  • Canada and the Nuclear Challenge

    The report of the Canadian House of Commons’ Standing Committee on Foreign Affairs and International Trade, entitled “Canada and the Nuclear Challenge,” was released today.

    The committee’s 15 recommendations are reproduced in full below.

    LIST OF RECOMMENDATIONS

    RECOMMENDATION 1
    The Committee recommends that the Government of Canada adopt the following fundamental principle to guide its nuclear non-proliferation, arms control and disarmament policy, within an overarching framework encompassing all aspects – political, military, and commercial – of Canada’s international relations:

    * That Canada work consistently to reduce the political legitimacy and value of nuclear weapons in order to contribute to the goal of their progressive reduction and eventual elimination.

    RECOMMENDATION 2
    In order to implement this fundamental principle, the Committee recommends that the Government of Canada issue a policy statement which explains the links between Canada’s nuclear non-proliferation, arms control and disarmament policy and all other aspects of its international relations. In addition, it must also establish a process to achieve a basis for ongoing consensus by keeping the Canadian public and parliamentarians informed of developments in this area, in particular by means of:

    * Annual preparatory meetings – held, for example, under the auspices of the Canadian Centre for Foreign Policy Development – of the type held with non-governmental organizations and representatives of civil society before the annual meeting of the UN Human Rights Commission;
    * An annual public appearance before this Committee by the Ambassador to the United Nations for Disarmament Affairs;
    * Strengthened coordination between the departments of Foreign Affairs and International Trade and National Defence, in the first instance by the inclusion of a representative from National Defence on Canadian delegations to multilateral nuclear non-proliferation fora.

    RECOMMENDATION 3
    The Committee recommends that the Government of Canada intensify its efforts, in cooperation with States such as its NATO allies and the members of the New Agenda Coalition, to advance the process of nuclear disarmament. To this end, it must encourage public input and inform the public on the exorbitant humanitarian, environmental and economic costs of nuclear weapons as well as their impact on international peace and security. In addition, the Government must encourage the nuclear-weapon States to demonstrate their unequivocal commitment to enter into and conclude negotiations leading to the elimination of nuclear weapons. Drawing on the lessons of the Ottawa Process, it should also examine innovative means to advance the process of nuclear disarmament.

    RECOMMENDATION 4
    The Committee recommends that the Government of Canada explore additional means of both providing more information to Canadians on civilian uses of nuclear technology, and receiving more public input into government policy in this area. As one means of achieving this, the Committee also recommends that the Parliament of Canada conduct a separate and in-depth study on the domestic use, and foreign export of, Canada’s civilian nuclear technology.

    RECOMMENDATION 5
    In the interest of increased nuclear safety and stability, and as a means to advance toward the broader goal of eliminating nuclear weapons, the Committee recommends that the Government of Canada endorse the concept of de-alerting all nuclear forces, subject to reciprocity and verification – including the arsenals of the permanent members of the UN Security Council and the three nuclear-weapons-capable States – and encourage their governments to pursue this option.

    RECOMMENDATION 6
    The Committee recommends that the Government of Canada take all possible action to encourage the United States and Russia to continue the START process. In particular, Canada should encourage Russia to ratify START II, should provide concrete support towards achieving this objective, and should encourage like-minded states to work with Russia to ensure increased political and economic stability in that country. Beyond this, Canada should urge both parties to pursue progressive and reciprocal reforms to their respective nuclear postures.

    RECOMMENDATION 7
    Given its potential contribution to nuclear safety and stability, and the need to act promptly to address the possible implications of the millennium bug, the Committee recommends that the Government of Canada explore further with the United States and Russia the feasibility of establishing a NORAD “hotline” to supplement and strengthen Russia’s missile early warning system. Canada should also strongly support the idea of broadening such a mechanism to include other nuclear-weapons-capable States.

    RECOMMENDATION 8
    The Committee recommends that the Government reject the idea of burning MOX fuel in Canada because this option is totally unfeasible, but that it continue to work with other governments to address the problem of surplus fissile material.

    RECOMMENDATION 9
    In view of their responsibilities as nuclear-weapon States under the nuclear Non-Proliferation Treaty and as Permanent Members of the United Nations Security Council, the Committee recommends that the Government of Canada encourage the United Kingdom, France and China to: increase transparency about their nuclear stockpiles, fissile material and doctrine; support the call of Canada and other States for the substantive discussion of nuclear disarmament issues at the Conference on Disarmament; and explore with the United States and Russia means of preparing to enter nuclear disarmament reductions at the earliest possible moment.

    RECOMMENDATION 10
    The Committee recommends that the Government of Canada continue to support all international efforts to address the underlying regional security issues in South Asia and the Middle East. Working with like-minded States, it should take a more proactive role in stressing the regional and global security benefits of immediately increasing communication and co-operation between States in those regions as a means of building trust. In both regions – but particularly in South Asia given the recent nuclear tests – Canada should also stress: the freezing of nuclear weapon programs; adhering to the Comprehensive Nuclear Test-Ban Treaty and participating in the negotiation of the Fissile Material Cut-Off Treaty and; joining the nuclear Non-Proliferation Treaty as non-nuclear-weapon States.

    RECOMMENDATION 11
    The Committee recommends that the Government of Canada work to strengthen international efforts to prevent the proliferation of chemical and biological weapons and missile systems and to ensure adequate funding for verification purposes. In addition to strengthening the Biological and Toxin Weapons Convention through the negotiation of a Verification Protocol and continuing to support the operation of the Chemical Weapons Convention, the Government should also examine methods of increasing the effectiveness of the Australia Group and the Missile Technology Control Regime, as well as cooperation in intelligence and law enforcement to prevent terrorist acquisition of such weapons.

    RECOMMENDATION 12
    The Committee recommends that the Government, having strengthened the international safeguards regime by signing its new Model Protocol with the International Atomic Energy Agency, use all means at its disposal to convince other States to do likewise. Before entering into a future Nuclear Cooperation Agreement with any other State, the Government should, at a minimum, require that State to adopt the new Model Protocol.

    RECOMMENDATION 13
    The Committee recommends that the Government of Canada meet annually with the other parties to all Nuclear Cooperation Agreements to review the application of such Agreements, and table a report on the results of such meetings in Parliament.

    RECOMMENDATION 14
    The Committee recommends that the Canadian Government intensify its efforts, in cooperation with like-minded States, such as our NATO allies, to advance the global disarmament and security agenda:

    * Canada should reaffirm its support for the nuclear Non-Proliferation Treaty as the centrepiece of the global nuclear non-proliferation regime and should reject any attempt to revise the Treaty to acknowledge India and Pakistan as “nuclear-weapon States” under it. It should also continue to strive to ensure that the nuclear-weapon States honour their commitments to a strengthened review process for the NPT, which will lead to an updated statement of Principles and Objectives for Nuclear Non-Proliferation and Disarmament at the 2000 Review Conference. Canada should complete the process of ratifying the Comprehensive Nuclear Test-Ban Treaty as quickly as possible and urge all other States to do likewise. Should India and Pakistan refuse to accept the Treaty unconditionally, Canada should nevertheless encourage the international community to ensure the Treaty’s legal entry into force.
    * Canada should play a strong role at the Conference on Disarmament in thr forthcoming negotiations for a broad Fissile Material Cut-Off Treaty which will serve both non-proliferation and disarmament objectives.
    * Canada should support the establishment of a nuclear arms register to cover both weapons and fissile material as proposed by Germany in 1993.
    * Canada should support the call for the conclusion of a nuclear weapons disarmament convention.

    RECOMMENDATION 15
    The Committee recommends that the Government of Canada argue forcefully within NATO that the present re-examination and update as necessary of the Alliance Strategic Concept should include its nuclear component.

     

  • Statement by Senator Douglas Roche on Canada’s Nuclear Challenge

    The Report of the Parliamentary Foreign Affairs Committee on Canada’s policies on nuclear weapons is a landmark document and deserves the support of all Canadians.

    After two years’ study, the Committee has exposed the fallacy that nuclear weapons provide security and urges the Government of Canada to “play a leading role in finally ending the nuclear threat overhanging humanity.”

    The Report’s leading recommendations would, if implemented, put Canada squarely in the body of mounting world opinion that the time has come to move away from the Cold War doctrine of nuclear deterrence.

    Specifically, the Committee included in its 15 recommendations:

    * Canada should work with NATO allies and the New Agenda Coalition to “encourage the nuclear-weapons States to demonstrate their unequivocal commitment to enter into and conclude negotiations leading to the elimination of nuclear weapons.”

    * Canada should endorse the concept of taking all nuclear weapons off alert status.

    * Canada should support the call for the conclusion of a nuclear weapons disarmament convention as the end product of negotiations under Article VI of the Non-Proliferation Treaty.

    * Canada should “argue forcefully within NATO” that NATO’s present reliance on nuclear weapons must be re-examined and updated.

    These steps, which reflect the major statements in recent years of the International Court of Justice, the Canberra Commission, leading world military and civilian figures, and the seven-nation New Agenda Coalition, are realistic. They will be supported by the 92 percent of Canadians, as revealed in a 1998 Angus Reid poll, who want Canada to take a leadership role in promoting an international ban on nuclear weapons.

    It is unfortunate that the Reform Party, which forms the Official Opposition in the House of Commons, has filed a Minority Report, which in itself, is mystifying. The Reform Party, which has never mentioned nuclear weapons in its policy papers, did not specifically disagree with any of the Committee’s recommendations but did dissent “from the broad conclusions of the Report.”

    In dissociating itself from the broad conclusions of the Report that nuclear weapons must eventually be eliminated through comprehensive negotiations, the Reform Party ignores the reality that the Non-Proliferation Treaty, signed by 187 nations, imposes a binding legal obligation on all parties to negotiate the complete elimination of nuclear weapons.

    The Reform Party’s dissent has separated the Party from the specific ruling of the International Court of Justice, which unanimously declared that such comprehensive negotiations must be concluded, and from the body of Canadian public opinion.

    The four other parties in the House of Commons, the Liberals, the Bloc Quebecois, the New Democratic Party and the Progressive Conservative Party, which received approximately 80 percent of the popular vote in the 1997 general election, have contributed to the advancement of global security and should be congratulated.

    Chairman Bill Graham, M.P., has provided distinguished leadership in steering the Committee, which has now provided a valuable compass for the building of a nuclear weapons-free security architecture for the 21st century.

     

  • Canada Defies U.S. and Lobbies UN for Passage of NAC Resolution

    In response to US pressure to vote against the New Agenda Coalition (NAC) resolution in the General Assembly, THE CANADIAN GOVERNMENT is sending representations at the ambassadorial level to the following capitals to ask them to support the New Agenda Coalition (NAC) resolution: Tokyo, The Hague, Bonn, Oslo, Rome, Vienna, Canberra, Madrid and Copenhagen.

    The Middle Powers Initiative (MPI) is urgently asking NGOs in all of these capitals to contact their governments in support of the NAC resolution in the General Assembly calling on the nuclear weapons states to honor their NPT promises for nuclear disarmament.

    While the capitals above are of key importance, don’t forget to write to your government, even if it is not scheduled to receive a visit from the Canadian government.

    THIS COULD BE A BREAKTHROUGH FOR ABOLITION IF WE ALL DO OUR PART!! OUR GOVERNMENTS NEED TO HEAR FROM US!!

    In the US, letters should be written to Clinton and Albright, asking them to stop strong-arming other countries which are trying to do the right thing by voting for the NAC resolution to put us on the path to nuclear abolition.

  • Excerpt from Senator Douglas Roche’s first speech in Canada’s Senate

    …Third, I draw the attention of honourable senators to the high potential for a significant Canadian contribution to international peace and security. We are an important middle-power country, and our leadership is needed in addressing the most compelling problem faced by the world community today. The continued existence of 30,000 nuclear weapons almost a decade after the end of the Cold War is an affront to humanity. Five thousand of these weapons are on alert status, meaning they are capable of being fired on 30 minutes’ notice.

    The New England Journal of Medicine recently warned:

    The risk of an accidental nuclear attack has increased in recent years, threatening a public health disaster of unprecedented scale. I was part of a Project Ploughshares team that conducted roundtables on the subject of nuclear weapons for community leaders in 16 cities in 10 provinces during the month of September. These two-and-a-half-hour roundtables were attended by 378 persons representing a wide range of Canadians: members of Parliament, members of provincial legislatures, mayors, municipal councillors, school board members, business and religious leaders, and so on. These informed Canadians want the Government of Canada to take an unambiguous stand in support of new, worldwide efforts to eliminate all nuclear weapons.

    The International Court of Justice, the highest legal authority in the world, says nations are obliged to conclude negotiations leading to such elimination. Former military leaders, presidents, prime ministers, and foreign ministers around the world are calling for a global ban. The Abolition 2000 movement, supported by 1,000 non-governmental organizations, many of them right here in Canada, want negotiations completed by the year 2000. That would lead, then, to an international treaty that would take, perhaps, a quarter of a century to implement. The essential point is that failure to negotiate future eliminations now is leading to the proliferation of nuclear weapons.

    By testing their nuclear weapons a few months ago, India and Pakistan have exposed the cracks in the non-proliferation regime. As long as the five permanent members of the United Nations Security Council – the United States, Russia, the United Kingdom, France and China – maintain their arsenals of nuclear weapons, other states will naturally seek to acquire them.

    Since nuclear weapons have become the currency of power, how can we expect aspiring states not to acquire them? The current breakdown in the preparatory process for the 2000 review of the non-proliferation treaty reveals the central problem the world faces: Either there will be a global ban on nuclear weapons or they will spread to more nations, with escalating danger to the world.

    Thus, a New Agenda Coalition of eight important states – Brazil, Egypt, Ireland, Mexico, New Zealand, Slovenia, South Africa, and Sweden – was formed this summer to seek an unequivocal commitment from the states possessing nuclear weapons to start immediately a process of negotiation leading to the elimination of those weapons.

    Canada has so far refused to join this new coalition. Why? Because NATO continues to insist, despite the logic of the post-Cold War era, that nuclear weapons are “essential.” That is NATO’s word. Trying to be loyal to NATO, Canada thus votes against resolutions at the United Nations calling for the commencement of negotiations. That has to stop. The vast majority of Canadians want an end to the terrible spectre of nuclear weapons. They want Canada to take a leading role in working with like-minded states to get negotiations going. I support the efforts of the Canadian Network to Abolish Nuclear Weapons.

    This week, the Middle Powers Initiative, a network of seven prominent, international, non-governmental organizations specializing in nuclear disarmament, sent a delegation to Ottawa. They were met by the Foreign Affairs Minister, Lloyd Axworthy, and were received by the Prime Minister. The delegation urged the Government of Canada to vote at the United Nations this fall for a new resolution sponsored by the New Agenda Coalition which would call upon states possessing nuclear weapons to start and bring to a conclusion negotiations leading to the elimination of nuclear weapons. Canada should vote “yes” on this resolution.

    There is not a shred of justification for NATO to keep its nuclear weapons in this new age of east-west partnership. NATO, which still has a valuable role to play in security questions, does not need nuclear weapons, and Canada should work to get nuclear weapons out of NATO.

    Honourable senators, 14 years ago, I made what I thought was my last speech in Parliament. Taking my leave of the House of Commons after 12 years of service, I said:

    Canada, with its history and geography, its freedom and democracy, its resources and technology, and its space and industry, is ideally placed to work for the conditions of peace.

    By the unforeseen twists of fate, I now re-enter Parliament, and my first words are to repeat my call for Canada to work for peace, reconciliation and social justice in the world.

    In my career as a journalist, author, parliamentarian, diplomat, and educator, I have been in every region of the world. There is no land more blessed than Canada.

    The United Nations regularly attests to that fact. I love this country. I love Alberta, my home province. I love Quebec, the province of my birth. My children live in four different cities across Canada. I love St. John’s, and the whole of Newfoundland. I love Victoria, British Columbia, and the whole of Vancouver Island. I want this country to stay together. I want our people to work together. I want our political process to come together.

    There is too much alienation in our society, too much polarization, too much confrontation. I want to contribute to a spirit of reconciliation, an atmosphere of healing, a new basis of hope, as we prepare for the third millennium.

    We simply must find ways of offering genuine hope to young people so that they can truly benefit from a more equitable economy, a reformed Senate and a more dynamic role in world affairs.

    Conscious that I am only one person, I will contribute all my strength to moving Canada forward. Together, we in this historic place can help build Canada anew.

  • Canadian Church Leaders Seek End to Nuclear Weaponry: The Salvation Army War Cry

    On Thursday, February 26, 1998, a representative group of church leaders went before the standing Committee of the House of Commons to talk about the moral urgency of a global drive to abolish nuclear weapons. This is one of the many social justice issues which The Salvation Army in this territory, in partnership with other churches and agencies, is seeking to address and resolve. The following letter addressed to Prime Minister Chretien from church leaders in Canada, was signed by Commissioner Donald V. Kerr, territorial commander.

    Salvationists need to be involved actively where we are, in social services, but also in collaboration with others to seek to advocate action on the many and varied social justice issues which threaten to damage and destroy families, and our world.

    Dear Prime Minister Chretien,
    We write in deep appreciation of your government’s persistent and courageous leadership in the ongoing effort to rid the world of the scourge of anti-personnel landmines, and to challenge you to bring that same visionary dedication to bear on efforts to rid the world of nuclear weapons.

    Our church communities rejoiced with all Canadians, and especially with people in mine-affected countries, in that proud moment in Ottawa last December when Foreign Affairs Minister Lloyd Axworthy signed the land mines treaty on behalf of Canada and when you handed to the UN Secretary-General a copy of the legislation confirming Canada as the first country to ratify the treaty. It was truly a milestone event, showing the world what can be achieved when governments and movements work together, and particularly, when leaders step forward to challenge and encourage others.

    We are grateful for your personal commitment to the effort to ban land mines and for the key role played by Mr. Axworthy and many officials in the Department of Foreign Affairs. Our gratitude and congratulations to you and your colleagues also extend to the many thousands of Canadians, individuals and organizations, who provided energy and expertise to make this achievement possible.

    Canadian church communities, responding to God’s call to all people to be agents of love and healing in a world that still knows great pain, participated in the movement to ban land mines. As church leaders, we believe that obedience to that same call of God requires us now to raise our voices in urgent appeal to our own communities, to all Canadians, and to you and your government, to bring a new commitment to what we believe to be one of the most profound spiritual challenges of our era — the challenge to rid the world of the plans and the means to nuclear annihilation.

    The willingness, indeed the intent, to launch a nuclear attack in certain circumstances bespeaks spiritual and moral bankruptcy. We believe it to be an extraordinary affront to humanity for nuclear weapon states and their allies, including Canada, to persist in claiming that nuclear weapons are required for their security. Nuclear weapons do not, cannot, deliver security — they deliver only insecurity and peril through their promise to annihilate that which is most precious, life itself and the global ecosystem upon which all life depends. Nuclear weapons have no moral legitimacy, they lack military utility, and, in light of the recent judgement of the World Court, their legality is in serious question. The spiritual, human and ecological holocaust of a nuclear attack can be prevented only by the abolition of nuclear weapons — it is our common duty to pursue that goal as an urgent priority.

    The Canadian churches have long worked for the elimination of nuclear weapons. In 1982, we leaders wrote to, and met with, Prime Minister Pierre Trudeau to affirm “nuclear weapons in any form and in any number cannot ultimately be accepted as legitimate components of national armed forces.” In 1988, we sent the same message to Prime Minister Brian Mulroney, stating that ” nuclear weapons have no place in national defence policies.”

    Since then we have welcomed the substantial progress that has been made to end the nuclear arms race and reduce the size of the superpowers’ nuclear arsenals, But these steps, important as they are, are not nearly enough. The end of the Cold War has created an unprecedented opportunity to start the process toward the final elimination of nuclear weapons and the World Court has confirmed that it is a legal obligation.

    We are therefore especially disturbed by the refusal of nuclear weapons states to even begin negotiations on the abolition of nuclear weapons and to set clear time frames and objectives – and we are profoundly disappointed that Canada has to date chosen to publicly accept that refusal. Indeed, nuclear weapon states continue to take steps to maintain and improve or modernize” their nuclear arsenals for the indefinite future.

    It is our sincere belief that Canada has much to contribute to the effort to make nuclear abolition a reality In this regard, we are heartened by your pledge in Securing Our Future Together (the second “Red Book”) that “a re-elected Liberal government will… work vigorously to eliminate nuclear and chemical weapons and antipersonnel mines from the planet.” We are compelled to note, however, that Canada continues to support, and to seek the illusory protection of, nuclear weapons in a number of ways (see the Appendix, pp. 3-4). Canada’s position as an advocate of nuclear disarmament in the UN General Assembly, the Conference on Disarmament, and other forums is compromised by this fact.

    The time has come for Canada to take a strong, principled stand against the continued possession of nuclear weapons by any state, affirming abolition as the central goal of Canadian nuclear weapons policy and adding Canada’s voice to the call to immediately begin negotiations on a Nuclear Weapons Convention.

    In support of this goal, Canada should immediately take the following actions:

    Urge all states to negotiate by the year 2000 an agreement for the elimination of nuclear weapons within a time-bound framework;

    Urge all nuclear weapons states, as interim measures and as a sign of good faith in such negotiations, to take all their nuclear forces off alert status and to commit themselves to no-first-use of nuclear weapons;

    Renounce any role for nuclear weapons in Canadian defence policy, and call on other countries, including Russia and Canada’s NATO allies, to do likewise;

    Review the legality of all of Canada’s nuclear-weapons related activities in the light of the International Court of Justice ruling of July 8, 1996, and move quickly upon the completion of this review to end all activities determined to be of questionable legality; and,

    Embrace publicly the conclusions of the Canberra Commission report of August 14,1996, including in particular its recommendations that the nuclear weapons states “commit themselves unequivocally to the elimination of nuclear weapons and agree to start work immediately on the practical steps and negotiations required for its achievement” and that the non-nuclear states support this commitment and join in co-operative international action to implement it.

    As it approaches the dawn of a new Millennium, Canada could offer no finer demonstration of its commitment to being a constructive and healing presence in the international community than to deploy some of its considerable diplomatic skill and political capital to ensure that the world enters the next Millennium with a formal treaty commitment to rid the world of the scourge of nuclear weapons.

    The Canadian churches which we represent are committed to continuing their work toward the abolition of nuclear weapons, in co-operation with other Canadian and international nuclear abolition efforts. In this spirit of co-operation and common cause, we respectfully request the opportunity to meet with you at the earliest possible date to explore ways in which Canadian churches can further support the government in taking bold new steps to make nuclear weapons abolition an urgent priority.

    The Salvation Army’s Positional Statement on World Peace (1990)
    The Salvation Army as part of the Universal Christian Church, seeks the establishment of peace as proclaimed by Jesus Christ. The Army recognizes that the world’s problems cannot be solved by force, and that greed and pride, coupled with the widespread desire for domination, poison the souls of men and sow seeds of conflict.

    Since there exists in thermonuclear weapons a destructive power of vast proportions almost too frightful to contemplate, The Salvation Army believes that nuclear disarmament by all nations is a necessary element of world peace. However, a nation has the right to defend itself against the aggression of another nation.

    The Salvation Army continues to be deeply concerned with the investment of huge financial resources to aid the escalating production of terrifying weapons of mass destruction, rather than the diversion of these funds to socioeconomic growth throughout the world. Disarmament, peace and development are inextricably linked.

    The Salvation Army pledges its members to pray and work for peace and to seek to realize the Church’s unique witness to the source of true peace, God himself.
