    What Should the President Say in Oslo?

    President Obama will soon be traveling to Oslo to receive the Nobel Peace Prize, one of the highest honors that can be bestowed upon an individual or organization. In Alfred Nobel’s will, he stated that the Peace Prize should be awarded to the person who “during the preceding year…shall have done the most or the best work for fraternity between nations, for the abolition or reduction or standing armies and for the holding and promotion of peace congresses.”

    The president will be receiving the award while America remains engaged in wars in Iraq and Afghanistan and continues to make drone incursions in a third country, Pakistan. While he seeks to disengage from the war in Iraq, he has recently announced his decision to expand the war in Afghanistan by sending an additional 30,000 American troops.

    Against this background, what might the president say in Oslo? He will, of course, have his own ideas, but here are some thoughts.

    First, acknowledge that militarism globally is making the world less secure for a majority of the inhabitants of the planet. The nearly $1.5 trillion spent for military purposes is taking food from the hungry, shelter from the homeless, healthcare from the impoverished, and education from hundreds of millions of the world’s children. He should pledge to reduce the military budget of the United States by half by the year 2015, and call upon other countries to do the same.

    Second, recognize the role of inequality in generating conflicts throughout the globe and pledge to use the savings from military budgets in the US to help meet the eight United Nations Millennium Development Goals by the year 2015, starting with dramatically reducing poverty and hunger and promoting education and health care.

    Third, call for major reductions in arms transfers that fuel wars throughout the world and pledge that the US will reduce its arms transfers by half by the year 2015.

    Fourth, reiterate his and America’s commitment to a world free of nuclear weapons, announcing new and urgent steps to reduce the reliance of the US on nuclear arms, including de-alerting the weapons currently on high-alert status, pledging No First Use of nuclear weapons, and convening the nine nuclear weapons states to begin negotiations on a treaty for the phased, verifiable, irreversible and transparent elimination of nuclear weapons by the year 2020.

    Fifth, recognize, as did Albert Einstein and Bertrand Russell, that the Nuclear Age demands not only the abolition of nuclear weapons, but the abolition of war. For too long, the US and other countries have sought to prevent war by preparing for it. Now, the time has come to prevent war by preparing for peace. Cultures of peace must be built upon foundations of justice and human dignity. This means that the Universal Declaration of Human Rights, and the international law that supports these rights, must be respected and adhered to. It also means that human institutions must uphold these rights, and there must be accountability for leaders who violate international law.

    Finally, introduce the concept of trusteeship of the earth and its resources as a vital element of building cultures of peace. All of us share in the responsibility to pass the earth on intact to the generations that will follow us on the planet. We are trustees for future generations. We cannot allow global warming to change the climate, the ozone layer to be further damaged, our soil to be depleted, or our atmosphere, rivers and oceans to be polluted beyond recovery.

    President Obama might conclude his Nobel Lecture by noting that peace is a sacred right for children everywhere and that all countries, starting with his own, should end the barbaric practice of sacrificing their children at the altar of war. He might observe that if politicians cannot refrain from choosing war, they should themselves go off to fight and leave the young men and women at home to pursue their lives in peace. It would follow that if politicians were to fight their own wars, the institution of war would soon end, and peace would cease to be the intervals between wars. It would be celebrated in all seasons across the globe.

    Of course, these ideas and commitments are unlikely to be in the president’s Nobel Lecture and have been made more so by his recent announcement of his intention to increase the number of US troops in Afghanistan. It is pleasant to dream, though, that this young president might make such a speech and carry out a commitment truly deserving of the Nobel Peace Prize.

  • Hiroshima Beckons Obama

    For the past 64 years the name “Hiroshima” has conjured a nightmare vision for all humanity: the unthinkable specter of instantaneous atomic annihilation. Only by personally visiting Hiroshima or Nagasaki, the two cities that have experienced atomic bombing, can one begin to grasp the threat posed by the world’s present arsenal of nuclear weapons.

    Just one bomb, dubbed “Little Boy,” devastated Hiroshima in a split second. By comparison, the potential destructive power of the more than 20,000 nuclear warheads deployed or stockpiled today by the United States, Russia, France, Britain, China, Israel, India and Pakistan gives bizarre new meaning to the term “overkill” — and proliferation continues.

    Under the North Atlantic Treaty Organization, the U.S. puts nuclear weapons in the hands of Belgium, Germany, Italy, the Netherlands and Turkey. Israel is widely believed to have its own arsenal, North Korea has a test program, and R&D in Iran and reportedly Myanmar threatens to further destabilize already volatile regions.

    Today, who does not fear even a single atomic bomb in terrorist hands?

    While Hiroshima illuminates the world’s darkest forebodings, it is also a beacon of hope — a witness reminding us at every opportunity that nuclear weapons must never again be used. Hiroshima’s citizens stand certain in their knowledge of what the “atomic option” really means, and insist that our planet must be nuclear-free, a truth beyond politics or the ideology of nationalism.

    This message is now global: Mayors for Peace, a Hiroshima/Nagasaki- initiated international network of local authorities campaigning for the elimination by 2020 of all remaining nuclear weapons, is supported by more than 3,000 cities in 134 countries and regions. Every visitor to Hiroshima and its Peace Museum comes face to face with a history from which we must all learn — or risk repeating.

    Who better to visit Hiroshima, witness its message firsthand, and speak to the world’s nuclear fears, than the commander in chief of one of the world’s largest nuclear-equipped militaries?

    Now, as the recipient of the Nobel Peace Prize, U.S. President Barack Obama’s visit to Japan on Nov. 12 and 13 offers him an unprecedented opportunity to build already-established momentum toward the abolition of nuclear weapons.

    If Obama were to speak from Hiroshima (as no other sitting U.S. president ever has), this would allow the entire world to imagine a future no longer held hostage by fears of cold war, nuclear winter, or nuclear terrorism. As Obama has stated, political will and support for a nuclear-free world first requires imagination. An address from Hiroshima would be bold, historic and compelling.

    Obama’s groundbreaking April 5 speech in Prague — mentioned by many speakers at memorial events in Nagasaki and Hiroshima this past summer and widely reported in the Japanese media — shows just how closely attuned he is to the essence of Hiroshima’s viewpoint:

    “Now, understand, this matters to people everywhere. One nuclear weapon exploded in one city — be it New York or Moscow, Islamabad or Mumbai, Tokyo or Tel Aviv, Paris or Prague — could kill hundreds of thousands of people. And no matter where it happens, there is no end to what the consequences might be — for our global safety, our security, our society, our economy, to our ultimate survival.

    “Some argue that the spread of these weapons cannot be stopped, cannot be checked — that we are destined to live in a world where more nations and more people possess the ultimate tools of destruction. Such fatalism is a deadly adversary, for if we believe that the spread of nuclear weapons is inevitable, then in some way we are admitting to ourselves that the use of nuclear weapons is inevitable.”

    Obama showed his determination to confront this vital issue Sept. 24 by chairing a head-of-state U.N. Security Council session that unanimously passed an unprecedented resolution for the abolition of nuclear weapons worldwide. As yet, Hiroshima is not known to be on the U.S. president’s November Japan itinerary. He already has, however, received an open invitation from Mayor Tadatoshi Akiba, thousands of Hiroshima’s schoolchildren and many hibakusha (atomic bomb survivors).

    Such a visit would be well-timed: It would appeal to Japan’s eagerly progressive new administration, which has just swept the country’s long-dominant conservative Liberal Democratic Party out of office. It would signify to the international community that the U.S. once again embraces a more farsighted and responsible role in international diplomacy.

    It would demonstrate at a crucial juncture that the U.S. recognizes the horrific potential of nuclear weaponry (as President Harry Truman showed in his restraint during the Korean War) and is ready to join others, both in Japan and worldwide, in making much-needed efforts to eliminate that threat.

    A November “Hiroshima Address” need not dwell on the circumstances of the past. More constructively, it could affirm the potential for everyone to learn from Hiroshima’s experience and move decisively toward a nuclear-free future. Here is an opportunity to truly change history, dwarfing even U.S. President Richard Nixon’s journey to China — an embodiment of “the audacity of hope,” to which millions around the world have responded, and still yearn for.

    President Obama, fulfill the promise of your Nobel Peace Prize — speak to the world from Hiroshima!

  • Another Nobel Controversy

    The swirling controversy over President Barack Obama’s receipt of the Nobel Peace Prize brings to mind another controversy that began in October 1985, when the Norwegian committee announced that that year’s prize would go to International Physicians for the Prevention of Nuclear War (IPPNW).

    This global physicians’ movement was initiated in 1979 by Dr. Bernard Lown, a prominent American cardiologist deeply concerned about the spiraling nuclear confrontation between the United States and the Soviet Union and what it portended for the future. Approaching the distinguished Soviet cardiologist, Dr. Evgenii Chazov, with whom he had had previous professional contacts, Lown sought to convince Chazov that they should build an international physicians’ movement that would alert the world to the nuclear peril. Chazov was initially reluctant to involve himself in this venture, for it seemed likely to lead to the sacrifice of the modern hospital he was building and, worst of all, engage him in political difficulties with the Soviet authorities. Even so, he succumbed to Lown’s pleas and, in late 1980, a small group of U.S. and Soviet physicians laid the groundwork for IPPNW, with Lown and Chazov and co-chairs.

    Riding the wave of antinuclear protest during the early 1980s, IPPNW grew dramatically. By 1985, it had affiliates in 41 nations, with a membership of 135,000 physicians. Its U.S. affiliate was Physicians for Social Responsibility, which claimed some 37,000 members. As doctors were figures of considerable prestige, the reports, conferences, speeches, and lobbying by IPPNW, its affiliates, and its members on behalf of nuclear disarmament had considerable credibility and impact. As Chazov feared, he did draw a sour response from Soviet party conservatives. But he was shielded from their wrath thanks to his role as the personal physician to aging and ill Soviet government officials.

    In October 1985, when it was announced that IPPNW had been awarded the Nobel Peace Prize, the status of this global physicians’ movement soared. Irate at this turn of events, conservative parties and portions of the Western communications media launched a blistering attack upon it, charging that Chazov and other Soviet doctors were agents of the Kremlin and that Western doctors were hopeless dupes. In an editorial headed “The Nobel Peace Fraud,” the Wall Street Journal claimed that the Nobel committee had “hit a new low.” Forbes magazine—which advertised itself as “Capitalist Tool”—charged that “these medicine men are more eager to pounce on Uncle Sam than on the Red Bear.” It concluded: “The Norwegian Nobel committee blew it; this year they should’ve taken a powder.” A headline in the New York Daily News proclaimed “Soviet Propaganda Wins the Prize,” while the Detroit News assailed “Nobel Lunacies.” Chazov, particularly, was charged with everything from torturing Soviet dissidents to inventing the AIDS virus.

    The conservative governments of a number of NATO countries weighed in against IPPNW, with West German Chancellor Helmut Kohl appealing to the Nobel Committee to rescind the prize. When Jakob Sverdrup, the secretary of the Nobel Committee, was asked on German national television if a government had ever before urged that the award be rescinded, he responded affirmatively. In 1935, he noted, Adolf Hitler had issued an appeal against giving the award to a German pacifist, Carl von Ossietzky, then imprisoned in a Nazi concentration camp. Deeply embarrassed, the West German government dropped the issue.

    IPPNW leaders defended the organization’s integrity, but the best rebuttal occurred at the Nobel ceremonies that December. Lown and Chazov were doing their best to respond to hostile questions at a crowded press conference when a Soviet journalist tumbled to the floor, felled by a cardiac arrest. Immediately, Lown, Chazov, and other doctors raced to the stricken man’s side, taking turns pounding on his chest and giving him mouth-to-mouth resuscitation. Ultimately, they saved his life. When the press conference resumed, Lown, shaken but quick-witted, said: “What you have just seen is a parable of our movement. When a crisis comes, when life is in danger, Soviet and American physicians cooperate. . . . We forget ideology, we forget our differences.” And “the big issue confronting humankind today is sudden nuclear death.”

    This dramatic incident rallied support for IPPNW, which pressed forward with its antinuclear campaign—a campaign that made a significant contribution to subsequent nuclear disarmament treaties signed by the major powers. By late 1988, IPPNW had grown to a federation of physicians’ groups in 61 countries, with over 200,000 members. It continues its efforts today, as does its U.S. affiliate, Physicians for Social Responsibility.

    With this incident in mind, we should be wary before assailing the considered judgment of the Nobel Committee today, as it once again presents an award to a strong advocate of nuclear disarmament. Indeed, we might ask the conservative critics of awarding the prize to Obama what they have done for peace lately. And, if they have done nothing—or worse—we might well question their motives.

  • Remarks to the United Nations Security Council

    President Obama delivered these remarks to the United Nations Security Council meeting on nuclear disarmament and non-proliferation on September 24, 2009

    The 6191st meeting of the Security Council is called to order. The provisional agenda for this meeting is before the Council in document S/Agenda/6191, which reads, “Maintenance of international peace and security, nuclear proliferation, and nuclear disarmament.” Unless I hear any objection, I shall consider the agenda adopted. Agenda is adopted.

    I wish to warmly welcome the distinguished heads of state and government, the General — the Secretary General, the Director General of the IAEA, ministers and other distinguished representatives present in the Security Council chamber. Your presence is an affirmation of the importance of the subject matter to be discussed.

    The Security Council summit will now begin its consideration of item two of the agenda. Members of the Council have before them document S/2009/473, which contains the text of a draft resolution prepared in the course of the Council’s prior consultations. I wish to draw Council members’ attention to document S/2009/463 containing a letter dated 16 September 2009 from the United States of America, transmitting a concept paper on the item under consideration. In accordance with the understanding reached earlier among members, the Security Council will take action on the draft resolution before it prior to hearing statements from the Secretary General and Council members. Accordingly, I shall put the draft resolution to the vote now. Will those in favor of the draft resolution contained in document S/2009/473 please raise their hand? The results of the voting is as follows: The draft resolution is received unanimously, 15 votes in favor. The draft resolution has been adopted unanimously as Resolution 1887 of 2009.

    I want to thank again everybody who is in attendance. I wish you all good morning. In the six-plus decades that this Security Council has been in existence, only four other meetings of this nature have been convened. I called for this one so that we may address at the highest level a fundamental threat to the security of all peoples and all nations: the spread and use of nuclear weapons.

    As I said yesterday, this very institution was founded at the dawn of the atomic age, in part because man’s capacity to kill had to be contained. And although we averted a nuclear nightmare during the Cold War, we now face proliferation of a scope and complexity that demands new strategies and new approaches. Just one nuclear weapon exploded in a city — be it New York or Moscow; Tokyo or Beijing; London or Paris — could kill hundreds of thousands of people. And it would badly destabilize our security, our economies, and our very way of life.

    Once more, the United Nations has a pivotal role to play in preventing this crisis. The historic resolution we just adopted enshrines our shared commitment to the goal of a world without nuclear weapons. And it brings Security Council agreement on a broad framework for action to reduce nuclear dangers as we work toward that goal. It reflects the agenda I outlined in Prague, and builds on a consensus that all nations have the right to peaceful nuclear energy; that nations with nuclear weapons have the responsibility to move toward disarmament; and those without them have the responsibility to forsake them.

    Today, the Security Council endorsed a global effort to lock down all vulnerable nuclear materials within four years. The United States will host a summit next April to advance this goal and help all nations achieve it. This resolution will also help strengthen the institutions and initiatives that combat the smuggling, financing, and theft of proliferation-related materials. It calls on all states to freeze any financial assets that are being used for proliferation. And it calls for stronger safeguards to reduce the likelihood that peaceful nuclear weapons programs can be diverted to a weapons program — that peaceful nuclear programs can be diverted to a weapons program.

    The resolution we passed today will also strengthen the Nuclear Non-Proliferation Treaty. We have made it clear that the Security Council has both the authority and the responsibility to respond to violations to this treaty. We’ve made it clear that the Security Council has both the authority and responsibility to determine and respond as necessary when violations of this treaty threaten international peace and security.

    That includes full compliance with Security Council resolutions on Iran and North Korea. Let me be clear: This is not about singling out individual nations — it is about standing up for the rights of all nations who do live up to their responsibilities. The world must stand together. And we must demonstrate that international law is not an empty promise, and that treaties will be enforced.

    The next 12 months will be absolutely critical in determining whether this resolution and our overall efforts to stop the spread and use of nuclear weapons are successful. And all nations must do their part to make this work. In America, I have promised that we will pursue a new agreement with Russia to substantially reduce our strategic warheads and launchers. We will move forward with the ratification of the Comprehensive Test Ban Treaty, and open the door to deeper cuts in our own arsenal. In January, we will call upon countries to begin negotiations on a treaty to end the production of fissile material for weapons. And the Non-Proliferation Treaty Review Conference in May will strengthen that agreement.

    Now, we harbor no illusions about the difficulty of bringing about a world without nuclear weapons. We know there are plenty of cynics, and that there will be setbacks to prove their point. But there will also be days like today that push us forward — days that tell a different story. It is the story of a world that understands that no difference or division is worth destroying all that we have built and all that we love. It is a recognition that can bring people of different nationalities and ethnicities and ideologies together. In my own country, it has brought Democrats and Republican leaders together — leaders like George Shultz, Bill Perry, Henry Kissinger, and Sam Nunn, who are with us here today. And it was a Republican President, Ronald Reagan, who once articulated the goal we now seek in the starkest of terms. I quote:

    “A nuclear war cannot be won and must never be fought. And no matter how great the obstacles may seem, we must never stop our efforts to reduce the weapons of war. We must never stop until all — we must never stop at all until we see the day when nuclear arms have been banished from the face of the Earth.”

    That is our task. That can be our destiny. And we will leave this meeting with a renewed determination to achieve this shared goal. Thank you.

    In accordance with the understanding reached among Council members, I wish to remind all speakers to limit their statements to no more than five minutes in order to enable the Council to carry on its work expeditiously. Delegations with lengthy statements are kindly requested to circulate the text in writing and to deliver a condensed version when speaking in the chamber.

    US Leadership for Global Zero

    Barack Obama recognizes the importance for US and global security of achieving a world free of nuclear weapons. His election opens the door to US leadership to achieve the goal of zero nuclear weapons.

    He has promised: “I will make the goal of eliminating nuclear weapons worldwide a central element of US nuclear policy.” He has also stated, “A world without nuclear weapons is profoundly in America’s interest and the world’s interest. It is our responsibility to make the commitment, and to do the hard work to make this vision a reality. That’s what I’ve done as a Senator and a candidate, and that’s what I’ll do as President.”

    All of us on our planet share in this responsibility. It is a responsibility to ourselves, to each other, and to future generations.

    The United States created and used nuclear weapons during World War II. They are the most powerful weapons ever created. A single nuclear weapon can destroy a city, as we know from the bombings of Hiroshima and Nagasaki. With today’s more powerful nuclear weapons, we can readily surmise that a few nuclear weapons could destroy a country, and a nuclear war could destroy civilization and threaten most life on the planet.

    Nuclear weapons are now in the arsenals of nine countries: the US, Russia, UK, France, China, India, Israel, Pakistan and North Korea.

    Humanity’s challenge is to control and eliminate these weapons globally. Nuclear weapons are illegal, immoral, impractical and costly. We must keep the goal of a world free of nuclear weapons clearly before us: Zero nuclear weapons. Zero is both the safest and most stable number of nuclear weapons. But how do we move from a world with 26,000 nuclear weapons to global zero?

    We need to let the new US President know that Americans and people throughout the globe seek his leadership on this issue, reversing past US policy that has relied upon nuclear weapons and threatened their first use. We must call upon President-elect Obama to make his intentions known to the world, taking the following five steps to forge a path to a world free of nuclear weapons.

    First, make an unambiguous commitment on behalf of the United States to global zero and seek this commitment from all other nuclear weapons states. This is the simplest and most direct of the five steps and can be accomplished in a major foreign policy address.

    Second, pledge that the US government will deemphasize the role of nuclear weapons in military policy by taking the weapons off high alert status and by committing to No First Use of nuclear weapons, and seeking this commitment from all other nuclear weapons states. This will demonstrate to the world that the US commitment is more than mere rhetoric.

    Third, negotiate with the Russians, as a matter of high priority, major reductions in nuclear arsenals. Reach an agreement to reduce our respective nuclear arsenals to under 1,000 nuclear weapons, deployed and in reserve, by the year 2010. This agreement will likely require the US to abandon its plans for deployment of its unworkable and provocative missile defense system in Poland and the Czech Republic.

    Fourth, launch a major global effort to assure control of all nuclear weapons and the fissile materials to construct new nuclear weapons. This will be necessary for gaining confidence that a nuclear weapons-free world is attainable, particularly as the current nuclear weapons states move to lower and lower levels.

    Fifth, use the convening power of the United States to bring together the nine nuclear weapons states to negotiate a new treaty, a Nuclear Weapons Convention similar to the Biological and Chemical Weapons Conventions, for the phased, verifiable, irreversible and transparent elimination of nuclear weapons. When the existing nuclear weapons states have reached agreement, the Nuclear Weapons Convention should be opened for signature and ratification of all the world’s countries.

    With strong US leadership, the kind that Barack Obama has pledged, a nuclear weapons-free world could be achieved by the year 2020, and this should be the goal of those seeking a more secure world. It still would be far from a perfect world, but it would be a great triumph for humanity. It would pave the way to building a more peaceful and secure future for all inhabitants of earth.

  • Barack Obama’s Historic Victory

    This historic victory by Barack Obama is the first truly global election that has been celebrated by people around the world as if they had been voting participants. The reelection of George W. Bush in 2004 was also a national election with global reverberations, but it only aroused widespread feelings of fear and resentment around the world, and no sense of participation. What we are slowly learning is that the United States is the first global state, and as such, its elections become a global, as well as a national, event. From this perspective it is not surprising that peoples throughout the world follow American presidential campaigns and either cheer or lament their outcome. What may be still unappreciated is that for many societies these American elections seem to generate more interest and enthusiasm than do elections in their own country. Barack Obama’s landslide victory in the United States was without doubt an impressive achievement. It also restored international confidence in the health of the American body politic. It is worth noting that if peoples throughout the world had been enfranchised to vote in the American elections, the outcome would have been far more one-sided in Obama’s favor. Perhaps, someday the realities of political globalization will extend worldwide American voting rights, conferring actual rights as the foundation of an emergent ‘global democracy,’ but such a moment seems far off.

    There are many reasons for most Americans to affirm Obama’s victory. It does represent a remarkable threshold of achievement for African Americans who have long borne the cruel burdens of racism. Beyond this Obama’s signature claim to lead the United States derived initially from his principled opposition to the Iraq War from its onset. His unconditional commitment to end American combat involvement in Iraq was extremely popular with voters, and will be tested in the months ahead as the politics of disengagement and withdrawal unfolds. Obama’s campaign effectively championed the theme of change and hope countering the mood of despair associated with the disillusionment after eight years of George W. Bush’s presidency as recently intensified by the sharp economic downturn. The Obama victory, above all, signaled to the world an American willingness to repudiate Bush militarist and unilateralist approaches to global policy. It also clearly expressed a willingness to address the financial meltdown and its economic fallout with policies helpful to the mass of Americans, and not just to Wall Street. This meant a long overdue reassertion of regulatory authority over markets and banks. There will be broad support among the American people for moving in these reformist directions, but the path will also be blocked at every stage by special interests that benefit from keeping things as they are. The joy of the moment risks becoming the disappointment of the hour as the pain, tensions, and intractability of this economic crisis become clear to the citizenrty. The opportunities for this new president are exciting, and seem attainable given his inspirational qualities of leadership. And yet we must realize that the challenges are daunting, perhaps beyond the capacity of any leader to meet successfully, at least in the short run. Time will tell, but what now prevails is an unprecedented mood of high and happy expectations. This will certainly bring a reformist resolve to Washington, but such a mood is fraught with peril. It can quickly give way to a sense of bitter disappointment, and can even give rise to charges of betrayal.

    The most immediate foreign policy issues concern the war on terror, how to withdraw from Iraq and achieve stability in Afghanistan. Obama will undoubtedly do his best to end the American combat role in Iraq as soon as possible, more or less in accord with his promise of completing the process in 16 months. The success of this effort will depend heavily upon what recently semi-dormant Iraqi insurgent forces do during the initial stages of this withdrawal process, and this is impossible to foresee. Withdrawal is likely to go relatively smoothly if the contending forces in Iraq realize that the alternative to power-sharing accommodations and compromises would be a long and bloody civil war, but such an optimistic outlook may never materialize, and then what. The rapid removal of American troops is quite likely to lead to an immediate escalation of Iraqi violence as anti-government forces are tempted to test the will and capability of the Maliki government in circumstances where it is losing American support. If this latter scenario unfolds, it would exert considerable pressure on Obama to halt further withdrawals, or even reverse course. Under these conditions Obama would likely seek to avoid being charged with responsibility for a costly defeat in Iraq. Republican critics will undoubtedly will allege that such regression in Iraq would have been averted had the Bush/McCain policy of indefinitely prolonging the military engagement continued to guide American policy. As is always the case with foreign intervention in an unresolved struggle for national self-determination, uncertainty pervades any policy choice. Obama’s opposition to the undertaking of the Iraq War has long been vindicated, but whether his advocacy of rapid extrication is feasible under current conditions will remain uncertain during the months ahead. In light of these risks, Obama advisors may be tempted to pursue a more ambiguous policy path in Iraq by appearing to withdraw, but actually redeploying most of the American troops in the region, including the retention of a large military presence in Iraq. If Obama opts for such caution it may temporarily calm some conservative critics in Washington and the media but he will encounter sharp criticism from his legions of young supporters who did so much to elect him. How Obama decides to walk this tightrope between the political mainstream and his grassroots movement will shape the early months of his presidency, especially in foreign affairs.

    Obama is simultaneously being challenged by a deteriorating security situation in Afghanistan that includes the revival of the Taliban, a weak central government in Kabul, and the mounting political difficulties of dealing with hostile cross border forces located in Pakistan. During the presidential campaign Obama pursued a centrist line on the war on terror by advocating an enhanced involvement of American military forces in Afghanistan without ever questioning whether this underlying ‘war’ should be ‘undeclared,’ and terrorism treated as elsewhere in the world, as a matter for law enforcement and intelligence operations, and taking full advantage of inter-governmental cooperation. Both Obama and McCain favored augmenting American troops on the ground in Afghanistan by at least 32,000. Obama contended that such a shift could be achieved without further straining the overstretched military by assigning some of the departing American forces from Iraq to Afghanistan. What is at stake here is Obama’s double view of the two wars, that the Iraq War was a wrong turn, whereas the Afghanistan War was a correct response to 9/11 but was not properly carried to completion primarily due to the diversion of attention and resources to Iraq. Obama wants to correct both mistakes of the Bush presidency, but at the same time he appears to subscribe to the major premise that declaring “a war on terror,” at least on al Qaeda, was the right thing to do, and that Afghanistan is a necessary theater of military engagement, including insisting upon and managing Afghan regime change. Obama has also made some threats about carrying out attacks in Pakistan, even without the consent of Islamabad, if reliable intelligence locates Osama Bin Laden or al Qaeda sancturaries.

    What is most troublesome about according renewed attention to Afghanistan is its seemingly uncritical reliance on counterinsurgency doctrine to promote American interests in a distant foreign country. General David Petraeus has reformed counterinsurgency doctrine and practice in intelligent ways that exhibit a more sensitive appreciation of the need of American military forces to win over the population and be respectful toward the indigenous culture and religion, but it is still counterinsurgency. That is, it remains an intervention in internal political life by foreign military forces, which is inevitably an affront to sovereign rights in a post-colonial era of international relations. In practical terms, this means that a substantial portion of the Afghan people will probably view the American undertaking in their country with suspicion and hostility, and are likely to be supportive of resistance efforts. There is no doubt that the former Taliban regime was oppressive, as was Saddam Hussein’s regime, but it still remains highly questionable whether a sustainable politics of emancipation can be achieved by military means, and the effort to do so is at best extremely costly and destructive, and often lands intervening forces in a quagmire. This is the overriding lesson of the American defeat in Vietnam, which has yet to be learned by the foreign policy establishment. What has been attempted over and over again is to tweak counterinsurgency thinking and practice so as to make it succeed. It will be tragic if the Obama presidency traps itself on the counterinsurgency battlefields of Afghanistan. It would be far more understandable to mount a limited challenge to the al Qaeda presence in Afghanistan and Pakistan, but quite another to undertake the political restructuring of a foreign state. It should be chastening to reflect upon the fact that the British Empire, and even the Soviet state with its common border, failed in their determined attempts to control the political destiny of Afghanistan. It will be so sad if the promise of the Obama presidency is squandered as a result of a misguided and unwise escalation of American ambitions in Afghanistan.

    The other immediate concern for the Obama presidency will be Iran. Obama was much criticized during the presidential campaign for his announced readiness to meet with leaders of hostile states, including Iran, without preconditions. It remains to be seen whether Obama will risk his currently strong international reputation by arranging an early meeting with President Ahmadinejad, especially devoted to ensuring that Iran’s nuclear program does not end up producing nuclear weapons. Such diplomacy would represent a gamble by both parties. If successful, it will demonstrate the wisdom of Obama’s approach, and could be the start of an encouraging regional approach to peace and security in the Middle East, especially if the Iraq withdrawal goes forward successfully, and even more so, if it comes that Iran helps to keep Iraq stable during the removal of American forces. But if such an initiative falters, as seems far more probable, then it will erode Obama’s capacity to bring about an overall change in American foreign policy, and it could even lead to heightened regional tensions, risking a widening of the war zone.

    One golden opportunity for the Obama presidency is to reopen the question of nuclear disarmament. The atomic attacks on Hiroshima and Nagasaki in 1945 frightened world leaders about the future and created a momentary resolve to find ways to ensure that these weapons would never be developed further or used again. This resolve was soon dissipated by the Cold War rivalry, which expressed itself in part by a superpower arms race, as well as by the gradual acquisition of nuclear weaponry by additional countries. Not since the end of World War II has there been such a realization as at present that the future of world order is severely threatened by the existence and spread of these ultimate weapons of mass destruction. Favoring nuclear disarmament in the early 21st century is no longer just a peace movement demand that is not taken seriously in governmental circles. Nuclear disarmament has been recently endorsed by several eminent and conservative American political figures: Henry Kissinger, former Republican Secretary of State George Shultz, former Democratic Secretary of Defense William Perry, and former chair of the Senate Armed Forces Committee Sam Nunn. Their reasoning is set forth in two jointly authored articles published in the Wall Street Journal that are premised on realist approach to global security and shaped by a preoccupation with fulfilling American national interests. They argue that the gradual erosion of the Nonproliferation Regime makes the possession and existence of nuclear weapons by the United States far more dangerous than are the risks associated with their elimination by way of negotiated and monitored reductions. Both Obama and McCain expressed general support for a world free from nuclear weapons, but without proposing any specifics. Many observers of the international scene since the Soviet collapse have worried about such weapons falling into the hands of political extremists via the black market or through theft, especially given the ‘loose nukes’ contained in Russia’s poorly guarded arsenal of nuclear weapons. Similar worries have accompanied speculations that the government of nuclear Pakistan might be taken over by political elements with strong links to extremists. There is little doubt that an Obama call for a major conference of nuclear weapons states for the purpose of achieving total nuclear disarmament over a period of one or two decades would generate strong endorsements from most governments and great enthusiasm at the grassroots. Of course, achieving a consensus among the nine nuclear weapons states will not be easy, but the effort to do so if genuinely promoted by the United States, would be worthwhile. It would at the same time help Obama sustain his footing on the moral high ground of world affairs even should the effort become bogged down by disagreements. Putting nuclear disarmament high on the American policy agenda would also provide global civil society with an activist cause with wide transnational appeal.

    There is at present lots of commentary acknowledging the changing geopolitical landscape: the rise of China and India, a resurgent Russia, the collective force of the European Union, and the leftward tilt of Latin America. Clearly the unipolar moment of the 1990s has passed, and it seems likely that the Obama presidency will go out of its way to affirm its recognition of a multipolar world. It will also exhibit a far more active reliance on the mechanisms of international cooperation than has been the case in recent years. The Obama leadership will also hopefully do its best to avoid pressures to revive the Cold War, as were evident in the neoconservative call for the defense of Georgia last August, or in its warning of the start of a new phase of international relations based on great power rivalry. A generally hopeful trend in world affairs, pioneered by Europe, is the rise of regionalism in Asia, Latin America, and Africa, which could produce new forms of cooperation and peacekeeping that might encourage Washington to accept a more modest global presence, which in turn would begin the difficult process of acknowledging that America’s existing overseas commitments had so far outrun its capabilities that it could no longer meet the domestic needs of its own population.

    It is likely that this renewal of multilateralism will express itself in a more constructive approach to the United Nations as well as a determined effort to achieve a shared global strategy on climate change. Here, too, rhetorical promise may not be accompanied by corresponding action. The Obama presidency is likely to give an immediate priority to domestic issues, especially in view of the sharply falling economy that has already caused a credit crisis, housing foreclosures, widespread unemployment, huge fiscal deficits, and a declining national product. As a result, it would be almost currently impossible for any political leader to summon the political will needed to commit sufficient resources to deal effectively longer range global challenges. The overall American situation increasingly requires some serious structural moves, as well as crucial readjustments of policy. At present, there is no indication that either Obama or his advisors are thinking along these lines. There is no way that the United States can live up to the Obama promise, or more modestly, free itself from its current difficulties without at least taking the following fundamental steps: reducing its military expenditures by 50%, which means closing many foreign military bases, reducing drastically its global naval presence, and ending its program of nuclear defense and the militarization of space; it also means going all out for nuclear disarmament and the abandonment of counterinsurgency and preemptive/preventive war doctrines; and it would require an abrupt shift in economic policy from a reliance on capital-oriented neoliberalism to a people-oriented return to Keynesianism. Given the unlikelihood of moving decisively in these directions during this first Obama presidential term, it will be important to lower expectations so as to avoid cynicism and despair. At the same time critical independent voices must continue to call attention to these deeper challenges.

    President-elect Obama and a World Free of Nuclear Weapons

    The election of Barack Obama as President of the United States is a great moment for America and the world – a time of celebration and tears. The American people have chosen hope over fear, unity over division. In doing so, we have repudiated policies of violence, lawlessness and closed-door rule. We have restored hope and made possible the restoration of America’s credibility in the world.

    President-elect Obama has already made many statements about US nuclear policy during his long campaign for the presidency. The one I like best is: “A world without nuclear weapons is profoundly in America’s interest and the world’s interest. It is our responsibility to make the commitment, and to do the hard work to make this vision a reality. That’s what I’ve done as a Senator and a candidate, and that’s what I’ll do as President.”

    He has also said, “I will make the goal of eliminating nuclear weapons worldwide a central element of US nuclear policy.” He has also wisely stated that “if we want the world to deemphasize the role of nuclear weapons, the United States and Russia must lead by example.” He has made clear that he does not seek unilateral disarmament, but that America must lead in achieving the global elimination of nuclear weapons.

    Among the specific steps for US leadership that the newly elected President emphasized in his campaign are the following:

    • lead an international effort to deemphasize the role of nuclear weapons around the world;
    • strengthen the Nuclear Non-Proliferation Treaty;
    • lock down the loose nuclear weapons that are out there right now;
    • secure all loose nuclear materials within four years;
    • immediately stand down all nuclear forces to be reduced under the Moscow Treaty and urge Russia to do the same;
    • seek Russia’s agreement to extend essential monitoring and verification provisions of the START I [Strategic Arms Reduction Treaty] before it expires in December 2009;
    • work with Russia to take US and Russian ballistic missiles off hair-trigger alert;
    • work with other nuclear powers to reduce global nuclear weapons stockpiles dramatically by the end of his presidency;
    • stop the development of new nuclear weapons;
    • seek dramatic reductions in US and Russian stockpiles of nuclear weapons and material;
    • set a goal to expand the US-Russian ban on intermediate-range missiles so that the agreement is global;
    • build a bipartisan consensus for ratification of the Comprehensive Test Ban Treaty;
    • cut investments in unproven missile defense systems; and
    • not weaponize space.

    President-elect Obama has proven himself a man of vision and integrity. For the first time since Presidents Reagan and Gorbachev met at the Reykjavik, Iceland Summit in 1986 and came close to reaching an agreement on abolishing nuclear weapons, the vision of a world free of nuclear weapons appears to be within the realm of possibility. This will require presidential leadership, and the President-elect will need support and encouragement from the American people and from people throughout the world.
