  • Radioactive Reservation: The Uphill Battle to Keep Nuclear Waste Off Native American Land

    Nuclear waste is not just an issue for those who live near a nuclear reactor or waste site. It is an issue that in time – due to deadly, toxic waste that will remain harmful for thousands of years – will have adverse affects on the entire world. However, the reality within the United States is that one group has been disproportionately affected by waste policies since the inception of the US nuclear program – the Native American population. In the quest to dispose of nuclear waste, the government and private companies have disregarded and broken treaties, blurred the definition of Native American sovereignty, and directly engaged in a form of economic racism akin to bribery.

    Many people consider treaties between Native American tribes and the United States government to be a topic reserved for history books, yet few realize how hard many Native American tribes are still battling over treaty rights being denied to them. The nuclear waste storage issue has become the most recent excuse for the government to breach treaties made with Native American tribes and perhaps the most well known example is the proposed waste storage site at Yucca Mountain. The planned nuclear waste dump site lies on sacred land to which the Shoshone people have rights based on the Treaty of Ruby Valley. The Western Shoshone Tribe has sued the government, but with little success in halting the plans for the permanent storage of 77,000 metric tons of nuclear waste at Yucca Mountain. The government has attempted to offer the Shoshone monetary compensation for the use of their land as a radioactive dump. However, the Shoshone people have refused the bribe and they continue to reiterate that they would rather have their land nuclear free than money in their pockets and their land desecrated beyond repair.

    The issue of nuclear waste has played a key role in obscuring the definition of Native American sovereignty. Although sovereignty is a simple concept, contradictory government policies have skewed its definition and made it a sticky subject for even the politically astute to comprehend. By turning their nose up at treaties and claiming Native American land as their property for nuclear testing and radioactive waste dumping, the government has blown gaping holes into Native American sovereignty rights. Sadly, the government’s view on sovereignty is that “.an Indian Tribe is sovereign to the extent that the Untied States permits it to be sovereign.” (United States v. Blackfeet Tribe, 1973). No Native American nation can be a truly autonomous entity if the United States government can choose when they wish to give them sovereignty.

    In the late 1980s, the United States government seemed to make a complete 180 degree turn when it began to support the idea of Native American sovereignty, but the goal was still the same: to place nuclear waste storage sites on Native American lands. The Department of Energy appealed to native tribes to host temporary nuclear storage sites on their land, mostly based on the fact that restrictions placed on such sites are not as strict on reservations because of their sovereign status. In the words of the Grace Thorpe, an activist against the dumping of nuclear waste on native reservations and a member of the Sac and Fox tribe, “The real irony is that after years of trying to destroy it, the United States is promoting Indian national sovereignty — just so they can dump their waste on Native land.”

    The broken treaties and the confusion injected into the issue of Native American sovereignty are disturbing to be sure. However, the most disturbing aspect of United States nuclear waste policy is the blatant economic racism this policy exhibits. As a whole, Native Americans are the most poverty stricken ethnic group in the United States. On average, 23 percent of Native American families live in poverty, which is almost double that of the national poverty rate of families at 12 percent. Nuclear utility companies and the United States government take advantage of the overwhelming level of poverty on native reservations by offering them millions of dollars to host nuclear waste storage sites.

    No matter how pretty a picture the government paints about their “benevolent” efforts to improve the economic development of the reservations, this policy is virtually a bribe to try to coerce Native tribes into taking nuclear waste out of the hands of the government. An example of this occurred in 1989; Waste Tech Incorporated approached a small Navajo community with an offer to provide 175 jobs, a hospital, and a minimum of $100,000. In exchange, the community would allow Waste Tech to put a toxic waste incinerator and a dump to bury the dangerous toxic ash on their land. At the time, the tribe had a 72 percent unemployment rate. The tribe was targeted by this company because of their poor economic condition. The government itself has almost exactly copied this tactic and solicited Native American tribes with a reservation to host a waste site.

    Yucca Mountain is just one more example to add to the list of the United States government’s existing nuclear waste policies that are transparently racist, violate long-standing Native American treaty rights and disregard Native American sovereignty or use it for their own ends. Millions of dollars are being spent to bribe a minority portion of the population to take stewardship of the majority’s nuclear waste. Is this the best method the United States government can devise to deal with the issue of nuclear waste? Or is it just the simplest option available to the government with the least public visibility? With the billions of dollars spent each year on nuclear weapons and power plants, wouldn’t a more feasible option be to, first and foremost, stop producing new nuclear waste and redirect some of this money to solving the ever growing problem of nuclear waste? Since its formation, the United States government has subjugated and subdued Native Americans, and it is time to reverse this trend, beginning with the government’s policies on nuclear waste.

    Poisonous Uranium Munitions Threaten World

    The use of weapons containing uranium violates existing laws and customs of war and “constitutes a war crime or crime against humanity,” according to a leading U.S. expert on humanitarian law.

    Karen Parker, a San Francisco-based expert in armed conflict law, told American Free Press that the use of radioactive uranium weapons violates the Hague and Geneva Conventions as well as the Conventional Weapons Convention of 1980.

    Although no treaty specifically bans DU weapons, they are illegal “de facto and de jure,” Parker said. However, a class action lawsuit by victims of DU weapons will probably be required for a court to ban their use, she said.

    ‘ILLEGAL FOR ALL COUNTRIES’

    “A weapon made illegal only because there is a specific treaty banning it is only illegal for countries that ratify such a treaty,” Parker wrote in a paper, “The Illegality of DU Weaponry,” presented at the International Uranium Weapons Conference in Hamburg, Germany last October. However, “a weapon that is illegal by operation of existing law is illegal for all countries.”

    Parker, a delegate to the UN Commission on Human Rights since 1982, provides legal advice to the UN on DU weapons and other matters of humanitarian law.

    “DU weaponry cannot possibly be legal in light of existing law,” Parker said.

    “In evaluating whether a particular weapon is legal or illegal when there is not a specific treaty, the whole of humanitarian law must be consulted,” Parker wrote.

    According to humanitarian law, the illegality of DU weapons is based on four criteria:

    The first is the “territorial” test. Weapons may only be used in the legal field of battle. Weapons may not have an adverse effect off the legal field of battle.

    The second is the “temporal” test, meaning that weapons may only be used for the duration of an armed conflict. A weapon that continues to act after the war violates this criterion.

    The territorial and temporal criteria are meant to prevent weapons from being “indiscriminate” in their effect.

    The third rule is that a weapon cannot be unduly inhumane. The Hague Convention of 1907 prohibits “poison or poisoned weapons.” Because DU weapons are radioactive and chemically toxic, as the military knows, they fit the definition of poisonous weapons banned under the Hague Convention.

    WHAT THE MILITARY KNOWS

    The Defense Department is well aware of the toxic effects of DU. In an official presentation by U.S. Army Reserve Col. J. Edgar Wakayama at Fort Belvoir, Va. on Aug. 20, 2002, the dangers of exposure to DU were clearly spelled out:

    “Inhalation exposure has a major effect on the lungs and thoracic lymph nodes,” Wakayama read from a slide. “The alpha particle taken inside the body in large doses is hazardous, producing cell damage and cancer. Lung cancer is well documented,” he noted.

    “Urine samples containing uranium are mutagenic [capable of producing mutation]” and “the cultured human stem bone cell line with DU also transformed the cells to become carcinogenic,” Wakayama read.

    DU deposited in the bone causes DNA damage because of the effects of the alpha particles, Wakayama stressed. One gram of DU emits 12,000 high-energy alpha particles per second.

    The fourth rule for weapons, the “environmental” test, says that weapons cannot have an unduly negative effect on the natural environment.

    Wakayama advised, “Heavily contaminated soil should be removed if the area is to be populated with civilians.”

    Wakayama described the dangers to children playing in contaminated soil and the leaching of DU into local water and food supplies.

    DU FAILS ALL LEGAL CRITERIA

    DU weaponry fails all four tests, Parker says. Because it cannot be contained to the battlefield, it fails the territorial test. Airborne DU particles are carried far from the battlefield affecting distant civilian populations and neighboring countries.

    Because the uranium dispersed on the ground and in the air cannot be “turned off” when the war is over, DU fails the temporal test.

    “The airborne particles have a half-life of billions of years and have the potential to keep killing . . . long after the war is over,” Parker wrote.

    “The status of DU as nuclear, radiological, poison or conventional does not change its illegality. When the weapons test is applied to DU weaponry, it fails,” she concluded.

    DU weapons fail the humaneness test because of how they kill, Parker says, “by cancer, kidney disease etc, long after the hostilities are over.

    “DU is inhumane because it can cause birth defects such as cranial facial anomalies, missing limbs, grossly deformed and non-viable infants and the like, thus affecting children . . . born after the war is over,” Parker said.

    “The teratogenic [interfering with normal embryonic development] nature of DU weapons and the possible burdening of the gene pool of future generations raise the possibility that the use of DU weaponry is genocide,” she wrote. “Willfully causing great suffering or serious injury to body or health” of civilians constitutes a grave breach of the fourth Geneva Convention, and this is “exactly what DU weapons do.”

    Finally, because DU weapons cannot be used without unduly damaging the natural environment, they fail the fourth rule for weapons, the environmental test.

    “No available technology can significantly change the chemical and radiological toxicity of DU,” the Army Environmental Policy Institute reported to Congress in 1994. “These are intrinsic properties of uranium.”

    “Regarding environmental damages, users of these weapons are obligated to carry out an effective cleanup,” Parker wrote. “The cost of legal claims and environmental cleanup for the gulf wars alone could be staggering.”

    “Use of DU weaponry necessarily violates the ‘grave breach’ provision of the Geneva Conventions, and hence its use constitutes a war crime or crime against humanity,” Parker concluded.

    Questions regarding the legality of DU weapons were sent in writing to the Pentagon’s appointed spokesman on DU matters, James Turner.

    Turner told AFP that he was “not qualified” to answer such questions.

    By press time the Pentagon had not responded to repeated requests for information.

  • Blast from the Past: National Missile Defense is Back

    Sometime in mid-September, a Minuteman III ballistic missile carrying a dummy nuclear warhead will be launched from Vandenberg Air Force Base and travel 4,800 miles towards Kwajalein Atoll in the Marshall Islands . 20 minutes later, a multiple-stage booster rocket launched from Kwajalein will deliver a “kill vehicle” some 100 miles above earth. Aided by military satellites and an array of ground-based radars, the “kill vehicle” will hone in on the missile and make a “fly-by” without actually intercepting it. Another test will take place a couple months later, probably timed for the November election. If all goes well, the Missile Defense Agency and the Bush administration will rejoice – the U.S. will be just one step away from having an “operational” Ground-Based Mid-course Defense system (GMD), one component of a national missile defense.

    GMD’s job is to shoot down intercontinental ballistic missiles (ICBMs) with missiles, the proverbial “hitting a bullet with a bullet.” If this sounds familiar, that’s because it is. While most Americans remember the Reagan-era “Star Wars” project – a technically unfeasible boondoggle – they may be unaware that a similar project is coming to fruition in the post-Cold War, post-9/11 era. In just four short years, the Bush administration has poured $20 billion into developing and deploying a staggering global network of radar, satellites, and sea-, land-, space-, and air-based defense systems, designed to intercept missiles at any point in their flight. This complex, integrated system is collectively called the Ballistic Missile Defense (BMD). President Bush is prepared to announce that the GMD component is ready to be deployed as the first rudimentary step towards full national missile defense. By the end of the year, six missile silos in Alaska will be equipped with interceptor missiles on alert; four more will be in place at Vandenberg.

    This all may come as a surprise to many Americans whose focus has been on two wars and the global fight against terror in the past three years. In the era of low-tech terror, precious resources are being spent to combat a non-existent threat using Cold War technology. Nonetheless, national missile defense is quickly becoming a reality, thanks to the efforts of defense companies, hawks in the Bush administration, and the complicity of some Democrats. “Reality,” however, is a relative term. When GMD goes on-line later this year it will only be “operational” in 3 out of 23 essential categories, according to the Center for Defense Information. Furthermore, out of the eight intercept tests conducted since 1999, only five have succeeded. Five out of eight may not sound so bad, until you consider that the tests are stage-managed to produce positive results. For example, the target in a July 2001 test had a beacon attached to it that helped the “kill vehicle” score a hit. The General Accounting Office has charged, ” As a result of testing shortfalls and the limited time available to test the BMDS being fielded, system effectiveness will be largely unproven when the initial capability goes on alert…” In other words, there is no evidence to demonstrate that missile defense currently works. There may never be since it is impossible to conduct a “realistic” test outside of an actual attack.

    Even if missile defense’s problems were limited to kinks that technicians could work out, what is the big rush to have a system ready this year? The Bush administration cites the necessity of dealing with ICBMs in the hands of “rogue states,” especially North Korea . However, North Korea poses only a distant threat in this area because it neither currently possesses the capability nor is likely to use an ICBM because the U.S. could easily track the missile and retaliate with devastating force.

    Missile defense is an old idea that just won’t die. It’s been kept alive through changing times and evolving threats through hubris and the will of powerful, well-connected interests. National missile defense drains resources needed to promote peace at home and abroad; threatens global security by trashing long-standing treaties; and provides incentives for other countries to step up their own missile programs.

  • In the Battlefields of Depleted Uranium

    When we imagine the horrors of nuclear warfare, the twin scepters of Hiroshima and Nagasaki naturally come to mind.  As the only cases of nuclear weapons actually used on a human population, Hiroshima and Nagasaki present, on one hand, the instant and indiscriminating annihilation of all living things and, on the other, the equally malignant long-term effects of fallout.  Yet, however much we may fear and loathe the Bomb, we know what to expect from it. Its destructive power is immense, but predictable. Nuclear warfare is absolute and final; there are no questions about its risks and consequences.  Guided by this knowledge, 50 years of global policy rested on the essential plank that neither side would risk the destruction of itself and the world by launching a first strike.  Contrast this with what many people call “nuclear warfare of a different sort”: the use of depleted uranium (DU) on the battlefield, an issue as thorny as it is enduring.

    DU is the waste product of enriched uranium that is used in nuclear weapons and reactors.  The process of “enriching” uranium involves taking naturally occurring uranium ore and separating the highly radioactive and unstable U-235 isotopes from their much less radioactive cousins, U-238.  This leftover “depleted” uranium is composed of over 99% U-238, and is 60% less radioactive than natural uranium.  However, tests conducted on DU tank armoring and munitions used in Kosovo by NATO troops demonstrated that trace amounts of plutonium and other radioactive elements do sometimes find their way into the mix.  The military is fond of trumpeting the technical truth that DU is less radioactive than that found in nature, but is less candid about its dangers when actually deployed as a weapon.

    The reason for the military’s love affair with DU is that it has proven effective.  DU has several physical properties that make it devastating as a material for both armor and armor-piercing projectiles.  DU is 1.7 times denser than lead and “self-sharpens” as it penetrates metal, allowing it to rip through opponent tanks like “a knife through butter,” in the words of many soldiers who have struggled to explain its awesome power.  DU is also “pyrophonetic,” meaning that it catches fire in the air.  Upon hitting armor, it explodes and releases millions of tiny particles that can be inhaled.  Besides incinerating the occupants of the vehicle, the toxic dust can contaminate the tank and the surrounding area.

    During DU’s debut in Gulf War I, the A-10 Thunderbolt “tank-killer” aircraft and the M1A1 Abrams tank were able to decimate the Iraqi tank forces with almost no US casualties.  The bullets weren’t the only “success.” Stories abound, perhaps apocryphal, that shells Iraqis fired at DU-armored tanks simply bounced off.  In the aftermath of the Gulf War, DU was celebrated as one of the many lethal tools that led to the overwhelming US victory over Iraq .  DU was such a smashing success that it was trotted out again in Kosovo , Bosnia , and Gulf War II.

    If soldiers liked it, then military planners like it even more.  DU provides them with an expedient solution to much of the waste generated by nuclear production.  The Department of Defense (DoD) has a 1.2 billion-pound stockpile of DU, which it happily gives away to weapons manufacturers – “one man’s trash is another man’s treasure.”  Defense companies take the heretofore-useless waste and manufacture bullets that are 10 times cheaper than the less powerful tungsten alternative.  Then, on the battlefield, planes and tanks can blow up the bad guys while junking the uranium waste for someone else to deal with.  It’s almost too good to be true.

    Except, there’s a hitch.  The debate over whether DU has caused harm to soldiers and civilians has raged for almost 15 years now.  After the first Gulf War, thousands of British and American veterans began exhibiting a host of mystifying symptoms – shortness of breath, diarrhea, muscle pain, tiredness, lack of concentration, and depression – that by 1993 assumed the name, “Gulf War Syndrome.”  Fourteen years and hundreds of studies later, the cause of the veterans’ ailment has been narrowed down to: stress; nerve gas exposure; pesticides; desert diseases; parasites; pollution from burning oil wells; sand; biological agents; DU or some combination thereof.  Naturally, veterans are frustrated with the inconclusiveness of the medical studies and angry with the Pentagon for insufficient medical care and what they see as blatant prevarication.

    In many respects, the military has gone out of its way to avoid taking responsibility for Gulf War Syndrome.  When thousands of vets stepped forward to report their illnesses, the Army Surgeon General’s office insisted that only 35 veterans had been exposed to DU. Despite growing pressure, the Pentagon toed this line until 1998 when they finally admitted, “Combat troops or those carrying out support functions generally did not know that DU-contaminated equipment such as enemy vehicles struck by DU rounds required special handling. The failure to properly disseminate such information to troops at all levels may have resulted in thousands of unnecessary exposures.”  Up to this point, the Department of Veteran Affairs, believing the Pentagon, had only conducted one study of 33 soldiers exposed to “friendly fire.”  The VA trumpeted the findings of the study – that none of the soldiers had “uranium-related adverse outcomes.”  However, advocates for veterans’ health acquired internal memoranda from the Pentagon which showed that one of the study participants has cancer and that the VA knew the sample size was too small for accurate results.

    As recently as 2004, British officials went so far as to accuse their soldiers of “faking” Gulf War Syndrome.  In this vacuum of conclusive evidence, many veterans along with outside medical experts and activists have formulated their own opinions.  DU has become suspect Number One.  An excellent 2003 report entitled “Case Narrative: Depleted Uranium (DU) Exposures,” published by a coalition of veterans, nuclear experts, and activists, summarizes this point-of-view:

      Our investigation leads us to conclude that the United States Department of Defense (DoD) has engaged in a deliberate attempt to avoid responsibility for consciously allowing the widespread exposure of hundreds of thousands of United States and coalition servicemen and women to more than 630,000 pounds of depleted uranium released by US tanks and aircraft during the Persian Gulf War. The Department of Defense’s actions regarding depleted uranium exposures have been characterized by a blatant disregard for existing laws and regulations, human rights, and common sense. The Pentagon’s desire to ensure the future use of depleted uranium ammunition has taken precedence over the need to protect American troops from exposure to depleted uranium and the requirement to provide medical care to servicemen and women who have developed serious health problems due to their exposure to depleted uranium.

    Despite this strong stance, the author of this study, Dan Fahey, is quick to point out in interviews that while the DoD has been negligent in pursuing the possibility of DU as a cause of the illness, some anti-DU activists’ shrill accusations have beggared the debate.  This has allowed military leaders to ignore dissenters and hide behind what they call “inconclusive” medical evidence.  The combination of officialdom’s intransigence and the victims’ (rightful) suspicions has soured relations on all sides and led to a severe politicization of the issue.

    However, one of the preeminent medical experts on Gulf War Syndrome, Robert Haley of the University of Texas ‘s Southwestern medical center in Dallas , believes he has made substantial headway in figuring out the cause or causes of the soldiers’ problems, much to the chagrin of defense officials.  By studying the brain images of deployed troops, he pinpointed damage that resonated with preexisting research on the effects of sarin gas on rats. (Soldiers were exposed to low-level sarin gas during chemical fires in Iraq ).  As Haley’s work gained credibility through more detailed study and corroboration with other scientists, the US government began nixing the funding.  On 4 August 2004 , Haley appealed in person to the British government for help to continue his research.  Haley’s hypothesis does not preclude the possibility that DU did contribute to some of the illnesses associated with Gulf War Syndrome; however, it may foreshadow a permanent sidelining of DU as a dangerous and inhumane weapon.  That would be a shame.

    If the military treats suffering veterans so dismissively, one can rest assured that foreign civilians exposed to toxic battlefields receive even less concern.  In each of the conflicts where the US employed DU weaponry – Gulf War I, Bosnia, Kosovo, and Gulf War II – civilians, the medical community, and the government have complained of elevated rates of cancer, birth defects, and other health problems in the aftermath of the fighting.  Children are especially susceptible.  In a revelatory film about DU shot by a German crew, young Iraqi children are shown handling DU tank shells, playing on contaminated vehicles, and collecting scraps of radioactive junk.  Siegwart-Horst Gunther, a German epidemiologist, interviews Iraqi doctors who tell of cases of cancer increasing ten-fold in the years after the first Gulf War.  The doctors proffer pictures of infants born with horrific defects – grotesquely bloated bellies, external bladders, missing limbs – that they said were never seen before.  In their minds, there is no doubt that DU is to blame.  And that the US is waging a war of genocide.  The Pentagon counters that Saddam was behind these claims, stage-managing a propaganda war against the US .  Yet, many Western medical experts, friends of neither Saddam nor the US government, have conducted both fieldwork in Iraq and research in the lab that convinces them that the links between DU and Iraqi sicknesses are clear.

    In some instances even the military seems to admit that DU is inherently dangerous to human beings and the environment.  In the US , the Army has decided to clean up the DU-contaminated Nevada Test Site.  At an ammunition range in Indiana , the US military may spend up to $6 billion to remove 68,000 kilograms of DU ammunition waste.  The US Navy has opted to use tungsten bullets instead of DU. In Kosovo, British soldiers were issued protective suits to wear when handling DU-contaminated objects.  In 1993, the US Army Surgeon General’s Office found that the “[e]xpected physiological effects from exposure to DU dust include possible increased risk of cancer (lung or bone) and kidney damage.”

    In order to condemn DU, we do not need absolute empirical verification – the likelihood of achieving such a thing is unlikely in this case.  In order to ask the international community to make the use of DU a war crime, we do not need the Pentagon to confess wrongdoing.  In order to call for a full investigation of the Gulf War Syndrome and the possible links between DU and civilian illness, we do not need the blessing of the established medical community or the government.   Hiroshima and Nagasaki ushered in the nuclear age almost 60 years ago, scattering poisonous seeds of which many are just now coming to fruition.  Many of these problems are extremely complicated and the answers not immediately clear. Nonetheless, it is imperative that we approach the issues of DU and Gulf War Syndrome with the same degree of concern and compassion as we do the more spectacular problems of full-blown nuclear warfare.

  • Depleted Uranium Blamed for Cancer Clusters Among Iraq War Vets

    A discovery by American Free Press that nearly half of the recently returned soldiers in one unit from Iraq have “malignant growths” is “critical evidence,” according to experts, that depleted uranium weapons are responsible for the huge number of disabled Gulf War vets – and damage to their DNA.

    A growing number of U.S. military personnel who are serving, or have served, in the Persian Gulf, Iraq , and Afghanistan have become sick and disabled from a variety of symptoms commonly known as Gulf War Syndrome. Depleted uranium (DU) weapons have been blamed for causing many of the symptoms.

    “Gulf War vets are coming down with these symptoms at twice the rate of vets from previous conflicts,” said Barbara A. Goodno from the Dept. of Defense’s Deployment Health Support Directorate.

    A recent discovery by American Free Press that nearly half the soldiers in one returned unit have malignant growths has provided the scientific community with “critical evidence,” experts say, to help understand exactly how depleted uranium affects humans – and their DNA.

    One of the first published researchers of Gulf War Syndrome, Dr. András Korényi-Both told AFP that 27-28 percent of Gulf War veterans have suffered chronic health problems, more than 5 times the rate of Viet Nam vets, and 4 times the rate of Korean War vets.

    Korényi-Both said his son had recently returned from Iraq , where he had been part of the initial assault from Kuwait to Baghdad . From his unit of 20 men, 8 now have “malignant growths,” Korényi-Both said.

    Dr. Korényi-Both is not an expert on DU, but has written extensively about how the fine desert sand blowing around Iraq and the Arabian Peninsula provides a ideal vehicle for toxins, increasing the range and effect of biological and chemical agents, such as DU, that attach themselves to the particles of sand.

    Korényi-Both described how, during the 1991 Gulf War, he and others had inhaled large quantities of sand dust that could have been laden with chemical or biological agents. The sand “destroyed our immune systems,” he said.

    FULK’S THEORY

    Marion Fulk, a former nuclear chemical physicist at Lawrence Livermore lab, is investigating how DU affects the human body. Fulk said that 8 malignancies out of 20, in 16 months, “is spectacular – and of serious concern.”

    The high rate of malignancies found in this unit appears to have been caused by exposure to DU weapons on the battlefield. If DU were found to be the cause, this case would be “critical evidence” of Fulk’s theory on how the DU particulate affects DNA.

    Such quick malignancies are caused by the particulate effect of DU, according to Fulk:

    When DU (Uranium 238) decays, it transforms into two short-lived and “very hot” isotopes – Thorium 234 and Protactinium 234. As it transforms in the body, the DU particle is firing off faster and faster “bullets” into the DNA, Fulk said, or wherever it is lodged. Because uranium has a natural attraction to phosphorus, however, it is drawn to the phosphate in the DNA.

    As the Uranium 238 decays, it releases alpha and beta particles with millions of electron volts. When a DU particle makes this transformation in the human body it releases “huge amounts of energy in the same location doing lots of damage very quickly,” Fulk said.

    Thorium 234 has a half-life of 24 days and emits a beta particle of .270 million electron volts as it transforms into Protactinium 234, which has a half-life of less than 7 hours. Protactinium then emits a beta particle of 2.19 million electron volts as it transforms into the more stable Uranium 234.

    The chemical binding energy in the molecules of the human cell is less than 10 electron volts. One alpha particle from U-238 is over 4 million electron volts, which is like “nuking a cell.”

    Leuren Moret, a scientist who is opposed to the use of DU, compared it to sitting in front of a fire and putting a red-hot coal in your mouth. “The nuclear establishment wants us to believe that it is like sitting in front of the fire and warming the whole body evenly – and that no harm is done, but that is not the reality,” she said.

    “We can expect to see multiple cancers in one person,” Moret said. “These multiple unrelated cancers in the same individual have been reported in Yugoslavia and Iraq in families that had no history of any cancer. This is unknown in the previous studies of cancer,” she said. “A new phenomenon.”

    The Pentagon’s Goodno questioned Dr. Korényi-Both’s report that 8 of 20 recently returned soldiers from one unit had experienced malignant growths. Goodno and Korényi-Both did agree, however, that Iraqi chemical and biological agents had not played a role in the 2003 invasion.

    This is significant because three factors have generally been blamed for causing Gulf War Syndrome: Iraqi chemical and biological weapons, the cocktail of vaccinations given to coalition soldiers, and depleted uranium. The absence of any detectable chemical or biological agents during the 2003 invasion of Iraq reduces the number of potential factors for the malignancies in the veterans to pre-war vaccinations and DU.

    Statistics published in Encyclopedia Britannica’s 2003 Almanac indicate that 325,000 Gulf War vets were receiving compensation for service-related disabilities in 2000. The almanac lists 580,400 combatants in the Persian Gulf War of 1990-91, yet only 467 U.S. personnel were actually wounded during the conflict. The 325,000 disabled Gulf War vets are equivalent to 56 percent of the number of military personnel “serving in the theater of operation.”

    Furthermore, in 2000, nine years after the three-week war in Iraq had ended, the number of disabled vets from the Gulf War was increasing yearly by more than 43,000. While the number of disabled vets from previous wars is decreasing by about 35,000 per year, since the “War on Terror” began in 2001, the total number of disabled vets has grown to some 2.5 million.

    MORE DISABLED VETS

    “More than ever before,” Brad Flohr of the Dept. of Veterans Affairs said about the total number of disabled vets. Asked if there are more disabled vets now than even after World War II, Flohr said he believed so.

    Terry Jemison of the Dept. of Veterans Affairs told AFP that current statistics indicate that more than half a million veterans of the 14-year-old “Gulf War era” are now receiving disability compensation. During this period, some 7,035 soldiers are reported having been wounded in Iraq .

    With 518,739 disabled “Gulf-era veterans” currently receiving disability compensation, according to Jemison, the number of veterans disabled after the war is more than 73 times the total number of wounded, in and out of combat, from the entire 14-year conflict with Iraq.

    DEPLETED URANIUM WEAPONS

    Last December, Dr. Asaf Durakovic, a nuclear medicine expert who has conducted extensive research on depleted uranium, examined nine soldiers from the 442nd Military Police Company of New York and found that four of the men had absorbed or inhaled depleted uranium (U-238).

    Several of the men had traces of another uranium isotope, U-236, which is only produced in a nuclear reaction process. U-236 is a man-made isotope of uranium.

    “These men were almost certainly exposed to radioactive weapons on the battlefield,” Durakovic said.

    “Due to the current proliferation of DU weaponry, the battlefields of the future will be unlike any battlefields in history,” Durakovic, then Chief of Nuclear Medicine for the Veterans Administration said after the first Gulf War, in which he served.

    Since 1991, the U.S. military has used DU in munitions as penetrating rods, which destroy enemy tanks and their occupants, and as armor on U.S. tanks. When DU penetrating rods strike a hard target some of the radioactive and chemically toxic DU is vaporized into ultra-fine particles that are easily inhaled or absorbed through the skin.

    According to a survey of 10,051 Gulf War veterans, conducted between 1991 and 1995 by Vic Sylvester and the Operation Desert Shield/Desert Storm Association, 82 percent of veterans reported having entered captured Iraqi vehicles. “This would suggest that 123,000 soldiers have been directly exposed to DU,” Durakovic said.

    “Since the effects of contamination by uranium cannot be directed or contained, uranium’s chemical and radiological toxicity will create environments that are hostile not only to the health of enemy forces but of one’s own forces as well,” Durakovic said.

    “Because of the chemical and radiological toxicity of DU, the small number of particles trapped in the lungs, kidneys, and bone greatly increase the risk of cancer and all other illnesses over time,” Durakovic, an expert of internal contamination of radio-isotopes, said.

    According to Durakovic, other symptoms associated with DU poisoning are: emotional and mental deterioration, fatigue, loss of bowel and bladder control, and numerous forms of cancer. Such symptoms are increasing showing up in Iraq ‘s children and among Gulf War veterans and their offspring, he said.

    “Although I personally served in Operation Desert Shield as Unit Commander,” Durakovic said, “my expertise of internal contamination was never used because we were never informed of the intended use of DU prior to or during the war.”

    “The numbers are overwhelming, but the potential horrors only get worse,” Robert C. Koehler of the Chicago-based Tribune Media Services wrote in his March 25 article on DU weapons, “Silent Genocide.”

    “DU dust does more than wreak havoc on the immune systems of those who breathe it or touch it; the substance also alters one’s genetic code,” Koehler wrote. “The Pentagon’s response to such charges is denial, denial, denial. And the American media is its moral co-conspirator.”

    As AFP reported last week, the smallest particles of DU, when inhaled, are capable of moving throughout the human body, passing through cell walls and affecting the person’s Master Code, according to Fulk, and the “_expression of the DNA.”

    Four years after the Gulf War of 1991, Life magazine published a photo-essay entitled “The Tiny Victims of Desert Storm,” which focused on the numerous cases of severe birth defects that had occurred in families of veterans from that war.

    Life reported, “Of the 400 sick vets who had already answered [Don Riegle’s Senate Banking] committee inquiries, a startling 65 percent reported birth defects or immune-system problems in children conceived after the war.”

    AFP asked the Dept. of Veterans Affairs if they kept records of the birth defects occurring among the families of veterans, and was told they do not.

  • The Museum of Attempted Suicide

    An enormous Mosler bank vault sits abandoned and forgotten on the dry lake bed of Frenchman Flat. It is ugly, and rusting, a big cookie jar from Hell — yet it is in some sense America’s greatest monument to hope and clear thinking.

    That giant safe at the Nevada Test Site is a relic of an Atomic Energy Commission experiment in 1957 (“Response of Protective Vaults to Blast Loading”). Filled with stocks and bonds, gold and silver, cash and insurance policies, it confirmed that our official valuables, contracts and financial instruments, could survive nuclear war. The test must have seemed like a good idea at the time, a masterpiece of steel-and-concrete realpolitik. After all, safes had tested well — quite by accident — at Hiroshima in 1945, when four Mosler vaults in the basement of the Teikoku Bank near Ground Zero were discovered in the ruins with their contents miraculously intact. In fact, American troops entering Hiroshima some weeks after the bombing, reported hundreds of small safes resting in the city’s ashes.

    Today at the Nevada Site all that remains of the vault’s reinforced concrete “bank building,” itself specially constructed for the test, are a few shards of blasted concrete and a tangle of rusting, arm-thick steel reinforcing rod, swept back like so many cat’s whiskers in the wind.

    Just before dawn on June 24 1957, a 37-kiloton fission bomb, code-named “Priscilla,” was suspended from a helium balloon about half a mile from where the big safe stands. In the path of Priscilla’s shock wave the Atomic Energy Commission had built its own tiny twentieth century city. Priscilla rocked that mini-civilization in southern Nevada with twice the explosive force of the bomb that leveled Hiroshima. Its flash — far brighter than the sun — was reflected back off the moon, and soldiers covering their eyes in trenches two miles away claim they were able to see the bones in their hands.

    Domed shelters of 2-inch thick aluminum alloy were flattened like so many soda pop cans stamped flat on a job site. The shock wave hammered reinforced concrete shelters, industrial buildings, cars in an underground parking garage, community shelters, a railroad trestle, a 55-ton diesel locomotive, parked airplanes, dummies in Russian and Chinese protective clothing, and a man-made pine forest rooted in concrete on the desert floor. Anesthetized Cheshire pigs in little protective suits were roasted alive in Priscilla’s thermal pulse. We’ll never know for sure but Priscilla’s heat, like that of the Hiroshima bomb, must have instantly incinerated unsuspecting ravens in mid-flight. Later that morning, the fallout cloud drifted eastward, where in the months to come it mingled with residual radioactive products from other atmospheric tests and eventually dispersed around the globe. Today, anyone in the world born after 1957 carries in his or her bones at least a few atoms of Strontium-90 fallout from Priscilla.

    In 1957, at about the moment that human self-extinction first became possible, many policy-makers already believed all-out nuclear war with the Soviets to be an inevitability. In fact, some of those planning the Priscilla shot, and assumedly curious to discover whether our stock and insurance certificates could survive it, must have known that full-scale nuclear war could theoretically end all life on earth. That year, hardly a decade after the atomic bomb had been but an exotic laboratory device, it was already a commodity; Priscilla was just one of 6,744 nuclear weapons in the U.S. stockpile. (The Soviets had 660.)

    Here at Frenchman Flat we rehearsed our failed attempt at global suicide. It would have been a grand, charismatic gesture, spectacular pornography — the human species going out with a great bang, nothing dreary and plodding like AIDS or global climate change. It would have been visible throughout the solar system; and as Priscilla did indeed show, our valuables, safely locked away, would indeed have survived us.

    The Nevada Test Site, a particularly desolate thousand square miles of the Great Basin, was chosen in 1951 for our nuclear tests partly because it’s ringed by low mountains, naturally shielded from the prying eyes of the outside world. Today, if you stand amid the charmless wreckage at Frenchman Flat, another thing is clear: It is also impossible to see out of the basin; the place is disconnected from the rest of Nevada, from America, from civilization itself. It is a lifeless, humorless, Planet of the Apes location. These could have been the ruins of a future we stopped in its tracks — the ruins of Las Vegas, Vienna, or Tokyo, your town or my town, bombed back to the Stone Age.

    Today, as we sweat over whether North Korea has four bombs or six, or whether Iran has any at all, remember that in 1957, only 12 years after the Trinity test, the United States was manufacturing ten nuclear bombs per day, 3000 fission and fusion bombs every year. The largest in our ’57 arsenal was the 5-megaton Mark 21, powerful enough to flatten 400 Hiroshimas (or Fallujas or Oaklands) at a pop.

    Filling that vault with stocks and bonds in 1957 now seems a surreal gesture of hope, a vain defense against a future that never happened: Imagine the survivors — a hairless, sterilized post-nuclear Adam and Eve, dry heaving (like the radioactive feral dogs that roamed the deserted streets of Chernobyl) — crawling toward the bank vault in their bloody rags, trying to remember the combination, praying for their Chrysler stock, or grandpa’s gold watch, or their Prudential personal liability policies.

    Or imagine another future, one in which no humans remain to open the vault. This is the Twelve Monkeys future in which the global suicide only rehearsed at the Nevada Test Site in 1957 actually succeeds and no one mops up the radioactive slop or collects the insurance — with only ants and cockroaches left to puzzle over a warm, blasted vault on the radioactive sands of what was once Nevada.

    But cooler heads prevailed. Someone drifting off on a 47-year nap in 1957, when nuclear war seemed inevitable, might wake today startled to find that those crimes against the future have so far been held at bay. Our nuclear arsenal peaked at 30,000 weapons in 1966, and has stood at about 10,000 for the past five years. We have — so far — spared ourselves that future, mainly because of the hard work and clear thinking of two generations of leaders who understood what the wreckage at Frenchman Flat meant. Give them credit. Give credit to Dwight D. Eisenhower and Henry Cabot Lodge for introducing a plan for nuclear disarmament in 1957, only weeks after the Priscilla shot; and give credit to JFK for the Atmospheric Test Ban Treaty; to Richard Nixon for the SALT and ABM treaties; to Ronald Reagan and George H. W. Bush and Mikhail Gorbachev for negotiating START I and START II. Give credit to Carter and Ford for signing strategic arms limitation agreements with Brezhnev. Give credit to thousands of dissident scientists, activists and ordinary citizens whose relentless pressure helped tip the balance away from madness. Above all, give credit to hundreds of clear thinking selfless men and women in the U.S. and Russia who recognized a slippery slope to Hell when they saw one, and were willing to do the hard work of negotiation and compromise.

    The insects and sagebrush have returned to the silent desert at the Nevada Test Site, and ravens once again circle above the vault. But the nuclear dog sleeps with one eye open. Weapons far larger than Priscilla are on alert today, no more anachronistic than rifles or anthrax. Twenty miles north of Frenchman Flat, the tower for “Ice Cap,” a shot put on hold in ’92 when George Herbert Walker Bush suspended American nuclear testing, still stands patiently ready to receive its bomb. As mandated in George W. Bush’s current “Nuclear Posture Review,” the Nevada Test Site is today in the process of ramping up its “ready status” from 2 years to 18 months.

    Meanwhile, the United States and 70 other nations maintain thousands of deeply buried, hardened underground bunkers for their top military and civilian officials, a defense against future nuclear war. This is the Frenchman Flat vault scenario writ large. And just in case — after withdrawing support for the ABM treaty — the Bush administration is aggressively pursuing the development of “usable bunker busters,” the first new generation of nuclear weapons since the Cold War. On the grounds of the Nevada Test Site, five miles west of the bank vault, stands the just finished $100,000,000 Device Assembly Facility, poised for either the disassembly of weapons from our stockpile, or for the assembly of new weapons.

    In these edgy times, when the possibility of nuclear war seems a thing of the past, a visit to Frenchman Flat should be a requirement for holding public office in America. To stand amid the rusty junk, amid the ruins of a ghastly future that was turned back — deliberately and methodically turned back by statesmen — is to reach a deep understanding of what is possible. This is the bone yard of a very bad idea, recognized for what it was.

  • Hiroshima Cover-up: How the War Department’s Timesman Won a Pulitzer

    At the dawn of the nuclear age, an independent Australian journalist named Wilfred Burchett traveled to Japan to cover the aftermath of the atomic bombing of Hiroshima. The only problem was that General Douglas MacArthur had declared southern Japan off-limits, barring the press. Over 200,000 people died in the atomic bombings of Hiroshima and Nagasaki, but no Western journalist witnessed the aftermath and told the story. The world’s media obediently crowded onto the USS Missouri off the coast of Japan to cover the surrender of the Japanese.

    Wilfred Burchett decided to strike out on his own. He was determined to see for himself what this nuclear bomb had done, to understand what this vaunted new weapon was all about. So he boarded a train and traveled for thirty hours to the city of Hiroshima in defiance of General MacArthur’s orders.

    Burchett emerged from the train into a nightmare world. The devastation that confronted him was unlike any he had ever seen during the war. The city of Hiroshima, with a population of 350,000, had been razed. Multistory buildings were reduced to charred posts. He saw people’s shadows seared into walls and sidewalks. He met people with their skin melting off. In the hospital, he saw patients with purple skin hemorrhages, gangrene, fever, and rapid hair loss. Burchett was among the first to witness and describe radiation sickness.

    Burchett sat down on a chunk of rubble with his Baby Hermes typewriter. His dispatch began: “In Hiroshima, thirty days after the first atomic bomb destroyed the city and shook the world, people are still dying, mysteriously and horribly-people who were uninjured in the cataclysm from an unknown something which I can only describe as the atomic plague.”

    He continued, tapping out the words that still haunt to this day: “Hiroshima does not look like a bombed city. It looks as if a monster steamroller has passed over it and squashed it out of existence. I write these facts as dispassionately as I can in the hope that they will act as a warning to the world.”

    Burchett’s article, headlined THE ATOMIC PLAGUE, was published on September 5, 1945, in the London Daily Express. The story caused a worldwide sensation. Burchett’s candid reaction to the horror shocked readers. “In this first testing ground of the atomic bomb I have seen the most terrible and frightening desolation in four years of war. It makes a blitzed Pacific island seem like an Eden. The damage is far greater than photographs can show.

    “When you arrive in Hiroshima you can look around for twenty-five and perhaps thirty square miles. You can see hardly a building. It gives you an empty feeling in the stomach to see such man-made destruction.”

    Burchett’s searing independent reportage was a public relations fiasco for the U.S. military. General MacArthur had gone to pains to restrict journalists’ access to the bombed cities, and his military censors were sanitizing and even killing dispatches that described the horror. The official narrative of the atomic bombings downplayed civilian casualties and categorically dismissed reports of the deadly lingering effects of radiation. Reporters whose dispatches convicted with this version of events found themselves silenced: George Weller of the Chicago Daily News slipped into Nagasaki and wrote a 25,000-word story on the nightmare that he found there. Then he made a crucial error: He submitted the piece to military censors. His newspaper never even received his story. As Weller later summarized his experience with MacArthur’s censors, “They won.”

    U.S. authorities responded in time-honored fashion to Burchett’s revelations: They attacked the messenger. General MacArthur ordered him expelled from Japan (the order was later rescinded), and his camera with photos of Hiroshima mysteriously vanished while he was in the hospital. U.S. officials accused Burchett of being influenced by Japanese propaganda. They scoffed at the notion of an atomic sickness. The U.S. military issued a press release right after the Hiroshima bombing that downplayed human casualties, instead emphasizing that the bombed area was the site of valuable industrial and military targets.

    Four days after Burchett’s story splashed across front pages around the world, Major General Leslie R. Groves, director of the atomic bomb project, invited a select group of thirty reporters to New Mexico. Foremost among this group was William L. Laurence, the Pulitzer Prize-winning science reporter for The New York Times. Groves took the reporters to the site of the first atomic test. His intent was to demonstrate that no atomic radiation lingered at the site. Groves trusted Laurence to convey the military’s line; the general was not disappointed.

    Laurence’s front-page story, U.S. ATOM BOMB SITE BELIES TOKYO TALES: TESTS ON NEW MEXICO RANGE CONFIRM THAT BLAST, AND NOT RADIATION, TOOK TOLL, ran on September 12, 1945, following a three-day delay to clear military censors. “This historic ground in New Mexico, scene of the first atomic explosion on earth and cradle of a new era in civilization, gave the most effective answer today to Japanese propaganda that radiations [sic] were responsible for deaths even after the day of the explosion, Aug. 6, and that persons entering Hiroshima had contracted mysterious maladies due to persistent radioactivity,” the article began.3 Laurence said unapologetically that the Army tour was intended “to give the lie to these claims.”

    Laurence quoted General Groves: “The Japanese claim that people died from radiation. If this is true, the number was very small.”

    Laurence then went on to offer his own remarkable editorial on what happened: “The Japanese are still continuing their propaganda aimed at creating the impression that we won the war unfairly, and thus attempting to create sympathy for themselves and milder terms . . . Thus, at the beginning, the Japanese described ‘symptoms’ that did not ring true.”

    But Laurence knew better. He had observed the first atomic bomb test on July 16, 1945, and he withheld what he knew about radioactive fallout across the southwestern desert that poisoned local residents and livestock. He kept mum about the spiking Geiger counters all around the test site.

    William L. Laurence went on to write a series of ten articles for the Times that served as a glowing tribute to the ingenuity and technical achievements of the nuclear program. Throughout these and other reports, he downplayed and denied the human impact of the bombing. Laurence won the Pulitzer Prize for his reporting.

    It turns out that William L. Laurence was not only receiving a salary from The New York Times. He was also on the payroll of the War Department. In March 1945, General Leslie Groves had held a secret meeting at The New York Times with Laurence to offer him a job writing press releases for the Manhattan Project, the U.S. program to develop atomic weapons. The intent, according to the Times, was “to explain the intricacies of the atomic bomb’s operating principles in laymen’s language.” Laurence also helped write statements on the bomb for President Truman and Secretary of War Henry Stimson.

    Laurence eagerly accepted the offer, “his scientific curiosity and patriotic zeal perhaps blinding him to the notion that he was at the same time compromising his journalistic independence,” as essayist Harold Evans wrote in a history of war reporting. Evans recounted: “After the bombing, the brilliant but bullying Groves continually suppressed or distorted the effects of radiation. He dismissed reports of Japanese deaths as ‘hoax or propaganda.’ The Times’ Laurence weighed in, too, after Burchett’s reports, and parroted the government line.” Indeed, numerous press releases issued by the military after the Hiroshima bombing-which in the absence of eyewitness accounts were often reproduced verbatim by U.S. newspapers-were written by none other than Laurence.

    “Mine has been the honor, unique in the history of journalism, of preparing the War Department’s official press release for worldwide distribution,” boasted Laurence in his memoirs, Dawn Over Zero. “No greater honor could have come to any newspaperman, or anyone else for that matter.”

    “Atomic Bill” Laurence revered atomic weapons. He had been crusading for an American nuclear program in articles as far back as 1929. His dual status as government agent and reporter earned him an unprecedented level of access to American military officials-he even flew in the squadron of planes that dropped the atomic bomb on Nagasaki. His reports on the atomic bomb and its use had a hagiographic tone, laced with descriptions that conveyed almost religious awe.

    In Laurence’s article about the bombing of Nagasaki (it was withheld by military censors until a month after the bombing), he described the detonation over Nagasaki that incinerated 100,000 people. Laurence waxed: “Awe-struck, we watched it shoot upward like a meteor coming from the earth instead of from outer space, becoming ever more alive as it climbed skyward through the white clouds. . . . It was a living thing, a new species of being, born right before our incredulous eyes.”

    Laurence later recounted his impressions of the atomic bomb: “Being close to it and watching it as it was being fashioned into a living thing, so exquisitely shaped that any sculptor would be proud to have created it, one . . . felt oneself in the presence of the supranatural.”

    Laurence was good at keeping his master’s secrets-from suppressing the reports of deadly radioactivity in New Mexico to denying them in Japan. The Times was also good at keeping secrets, only revealing Laurence’s dual status as government spokesman and reporter on August 7, the day after the Hiroshima bombing-and four months after Laurence began working for the Pentagon. As Robert Jay Lifton and Greg Mitchell wrote in their excellent book Hiroshima in America: Fifty Years of Denial, “Here was the nation’s leading science reporter, severely compromised, not only unable but disinclined to reveal all he knew about the potential hazards of the most important scientific discovery of his time.”

    Radiation: Now You See It, Now You Don’t

    A curious twist to this story concerns another New York Times journalist who reported on Hiroshima; his name, believe it or not, was William Lawrence (his byline was W.H. Lawrence). He has long been confused with William L. Laurence. (Even Wilfred Burchett confuses the two men in his memoirs and his 1983 book, Shadows of Hiroshima.) Unlike the War Department’s Pulitzer Prize winner, W.H. Lawrence visited and reported on Hiroshima on the same day as Burchett. (William L. Laurence, after flying in the squadron of planes that bombed Nagasaki, was subsequently called back to the United States by the Times and did not visit the bombed cities.)

    W.H. Lawrence’s original dispatch from Hiroshima was published on September 5, 1945. He reported matter-of-factly about the deadly effects of radiation, and wrote that Japanese doctors worried that “all who had been in Hiroshima that day would die as a result of the bomb’s lingering effects.” He described how “persons who had been only slightly injured on the day of the blast lost 86 percent of their white blood corpuscles, developed temperatures of 104 degrees Fahrenheit, their hair began to drop out, they lost their appetites, vomited blood and finally died.”

    Oddly enough, W.H. Lawrence contradicted himself one week later in an article headlined NO RADIOACTIVITY IN HIROSHIMA RUIN. For this article, the Pentagon’s spin machine had swung into high gear in response to Burchett’s horrifying account of “atomic plague.” W.H. Lawrence reported that Brigadier General T. F. Farrell, chief of the War Department’s atomic bomb mission to Hiroshima, “denied categorically that [the bomb] produced a dangerous, lingering radioactivity.” Lawrence’s dispatch quotes only Farrell; the reporter never mentions his eyewitness account of people dying from radiation sickness that he wrote the previous week.

    The conflicting accounts of Wilfred Burchett and William L. Laurence might be ancient history were it not for a modern twist. On October 23, 2003, The New York Times published an article about a controversy over a Pulitzer Prize awarded in 1932 to Times reporter Walter Duranty. A former correspondent in the Soviet Union, Duranty had denied the existence of a famine that had killed millions of Ukrainians in 1932 and 1933. The Pulitzer Board had launched two inquiries to consider stripping Duranty of his prize. The Times “regretted the lapses” of its reporter and had published a signed editorial saying that Duranty’s work was “some of the worst reporting to appear in this newspaper.” Current Times executive editor Bill Keller decried Duranty’s “credulous, uncritical parroting of propaganda.”

    On November 21, 2003, the Pulitzer Board decided against rescinding Duranty’s award, concluding that there was “no clear and convincing evidence of deliberate deception” in the articles that won the prize.

    As an apologist for Joseph Stalin, Duranty is easy pickings. What about the “deliberate deception” of William L. Laurence in denying the lethal effects of radioactivity? And what of the fact that the Pulitzer Board knowingly awarded the top journalism prize to the Pentagon’s paid publicist, who denied the suffering of millions of Japanese? Do the Pulitzer Board and the Times approve of “uncritical parroting of propaganda”-as long as it is from the United States?

    It is long overdue that the prize for Hiroshima’s apologist be stripped.

  • Summer Days, Presidential Campaigns and Hiroshima

    This past Friday, the world quietly observed the 59th anniversary of the atomic bombing of Hiroshima and the dawn of the first Nuclear Age.

    On this quiet late summer day in a presidential election season, not a word was noted in most of the communities across our land.

    In a local barbershop, a conversation was heard that there was hardly a difference in the candidates for this year’s presidential election. As I pondered this statement, I realized how remarkable it was in this season of remembrance and reflection. Currently, the world stands at the brink of entering a renewed second nuclear arms race dependent upon U.S. policy.

    Members of Congress, at home during their summer recess, will return to debate the president’s request for additional funding for new nuclear weapons systems, including the huge “Bunker Buster” and “Usable” mini-nukes. This reflects a mind-set that nuclear weapons are necessary and usable and that nuclear arms treaties constrict us and interfere with our ability to develop these new weapons systems.

    These ideas are reflected in the administration’s “Nuclear Posture Review,” released in March 2002. Remarkably, it also proposes that the United States alone could unleash a pre-emptive nuclear attack on a nation for the suspicion of threat. If no other issue were to be debated this season, this alone stands as the most critical for our future and that of future generations.

    Regarding the issues of nuclear security, we need to ask where the candidates stand. We must then decide and vote accordingly. Let’s look at three specific areas.

    1. Creation of new nuclear weapons and delivery systems.
    2. Moratorium on nuclear testing and ratifying the Comprehensive Test Ban Treaty.
    3. The problem of former Soviet nuclear weapons.

    The CIA and intelligence communities advise that one of the most significant threats to U.S. security is attack by some terrorist organization using a weapon obtained from former Soviet stockpiles. These weapons are potentially more readily available following the Strategic Offensive Reduction Treaty, signed by President Bush and Russia’s President Vladimir Putin, which aims to store rather than destroy nuclear stockpiles.

    On these questions, Bush is pressing Congress for funds to develop new nuclear weapons systems while Sen. John Kerry states he will “stop this administration’s program to develop new nuclear weapons. These are systems we don’t need.” He then questions what the message is that this sends to other countries.

    On nuclear testing, the president has asked for funding to prepare the Nevada test site for accelerated testing readiness and has spoken against the Comprehensive Test Ban Treaty, while Kerry is an outspoken proponent of arms control and nonproliferation. He supports ratification of the Comprehensive Nuclear Test Ban Treaty.

    Third, on former Soviet nukes, the president has negotiated the SORT treaty, which, as stated, plans to store nuclear stockpiles. Kerry states that SORT “runs the risk of increasing the danger of nuclear theft by stockpiling thousands of warheads.” He states that when he is president, he will make securing weapons and materials from the former Soviet Union a priority in relations between the United States and Russia.

    Finally, we must ask how other nations of the world and our adversaries will respond to our lip service of ridding the world of weapons of mass destruction, yet unilaterally pursuing the development and potential use of them.

    The answers to these questions will determine how we are viewed by the world community and the hope our future will hold.

    This 59th anniversary of Hiroshima, we are reminded of the famous Albert Einstein quote at the beginning of the first arms race: “With the unleashed power of the atom, we thus drift towards unparalleled catastrophe unless we change the way we think.”

    On these lazy days of summer, when politics seems so insignificant and remote, the choice is ours. There really are differences. We must decide. The world is watching.

  • The Real Dirty Bombs: Depleted Uranium

    Lost in the media circus about the Iraq war, supposedly being fought to prevent a tyrant from obtaining weapons of mass destruction, is the salient fact that the United States and Britain are actively waging chemical and nuclear warfare in Iraq – using depleted uranium munitions.

    The corporate-controlled press has failed to inform the public that, in spite of years of UN inspections and numerous international treaties, tons of banned weapons of mass destruction (WMD) – used and unused – remain in Iraq. Indeed, both chemical and radioactive WMD have been – and continue to be used against U.S. and coalition soldiers.

    The media silence surrounding these banned WMD, and the horrendous consequences of their use, is due to the simple fact that they are being used by the U.S.-led coalition. They are the new “Silver Bullet” in the U.S. arsenal. They are depleted uranium weapons.

    Depleted uranium (DU) weapons were first used during the first Gulf War against Iraq in 1991. The Pentagon estimated that between 315 and 350 tons of DU were fired during the first Gulf War. During the 2003 invasion and current occupation of Iraq, U.S. and British troops have reportedly used more than five times as many DU bombs and shells as the total number used during the 1991 war.

    While the use of DU weapons and their effect on human health and the environment are subjects of extreme importance the Pentagon is noticeably reluctant to discuss these weapons. Despite numerous calls to specific individuals identified as being the appointed spokesmen on the subject, not one would answer their phone during normal business hours for the purpose of this article.

    Dr. Doug Rokke, on the other hand, former director of the U.S. Army’s Depleted Uranium Project, is very willing to talk about the effects of DU. Rokke was involved in the “clean up” of 34 Abrams tanks and Bradley armored vehicles hit by friendly fire during the 1991 Gulf War. Today he suffers from the ill effects of DU in his body.

    Rokke told American Free Press that the Pentagon uses DU weapons because they are the most effective at killing and destroying everything they hit. The highest level of the U.S. and British governments have “totally disregarded the consequences” of the use of DU weapons, Rokke said.

    The first Gulf War was the largest friendly fire incident in the history of American warfare, Rokke says. “The majority of the casualties were the result of friendly fire,” he told AFP.

    DU is used in many forms of ammunition as an armor penetrator because of its extreme weight and density. The uranium used in these missiles and bombs is a by-product of the nuclear enrichment process. Experts say the Department of Energy has 100 million tons of DU and using it in weapons saves the government money on the cost of its disposal.

    Rather than disposing of the radioactive waste, it is shaped into penetrator rods used in the billions of rounds being fired in Iraq and Afghanistan . The radioactive waste from the U.S. nuclear weapons industry has, in effect, been forcibly exported and spread in the environments of Iraq , Afghanistan , the former Yugoslavia , Puerto Rico , and elsewhere.

    THE REAL “DIRTY BOMBS”

    “A flying rod of solid uranium 18-inches long and three-quarters of an inch in diameter,” is what becomes of a DU tank round after it is fired, Rokke said. Because Uranium-238 is pyrophoric, meaning it burns on contact with air, DU rounds are burning as they fly.

    When the DU penetrator hits an object it breaks up and causes secondary explosions, Rokke said. “It’s way beyond a dirty bomb,” Rokke said, referring to the terror weapon that uses conventional explosives to spread radioactive material.

    Some of the uranium used with DU weapons vaporizes into extremely small particles, which are dispersed into the atmosphere where they remain until they fall to the ground with the rain. As a gas, the chemically toxic and radioactive uranium can easily enter the body through the skin or the lungs and be carried around the world until it falls to earth with the rain.

    AFP asked Marion Falk, a retired chemical physicist who built nuclear bombs for more than 20 years at Lawrence Livermore lab, if he thought that DU weapons operate in a similar manner as a dirty bomb. “That’s exactly what they are,” Falk said. “They fit the description of a dirty bomb in every way.”

    According to Falk, more than 30 percent of the DU fired from the cannons of U.S. tanks is reduced to particles one-tenth of a micron (one millionth of a meter) in size or smaller on impact.

    “The larger the bang” the greater the amount of DU that is dispersed into the atmosphere, Falk said. With the larger missiles and bombs, nearly 100 percent of the DU is reduced to radioactive dust particles of the “micron size” or smaller, he said.

    While the Pentagon officially denies the dangers of DU weapons, since at least 1943 the military has been aware of the extreme toxicity of uranium dispersed as a gas. A declassified memo written by James B. Conant and two other physicists working on the U.S. nuclear project during the Second World War, and sent to Brig. Gen. L.R. Groves on October 30, 1943, provides the evidence:

    “As a gas warfare instrument the [radioactive] material would be ground into particles of microscopic size to form dust and smoke and distributed by a ground-fired projectile, land vehicles, or aerial bombs,” the 1943 memo reads. “In this form it would be inhaled by personnel. The amount necessary to cause death to a person inhaling the material is extremely small. It has been estimated that one millionth of a gram accumulation in a person’s body would be fatal. There are no known methods of treatment for such a casualty.”

    The use of radioactive materials “as a terrain contaminant” to “deny terrain to either side except at the expense of exposing personnel to harmful radiations” is also discussed in the Groves memo of 1943.

    “Anybody, civilian or soldier, who breathes these particles has a permanent dose, and it’s not going to decrease very much over time,” Leonard Dietz, a retired nuclear physicist with 33 years experience told the New York Daily News . “In the long run . veterans exposed to ceramic uranium oxide have a major problem.”

    Inhaled particles of radioactive uranium oxide dust will either lodge in the lungs or travel through the body, depending on their size. The smallest particles can be carried through cell walls and “affect the master code – the __expression of the DNA,” Falk told AFP.

    Inhaled DU can “fool around with the keys” and do damage to “practically anything,” Falk said. “It affects the body in so many ways and there are so many different symptoms that they want to give it different names,” Falk said about the wide variety of ailments afflicting Gulf War veterans.

    Today, more than one out of every three veterans from the first Gulf War are permanently disabled. Terry Jemison of the Dept. of Veterans Affairs said that of the 592,561 discharged veterans from the 1991 war in Iraq , 179,310 are receiving disability compensation and another 24,763 cases are pending.

    The “epigenetic damage” done by DU has resulted in many grossly deformed children born in areas such as southern Iraq where tons of DU have contaminated the environment and local population. An untold number of Americans have also been born with severe birth defects as a result of DU contamination.

    The New York Daily News conducted a study on nine recently returned soldiers from the New York National Guard. Four of the nine were found to have “almost certainly” inhaled radioactive dust from exploded DU shells.

    Laboratory tests revealed two manmade forms of uranium in urine samples from four of the 9 soldiers. The four soldiers are the first confirmed cases of inhaled DU from the current Iraq war.

    “These are amazing results, especially since these soldiers were military police not exposed to the heat of battle,” said Dr. Asaf Duracovic, who examined the soldiers and performed the testing. “Other American soldiers who were in combat must have more DU exposure,” Duracovic said. Duracovic is a colonel in the Army reserves and served in the 1991 Gulf War.

    The test results showing that four of nine New York guardsmen test positive for DU “suggest the potential for more extensive radiation exposure among coalition troops and Iraqi civilians,” the Daily News reported.

    “A large number of American soldiers [in Iraq ] may have had significant exposure to uranium oxide dust,” Dr. Thomas Fasey, a pathologist at Mount Sinai Medical Center and an expert on depleted uranium said, “And the health impact is worrisome for the future.”

    HOTTER THAN HELL

    “I’m hotter than hell,” Rokke told AFP. The Dept. of Energy tested Rokke in 1994 and found that he was excreting more than 5,000 times the permissible level of depleted uranium. Rokke, however, was not informed of the results until 1996.

    As director of the Depleted Uranium Project in 1994-95, Rokke said his task was three fold: determine how to provide medical care for DU victims, how to clean it up, and how to educate and train personnel using DU weapons.

    Today, Rokke says that DU cannot be cleaned up and there is no medical care. “Once you’re zapped – you’re zapped,” Rokke said. Among the health problems Rokke is suffering as a result of DU contamination is brittle teeth. He said that he just paid out $400 for an operation for teeth that have broken off. “The uranium replaces the calcium in your teeth and bones,” Rokke said.

    “You fight for medical care every day of your life,” he said.

    “There are over 30,000 casualties from this Iraq war,” Rokke said.

    The three tasks set out for the Depleted Uranium Project have all failed, Rokke said. He wants to know why medical care is not being provided for all the victims of DU and why the environment is not being cleaned up.

    “They have to be held accountable,” Rokke said, naming President George W. Bush, Secretary of Defense Donald Rumsfeld, and British prime minister Tony Blair. They chose to use DU weapons and “totally disregarded the consequences.”

    US Policy and the Quest for Nuclear Disarmament

    Albert Einstein was one of the wisest and most far-seeing men who has walked the Earth. He looked further into the mysteries of the universe than any scientist of his time or any time. Tragically, it was the vision of this humane man that opened the door to atomic weapons. Even more tragically, it was Einstein, concerned about the possibility of a German atomic weapon, who encouraged President Roosevelt to establish the US atomic bomb project, leading to the creation of nuclear weapons and their use at Hiroshima and Nagasaki.

    The Decision to Bomb Hiroshima and Nagasaki

    From the outset of the Nuclear Age, the United States has been the world’s leading nuclear weapons power, a role it has strived diligently to maintain. The US created the world’s first nuclear weapons during World War II in its top-secret Manhattan Project, ostensibly for the purpose of deterring a German atomic bomb should the Germans have succeeded in developing one. In late 1944, when he understood that the Germans would not succeed in developing an atomic weapon, Joseph Rotblat, a Polish émigré working on the Manhattan Project, resigned out of deep concern for the implications of the project. In 1995, he would receive the Nobel Peace Prize for his continuing efforts for nuclear disarmament.

    At the time that the atomic bomb was first tested on July 16, 1945 , the war in Europe had already ended with the surrender of Germany in May of that year, so there was no longer a need to deter the Germans. The war in the Pacific continued, however, and the US chose to use its new weapons within a matter of weeks on the Japan ese cities of Hiroshima and Nagasaki . It chose these two cities, which had been largely spared until that point the US carpet bombing of other Japan ese cities, to test the destructive power of first an enriched uranium bomb, Little Boy , and then a plutonium bomb, Fat Man.

    In using nuclear weapons, the US ignored the heroic efforts of Leo Szilard, a Hungarian émigré and atomic scientist who had earlier played a key role in the development of the first atomic weapons. It was Szilard who actually first conceptualized the possibility of a controlled fission reaction that could lead to the creation of a nuclear weapon. In 1939, worried about the possibility of the Germans developing an atomic weapon, Szilard went to Einstein and convinced him to send a letter to President Franklin Roosevelt, urging that the US develop a nuclear weapons program to deter a possible German bomb. Szilard then worked in the Manhattan Project with Enrico Fermi on the first experimental test of a controlled fission reaction, proving the bomb was possible.

    When it became clear in spring 1945 that the US would succeed in making an atomic weapon and that the Germans would not, Szilard applied his abundant energy to trying to stop the US from using the bombs on Japan ese cities. Szilard believed that using the bombs on Japan would lead to a nuclear arms race that could result in a terrible destructive force being unleashed on civilization. Through Eleanor Roosevelt he arranged to meet with President Roosevelt, but Roosevelt died on April 12, 1945 , just prior to their scheduled meeting. Szilard then sought to arrange a meeting with President Truman, but was sent to see Jimmy Byrnes, a Truman mentor in the Senate who would soon be appointed Secretary of State. Byrnes essentially dismissed Szilard as a foreigner. Finally, Szilard organized a petition among Manhattan Project scientists, urging that the bomb be demonstrated to the Japan ese rather than used on cities. The petition, signed by some 70 scientists, was stalled by General Leslie Groves, the military head of the Manhattan Project, and did not reach Truman before the bomb was used, although it is unlikely that it would have made a difference to Truman had it reached him.

    Byrnes, who accompanied Truman to Potsdam , is believed to have encouraged the use of the bomb for partisan political reasons. He is said to have advised Truman that if Americans discovered how much had been spent on creating the first atomic bombs and was thus diverted from the war effort (approximately $2 billion), they would vote against the Democrats if the bomb were not used as soon as it was ready. Others have argued that the bomb was used on Japan to send a warning to the Soviet Union .

    The official justification for the use of the atomic bombs on Japan was to end the war quickly and save American lives that would otherwise be lost in an invasion of Japan planned for November 1945. Since Japan was already largely defeated and elements of the Japan ese cabinet were seeking favorable terms of surrender, there is now considerable debate among historians about whether the use of the bombs was actually necessary to end the war. The picture is certainly much more complex than the prevalent American mythology, which suggests that the US dropped the bombs and as a result won the war. This mythology paints nuclear weapons as war-winning weapons and therefore useful and positive.

    Perspectives on the Bombings

    It is instructive to look at how the bombing of Hiroshima , the first use of a nuclear weapon on a city, was viewed in its immediate aftermath. Here are the views of four prominent individuals on August 8 and 9, 1945:

    French writer Albert Camus: “Our technical civilization has just reached its greatest level of savagery. We will have to choose, in the more or less near future, between collective suicide and the intelligent use of our scientific conquests. Before the terrifying prospects now available to humanity, we see even more clearly that peace is the only battle worth waging. This is no longer a prayer but a demand to be made by all peoples to their governments — a demand to choose definitively between hell and reason.”

    Former First Lady Eleanor Roosevelt: “The only safe counter weapon to this new power is the firm decision of mankind that it shall be used for constructive purposes only. This discovery must spell the end of war. We have been paying an ever-increasing price for indulging ourselves in this uncivilized way of settling our difficulties. We can no longer indulge in the slaughter of our young men. The price will be too high and will be paid not just by young men, but by whole populations. In the past we have given lip service to the desire for peace. Now we must meet the test of really working to achieve something basically new in the world.”

    Former President Herbert Hoover: “The use of the atomic bomb, with its indiscriminate killing of women and children, revolts my soul.”

    A day later, on August 9 th , President Truman invoked God with regard to the use of the bomb: “We must constitute ourselves trustees of this new force – to prevent its misuse, and to turn it into the channels of service to mankind. It is an awful responsibility which has come to us. We thank God that it has come to us, instead of to our enemies; and we pray that He may guide us to use it in His ways and for His purposes.” (Since the two bombs used on Japan ese cities caused the immediate deaths of some 135,000 people by blast, fire and incineration, and the deaths of over 200,000 people by the end of 1945, God must at the very least have been rather surprised by Mr. Truman’s prayer to use nuclear weapons “in His ways for His purposes.”)

    Reflecting a few years later on the use of the atomic weapons by the US , the great Indian leader Mahatma Gandhi said, “What has happened to the soul of the destroying nation is yet too early to see. Forces of nature act in a mysterious manner.” Gandhi’s insight is unusually profound. What effect has the bomb had on the soul of America ? Perhaps we are learning about this as we watch the great dream of America becoming increasingly stuck in the tar of militarism and warfare on distant shores.

    US Nuclear Policy

    Following the bombings of Hiroshima and Nagasaki , the US began an arms race with itself, testing and developing its nuclear arsenal. From 1949, when the Soviet Union tested its first nuclear weapon, until 1990, when the Soviet Union began to disintegrate, the US had a partner in the nuclear arms race and a justification to continue to develop its nuclear arsenal.

    The US has always sought to maintain a devastating nuclear deterrent force, a force that would provide it with political advantage. In order to make its deterrent force credible, the US has sought to demonstrate its willingness to use its nuclear arsenal should it be attacked. Certainly its use of nuclear weapons at Hiroshima and Nagasaki has contributed to a general belief that the US would not be inhibited by the costs in human lives from a retaliatory nuclear response.

    The US has also been willing to share nuclear technology with its close allies. This applies particularly to the UK, but also to other NATO allies on whose territories the US has maintained nuclear weapons, including Belgium, Germany, Italy, the Netherlands, Turkey and, until recently, Greece. The US has also extended its nuclear “umbrella” to its allies in Europe , Asia and the Pacific.

    With some notable exceptions, such as Israel , the US has always sought to prevent the horizontal proliferation of nuclear weapons to other countries, but has felt free to engage in vertical proliferation by increasing the size and improving the quality of its nuclear arsenal and delivery systems for the arsenal. In doing so, the US has consistently demonstrated a double standard in asking other countries to abstain from doing what it was not willing to abstain from itself.

    In its policies toward arms control and disarmament, the US has always sought measures that benefited its security, while not reducing US nuclear superiority. In recent years, however, under the Bush administration, the US has shown far less regard than in the past for nuclear arms control and disarmament treaties.

    The Nuclear Non-Proliferation Treaty

    During the Cold War, the US and Soviet Union partnered on occasion in an attempt to prevent the proliferation of nuclear weapons to other countries. This resulted in the 1970 Nuclear Non-Proliferation Treaty (NPT). This Treaty divided the countries of the world into nuclear weapons states (US, UK , USSR , France and China ) and non-nuclear weapons states (all the rest). The non-nuclear weapons states agreed not to acquire or develop nuclear weapons. The nuclear weapons states agreed in Article IV of the Treaty to provide technical assistance to the non-nuclear weapons states in the peaceful uses of the atom, going so far as to call the peaceful uses of atomic energy “an inalienable right.” The nuclear weapons states also promised, in Article VI of the Treaty, to end the nuclear arms race at an early date and to hold good faith negotiations to achieve nuclear disarmament. When the Treaty was extended indefinitely in 1995, the nuclear weapons states agreed to “determined pursuit.of systematic and progressive efforts to reduce nuclear weapons globally, with the ultimate goals of eliminating those weapons..” In 1996, the International Court of Justice interpreted Article VI of the NPT to mean: “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”

    At the 2000 NPT Review Conference, the parties to the treaty agreed to 13 Practical Steps for Nuclear Disarmament, including an “unequivocal undertaking by the nuclear-weapon States to accomplish the total elimination of their nuclear arsenals leading to nuclear disarmament to which all States parties are committed under Article VI.”

    The Greatest Danger Confronting Humanity

    Let us fast forward to today. Countering terrorism is high on the agendas of the world’s most industrialized countries, especially the US . But in the eyes of most of the world, the nuclear weapons states are employing the greatest of terrorist threats, which are embedded in the concept of nuclear deterrence. If terrorism is the threat to injure or kill innocent people for political ends, then the reliance on nuclear deterrence is itself a terrorist act.

    I would argue, in the company of Einstein, Rotblat and Szilard, that there is no greater danger confronting humanity than that of nuclear weapons. These weapons place all cities in jeopardy of annihilation. They place civilization in danger of massive destruction. And they place humanity and most of life on the endangered species list. For nearly sixty years humankind has lived with the destructive potential of nuclear weapons and has grown far too comfortable with these instruments of annihilation.

    The US remains the most powerful country in the world, militarily and economically. It is the country that holds the key to nuclear disarmament. Without the active leadership of the US , nuclear disarmament will not be possible, and the world will continue to drift toward the use of these weapons once again. No other country has the capacity to bring the other nuclear weapons states to the table to negotiate the elimination of nuclear arms.

    Nuclear dangers have not disappeared. Should terrorist groups, in the more traditional sense of the term, obtain nuclear weapons, they cannot be effectively deterred from using them. Protecting populations from nuclear attack will require a high level of international cooperation and US leadership. Current US leadership, however, is alienating the international community and its double standards are viewed as nuclear hypocrisy. Without a radical change of course in US nuclear policy, the likelihood of terrorist groups obtaining and using nuclear weapons is an increasingly likely possibility.

    The US Nuclear Posture Review

    Current US nuclear weapons policy is set forth in the Nuclear Posture Review (NPR), submitted to Congress on December 31, 2001 . This document calls for a “New Triad.” During the Cold War, the US referred to a triad of strategic delivery vehicles for its nuclear forces: inter-continental ballistic missiles; submarine launched ballistic missiles and strategic bombers. The New Triad is composed of offensive strike systems, nuclear and non-nuclear (including the three delivery systems of the old triad); defenses, active and passive (including missile defense systems); and a revitalized defense infrastructure to meet emerging threats. One interesting aspect of the New Triad is that it will supplement nuclear strike forces with conventional strike forces delivered anywhere in the world in 30 minutes by intercontinental missiles.

    Despite calling for powerful non-nuclear forces to be added to the US arsenal, the Nuclear Posture Review boldly announces, in what may be considered a taunt to the rest of the world in terms of US obligations under Article VI of the Nuclear Non-Proliferation Treaty, that nuclear weapons provide the US with “credible military options”: “Nuclear weapons play a critical role in the defense capabilities of the United States, its allies and friends. They provide credible military options to deter a wide range of threats, including WMD [weapons of mass destruction] and large-scale conventional force. These nuclear capabilities possess unique properties that give the United States options to hold at risk classes of targets [that are] important to achieve strategic and political objectives.” In other words, the Nuclear Posture Review informs the world that nuclear weapons are useful to the United States both strategically and politically. Nearly 60 years after the bombings of Hiroshima and Nagasaki and some 15 years after the breakup of the former Soviet Union , the US still finds that nuclear weapons serve strategic and political goals. To further these goals, the US has been developing earth penetrating nuclear weapons (“bunker busters”) and low-yield nuclear weapons (mini-nukes”), one-third the yield of the Hiroshima bomb. While announcing to the world its intent to continue to rely upon its nuclear arsenal, the US has been unabashed in demanding that other countries – including Iraq , Iran , North Korea , Libya and Syria – refrain from following its example.

    The Nuclear Posture Review recognizes the lack of an effective earth penetrating nuclear device as a shortcoming of the current US nuclear arsenal, citing the fact that “more than 70 countries use underground Facilities (UGFs) for military purposes.” The report states, “New capabilities must be developed to defeat emerging threats such as hard and deeply buried targets..” The Bush administration is seeking $28 million in 2005 and $485 million over five years to design this new weapon.

    The Nuclear Posture Review also states, “The need is clear for a revitalized nuclear weapons complex that will: .be able, if directed, to design, manufacture, and certify new warheads in response to new national requirements; and maintain readiness to resume underground nuclear testing if required.” It further states that options exist “that might provide important advantages for enhancing the nation’s deterrence posture.” The NPR calls for creating “advanced warhead concepts teams” that “will provide unique opportunities to train our next generation of weapon designers and engineers.” Overall, the Bush administration is seeking $6.6 billion for nuclear weapons activities in 2005, fifty percent more than the average annual expenditure for these activities during the Cold War.

    Such goals and plans demonstrate little promise of US leadership for the elimination of nuclear weapons. The US cannot have it both ways, depending on nuclear weapons for security and planning to build more, on the one hand; and, on the other, providing leadership to the rest of the world for the elimination of these weapons.

    The overall sense of the Bush administration’s Nuclear Posture Review is that it is a long-term commitment to nuclear weapons at a time when the US is seeking to prevent these weapons from proliferating to other countries and terrorist organizations. Such a double standard cannot hold.

    Presidential Directive 17 and the National Security Strategy of the US

    In September 2002, one year after the traumatic events of September 11, 2001, President Bush signed Presidential Directive 17, a classified document, which states: “The United States will continue to make clear that it reserves the right to respond with overwhelming force – including potentially nuclear weapons-to the use of [weapons of mass destruction] against the United States, our forces abroad, and friends and allies.”

    Also in September 2002, the White House issued a document entitled “The National Security Strategy of the United States of America .” In a letter accompanying this document, President Bush wrote, “The gravest danger our Nation faces lies at the crossroads of radicalism and technology. Our enemies have openly declared that they are seeking weapons of mass destruction, and evidence indicates that they are doing so with determination.. And, as a matter of common sense and self-defense, America will act against such emerging threats before they are fully formed.” This is a commitment to preventive war, the kind that the US would subsequently wage, under false pretenses, against Iraq in March 2003. The National Security Strategy document states, “While the United States will constantly strive to enlist the support of the international community, we will not hesitate to act alone, if necessary, to exercise our right of self-defense by acting preemptively against such terrorists, to prevent them from doing harm against our people and our country..” When combined with Presidential Directive 17, this raises the possibility of preemptive or preventive nuclear war.

    The National Security Strategy document reaffirms “the essential role of American military strength” by calling for building and maintaining “our defenses beyond challenge.” Expressing the understanding that “deterrence can fail,” the document stresses the need for US military dominance: “The United States must and will maintain the capability to defeat any attempt by an enemy – whether a state or non-state actor – to impose its will on the United States , or allies, or our friends.” The latter category of US friends has unfortunately become a diminishing species in response to the bellicose words and actions of the Bush administration.

    Finally, the National Security Strategy document supports a special status in the world for American leaders by freeing them from the jurisdiction of the International Criminal Court, a court supported by nearly all US allies. The document states: “We will take the actions necessary to ensure that our efforts to meet our global security commitments and protect Americans are not impaired by the potential for investigations, inquiry, or prosecution by the International Criminal Court (ICC), whose jurisdiction does not extend to Americans and which we do not accept.” In other words, the US will not allow the same standards of international law to be applied to US leaders as were applied to the defeated Axis powers at Nuremberg and as are accepted by our allies today. 

    Article VI of the Nuclear Non-Proliferation Treaty

    In March 2004, the Secretaries of State, Defense and Energy issued a joint report, entitled “An Assessment of the Impact of Repeal of the Prohibition on Low Yield Warhead Development on the Ability of the United States to Achieve Its Nonproliferation Objectives.” After reviewing Article VI of the Nuclear Non-Proliferation Treaty, the article that calls for nuclear disarmament and an end to the nuclear arms race, the report found, “Nothing in the NPT, including Article VI, or any other Treaty, however, prohibits the United States from carrying out nuclear weapons exploratory research or, for that matter, from developing and fielding new or modified nuclear warheads. That said, we should, of course, expect that several countries, in particular, those from the non-aligned movement, perhaps citing inaccurate or misleading press reports, will call attention to certain U.S. nuclear weapons R&D efforts.in questioning the U.S. nuclear policies and will be disappointed that more progress has not been achieved toward nuclear disarmament.”

    The report then continues with a flourish of rhetoric about the US commitment to its Article VI nuclear disarmament commitments, leaving the impression that its “strong record of actions and policies.demonstrate unambiguously U.S. compliance with Article VI..” Unfortunately, most analysts not in the pay of the US government reject this rosy, some would say hypocritical, view of US commitment to its NPT Article VI obligations. They point to the failure of the US to comply with nearly all of the obligations set forth in the 13 Practical Steps for Nuclear Disarmament agreed to at the 2000 NPT Review Conference. The US , for example, has not ratified the Comprehensive Test Ban Treaty; has withdrawn from the Anti-Ballistic Missile Treaty; and has made no provisions for the irreversibility of reductions in the Strategic Offensive Reductions Treaty (SORT) that it pressed upon Russia .

    When Undersecretary of State for International Security John Bolton spoke to the delegates of the 2004 Preparatory Committee meeting for the 2005 Non-Proliferation Treaty Review Conference, he described the “central bargain” of the NPT as the renunciation of nuclear weapons in exchange for assistance in developing civilian nuclear power. He left out of the equation the expectation of the non-nuclear weapons states that the nuclear weapons states would fulfill their Article VI obligations for nuclear disarmament. While pointing a finger at Iran and North Korea , he dismissed the possibility of US Article VI obligations, stating, “We cannot divert attention from the violations we face by focusing on Article VI issues that do not exist.”

    Positions of Bush and Kerry

    Under the Bush administration, the US has projected its reliance on nuclear weapons far into the future, and there has been virtually no willingness on the part of the US to comply with obligations under the Nuclear Non-Proliferation Treaty or other major international arms control and disarmament treaties. Would a Kerry presidency be substantially different? In a major policy speech on nuclear terrorism on June1, 2004, Kerry pledged to make the fight against nuclear terrorism his top security priority. While Bush has also taken steps to prevent nuclear proliferation and keep nuclear weapons out of the hands of terrorists, Kerry distinguished his position from Bush’s by pledging to end the double standard of calling on others not to develop nuclear weapons while the US moves forward with research on new nuclear weapons, such as “bunker busters” and “mini-nukes.” Kerry also pledged to gain control of the nuclear materials in the former Soviet Union at a far more rapid rate than that contemplated by the Bush Administration, and Kerry promised to appoint a Nuclear Terrorism Coordinator to work with him in the White House in overseeing this effort. Finally, Kerry called for taking prompt action on a verifiable ban on the creation of new fissile materials for nuclear weapons, a step long supported by the international community and nearly all US allies, but not acted upon by the US .

    Both Bush and Kerry have called for strengthening the Nuclear Non-Proliferation Treaty, but only in relation to preventing nuclear materials from civilian nuclear reactors from being converted to nuclear weapons. Neither of them has set forth a plan to fulfill US obligations for nuclear disarmament under Article VI of the Treaty. Thus, both of them are prepared to commit to the Treaty to prevent others from obtaining nuclear weapons, but not to fulfilling the long-standing obligations of the US for nuclear disarmament. While Kerry’s positions on nuclear policy issues are certainly preferable to those of Bush, if only for Kerry’s support of the Comprehensive Test Ban Treaty and of international law in general, they are neither bold nor innovative; they simply are not as damaging as those of the Bush administration.

    We cannot count on US nuclear policies to change significantly on the basis of US political leadership. The only real hope to bring about needed changes in US nuclear policy is by pressure applied by US citizens and foreign governments. I will briefly discuss three efforts to influence US nuclear policy.

    Nuclear Disarmament Campaigns

    Turn the Tide. At the Nuclear Age Peace Foundation, we are initiating a campaign to chart a new course in US nuclear policy that we call Turn the Tide. It is an Internet-based campaign that seeks to awaken US citizens to the need to change US nuclear policy and spur them to communicate with their Congressional representatives and candidates, as well as the president and presidential candidates, and to cast their ballots based on positions on nuclear disarmament issues. The campaign is based on the following call to action:

    1. Stop all efforts to create dangerous new nuclear weapons and delivery systems.
    2. Maintain the current moratorium on nuclear testing and ratify the Comprehensive Test Ban Treaty.
    3. Cancel plans to build new nuclear weapons production plants, and close and clean up the toxic contamination at existing plants.
    4. Establish and enforce a legally binding US commitment to No Use of nuclear weapons against any nation or group that does not have nuclear weapons.
    5. Establish and enforce a legally binding US commitment to No First Use of nuclear weapons against other nations possessing nuclear weapons.
    6. Cancel funding for and plans to deploy offensive missile “defense” systems which would ignite a dangerous arms race and offer no security against terrorist weapons of mass destruction.
    7. In order to significantly decrease the threat of accidental launch, together with Russia , take nuclear weapons off high-alert status and do away with the strategy of launch-on-warning.
    8. Together with Russia , implement permanent and verifiable dismantlement of nuclear weapons taken off deployed status through the 2002 Strategic Offensive Reductions Treaty (SORT).
    9. Demonstrate to other countries US commitment to reducing its reliance on nuclear weapons by removing all US nuclear weapons from foreign soil.
    10. To prevent future proliferation or theft, create and maintain a global inventory of nuclear weapons and nuclear weapons materials and place these weapons and materials under strict international safeguards.
    11. Initiate international negotiations to fulfill existing treaty obligations under the Nuclear Non-Proliferation Treaty for the phased and verifiable elimination of nuclear weapons.
    12. Redirect funding from nuclear weapons programs to dismantling nuclear weapons, safeguarding nuclear materials, cleaning up the toxic legacy of the Nuclear Age and meeting more pressing social needs such as education, health care and social services.

    Middle Powers Initiative . The Middle Powers Initiative is a coalition of eight international civil society organizations working in the area of nuclear disarmament that supports and encourages middle power governments, such as those middle power states calling for a New Agenda that have worked together in the United Nations for nuclear disarmament (Brazil, Egypt, Ireland, Mexico, New Zealand, South Africa and Sweden). The New Agenda Coalition governments took a leadership role in achieving agreement of the 13 Practical Steps for Nuclear Disarmament agreed to at the 2000 NPT Review Conference. With support from the Middle Powers Initiative, the New Agenda states have continued to press the nuclear weapons states to fulfill their Article VI obligations.

    Mayors for Peace Emergency Campaign to Ban Nuclear Weapons . This is an important new initiative that calls for beginning negotiations for a treaty to ban nuclear weapons by the year 2005, completing negotiations by the year 2010, and completing the process of eliminating nuclear weapons by the year 2020. Mayors for Peace is a global organization composed of some 600 mayors from cities throughout the world. The organization is led by the mayors of Hiroshima and Nagasaki , who played an active role in the 2004 Preparatory Committee meeting for the 2005 NPT Review Conference. They are planning to have more than 100 mayors from around the world at the 2005 NPT Review Conference.

    There is much that needs to be done, and many good people are engaged in these efforts. However, still more is needed, and considerably more effort must be put forward by the American people. It is not clear whether this can be achieved. Americans for the most part seem too complacent, too comfortable with the power of their government, and too deferent to their government. They have not acted to curb its abuses, either with respect to nuclear weapons or to illegal wars of aggression such as the Iraq War.

    Silence in the Face of Evil

    Gandhi mused about what would happen to the soul of the destroying power after the use of the atomic bomb at Hiroshima . His inquiry remains relevant. What has happened to the soul of America , a country that once held such great hope for the world? Its leaders have followed the path of illegal and aggressive warfare, killing far more civilians in Afghanistan and Iraq than died in the terrorist attacks of September 11, 2001 . Its young soldiers have become torturers, and their photographs with the prisoners at Abu Ghraib reflect no sense of shame or even self-consciousness about the degradation and torture of the prisoners whom they were to guard and interrogate. And US citizens have been remarkably silent in the face of leaders who have led by fear and instigated aggressive foreign wars.

    The American people have been docile and reticent to react to atrocities committed in their names. Their greatest sin may be silence in the face of the misuse and misdirection of US military might, and this may be a sin that has taken hold of the soul of America .

    The survivors of the atomic bombings are called hibakusha in Japan ese. They were nearly all innocent civilians. Many have lived sad and painful lives following the bombings. Their cry has been “Never again! We will not repeat the evil.” They have summoned the courage to speak out and convey their experiences in the hope that they can prevent future nuclear attacks and future hibakusha . I will conclude with a poem I wrote about hibakusha and silence. It is called Hibakusha Do Not Just Happen.

    The use of nuclear weapons on civilian populations has been described appropriately by the former president of the International Court of Justice, Mohammed Bedjaoui, as “the ultimate evil.” General George Lee Butler, a former commander of the US Strategic Command, described nuclear weapons as “the enemy of humanity.” “Indeed,” he said, “they’re not weapons at all. They’re some species of biological time bombs whose effects transcend time and space, poisoning the earth and its inhabitants for generations to come.”

    It is silence in the face of evil that allows evil to flourish. I fear this is the case in America today. There is no widespread uprising in the US for nuclear sanity and the elimination of these weapons. As a result, the nuclear threat will likely continue and the result may well be the creation of more hibakusha. This time Americans may learn the deeply painful lesson of being under, rather than above, the bomb. It is my hope that Americans will use both their imaginations and their consciences, and awaken to the serious danger that nuclear weapons pose for all humanity, including themselves, before it is too late, and will lead the world in prevailing in the greatest challenge ever faced by humanity, that of ridding the world of this ultimate evil. It is a far more difficult task than putting a man on the moon, and the first and most important step is breaking the silence that has allowed this evil to go unchallenged. This is surely necessary not only for the future of humanity, but also for the soul of America.
