    Today, the Bulletin of the Atomic Scientists moved the Doomsday Clock to 85 seconds to midnight, the closest it has ever been to global catastrophe. This marks a four-second shift from 2025, when the Clock stood at 89 seconds to midnight—an unprecedented acceleration that reflects a sharp deterioration in global security, climate stability, and technological governance.

    Four seconds may sound abstract. It is not. It signals that risks once considered theoretical are now converging, compounding, and actively worsening. The margin for error is shrinking.

    Why It Matters

    Since its creation in 1947, the Doomsday Clock has served as a symbolic measure of how close humanity is to self-inflicted catastrophe. Each adjustment reflects expert judgment on how nuclear risk, climate change, biological threats, and disruptive technologies have changed over the past year. Moving the Clock to 85 seconds is a stark warning: the systems meant to reduce existential risk are breaking down faster than they are being repaired.

    Eighty years after the very first nuclear weapons were built by the United States and subsequently used in an explosion in New Mexico and to attack the cities of Hiroshima and Nagasaki, the world continues to be threatened by these terrifying weapons of mass destruction. The atomic bombings on Japanese cities full of civilians continue to place a heavy burden on all who dare to think about them, and most especially on the survivors of the explosions and their loved ones. The calls of the hibakusha for the abolition of nuclear weapons — first made before their wounds even healed or the full impacts of radiation exposure revealed themselves through illness — must be heeded.

    Beyond the symbolism of this significant anniversary year, there is further reason for, in the words of Martin Luther King Jr., “the fierce urgency of now.” The Doomsday Clock is at 89 seconds to midnight, the closest it has ever been to the purported Nuclear Armageddon. The war in Ukraine has marched into its fourth year, and while there is at least talk of peace, there is simultaneously talk of further militarization, division, and tensions between various regional and geopolitical players, notably NATO and Russia. The Middle East continues to be mired in conflict, with Syria in disarray, some political leaders openly discussing ethnic cleansing of Palestinians in Gaza, and strain over Iran’s nuclear program. East Asia is witnessing military build-ups, while the Taiwan Strait remains a flashpoint that is pitting the United States and China against one another, while nuclear-armed India and Pakistan have been attacking each other’s military bases and recently came closer to a full-blown conflict than they have in decades. Amidst this dark global picture, the prospect of nuclear war is certainly more likely than at any point since the end of the Cold War.

    But difficult times are also often ones of change. Before he passed away, Pope Francis declared this year, 2025, a Jubilee Year: A Year of Hope. Nihon Hidankyo, the Japanese organization of atomic bomb survivors, recently won the Nobel Peace Prize for 2024. Annie Jacobsen’s book, Nuclear War: A Scenario, has re-energized the disarmament movement and awakened a broader sector of the general public in the United States and beyond. This year will also mark the 80th anniversary of the founding of the United Nations (UN), whose aim is to bring nation states together in creating a more peaceful world. Finally, the Treaty on the Prohibition of Nuclear Weapons (TPNW), whose States Parties concluded a successful Third Meeting at the UN Headquarters in New York in March, stands as a beacon of hope that nuclear abolition is possible. As half of the countries of the world work towards a world free of nuclear weapons by promoting and implementing this historic treaty, we pledge to support them and their efforts until all of the TPNW goals have been reached.

    The situation on the ground is terrifying. Nuclear weapons could end human civilization in a little over an hour. This fact alone should bring people together in a shared mission to preserve humanity and the planet for all future generations and for all other life forms on Earth. But instead of simply despairing, we choose hope, guided by the words and actions of David Krieger and Daisaku Ikeda, two leaders who came together to advance a vision of a peaceful world, free of nuclear weapons. First, we consider what nuclear weapons do to us, what they can do to us, what they have already done, and why their total elimination is an existential imperative. Next, we reject nuclear deterrence as a tool of safety and declare it to be the danger and threat in and of itself, robbing the general public and the political establishment of the opportunity to commit and work towards nuclear disarmament. Finally, we explore pathways for change, through art, greater connections to other kinds of activism, including on climate change, and engagement of young people.

    72 Minutes to Nuclear Armageddon

    Annie Jacobsen’s book, Nuclear War: A Scenario, reveals – in stark detail – the timeline that begins with the detection of a single missile heading for Washington, D.C. and ends with the destruction of human civilization as we know it. A bolt-out-of-the-blue attack by a madman, in this scenario, Kim Jong Un of North Korea, puts in motion a series of events, some mere seconds and some just minutes apart, that result in a full-scale nuclear war between the United States and Russia. As thousands of nuclear warheads, carried by bombers, intercontinental ballistic missiles, and nuclear-powered submarines, fly over mother Earth, the planet is about to change, in the most dramatic and sudden way possible. In the words of the late Daniel Ellsberg, nuclear weapon policies are “dizzyingly insane and immoral.”

    While the events leading to nuclear war will take place in minutes, some of the consequences, such as the spread of radiation fallout around the globe and the destruction of the ozone layer, will take more time. So will the onset of nuclear winter, caused by the soot from massive fires blocking incoming sunlight and reducing temperatures worldwide. This climatic change will further lead to the breakdown of food production, resulting in eventual global starvation. Studies estimate over five billion people dying of starvation within two years in case of a nuclear war using approximately one third of the US and Russia’s current arsenals.

    At the end of her book, Jacobsen states, “With time, after a nuclear war, all present-day knowledge will be gone. Including the knowledge that the enemy was not North Korea, Russia, America, China, Iran, or anyone else vilified as a nation or a group. It was the nuclear weapons that were the enemy of us all. All along.”

    We take these words as a rallying call to eradicate nuclear weapons before they eradicate us and destroy a future for humanity and all other life on our beautiful planet.

    From Deterrence to Disarmament

    Nuclear deterrence is a construct that is used to justify the existence of massive nuclear arsenals, their role in current geopolitical discourse, and the enormous budgets for maintenance, as well as modernization of stockpiles. The idea is relatively simple: by having nuclear weapons, a state deters other states from attacking it. The “evidence” that is often used to support nuclear deterrence is that there has been no World War since 1945, and this is further attributed specifically to nuclear weapons. However, this statement merely demonstrates a correlation, not causation, as plenty of other changes have taken place in our world since 1945, including the founding and rise of the United Nations, an increase in economic standards, trade, and technological development worldwide, as well as globalization, progress in women’s rights, and environmentalism. Moreover, many wars have been fought in the intervening decades, including ones involving nuclear-armed states, leading to the death of millions of people, on par with how many died in World War II itself.

    Is there any evidence that nuclear deterrence may fail? Since 1945, there have been dozens of incidents in the US alone, where nuclear weapons may have been used by design, accident, or miscalculation. These incidents demonstrate that rather than deterrence working, we have been lucky. Even proponents of nuclear deterrence contend that deterrence could fail. What is missing, however, is the recognition that the current state of affairs cannot go on indefinitely without a catastrophe that would impact the whole world. In the words of the UN Secretary General, Antonio Guterres, “Luck is not a strategy.”

    The argument that some states need nuclear weapons to be safe, while others should refrain from developing them is furthermore unsustainable. The existing global imbalance could lead to discussions about the possibility of further proliferation among those without current capabilities, a subject that has been openly considered in several parts of the world. Disarmament of existing arsenals and total prohibition of further development or transfer are the only answer to the threat and risk that nuclear weapons pose to our world. The TPNW is championing this goal at the UN and beyond.

    We will:

    1. Challenge the narrative of security based on deterrence and shift the discourse to focus on achieving human security.
    2. Raise awareness in Nuclear Weapon States and their allies on the humanitarian impact of nuclear weapons
    3. Engage in dialogue with those holding different views, seeking to arrive at a common understanding of the risks nuclear weapons pose to our world.

    Nuclear Legacy: A Call for Justice

    Nuclear weapons do not just threaten our futures, they have impacted the past and present of communities affected by their use and testing worldwide. From Algeria to Australia, from French Polynesia to Kazakhstan, from Kiribati to the Marshall Islands, from New Mexico to Utah to New York, the stories of suffering, ill effects on physical and mental health, and breakdown of cultural and sustainable practices abound. Personal stories, like those of Mary Dickson, a US Downwinder, expose nuclear weapons for what they are, inhumane instruments of murder, both instantaneously and over the long-term, that have devastated people time and time again.

    Out of the suffering, many have risen to advocate for themselves and their communities, championing efforts to achieve nuclear justice and nuclear abolition. The TPNW was borne out of the Humanitarian Initiative, which centered the experiences of survivors to expose the truth behind nuclear weapons, helping to lead to the only logical conclusion: that nuclear weapons must be eliminated. Simultaneously, the TPNW recognizes that those who have suffered still need help. Articles 6 and 7 of the treaty contain provisions for victim assistance and environmental remediation and international support. These articles inspired States Parties to consider the feasibility of the establishment of an international trust fund for victims. Other efforts, through UN General Assembly and Human Rights Council Resolutions, as well as national legislation, complement the TPNW’s efforts to achieve nuclear justice.

    Ultimately, nuclear justice must involve recognition, compensation, and the promise to never again use nuclear weapons in any way. Eliminating all nuclear weapons would ensure that we can in fact keep this promise.

     We will:

    1. Advocate for nuclear justice at the local, national, and international levels, including the TPNW International Trust Fund to assist victims and remediate environments.
    2. Engage survivors of use and testing and their descendants in key discussions about nuclear weapons.
    3. Support the Request for the Secretary-General to convene a one-day meeting on victim assistance and environmental remediation stemming from nuclear weapons use and testing.

    The Intersection Between the Environmental Crisis and Nuclear Activism and the Role of Youth

    Although nuclear weapons threaten the world in a unique and terrifying way, at least in part due to the speed with which they can bring about the end of human civilization, there are other existential risks to life on Earth. For example, an asteroid strike and a supervolcano eruption are entirely natural and potentially beyond our capacity to mitigate or adapt to, but they also may not come to pass for thousands of years. Others, like pandemics and artificial intelligence, have yet to fully reveal the extent of their potential consequences, as well as the time scales on which they might act. The environmental crisis, happening right now, is a slow-unfolding catastrophe that will continue to bring about local and regional devastation from time to time, as well as fundamental shifts to habitability trends of vast areas. Although we are currently not doing enough to mitigate and adapt to global warming and species extinction, the level of activism and awareness is high, and far higher than it is in regards to the nuclear threat. Finding a way to effectively connect with environmental activism is a key task for the disarmament movement. Building coalitions with environmental groups, such as Warheads to Windmills, is an important tool in this quest.

    In the words of a Native American proverb, “We do not inherit the Earth from our ancestors, we borrow it from our children.” It is critical to engage young people in efforts towards nuclear abolition and disarmament, both because they should have a say in their own futures, but also because they can bring much needed energy, creativity, and idealism to bear on these existential questions. Education is key to achieving a world free of nuclear weapons, and all efforts to educate and engage young people should be supported and rewarded. Initiatives, including Reverse the Trend and Youth for TPNW, as well as educational programs focused on the mission of peace, such as those at the Soka University of America, can plant the seeds of engagement that will amplify the voices of young people from around the world.

     We will:

    1. Forge ties with organizations working on climate change and environmental justice, seeking common ground in ensuring a better future for humanity and the planet.
    2. Promote efforts to divert funding from the nuclear weapons industry to climate change mitigation and adaptation.
    3. Amplify the voices of emerging young leaders who are advocating for a world free of nuclear weapons and climate action.

    The Role of Art in Bringing About Change

    In 1983, 100 million Americans watched the film The Day After on the TV channel ABC. Among them was the President of the US, Ronald Reagan. He was allegedly so moved by the film that he proceeded to fundamentally change his stance on nuclear weapons. This shift in Reagan’s thinking led to him almost agreeing to eliminate the nuclear arsenal of the US at his meeting with President Gorbachev in 1986 in Reykjavik. Although the arsenals were not eliminated, the US slashed more than half of its nuclear weapons over the next ten years. Disarmament worked then and it can work again.

    In 2023, the film Oppenheimer reawakened a general public long asleep on the issue, albeit not in a way that has led to widespread action. Nuclear weapons need to be talked about at art exhibits, in music concerts, and in films that can bridge the gap between the historical and the immediate, that can show people that this is about their own future and the future of humanity. Art can be a powerful tool to inspire the general public, to put pressure on their elected officials. As in the case of Reagan, there may be a more direct line from art to our leaders. The nuclear disarmament movement needs to work and collaborate with artists of all kinds to educate them and support them in taking on a key role in changing hearts and minds and ultimately the world.

      We will:

    1. Engage with artists and artistic communities to raise awareness about the threat that nuclear weapons pose to our world.
    2. Support artists from frontline and affected communities who utilize the arts to raise awareness about the twin existential threats of nuclear weapons and the environmental crisis.
    3. Promote artwork that inspires awareness and action on peace and nuclear disarmament on the global stage.
    4. Organize competitions in poetry, film, visual arts, music, and more, especially amongst young people.

    Honorable President, Distinguished Delegates, Colleagues, and Friends,

    It is a heavy burden to know that this beautiful world of ours could end in mere minutes. To know that nuclear war could destroy everything we’ve ever known and everything we’ve ever loved. Nuclear weapons don’t just pose a threat to a single or even multiple cities. They don’t just pose a threat to a single or even multiple nations. They pose a threat to this entire planet, to all of humanity, and to all of our fellow earth inhabitants.

    Everyone in this room has experienced some sort of personal tragedy or knows someone who has. In those times, the people in need had family and friends to turn to, to help them through a challenging time, to come out on the other side. In a nuclear war, there will be no other side. There will be no one to turn to. Everyone will be a victim. And as Chairman Khruschev said, “the survivors will envy the dead.”

    No one feels the anguish about the dangers of nuclear weapons more acutely than the Hibakusha who survived the atomic bombings of Hiroshima and Nagasaki, and the communities that have been impacted by nuclear weapons testing and development. You have heard from some of them already and you will continue to hear from them throughout the week. They know firsthand just how awful and unacceptable nuclear weapons are. We must heed their warnings as the wake-up calls to humanity that they are and also work with them towards nuclear justice.

    The path to elimination of all nuclear weapons is a long and arduous one. There are three key issues that I wish to highlight, all of which need the full attention, energy, and creativity of all States parties and of civil society, working together to bring about full and complete implementation of the Treaty on the Prohibition of Nuclear Weapons.

    Number 1: We need to educate all governments that are not yet a part of this treaty and people everywhere on what is at stake in a world with 12,000 nuclear weapons in possession of nine nuclear armed states. The myths about nuclear weapons keeping us safe need to be dispelled and the reality of the risks that we face in such a world need to be brought to bear. Everyone can be involved, from diplomats, to artists, to scientists, to physicians, and most especially young people who are still finding their own path in life. We need the energy and creativity of all well-meaning people from all walks of life so that we can fully universalize this treaty. As Nelson Mandela stated in his speech in 1998 in this very building, “We must ask the question, which might sound naive to those who have elaborated sophisticated arguments to justify their refusal to eliminate these terrible and terrifying weapons of mass destruction – why do they need them anyway!”

    Number 2: We need to ensure that Articles 6 and 7 on victim assistance and environmental remediation are implemented as swiftly as possible. The global hibakusha have been waiting for nuclear justice for far too long. Two affected states parties, Kazakhstan and Kiribati, need our help. Kazakhstan has a lot of experience with victim assistance and environmental remediation efforts, but more work and assistance is needed. Kiribati has yet to fully understand the extent of its nuclear legacy and the impact that the UK and US nuclear tests have had on the population of Christmas Island and beyond. We need to help these states through scientific, medical, technical, financial, and other assistance. We furthermore need to encourage other affected states to join the treaty. Nuclear justice needs to be an effort that brings us together and guides our path forward on elimination.

    Number 3: We need to work on verification mechanisms that will ensure that elimination can be agreed upon amongst nuclear armed states and that once eliminated, nuclear weapons programs will remain a thing of the past. Nuclear disarmament windows of opportunity can open at any moment. The TPNW needs to be ready for such occasions and needs to provide the broader context for any bilateral, trilateral, or multilateral disarmament efforts on disarmament. Imagine if there had been a TPNW in 1986 when Presidents Reagan and Gorbachev almost agreed to eliminate nuclear weapons in Reykjavik. We would have been living in a world free of nuclear weapons for years now.

    Instead, today, nuclear weapons could kill millions in an instant, sicken many more over days and weeks, and starve to death billions over months and years. These facts should bring the entire world together to eliminate this mortal threat. The Treaty on the Prohibition of Nuclear Weapons is not our best hope. It is our only hope.

    Today, the Bulletin of the Atomic Scientists moved the Doomsday Clock to 89 seconds to midnight, the closest the clock has ever been to midnight, corresponding to global catastrophe. This marks a shift from the 2024 announcement, when the time was kept at 90 seconds to midnight. The decision to move the Clock one second closer underscores the growing risks posed by nuclear conflict, climate change, and global security instability.

    A single second on the Clock might seem like a small change, but it carries a powerful message. Every moment without meaningful action only heightens the risk of a disaster that could change the course of history and human civilization.

    Why It Matters

    The Doomsday Clock, created by the Bulletin of the Atomic Scientists in 1947, acts as a symbol of how close humanity is to a global crisis. The closer the time is to midnight, the greater the perceived threat to our survival. Moving the Clock forward by just one second is a clear warning that the time to act is now.

    The Call for Action

    This shift is a reminder to all of us that we cannot afford to wait. From reducing nuclear weapons stockpiles and working on their elimination, to addressing climate change and fostering international cooperation, the challenges we face are urgent.     On April 30th, Christian Ciobanu, our Director of Policy and Advocacy, delivered a statement on behalf of the Republic of Kiribati at the 2024 Humanity at the Crossroads Conference in Vienna. Please find the video remarks and transcript below.

    Christian serves as an Advisor on the Treaty on the Prohibition of Nuclear Weapons (TPNW) to the Permanent Mission of Kiribati, where he works extensively with the Co-Chairs of the Intersessional Informal Working Group on Articles 6 and 7 of the TPNW. Christian is also the Coordinator of our youth initiative, Reverse the Trend (RTT).

    Thank you, Chair, Excellencies, and distinguished participants. Kiribati thanks Austria for convening this conference on Humanity at the crossroads and commends Austria’s leadership in this domain. We are proud to have co-sponsored Austria’s resolution on lethal Autonomous Weapons Systems at the UN General Assembly’s First Committee. As a small island Pacific State, we share concerns about the possible negative consequences and impact of autonomous Weapons Systems on Global Security and Regional and international stability, including the risk of an emerging arms race, lowering the threshold for conflict and proliferation, including to non-state actors, as stated in the resolution. Thus, we welcome our colleagues from EOAS who adopted a communication calling for Urgent negotiations of a legally binding instrument to regulate Autonomous Weapons Systems, as well as additional colleagues who also called for such a system instrument.

    We contend that a new treaty is the only way for Humanity to be safe from these weapons. A new legally binding instrument should underscore the need for all states to comply at all times with international law, including international humanitarian law, international human rights law, and the UN Charter. This new treaty should contain an unambiguous definition of what is an autonomous weapon. In this regard, we agree with the definition presented by the International Committee of the Red Cross in its submission to the UN Secretary-General. Chair, given the current geopolitical situations across the world, we must safeguard the lives of civilians.

    We cannot have uncontrollable weapons which cause indiscriminate harm and cannot differentiate between civilians and non-civilians. As a result, the treaty should address a series of prohibitions that include autonomous weapons which have artificial intelligence and hinder human users from understanding and predicting the system’s behaviors. We cannot allow any type of weapons that can potentially harm civilians. We welcome the forthcoming outcome document and look forward to further developments. Finally, we would like to thank Austria for initiating the beginnings of this dialogue at this historic conference. Thank you.

    When Robert Downey Jr. accepted his Academy Award earlier this month, he spoke of the people who supported him during times of personal struggle and empowered him to not just restart his acting career, but to reach the pinnacle achievement of one. Downey did not mention nuclear weapons or the fact that the actions of his character, Lewis Strauss, may have led – and might still lead – to the end of human civilization as we know it.

    This was perhaps not surprising, given that Downey’s has really been a kind of comeback story that can and should inspire others during trying times. Still, it made me wonder what might have happened if David Krumholtz had been nominated and won as best supporting actor for his portrayal of Strauss’s antidote in Oppenheimer, the famed physicist I.I. Rabi. Would Krumholtz have given a speech inspired by Rabi’s anti-nuclear weapon stance, which the film showcases beautifully?

    Remember the guy who refuses to join the Manhattan Project, telling Oppenheimer in Los Alamos that he doesn’t want “300 years of physics to culminate in the making of a bomb?” He’s also the one who looks devastated moments after the “successful” Trinity test. And he is the one who keeps giving Oppenheimer oranges.

    The contrast between Strauss and Rabi, in life and on the screen, could not be starker. While Strauss is intent on destroying Oppenheimer, Rabi is a good friend to Oppenheimer from the moment the two met in Europe at a young age. While Strauss is obsessed with hydrogen bombs, weapons that can be thousands of times more powerful than the bombs dropped on Hiroshima and Nagasaki, Rabi calls them “weapons of genocide.”

    Alas, good guys are not nearly as interesting on the screen as the bad ones. And the Strauss/Downey combination is that of a perfect bad guy. Downy put on a delicious display of this badness on Sunday.

    And yet, it was Krumholtz’s portrayal that captivated me throughout the film. For one, as a scientist and a mother, I have been worried about nuclear weapons for many years and to see a powerful portrayal in a blockbuster film of someone who was worried about them from the dawn of the nuclear age was inspiring. More than that, I have a personal connection to Rabi. I live with my family in Rabi’s old apartment in a building owned by Columbia University.

    Short version of the story: Mrs. Helen Rabi passed away at 102 in 2005, around the time that Columbia was recruiting my husband to join the university as a Professor of Physics. At one point in the negotiations – having known that Mrs. Rabi had passed and having been in the Rabi apartment many years prior (his dad was a graduate student of Rabi’s) – Emlyn almost jokingly said, “I’ll come if you give me the Rabi apartment.” We’ve been living in it pretty much ever since.

    Working on nuclear weapons abolition, at times from home, I feel a deep personal connection to Rabi that helps to sustain me in times of challenge. I even have Rabi’s desk in my Columbia office, but that’s a story for another time.

    Except for Emma Thomas and Jennifer Lame, the Oppenheimer awardee cohort was dominated by men, a reflection in part of Nolan’s choices, but also of the film’s focus on a time dominated by men. This is just as well. The men can have the beginning of the nuclear age. Women, on the other hand, have been key players in writing the history of the end of the nuclear age.

    It started with Women Strike for Peace, which helped bring about the Partial Test Ban Treaty in 1963. Women led preparations for the 1982 Central Park Rally, which brought a million people to Central Park to protest the nuclear arms race. Today, women from around the world, including from communities affected by nuclear weapons testing and use, are leading efforts to strengthen and implement the UN Treaty on the Prohibition of Nuclear Weapons, our best hope for a world free of this existential threat.

    For women from affected communities, nuclear weapons are personal. Exposure to radiation has led to miscarriages and birth defects, as well as cancers in women and girls at higher rates than those in men and boys.

    Despite my obsession with Oppenheimer, the most emotional moment of the Oscars for me was the heart wrenching performance of What Was I Made For by Billie Eilish and Finneas O’Connell. Ironic, as I initially even refused to watch Barbie. I was thinking of the way all of us ask this very same question and contend with the eternal desire to feel.

    You have to wonder how we can put it all at risk, eight billion people asking what they were made for.

    In a world where the violence and cruelty of war is increasing in many parts of our suffering planet, Dr. David Krieger, Co-Founder and President Emeritus of the Nuclear Age Peace Foundation (NAPF), passed away last Thursday, December 7, at his home in Santa Barbara, California, with his loving family by his side.

    It is not easy to summarize in a few paragraphs his long and positive life of peace-oriented action for the elimination of nuclear weapons. I remember him with great affection in a sincere friendship of more than 35 years. I spoke with him only a few weeks ago and his voice was weary, tired from the disease that afflicted him. But his message was firm, that we must redouble our efforts to avoid the nuclear catastrophe that would be the end of humanity. I share with you these two messages I received from him in the middle of last month, the second of which is his comment on my article “The Children of War.”

    Thanks to him, in June 1989, I had the very special opportunity to meet and converse with Captain Jacques-Yves Cousteau, while he was receiving the Peace Leader Award from NAPF. Out of that meeting came Cousteau’s invitation for me to “join his family,” which I did almost immediately, and my life took a new direction. David asked me to join NAPF as well, and that was another great honor when he appointed me Director for Latin America, and during his tenure I represented the organization in countless actions, conferences, lectures, all focused on conveying the message of peace and the urgency for all citizens of the world to demand an end to nuclear weapons. Krieger was a man of thought, conviction, and honor. He wanted to make the world safer, more peaceful, and ultimately, kinder and fairer for all. He never stopped believing that it was possible. It was easy and natural to be drawn to his charisma, his honesty, and his deep knowledge of peace and nuclear disarmament. David Krieger was nominated 10 times for the Nobel Peace Prize. In 2017, the International Campaign to Abolish Nuclear Weapons (ICAN) was awarded the Nobel Peace Prize. NAPF is proud to be a part of this campaign.

    David maintained a close relationship with Latin America. On one occasion, he told me of his collaboration in the 1960s with Mexico’s ambassador to the United Nations, Alfonso García Robles, in the drafting of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean, also known as the Treaty of Tlatelolco. This treaty prohibited the production, stockpiling or transport of any type of nuclear weapons in Latin America and the Caribbean. This document has served as an example for other similar agreements. García Robles received the Nobel Peace Prize in 1982. “He was an extraordinary man who was very helpful to me because of his enthusiasm for peace and the disarmament of the menacing weapons of mass destruction.” he once told me.

    David loved and wrote poetry and did it very well in the Japanese haiku style. One day he explained to me that with this style of poetry he found it easier to let his spirit fly and express his feelings about world events and everyday things. I had the great pleasure of translating several of those poems into Spanish, which were reproduced with great success in the Latin media in the United States and Latin America. He also admired greatly the Chilean poet Pablo Neruda.

    David was one of the main advocates for Hiroshima and Nagasaki to be remembered every year for the enormous tragedy of the cities destroyed by the atomic bombs in World War II, and that it should never be allowed to happen again anywhere. He encouraged the attendance at meetings and conferences of hibakushas, the survivors of that atomic holocaust, who recount and share their terrible experiences.

    This Christmas I will miss the beautiful card we received every year at home, from David and his dear family.

    On the opening day of the 2nd Meeting of States Parties (2MSP) to the Treaty on the Prohibition of Nuclear Weapons (TPNW), Kiribati and Kazakhstan, in collaboration with the Nuclear Age Peace Foundation, its youth initiative Reverse The Trend, Marshallese Educational Initiative, Hiroshima Prefecture, Rotarian Action Group for Peace, and The Prospect Hill Foundation  hosted a side event on the humanitarian provisions contained in Articles 6 and 7 of the TPNW. Speakers included: H.E. Ambassador Teburoro Tito of Kiribati; Mr. Arman Baissuanov, Director of the Department of International Security at Kazakhstan’s MFA; Governor Hidehiko Yuzaki of Hiroshima; Veronique Christory, Senior Arms Adviser of the ICRC Delegation, UN;  Bonnie Docherty,  Lecturer on Law at Harvard Law School’s International Human Rights Clinic (IHRC) and Director of its Armed Conflict and Civilian Protection Initiative; Dr. Ivana Nikolic Hughes, President of the Nuclear Age Peace Foundation and a representative of the Scientific Advisory Group; and Benetick Kabua Maddison, Executive Director of the Marshallese Educational Initiative. 

    As the co-chairs of the intersessional working group on victim assistance, environmental remediation, international cooperation and assistance, Kiribati and Kazakhstan delivered the introductory remarks. Ambassador Tito of Kiribati presented the co-chairs’ working paper submitted to the 2MSP and advocated for the establishment of an international trust fund by the 3rd Meeting of States Parties.

    Building upon Ambassador Tito’s comments, Mr. Arman Baissuanov, Director of the Department of International Security at Kazakhstan’s MFA, explained that the working group will continue to address the feasibility of a voluntary trust fund and the possible guidelines it will follow. He further explained the fund would provide much needed aid to the survivors of nuclear tests.  

    Moreover, concerning environmental remediation, Baissuanov noted that the “past or present efforts to clean up former test sites have been woefully inadequate.” He lamented that former test sites still contain  dilapidated infrastructures, which pose ongoing environmental risks.

    Following the co-chairs’ presentations, Governor Yuzaki discussed Hiroshima Prefecture’s efforts in helping the survivors of the atomic bombing known as the hibakusha. Specifically, the Governor explained the evolution of Japan’s laws related to victim assistance, including the Act on Medical Care for Atomic Bomb Survivors (1957), the Act on Special Measures for Atomic Bomb Survivors (1968), Action No. 86, Directive No. 42 (Implementation of the Act for Partial Revision to the Act on Medical Care for Atomic Bomb Survivors and the Act on Special Measures for Atomic Bomb Survivors, 1974), The Act on Relief for Atomic Bomb Survivors (1995), Implementation of the Act on Relief for Atomic Bomb Survivors (Notice Hatsu-Ken-I No. 158 of 1995, given by the Vice Minister of Health and Welfare to the prefectural governors and the mayors of Hiroshima City and Nagasaki City), and Implementation of the Cabinet Order, etc. for Partial Revision to the Order for Enforcement of the Act on Relief for Atomic Bomb Survivors (Notice Ken-Hatsu No. 0301002 of 2003, issued by the Director-General of the Health Service Bureau of the Ministry of Health, Labour and Welfare to the prefectural governors and the mayors of Hiroshima City and Nagasaki City). 

    As part of his concluding remarks, the Governor explained the significance of Japan’s decision to support Kiribati and Kazakhstan’s resolution on addressing the legacy of nuclear weapons because it provides another opportunity for Japan to help assist the victims of nuclear testing. 

    Following the Governor’s presentation, Veronique Christory of the ICRC expressed strong support for the continuation of the working group’s mandate, including the establishment of a Trust Fund to provide financial compensation to the victims of the use and testing of nuclear weapons, and measures to remediate contaminated environments. Christory further noted the ICRC published a detailed briefing note with guidance on the interpretation of the provisions of Articles 6 and 7. Christory further stated that the ICRC warmly welcomed the adoption, by a large majority, including States not party to the TPNW, the UN First Committee Resolution on providing victim assistance and environmental remediation to states affected by the use or testing of nuclear weapons. 

    After the ICRC’s presentation, Bonnie Docherty of Harvard Law School addressed the reporting guidelines on victim assistance and environmental remediation contained in the co-chairs report, emphasizing their voluntary and non-burdensome nature. She noted that the format is designed to simplify the gathering, presentation, and analysis of relevant information. The format also includes a cover sheet that allows states parties to simply check a box if a certain part of the format is not applicable or their information is unchanged. Third, the guidelines and format draw heavily on existing humanitarian disarmament treaties, including the Landmine Ban Treaty and the Convention on Cluster Weapons. She concluded by urging the states parties to adopt the co-chairs’ proposed voluntary reporting guidelines and format at the 2MSP and recommend their use, albeit on a voluntary basis. 

    Dr. Ivana Nikolic Hughes of the Nuclear Age Peace Foundation and the Scientific Advisory Group of the TPNW elaborated upon the significance of Kiribati and Kazakhstan’s joint resolution. She explained that the vote was stunning, with 171 states voting in favor of the resolution. It demonstrated the impact the TPNW has on the norms and expectations for all states, even those which are not party to the treaty. 

    Speaking in her capacity as a representative of the Scientific Advisory Group (SAG), Dr. Hughes provided a brief overview of its formation. She noted that the SAG is composed of 15 members who were nominated by several states, including Austria, Bangladesh, Ireland, Ivory Coast, Kazakhstan, Kiribati Malaysia, Mexico, New Zealand, and South Africa. The co-chairs are Dr. Zia Mian of Princeton University and Dr. Patricia Lewis of Chatham House. She mentioned that the first SAG meeting occurred on March 1, 2023,  the anniversary of Castle Bravo. Dr. Hughes also explained the SAG’s report to the 2MSP. Additionally, she highlighted the SAG’s interest in engaging with the UN Scientific Committee on the Effects of Atomic Radiation, the Comprehensive Test Ban Treaty Organization, and the International Atomic Energy Agency. She also explained that the SAG should analyze the effects of ionizing radiation on women and girls, assist with the implementation of Articles 6 and 7, as well as a study about the humanitarian and climatic impacts of a nuclear exchange between states. 

    To conclude the panel discussion, Benetick Kabua Maddison of the Marshallese Educational Initiative discussed the humanitarian and environmental impacts of the 67 US nuclear tests, which were conducted in the Marshall Islands. He shared the need for the international community to provide nuclear justice to the Marshallese community.

    Please join us for a special screening of The Vow From Hiroshima, the moving story of Setsuko Thurlow, a 13-year-old girl living in Hiroshima when the first atomic bomb was dropped on a civilian population in 1945. Ever since that day, Thurlow has dedicated her life to abolishing nuclear weapons.

    The film screening will be held at Columbia University on Thursday, November 30, 2023, 5:15 – 7:00 pm. Q & A will follow the screening.

    The Vow From Hiroshima is an intimate portrait of Setsuko Thurlow, a passionate survivor of the atomic bombing in Hiroshima. She was 13 years old when the atomic bomb was dropped in 1945. Her moving story is told through the lens of her growing friendship with a second-generation survivor, Mitchie Takeuchi.

    Setsuko was miraculously pulled out of a fiery building after the bomb was dropped. That experience shaped her life and she endeavored to keep a pledge she made to her friends – that no one should ever again experience the same horrible fate.

    The film follows Setsuko through her decades of activism up to the current moment when she finally achieves her dream of a Nuclear Weapons Ban Treaty.”
