.


    Will we use the discoveries of modern science constructively, and thus choose the path leading towards life? Or will we use science to produce more and more lethal weapons, which sooner or later, through a technical or human failure, will result in a catastrophic nuclear war? Will we thoughtlessly destroy our beautiful planet through unlimited growth of population and industry? The choice among these alternatives is ours to make.


    We live at a critical moment of history – a moment of crisis for civilization.


    No one alive today asked to be born at a time of crisis, but history has given each of us an enormous responsibility. Of course we have our ordinary jobs, which we need to do in order to stay alive; but besides that, each of us has a second job, the duty to devote both time and effort to solving the serious problems that face civilization during the 21st century. We cannot rely on our politicians to do this for us. Many politicians are under the influence of powerful lobbies. Others are waiting for a clear expression of popular will. It is the people of the world themselves who must choose their own future and work hard to build it. No single person can achieve the changes that we need, but together we can do it.


    The problem of building a stable, just, and war-free world is difficult, but it is not impossible. The large regions of our present-day world within which war has been eliminated can serve as models. There are a number of large countries with heterogeneous populations within which it has been possible to achieve internal peace and social cohesion, and if this is possible within such extremely large regions, it must also be possible globally.


    We must replace the old world of international anarchy, chronic war, and institutionalized injustice by a new world of law. The United Nations Charter, the Universal Declaration of Human Rights and the International Criminal Court are steps in the right direction. These institutions need to be greatly strengthened and reformed.
    We also need a new global ethic, where loyalty to one’s family and nation will be supplemented by a higher loyalty to humanity as a whole.


    Tipping points in public opinion can occur suddenly. We can think, for example, of the Civil Rights Movement, or the rapid fall of the Berlin Wall, or the sudden change that turned public opinion against smoking, or the sudden movement for freedom and democracy in the Arab world. A similar sudden change can occur soon regarding war and nuclear weapons.


    We know that war is madness. We know that it is responsible for much of the suffering that humans experience. We know that war pollutes our planet and that the almost unimaginable sums wasted on war prevent the happiness and prosperity of mankind. We know that nuclear weapons are insane, and that the precariously balanced deterrence system can break down at any time through human error or computer errors or through terrorist actions, and that it definitely will break down within our lifetimes unless we abolish it. We know that nuclear war threatens to destroy civilization and much of the biosphere.


    The logic is there. We must translate into popular action which will put an end to the undemocratic, money-driven, power-lust-driven war machine. The peoples of the world must say very clearly that nuclear weapons are an absolute evil; that their possession does not increase anyone’s security; that their continued existence is a threat to the life of every person on the planet; and that these genocidal and potentially omnicidal weapons have no place in a civilized society.


    Modern science has abolished time and distance as factors separating nations. On our shrunken globe today, there is room for one group only – the family of humankind. We must embrace all other humans as our brothers and sisters. More than that, we must feel that all of nature is part of the same sacred family – meadow flowers, blowing winds, rocks, trees, birds, animals, and other humans – all these are our brothers and sisters, deserving our care and protection. Only in this way can we survive together. Only in this way can we build a happy future.

  • 2011 Sadako Peace Day

    This is a transcript of David Krieger’s speech at the Nuclear Age Peace Foundation’s 2011 Sadako Peace Day commemoration.


    David KriegerWelcome to the 17th annual Sadako Peace Day commemorating the tragedies of Hiroshima and Nagasaki. 


    We are very pleased to have with us today our principal speaker, Dr. Jimmy Hara, a Los Angeles medical doctor who has been a leader in the struggle for a nuclear weapons-free world.  We are also honored to have with us Shigeko Sasamori, a survivor of Hiroshima, who will accept the Foundation’s World Citizen Award on October 9th on behalf of the survivors of the Hiroshima and Nagasaki bombings.  We will also have with us for that occasion Tadatoshi Akiba, the distinguished former mayor of Hiroshima.


    Today is the 66th anniversary of the atomic bombing of Nagasaki.  Three days ago, on August 6th, was the 66th anniversary of the atomic bombing of Hiroshima.  We have now lived under the threat of nuclear annihilation for two-thirds of a century.
     
    We come together to share in remembrance, reflection and resistance. 


    Remembrance of the tragedies that befell the people of Hiroshima and Nagasaki, the massive death and destruction caused by these powerful new weapons. 


    Reflection on the power of our technologies for good or evil and on the only force capable of controlling our powerful weaponry and turning it to constructive ends – the human spirit.


    Resistance to the continued reliance upon these weapons of mass annihilation by a small number of states and to the unconscionable allocation of public resources to war and its preparation.


    We remember so as not to repeat the tragedy.  We reflect to place the tragedy within the context of our lives and our time.  We resist to fulfill our human responsibility to ourselves, to each other and to those who will follow us on this planet.


    We are a community committed to ending the threat of nuclear annihilation, and we are linked to other communities sharing this commitment across the globe. 


    We are linked to Sadako of the thousand cranes and to other innocent victims of war and nuclear annihilation.  Sadako wrote on the wings of a paper crane she folded, “I will write peace on your wings, and you will fly all over the world.”  Her cranes have indeed reached across oceans – to us here in Santa Barbara and to many other parts of the world.


    I’d like to read you an excerpt of the Nagasaki Peace Declaration, which was shared earlier today in that city:



    “Do we still believe that the world is safer thanks to nuclear deterrence? Do we still take it for granted that no nuclear weapons will ever be used again? Now seeing how the radiation released by an accident at just a single nuclear power station is causing such considerable confusion in society, we can clearly understand how inhumane it is to attack people with nuclear weapons.


    “We call upon all people in the world to simply imagine how terrifying it would be if a nuclear weapon hundreds of times more powerful than the Hiroshima and Nagasaki atomic bombs were to be exploded in the sky above our cities.


    “While intense heat rays would melt human beings and anything else nearby, horrific blast winds would fling buildings through the air and crush them instantly. A countless number of charred bodies would be scattered among the ruins. Some people would hover between life and death, while others would suffer from their injuries. Even if there were survivors, the intense radioactivity would prevent any rescue efforts. Radioactive substances would be carried far away by the wind to all corners of the world, resulting in widespread contamination of the earth’s environment, and in affecting people with a plague of health effects for generations to come.


    “We must never allow anyone in the future to experience such agony. Nuclear weapons are never needed. No reason can ever justify human beings possessing even one nuclear weapon.”


    We appreciate your being here and hope you will enjoy the program of music, poetry and contemplation.  We invite you to join us in working for a more peaceful world, free of nuclear weapons and nuclear threat.

  • The Decision to Bomb Hiroshima

    Gar AlperovitzToday is the 66th anniversary of the bombing of Hiroshima. Though most Americans are unaware of the fact, increasing numbers of historians now recognize the United States did not need to use the atomic bomb to end the war against Japan in 1945. Moreover, this essential judgment was expressed by the vast majority of top American military leaders in all three services in the years after the war ended: Army, Navy and Army Air Force. Nor was this the judgment of “liberals,” as is sometimes thought today. In fact, leading conservatives were far more outspoken in challenging the decision as unjustified and immoral than American liberals in the years following World War II.


    By the summer of 1945 Japan was essentially defeated, its navy at the bottom of the ocean; its air force limited by fuel, equipment, and other shortages; its army facing defeat on all fronts; and its cities subjected to bombing that was all but impossible to challenge. With Germany out of the war, the United States and Britain were about to bring their full power to bear on what was left of the Japanese military. Moreover, the Soviet Union—at this point in time still neutral—was getting ready to attack on the Asian mainland: the Red Army, fresh from victory over Hitler, was poised to strike across the Manchurian border.


    Long before the bombings occurred in August 1945—indeed, as early as late April 1945, more than three months before Hiroshima—U.S. intelligence advised that the Japanese were likely to surrender when the Soviet Union entered the war if they were assured that it did not imply national annihilation. An April 29 Joint Intelligence Staff document put it this way: “If at any time the U.S.S.R. should enter the war, all Japanese will realize that absolute defeat is inevitable.”


    For this reason—because it would drastically shorten the war—before the atomic bomb was successfully tested (on July 16, 1945) the U.S. had strongly and repeatedly urged the Soviet Union to join the battle as soon after the defeat of Hitler as possible. A target date of three months after Germany’s surrender was agreed upon—which put the planned Red Army attack date at roughly August 8, the war in Europe having ended on May 8. (In late July the date was temporarily extended by a week.)


    Nor was there any doubt that the Soviet Union would join the war for its own reasons. At the Potsdam Conference in July (before the successful atomic test) President Truman entered the following in his diary after meeting with Soviet Premier Joseph Stalin on July 17: “He’ll be in the Jap War on August 15. Fini Japs when that comes about.”


    The next day, July 18, in a private letter to his wife, the President wrote: “I’ve gotten what I came for—Stalin goes to war August 15 with no strings on it…I’ll say that we’ll end the war a year sooner now…”


    The President had also been urged to offer assurances that the Japanese Emperor would be allowed to remain in some form of powerless figurehead bomb garrole by many top advisers—including, importantly, Secretary of War Henry L. Stimson, the man who oversaw the development of the atomic bomb. Before the bomb was used he explicitly urged the President that in his judgment the war would end if such assurances were given—without the use of the atomic bomb.


    Nor were there insuperable political obstacles to this approach: Leadings newspapers like the Washington Post, along with leaders of the opposition Republican Party were publically demanding such a course. (Moreover, the U.S. Army wanted to maintain the Emperor in some role so as to use his authority both to order surrender and to help manage Japan during the occupation period after war’s end—which, of course, is what, in fact, was done: Japan still has an Emperor.)


    As the President’s diary entry and letter to his wife indicate, there is little doubt that he understood the advice given by the intelligence experts as to the likely impact of the upcoming Russian attack. Further evidence is also available on this central point: The American and British Joint Chiefs of Staff—the very top military leaders of the two nations—also met at Potsdam to consolidate planning for the final stages of the war in the Pacific. General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, summarized the latest (early July) combined US-UK intelligence evidence for Prime Minister Churchill this way: “[W]hen Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.”


    The July joint intelligence finding, of course, for the most part simply restated what had been the essential view of American intelligence and many of the President’s top advisers throughout the spring and summer months leading up to the July meeting at Potsdam.


    Among the many reasons the shock of Soviet entry was expected to be so powerful were: first, that it would directly challenge the Japanese army in what had been one of its most important strongholds, Manchuria; second, it would signal that there was literally no hope once the third of the three Great Powers was no longer neutral; and third, and perhaps even more important, with the Japanese economy in disarray Japanese leaders were extremely fearful that leftist groups might be powerfully encouraged, politically, if the Soviet Union were to play a major role in Japan’s defeat.


    Furthermore, U.S. intelligence had broken Japanese codes and knew Japanese leaders were frantically hoping against hope as they attempted to arrange some form of settlement with Moscow as a mediator. Since their strategy was so heavily focused on what the Russians might or might not do, this further underscored the judgment that when the Red Army attacked, the end would not be far off: the illusory hope of a negotiation through Moscow would be thoroughly dashed as Soviet tanks rolled into Manchuria.


    Instead, the United States rushed to use two atomic bombs at almost exactly the time that an August 8 Soviet attack had originally been scheduled: Hiroshima on August 6 and Nagasaki on August 9. The timing itself has obviously raised questions among many historians. The available evidence, though not conclusive, strongly suggests that the atomic bombs may well have been used in part because American leaders “preferred”—as Pulitzer Prize–winning historian Martin Sherwin has put it—to end the war with the bombs rather than the Soviet attack. Impressing the Soviets during the early diplomatic sparring that ultimately became the Cold War also appears likely to have been a significant factor.


    Some modern analysts have urged that Japanese military planning to thwart an invasion was much more advanced than had previously been understood, and hence more threatening to U.S. plans. Others have argued that Japanese military leaders were much more ardently committed to one or more of four proposed ‘conditions’ to attach to a surrender than a number of experts hold, and hence, again, would likely have fought hard to continue the war.


    It is, of course, impossible to know whether the advice given by top U.S. and British intelligence that a Russian attack would likely to produce surrender was correct. We do know that the President ignored such judgments and the advice of people like Secretary of War Stimson that the war could be ended in other ways when he made his decision. This, of course, is an important fact in its own right in considering whether the decision was justified, since so many civilian lives were sacrificed in the two bombings.


    Moreover, many leading historians who have studied both the U.S. and Japanese records carefully (including, among others, Barton Bernstein and Tsuyoshi Hasegawa) have concluded that Japan was indeed in such dire straits that–as U.S. and British intelligence had urged long before the bombings–the war would, in fact, have likely ended before the November invasion target date once the Russians entered.


    It is also important to note that there was very little to lose by using the Russian attack to end the war. The atomic bombs were dropped on Hiroshima and Nagasaki on August 6 and August 9. There were still three months to go before the first landing could take place in November. If the early August Russian attack did not work as expected, the bombs could obviously have been used anyway long before any lives were lost in the landing.


    (Since use of the atomic bombs and Russia’s entry into the war came at almost exactly the same time, scholars have debated at great length which factor influenced the surrender decision more. This, of course, is a very different question from whether using the atomic bomb was justified as the only way to end the war. Still, it is instructive to note that speaking privately to top Army officials on August 14 the Japanese Emperor stated bluntly: “The military situation has changed suddenly. The Soviet Union entered the war against us. Suicide attacks can’t compete with the power of science. Therefore, there is no alternative…” And the Imperial Rescript the Emperor issued to officers and soldiers to make sure they would lay down their arms stated: “Now that the Soviet Union has entered the war, to continue under the present conditions at home and abroad would only result in further useless damage… Therefore…I am going to make peace.”)


    The most illuminating perspective, however, comes from top World War II American military leaders. The conventional wisdom that the atomic bomb saved a million lives is so widespread that (quite apart from the inaccuracy of this figure, as noted by Samuel Walker) most Americans haven’t paused to ponder something rather striking to anyone seriously concerned with the issue: Not only did most top U.S. military leaders think the bombings were unnecessary and unjustified, many were morally offended by what they regarded as the unnecessary destruction of Japanese cities and what were essentially noncombat populations. Moreover, they spoke about it quite openly and publicly.


    Here is how General Dwight D. Eisenhower reports he reacted when he was told by Secretary of War Henry L. Stimson that the atomic bomb would be used:



    “During his recitation of the relevant facts, I had been conscious of a feeling of depression and so I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives.”


    In another public statement the man who later became President of the United States was blunt: “It wasn’t necessary to hit them with that awful thing.”


    General Curtis LeMay, the tough cigar-smoking Army Air Force “hawk,” was also dismayed. Shortly after the bombings he stated publically: “The war would have been over in two weeks. . . . The atomic bomb had nothing to do with the end of the war at all.”


    Fleet Admiral Chester W. Nimitz, Commander in Chief of the Pacific Fleet, went public with this statement: “The Japanese had, in fact, already sued for peace. . . . The atomic bomb played no decisive part, from a purely military standpoint, in the defeat of Japan.”


    I noted above the report General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, made to Prime Minister Churchill that “when Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.” On hearing that the atomic test was successful, Ismay’s private reaction was one of “revulsion.”


    Shortly before his death General George C. Marshall quietly defended the decision, but for the most part he is on record as repeatedly saying that it was not a military decision, but rather a political one. Even more important, well before the atomic bombs were used, contemporary documents record show that Marshall felt “these weapons might first be used against straight military objectives such as a large naval installation and then if no complete result was derived from the effect of that, he thought we ought to designate a number of large manufacturing areas from which the people would be warned to leave–telling the Japanese that we intend to destroy such centers….”


    As the document concerning Marshall’s views suggests, the question of whether the use of the atomic bomb was justified turns not only on whether other options were available, and whether top leaders were advised of this. It also turns on whether the bombs had to be used against a largely civilian target rather than a strictly military target—which, in fact, was the explicit choice since although there were Japanese troops in the cities, neither Hiroshima nor Nagasaki was deemed militarily vital by U.S. planners. (This is one of the reasons neither had been heavily bombed up to this point in the war.) Moreover, targeting was aimed explicitly on non-military facilities surrounded by workers’ homes. Here we can gain further insight from two additional, equally conservative military leaders.


    Many years later President Richard Nixon recalled that



    “[General Douglas] MacArthur once spoke to me very eloquently about it, pacing the floor of his apartment in the Waldorf. He thought it a tragedy that the Bomb was ever exploded. MacArthur believed that the same restrictions ought to apply to atomic weapons as to conventional weapons, that the military objective should always be limited damage to noncombatants. . . . MacArthur, you see, was a soldier. He believed in using force only against military targets, and that is why the nuclear thing turned him off.”


    Although many others could be cited, here, finally, is the statement of another conservative, a man who was a close friend of President Truman’s, his Chief of Staff (as well as President Roosevelt’s Chief of Staff), and the five star Admiral who presided over meetings of the Combined U.S.-U.K. Chiefs of Staff during the war—William D. Leahy:



    “[T]he use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender. . . . [I]n being the first to use it, we . . . adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.”

    Kazumi MatsuiSixty-six years ago, despite the war, the people of Hiroshima were leading fairly normal lives. Until that fateful moment, many families were enjoying life together right here in what is now Peace Memorial Park and was then one of the city’s most prosperous districts. A man who was thirteen at the time shares this: “August fifth was a Sunday, and for me, a second-year student in middle school, the first full day off in a very long time. I asked a good friend from school to come with me, and we went on down to the river. Forgetting all about the time, we stayed until twilight, swimming and playing on the sandy riverbed. That hot mid-summer’s day was the last time I ever saw him.”


    The next morning, August sixth at 8:15, a single atomic bomb ripped those normal lives out by the roots. This description is from a woman who was sixteen at the time: “My forty-kilogram body was blown seven meters by the blast, and I was knocked out. When I came to, it was pitch black and utterly silent. In that soundless world, I thought I was the only one left. I was naked except for some rags around my hips. The skin on my left arm had peeled off in five-centimeter strips that were all curled up. My right arm was sort of whitish. Putting my hands to my face, I found my right cheek quite rough while my left cheek was all slimy.”


    Their community and lives ravaged by an atomic bomb, the survivors were stunned and injured, and yet, they did their best to help each other: “Suddenly, I heard lots of voices crying and screaming, ‘Help!’ ‘Mommy, help!’ Turning to a voice nearby I said, ‘I’ll help you.’ I tried to move in that direction but my body was so heavy. I did manage to move enough to save one young child, but with no skin on my hands, I was unable to help any more. …‘I’m really sorry.’ …”


    Such scenes were unfolding not just here where this park is but all over Hiroshima. Wanting to help but unable to do so—many also still live with the guilt of being their family’s sole survivor.


    Based on their own experiences and carrying in their hearts the voices and feelings of those sacrificed to the bomb, the hibakusha called for a world without nuclear weapons as they struggled day by day to survive. In time, along with other Hiroshima residents, and with generous assistance from Japan and around the world, they managed to bring their city back to life.


    Their average age is now over 77. Calling forth what remains of the strength that revived their city, they continue to pursue the lasting peace of a world free from nuclear weapons. Can we let it go at this? Absolutely not. The time has come for the rest of us to learn from all the hibakusha what they experienced and their desire for peace. Then, we must communicate what we learn to future generations and the rest of the world.


    Through this Peace Declaration, I would like to communicate the hibakusha experience and desire for peace to each and every person on this planet. Hiroshima will pour everything we have into working, along with Nagasaki, to expand Mayors for Peace such that all cities, those places around the world where people gather, will strive together to eliminate nuclear weapons by 2020. Moreover, we want all countries, especially the nuclear-armed states, including the United States of America, which continues its subcritical nuclear testing and related experiments, to pursue enthusiastically a process that will abolish nuclear weapons. To that end, we plan to host an international conference that will bring the world’s policymakers to Hiroshima to discuss the nuclear non-proliferation regime.


    The Great East Japan Earthquake of March eleventh this year was so destructive it revived images of Hiroshima 66 years ago and still pains our hearts. Here in Hiroshima we sincerely pray for the souls of all who perished and strongly support the survivors, wishing them the quickest possible recovery.


    The accident at Tokyo Electric Power Company’s Fukushima Daiichi Nuclear Power Station and the ongoing threat of radiation have generated tremendous anxiety among those in the affected areas and many others. The trust the Japanese people once had in nuclear power has been shattered. From the common admonition that “nuclear energy and humankind cannot coexist,” some seek to abandon nuclear power altogether. Others advocate extremely strict control of nuclear power and increased utilization of renewable energy.


    The Japanese government should humbly accept this reality, quickly review our energy policies, and institute concrete countermeasures to regain the understanding and trust of the people. In addition, with our hibakusha aging, we demand that the Japanese government promptly expand its “black rain areas” and offer more comprehensive and caring assistance measures to all hibakusha regardless of their countries of residence.


    Offering our heartfelt condolences to the souls of the A-bomb victims, reaffirming our conviction that “the atomic bombing must never be repeated” and “no one else should ever have to suffer like this,” we hereby pledge to do everything in our power to abolish nuclear weapons and build lasting world peace.

  • Remembrance, Reflection and Resistance

    David KriegerWe remember the horrors of the past so that we may learn from them and they will not be repeated in the future.  If we ignore or distort the past and fail to learn from it, we are opening the door to repetition of history’s horrors.

    In August, we remember the atomic bombings of Hiroshima and Nagasaki, which took place on August 6 and 9, 1945, respectively. Both were illegal attacks on civilian populations, violating long-standing rules of customary international humanitarian law prohibiting the use of indiscriminate weapons (as between combatants and non-combatants) and weapons that cause unnecessary suffering.

    In a just world, those who were responsible for these attacks, in violation of the laws of war, would have been held to account and punished accordingly.  They were not.  Rather, they were celebrated, as the atomic bombs themselves were celebrated, in the false belief that they brought World War II to an end.

    The historical record is clear about these facts: First, at the time Hiroshima and Nagasaki were leveled, each with a single atomic bomb, Japan had been trying to surrender. Second, the US had broken the Japanese codes and knew that Japan had been trying to surrender. Third, prior to the use of the atomic bombs, the only term of surrender offered to Japan by the US was “unconditional surrender,” a term that left the Emperor’s fate in US hands.  Fourth, the precipitating factor to Japan’s actual surrender, as indicated by Japanese wartime cabinet records, was not the US atomic bombs, but the Soviet Union’s entry into the war against them.  Fifth, when Japan did surrender, after the atomic bombings, it did so contingent upon retaining the Emperor, and the US accepted this condition.

    The US drew a self-serving causal link from the bombings, which was: we dropped the bombs and won the war.  In doing so, we reinforced the US belief that it can violate international law at times and places of its choosing and that US leaders can attack civilians with impunity.

    Following the victory in Europe, the Allied powers held the Nazi leaders to account at the Nuremberg Tribunals for crimes against peace, war crimes and crimes against humanity.  The Charter creating the Nuremberg Tribunals was signed by the US on August 8, 1945, two days after it had dropped an atomic bomb on the city of Hiroshima.  One day after signing the Charter, the US would drop a second atomic bomb on the city of Nagasaki.  Both atomic bombings were war crimes that, if they had been committed by Nazi leaders, most certainly would have been universally denounced and punished at Nuremberg.

    Upon reflection, we must come to understand Hiroshima and Nagasaki as war crimes, if such crimes are not to be repeated.  We must resist the double standard that makes crimes committed by our enemies punishable under international law, while the same crimes committed by our leaders are deemed to be acceptable.  We must resist nuclear weapons themselves. They are city-destroying weapons whose possession should be considered prima facie evidence of criminal intent.

    It has been two-thirds of a century since Hiroshima and Nagasaki were destroyed by atomic bombs.  There remain over 20,000 nuclear weapons in the world.  We must resist the tendency to normalize these weapons and consign them to the background of our lives. They reflect our technological skills turned to massively destructive ends and our failed responsibility to ourselves and to future generations.

    Looking back at Hiroshima and Nagasaki, General Eisenhower said that the bombings were not necessary because Japan was already defeated; and Admiral William Leahy, Truman’s chief of staff, compared us to barbarians of the Dark Ages and said that he was not taught to make war by destroying women and children.  Einstein said that, looking forward, we must change our modes of thinking or face unparalleled catastrophe.  Changing our modes of thinking begins with remembrance, reflection and resistance.

  • Admiral Noel Gayler: Dispelling Nuclear Illusions

Noel Gayler, a World War II Navy pilot who later rose to the rank of four-star admiral and served as Commander-in-Chief of the US Pacific Command in the 1970s, died on July 14 at the age of 96. Adm. Gayler was one of the most prominent US military leaders to publicly call for the abolition of nuclear weapons and put forward a proposal to achieve this goal.


    Adm. Gayler’s proposal, published in December 2000 by the Nuclear Age Peace Foundation, presents a sober assessment of the dangers that nuclear weapons pose to humanity and calls for the total elimination of these weapons.  His assessment was influenced by viewing Hiroshima from the air only six days after its devastation on August 6, 1945 by a US nuclear weapon.  He also witnessed the atmospheric testing of thermonuclear weapons in the Marshall Islands in the 1960s. 


    In his proposal, Adm. Gayler dispels some common illusions concerning the military value of nuclear weapons. These include:



    • Physical defense against nuclear weapons is possible;
    • Nuclear weapons can be used in a sensible manner;
    • Nuclear disarmament imperils our security; and
    • Nuclear deterrence is an effective defense.

    “With these illusions dispelled,” Adm. Gayler stated, “it becomes evident that nuclear disarmament works to the advantage of every power.  Only in this way can the world be made safe from unprecedented murder and destruction.”


    The central thesis of Adm. Gayler’s proposal is that US and global security would be vastly enhanced by the total elimination of nuclear weapons.  The proposal states, “An irony is that in developing and using nuclear weapons, we, the United States, have done the only thing capable of threatening our own national security.”


    Adm. Gayler’s proposal involves the delivery of all nuclear weapons to a central point, where they would be irreversibly dismantled.  Adm. Gayler’s passing provides an appropriate moment to revisit his vision and proposal to achieve a nuclear weapon-free world.

    A Proposal for Achieving Zero Nuclear Weapons

    It is conceded by all hands that we stand at some continuing risk of nuclear war. The risk is possibly not imminent, but it is basically important above all else — for survival. The Defense and Energy Departments together have made promising starts to reduce possession of nuclear weapons, but far more and much faster action is needed.


    Credible report has it that weapons are adrift, potentially available to irresponsible regimes and to terrorists. Independent development by them is not needed to establish threat. The peculiar characteristic of nuclear weaponry is that relative numbers between adversaries mean little. When a target country can be destroyed by a dozen weapons, its own possession of thousands of weapons gains no security. Defense against ballistic missiles is infeasible. What is more, it is irrelevant. Half a dozen non-technical means of delivery are available, in addition to cruise missiles and aircraft.


    The recognized and awful dangers of other weapons of mass destruction, such as chemical and biological, do not compare to nuclear, despite their vileness. On the tremendous and incredible scale of killing, the others are retail as compared to the nuclear’s wholesale; but there need not be competition since all can be — must be — addressed concurrently.


    Drafting a successor to the nuclear arms treaty is purportedly underway. If START III repeats the mistakes of the past, it may well bog down into haggling over relative numbers. More productive can be a process continuing toward total nuclear disarmament, the only way in which both we and the world may be truly secure from nuclear destruction.


    An irony is that in developing and using nuclear weapons, we, the United States, have done the only thing capable of threatening our own national security. We have comparatively weak and friendly neighbors to the north and south, control of the seas, and a powerful air and combat-tested armed forces. We are proof that this in no way diminishes the need, as the world’s single greatest power, for Army, Navy, Air, and Marines capable not only of our own defense, but of intervention abroad in the interest of peace and human rights. These forces do not come into being overnight, but need to be continually developed and supported. The argument for a nuclear component is no longer valid. The time is now for a concrete proposal that meets the problem. Process, as opposed to negotiating numbers, is the basic principle of the proposal that I suggest. It is nothing less than drastic: the continuing reduction to zero of weapons in the hands of avowed nuclear powers, plus an end to the nuclear ambitions of others.


    The proposal: Let weapons be delivered to a single point, there to be dismantled, the nuclear material returned to the donors for use or disposal, and the weapons destroyed. This process, once underway, will be nearly impossible to stop, since its obvious merits, political and substantive, will compel support. The “single point” may well be a floating platform, at sea, in international waters. A handy platform can be an aircraft carrier that has been removed from “mothballs” and disarmed, yet capable of steaming to the desired location and operating support aircraft and ships to handle heavier loads. Living quarters for personnel, ships company, and disarmament processors, would be integral, as would be major protected spaces.


    The US, of course, is the obvious source of a carrier, but there could be international manning, following the precedent of NATO. This would make the American ship politically palatable to the participants and Russia would be handled sensitively. Obvious and major advantages of security, inspection, availability, timing, and cost would ensue. Those regimes and groups not initially participating can be put under enormous pressure to join. Any remaining recalcitrant can be disarmed militarily, this time with a concert of powers. The need for persuasion and understanding of the participating powers is, of course, fundamental, and probably the most difficult requirement to meet. To meet this need of public understanding and consequent action, domestic and foreign, will require that we dispel some common illusions, such as:



    • Is physical defense against nuclear weapons possible? No. What’s more, it’s irrelevant. A half dozen non-technical means of delivery avail.
    • Can nuclear weapons be used in any sensible manner? No. This includes “tactical.”
    • Does nuclear disarmament imperil our security? No. It enhances it.
    • Is deterrence of nuclear or other attack by threat of retaliation still possible? No. The many potential aggressors are scattered — even location unknown. No targets!

    With these illusions dispelled, it becomes evident that nuclear disarmament works to the advantage of every power. Only in this way can the world be made safe from unprecedented murder and destruction. It remains to take the necessary actions. They are feasible and imperative.


    Admiral Noel Gayler (US Navy, Ret.) was a four-star admiral and served as Commander-in-Chief, Pacific Command (CINCPAC). He was responsible for nuclear attack tactical development and demonstration of nuclear attack tactics to the Chairman and Joint Chiefs.

  • How Japan Learned About Nuclear Safety

    Lawrence WittnerAlthough people can be educated in a variety of ways, experience is a particularly effective teacher.  Consider the Japanese, who today are certainly learning how dangerous nuclear power can be.


    Of course, the Japanese people also have had a disastrous experience with nuclear weapons—not only in 1945, when the U.S. government destroyed Hiroshima and Nagasaki with atomic bombs, but in 1954, when a U.S. government H-bomb test showered a Japanese fishing boat, the Lucky Dragon, with deadly radioactive fallout, and a vast nuclear disarmament movement began.


    The Lucky Dragon incident occurred in the context of the first U.S. H-bomb test, conducted by the U.S. Atomic Energy Commission (AEC) in March 1954.  The AEC had staked out a danger zone of some 50,000 square miles (an area roughly the size of New England) around Bikini atoll, the test site in the Marshall Islands, which the United States governed as a UN “trust territory.”  But the blast proved more than twice as powerful as expected, and sent vast quantities of radioactive debris aloft into the atmosphere.  When large doses of this nuclear fallout descended on four inhabited islands in the Marshall chain (all outside the official danger zone), the U.S. government evacuated U.S. weather station personnel and, days later, hundreds of Marshall Islanders.  The islanders quickly developed low blood counts, skin lesions, hemorrhages under the skin, and loss of hair.  Eventually, many came down with radiation-linked illnesses, including thyroid cancer and leukemia.


    Meanwhile, about 85 miles from the test site—and also outside the danger zone—radioactive ash from the H-bomb test fell on a small Japanese fishing boat, the Lucky Dragon.  Two weeks later, when the vessel had reached its home port of Yaizu, the crew members had become seriously ill, with skin irritations, burns, nausea, loss of hair, and other radiation-linked afflictions.  In short order, the Japanese government hospitalized the stricken fishermen and destroyed their radioactive cargo.  Although most of the fishermen survived, the Lucky Dragon’s radio operator, Aikichi Kuboyama, died during hospital treatment.


    As the news of the Lucky Dragon incident spread throughout Japan, a panic gripped the nation, as well as a fierce determination to end the victimization of people, in Japan and the world, through nuclear weapons.  Nuclear fallout—or, as the Japanese referred to it, “the ashes of death”—became a household term.  A poll found that only two percent of the population approved of nuclear testing unconditionally.  In May 1954, a group of middle class housewives in the Suginami ward in Tokyo began a petition campaign to ban H-bombs.  Carried in their shopping baskets, this “Suginami Appeal” grew into a nationwide movement and, by 1955, had attracted the signatures of 32 million people—about a third of the Japanese population.  Japan’s nuclear disarmament campaign blossomed into the largest, most powerful social movement in that nation’s history.  Polls showed overwhelming popular support for it.


    Naturally, this upsurge of “ban the bomb” sentiment shocked U.S. government officials, who—with their nuclear weapons program at stake—engaged in a systematic policy of denial.  The chair of the AEC, Lewis Strauss, publicly declared that the Marshall Islanders were “well and happy.”  The Japanese fishermen, he conceded, had experienced a few minor problems; but, in any case, he stated falsely, they “must have been well within the danger area.”  Privately, he was more caustic.  The Lucky Dragon, he told the White House press secretary, was really a “Red spy outfit,” a component of a “Russian espionage system.”  At the request of Strauss, the CIA investigated this possibility and categorically denied it.  Nonetheless, Strauss continued to maintain that the irradiation of the Lucky Dragon “was no accident,” for the captain of the vessel must have been “in the employ of the Russians.”  He also told authors to ignore the contention of the “propagandists” that a crew member of the vessel had died of radiation exposure.


    Other American officials, too, saw no justification for the Japanese response to the Lucky Dragon incident.  From Japan, the U.S. ambassador lamented that nation’s “uncontrolled masochism.”  He reported that Japan, “aided by [an] unscrupulous press, seemed to revel in [its] fancied martyrdom.”  According to Secretary of State John Foster Dulles, President Dwight Eisenhower found this message “of great interest and value from [the] standpoint of policy formulation.”  Like Strauss, Eisenhower insisted in his memoirs that the fishermen were within the danger zone.  Commenting on the effects of the Lucky Dragon incident, the acting secretary of state added his own warnings about public attitudes in Japan.  “The Japanese are pathologically sensitive about nuclear weapons,” he told Eisenhower.  “They feel they are the chosen victims.”


    In reality, most Japanese had learned from the tragic events of 1954 that, when it came to nuclear arms, everyone was a potential victim.  Or, to put it another way, there are no safe nuclear weapons.  But many Japanese continued to cling to a belief in safe nuclear energy—at least until this month, when their crippled nuclear reactors began spewing out radioactivity and heading toward a meltdown.


    Plenty of people in other countries, including the United States, remain in denial about the safety of nuclear weapons and nuclear power.  What kind of experience will it take to convince them to rid the world of these monstrous things?  More to the point, is it really necessary to wait for that experience to occur?

  • Learning from History? After Sendai

    Richard FalkAfter atomic bombs were dropped on Hiroshima and Nagasaki there was in the West, especially the United States, a short triumphal moment, crediting American science and military prowess with bringing victory over Japan and the avoidance of what was anticipated at the time to be a long and bloody conquest of the Japanese homeland. This official narrative of the devastating attacks on these Japanese cities has been contested by numerous reputable historians who argued that Japan had conveyed its readiness to surrender well before the bombs had been dropped, that the U.S. Government needed to launch the attacks to demonstrate to the Soviet Union that it had this super-weapon at its disposal, and that the attacks would help establish American supremacy in the Pacific without any need to share power with Moscow. But whatever historical interpretation is believed, the horror and indecency of the attacks is beyond controversy.  This use of atomic bombs against defenseless densely populated cities remains the greatest single act of state terror in human history, and had it been committed by the losers in World War II surely the perpetrators would have been held criminally accountable and the weaponry forever prohibited. But history gives the winners in big wars considerable latitude to shape the future according to their own wishes, sometimes for the better, often for the worse.


    Not only were these two cities of little military significance devastated beyond recognition, but additionally, inhabitants in a wide surrounding area were exposed to lethal doses of radioactivity causing for decades death, disease, acute anxiety, and birth defects. Beyond this, it was clear that such a technology would change the face of war and power, and would either be eliminated from the planet or others than the United States would insist on possession of the weaponry, and in fact, the five permanent member of the UN Security Council became the first five states to develop and possess nuclear weapons, and in later years, Israel, India, Pakistan, and North Korea have developed nuclear warheads of their own. As well, the technology was constantly improved at great cost, allowing long-distance delivery of nuclear warheads by guided missiles and payloads hundreds times greater than those primitive bombs used against Japan.


    After Hiroshima and Nagasaki there were widespread expressions of concern about the future issued by political leaders and an array of moral authority figures.  Statesmen in the West talked about the necessity of nuclear disarmament as the only alternative to a future war that would destroy industrial civilization. Scientists and others in society spoke in apocalyptic terms about the future. It was a mood of ‘utopia or else,’ a sense that unless a new form of governance emerged rapidly there would be no way to avoid a catastrophic future for the human species and for the earth itself.


    But what happened? The bellicose realists prevailed, warning of the distrust of ‘the other,’ insisting that it would be ‘better to be dead than red,’ and that, as in the past, only a balance of power could prevent war and catastrophe. The new balance of the nuclear age was called ‘deterrence,’ and it evolved into a dangerous semi-cooperative security posture known as ‘mutual assured destruction,’ or more sanely described by its acronym, MAD.  The main form of learning that took place after the disasters of Hiroshima and Nagasaki was to normalize the weaponry, banish the memories, and hope for the best. The same realists, perhaps most prominently, John Mearsheimer, even go so far as to celebrate nuclear weaponry as ‘keepers of the peace,’ for them the best explanation for why the Soviet Union-United States rivalry did not result in World War III.  Such nuclear complacency was again in evidence when in the 1990s after the Soviet Union collapsed, there was a refusal to propose at that time the elimination of nuclear weaponry, and there were reliable reports that the U.S. Government actually used its diplomatic leverage to discourage any Russian disarmament initiatives that might expose the embarrassing extent of this post-deterrence, post-Cold War American attachment to nuclearism. This attachment has persisted, is bipartisan in character, is shared with the leadership and citizenry of the other nuclear weapons states to varying degrees, and is joined to an anti-proliferation regime that hypocritically treats most states (Israel was a notable exception) that aspire to have nuclear weapons of their own as criminal outlaws subject to military intervention.


    Here is the lesson that applies to present: the shock of the atomic attacks wears off, is superseded by a restoration of normalcy, which means creating the conditions for repetition at greater magnitudes of death and destruction. Such a pattern is accentuated, as here, if the subject-matter of disaster is clouded by the politics of the day that obscured the gross immorality and criminality of the acts, that ignored the fact that there are governmental forces associated with the military establishment that seek maximal hard power, and that these professional militarists are reinforced by paid cadres of scientists, defense intellectuals, and bureaucrats who build careers around the weaponry, and that this structure is reinforced in various ways by private sector profit-making opportunities. These conditions apply across the board to the business of arms sales.


    And then we must take account of the incredible ‘Faustian Bargain’ sold to the non-nuclear world: give up a nuclear weapons option and in exchange get an unlimited ‘pass’ to the ‘benefits’ of nuclear energy, and besides, the nuclear weapons states, winking to one another when negotiating the notorious Nonproliferation Treaty (1963) promised in good faith to pursue nuclear disarmament, and indeed general and complete disarmament. Of course, the bad half of the bargain has been fulfilled, even in the face of the dire experiences of Three Mile Island (1979) and Chernobyl (1986), while the good half of the bargain (getting rid of the weaponry) never gave rise to even halfhearted proposals and negotiations (and instead the world settled irresponsibly for managerial fixes from time to time, known as ‘arms control’ measures that were designed to stabilize the nuclear rivalry of the U.S. and Soviet Union (now Russia). Such a contention is confirmed by the presidential commitment to devote an additional $80 billion for the development of nuclear weapons before the Senate could be persuaded to ratify the New START Treaty in late 2010, the latest arms control ruse that was falsely promoted as a step toward disarmament and denuclearization. There is nothing intrinsically wrong with arms control, it may reduce risks and costs, but it is not disarmament, and should not presented as if it is.


    It is with this background in mind that the unfolding Japanese mega-tragedy must be understood and its effects on future policy discussed in a preliminary manner. This extraordinary disaster originated in a natural event beyond human reckoning and control. An earthquake of unimaginable fury, measuring an unprecedented 9.0 on the Richter Scale, unleashing a deadly tsunami that reached a height of 30 feet, and swept inland in the Sendai area of northern Japan to an incredible distance up to 6 kilometers. It is still too early to count the dead, the injured, the property damage, and the overall human costs, but we know enough by now to realize that the impact is colossal, that this is a terrible happening that will be permanently seared into the collective imagination of humanity, perhaps the more so, because it is the most visually recorded epic occurrence in all of history, with real time video recordings of its catastrophic  ‘moments of truth.’


    But this natural disaster that has been responsible for massive human suffering has been compounded by its nuclear and societal dimensions, the full measure of which remains uncertain at this point, although generating a deepening foreboding that is perhaps magnified by calming reassurances by the corporate managers of nuclear power in Japan  who have past blemishes on their safety record, as well as by political leaders, including the Naoto Kan who understandably wants to avoid causing the Japanese public to shift from its current posture of traumatized witnessing to one of outright panic. There is also a lack of credibility based, especially, on a long record of false reassurances and cover ups by the Japanese nuclear industry, hiding and minimizing the effects of a 2007 earthquake in Japan, and actually lying about the extent of damage to a reactor at that time and on other occasions. What we need to understand is that the vulnerabilities of modern industrial society accentuate vulnerabilities that arise from extreme events in nature, as well as from the determined efforts of industrial lobbyists to cut corners at public expense. There is no doubt that the huge earthquake/tsunami constellation of forces was responsible for great damage and societal distress, but its overall impact has been geometrically increased by this buying into the Faustian Bargain of nuclear energy, whose risks, if objectively assessed, were widely known for many years. These risks were accentuated in this instance by situating this reactor complex in an earthquake zone and near to the ocean, tempting known natural forces to inflict an unmanageable blow to human wellbeing. It is the greedy profit-seekers, who minimize these risks, whether in the Gulf of Mexico or Fukushima or on Wall Street, and then scurry madly even in the midst of disaster to shift responsibilities to the victims that make me tremble as I contemplate the human future. These predatory forces are made more formidable because they have cajoled most politicians into complicity and have many corporatized allies in the media that overwhelm the publics of the world with steady doses of misinformation delivered as if the search for truth was their only motivation.


    The awesome reality of current nuclear dangers in Japan are far stronger than these words of reassurance that claim the risks to health are minimal because the radioactivity are being contained to avoid dangerous levels of contamination. A more trustworthy measure of the perceived rising dangers can be gathered from the continual official expansions of the evacuation zone around the six Fukushima Daiichi reactors from 3 km to 10 km, and more recently to 18 km, coupled with the instructions to everyone caught in the region to stay indoors indefinitely, with windows and doors sealed. We can hope and pray that the four explosions that have so far taken place in the Fukushima Daiichi complex of reactors will not lead to further explosions and a full meltdown in one or more of the reactors. Even without a meltdown the near certain venting of highly toxic radioactive steam to prevent unmanageable pressure from building up due to the boiling water in the reactor cores and spent fuel rods is likely to spread risks and bad effects.  It is a policy dilemma that has assumed the form of a living nightmare: either allow the heat to rise and confront the high probability of reactor meltdowns or vent the steam and subject large numbers of persons in the vicinity and beyond to radioactivity, especially should the wind shift southwards carrying the steam toward Tokyo or westward toward northern Japan or Korea.  In reactors 1, 2, and 3 are at risk of meltdowns, while with the shutdown reactors 4,5, and 6 pose the threat of fire releasing radioactive steam from the spent fuel rods.


    We know that throughout Asia alone some 3,000 new reactors are either being built or have been planned and approved. We know that nuclear power has been touted in the last several years as a major source of energy to deal with future energy requirements, a way of overcoming the challenge of ‘peak oil’ and of combating global warming by some decrease in carbon emissions. We know that the nuclear industry will contend that it knows how to build safe reactors in the future that will withstand even such ‘impossible’ events that have wrought such havoc in the Sendai region of Japan, while at the same time lobbying for insurance schemes to avoid such risks. Some critics of nuclear energy facilities in Japan and elsewhere had warned that these Fukushima reactors sme built more than 40 years ago had become accident-prone and should no longer have been kept operational. And we know that governments will be under great pressure to renew the Faustian Bargain despite what should have been clear from the moment the bombs fell in 1945: This technology is far too unforgiving and lethal to be managed safely over time by human institutions, even if they were operated responsibly, which they are not. It is folly to persist, but it is foolhardy to expect the elites of the world to change course, despite this dramatic delivery of vivid reminders of human fallibility and culpability. We cannot hope to control the savageries of nature, although even these are being intensified by our refusal to take responsible steps to reduce greenhouse gas emissions, but we can, if the will existed, learn to live within prudent limits even if this comes to mean a less materially abundant and an altered life style. The failure to take seriously the precautionary principle as a guide to social planning is a gathering dark cloud menacing all of our futures.


    Let us fervently hope that this Sendai disaster will not take further turns for the worse, but that the warnings already embedded in such happenings, will awaken enough people to the dangers on this path of hyper-modernity so that a politics of limits can arise to challenge the prevailing politics of limitless growth. Such a challenge must include the repudiation of a neoliberal worldview, insisting without compromise on an economics based on needs and people rather than on profit margins and capital efficiency. Advocacy of such a course is admittedly a long shot, but so is the deadly utopian realism of staying on the nuclear course, whether it be with weapons or reactors. This is what Sendai should teach all of us!  But will it?

  • The Case for a Group Nobel Peace Prize for Hiroshima and Nagasaki’s Global Survivors

    The survivors of the atomic bombs dropped on Hiroshima and Nagasaki–a group that represents not just Japan but many nations–carry memories invaluable to bridging the gap between violence and peace.  Their stories as the sole witnesses and survivors of nuclear weapons used as an act of war are the most powerful deterrent to future nuclear war.  There is not much time to carry their message forward; the bombings were many decades ago. The group and its message are fading.


    Historically, the Nobel Peace Prize has only been awarded to an institution or an individual, precluding groups from winning the Peace Prize. The Nobel Peace Committee should adjust its policies and bring renewed attention to the atrocities of nuclear weapons by awarding the Nobel Peace Prize to Hiroshima and Nagasaki’s global survivors.    


    The Grave Issue of Nuclear Security


    You wouldn’t have to be a betting man to say that nuclear security has been synonymous with international security for the past seven decades.  Today, other pressing concerns have crowded the top of the agenda, but nuclear security holds its weight among them.  The US Congress just passed the New START agreement to reduce nuclear stockpiles.  The international community is concerned with developments of programs and testing in several countries, including Iran and North Korea.  And the threat of proliferation among terrorists, especially in Pakistan, has the United States and other governments in panic.  Much of the world’s violent conflict directly relates to the perception of nuclear instability in South Asia and the Middle East.  While there are many safeguards in place to reduce the threat of nuclear proliferation or attack, such an important issue deserves to be viewed from several perspectives.


    I am Japanese, and the two atomic bombs the United States dropped on Hiroshima and Nagasaki—on August 6 and 9, 1945—have played a special role in my life.  I have spent much time investigating the horrific disaster, from watching documentary films of survivor stories and political movements against the atomic bomb to talking with survivors, politicians, and religious figures.


    Piecing the Puzzle Together


    Such a polarizing global event has many facets, and to gain a full perspective one must be able to see them all.  Because I worked at the UN and other international organizations for three decades, I was able to hear another side—the perspectives of those who suffered Japanese military aggression in China, Korea, the Philippines, and Dutch-Indonesians.


    Just as important a perspective came from the Americans who believe that dropping the atom bombs, while tragic, ended the war early and saved hundreds of thousands of lives.


    To be sure, the American use of the atom bomb in 1945 against the Japanese was terrible. Tens of thousands died instantly upon explosion, and many more died from radiation in the ensuing years.  The cities were razed.  But the memory has taken an enormous toll on the survivors, both the victims and the assailants.  How does one rebuild a country and life after such devastation?


    What about those who were in Hiroshima or Nagasaki in early August 1945 and managed to survive the explosions? Surely those who had lived through such carnage were unforgiving and resentful.  Understandably, many are.   But I was convinced that there was a different story.  I asked Mr. Tadayuki Takeda, a Hiroshima native and a friend from university, to help me find a new story: was there a victim who could transform that violent act into a promotion of peace?


    A Fresh Perspective


    In December 2006 I flew to Hiroshima to meet with Mr. Yuuki Yoshida, a victim of the Hiroshima atomic bomb. His story is incredible, but his outlook is more so.  Mr. Yoshida’s duty as a survivor, in his words, is to share his story and instill the great fear that nuclear weapons deserve.  His goal is to make sure the disaster of August 1945, the use of atomic or nuclear weapons, never occurs again. His message, along with those of the other remaining survivors, is invaluable for this purpose.
    Mr. Yoshida, who is 79 years old and has been crippled by Polio since birth, miraculously escaped death when the atomic bomb exploded over the city of Hiroshima.  His younger brother died two weeks later, and his eldest sister narrowly survived after undergoing more than a dozen operations.  She gave birth to a son after fifteen years despite strong worries about radiation.  (Her son, Mr. Kazufumi Yamashita, studied in Berlin under the guidance of the famous conductor Mr. Herbert von Karajan and has become one of the most popular conductors in Japan.)


    Mr. Yoshida and his family are Japanese but have a surprising background.  Mr. Yoshida’s mother was American.  Born in Hawaii, she moved to Hiroshima before World War II and gave birth to her children there.  In 2008 Mr. Yoshida moved to Luzon, Philippines, to honor those who died there at the hands of the Japanese military.


    Hiroshima and Nagasaki’s Global Survivors


    It had always been my impression that the victims of the atomic bombs were Japanese. But, after hearing of Mr. Yoshida’s American mother, I have since learned that the United States didn’t just bomb the Japanese in August 1945, but also citizens of China, Korea, the United States, the Philippines, the Netherlands, and Brazil—perhaps even many other countries.  There were survivors from all of these nations as well.  I had completely missed this perspective.  Survivors from all countries are carrying forth their story to deter future nuclear disasters.  This global memory is a bridge from suffering to peace that we cannot lose.


    When I learned of the survivors from across the world, I thought perhaps there were other nuclear cases I should consider.  Were there other atomic weapons survivors to be included this message? How do victims of the 1986 Chernobyl accident, and other nuclear energy accidents, fit in with the Hiroshima and Nagasaki victims?  What about the victims of nuclear bomb tests in Nevada, the Pacific Islands, and other countries?


    In 2007 I visited Moscow to attend a conference chaired by my old friend, Dr. Evgeny Velikhov, former vice president of the Soviet Academy of Sciences and oversaw the cleanup of the Chernobyl disaster.


    He made it very clear to me that Chernobyl was caused by human error.  An accident from the use of nuclear energy is tragic, but very different from the malicious and purposeful destruction of two cities.  He also told me that, although there were many victims of the bomb tests—especially many indigenous people in Nevada—they were not killed in an act of war, so their situation is not directly comparable to that of the survivors in Japan.


    Carrying Their Message Forward with the Nobel Peace Prize


    All survivors from so many nations have suffered so much and yet have demonstrated to society that we should provide a peaceful life for our children without hateful attitudes. The survivors are getting old and we could not have learned the valuable lessons they share if they had not continued to live or if they did not make such extraordinary efforts to live longer in order to pass their message on to us. I fear that they have little time left with us to continue sharing their message, and that we should work now to make sure it is known as widely as possible.


    How can we recognize their lofty mission and express our gratitude for their efforts to bridge hatred and create a peace that has its foundation in the non-use of nuclear weapons?


    Time Magazine named “YOU” as 2006’s Person of the Year.  What a powerful message. We each have the power to shape world.   If all of the atomic bomb survivors were awarded the Nobel Peace Prize as a group, the impact of their message would reach new heights and the Committee would establish a new precedent in who—a group, not just an individual or institution—could receive the prize. And what better way to honor Hiroshima and Nagasaki’s global survivors’ great push for peace while bringing a powerful but fading message to the forefront of public consciousness?


    A copy of Nobel Peace Prize award and its citation would be presented to each survivor by governors or mayors in countries of Japan, America, China, Korea, Philippines, Netherlands, Brazil and any other countries with survivors. I have no doubt that such an occasion would promote a position that is against nuclear weapons in a non-political manner and do much for reducing violence and the serious nuclear threat we face.


    The epitaph carved into the stone coffin at the Hiroshima City Peace Memorial reads:


            “Let all souls here rest in peace, for we shall not repeat the evils.”


    We the world have a moral obligation to pass the torch of positive force on to the next generations so that they may partake in our wisdom, not just our mistakes.  The survivors and victims of the atomic bombs have sacrificed much to pass on this torch.  By awarding the Nobel Peace Prize to all of the atomic bombs’ survivors–a group from many nations–the Nobel Peace Committee would honor a generation devoted to creating peace rather than resenting harm, as well as underscore its commitment to stopping these evils from reoccurring.

    I have recently read your very compelling article “The Powerful and Fading Message of Hiroshima and Nagasaki’s Global Survivors:  The Case for a Group Nobel Prize.” As a long time professor of peace studies, and one who has promoted nuclear disarmament for almost 50 years, I think your blog and Nobel Peace Prize campaign are very critical elements for the promotion of a worldwide movement for the abolition of nuclear weapons from Planet Earth.


    Over the years, my sub-specialty in educational psychology and peace studies has been the problem of social and psychological obstacles which hinder personal, group, national and international efforts to mobilize public demand for the elimination of the omnicidal threat.  Unfortunately, those obstacles, including ignorance, denial and apathy, have blocked most such mobilization, with the possible exception of the worldwide ” Nuclear Freeze ” movement of the 1980s, which was aimed more at arms control than truly deep cuts and abolition of nuclear weapons.


    Historically, hundreds of fine non-governmental organizations have provided excellent research, information and program/action recommendations aimed at citizen involvement on behalf of nuclear disarmament.  In so doing, the NGOs have provided essential data for the “head” but, in large measure, have failed to truly reach the “heart”  of their audiences in a way that strongly moves people to action.


    One major exception to this failing was the project initiated by my former boss, noted editor and peace advocate, the late Norman Cousins, who in 1955, brought 25 young female Japanese A-bomb survivors to the United States for plastic surgery, other medical treatment, and meetings with prominent U.S. leaders and other U.S. citizens.  The medical care was donated by New York’s Mount Sinai Hospital, and involved 125 operations on the women, rebuilding lips, noses, hands, and eyelids, thus allowing them a promising future. Other expenses were covered by the Quakers and other donors.  This project was important for two reasons.  It was a fine example of human reconciliation, and it also helped many Americans to concretely FEEL and understand the real human price of nuclear war.  The problem was no longer an abstraction for the Americans who met with, and interacted with the young Japanese women.  Philosopher Jean Paul Sartre has noted that the biggest crime of our time is to make that which is concrete into something that is abstract. And, of course, this is a major roadblock of the whole issue of nuclear extinction without representation.  It is the ultimate abstraction for many people.  Norman’s project overcame this obstacle, and for a brief period, his project stimulated several U.S. NGOs to step up their organizing efforts for nuclear disarmament.  It is unfortunate that he did not have a blog such as yours to reach the hearts of people everywhere.


    In the past few years, our Missouri University Nuclear Disarmament Education Team (MUNDET), other elements of our peace studies program and our Mid-Missouri chapter of Veterans for Peace, have used films and photographic exhibits of the nuclear devastation of Hiroshima and Nagasaki to reach the emotional core of our students, civic and faith groups, and other audiences.  We have found this approach to be very effective in terms of attitude change on the part of most participants.  We, like you, have steered clear of the U.S assailant/Japanese victim theme and “blame game” approach, and have instead stressed the incredible danger and insanity of the nuclear deterrence myth.


    Children and adults around the world are frequently taught that we must learn the lessons of history so we will not repeat the repeat the mistakes of the past.  This is precisely the approach you are so skillfully offering with your very attractive website, blog and carefully crafted campaign for the awarding of the Nobel Peace Prize to the Hiroshima and Nagasaki survivors, including several from countries other than Japan who were residents in those cities at the time of the atomic bombings. Their history and voices of reconciliation are truly the most important messages required by the human species if it is to survive the nuclear madness. Consequently, that history and their voices must not be allowed to fade away.


    It is my sincere hope that the Nobel Peace Prize Committee will accept your proposal for a group prize arrangement for the A-bomb survivors.  I believe such an arrangement could be a triggering mechanism for widespread mobilization of citizens everywhere on behalf of nuclear weapons abolition.  If there is any way that I and our MUNDET team may be of assistance in your campaign,  please let me know.
