  • Kansas City Here It Comes: A New Nuclear Weapons Plant!

    Lawrence WittnerShould the U.S. government be building more nuclear weapons?  Residents of Kansas City, Missouri don’t appear to think so, for they are engaged in a bitter fight against the construction of a new nuclear weapons plant in their community.


    The massive plant, 1.5 million square feet in size, is designed to replace an earlier version, also located in the city and run by the same contractor:  Honeywell.  The cost of building the new plant—which, like its predecessor, will provide 85 percent of the components of America’s nuclear weapons—is estimated to run $673 million.


    From the standpoint of the developer, Centerpoint Zimmer (CPZ), that’s a very sweet deal.  In payment for the plant site, a soybean field it owned, CPZ received $5 million.  The federal government will lease the property and plant from a city entity for twenty years, after which, for $10, CPZ will purchase it, thus establishing the world’s first privately-owned nuclear weapons plant.  In addition, as the journal Mother Jones has revealed, “the Kansas City Council, enticed by direct payments and a promise of ‘quality jobs,’ . . . agreed to exempt CPZ from property taxes on the plant and surrounding land for twenty-five years.”  The Council also agreed to issue $815 million in bond subsidies from urban blight funds to build the plant and its infrastructure.  In this lucrative context, how could a profit-driven corporation resist?


    Kansas City residents, however, had greater misgivings.  They wondered why the U.S. government, already possessing 8,500 nuclear weapons, needed more of them.  They wondered what had happened to the U.S. government’s commitment to engage in treaties for nuclear disarmament.  They wondered how the new weapons plant fit in with the Obama administration’s pledge to build a world free of nuclear weapons.  And they wondered why they should be subsidizing the U.S. military-industrial complex with their tax dollars.


    Taking the lead, the city’s peace and disarmament community began protests and demonstrations against the proposed nuclear weapons plant several years ago.  Gradually, Kansas City PeaceWorks (a branch of Peace Action) pulled together the local chapter of Physicians for Social Responsibility, religious groups, and others into a coalition of a dozen organizations, Kansas City Peace Planters.  The coalition’s major project was a petition campaign to place a proposition on the November 8, 2011 election ballot that would reject building a plant for weapons and utilize the facility instead for “green energy” technologies.


    The significance of the Kansas City nuclear weapons buildup was also highlighted by outside forces.  In June 2011, against the backdrop of the Obama administration’s plan to spend $185 billion for modernization of the U.S. nuclear weapons complex over the next ten years, the U.S. Council of Mayors voted unanimously for a resolution instructing the president to join leaders of the other nuclear weapons states in implementing U.N. Secretary-General Ban Ki-moon’s five-point plan for the elimination of all nuclear weapons by the year 2020.  It also called on Congress to terminate funding for modernization of the U.S. nuclear weapons complex and nuclear weapons systems.  Addressing the gathering, the U.N. leader declared that “the road to peace and progress runs through the world’s cities and towns,” a statement that drew a standing ovation.


    Even more pointedly, Archbishop Francis Chullikatt, the Vatican’s ambassador to the United Nations, appeared in Kansas City in July 2011.  According to the National Catholic Reporter, Chullikat “came to this Midwestern diocese because it is the site of a major new nuclear weapons manufacturing facility, the first to be built in the country in thirty-three years.”  In his address, the prelate remarked:  “Viewed from a legal, political, security and most of all—moral—perspective, there is no justification today for the continued maintenance of nuclear weapons.”  This was the moment, he declared, to address “the legal, political and technical requisites for a nuclear-weapons-free world.”  Highlighting Chullikatt’s speech, the National Catholic Reporter declared, cuttingly:  “The U.S. trudges unheedingly down the nuclear path.  Now more than ever we need to attend to the messages of the often marginalized peacemakers in our midst.”


    Actually, peace activists in Kansas City looked less and less marginalized.  Nearly 5,000 Kansas City residents signed the petition to place the proposition rejecting the nuclear weapons plant on the ballot, giving it considerably more signatures than necessary to appear before the voters.


    Naturally, this popular uprising came as a blow to the Kansas City Council, which put forward a measure that would block the disarmament initiative from appearing on the ballot.


    At an August 17 hearing on the Council measure, local residents were irate.  “You cannot divorce yourselves from the hideously immoral purpose of these weapons,” one declared, comparing the city’s subsidy for the weapons plant to financing Nazi gas chambers “for the sake of ‘jobs.’”  Referring to the Council’s charter, which provided for the appearance of propositions on the ballot when they secured the requisite number of signatures, the chair of PeaceWorks asked:  “Are we a government of laws or of . . . corporations and special interests?”


    Since then, the situation has evolved rapidly.  On August 25, the City Council voted 12 to 1 to bar the proposition from the ballot.  The next day, the petitioners went to court to block Council interference.  Honeywell, CPZ, and their friends dispatched a large legal team to Kansas City to fight against the citizens’ initiative, securing a court decision that might delay redress for years.  In response, Peace Planters seems likely to speed up the process by crafting a new petition—one that would cut off city funding for the plant.


    Whatever the outcome, the very fact that such a struggle has emerged indicates that many Americans are appalled by plans to throw their local and national resources into building more nuclear weapons.

  • US Plans Intercontinental Ballistic Missile Test on International Day of Peace

    David KriegerIn 1981, the United Nations General Assembly created an annual International Day of Peace to take place on the opening day of the regular sessions of the General Assembly.  The purpose of the day is for “commemorating and strengthening the ideals of peace both within and among all nations and peoples.”


    Twenty years later, in 2001, the General Assembly, desiring to draw attention to the objectives of the International Day of Peace, gave the day a fixed date on which it would be held each year: September 21st.  The General Assembly declared in its Resolution 55/282 that “the International Day of Peace shall henceforth be observed as a day of global ceasefire and non-violence, an invitation to all nations and people to honor a cessation of hostilities for the duration of the Day.”


    The Resolution continued by inviting “all Member States, organizations of the United Nations system, regional and non-governmental organizations and individuals to commemorate, in an appropriate manner, the International Day of Peace, including through education and public awareness, and to cooperate with the United Nations in the establishment of the global ceasefire.”


    The United States has announced that its next test of a Minuteman III will occur on September 21, 2011.  Rather than considering how it might participate and bring awareness to the International Day of Peace, the United States will be testing one of its nuclear-capable intercontinental ballistic missiles that, 20 years after the end of the Cold War, continue to be kept on high-alert in readiness to be fired on a few moments notice. 


    Of course, the missile test will have a dummy warhead rather than a live one, but its purpose will be to assure that the delivery system for the Minuteman III nuclear warheads has no hitches.  As Air Force Colonel David Bliesner has pointed out, “Minuteman III test launches demonstrate our nation’s ICBM capability in a very visible way, deterring potential adversaries while reassuring allies.”


    So, on the 2011 International Day of Peace, the United States has chosen not “to honor a cessation of hostilities,” but rather to implement a very visible, $20 million test of a nuclear-capable missile.


    Perhaps US officials believe that US missile tests help keep the peace.  If so, they have a very different idea about other countries testing missiles.  National Security Spokesman Mike Hammer had this to say about Iranian missile tests in 2009: “At a time when the international community has offered Iran opportunities to begin to build trust and confidence, Iran’s missile tests only undermine Iran’s claims of peaceful intentions.” 


    In 2008, Condoleezza Rice, then Secretary of State, said, “We face with the Iranians, and so do our allies and friends, a growing missile threat that is getting ever longer and ever deeper – and where the Iranian appetite for nuclear technology is, to this point, still unchecked.  And it is hard for me to believe that an American president is not going to want to have the capability to defend our territory and the territory of our allies, whether they are in Europe or whether they are in the Middle East against that kind of missile threat.”


    The US approach to nuclear-capable missile testing seems to be “do as I say, not as I do.”  This is unlikely to hold up in the long run.  Rather than testing its nuclear-capable delivery systems, the US should be leading the way, as President Obama pledged, toward a world free of nuclear weapons.  To do so, we suggest that he take three actions for the 2011 International Day of Peace.  First, announce the cancellation of the scheduled Minuteman III missile test, and use the $20 million saved as a small down payment on alleviating poverty in the US and abroad.  Second, announce that the US will take its nuclear weapons off high-alert status and keep them on low alert, as China has done, in order to lower the possibilities of accidental or unauthorized missile launches.  Third, declare a ceasefire for the day in each of the wars in which the US is currently engaged.  These three actions on the International Day of Peace would not change the world in a day, but they would be steps in the right direction that could be built upon during the other 364 days of the year.

  • The Decision to Bomb Hiroshima

    Gar AlperovitzToday is the 66th anniversary of the bombing of Hiroshima. Though most Americans are unaware of the fact, increasing numbers of historians now recognize the United States did not need to use the atomic bomb to end the war against Japan in 1945. Moreover, this essential judgment was expressed by the vast majority of top American military leaders in all three services in the years after the war ended: Army, Navy and Army Air Force. Nor was this the judgment of “liberals,” as is sometimes thought today. In fact, leading conservatives were far more outspoken in challenging the decision as unjustified and immoral than American liberals in the years following World War II.


    By the summer of 1945 Japan was essentially defeated, its navy at the bottom of the ocean; its air force limited by fuel, equipment, and other shortages; its army facing defeat on all fronts; and its cities subjected to bombing that was all but impossible to challenge. With Germany out of the war, the United States and Britain were about to bring their full power to bear on what was left of the Japanese military. Moreover, the Soviet Union—at this point in time still neutral—was getting ready to attack on the Asian mainland: the Red Army, fresh from victory over Hitler, was poised to strike across the Manchurian border.


    Long before the bombings occurred in August 1945—indeed, as early as late April 1945, more than three months before Hiroshima—U.S. intelligence advised that the Japanese were likely to surrender when the Soviet Union entered the war if they were assured that it did not imply national annihilation. An April 29 Joint Intelligence Staff document put it this way: “If at any time the U.S.S.R. should enter the war, all Japanese will realize that absolute defeat is inevitable.”


    For this reason—because it would drastically shorten the war—before the atomic bomb was successfully tested (on July 16, 1945) the U.S. had strongly and repeatedly urged the Soviet Union to join the battle as soon after the defeat of Hitler as possible. A target date of three months after Germany’s surrender was agreed upon—which put the planned Red Army attack date at roughly August 8, the war in Europe having ended on May 8. (In late July the date was temporarily extended by a week.)


    Nor was there any doubt that the Soviet Union would join the war for its own reasons. At the Potsdam Conference in July (before the successful atomic test) President Truman entered the following in his diary after meeting with Soviet Premier Joseph Stalin on July 17: “He’ll be in the Jap War on August 15. Fini Japs when that comes about.”


    The next day, July 18, in a private letter to his wife, the President wrote: “I’ve gotten what I came for—Stalin goes to war August 15 with no strings on it…I’ll say that we’ll end the war a year sooner now…”


    The President had also been urged to offer assurances that the Japanese Emperor would be allowed to remain in some form of powerless figurehead bomb garrole by many top advisers—including, importantly, Secretary of War Henry L. Stimson, the man who oversaw the development of the atomic bomb. Before the bomb was used he explicitly urged the President that in his judgment the war would end if such assurances were given—without the use of the atomic bomb.


    Nor were there insuperable political obstacles to this approach: Leadings newspapers like the Washington Post, along with leaders of the opposition Republican Party were publically demanding such a course. (Moreover, the U.S. Army wanted to maintain the Emperor in some role so as to use his authority both to order surrender and to help manage Japan during the occupation period after war’s end—which, of course, is what, in fact, was done: Japan still has an Emperor.)


    As the President’s diary entry and letter to his wife indicate, there is little doubt that he understood the advice given by the intelligence experts as to the likely impact of the upcoming Russian attack. Further evidence is also available on this central point: The American and British Joint Chiefs of Staff—the very top military leaders of the two nations—also met at Potsdam to consolidate planning for the final stages of the war in the Pacific. General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, summarized the latest (early July) combined US-UK intelligence evidence for Prime Minister Churchill this way: “[W]hen Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.”


    The July joint intelligence finding, of course, for the most part simply restated what had been the essential view of American intelligence and many of the President’s top advisers throughout the spring and summer months leading up to the July meeting at Potsdam.


    Among the many reasons the shock of Soviet entry was expected to be so powerful were: first, that it would directly challenge the Japanese army in what had been one of its most important strongholds, Manchuria; second, it would signal that there was literally no hope once the third of the three Great Powers was no longer neutral; and third, and perhaps even more important, with the Japanese economy in disarray Japanese leaders were extremely fearful that leftist groups might be powerfully encouraged, politically, if the Soviet Union were to play a major role in Japan’s defeat.


    Furthermore, U.S. intelligence had broken Japanese codes and knew Japanese leaders were frantically hoping against hope as they attempted to arrange some form of settlement with Moscow as a mediator. Since their strategy was so heavily focused on what the Russians might or might not do, this further underscored the judgment that when the Red Army attacked, the end would not be far off: the illusory hope of a negotiation through Moscow would be thoroughly dashed as Soviet tanks rolled into Manchuria.


    Instead, the United States rushed to use two atomic bombs at almost exactly the time that an August 8 Soviet attack had originally been scheduled: Hiroshima on August 6 and Nagasaki on August 9. The timing itself has obviously raised questions among many historians. The available evidence, though not conclusive, strongly suggests that the atomic bombs may well have been used in part because American leaders “preferred”—as Pulitzer Prize–winning historian Martin Sherwin has put it—to end the war with the bombs rather than the Soviet attack. Impressing the Soviets during the early diplomatic sparring that ultimately became the Cold War also appears likely to have been a significant factor.


    Some modern analysts have urged that Japanese military planning to thwart an invasion was much more advanced than had previously been understood, and hence more threatening to U.S. plans. Others have argued that Japanese military leaders were much more ardently committed to one or more of four proposed ‘conditions’ to attach to a surrender than a number of experts hold, and hence, again, would likely have fought hard to continue the war.


    It is, of course, impossible to know whether the advice given by top U.S. and British intelligence that a Russian attack would likely to produce surrender was correct. We do know that the President ignored such judgments and the advice of people like Secretary of War Stimson that the war could be ended in other ways when he made his decision. This, of course, is an important fact in its own right in considering whether the decision was justified, since so many civilian lives were sacrificed in the two bombings.


    Moreover, many leading historians who have studied both the U.S. and Japanese records carefully (including, among others, Barton Bernstein and Tsuyoshi Hasegawa) have concluded that Japan was indeed in such dire straits that–as U.S. and British intelligence had urged long before the bombings–the war would, in fact, have likely ended before the November invasion target date once the Russians entered.


    It is also important to note that there was very little to lose by using the Russian attack to end the war. The atomic bombs were dropped on Hiroshima and Nagasaki on August 6 and August 9. There were still three months to go before the first landing could take place in November. If the early August Russian attack did not work as expected, the bombs could obviously have been used anyway long before any lives were lost in the landing.


    (Since use of the atomic bombs and Russia’s entry into the war came at almost exactly the same time, scholars have debated at great length which factor influenced the surrender decision more. This, of course, is a very different question from whether using the atomic bomb was justified as the only way to end the war. Still, it is instructive to note that speaking privately to top Army officials on August 14 the Japanese Emperor stated bluntly: “The military situation has changed suddenly. The Soviet Union entered the war against us. Suicide attacks can’t compete with the power of science. Therefore, there is no alternative…” And the Imperial Rescript the Emperor issued to officers and soldiers to make sure they would lay down their arms stated: “Now that the Soviet Union has entered the war, to continue under the present conditions at home and abroad would only result in further useless damage… Therefore…I am going to make peace.”)


    The most illuminating perspective, however, comes from top World War II American military leaders. The conventional wisdom that the atomic bomb saved a million lives is so widespread that (quite apart from the inaccuracy of this figure, as noted by Samuel Walker) most Americans haven’t paused to ponder something rather striking to anyone seriously concerned with the issue: Not only did most top U.S. military leaders think the bombings were unnecessary and unjustified, many were morally offended by what they regarded as the unnecessary destruction of Japanese cities and what were essentially noncombat populations. Moreover, they spoke about it quite openly and publicly.


    Here is how General Dwight D. Eisenhower reports he reacted when he was told by Secretary of War Henry L. Stimson that the atomic bomb would be used:



    “During his recitation of the relevant facts, I had been conscious of a feeling of depression and so I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives.”


    In another public statement the man who later became President of the United States was blunt: “It wasn’t necessary to hit them with that awful thing.”


    General Curtis LeMay, the tough cigar-smoking Army Air Force “hawk,” was also dismayed. Shortly after the bombings he stated publically: “The war would have been over in two weeks. . . . The atomic bomb had nothing to do with the end of the war at all.”


    Fleet Admiral Chester W. Nimitz, Commander in Chief of the Pacific Fleet, went public with this statement: “The Japanese had, in fact, already sued for peace. . . . The atomic bomb played no decisive part, from a purely military standpoint, in the defeat of Japan.”


    I noted above the report General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, made to Prime Minister Churchill that “when Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.” On hearing that the atomic test was successful, Ismay’s private reaction was one of “revulsion.”


    Shortly before his death General George C. Marshall quietly defended the decision, but for the most part he is on record as repeatedly saying that it was not a military decision, but rather a political one. Even more important, well before the atomic bombs were used, contemporary documents record show that Marshall felt “these weapons might first be used against straight military objectives such as a large naval installation and then if no complete result was derived from the effect of that, he thought we ought to designate a number of large manufacturing areas from which the people would be warned to leave–telling the Japanese that we intend to destroy such centers….”


    As the document concerning Marshall’s views suggests, the question of whether the use of the atomic bomb was justified turns not only on whether other options were available, and whether top leaders were advised of this. It also turns on whether the bombs had to be used against a largely civilian target rather than a strictly military target—which, in fact, was the explicit choice since although there were Japanese troops in the cities, neither Hiroshima nor Nagasaki was deemed militarily vital by U.S. planners. (This is one of the reasons neither had been heavily bombed up to this point in the war.) Moreover, targeting was aimed explicitly on non-military facilities surrounded by workers’ homes. Here we can gain further insight from two additional, equally conservative military leaders.


    Many years later President Richard Nixon recalled that



    “[General Douglas] MacArthur once spoke to me very eloquently about it, pacing the floor of his apartment in the Waldorf. He thought it a tragedy that the Bomb was ever exploded. MacArthur believed that the same restrictions ought to apply to atomic weapons as to conventional weapons, that the military objective should always be limited damage to noncombatants. . . . MacArthur, you see, was a soldier. He believed in using force only against military targets, and that is why the nuclear thing turned him off.”


    Although many others could be cited, here, finally, is the statement of another conservative, a man who was a close friend of President Truman’s, his Chief of Staff (as well as President Roosevelt’s Chief of Staff), and the five star Admiral who presided over meetings of the Combined U.S.-U.K. Chiefs of Staff during the war—William D. Leahy:



    “[T]he use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender. . . . [I]n being the first to use it, we . . . adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.”

  • The Indoctrination of Missile Launch Officers

    David KriegerThe US Air Force has a history of indoctrinating its missile launch officers to assure that these officers will have no moral qualms about following orders to use weapons of mass annihilation.  In a PowerPoint presentation used in the training, the Air Force makes absurd arguments for the morality of war and the use of nuclear weapons.  It includes numerous quotations from both the Old and New Testaments to make the case for the morality of war.  For example, “Jesus Christ is the mighty warrior.” (Revelation 19:11)

    The Air Force training acknowledges the devastation caused at Hiroshima and then raises questions for the young officers to contemplate, in seeking to assure that they are not hindered in their assignment to launch nuclear weapons if ordered to do so.  Among the questions are those below with my own response to each of them in italics.

    Can you imagine a set of circumstances that would warrant a nuclear launch from the U.S., knowing it would kill thousands of noncombatants?

    No, I can’t imagine such a circumstance, and with nuclear weapons, the number of civilians killed could reach far beyond thousands into the millions.

    Can we exercise enough faith in our decision makers, political and military, to follow through with the orders that are given to us?

    No, I can’t exercise such faith in our decision makers.  I know, for example, that in my lifetime, US leaders have not always been honest and have led us into aggressive and illegal wars on false grounds.

    Can we train physically, emotionally, and spiritually for a job we hope we never have to do?

    Why not put our efforts where our hopes and our consciences are instead of training for a job that would cause untold death and suffering?

    To accomplish deterrence, we must have the capability and the will to launch nuclear weapons.  Do we have the will now?  What about fifty years from now?

    Deterrence has many flaws.  The capability and the will to launch nuclear weapons are not sufficient to assure that nuclear deterrence will be effective.  It requires, for example, rationality and clear communications.  The will required is the will to massively slaughter innocent people.  Nuclear weapons are immoral instruments and nuclear deterrence is an immoral doctrine that could result in mass annihilation.  We profess to have the will to use nuclear weapons now, and I can only respond by continuing to work to assure that we will have moved beyond nuclear weapons and the theory of deterrence long before fifty years have passed.

    Bonus question: Are we morally safer in other career fields, leaving the key turning to someone else?

    Bonus answer: We are morally safer working to eliminate all nuclear weapons than to maintain them, assuring that no one has either the capacity or the moral indoctrination to launch these weapons of mass annihilation.

    To bolster its argument for the morality of using nuclear weapons, the Air Force training quotes former Nazi rocket scientist Wernher von Braun: “We wanted to see the world spared another conflict such as Germany had just been through, and we felt that only by surrendering such a weapon to people who are guided by the Bible could such an assurance to the world be best secured.”  It is a fine touch to turn to a former Nazi scientist for moral standards.

    Captain Charles Nicholls, Electronic Warfare Officer of the 328th Bombardment Squadron, is quoted in the PowerPoint as stating: “Each of us in the strategic nuclear deterrence force must establish a moral foundation for our service.  Our will to unhesitatingly fulfill our duty will strengthen deterrence, the morally best choice of action to assure peace and freedom.”  He calls, in essence, for a moral foundation to unhesitatingly choose the morality of massive nuclear annihilation.

    The PowerPoint presentation also includes a quote from General Omar Bradley: “Ours is a world of nuclear giants and ethical infants.  We know more about war than we know about peace, more about killing than we know about living.  We have grasped the mystery of the atom and rejected the Sermon on the Mount.”  The Air Force would do well to reflect upon General Bradley’s statement.

    The Air Force seems to have been comfortable with attempting to demonstrate its nuclear prowess in combination with its ethical infancy.  It has just announced, however, that it has taken this PowerPoint out of its curriculum “to have a good hard look at it and make sure it reflected views of modern society.”  It would be a significant step forward if it were to find that society’s views, long after the end of the Cold War, reflected the morality of a desire to urgently achieve the phased, verifiable, irreversible and transparent elimination of nuclear weapons.

  • Air Force Cites New Testament, Ex-Nazi, to Train Officers on Ethics of Launching Nuclear Weapons

    The United States Air Force has been training young missile officers about the morals and ethics of launching nuclear weapons by citing passages from the New Testament and commentary from a former member of the Nazi Party, according to newly released documents.


    The mandatory Nuclear Ethics and Nuclear Warfare session, which includes a discussion on St. Augustine’s “Christian Just War Theory,” is led by Air Force chaplains and takes place during a missile officer’s first week in training at Vandenberg Air Force Base in California.


    St. Augustine’s “Qualifications for Just War,” according to the way it is cited in a 43-page PowerPoint presentation, are: “to avenge or to avert evil; to protect the innocent and restore moral social order (just cause)” and “to restore moral order; not expand power, not for pride or revenge (just intent).”


    The Air Force documents were released under the Freedom of Information Act (FOIA) and provided to Truthout by the Military Religious Freedom Foundation (MRFF), a civil rights organization. MRFF President Mikey Weinstein said more than 30 Air Force officers, a majority of whom describe themselves as practicing Protestants and Roman Catholics, have contacted his group over the past week in hopes of enlisting him to work with the Air Force to have the Christian-themed teachings removed from the nuclear weapons ethics training session.     Included with the PowerPoint presentation are more than 500 pages of other documents pertaining to a missile officer’s first week of training, which takes place before they are sent to one of three Air Force bases to guard the country’s Intercontinental Ballistic Missile (ICBM) arsenal and, if called upon to do so by the president, launch their nuclear-armed Minuteman IIIs.


    One of the most disturbing slides quotes Wernher Von Braun, a former member of the Nazi Party and SS officer. Von Braun is not being cited in the PowerPoint as an authority on a liquid hydrogen turbopumps or a launch vehicle’s pogo oscillations, rather he’s specifically being referenced as a moral authority, which is remarkable considering that the Nazi scientist used Jews imprisoned in concentration camps, captured French anti-Nazi partisans and civilians, and others, to help build the V-2, a weapon responsible for the death of thousands of British civilians.


    “We knew that we had created a new means of warfare and the question as to what nation, to what victorious nation we were willing to entrust this brainchild of ours was a moral decision [emphasis in document] more than anything else,” Von Braun said upon surrendering to American forces in May 1945. “We wanted to see the world spared another conflict such as Germany had just been through and we felt that only by surrendering such a weapon to people who are guided by the Bible could such an assurance to the world be best secured.” [emphasis in document]


    Von Braun was part of a top-secret military program known as “Operation Paperclip,” which recruited Nazi scientists after World War II who “were secretly brought to the United States, without State Department review and approval; their service for [Adolf] Hitler’s Third Reich, [Nazi Party] and SS memberships as well as the classification of many as war criminals or security threats also disqualified them from officially obtaining visas,” according to the Operation Paperclip web site.


    Von Braun and about 500 or so other Nazi scientists who were part of the classified program worked on guided missile and ballistic missile technology at military installations in New Mexico, Alabama and Texas.


    Ethical Questions and The Bible


    The Air Force has been mired in numerous religious scandals over the past decade and has been sued for allowing widespread proselytization at the Air Force Academy in Colorado Springs. It has been citing Christian teachings in its missile officer training materials since at least 2001.


    One Air Force officer currently on active duty, who spoke to Truthout on condition of anonymity because he was not authorized to speak with the media, said he was trained as a missile officer in 2001 and vividly recalls how the chaplain leading the training session on the ethics of launching nuclear weapons said, “the American Catholic Church and their leadership says it’s ok in their eyes to launch nukes.”


    Last year, however, Archbishop Celestino Migliore, the Vatican representative to the United Nations, said in speeches in Washington and New York City that “nuclear weapons are no longer just for deterrence but have become entrenched in the military doctrines of the major powers.”


    “The conditions that prevailed during the Cold War, which gave a basis for the [Catholic] Church’s limited toleration of nuclear deterrence, no longer apply in a consistent and effective manner,” the Archbishop said.


    The 381st Training Group and 392nd Training Squadron are responsible for training every Air Force Space and Missile Officer. Several emails and phone calls left for spokespeople at Vandenberg Air Force Base, where the squadron is based, were not returned. The PowerPoint identifies Chaplain Capt. Shin Soh of the 381st Training Group as leading the nuclear ethics presentation.


    One of the ethical questions contained in the PowerPoint presented to missile officers asks: “Can you imagine a set of circumstances that would warrant a nuclear launch from the US, knowing that it would kill thousands of non-combatants?


    Another question trainees are confronted with asks: “Can we train physically, emotionally and spiritually for a job we hope we never have to do?”


    To help the missile officers answer these ethical queries, the PowerPoint presentation cites numerous examples of characters from the New and Old Testament fighting “just” wars.


    For example, in the Old Testament, “Abraham organized an army to rescue Lot,” God motivated “judges (Samson, Deborah, Barak) to fight and deliver Israel from foreign oppressors,” and “David is a warrior who is also a ‘man after God’s own heart.’”


    In the New Testament, citing Timothy 2:3, according to the PowerPoint, “Paul chooses three illustrations to show what it means to be a good disciple of Christ”:


        Farmer–work hard and be patient
        Athlete–be self-disciplined, train
        Soldier–be willing to put up with hardship


    Moreover, in Romans 13:4, the PowerPoint notes, “In spite of personal blemishes, God calls the emperor to be an instrument of justice,” [emphasis in document.]


    A PowerPoint slide also contains a passage from the Book of Revelation attempts to explain how Jesus Christ, as the “mighty warrior,” believed war to be just. The PowerPoint goes on to say that there are “many examples of believers [who] engaged in wars in Old Testament” in a “righteous way” and notes there is “no pacifistic sentiment in mainstream Jewish history.”


    Constitutional Violation?


    The documents’ blatant use of religious imagery and its numerous citations of the Bible would appear to be a violation of the First Amendment establishing a wall of separation between church and state and Clause 3, Article 6 of the Constitution, which specifically prohibits a “religious test.”


    Weinstein, a graduate of the Air Force Academy and a former Air Force Judge Advocate General (JAG), said a section of the PowerPoint presentation that has been cited by MRFF clients as being at the top of the list of “unconstitutional outrages” is the one “which wretchedly asserts that war is both ethical and part of ‘the natural order’ of man’s existence on earth.”


    “Astonishingly, the training presentation grotesquely attempts to justify that unconscionable concept of ‘war is good because Jesus says it is’ by specifically textually referencing allegedly supportive bible passages from the New Testament Books of Luke, Acts, Hebrews, Timothy and, finally even Revelation,” said Weinstein, a former White House counsel during the Reagan administration. “If this repugnant nuclear missile training is not Constitutionally violative of both the ‘no religious test’ mandate of the Constitution and the First Amendment’s No Establishment Clause then those bedrock legal principles simply do not exist.”


    A senior Air Force Space and Missile officer who reviewed the materials, said the teachings are “an outrage of the highest order.”


    “No way in hell should this have been presented as a mandatory briefing to ALL in the basic missiles class,”  the officer, who requested anonymity, said in an email. “It presumes ALL missile officers are religious and specifically in need of CHRISTIAN justification for their service.


    “If they wanted to help people with their spiritual/religious/secular justification for serving as missile officers, then they should’ve said something like ‘for those of you with religious concerns about missile duty, we’ve arranged the following times to chat with chaplains from your particular faith group.’ For those with secular concerns about the morality of missile duty, we’ll have a discussion moderated by a professor [and/or] counselor, a noted ethicist, too. If you’re already good with your role and duty as a missile officer, then you’re welcome to hit the golf course or gym.”


    The senior Air Force officer added that the commander of the training squadron “that approved this, along with the Training Group Commander at Vandenberg, should be fired instantly for allowing it.”


    “Jesus Loves Nukes”


    Former Air Force Capt. Damon Bosetti, 27, who attended missile officer training in 2006 and was stationed at Malmstrom Air Force Base in Great Falls, Montana, said he and his colleagues used to call the religious section of the ethics training the “Jesus loves nukes speech.”


    “What I went through in 2006 didn’t have that level of inappropriateness in it, but it was still strongly religious,” he said of the PowerPoint presentation the Air Force now uses for training missile officers.


    Bosetti, who is represented by MRFF, said he believes the intent of quoting Bible passages was to make officers feel “comfortable” about launching nuclear weapons and signing a legal document stating they had “no moral qualms” about “turning the key” if ordered to do so.


    The legal document from the Department of the Air Force, Air Education and Training Command, which was also released under the FOIA, states, in part, “I will perform duties involving the operation of nuclear-armed ICBMs and will launch them if lawfully ordered to do so by the President of the United States or his lawful successor.” [emphasis in document]


    Bosetti, an officer who left active duty in the Air Force last year, said officers were immediately presented with the three-page document to sign after the end of the training session on nuclear ethics.


    “I think the average American would be and should be very disturbed to know that people go through training where the Air Force quotes the Bible,” Bosetti said. “This type of teaching sets a dangerous precedent because no one above you is objecting. It shifts the group definition of acceptable behavior more and more off track.”


    Weinstein said the combination of citing fundamentalist Christianity and a Nazi scientist as a way of explaining to missile officers why launching nuclear weapons is ethical is a new low for the Air Force.


    “Leave it to the United States Air Force to find a way to dictate the ‘ethical’ value of nuclear war and it’s inevitable role in the ‘natural order’ of humanity’s existence, to it’s missile launch officer trainees by merging unadulterated, fundamentalist Christian end times Armageddon doctrines with the tortured ‘people who are guided by the bible endorsements of a former, leading Nazi SS official,” Weinstein said.

  • Livermore Lab – Perception Versus Reality

    When I first began monitoring Lawrence Livermore National Laboratory, a working scientist there told me, “Follow the money if you want to know what is really going on.” Look at the Department of Energy’s 2012 budget request for the Livermore Lab and it becomes apparent that PR has an inverse relationship to budget.


    Some 89 percent of the funds are for nuclear weapons activities. Yet, more than 89 percent of the press releases showcase programs like renewable energy and science that receive less than 3 percent of the spending. This has caused many to believe that Livermore Lab is converting from nuclear weapons to civilian science.


    A major consequence of the chasm between public perception and where the money actually goes is that science at Livermore continues to exist on the margins – underfunded, understaffed and at the mercy of the 800-pound gorilla of the nuclear weapons budget.


    Witness a recent press release announcing that Livermore Lab has teamed with a renewable energy company that has developed floating, tethered towers so that wind turbines can generate more power by locating them in deeper water. Livermore will model ocean circulation and wake turbulence to predict power generation. This data will improve offshore wind-farm siting. Imagine what could be accomplished if renewable energy received more than 0.6 percent of the federal monies at Livermore Lab.


    Consider the many benefits of transitioning Livermore from nuclear-weapons design to a “green lab,” focused on nonpolluting energy development, climate research, basic sciences, nonproliferation and environmental cleanup. Livermore Lab is uniquely qualified to contribute in these areas. The lab already employs the right mix of physicists, other scientists, engineers, materials specialists, and support personnel for these undertakings.


    Further, Livermore Lab houses current programs in all of these areas, albeit supporting them with miserly funding. What if these programs were to receive 89 percent of the budget? How might civilian science at the lab grow in scope and democratize in practice? What might that transformation do to boost employee morale and increase community acceptance?


    Our country needs its national laboratories devoted to clean energy, environmental restoration, developing a “green” economy and reducing nuclear dangers more than it needs a new nuclear bomb. Transforming Livermore to meet pressing 21st century challenges is technically feasible. It can be accomplished without adding new monies to the federal budget.


    What is lacking is political will. Today, congressional committees are looking at the Department of Energy’s 2012 budget request, with each committee marking up its own version of the budget. The final appropriations bill will go to the president before Oct. 1, the beginning of the fiscal year. Timely public input can influence spending priorities.


    Historically, social and political changes have come about when the people have stepped forward to lead. The politicians then followed. Change may not happen overnight, but if we all work together, we can ensure that Livermore Lab’s public relations and its actual budget become one and the same.

    A BILL


    To provide for nuclear weapons abolition and economic conversion in accordance with District of Columbia Initiative Measure Number 37 of 1992, while ensuring environmental restoration and clean-energy conversion.


    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


    SECTION 1. SHORT TITLE.


    This Act may be cited as the ‘Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2011’.


    SEC. 2. REQUIREMENT FOR NUCLEAR WEAPONS ABOLITION AND ECONOMIC AND ENERGY CONVERSION.


    (a) In General- The United States Government shall–



    (1) by the date that is three years after the date of the enactment of this Act, provide leadership to negotiate a multilateral treaty or other international agreement that provides for–



    (A) the dismantlement and elimination of all nuclear weapons in every country by not later than 2020; and


    (B) strict and effective international control of such dismantlement and elimination;


    (2) redirect resources that are being used for nuclear weapons programs to use–



    (A) in converting all nuclear weapons industry employees, processes, plants, and programs smoothly to constructive, ecologically beneficial peacetime activities, including strict control of all fissile material and radioactive waste, during the period in which nuclear weapons must be dismantled and eliminated pursuant to the treaty or other international agreement described in paragraph (1); and


    (B) in addressing human and infrastructure needs, including development and deployment of sustainable carbon-free and nuclear-free energy sources, health care, housing, education, agriculture, and environmental restoration, including long-term radioactive waste monitoring;


    (3) undertake vigorous, good-faith efforts to eliminate war, armed conflict, and all military operations; and


    (4) actively promote policies to induce all other countries to join in the commitments described in this subsection to create a more peaceful and secure world.


    (b) Effective Date- Subsection (a)(2) shall take effect on the date on which the President certifies to Congress that all countries possessing nuclear weapons have–



    (1) eliminated such weapons; or


    (2) begun such elimination under established legal requirements comparable to those described in subsection (a).

  • It’s Still the Same Old Story – From Guns to Nukes

    Lawrence WittnerThe discussion of the Tucson tragedy should be familiar, as we witness similar massacres in U.S. schools, shopping centers, and other public places played out periodically.  Each time, the NRA and other gun apologists tell us that the easy accessibility of firearms, including assault weapons, had nothing to do with it.  Indeed, they argue that the key to our safety is to obtain more guns.


    But does the fact that nearly 100,000 Americans are shot with guns and nearly 10,000 Americans are killed with them each year really have no connection to the remarkable availability of guns in the United States?


    A great deal of evidence suggests otherwise.  For example, according to a recent study, when twenty-three populous, high-income countries were compared for the year 2003, it was found that, among civilians, the United States had more firearms and more handguns per capita than the other countries, as well as the most permissive gun control laws.  Not surprisingly, the firearm homicide rate in the United States was 19.5 times higher than in the other countries.  The U.S. unintentional firearm death rate was 5.2 times higher.


    Although this death toll is bad enough, consider also the fact that the same dynamics operate in international relations.  No nation in recent decades has rivaled the military might of the United States.  Indeed, the U.S. government spends nearly as much on its military forces as the rest of the world combined—presumably, to keep Americans safe.  But are they safe?  Not long ago, the greatest terrorist attack in history occurred in the United States, and more are constantly threatened.  Meanwhile, U.S. military forces have been dying or coming home crippled from two very bloody, seemingly endless wars.  Could a key reason for this disastrous situation be that brandishing more and more weapons not only fails to protect us, but actually pulls us into a deadly cycle of violence?


    Of course, the safety through weapons theory is particularly dangerous when it comes to nuclear weapons.  Like the NRA, nuclear zealots assure us that massive nuclear arsenals will make us safer.  Thus, as the price for approving the recent New START Treaty, they demanded—and received—a hefty payoff:  a commitment from the Obama administration for $180 billion in funding over the next decade for “modernization” of the U.S. nuclear weapons production complex and the U.S. nuclear arsenal.  But this kind of nuclear buildup encourages nuclear nations to do the same thing and helps convince non-nuclear nations to develop their own nuclear arms.  Aren’t we supposed to be working for a world free of nuclear weapons?


    Certainly, that would be a good idea.  The more nuclear weapons that are available, the more likely it is that terrorists will acquire and use them, that embattled governments will employ them in their wars, and that they will be fired or exploded accidentally.  We have had some close scrapes along these lines in recent years.  These include terrorist nuclear plots, nations drawn to the brink of nuclear war, and the collision of nuclear submarines.  Disarmament activists are sometimes accused of naïveté.  But isn’t it far more naive to assume that, in an angry world bristling with nuclear weapons, they will never be used?


    And so we are brought back to the mass murder in Tucson and the question:  Are we safer with more firepower or less?  Despite the propaganda of the gunslingers, the arms manufacturers, and the military enthusiasts, it does seem that the world would be a lot safer with fewer guns and fewer nuclear weapons.

  • Answering Bolton and Yoo: New START Will Strengthen U.S. National Security

    Two staunch ideologues who served in the George W. Bush administration, John Bolton and John Yoo, ask rhetorically in a New York Times opinion piece, “Why Rush to Cut Nukes?”  Bolton, a recess appointment as United Nations Ambassador under Bush II, never met an arms limitation agreement that he supported.  Yoo, the lawyer who wrote memos supporting the legality of water boarding under international law (not a very favorable prospect for captured U.S. soldiers), worked in Bush II’s Justice Department.  Bolton and Yoo can find no good reason to support the New START agreement with the Russians, arguing that without amendments it will weaken “our national defense.”  

    Let me answer the question posed in the title of their article.  The Senate should support and ratify this treaty because it will strengthen U.S. national security by:

    • reducing the size of the bloated nuclear arsenals in both countries, creating a new lower level from which to make further reductions;
    • reinstating verification procedures that ended with the expiration of the first START agreement in December 2009;
    • building confidence in the Russians that we stand behind our agreements; and
    • sending a signal to the rest of the world that we are taking steps to fulfill our legal commitment under the Nuclear Non-Proliferation Treaty to achieve nuclear disarmament.

    The downsides of failing to ratify the treaty would be to remove restraints on the size of the Russian arsenal, forego inspection and verification of the Russian arsenal, undermine Russian confidence in U.S. commitments, and encourage further nuclear proliferation by other countries thereby increasing the possibilities of nuclear terrorism. Further, if the treaty is not ratified before the new Congress is seated in January 2011, its future ratification will be far more difficult.

    What do Bolton and Yoo say they want?  First, to remove language in the treaty’s preamble, which is not legally binding, that says there is an “interrelationship” between nuclear weapons and defensive systems.  That language only recognizes a reality.  Of course, there is a relationship between missiles and missile defenses.  Second, they don’t want the U.S. to be limited in putting conventional weapons on formerly nuclear launch systems.  But that is a price, and a fair one, that each side will pay for lowering the other side’s nuclear capabilities.  Third, they want a Congressional act for the financing, testing and development of new U.S. warhead designs before the treaty is ratified.  In other words, they want guarantees that the U.S. nuclear arsenal will be modernized.  They seek long-term reliance on the U.S. nuclear threat, but this means that U.S. citizens will also remain under nuclear threat for the long-term.

    Bolton and Yoo are an interesting pair.  The first would lop ten floors off the United Nations, the second do away with the laws of war when they aren’t convenient.  Do they deserve their own opinions?  Of course.  Do their opinions make any sense?  Only in the context of the American exceptionalism and militarism that were the trademarks of the Bush II administration and have done so much to weaken the spirit, values and resources of the country while continuing to haunt us in our aggressive wars in Iraq and Afghanistan.  

    One must wonder what possessed the New York Times to publish their rantings.  Additionally, using the word “Nukes” in the title suggests somehow that nuclear weapons are cute enough to have nicknames and not a serious threat to the very existence of civilization.  That Bolton and Yoo could rise to high positions in our country is a sad commentary on the country, but perhaps understandable in the context of the Bush II administration’s persistent flouting of international law.  That the New York Times would find sufficient merit in their discredited opinions to publish their article is an even sadder commentary on the editorial integrity of one of the country’s most respected newspapers.
