  • The World’s Worst Terrorist Act

    As the clock struck 8:15 a.m. in Japan this very day exactly 60 years ago, the world witnessed a wholly new kind and scale of brutality, leading to mass death. The entire city of Hiroshima was flattened by a single bomb, made with just 60 kg of uranium, and dropped from a B-29 United States Air Force warplane.

    Within seconds, temperatures in the city centre soared to 4,000 C, more than 2,500 higher than the melting point of iron. Savage firestorms raged through Hiroshima as buildings were reduced to rubble. Giant shock-waves releasing blast energy ripped through the city, wreaking more destruction.

    Within seconds, 80,000 people were killed. Within hours, over 100,000 died, most of them crushed under the impact of blast-waves and falling buildings, or severely burnt by firestorms. Not just people, the body and soul of Hiroshima had died.

    Then came waves of radiation, invisible and intangible, but nevertheless lethal. These took their toll slowly, painfully and cruelly. Those who didn’t die within days from radiation sickness produced by exposure to high doses of gamma-rays or poisonous radio-nuclides, perished over years from cancers and leukaemias. The suffering was excruciating and prolonged. Often, the living envied the dead. Hiroshima’s death toll climbed to 140,000.

    This was a new kind of weapon, besides which even deadly chemical armaments like mustard gas pale into insignificance. You could defend yourself against conventional-explosive bombs by hiding in an air-raid shelter or sandbagging your home. To protect yourself from a chemical attack, you could wear a gas mask and a special plastic suit. But against the nuclear bombs, there could be no defence –military, civil or medical.

    Nuclear weapons are unique for yet another reason. They are, typically, not meant to be used against soldiers, but are earmarked for use against unarmed non-combatant civilians. But it is illegitimate and illegal to attack non-combatant civilians. Attacking them is commonly called terrorism. Hence, Hiroshima remains the world’s worst terrorist act.

    Hiroshima’s bombing was followed three days later by an atomic attack on Nagasaki, this time with a bomb using a different material, plutonium. The effects were equally devastating. More than 70,000 people perished in agonising ways.

    US President Harry S. Truman was jubilant. Six days later, Japan surrendered. The US cynically exploited this coincidence. It claimed that the bombing of Hiroshima and Nagasaki had saved thousands of lives by bringing the war to an early end. This was a lie. Japan was preparing to surrender anyway and was only waiting to negotiate the details of the terms. That entire country has been reduced to a wasteland. Most of its soldiers had stopped fighting. Schoolgirls were being drafted to perform emergency services in Japanese cities.

    American leaders knew this. Historians Peter Kuznick and Mark Selden have just disclosed in the British New Scientist magazine that three days before Hiroshima, Truman agreed Japan was “looking for peace”.

    General Dwight Eisenhower said in a 1963 Newsweek interview that “the Japanese were ready to surrender and it wasn’t necessary to hit them with that awful thing”. Truman’s chief of staff, Admiral William Leahy, also said that “the use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan.

    The Japanese were already defeated and ready to surrender”.

    The real function of the two bombs was not military, but political.

    It was to establish the US’s superiority and pre-eminence within the Alliance that defeated the Axis powers, and thus to shift the terms of the ensuing new power struggle in Washington’s favour.

    The Hiroshima and Nagasaki bombings inaugurated another rivalry: the Cold War, which was to last for four decades. They also triggered fierce competition among the other victors of the World War to acquire nuclear weapons. The insane arms race this launched but hasn’t ended yet.

    From a few dozen bombs in the early 1950s, the world’s nuclear arsenals swelled to several hundred warheads in a decade, and then several thousand by the 1970s. At the Cold War’s peak, the world had amassed 70,000 nukes, with explosive power equivalent to one million Hiroshimas, enough to destroy Planet Earth 50 times over.

    One-and-a-half decades after the Cold War ended, the world still has 36,000 nuclear weapons. Nothing could be a greater disgrace!

    Nuclear weapons are uniquely destructive and have never ceased to horrify people and hurt the public conscience. The damage they cause is hard to limit in space –thanks to the wind-transporting radioactivity over thousands of miles –or in time. Radioactive poisons persist and remain dangerous for years, some for tens of thousands of years. For instance, the half-life of plutonium-239, which India uses in its bombs, is 24,400 years. And the half-life of uranium-235, which Pakistan uses in its bombs, is 710 million years!

    Nuclear weapons violate every rule of warfare and every convention governing the conduct of armed conflict, they target non-combatant civilians. They kill indiscriminately and massively. They cause death in cruel, inhumane and degrading ways. And the destruction gets transmitted to future generations through genetic defects. That’s why nuclear weapons have been held to be incompatible with international law by the International Court of Justice.

    The world public overwhelmingly wants nuclear weapons to be abolished. The pro-abolition sentiment is strong and endorsed by 70 to 90 percent of the population even in the nuclear weapons-states (NWSs), according to opinion polls. More than 180 nations have forsworn nuclear weapons by signing the Nuclear Non-Proliferation Treaty (NPT). But a handful of states remain addicted to their “nuclear fix”. Led by the US, five NWSs refuse to honour their obligation under the NPT to disarm their nuclear weapons. And three of them, India, Pakistan and Israel, haven’t even signed the treaty.

    India and Pakistan occupy a special position within the group of NWSs. They are its most recent members. They are regional rivals too, with a half-century-long hot-cold war, which has made South Asia the world’s “most dangerous place”. There is an imperative need for India and Pakistan, rooted in self-preservation, to negotiate nuclear restraint and abolition of nuclear weapons. But the chances of this seem rather dim.

    Even dimmer is the possibility of the five major NWSs embracing nuclear disarmament. Their reluctance to do so largely springs from their faith in nuclear deterrence. This is a dangerously flawed doctrine. It makes hopelessly unrealistic assumptions about unfailingly rational and perfect behaviour on the part of governments and military leaders and rules out strategic miscalculation as well as accidents. The real world is far messier, and full of follies, misperceptions and mishaps. Yet, the deterrence juggernaut rolls on.

    Today, the system of restraint in the global nuclear order is on the verge of being weakened. The US-India nuclear deal (discussed here last week) is a bad precedent. But even worse are US plans to develop nukes both downwards (deep-earth penetrators or bunker-busters) and upwards (“Star Wars”-style space-based Ballistic Missile Defence). If the US conducts nuclear tests in pursuit of this, that will impel others to follow suit, and encourage some non-nuclear states to go overtly nuclear, raising the spectre of another Hiroshima.

    Sixty years on, that would be a disgrace without parallel. Humankind surely deserves better.

  • Hiroshima Cover-Up Exposed

    In the weeks following the atomic attacks on Japan almost 60 years ago, and then for decades afterward, the United States engaged in airtight suppression of all film shot in Hiroshima and Nagasaki after the bombings. This included footage shot by U.S. military crews and Japanese newsreel teams. In addition, for many years, all but a handful of newspaper photographs were seized or prohibited.

    The public did not see any of the newsreel footage for 25 years, and the U.S. military film remained hidden for nearly four decades. The full story of this atomic cover-up is told fully for the first time today at E&P Online, as the 60th anniversary of the atomic bombings approaches later this week.

    Six weeks ago, E&P broke the story that articles written by famed Chicago Daily News war correspondent George Weller about the effects of the atomic bomb dropped on Nagasaki were finally published, in Japan, almost six decades after they had been spiked by U.S. officials. This drew national attention, but suppressing film footage shot in Hiroshima and Nagasaki was even more significant, as this country rushed into the nuclear age with its citizens having neither a true understanding of the effects of the bomb on human beings, nor why the atomic attacks drew condemnation around the world.

    As editor of Nuclear Times magazine in the 1980s, I met Herbert Sussan, one of the members of the U.S. military film crew, and Erik Barnouw, the famed documentarian who first showed some of the Japanese footage on American TV in 1970. In fact, that newsreel footage might have disappeared forever if the Japanese filmmakers had not hidden one print from the Americans in a ceiling.

    The color U.S. military footage would remain hidden until the early 1980s, and has never been fully aired. It rests today at the National Archives in College Park, Md., in the form of 90,000 feet of raw footage labeled #342 USAF.

    When that footage finally emerged, I spoke with and corresponded with the man at the center of this drama: Lt. Col. (Ret.) Daniel A. McGovern, who directed the U.S. military film-makers in 1945-1946, managed the Japanese footage, and then kept watch on all of the top-secret material for decades.

    “I always had the sense,” McGovern told me, “that people in the Atomic Energy Commission were sorry we had dropped the bomb. The Air Force — it was also sorry. I was told by people in the Pentagon that they didn’t want those [film] images out because they showed effects on man, woman and child….They didn’t want the general public to know what their weapons had done — at a time they were planning on more bomb tests. We didn’t want the material out because…we were sorry for our sins.”

    Sussan, meanwhile, struggled for years to get some of the American footage aired on national TV, taking his request as high as President Truman, Robert F. Kennedy and Edward R. Murrow, to no avail.

    More recently, McGovern declared that Americans should have seen the damage wrought by the bomb. “The main reason it was classified was…because of the horror, the devastation,” he said. Because the footage shot in Hiroshima and Nagasaki was hidden for so long, the atomic bombings quickly sank, unconfronted and unresolved, into the deeper recesses of American awareness, as a costly nuclear arms race, and nuclear proliferation, accelerated.

    The atomic cover-up also reveals what can happen in any country that carries out deadly attacks on civilians in any war and then keeps images of what occurred from its own people.

    Ten years ago, I co-authored (with Robert Jay Lifton) the book ” Hiroshima in America,” and new material has emerged since. On August 6, the Sundance cable channel will air “Original Child Bomb,” a prize-winning documentary that I worked on. The film includes some of the once-censored footage — along with home movies filmed by McGovern in Hiroshima and Nagasaki.

    The Japanese Newsreel Footage

    On August 6, 1945, the United States dropped an atomic bomb over Hiroshima, killing at least 70,000 instantly and perhaps 50,000 more in the days and months to follow. Three days later, it exploded another atomic bomb over Nagasaki, slightly off target, killing 40,000 immediately and dooming tens of thousands of others. Within days, Japan had surrendered, and the U.S. readied plans for occupying the defeated country — and documenting the first atomic catastrophe.

    But the Japanese also wanted to study it. Within days of the second atomic attack, officials at the Tokyo-based newsreel company Nippon Eigasha discussed shooting film in the two stricken cities. In early September, just after the Japanese surrender, and as the American occupation began, director Sueo Ito set off for Nagasaki. There his crew filmed the utter destruction near ground zero and scenes in hospitals of the badly burned and those suffering from the lingering effects of radiation.

    On Sept. 15, another crew headed for Hiroshima. When the first rushes came back to Toyko, Akira Iwasaki, the chief producer, felt “every frame burned into my brain,” he later said.

    At this point, the American public knew little about conditions in the atomic cities beyond Japanese assertions that a mysterious affliction was attacking many of those who survived the initial blasts (claims that were largely taken to be propaganda). Newspaper photographs of victims were non-existent, or censored. Life magazine would later observe that for years “the world…knew only the physical facts of atomic destruction.”

    Tens of thousands of American GIs occupied the two cities. Because of the alleged absence of residual radiation, no one was urged to take precautions.

    Then, on October 24, 1945, a Japanese cameraman in Nagasaki was ordered to stop shooting by an American military policeman. His film, and then the rest of the 26,000 feet of Nippon Eisasha footage, was confiscated by the U.S. General Headquarters (GHQ). An order soon arrived banning all further filming. It was at this point that Lt. Daniel McGovern took charge.

    Shooting the US Military Footage

    In early September, 1945, less than a month after the two bombs fell, Lt. McGovern — who as a member of Hollywood’s famed First Motion Picture Unit shot some of the footage for William Wyler’s “Memphis Belle” — had become one of the first Americans to arrive in Hiroshima and Nagasaki. He was a director with the U.S. Strategic Bombing Survey, organized by the Army the previous November to study the effects of the air campaign against Germany, and now Japan.

    As he made plans to shoot the official American record, McGovern learned about the seizure of the Japanese footage. He felt it would be a waste to not take advantage of the newsreel footage, noting in a letter to his superiors that “the conditions under which it was taken will not be duplicated, until another atomic bomb is released under combat conditions.”

    McGovern proposed hiring some of the Japanese crew to edit and “caption” the material, so it would have “scientific value.” He took charge of this effort in early January 1946, even as the Japanese feared that, when they were done, they would never see even a scrap of their film again.

    At the same time, McGovern was ordered by General Douglas MacArthur on January 1, 1946 to document the results of the U.S. air campaign in more than 20 Japanese cities. His crew would shoot exclusively on color film, Kodachrome and Technicolor, rarely used at the time even in Hollywood. McGovern assembled a crew of eleven, including two civilians. Third in command was a young lieutenant from New York named Herbert Sussan.

    The unit left Tokyo in a specially outfitted train, and made it to Nagasaki. “Nothing and no one had prepared me for the devastation I met there,” Sussan later told me. “We were the only people with adequate ability and equipment to make a record of this holocaust….I felt that if we did not capture this horror on film, no one would ever really understand the dimensions of what had happened. At that time people back home had not seen anything but black and white pictures of blasted buildings or a mushroom cloud.”

    Along with the rest of McGovern’s crew, Sussan documented the physical effects of the bomb, including the ghostly shadows of vaporized civilians burned into walls; and, most chillingly, dozens of people in hospitals who had survived (at least momentarily) and were asked to display their burns, scars, and other lingering effects for the camera as a warning to the world.

    At the Red Cross Hospital in Hiroshima, a Japanese physician traced the hideous, bright red scars that covered several of the patients — and then took off his white doctor’s shirt and displayed his own burns and cuts.

    After sticking a camera on a rail car and building their own tracks through the ruins, the Americans filmed hair-raising tracking shots that could have been lifted right from a Hollywood movie. Their chief cameramen was a Japanese man, Harry Mimura, who in 1943 had shot “Sanshiro Sugata,” the first feature film by a then-unknown Japanese director named Akira Kurosawa.

    The Suppression Begins

    While all this was going on, the Japanese newsreel team was completing its work of editing and labeling all their black & white footage into a rough cut of just under three hours. At this point, several members of Japanese team took the courageous step of ordering from the lab a duplicate of the footage they had shot before the Americans took over the project.

    Director Ito later said: “The four of us agreed to be ready for 10 years of hard labor in the case of being discovered.” One incomplete, silent print would reside in a ceiling until the Occupation ended.

    The negative of the finished Japanese film, nearly 15,000 feet of footage on 19 reels, was sent off to the U.S. in early May 1946. The Japanese were also ordered to include in this shipment all photographs and related material. The footage would be labeled SECRET and not emerge from the shadows for more than 20 years.

    The following month, McGovern was abruptly ordered to return to the U.S. He hauled the 90,000 feet of color footage, on dozens of reels in huge footlockers, to the Pentagon and turned it over to General Orvil Anderson. Locked up and declared top secret, it did not see the light of day for more than 30 years.

    McGovern would be charged with watching over it. Sussan would become obsessed with finding it and getting it aired.

    Fearful that his film might get “buried,” McGovern stayed on at the Pentagon as an aide to Gen. Anderson, who was fascinated by the footage and had no qualms about showing it to the American people. “He was that kind of man, he didn’t give a damn what people thought,” McGovern told me. “He just wanted the story told.”

    In an article in his hometown Buffalo Evening News, McGovern said that he hoped that “this epic will be made available to the American public.” He planned to call the edited movie “Japan in Defeat.”

    Once they eyeballed the footage, however, most of the top brass didn’t want it widely shown and the Atomic Energy Commission (AEC) was also opposed, according to McGovern. It nixed a Warner Brothers feature film project based on the footage that Anderson had negotiated, while paying another studio about $80,000 to help make four training films.

    In a March 3, 1947 memo, Francis E. Rundell, a major in the Air Corps, explained that the film would be classified “secret.” This was determined “after study of subject material, especially concerning footage taken at Hiroshima and Nagasaki. It is believed that the information contained in the films should be safeguarded until cleared by the Atomic Energy Commission.” After the training films were completed, the status would be raised to “Top Secret” pending final classification by the AEC.

    The color footage was shipped to the Wright-Patterson base in Ohio. McGovern went along after being told to put an I.D. number on the film “and not let anyone touch it — and that’s the way it stayed,” as he put it. After cataloging it, he placed it in a vault in the top secret area.

    “Dan McGovern stayed with the film all the time,” Sussan later said. “He told me they could not release the film [because] what it showed was too horrible.”

    Sussan wrote a letter to President Truman, suggesting that a film based on the footage “would vividly and clearly reveal the implications and effects of the weapons that confront us at this serious moment in our history.” A reply from a Truman aide threw cold water on that idea, saying such a film would lack “wide public appeal.”

    McGovern, meanwhile, continued to “babysit” the film, now at Norton Air Force base in California. “It was never out of my control,” he said later, but he couldn’t make a film out of it any more than Sussan could (but unlike Herb, he at least knew where it was).

    The Japanese Footage Emerges

    At the same time, McGovern was looking after the Japanese footage. Fearful that it might get lost forever in the military/government bureaucracy, he secretly made a 16 mm print and deposited it in the U.S. Air Force Central Film Depository at Wright-Patterson. There it remained out of sight, and generally out of mind. (The original negative and production materials remain missing, according to Abe Mark Nornes, who teaches at the University of Michigan and has researched the Japanese footage more than anyone.)

    The Japanese government repeatedly asked the U.S. for the full footage of what was known in that country as “the film of illusion,” to no avail. A rare article about what it called this “sensitive” dispute appeared in The New York Times on May 18, 1967, declaring right in its headline that the film had been “Suppressed by U.S. for 22 Years.” Surprisingly, it revealed that while some of the footage was already in Japan (likely a reference to the film hidden in the ceiling), the U.S. had put a “hold” on the Japanese using it–even though the American control of that country had ceased many years earlier.

    Despite rising nuclear fears in the 1960s, before and after the Cuban Missile Crisis, few in the U.S. challenged the consensus view that dropping the bomb on two Japanese cities was necessary. The United States maintained its “first-use” nuclear policy: Under certain circumstances it would strike first with the bomb and ask questions later. In other words, there was no real taboo against using the bomb. This notion of acceptability had started with Hiroshima. A firm line against using nuclear weapons had been drawn–in the sand. The U.S., in fact, had threatened to use nuclear weapons during the Cuban Missile Crisis and on other occasions.

    On Sept. 12, 1967, the Air Force transferred the Japanese footage to the National Archives Audio Visual Branch in Washington, with the film “not to be released without approval of DOD (Department of Defense).”

    Then, one morning in the summer of 1968, Erik Barnouw, author of landmark histories of film and broadcasting, opened his mail to discover a clipping from a Tokyo newspaper sent by a friend. It indicated that the U.S. had finally shipped to Japan a copy of black & white newsreel footage shot in Hiroshima and Nagasaki. The Japanese had negotiated with the State Department for its return.

    From the Pentagon, Barnouw learned in 1968 that the original nitrate film had been quietly turned over to the National Archives, so he went to take a look. Soon Barnouw realized that, despite its marginal film quality, “enough of the footage was unforgettable in its implications, and historic in its importance, to warrant duplicating all of it,” he later wrote.

    Attempting to create a subtle, quiet, even poetic, black and white film, he and his associates cut it from 160 to 16 minutes, with a montage of human effects clustered near the end for impact. Barnouw arranged a screening at the Museum of Modern Art in New York, and invited the press. A throng turned out and sat in respectful silence at its finish. (One can only imagine what impact the color footage with many more human effects would have had.) “Hiroshima-Nagasaki 1945” proved to be a sketchy but quite moving document of the aftermath of the bombing, captured in grainy but often startling black and white images: shadows of objects or people burned into walls, ruins of schools, miles of razed landscape viewed from the roof of a building.

    In the weeks ahead, however, none of the (then) three TV networks expressed interest in airing it. “Only NBC thought it might use the film,” Barnouw later wrote, “if it could find a ‘news hook.’ We dared not speculate what kind of event this might call for.” But then an article appeared in Parade magazine, and an editorial in the Boston Globe blasted the networks, saying that everyone in the country should see this film: “Television has brought the sight of war into America’s sitting rooms from Vietnam. Surely it can find 16 minutes of prime time to show Americans what the first A-bombs, puny by today’s weapons, did to people and property 25 years ago.”

    This at last pushed public television into the void. What was then called National Educational Television (NET) agreed to show the documentary on August 3, 1970, to coincide with the 25th anniversary of dropping the bomb.

    “I feel that classifying all of this filmed material was a misuse of the secrecy system since none of it had any military or national security aspect at all,” Barnouw told me. “The reason must have been–that if the public had seen it and Congressmen had seen it–it would have been much harder to appropriate money for more bombs.”

    The American Footage Comes Out

    About a decade later, by pure chance, Herb Sussan would spark the emergence of the American footage, ending its decades in the dark.

    In the mid-1970s, Japanese antinuclear activists, led by a Tokyo teacher named Tsutomu Iwakura, discovered that few pictures of the aftermath of the atomic bombings existed in their country. Many had been seized by the U.S. military after the war, they learned, and taken out of Japan. The Japanese had as little visual exposure to the true effects of the bomb as most Americans. Activists managed to track down hundreds of pictures in archives and private collections and published them in a popular book. In 1979 they mounted an exhibit at the United Nations in New York.

    There, by chance, Iwakura met Sussan, who told him about the U.S. military footage.

    Iwakura made a few calls and found that the color footage, recently declassified, might be at the National Archives. A trip to Washington, D.C. verified this. He found eighty reels of film, labeled #342 USAF, with the reels numbered 11000 to 11079. About one-fifth of the footage covered the atomic cities. According to a shot list, reel #11010 included, for example: “School, deaf and dumb, blast effect, damagedCommercial school demolishedSchool, engineering, demolished.School, Shirayama elementary, demolished, blast effectTenements, demolished.”

    The film had been quietly declassified a few years earlier, but no one in the outside world knew it. An archivist there told me at the time, “If no one knows about the film to ask forit, it’s as closed as when it was classified.”

    Eventually 200,000 Japanese citizens contributed half a million dollars and Iwakura was able to buy the film. He then traveled around Japan filming survivors who had posed for Sussan and McGovern in 1946. Iwakura quickly completed a documentary called “Prophecy” and in late spring 1982 arranged for a New York premiere.

    That fall a small part of the McGovern/Sussan footage turned up for the first time in an American film, one of the sensations of the New York Film Festival, called “Dark Circle.” It’s co-director, Chris Beaver, told me, “No wonder the government didn’t want us to see it. I think they didn’t want Americans to see themselves in that picture. It’s one thing to know about that and another thing to see it.”

    Despite this exposure, not a single story had yet appeared in an American newspaper about the shooting of the footage, its suppression or release. And Sussan was now ill with a form of lymphoma doctors had found in soldiers exposed to radiation in atomic tests during the 1950s–or in Hiroshima and Nagasaki.

    In late 1982, editing Nuclear Times, I met Sussan and Erik Barnouw—and talked on several occasions with Daniel McGovern, out in Northridge, California. “It would make a fine documentary even today,” McGovern said of the color footage. “Wouldn’t it be wonderful to have a movie of the burning of Atlanta?”

    After he hauled the footage back to the Pentagon, McGovern said, he was told that under no circumstances would the footage be released for outside use. “They were fearful of it being circulated,” McGovern said. He confirmed that the color footage, like the black and white, had been declassified over time, taking it from top secret to “for public release” (but only if the public knew about it and asked for it).

    Still, the question of precisely why the footage remained secret for so long lingered. Here McGovern added his considerable voice. “The main reason it was classified wasbecause of the horror, the devastation,” he said. “The medical effects were pretty goryThe attitude was: do not show any medical effects. Don’t make people sick.”

    But who was behind this? “I always had the sense,” McGovern answered, “that people in the AEC were sorry they had dropped the bomb. The Air Force–it was also sorry. I was told by people in the Pentagon that they didn’t want those images out because they showed effects on man, woman and child. But the AEC, they were the ones that stopped it from coming out. They had power of God over everybody,” he declared. “If it had anything to do with nukes, they had to see it. They were the ones who destroyed a lot of film and pictures of the first U.S. nuclear tests after the war.”

    Even so, McGovern believed, his footage might have surfaced “if someone had grabbed the ball and run with it but the AEC did not want it released.”

    As ” Dark Circle” director Chris Beaver had said, “With the government trying to sell the public on a new civil defense program and Reagan arguing that a nuclear war is survivable, this footage could be awfully bad publicity.”

    Today

    In the summer of 1984, I made my own pilgrimage to the atomic cities, to walk in the footsteps of Dan McGovern and Herb Sussan, and meet some of the people they filmed in 1946. By then, the McGovern/ Sussan footage had turned up in several new documentaries. On September 2, 1985, however, Herb Sussan passed away. His final request to his children: Would they scatter his ashes at ground zero in Hiroshima?

    In the mid-1990s, researching “Hiroshima in America,” a book I would write with Robert Jay Lifton, I discovered the deeper context for suppression of the U.S. Army film: it was part of a broad effort to suppress a wide range of material related to the atomic bombings, including photographs, newspaper reports on radiation effects, information about the decision to drop the bomb, even a Hollywood movie.

    The 50th anniversary of the bombing drew extensive print and television coverage–and wide use of excerpts from the McGovern/Sussan footage–but no strong shift in American attitudes on the use of the bomb.

    Then, in 2003, as adviser to a documentary film, “Original Child Bomb,” I urged director Carey Schonegevel to draw on the atomic footage as much as possible. She not only did so but also obtained from McGovern’s son copies of home movies he had shot in Japan while shooting the official film.

    “Original Child Bomb” went on to debut at the 2004 Tribeca Film Festival, win a major documentary award, and this week, on August 6 and 7, it will debut on the Sundance cable channel. After 60 years at least a small portion of that footage will finally reach part of the American public in the unflinching and powerful form its creators intended. Only then will the Americans who see it be able to fully judge for themselves what McGovern and Sussan were trying to accomplish in shooting the film, why the authorities felt they had to suppress it, and what impact their footage, if widely aired, might have had on the nuclear arms race–and the nuclear proliferation that plagues, and endangers, us today.

  • Renewal at Los Alamos Weapons Lab Resurrects Deeper Debate

    While a bidding war for control of the US’s top nuke facility pairs two state universities with two corporations, critics are asking questions that won’t appear in either team’s proposal.

    As the 60th anniversary of the nuclear destruction of Hiroshima and Nagasaki approaches, one of the nation’s top nuclear weapons laboratories is seeking new management. Or more accurately, the Department of Energy is sponsoring a competitive bidding war for control of the Los Alamos National Laboratory – the first since the lab’s secretive genesis during World War II as the Manhattan Project, the birthplace of the bombs that devastated out those Japanese cities.

    But the contest over who will run the nation’s premier nuclear arms facility has prompted activists to ask harder questions than just those concerning who will operate the facility safer and more efficiently. Some critics challenge the very wisdom of what they see as an administration trudging headlong into another nuclear arms race.

    On one side of the contract face-off is the University of California, which has run Los Alamos for over 60 years. UC is paired up with Bechtel, the global engineering firm best known for its enormous, largely unfulfilled contracts to help rebuild Iraq’s war-torn public infrastructure.

    On the other side of the bidding war is the University of Texas, which has aggressively sought management of a national lab since 1996. UT is joined by Lockheed-Martin, the world’s top defense contractor and manager of Sandia National Laboratory in Albuquerque, New Mexico.

    Both groups have also added smaller contractors with experience managing components of the nuclear weapons complex as junior partners. Meanwhile, the UT-Lockheed team has involved thirty universities listed as an “Alliance Academic Network” in its portfolio. Proposals from the two consortiums were due July 19, and the Department of Energy will pick a new management team by December 1.

    The bidding war for Los Alamos has shaken the lab community and inspired a debate over who can best run the $2.2 billion a year operation. Most Los Alamos employees are not concerned with questions about the country’s weapons policy, according to Greg Mello with the Los Alamos Study Group, a research organization that promotes disarmament. Instead, said Mello, they “are mostly concerned about pensions, working conditions, and their identities as scientists.”

    There are misgivings among some employees at the lab about working for a corporation, said Mellow, who claimed most people there prefer to consider their workplace an academic institution. “People say, ‘If I wanted to work for a corporation, I would have done so earlier in my career,’” relayed Mello.

    But many anti-nuclear activists and lab watchers see the debate over who should manage Los Alamos as obscuring a critical discussion of the role nuclear weapons play in the world today.

    Hugh Gusterson, an MIT anthropologist who has written two books based on his experience living and studying the culture of nuclear weapons labs, sees both bids as “conservative” in that they are headed by people entrenched in the weapons bureaucracy. “The real question is, ‘Do you need two nuclear weapons labs?’” Gusterson added, referring to Los Alamos and its “sister” lab in California, Lawrence-Livermore.

    Arjun Makhijani, an engineer and president of the Institute for Energy and Environmental Research, a nonprofit organization that strives to make science accessible to laypersons, is even more blunt. “I have a date when I think the [ University of California] should have gotten out of the nuclear weapons business,” Makhijani said. “December, 1944 – when it was discovered that Germany did not have the Bomb.”

    Los Alamos is a flashpoint for arms control advocates because the facility is responsible for an estimated 80 percent of the nuclear weapons ever designed in the United States. In addition, lab administrators have historically had a hand in championing nuclear weapons and pooh-poohing arms control agreements and bans on testing, said Jackie Cabasso of the Western States Legal Foundation, an advocacy organization that specializes in supporting anti-nuclear activism.

    Paul Robinson, who stepped down as the CEO of the Sandia operation to run the UT-Lockheed bid and will be director of Los Alamos if his team wins, has been a proponent of new, low-yield nuclear weapons such as so-called “mini-nukes” and “bunker-buster” warheads designed to take out deeply entrenched targets. In a 2001 “white paper” Robinson argued for a transformation of the nuclear stockpile, including the re-design of existing warheads and the development of low-yield nukes, to deal with “To Whom It May Concern” enemies, a term applied to any non-Russian states or terrorist groups

    Naturally, Robinson also backed President Bush’s push – and Congress’s 2003 decision – to repeal the 1994 ban on low-yield nuclear weapons. Because the national labs rely almost entirely on federal funding, officials such as Robinson often find themselves promoting nuclear weapons to lawmakers.

    Los Alamos National Laboratory and the companies associated with whichever team wins the bidding war are positioned to benefit from the largesse of a nuclear arms revival. President Bush has consistently asked Congress to fund new nuclear weapons; increased production of plutonium pits, the part of the bomb that renders it atomic; and a facelift to the Nevada Test Site in order to reduce the amount of time it would take to resume underground nuclear testing.

    But Congress has trimmed most of the Bush administration’s requests for the past four years.

    Still, many arms control advocates fear that the Los Alamos competition is designed, in part, to make way for a resumption of warhead production. Several Los Alamos critics have fingered plutonium pit production as a key to Los Alamos’s future. As part of the competition, bidders will be rewarded for demonstrating how they will meet the perceived need for more plutonium pits – ones that could go to refresh older warheads or be installed in new ones.

    Currently, the lab is the only site in the US that can produce a pit certified for installation in a functional nuclear weapon. But a “Modern Pit Facility,” capable of producing up to 450 pits per year, could find a home at Los Alamos. “The sense in Congress is that Los Alamos is really troubled,” said Carah Ong, director of the Washington DC office of the Nuclear Age Peace Foundation and a lobbyist for that organization. Congress thinks Los Alamos “needs some results-oriented focus,” she told The NewStandard.. “That’s where pit production comes in because it gives Los Alamos the unique value that Congress is looking for.”

    Some Los Alamos critics are not sitting on the sidelines for the lab war games. Nuclear Watch in New Mexico and Tri-Valley Communities Against a Radioactive Environment (CAREs) in California have joined forces and sent the Department of Energy their alternative plan for the lab. Unlike UT-Lockheed and UC-Bechtel, the two watchdog groups are making their proposal public.

    “Our emphasis is a pretty radical mission change by truly discouraging the proliferation of nuclear weapons through concrete example,” Jay Coghlan of the activist group Nuclear Watch New Mexico told TNS. “We are proposing a fundamental realignment of the nuclear weapons program,” he explained, by creating an Associate Directorship of Nuclear Nonproliferation. That position would be “responsible for encouraging and verifying compliance with the Non-Proliferation Treaty.” Nuclear weapons-related projects would have to answer to the nonproliferation director.

    This restructuring aligns with Nuclear Watch and Tri-Valley CAREs’ “proposed program of maintaining [but not advancing] nuclear weapons while they await dismantlement,” according to the organizations’ press release.

  • To the Inheritors of the Manhattan Project

    In national research laboratories, such as Los Alamos or Livermore in the USA, Chelyabinsk or Arzamas in Russia, and Aldermaston in the UK, many thousands of scientists are employed doing pure and applied research for specific purposes, cloaked in secrecy, purposes that I see as the negation of scientific pursuit: the development of new, or the improvement of old weapons of mass destruction. Among these thousands there may be some scientists who are motivated by considerations of national security. The vast majority, however, have no such motivation; in the past they were lured into this work by the siren call of rapid advancement and unlimited opportunity. What is going on in these laboratories is not only a terrible waste of scientific endeavour but a perversion of the noble calling of science.

    The Nobel Laureate Hans Bethe, who was a most distinguished physicist, and one-time leader of the Manhattan Project, said:

    “Today we are rightly in an era of disarmament and dismantlement of nuclear weapons. But in some countries nuclear weapons development still continues. Whether and when the various Nations of the World can agree to stop this is uncertain. But individual scientists can still influence this process by withholding their skills.

    Accordingly, I call on all scientists in all countries to cease and desist from work creating, developing, improving and manufacturing further nuclear weapons – and, for that matter, other weapons of potential mass destruction such as chemical and biological weapons.”

    I would like to see an endorsement of this call by the scientific community. I will go further and suggest that the scientific community should demand the elimination of nuclear weapons and, in the first instance, request that the nuclear powers honour their obligations under the Non-Proliferation Treaty.

    Let me, in conclusion, remind you that the basic human value is life itself; the most important of human rights is the right to live. It is the duty of scientists to see to it that, through their work, life will not be put into peril, but will be made safe and its quality enhanced.

    Background to the letter: In Geneva in April 2003, Pamela Meidell mentioned to Professor Rotblat that she once told the story of his walking away from the Manhattan Project in an interview with New Mexico Public Radio. She asked any nuclear scientist who was listening to the show to listen to his/her conscience and follow in Professor Rotblat’s footsteps. He was very eager to know if anyone had responded. Sadly, she didn’t know. Perhaps this message directly from him will bring forth a response.

    On 6 July 2005, the Atomic Mirror wrote a letter to Professor Joseph Rotblat, the only nuclear scientist to walk away from the Manhattan Project, asking if he would like to send a message back to Los Alamos for the 16 July remembrance of the birth of the nuclear age.   • America’s Broken Nuclear Promises Endanger Us All

    Not a day goes by without a member of team Bush lecturing us on the threat from weapons of mass destruction and assuring us of the absolute primacy they give to halting proliferation. How odd then that the review conference on the non-proliferation treaty will break up this evening, barring an 11th-hour miracle, with no agreed conclusions. And how strange that no delegation should have worked harder to frustrate agreement on what needs to be done than the representatives of George Bush.

    The tragedy is that, for all its faults, the non-proliferation treaty has hitherto been the best barrier put up by the international community against the spread of nuclear weapons. With the support of all but a handful of nations, the treaty provided a robust declaration that the development of nuclear weapons is taboo. That peer-group pressure has since resulted in more countries abandoning nuclear weapons than acquiring them.

    South Africa disowned and dismantled its nuclear weapons after the collapse of the apartheid regime. New states to emerge from the Soviet Union, such as Ukraine, renounced the nuclear systems they inherited on their territory. Argentina and Brazil dropped the nuclear capability they were developing after negotiating a non-nuclear pact between themselves. Even Iraq turned out to have abandoned its nuclear weapons programme, although in that particular case the success of the non-proliferation regime was more of an embarrassment to George Bush.

    Previous review conferences, which come round every five years, have been used as an important opportunity to regenerate support for the treaty. Not this time. The full weight of Washington diplomacy was focused on preventing any reference in the agenda to the commitments the Clinton administration gave to the last review conference. As a result, the first two weeks of negotiation were taken up with arguing over the agenda, leaving barely one week for substantive talks. Robert McNamara, the former US defence secretary and no peacenik, has observed that if the people of the world knew “they would not tolerate what’s going on in the NPT conference”.

    Observance of the non-proliferation treaty rested on a bargain between those states without nuclear weapons, who agreed to renounce any ambition to acquire them, and the nuclear-weapon powers, who undertook in return to proceed in good faith to disarmament. It suits the Bush administration now to present the purpose of the treaty as halting proliferation, but its original intention was the much broader ambition of a nuclear-weapon-free world. The acrimonious exchanges inside the present review conference reflect the frustration of the vast majority of states, who believe they have kept their side of the deal by not developing nuclear weapons but have seen no sign that the privileged elite with nuclear weapons have any intention of giving them up.

    It was to bridge the growing gulf between the two sides that the British delegation, led by Peter Hain, at the last review conference in 2000 helped broker agreement to 13 specific steps that the nuclear-weapon powers could take towards disarming themselves. Labour scores reasonably well against those benchmarks. Britain has taken out of service all non-strategic nuclear weapons and as a result has disarmed 70% of its total nuclear explosive power. It has also halted production of weapons-grade material and placed all fissile material not actually in warheads under international safeguards. This positive progress will be comprehensively reversed if Tony Blair does proceed as threatened to authorise construction of a new weapons system to replace Trident, but until then Britain has a good story to tell.

    Not that it gets heard in the negotiating chambers, where it is obscured by our close identification with the Bush administration and our willingness in the review conference to lobby for understanding of their position. Their position is simply stated: obligations under the non-proliferation treaty are mandatory on other nations and voluntary on the US. Even while the review conference was sitting, the White House asked Congress for funds to research a bunker-busting nuclear bomb, although to develop new nuclear weapons, especially ones designed not to deter but to wage war, is to travel in the opposite direction to the undertakings the US gave to the last review conference.

    The rationale for the bunker-buster is revealing. Its objective is to penetrate and destroy deeply buried arsenals of weapons of mass destruction. Perversely, the current regime in Washington does not perceive its development of nuclear weapons as an obstacle to multilateral agreement on proliferation but as the unilateral means of stopping proliferation. Whatever may be said for this muscular approach to proliferation, there is for sure no prospect of negotiating an agreed text with the rest of the world legitimating it.

    Any progress within the non-proliferation treaty is therefore likely to be on hold until George Bush is replaced by a president willing to return to multilateral diplomacy. This is worrying as there are other pressing problems that should not be left waiting.

    One of the design flaws of the treaty dates from its negotiation in the pre-Chernobyl era of rosy optimism about nuclear energy. As a result it turned on a deal in which the nuclear powers undertook to transfer peaceful nuclear know-how in return for other nations forswearing the military applications of nuclear technology. At the time many of us warned that it was inconsistent to enshrine the spread of nuclear energy in a treaty trying to halt the spread of nuclear weapons.

    It therefore is no surprise that we now have a crisis over the advanced nuclear ambitions of Iran. One of the weaknesses in the west’s negotiating position is that there is nothing in the non-proliferation treaty to prohibit Iran from acquiring a declared nuclear energy programme, although it seems implausible that the country has any urgent need for one, as it practically floats on a lake of oil.

    The desirable solution is for an addition to the treaty banning countries without nuclear weapons from developing a closed fuel cycle for nuclear energy, which would stop them acquiring the fissile material for bombs. But this would deepen the present asymmetry between the nuclear powers and everyone else, and is only going to be negotiable if there is some evidence that we are serious about disarmament.

    If the review conference breaks up in failure to agree, I suspect there will be some in Washington celebrating tonight, perhaps not in anything as foreign as French champagne but in the Napa Valley imitation. Within their own narrow terms they will have succeeded. They will have stopped another multilateral agreement and will have escaped criticism for not fulfilling their commitments under the last one. But in the process they will have weakened the non-proliferation regime and made the world a more dangerous place. The next time they lecture us on their worries about weapons of mass destruction, they do not deserve to be taken seriously.

  • Indigenous Presentation to the Delegates of the Seventh Review Conference of the Non-Proliferation Treaty

    It is an honor for me to be able to speak to you today on behalf of indigenous people throughout the world whose lives have been dramatically affected by the proliferation of weapons. I bring you the greetings of the people of the Marshall Islands, and more specifically the paramount leaders of the Ralik chain, Iroijlaplap Imata Kabua, and Iroijlaplap Anjua Loeak, whose domains have borne the brunt of United States military weapons development – from the nuclear bombs of the Cold War to the missiles that carry them today.

    I lived on the island of Likiep in the northern Marshalls for the entire 12 years of the US atomic and thermonuclear testing program in my country. I witnessed most of the detonations, and was just 9-years old when I experienced the most horrific of these explosions, the infamous BRAVO shot that terrorized our community and traumatized our society to an extent that few people in the world can imagine.

    While BRAVO was by far the most dramatic test, all 67 of the shots detonated in the Marshall Islands contributed one way or another to the nuclear legacy that haunts us to this day. As one of our legal advisors has described it, if one were to take the total yield of the nuclear weapons tested in the Marshall Islands and spread them out over time, we would have the equivalent of 1.6 Hiroshima shots, every day for twelve years.

    But the Marshall Islands’ encounter with the bomb did not end with the detonations themselves. In recent years, documents released by the United States government have uncovered even more horrific aspects of the Marshallese burden borne in the name of international peace and security. US government documents clearly demonstrate that its scientists conducted human radiation experiments with Marshallese citizens. Some of our people were injected with or coerced to drink fluids laced with radiation. Other experimentation involved the purposeful and premature resettlement of people on islands highly contaminated by the weapons tests to study how human beings absorb radiation from their foods and environment. Much of this human experimentation occurred in populations either exposed to near lethal amounts of radiation, or to “control” populations who were told they would receive medical “care” for participating in these studies to help their fellow citizens. At the conclusion of all these studies, the United States still maintained that no positive linkage can be established between the tests and the health status of the Marshallese. Just in the past few weeks, a new US government study has predicted 50% higher than expected incidence of cancer in the Marshall Islands resulting from the atomic tests.

    Although the testing of the atomic and thermonuclear weapons ended 48 years ago, we still have entire populations living in social disarray. The people of Rongelap Atoll, the inhabited island closest to the ground zero locations, remain in exile in their own country. I might also add that although the people of Rongelap were evacuated by the US government for earlier smaller weapons tests, the US government purposefully decided not to evacuate them prior to the detonation of the BRAVO event – a thermonuclear weapon designed to be the largest device ever detonated by the United States. The people of Rongelap were known to be in harms way but were not warned about BRAVO in advance and had no ability or knowledge of how to protect themselves or reduce their exposure.

    Throughout the years, America’s nuclear history in the Marshall Islands has been colored with official denial, self-serving control of information, and abrogation of commitment to redress the shameful wrongs done to the Marshallese people. The scientists and military officials involved in the testing program picked and chose their study subjects, recognized certain communities as exposed when it served their interests, and denied monitoring and medical attention to subgroups within the Marshall Islands. I remember well their visits to my village in Likiep where they subjected every one of us to tests and invasive physical examinations which, as late as 1978, they denied every carrying out. In later years, when I was a public servant for the RMI, I raised the issue requesting that raw data gathered during these visits be made available to us. United States representatives responded by saying that our recollections were juvenile and did not consider the public health missions of the time.

    For decades, the US government has utilized slick mathematical and statistical representations to dismiss the occurrence of exotic anomalies, including malformed fetuses, and abnormal appearances of diseases in so called “unexposed areas,” as coincidental and not attributable to radiation exposure. We have been told repeatedly, for example, that our birthing anomalies are the result of incest or a gene pool that is too small – anything but the radiation. These explanations are offensive, and obviously wrong since these abnormalities certainly did not occur before we became the proving ground for US nuclear weapons. Selective referral of Marshallese patients to different military hospitals in the United States and its territories also made it easier for the US government to dismiss linkages between medical problems and radiation exposure. The several unexplained fires that led to the destruction of numerous records and medical charts for the patients with the most acute radiation illnesses further underscores this point. In spite of all these studies and findings, we were told that positive linkage was still impossible because of what they called “statistical insignificance.”

    I have been a student of the horrific impacts of the nuclear weapons testing program for most of my life. I served as interpreter for American officials who proclaimed Bikini safe for resettlement and commenced a program to repatriate the Bikini people who for decades barely survived on the secluded island of Kili. I accompanied the American High Commissioner of the Trust Territory just a few years later to once again remove the repatriated residents from Bikini because their exposure had become too high for the US government’s comfort. I was also personally involved in the translation of the Enewetak Environmental Impact Statement that declared Enewetak safe for resettlement. I voiced my doubts in a television interview at the time by describing the US public relations efforts associated with the Enewetak clean-up as a dog-and-pony show. Later, during negotiations to end the trust territory arrangement with the United States, we discovered that certain scientific information regarding Enewetak was being withheld from us because, as the official US government memorandum stated, “the Marshallese negotiators might make overreaching demands” on the United States if the facts about the extent of damage in the islands were known to us.

    The outcome of our negotiations was the end of the United Nations Trusteeship and a treaty, which, among other things, provided for the ongoing responsibilities of our former trustee for the communities impacted by the nuclear weapons tests. This assistance provided by the US government for radiation damages and injuries is based on a US government study that purports to be the best and most accurate knowledge about the effects of radiation in the Marshall Islands. Our agreement to terminate our United Nations trusteeship that the US government administered was based largely on those assurances. We have since discovered that even that covenant by the United States was false. Today, not only is the US government backpedaling on this issue but its official position as enunciated by the current administration is to flee its responsibilities to the Marshall Islands for the severe nuclear damages and injuries perpetrated upon them.

    After spending decades of my life trying to persuade the US government to take responsibility for the full range of damages and injuries caused by the testing of 67 atmospheric atomic and thermonuclear weapons in the Marshall Islands, a new global arms system arrived at the door of the Marshall Islands. After years of ICBM testing, the Marshall Islands now has the dubious distinction of hosting the US government’s missile shield testing program. The US government shoots Intercontinental Ballistic Missiles (ICBMs) at the Marshall Islands. From an area leased by the US Army on Kwajalein Atoll, the Ronald Reagan Missile Defense Test Site, the US launches interceptor missiles at the incoming ICBMs to test the ability of these interceptors to track and destroy incoming missiles. These tests impact every aspect of our lives… from the local people who are relocated from their homes, to the whales, sea turtles, and birds that have lived in harmony with human beings in our region of the world for centuries.

    As history repeats itself in the Marshall Islands, the people of Kwajalein have been removed from their homelands, crowded into unbearable living squalor on a 56-acre island with 18,000 residents called Ebeye. This is the equivalent of taking everyone here in Manhattan and forcing them to live on the ground floor – can you imagine the density of Manhattan if there were no skyscrapers? The US Army base depends on Ebeye for housing its indigenous labor force, but the US Army has also erected impenetrable boundaries keeping the Marshallese at an arm’s length; Marshallese on the island adjacent to the US base are unable to use the world-class hospital in emergencies, to fill water bottles during times of drought, or to purchase basic food supplies when cargo ships are delayed. One does not have to be a rocket scientist to suspect that the lands, lagoon, and surrounding seas of Kwajalein, are being damaged from depleted uranium and other substances. Unfortunately, our efforts to seek a clear understanding of the consequences of the missile testing program – data we need to make informed decisions regarding our future or the prerequisite rehabilitation of our lands before repatriation – have been spurned by the United States government. Perchlorate additives in the missiles fired from Kwajalein have been detected in the soil and the water lenses but to date no real data has become available for meaningful, independent study. The lands leased by the United States military are compensated far below market. Efforts by the Kwajalein leadership to deal with the realities which face them when the current agreement expires in 2016 have been largely ignored as the US openly and callously discusses the uses of our lands beyond 2016 and into 2086…all without our consent. Our Constitution specifically prohibits the taking of land without consent or proper compensation.

    We call upon the international community to extend its hands to assist the people of the Marshall Islands to extricate themselves from the legacy of the nuclear age and the burden of providing testing grounds for weapons of mass destruction. In the countries that produce these weapons we have come together to protest, if a person’s land or resources become contaminated, persons so affected have the option to buy another house and move elsewhere. For indigenous people it is not that simple. Our land and waters are sacred to us. Our land and waters embody our culture, our traditions, our kinship ties, our social structures, and our ability to take care of ourselves. Our lands are irreplaceable.

    When we talk about the importance of non-proliferation of weapons we also must include in our discourse the essential non-proliferation of illness, forced relocation, and social and cultural ills in the indigenous communities that pay disproportionately for the adverse consequences resulting from the process, deployment, and storage of weapons. A relatively few number of world leaders and decision-makers do not have the right to destroy the well-being and livelihood of any society, whether large or small, in the name of global security. Security for indigenous people means healthy land, resources and body – not the presence of weapons and the dangers they engender. Global leaders do not have, nor should they be allowed to assume the right, to take my security away so that they may feel more secure themselves.

  • A Revolution in American Nuclear Policy

    A metaphorical “nuclear option” — the cutoff of debate in the Senate on judicial nominees — has just been defused, but a literal nuclear option, called “global strike,” has been created in its place. In a shocking innovation in American nuclear policy, recently disclosed in the Washington Post by military analyst William Arkin, the administration has created and placed on continuous high alert a force whereby the President can launch a pinpoint strike, including a nuclear strike, anywhere on earth with a few hours’ notice. The senatorial “nuclear option” was covered extensively, but somehow this actual nuclear option — a “full-spectrum” capability (in the words of the presidential order) with “precision kinetic (nuclear and conventional) and non-kinetic (elements of space and information operations)” — was almost entirely ignored.

    The order to enable the force, Arkin writes, was given by George W. Bush in January 2003. In July 2004, Gen. Richard Myers, Chairman of the Joint Chiefs of Staff, stated to Adm. James Ellis Jr., then-commander of Stratcom, “the President charged you to ‘be ready to strike at any moment’s notice in any dark corner of the world’ [and] that’s exactly what you’ve done.” And last fall, Lieut. Gen. Bruce Carlson, commander of the 8th Air Force, stated, “We have the capacity to plan and execute global strikes.”

    These actions make operational a revolution in US nuclear policy. It was foreshadowed by the Nuclear Posture Review Report of 2002, also widely ignored, which announced nuclear targeting of, among others, China, North Korea, Iraq, Iran, Syria and Libya. The review also recommended new facilities for the manufacture of nuclear bombs and the study of an array of new delivery vehicles, including a new ICBM in 2020, a new submarine-launched ballistic missile in 2029, and a new heavy bomber in 2040. The review, in turn, grew out of Bush’s broader new military strategy of pre-emptive war, articulated in the 2002 White House document, the National Security Strategy of the United States of America, which states, “We cannot let our enemies strike first.” The extraordinary ambition of the Bush policy is suggested by a comment made in a Senate hearing in April by Linton Brooks, head of the National Nuclear Security Administration, who explained that the Defense Secretary wanted “bunker buster” nuclear bombs because “it is unwise for there to be anything that’s beyond the reach of US power.”

    The incorporation of nuclear weapons into the global strike option, casting a new shadow of nuclear danger over the entire planet, raises fundamental questions. Perhaps the most important is why the United States, which now possesses the strongest conventional military forces in the world, feels the need to add to them a new global nuclear threat. The mystery deepens when you reflect that nothing could be more calculated to goad other nations into nuclear proliferation. Could it be that the United States, now routinely called the greatest empire since Rome, simply feels the need to assert its dominance in the nuclear sphere?

    History suggests a different explanation. In the past, reliance on nuclear arms has in fact varied inversely with reliance on conventional arms. In the very first weeks of the nuclear age, when the American public was demanding demobilization of US forces in Europe after World War II, the U.S. monopoly on the bomb gave it the confidence to adopt a bold stance in postwar negotiations with the Soviet Union over Europe. The practice of offsetting conventional weakness with nuclear strength was soon embodied in the policy of “first use” of nuclear weapons, which has remained in effect to this day. The threat of first use under the auspices of the global strike option is indeed the latest incarnation of a policy born at that time.

    This compensatory role for nuclear weapons emerged in a new context when, after the protracted, unpopular conventional war in Korea, President Eisenhower adopted the doctrine of nuclear “massive retaliation,” intended to prevent limited Communist challenges from ever arising. And it was in reaction to the imbalance between local “peripheral” threats and the world-menacing “massive” nuclear threats designed to contain them that, in the Kennedy years, the pendulum swung back in the direction of conventional arms and a theory of “limited war” to go with them. Meanwhile, nuclear arms were officially assigned the more restricted role of deterring attacks by other nuclear weapons — the posture of “mutual assured destruction.”

    Today, though the Cold War is over, the riddle of the relationship between nuclear and conventional force still vexes official minds. Once again, the United States has assigned itself global ambitions. (Then it was containing Communism, now it is stopping “terrorism” and proliferation of weapons of mass destruction.) Once again, the United States is fighting a limited war — the war in Iraq — and other limited wars are under discussion (against Iran, North Korea, Syria, etc.). And once again, nuclear arms appear to offer an all too tempting alternative. Arkin comments that a prime virtue of the global strike option in the eyes of the Pentagon is that it requires no “boots on the ground.” And Everett Dolman, a professor at the Air Force School at Maxwell Air Force Base, recently commented to the San Francisco Chronicle that without space weaponry, “we’d face a Vietnam-style buildup if we wanted to remain a force in the world.”

    For just as in the 1950s, the boots on the ground are running low. The global New Rome turns out to have exhausted its conventional power holding down just one country, Iraq. But the 2000s are not the 1950s. Eisenhower’s overall goal was mainly defensive. He wanted no war, nuclear or conventional, and never came close to ordering a nuclear strike. By contrast, Bush’s policy of preventive war is inherently activist and aggressive: The global strike option is not only for deterrence; it is for use.

    A clash between the triumphal rhetoric of global domination and the sordid reality of failure in practice lies ahead. The Senate, on the brink of its metaphorical Armageddon, backed down. Would the President, facing defeat of his policies somewhere in the world, do likewise? Or might he actually reach for his nuclear option?

  • Bush’s Nuclear Addiction

    George W. Bush might have kicked his alcohol and drug habits, but he still appears to have at least one serious addiction–to nuclear weapons.

    Last year, Congress refused to fund the administration’s ambitious proposal for new nuclear weapons, largely because both Republican and Democratic lawmakers agreed that the world would be a safer place with fewer—rather than more–nuclear explosives in existence.

    But, undeterred by last year’s rebuff, the Bush administration recently returned to Congress with a proposal for funding a new generation of “usable” nuclear weapons. These weapons are the so-called “bunker busters.” Despite the rather benign name, the “bunker buster” is an exceptionally devastating weapon, with an explosive power of from several hundred kilotons to one megaton (i.e. a thousand kilotons). To put this in perspective, it should be recalled that the nuclear weapons that destroyed Hiroshima and Nagasaki had explosive yields of from 14 to 21 kilotons. “These weapons will bust more than a bunker,” remarked U.S. Senator Jack Reed. “The area of destruction will encompass an area the size of a city. They are really city breakers.”

    In addition, the Bush administration has requested funding for the “Reliable Replacement Warhead.” If continued beyond the planning stage, this program would lead to the spending of hundreds of millions of dollars on upgrading U.S. nuclear warheads and might result in the resumption of U.S. nuclear testing, which has not occurred since 1992.

    Of course, it is not unusual for the leaders of nation states to crave nuclear weapons. After all, the history of the international system is one of rivalry and war and, consequently, many national leaders itch to possess the most devastating weapons available. This undoubtedly accounts for the fact that, today, there are eight nations that possess nuclear weapons, a ninth (North Korea) that might, and additional nations that might be working to develop them.

    Even so, there is a widespread recognition that the nuclear arms race–indeed, the very possession of nuclear weapons–confronts the world with unprecedented dangers. And, for this reason, nations, among them the United States, have signed nuclear arms control and disarmament treaties. The most important of them is probably the Nuclear Non-Proliferation Treaty (NPT) of 1968, in which non-nuclear nations agreed to forgo the development of nuclear weapons and nuclear nations agreed to move toward nuclear disarmament. As late as the NPT review conference of 2000, the declared nuclear weapons states proclaimed their commitment to an “unequivocal undertaking . . . to accomplish the total elimination of their nuclear arsenals.”

    Thanks to these agreements and to independent action, there has been a substantial reduction in the number of nuclear weapons around the world.

    Furthermore, even if nations were to disregard these treaty obligations and cling doggedly to their nuclear weapons, how many do they need? The United States possesses more than 10,000 nuclear weapons–a number that, together with Russia’s arsenal, constitutes more than 90 percent of the world total. Does it really need more? And how are they to be used?

    President Bush, of course, wraps all his military policies in the “war on terror,” and his nuclear policies are no exception. But how, exactly, are nuclear weapons useful against terrorists? Terrorists do not control fixed territories that can be attacked with nuclear weapons. Instead, they are intermingled with the general population in this country and abroad. Unless one is willing to attack them by conducting a vast and terrible nuclear bombardment of civilians, dwarfing in scale any massacre that terrorists have ever implemented, nuclear weapons have no conceivable function in combating terrorism.

    Indeed, adding to the stockpile of nuclear weapons only adds to the dangers of terrorism. Terrorists do not have the knowledge or materials that would enable them to build their own nuclear weapons. But, the more nuclear weapons that exist, the more likely terrorists are to obtain them from a government stockpile–through theft, or purchase, or conspiracy. Therefore, as Congress has recognized, the United States would be safer if it encouraged worldwide nuclear disarmament rather than the building of additional nuclear weapons.

    In this context, Bush’s voracious appetite for new nuclear weapons is, to say the least, remarkable. In addition to his repeated attempts to get Congress to fund a U.S. nuclear buildup, he has pulled the United States out of the Anti-Ballistic Missile Treaty (thereby effectively scrapping the START II Treaty, negotiated and signed by his father), opposed U.S. ratification of the Comprehensive Test Ban Treaty (negotiated and signed by President Clinton), pressed Congress to smooth the path toward the resumption of U.S. nuclear testing, and dropped further negotiations for nuclear disarmament.

    These repeated attempts to escape from the constraints of nuclear arms control and disarmament agreements and acquire new nuclear weapons suggest that Bush has what might be called a nuclear addiction.

    There are other signs of this addiction, as well. Indifferent to everything but acquiring their desired substance, addicts typically lose their appetite for the fundamentals of life, even eating. In a similar fashion, the president has proposed a budget that severely slashes funding for U.S. health, education, and welfare programs and redirects it to the military, including his pet nuclear projects. But how long can a society be starved of health, education, and welfare before it collapses? Impervious to reason or to the consistent public support for funding in these areas, Bush does not seem to consider this question. Instead, he presses forward with his demand for . . . more nukes!

    When the 2005 NPT review conference opens this May at the United Nations, Bush’s lust for nuclear weapons seems likely to be criticized by many nations. It is already being assailed by numerous peace and disarmament organizations, which are planning a massive nuclear abolition march and rally in New York City on May 1, the day before the NPT review conference convenes. And popular sentiment is not far behind. A recent AP-Ipsos poll reports that two-thirds of Americans believe that no nation should possess nuclear weapons, including the United States.

    Is George Bush able to accept the idea of a nuclear-free world? It’s certainly possible. But, first, it might take a decision by him to buckle down and kick his nuclear addiction.

  • Saving Nonproliferation

    Renewal talks for the nuclear Non-Proliferation Treaty (NPT) are scheduled for May, yet the United States and other nuclear powers seem indifferent to its fate. This is remarkable, considering the addition of Iran and North Korea as states that either possess or seek nuclear weapons programs. A recent United Nations report warned starkly: “We are approaching a point at which the erosion of the non-proliferation regime could become irreversible and result in a cascade of proliferation.”

    A group of “Middle States” has a simple goal: “To exert leverage on the nuclear powers to take some minimum steps to save the non-proliferation treaty in 2005.” Last year this coalition of nuclear-capable states — including Brazil, Egypt, Ireland, Mexico, New Zealand, South Africa, Sweden and eight NATO members — voted for a new agenda resolution calling for implementing NPT commitments already made. Tragically, the United States, Britain and France voted against this resolution.

    So far the preparatory committee for the forthcoming NPT talks has failed even to achieve an agenda because of the deep divisions between nuclear powers that refuse to meet their own disarmament commitments and the nonnuclear movement, whose demands include honoring these pledges and considering the Israeli arsenal.

    Until recently all American presidents since Dwight Eisenhower had striven to restrict and reduce nuclear arsenals — some more than others. So far as I know, there are no present efforts by any of the nuclear powers to accomplish these crucial goals.

    The United States is the major culprit in this erosion of the NPT. While claiming to be protecting the world from proliferation threats in Iraq, Libya, Iran and North Korea, American leaders not only have abandoned existing treaty restraints but also have asserted plans to test and develop new weapons, including anti-ballistic missiles, the earth-penetrating “bunker buster” and perhaps some new “small” bombs. They also have abandoned past pledges and now threaten first use of nuclear weapons against nonnuclear states.

    Some corrective actions are obvious:

    • The United States needs to address remaining nuclear issues with Russia, demanding the same standards of transparency and verification of past arms control agreements and dismantling and disposal of decommissioned weapons. With massive arsenals still on hair-trigger alert status, a global holocaust is just as possible now, through mistakes or misjudgments, as it was during the depths of the Cold War. We could address perhaps the world’s greatest proliferation threat by fully securing Russia’s stockpiles.

    • While all nuclear weapons states should agree to non-first use, the United States, as the sole superpower, should take the lead on this issue.

    • NATO needs to de-emphasize the role of its nuclear weapons and consider an end to their deployment in Western Europe. Despite its eastward expansion, NATO is keeping the same stockpiles and policies as when the Iron Curtain divided the continent.

    • The comprehensive test ban treaty should be honored, but the United States is moving in the opposite direction. The administration’s 2005 budget refers for the first time to a list of test scenarios, and other nations are waiting to take the same action.

    • The United States should support a fissile materials treaty to prevent the creation and transport of highly enriched uranium and plutonium.

    • Curtail U.S. development of the infeasible missile defense shield, which is wasting huge resources, while breaking our commitment to the Anti-Ballistic Missile Treaty without a working substitute.

    • Act on nuclear proliferation in the Middle East, an increasing source of instability in that region. Iran has repeatedly hidden its intentions to enrich uranium while claiming that its nuclear program is for peaceful purposes only. This explanation has been given before, by India, Pakistan and North Korea, and has led to weapons programs in all three states. Iran must be called to account and held to its promises under the Non-Proliferation Treaty. At the same time, we fail to acknowledge how Israel’s nuclear status entices Iran, Syria, Egypt and other states to join the community of nuclear weapons states.

    These are vital questions, and the world will know the answers during the NPT conference in May.

  • Nuclear Folly

    According to recent news reports and as hinted in the president’s State of the Union Address, the neocons who dominate the Bush administration are gearing up for another pre-emptive military attack, this time upon Iran. The ostensible reason for such an attack is that the Iranian government is developing nuclear weapons.

    In fact, the International Atomic Energy Agency (IAEA), which regularly inspects Iran’s nuclear operations, has not found any signs of nuclear weapons. Although the IAEA has reported that Iran has produced enriched uranium–which can be used for either civilian or military purposes–such production has been halted thanks to a November 2004 Iranian agreement with France, Germany, and Britain. Thus, although it is possible that Iran might produce nuclear weapons some time in the future, this is hardly a certainty. Nor is it clear that the Iranian government has ever planned to produce them.

    Ironically, in the midst of this delicate situation, the Bush administration is busy dismantling the nuclear Non-Proliferation Treaty (NPT). This treaty, signed in 1968 by officials of the United States and of almost all other countries, obligates non-nuclear nations to forgo development of nuclear weapons and nuclear nations to take steps toward nuclear disarmament. The Bush administration reveres the first obligation and wants to scrap the second.

    In late December 2004, news accounts quoted an administration official as saying that the final agreement at the NPT review conference in 2000–which commits the declared nuclear weapons states to an “unequivocal undertaking” to abolish nuclear weapons–is a “simply historical document,” which does not reflect the drastic changes in the world since the 9/11 terrorist attacks. Thus, he said, the Bush administration “no longer supports” all of the thirteen steps toward disarmament outlined in the 2000 agreement and does not view it as “being a road map or binding guideline or anything like that.”

    For those who have followed the Bush administration’s nuclear policy, this position should come as no great surprise. The administration has not only abandoned efforts toward negotiating nuclear arms control and disarmament agreements with other nations, but has withdrawn the United States from the ABM treaty (signed by President Nixon) and refused to support ratification of the Comprehensive Test Ban Treaty (signed by President Clinton).

    It has also championed a program of building new U.S. nuclear weapons, including so-called “bunker busters” and “mini-nukes,” and of facilitating the resumption of U.S. nuclear testing. Only an unexpected revolt in Congress–led by Representatives David Hobson and Pete Viclosky, the Republican chair and ranking Democrat of the House Energy and Water Appropriations Committee–blocked funding for the Bush administration’s proposed new nuclear weapons in 2004. Political analysts expect the administration to make another effort to secure the funding this year.

    For the Bush administration and its fans, this evasion of U.S. obligations under the NPT makes perfect sense. The United States, they believe, is a supremely virtuous nation, and nations with whom it has bad relations–such as Iran–are “evil.” In line with this belief, the U.S. government has the right to build and use nuclear weapons, while nations it places on its “enemies” list do not.

    As might be expected, this assumption does not play nearly as well among government officials in Iran, who seem unlikely to fulfill their part of the NPT agreement if U.S. officials flagrantly renege on theirs. At the very least, the Bush administration is offering them a convenient justification for a policy of building Iranian nuclear weapons.

    Other nations have drawn this same conclusion. In the fall of 2004, Helen Clark, the prime minister of New Zealand, warned: “First and foremost we need to keep before us the essential bargain that the nuclear Non-Proliferation Treaty represents. While we will willingly contribute to non-proliferation and counter-proliferation initiatives, those initiatives should be promoted alongside initiatives to secure binding commitments from those who have nuclear weapons which move us further towards the longer-term goal of nuclear disarmament.”

    Much the same point was made in early January 2005 by Mohamed ElBaradei, the director of the IAEA. Calling upon all countries to commit themselves to forgo building facilities for uranium enrichment and nuclear reprocessing for the next five years, ElBaradei added: “We should not forget the commitment by the weapons states to move toward nuclear disarmament.”

    In fact, ElBaradei’s evenhanded approach to nuclear issues has angered the Bush administration, which is now working to deny him reappointment as IAEA director.

    The responsibility of all nations under the NPT will undoubtedly receive a good deal of discussion at the NPT review conference that will convene at the United Nations this May. Certainly it will be interesting to see how the Bush administration explains the inconsistencies in its nuclear policy.

    Unfortunately, by then we may well have another bloody military confrontation on our hands. Like the war in Iraq, it will be sold to us on the basis of the potential threat from a nation possessing weapons of mass destruction. And, also like the war in Iraq, it will be unnecessary–brought on by the arrogance and foolishness of the Bush administration.
