    Kerry Pledges To Give Nuclear Terrorism His Top Priority

    In his speech, “New Strategies to Meet New Threats,” delivered in West Palm Beach, Florida on June 1, 2004, John Kerry, the presumptive Democratic Party nominee for President, referred to the possibility of nuclear terrorism as “the greatest threat we face today,” and offered a program to eliminate this threat based on US leadership. Kerry promised to prevent nuclear weapons or materials to create them from falling into the hands of al Qaeda or other extremist organizations. “As President,” he pledged, “my number one security goal will be to prevent the terrorists from gaining weapons of mass murder, and ensure that hostile states disarm.”

    Kerry recognizes that the US cannot accomplish this task by itself and pledged to build and repair coalitions. “We can’t eliminate this threat on our own,” he stated. “We must fight this enemy in the same way we fought in World War I, World War II, and the Cold War, by building and leading strong alliances.”

    In order to confront nuclear terrorism, Kerry offered a four-step plan. His first step called for safeguarding all bomb-making materials worldwide. He called for an approach that would “treat all nuclear materials needed for bombs as if they were bombs,” and pledged to secure all potential bomb material in the former Soviet Union within his first term as president. “For a fraction of what we have already spent in Iraq ,” he pointed out, “we can ensure that every nuclear weapon, and every pound of potential bomb material will be secured and accounted for.”

    Kerry’s second step called for US leadership to verifiably ban the creation of new materials for creating nuclear weapons, including production of plutonium and highly-enriched uranium. He pointed out that there is strong international support for such a ban, but that the Bush Administration has been “endlessly reviewing the need for such a policy.”

    Kerry’s third step called for reducing excess stocks of nuclear materials and weapons. He recognized the importance of the US adopting policies consistent with what we are asking other countries to do. He asked rhetorically, “If America is asking the world to join our country in a shared mission to reduce this nuclear threat, then why would the world listen to us if our own words do not match our deeds?” In line with this commitment, Kerry promised that as president, he would “stop this administration’s program to develop a whole new generation of bunker-busting nuclear bombs.” He called the bunker-buster “a weapon we don’t need,” one that “undermines our credibility in persuading other nations.”

    The fourth step in Kerry’s plan called for ending the nuclear weapons programs in other countries, such as North Korea and Iran . He called for strengthening the Nuclear Non-Proliferation Treaty, strengthening enforcement and verification through the International Atomic Energy Agency, and tightening export controls to assure no future black market activities in nuclear materials.

    In order to accomplish these goals, Kerry pledged to appoint a National Coordinator for Nuclear Terrorism and Counter-Proliferation to work with him “to marshal every effort and every ally, to combat an incalculable danger.” Kerry made clear that “preventing nuclear terrorism is our most urgent priority to provide for America ‘s long term security.”

    President Bush has also called for steps to prevent nuclear terrorism, but in a number of respects Kerry’s position on nuclear terrorism is stronger than that of the current administration. First, and most important, Kerry pledges to end the double standard of calling on others not to develop nuclear weapons while the US moves forward with research on new nuclear weapons, such as the bunker buster. Research on the bunker buster, as well as on lower yield, more usable nuclear weapons, has been an important aspect of the Bush Administration’s nuclear policy.

    Second, Kerry pledges to gain control of the nuclear materials in the former Soviet Union at a far more rapid rate than that of the Bush Administration. Third, Kerry promises to appoint a Nuclear Terrorism Coordinator to work with him in the White House in overseeing this effort. Finally, Kerry calls for taking prompt action on a verifiable ban on the creation of new fissile materials for nuclear weapons, a step long supported by the international community and nearly all US allies, but never before acted upon by the US .

    Both Bush and Kerry have called for strengthening the Nuclear Non-Proliferation Treaty, but only in relation to preventing nuclear materials from civilian nuclear reactors from being converted to nuclear weapons. Neither Bush nor Kerry has set forth a plan to fulfill US obligations for nuclear disarmament under Article VI of the treaty. This is a major omission since the nuclear disarmament requirement of the treaty is a foundational element, and without US leadership to achieve this obligation it may be impossible to prevent nuclear terrorism.

    “We must lead this effort not just for our own safety,” Kerry stated, “but for the good of the world.” Kerry is certainly right that the world now needs US leadership on this critical issue. This leadership must include a dramatic reduction in the size of nuclear arsenals on the way to their total elimination, as agreed to by the parties to the Nuclear Non-Proliferation Treaty, in order to prevent the nuclear warheads from being available to terrorist organizations.

    If any leader of the United States is truly serious about preventing nuclear proliferation and nuclear terrorism, he must realize that nuclear disarmament is an essential element of the equation. Kerry posited the equation: “No material. No bomb. No terrorism.” That equation must be expanded to include: “No material. No bombs – period. Not in anyone’s hands.”

    There are no good or safe hands in which to place nuclear weapons. In the end, to eliminate the threat of nuclear terrorism will require more than attempting to prevent nuclear proliferation; it will require the elimination of all nuclear weapons, a goal agreed to by the United States, United Kingdom and former Soviet Union in 1968 when they signed on to the Nuclear Non-Proliferation Treaty.

  • A Declaration of Conscience

    (Two and a half years after Dr. Schweitzer gave his Nobel Peace Prize Lecture, leaders and scientists from many countries chose Dr. Schweitzer to be their voice against the nuclear danger and it was Norman Cousins who pressured him to do so.     Since March 1, 1954 hydrogen bombs have been tested by the United States at the Pacific island of Bikini in the Marshall group and by Soviet Russia in Siberia. We know that testing of atomic weapons is something quite different from testing of non-atomic ones. Earlier, when a new type of giant gun had been tested, the matter ended with the detonation. After the explosion of a hydrogen bomb that is not the case. Something remains in the air, namely, an incalculable number of radioactive particles, emitting radioactive rays. This was also the case with the uranium bombs dropped on Nagasaki and Hiroshima and those which were subsequently tested. However, because these bombs were of smaller size and less effectiveness compared with the hydrogen bombs, not much attention was given to this fact.

    Since radioactive rays of sufficient amount and strength have harmful effects on the human body, it must be considered whether the radiation resulting from the hydrogen explosions that have already taken place represents a danger which would increase with new explosions.

    In the course of the three-and-a-half years that have passed since then [the test explosions of the early hydrogen bombs] representatives of the physical and medical sciences have been studying the problem. Observations on the distribution, origin, and nature of radiation have been made. The processes through which the human body is harmfully affected have been analyzed. The material collected, although far from complete, allows us to draw the conclusion that radiation resulting from the explosions which have already taken place represents a danger to the human race – a danger not to be underrated – and that further explosions of atomic bombs will increase this danger to an alarming extent.

    This conclusion has repeatedly been expressed, especially during the last few months. However, it has not, strange to say, influenced public opinion to the extent that one might have expected. Individuals and peoples have not been aroused to give to this danger the attention which it unfortunately deserves. It must be demonstrated and made clear to them.

    I raise my voice, together with those of others who have lately felt it their duty to act, through speaking and writing, in warning of the danger. My age and the generous understanding so many people have shown of my work permit me to hope that my appeal may contribute to the preparing of the way for the insights so urgently needed.

    My thanks go to the radio station in Oslo, the city of the Nobel Peace Prize, for making it possible for that which I feel I have to say to reach far-off places.

    What is radioactivity?

    Radioactivity consists of rays differing from those of light in being invisible and in being able to ass not only through glass but also through thin metal discs and through layers of cell tissue in the human and animal bodies. Rays of this kind were first discovered in 1895 by the physicist Wilhelm Roentgen of Munich, and were named after him.

    In 1896 the French physicist Henri Becquerel demonstrated that rays of this kind occur in nature. They are emitted from uranium, an element known since 1786.

    In 1898 Pierre Curie and his wife discovered in the mineral pitchblende, a uranium ore, the strongly radioactive element radium.

    The joy caused by the fact that such rays were at the disposal of humanity was at first unmixed. It appeared that they influence the relatively rapidly growing and relatively rapidly decaying cells of malignant tumors and sarcomas. If exposed to these rays repeatedly for a longer period, some of the terrible neoplasms can be destroyed.

    After a time it was found, however, that the destruction of cancer cells does not always mean the cure of cancer and also, that the normal cells of the body may be seriously damaged if long exposed to radioactivity.

    When Mme. Curie, after having handled uranium ore for four years, finally held the first gram of radium in her hand there appeared abrasions in the skin which no treatment could cure. With the years she grew steadily sicker from a disease caused by radioactive rays which damaged her bone marrow and through this her blood. In 1934 death put an end to her suffering.

    Even so, for many years we were not aware of the grave risks involved in X-rays to those constantly exposed to them. Through operating X-ray apparatus thousands of doctors and nurses have incurred incurable diseases.

    Radioactive rays are material things. Through them the radioactive element constantly and forcefully emits tiny particles of itself. There are three kinds. They are named after the three first letters of the Greek alphabet, alpha, beta, and gamma. The gamma rays are the hardest ones and have the strongest effect.

    The reasons why elements emit radioactive rays is that they are in a continuous state of decaying. The radioactivity is the energy liberated little by little. There are other elements besides uranium and radium which are radioactive. To the radiation from the elements in the earth is added some radiation from space. Fortunately, the air mass 400 kilometers high, that surrounds our earth, protects us against this radiation. Only a very small fraction of it reaches us.

    We are, then, constantly being exposed to radioactive radiation coming from the earth and from space. It is so weak, however, that it does not hurt us. Stronger sources of radiation, as for instance X-ray machines and exposed radium, have, as we know, harmful effects if one is exposed to them for some time.

    The radioactive rays are, as I said, invisible. How can we tell that they are there and how strong they are?

    Thanks to the German physicist Hans Geiger, who died in 1945 as a victim to X-rays, we have an instrument which makes that possible. This instrument is called the Geiger counter; it consists of a metal tube containing rarefied air. In it are two metal electrodes between which there is a high potential. Radioactive rays from the outside affect the tube and release a discharge between the two electrodes. The stronger the radiation the quicker the discharges follow one another. A small device connected to the tube makes the discharge audible. The Geiger counter performs a veritable drum-roll when the discharges are strong.

    There are two kinds of atom bomb – uranium bombs and hydrogen bombs. The effect of a uranium bomb is due to a process which liberates energy through the fission of uranium. In the hydrogen bomb the liberation of energy is the result of the transformation of hydrogen into helium.

    It is interesting to note that this latter process is similar to that which takes place in the center of the sun, supplying it with the self-renewing energy which it emits in the form of light and heat.

    In principle, the effect of both bombs is the same. But, according to various estimates the effect of one of the latest hydrogen bombs is 2,000 times stronger than the one which was dropped on Hiroshima.

    To these two bombs has recently been added the cobalt bomb, a kind of super atom-bomb. It is a hydrogen bomb surrounded by a layer of cobalt. The effect of this bomb is estimated to be many times stronger than that of hydrogen bombs that have been made so far.

    The explosion of an atom bomb creates an inconceivably large number of exceedingly small particles of radioactive elements which decay like uranium or radium. Some of these particles decay very quickly, others more slowly, and some of them extraordinarily slowly. The strongest of these elements cease to exist only ten seconds after the detonation of the bomb. But in this short time they may have killed a great number of people in a circumference of several miles.

    What remains are the less powerful elements. In out time it is with these we have to contend. It is of the danger arising from the radioactive rays emitted by these elements that we must be aware.

    Of these elements some exit for hours, some for weeks, or months, or years, or millions of years, undergoing continuous decay. They float in the higher strata of air as clouds of radioactive dust. The heavy particles fall down first. The lighter ones will stay in the air for a longer time or come down with rain or snow. How long it will take before everything carried up in the air by the explosions which have taken place till now has disappeared no one can say with any certainty. According to some estimates, this will be the case not earlier than thirty or forty years from now.

    When I was a boy I witnessed how dust hurled into the air from the explosion in 1883 of the island Krakatoa in the Sunda group was noticeable for two years afterwards to such an extent that sunsets were given extraordinary splendor by it.

    What we can state with certainty, however, is that the radioactive clouds will constantly be carried by the winds around the globe and that some of the dust, by its own weight, or by being brought down by rain, snow, mist, and dew, little by little, will fall down on the hard surface of the earth, into the rivers, and into the oceans.

    Of what nature are these radioactive elements, particles of which were carried up in the air by the explosion of atom bombs and which are now falling down again?

    They are strange variants of the usual non-radioactive elements. They have the same chemical properties but a different atomic weight. Their names are always accompanied by their atomic weights. The same element can occur in several radioactive variants. Besides Iodine 131, which lives for sixteen days only, we have Iodine 129, which lives for 200,000,000 years.

    Dangerous elements of this kind are: Phosphorus 32, Calcium 45, Iodine 131, Iron 55, Bismuth 210, Plutonium 239, Cerium 144, Strontium 89, and Cesium 137. If the hydrogen bomb is covered by cobalt, Cobalt 60 must be added to the list.

    Particularly dangerous are the elements combining long life with a relatively strong efficient radiation. Among them Strontium 90 takes the first place. It is present in very large amounts in the radioactive dust. Cobalt 60 must also be mentioned as particularly dangerous.

    The radioactivity in the air, increased through these elements, will not harm us from the outside, not being strong enough to penetrate the skin. It is another matter with respiration, through which radioactive elements can enter our bodies. But the danger which has to be stressed above all the others is the one which arises from our drinking radioactive water and our eating radioactive food as a consequence of the increased radioactivity in the air.

    Following the explosions of Bikini and Siberia rain falling over Japan has, from time to time, been so radioactive that the water from it cannot be drunk. Not only that: Reports of radioactive rainfall are coming from all parts of the world where analyses have recently been made. In several places the water has proved to be so radioactive that it was unfit for drinking.

    Well-water becomes radioactive to any considerable extent only after longer periods of heavy rainfall.

    Wherever radioactive rainwater is found the soil is also radioactive – and in a higher degree. The soil is made radioactive not only by the downpour, but also from radioactive dust falling on it. And with the soil the vegetation will also have become radioactive. The radioactive elements deposited in the soil pass into the plants, where they are stored. This is of importance, for as a result of this process it may be the case that we are threatened by a considerable amount of radioactive elements.

    The radioactive elements in grass, when eaten by animals whose meat is used for food, will be absorbed and stored in our bodies.

    In the case of cows grazing on contaminated soil, the absorption is affected when we drink their milk. In that way, small children run an especially dangerous risk of absorbing radioactive elements.

    When we eat contaminated cheese and fruits the radioactive elements stored in them are transferred to us.

    What this storing of radioactive material implies is clearly demonstrated by the observations made when, on one occasion, the radioactivity of the Columbia River in North America was analyzed. The radioactivity was caused by the atomic plants at Hanford, which produce plutonium for atomic bombs and which empty their waste water into the river. The radioactivity of the river water was insignificant. But the radioactivity of the river plankton was 2,000 times higher, that of the ducks eating plankton 40,000 times higher, that of the fish 15,000 times higher. In young swallows fed on insects caught by their parents in the river the radioactivity was 500,000 times higher, and in the egg yolks of water birds more than 1,000,000 times higher.

    From official and unofficial sources we have been assured, time and time again, that the increase in radioactivity of the air does not exceed the amount which the human body can tolerate without any harmful effects. This is just evading the issue. Even if we are not directly affected by the radioactive material in the air, we are indirectly affected through that which has fallen down, is falling down, and will fall down. We are absorbing this through radioactive drinking water and through animal and vegetable foodstuffs, to the same extent as radioactive elements are stored in the vegetation of the region in which we live. Unfortunately for us, nature hoards what is falling down from the air.

    None of the radioactivity of the air, created by the explosion of atomic bombs, is so unimportant that it may not, in the long run, become a danger to us through increasing the amount of radioactivity stored in our bodies.

    What we absorb of radioactivity is not spread evenly in all cellular tissue. It is deposited in certain parts of our body, particularly in the bone tissue and also in the spleen and in the liver. From those sources the organs which are especially sensitive to it are exposed to radiation. What the radiation lacks in strength is compensated for by time. It works day and night without interruption.

    How does radiation affect the cells of an organ?

    Through being ionized, that is to say, electrically charged. This change means that the chemical processes which make it possible for the cells to do their job in our body no longer function as they should. They are no longer able to perform the tasks which are of vital importance to us. We must also bear in mind that a great number of the cells of an organ may degenerate or die as a result of radiation.

    What are the diseases caused by internal radiation? The same diseases that are known to be caused by external radiation.

    They are mainly serious blood diseases. The cells of the red bone marrow, where the red and the white blood corpuscles are formed, are very sensitive to radioactive rays. It is these corpuscles, found in great numbers in the blood, which make it possible for it to play such an important part. If the cells in the bone marrow are damaged by radiation they will produce too few or abnormal, degenerating blood corpuscles. Both cases lead to blood diseases and, frequently, to death. These were the diseases that killed the victims of X-rays and radium rays.

    It was one of these diseases that attacked the Japanese fishermen who were surprised in their vessel by radioactive ashes falling down 240 miles from Bikini after the explosion of a hydrogen bomb. With one exception, they were all saved, being strong and relatively mildly affected, through continuous blood transfusions.

    In the cases cited the radiation came from the outside. It is unfortunately very probable that internal radiation affecting the bone marrow and lasting for years will have the same effect, particularly since the radiation goes from the bone tissue to the bone marrow. As I have said, the radioactive elements are by preference stored in the bone tissue.

    Not our own health only is threatened by internal radiation, but also that of our descendants. The fact is that the cells of the reproductive organs are particularly vulnerable to radiation which in this case attacks the nucleus to such an extent that it can be seen in the microscope.

    To the profound damage of these cells corresponds a profound damage to our descendants.

    It consists in stillbirths and in the births of babies with mental or physical defects.

    In this context also, we can point to the effects of radiation coming from the outside.

    It is a fact – even if the statistical material being published in the press needs checking – that in Nagasaki, during the years following the dropping of the atom bomb, an exceptionally high occurrence of stillbirths and of deformed children was observed.

    In order to establish the effect of radioactive radiation on posterity, comparative studies have been made between the descendants of doctors who have been using X-ray apparatus over a period of years and descendants of doctors who have not. The material of this study comprises about 3,000 doctors in each group. A noticeable different was found. Among the descendants of radiologists a percentage of stillbirths of 1.403 was found, while the percentage among the non-radiologists was 1.222.

    In the first group 6.01 per cent of the children had congenital defects, while only 4.82 per cent in the second.

    The number of healthy children in the first group was 80.42 per cent; the number in the other was significantly higher, viz. 83.23 per cent.

    It must be remembered that even the weakest of internal radiation can have harmful effects on our descendants.

    The total effect of the damage done to descendants of ancestors who have been exposed to radioactive rays will not, in accordance with the laws of genetics, be apparent in the generations coming immediately after us. The full effects will appear only 100 or 200 years later.

    As the matter stands we cannot at present cite cases of serious damage done by internal radiation. To the extent that such radiation exists it is not sufficiently strong and has not lasted long enough to have caused the damage in question. We can only conclude from the harmful effects known to be caused by external radiation to those we must expect in the future from internal radiation.

    If the effect of the latter is not as strong as that of the former, it may become so, through working little by little and without interruption. The final result will be the same in both cases.

    Their effects add up.

    We must also remember that internal radiation, in contrast to that coming from the outside, does not have to penetrate layers of skin, tissues, and muscles to hit the organs. It works at close range and without any weakening of its force.

    When we realize under what conditions the internal radiation is working, we cease to underrate it. Even if it is true that, when speaking of the dangers of internal radiation, we can point to no actual case, only express our fear, that fear is so solidly founded on facts that it attains the weight of reality in determining our attitude. We are forced to regard every increase in the existing danger through further creation of radioactive elements by atom bomb explosions as a catastrophe for the human race, a catastrophe that must be prevented.

    There can be no question of doing anything else, if only for the reason that we cannot take the responsibility for the consequences it might have for our descendants.

    They are threatened by the greatest and most terrible danger.

    That radioactive elements created by us are found in nature is an astounding event in the history of the earth and of the human race. To fail to consider its importance and its consequences would be a folly for which humanity would have to pay a terrible price. We are committing a folly in thoughtlessness. It must not happen that we do not pull ourselves together before it is too late. We must muster the insight, the seriousness, and the courage to leave folly and to face reality.

    This is at bottom what the statesmen of the nations producing atomic bombs are thinking, too. Through the reports they are receiving they are sufficiently informed to form their own judgments, and we must also assume that they are alive to their responsibility.

    At any rate, America and Soviet Russia and Britain are telling one another again and again that they want nothing more than to reach an agreement to end the testing of atomic weapons. At the same time, however, they declare that they cannot stop the tests as long as there is no such agreement.

    Why do they not come to an agreement? The real reason is that in their own countries there is no public opinion asking for it. Nor is there any such public opinion in other countries with the exception of Japan. This opinion has been forced upon the Japanese people because, little by little, they will be hit in a most terrible way by the evil consequences of all the tests.

    An agreement of this kind presupposes reliability and trust. There must be guarantees preventing the agreement from being signed by anyone intending to win important tactical advantages foreseen only by him.

    Public opinion in all nations concerned must inspire and accept the agreement.

    When public opinion has been created in the countries concerned and among all nations — an opinion informed of the dangers involved in going on with the tests and led by the reason which this information imposes –, then the statesmen may reach an agreement to stop the experiments.

    A public opinion of this kind stands in no need of plebiscites or of forming of committees to express itself. It works through just being there.

    The end of further experiments with atom bombs would be like the early sunrays of hope which suffering humanity is longing for.

  • The Bravo H-Bomb Test: One WMD They Couldn’t Hide

    “There’s a story I can tell you”, a fellow called Bruno Lat said to me a few years back in Hawaii. “I was 13 at that time. My dad was working with the Navy as a laborer on Kwajalein”, an atoll in Lat’s native Marshall Islands controlled by the US military. “It was early, early morning. We were all outside on that day waiting in the dark. Everybody was waiting for the Bravo.”

    That day was fifty years ago, yesterday. March 1, 1954. Bravo was not the first, or the last, just the worst of America’s nuclear tests in the Pacific, a fission-fusion-fission reaction, a thermonuclear explosion, an H-Bomb, America’s biggest blast. In today’s poverty of expression, it would be called a WMD. Except that it was “ours”, and so real that days after marveling that some strange sun had lighted the western sky with “all kinds of beautiful colors”, young Bruno also took in the sight of refugees from downwind of the blast at Bikini Atoll, miserable and burned and belatedly evacuated to Kwajalein. Their scalp, he recalled, “you could peel it like fried chicken skin”.

    In the standard history of Bravo, much of what happened that morning was “an accident”. That is the term Edward Teller, the bomb’s designer, uses in his memoirs. The Navy said it had anticipated a six-megaton bomb, but Bravo came in at 15. It had anticipated the winds to blow one way, but they blew another. It had not evacuated downwinders in advance because the danger was deemed slight, and anyway the budget that year was tight. It had not expected that a Japanese fishing trawler, the Lucky Dragon, would be out on the sea 87 miles from the blast, or that when it returned home two weeks later its catch would be “hot”, creating a panic in Japanese fish markets. It had not expected reports of radioactive horses in New Zealand, radioactive rain in Sydney. It really had not expected that one of the Lucky Dragon fishermen, hospitalized with radiation sickness for months along with his mates, would die. Officially the US government maintained that the cause of death was hepatitis unrelated to radiation.

    Officially the Atomic Energy Commission also claimed, ten days after the blast, that the Bravo shot had been “routine” and that among those stricken Marshallese at whom Bruno Lat was gaping, “there were no burns. All were reported well.” A month later AEC chairman Lewis Strauss told reporters they were not only well but “happy” too.

    Their medical records from the time tell a story of burns and lesions, nausea, falling hair and weeping sores. Dr. Seiji Yamada of the University of Hawaii Medical School reviewed them in Kwajalein three years ago, and it is a simple matter to find government reports acknowledging same, now that that particular lie is unnecessary.

    The Bravo blast was so immense, so terrible that the typical comparison_”equal to 1,000 Hiroshimas”_seems almost evasive, as if there were a continuum of comprehensibility within which it might fit. The bomb on Hiroshima instantly killed 80,000 people, more or less. By crude mathematics, Bravo had the power to incinerate 80 million. Ten New Yorks? 26,666 Twin Towers, more or less? No one can grasp such numbers, and because they are crude abstractions, the easier thing, for most Americans, has been to forget the whole thing_or at best to regard Bikini as a bit of cold war kitsch, a curio in the attic of memory.

    Perhaps we can imagine a mushroom cloud with a “stem” 18 miles tall and a “cap” 62 miles across, but probably not. That’s a cloud five times the length of Manhattan, vaporizing all beneath it, sucking everything_in Bravo’s case, three islands’ worth of coral reef, sand, land and sea life, millions of tons of it_into the sky, and then moving, showering this common stuff, now in a swirl of radioactive isotopes, along its path.

    The Marshallese on the island of Rongelap, 120 miles from ground zero, had imagined snow only from missionaries’ photographs of New England winters. That March 1 they imagined the white flakes falling from the sky, sticking everywhere but especially to sweaty skin, piling up two inches deep, as some freakish snowstorm. Children played in it, and later screamed with pain. Unlike Bruno Lat, they had not been waiting for Bravo.

    On other islands the “snow” appeared variably as a shower, a mist, a fog. The Navy had a practice of sending planes into the blast area hours after detonation to measure “the geigers”, as radioactivity was colloquially known among sailors, and the early readings over inhabited islands after Bravo are staggering. Scientists didn’t know in 1954 that a radiation dose of 30 roentgens would double the rate of breast cancer in adults, that 90 would double the rate of stomach and colon cancer, that young children were ten times as vulnerable. But they did know that 150 roentgens, noted in one of the earliest military estimates for Rongelap, were catastrophic. Yet the Navy waited two days to evacuate Rongelap and Ailinginae; three days to evacuate Utirik.

    Nine years later thyroid cancers started appearing in exposed islanders who had been children during Bravo, then leukemia. Even in “safe” atolls, babies began being born retarded, deformed, stillborn or worse. In 1983 Darlene Keju-Johnson, a Marshallese public health worker, gave a World Council of Churches gathering this description: “The baby is born on the labor table, and it breathes and moves up and down, but it is not shaped like a human being. It looks like a bag of jelly. These babies only live for a few hours.”

    The Marshallese say that Bravo was not an accident. Decades after the fact, a US government document surfaced showing that weather reports had indeed indicated shifting winds hours before the blast. In 1954 the United States had nine years of data on direct effects of radiation but none on fallout downwind; select Marshallese have been the subject of scientific study ever since.

    In all events, as Alexander Cockburn once put it, “an ‘accident’ is normalcy raised to the level of drama”. Marshall Islanders endured sixty-seven US nuclear tests between 1946 and 1958. It has been calculated that the net yield of those tests is equivalent to 1.7 Hiroshima bombs detonated every day for twelve years. A full accounting of the displacements and evacuations, the lies and broken promises, beginning with the Bikini people’s surrender of their land to US officers who vowed “to test this new weapon which is designed to end all wars”, would fill pages. A full accounting of the health impact would fill volumes, and has never been done. Bruno Lat is not an official victim of any test, so his thyroid cancer doesn’t count; the same with his father’s stomach tumors.

    Of the broken culture and broken hearts, there can be no accounting. Never to be sure if the food is poison, if the doctors are honest, if the cancer will get you next; to never know home because however beautifully its white sands shimmer beneath the dome of blue, however energetically its coconut crabs skitter among the palms, living there is lethal; to live a different kind of lethal, in a Pacific ghetto hell, unknown in the region before the displacements and the testing, and to see no way out_we don’t call those things terror. Yesterday, March 1, on the fiftieth anniversary of Bravo, the Marshallese formally petitioning the US Congress to make full compensation for the ruin of their lands and their health. They also want Congress to express “deep regret for the nuclear testing legacy”. Some had wanted an apology, but that, the majority decided, America would never concede.

  • Terrorism Has Altered The Nuclear Equation Forever

    LOS ANGELES: Fifty years ago this month President Dwight Eisenhower delivered his Atoms for Peace proposal at the United Nations. This seminal event laid the groundwork for much of the nuclear enterprise that we see around the world today. It also generated a nuclear Trojan horse.

    Countries around the world greeted the prospects of the atom with glee: nuclear power plants would be too cheap to meter and nuclear isotopes would generate a renaissance in science, medicine and industry. While the atom contributed to some of these laudable objectives, it unwittingly booby-trapped the landscape with nuclear mines that terrorists can now set off.

    The world is littered with possibilities. Dirty-bomb ingredients are ubiquitous. They are in hospitals and industry. They are transported through cities as nuclear waste to storage sites. They cannot just disappear. Nuclear power plants are vulnerable to terrorist attacks. Nuclear weapons derived from the peaceful atom reside in such unstable countries as Pakistan and North Korea. In more stable regions, countries insist on recycling weapons useable plutonium which can be diverted.

    Booby-trapping the world certainly was not Eisenhower’s intention. Anguished by the accelerating nuclear arms race with the Soviet Union, he sought a way out. His solution was to reduce the capacity of the superpowers to produce nuclear weapons by conveying their “normal uranium and fissionable materials” to an atomic energy agency. The new organization would house and distribute the stocks for peaceful purposes.

    While an international “bank of fissionable material” never came about, the Atoms for Peace address broke the American inhibition against spreading nuclear knowledge and technology to the rest of the world. In 1955, Washington initiated the United Nations Conference on the Peaceful Uses of Atomic Energy. Twenty-five thousand scientists descended on Geneva to take advantage of the declassification of documents that held many of the secrets of the nuclear age.

    Washington did not proceed down this road naïvely. It knew that Atoms for Peace was not risk-free. But it faced a conundrum: if the United States did not promote the atom, it could not control it either. Knowledge is universal; inevitably, the rest of the world would catch up. The challenge was to build dikes to curtail the negative implications of the spread of nuclear technology. In 1957, the International Atomic Energy Agency was created to promote and monitor global nuclear markets. The 1968 Nuclear Nonproliferation Treaty sought to halt the ambitions of nations to get the bomb in return for the peaceful nuclear assistance. Domestic and international controls over nuclear and dual-use exports followed. Most recently, Washington gathered several nations together in a Proliferation Security Initiative to intercept nuclear contraband.

    The dikes were not enough to prevent seepage. Israel used the “peaceful” atom provided by a French research reactor to develop the bomb. India, Pakistan, North Korea, Iraq and South Africa followed. At the same time, the United States beat back the temptations of Argentina, Brazil, South Korea, West Germany and Taiwan. When regimes changed in Belarus, Ukraine, South Africa and now Iraq, nuclear weapons programs were abandoned.

    As the international community reinforced its dikes against proliferation, it continued to build its peaceful nuclear infrastructure oblivious to another risk: nuclear terrorism. During the early nuclear era, terrorism as we know it today had not raised its ugly head. When it did emerge in the 1970’s, terrorists seemed mindful about the political costs of taking too many innocent lives.

    Nonetheless, even from the beginning of the nuclear age, the creators speculated on the risks of nuclear terrorism. In 1944, scientists at University of Chicago working on the Manhattan Project conjectured that a political group could unleash a nuclear blitzkrieg by smuggling an atomic weapon into the United States on a commercial aircraft. The terrorism of the 1970’s prompted public policy groups, many driven by a phobia of all things nuclear, to demand that weapons-useable plutonium and highly enriched uranium no longer fuel nuclear power and research reactors. The Europeans, Russians and Japanese resisted. America wavered. Then, many of these same groups began asking questions about the vulnerability of nuclear plants to terrorist attack. American officials took umbrage.

    As the 20th century ended, the absence of any serious act of nuclear violence convinced officials that nuclear terror would remain to province of fiction writers. Then the Sept. 11 attacks occurred. President George W. Bush announced that in the caves of Afghanistan, U.S. forces had uncovered plots to attack nuclear power plants. But eliminating the risks in the short run was impossible. Enhancing protection, while imperfect, remained the only option.

    As we map our nuclear future we should be mindful of the closing remarks of Eisenhower’s Atoms for Peace speech: “The United States pledges before you – and therefore before the world – its determination to help solve the fearful atomic dilemma – to devote its entire heart and mind to find the way by which the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life.”

    In the post-Sept. 11 world, solving “the fearful atomic dilemma” requires not more but less Atoms for Peace. The risk of nuclear terrorism, coupled to the environmental and proliferation burdens the initiative gave rise to, now requires that we roll back Eisenhower’s vision and try to put the nuclear genie back in the bottle.

  • ElBaradei Aims to End Nuclear Threat

    It was a bold response to a fearsome menace: erasing the threat of nuclear annihilation by establishing a global agency to keep nations from abusing the power of the atom. But 50 years after President Eisenhower’s landmark “Atoms for Peace” speech on Dec. 8, 1953, the U.N. nuclear agency born of his address is still struggling to contain the threat and move the world “out of the dark chamber of horrors into the light.”

    Nuclear weaponry poses even more of a danger than it did during the arms race between the United States and the former Soviet Union, the head of the International Atomic Energy Agency, Mohamed ElBaradei, conceded in an interview marking Monday’s anniversary of the speech.

    When Eisenhower addressed the U.N. General Assembly, there were just two nuclear powers. Today, there are at least seven: the United States, Russia, China, Britain, France, India and Pakistan. Israel is widely believed to have nuclear weapons, and North Korea says it has them, a claim that has not been verified. Washington accuses Iran of covertly developing atomic arms, a charge the Tehran regime denies.

    “I’d like us to see nuclear weapons the way we perceive slavery or genocide — that it’s taboo,” ElBaradei told a small group of reporters at his agency’s sprawling headquarters overlooking the Danube River.

    “I would not be surprised if we see more countries acquire nuclear weapons,” he said. “We need to change that environment — to move toward a world free of nuclear weapons, which have no place in our defense arsenals of the future.”

    This year alone, the IAEA has convened emergency meetings on Iraq, Iran and North Korea — the Bush administration’s “axis of evil” and the countries that pose the most immediate threat.

    Not that ElBaradei, an Egyptian, caters to Washington. His inspectors angered U.S. officials before the war in Iraq by declaring they had found no signs of an active nuclear weapons program.

    Coalition troops have not uncovered any evidence since toppling Saddam Hussein, although ElBaradei is pressing for the return of his U.N. inspection teams to make sure.

    The IAEA also has clashed with Washington over how best to deal with Iran. Convinced that keeping Iran engaged is better than driving it back underground with an explicit threat of U.N. sanctions, the agency last month withstood American attempts to toughen a resolution demanding greater Iranian openness to inspections.

    ElBaradei also has criticized Congress for releasing $6 million for U.S. research into “mini-nuke” weapons. “Far from aiming for nuclear disarmament, the United States is looking to improve its arsenal,” he told the Paris newspaper Le Figaro.

    Eisenhower believed the best way to deal with the nuclear threat was to get countries to commit to using atomic technology for purely peaceful purposes. ElBaradei said in the interview that the IAEA is supporting efforts to develop a new “proliferation-free” fuel cycle that would produce waste unfit for reprocessing for weapons use.

    The U.N. agency also is focusing on ways to minimize the risks of terrorists acquiring nuclear material that could be used to make “dirty bombs” — conventional explosives that would scatter radioactive material — a menace he said didn’t occur to the IAEA until after the Sept. 11 attacks.

    “Now we’re spending a great deal of time working on this threat,” ElBaradei said.

    Eisenhower’s speech, anchored in his belief that “if a danger exists in the world, it is a danger shared by all,” envisioned a U.N. nuclear agency that would control the world’s atomic stockpile by putting it “into the hands of those who will know how to strip its military casing and adapt it to the arts of peace.”

    The IAEA, created four years later, didn’t turn out that way.

    It doesn’t have the world’s uranium and plutonium under lock and key. Instead, the agency polices more than 900 facilities in 70 countries to ensure they comply with their commitments under the Nuclear Nonproliferation Treaty and other international accords.

    IAEA inspectors regularly visit nuclear facilities to check records on the whereabouts and inventories of nuclear materials, looking for signs that uranium and plutonium at reactors or laboratories might be diverted to military uses.

    “The vision is still as valid today as it was 50 years ago. We’re working diligently to rid ourselves of the destructive force of nuclear weaponry,” ElBaradei said.

    “But we’re not there yet. `Atoms for Peace’ is still a work in progress. We need to do better.”

    Is a Nuclear 9/11 in Our Future?

    Sooner or later there will be a nuclear 9/11 in an American city or that of a US ally unless serious program is undertaken to prevent such an occurrence. A terrorist nuclear attack against an American city could take many forms. A worst case scenario would be the detonation of a nuclear device within a city. Depending upon the size and sophistication of the weapon, it could kill hundreds of thousands or even millions of people.

    Terrorists could obtain a nuclear device by stealing or purchasing an already created nuclear weapon or by stealing or purchasing weapons-grade nuclear materials and fashioning a crude bomb. While neither of these options would be easy, they cannot be dismissed as beyond the capabilities of a determined terrorist organization.

    If terrorists succeeded in obtaining a nuclear weapon, they would also have to bring it into the US, assuming they did not already obtain or create the weapon in this country. While this would not necessarily be easy, many analysts have suggested that it would be within the realm of possibility. An oft-cited example is the possibility of bringing a nuclear device into an American port hidden on a cargo ship.

    Another form of terrorist nuclear attack requiring far less sophistication would be the detonation of a radiation weapon or “dirty bomb.” This type of device would not be capable of a nuclear explosion but would use conventional explosives to disperse radioactive materials within a populated area. The detonation of such a device could cause massive panic due to the public’s appropriate fears of radiation sickness and of developing cancers and leukemias in the future.

    A bi-partisan task force of the Secretary of Energy’s Advisory Board, headed by former Senate Majority Leader Howard Baker and former White House Counsel Lloyd Cutler, called upon the US in 2001 to spend $30 billion over an eight to ten year period to prevent nuclear weapons and materials in the former Soviet Union from getting into the hands of terrorists or so called “rogue” states. The task force called the nuclear dangers in the former USSR “the most urgent unmet national security threat facing the United States today.” At present, the US government is spending only about one-third of the recommended amount, while it pours resources into paying for the invasion, occupation and rebuilding of Iraq as well as programs unlikely to provide effective security to US citizens such as missile defense.

    The great difficulty in preventing a nuclear 9/11 is that it will require ending the well-entrenched nuclear double standards that the US and other nuclear weapons states have lived by throughout the Nuclear Age. Preventing nuclear terrorism in the end will not be possible without a serious global program to eliminate nuclear weapons and control nuclear materials that could be converted to weapons. Such a program would require universal agreement in the form of an enforceable treaty providing for the following:

    • full accounting and international safeguarding of all nuclear weapons, weapons-grade nuclear materials and nuclear reactors in all countries, including the nuclear weapons states;
    • international tracking and control of the movement of all nuclear weapons and weapons-grade materials;
    • dismantling and prohibiting all uranium enrichment facilities and all plutonium separation facilities, and the implementation of a plan to expedite the phasing out all nuclear power plants;
    • full recognition and endorsement by the nuclear weapons states of their existing obligation pursuant to the Nuclear Non-Proliferation Treaty for an “unequivocal undertaking” to eliminate their nuclear arsenals;
    • rapidly dismantling existing nuclear weapons in an orderly and transparent manner and the transfer of nuclear materials to international control sites;
    • and criminalizing the possession, threat or use of nuclear weapons.

    While these steps may appear extreme, they are in actuality the minimum necessary to prevent a nuclear 9/11. If that is among our top priorities as a country, as surely it should be, the US government should begin immediately to lead the world in this direction. Now is the time to act, before one or more US cities are devastated by nuclear terrorism.

    The Second Nuclear Age

    “The world has entered a new nuclear age, a second nuclear age. The danger is rising that nuclear weapons will be used against the United States. Just as bad, the danger is rising that the United States will use nuclear weapons against others….”

    With the fall of the Berlin Wall and the breakup of the Soviet Union, many Americans gave a deep sigh of relief and pronounced the nuclear threat at an end. It was a heady time. I can remember being asked, “What will the Nuclear Age Peace Foundation do now that the nuclear threat is gone?” My response was that the nuclear threat was still with us despite these momentous changes in the geopolitical landscape. It was far too soon to pronounce the Nuclear Age dead.

    In retrospect, from a vantage point of more than 12 years after these tectonic shifts in geopolitics, we can see that the Nuclear Age, with new and growing dangers, is still with us. The first half-century of the Nuclear Age was marked by a mad arms race between the United States and the former Soviet Union that resulted in the development and deployment of tens of thousands of nuclear weapons capable of destroying civilization and most life on Earth.

    While the nuclear standoff between the US and former USSR is no longer the extraordinary danger it was, new nuclear dangers have arisen that have led many astute observers to the conclusion that we have entered a second Nuclear Age. Among these new dangers are:

    • the nuclear standoff between nuclear-armed rivals India and Pakistan, two countries that have more than a fifty-year history of warfare and serious tensions;
    • the partial breakdown of command and control systems that protect nuclear weapons and weapons-grade nuclear materials in the former Soviet countries, giving rise to the increased possibility that these weapons and materials could fall into the hands of other countries and terrorist organizations;
    • the pursuit of nuclear weapons programs and the development of nuclear arsenals by countries, such as North Korea and Iran, that feel threatened by the Bush administration’s policy of preemptive war;
    • the impetus that Israel’s nuclear arsenal gives to other countries in the Middle East to develop their own nuclear arsenals;
    • the provocative policies of the Bush administration to pursue smaller, more usable nuclear weapons and those with a specific use in warfare such as the so-called “bunker busters,” blurring the distinction between conventional and nuclear arms; and
    • the possibility that the Nuclear Non-Proliferation Treaty, which has already lost its first member, North Korea, could fall apart due to the failure of the nuclear weapons states to fulfill their obligations under Article VI of the Treaty to engage in good faith efforts to achieve nuclear disarmament.

    The United States, as the world’s sole surviving superpower, has had the opportunity to lead the world toward a nuclear weapons free future. It is an opportunity that our country has largely rejected, and has done so at its own peril. Political leaders in the United States have yet to grasp that nuclear weapons make us less secure rather than more so, and their policies have reflected this failure to comprehend the dangers of the second Nuclear Age.

    In the year 2000, the parties to the Nuclear Non-Proliferation Treaty, including the United States, agreed to 13 Practical Steps for Nuclear Disarmament. These included “[a]n unequivocal undertaking by the nuclear-weapon states to accomplish the total elimination of their nuclear arsenals,” along with specific steps such as ratification and entry into force of the Comprehensive Test Ban Treaty (CTBT), preserving and strengthening the Anti-Ballistic Missile (ABM) Treaty, and applying the principle of irreversibility to nuclear disarmament.

    In each of these areas the United States, under the Bush administration, has led in the opposite direction. The administration’s policies have sent a message to the world that the world’s strongest military power finds nuclear weapons useful for its national security and plans to maintain its nuclear arsenal for the indefinite future. The Bush administration has opposed ratification of the CTBT and has withdrawn from the ABM Treaty. Its approach to nuclear disarmament has been to employ maximum flexibility and make reductions fully reversible.

    The US pact with Russia, the Strategic Offensive Reductions Treaty (SORT), signed by Presidents Bush and Putin in May 2002, calls for reductions in deployed strategic nuclear weapons to between 1,700 and 2,200 weapons on each side by the year 2012. The treaty has no timetable other than the final date to achieve these reductions, and there is no requirement to make these reductions irreversible. The Bush administration has already announced that it plans to put the weapons it takes off active deployment status into storage ready for redeployment on short notice. Thus, these weapons will be put into storage. The Russians are likely to follow suit, creating more opportunity for the stored nuclear weapons in both countries to fall into the hands of terrorists. In the meantime, the US and Russia are each maintaining over 2,000 nuclear weapons on hair-trigger alert, subject to being launched accidentally.

    In addition, the Bush administration pursued an illegal preventive war against Iraq because of its purported, but never found, weapons of mass destruction. This action sent a message to North Korea, Iran and other states that if they want to be more secure from US attack, they had better develop nuclear forces to deter the US.

    North Korea has repeatedly made a simple request of the US. They have asked for security assurances from the US that they will not be attacked. This is not unreasonable considering that the Korean War has never officially ended, that the US maintains some 40,000 troops near the Demilitarized Zone that separates the two Koreas, that the US keeps nuclear-armed submarines in the waters off the Korean Peninsula, and that the Bush administration has pursued a doctrine of preemption. In return for a Non-Aggression Pact from the US, the North Koreans have indicated that they would give up their nuclear weapons program and rejoin the Nuclear Non-Proliferation Treaty.

    It would be a great shame if Americans only awakened to the dangers of the second Nuclear Age with the detonation of one or more nuclear weapons somewhere in the world. Given the increased threats associated with terrorism and the dangers that nuclear weapons or bomb-grade nuclear materials could fall into the hands of terrorists, it is not beyond the realm of possibility that the next detonation of a nuclear weapon or other weapon of mass destruction could take place in a city in the United States.

    It is of critical importance that Americans be made aware of these dangers and reverse our policies before we are confronted by such tragedy. The Nuclear Age Peace Foundation has set forth a series of needed steps that have been widely endorsed by prominent leaders, including 38 Nobel Laureates, in its Appeal to End the Nuclear Weapons Threat to Humanity and All Life. These steps are de-alerting all nuclear weapons, reaffirming commitments to the Comprehensive Test Ban Treaty and the Anti-Ballistic Missile Treaty, commencing good faith negotiations on a treaty to eliminate all nuclear weapons, declaring a policy of No First Use of nuclear weapons and reallocating resources from nuclear arsenals to improving human health, education and welfare throughout the world.

    Our challenge is to translate this program into action. It will require a sea change in the thinking of US political leaders. This cannot happen without a grassroots movement from below, that is, from ordinary citizens, who hold the highest office in the land. The starting point is the recognition that the Nuclear Age did not end with the fall of the Berlin Wall, and that we are now living in the second Nuclear Age. We ask for your support in this fight for the future of humanity and all life on our planet.

  • On the Brink of a Nuclear Arms Race

    Mohamed ElBaradei, Director of the International Atomic Energy Agency (IAEA), believes the world is on the brink of a new nuclear arms race. North Korea could start nuclear tests any time. Iran is also due to build its own bomb shortly. And the United States, for fear of terrorism, is eagerly playing with fire, too.

    [Stern] Mr. ElBaradei, talks have started in Beijing with North Korea on the country’s nuclear weapons program. Russia is already setting up refugee camps should war break out on the Siberian border. Are we on the brink of a nuclear war?

    [ElBaradei] North Korea is currently representing the biggest threat. Nearly everything that is evil seems to come together in North Korea: the country is in the middle of deep economic crisis. People are starving. The US Army is, so to speak, standing next door, in South Korea. North Korea wants to survive. To this end, it needs security guarantees and economic aid.

    [Stern] And in order to get this aid, Kim Jong-Il is playing around with the nuclear bomb?

    [ElBaradei] I think someone like him is terribly afraid of a regime change . . . [ellipses as published throughout]

    [Stern] . . . as we have just seen in Iraq . . .

    [ElBaradei] He is now trying to get the most out of the situation for himself. This nuclear blackmail demonstrates a very alarming development: war was waged on Iraq because of assumed weapons of mass destruction. But there are talks under way with North Korea, on its nuclear program. This is nothing but a call for emulation.

    [Stern] Does North Korea have the nuclear bomb?

    [ElBaradei] We do not know for sure. But it is not important either. We know that the country has weapons-grade plutonium. This can be used to produce nuclear bombs, within just a few months. And it has the missiles for them.

    [Stern] This sounds as if the threat was rather acute.

    [ElBaradei] The world has become more dangerous. Today, we feel much more insecure than during the times of the Cold War. Many states feel threatened — above all, in regions of conflict such as Southeast Asia or the Middle East. We have to assume that Israel has the bomb, as a result of which other countries in the region feel defenseless.

    [Stern] How great is the risk that weapons of mass destruction are disseminated over the whole world?

    [ElBaradei] In the past, nuclear weapons were seen as a deterrent, they were the final step . . .

    [Stern] . . . that guaranteed mutual destruction.

    [ElBaradei] Yes. Today, there are serious discussions about the actual use of nuclear weapons. In the past 10 years, at least two new nuclear powers have emerged: India and Pakistan, two countries that are bitter enemies. Today, nuclear weapons are more in demand than ever. Dictators also want to survive.

    [Stern] Is this also true for the regime of the mullahs in Iran?

    [ElBaradei] For years, UN inspectors have been checking facilities there. Nevertheless, nearly a year ago a secret nuclear facility was discovered in the town of Natanz — of which the inspectors knew nothing.

    [Stern] Is Iran working on nuclear weapons?

    [ElBaradei] This is what we are trying to verify at the moment.

    [Stern] The facility in the desert near Natanz has been used to enrich uranium. Why was its construction kept secret if it was officially a civilian plant?

    [ElBaradei] Natanz is indeed the critical point of our inspections. Here it is possible to produce weapons-grade material. We have taken samples and found traces of highly enriched uranium on centrifuges. . .

    [Stern] . . . which is, in addition to plutonium, the basic material for a nuclear bomb.

    [ElBaradei] This worries us greatly. Should it turn out that Iran is not using its nuclear program for peaceful purposes, this could have disastrous consequences.

    [Stern] What are your Iranian partners telling you?

    [ElBaradei] They say these are gas-powered ultracentrifuges that were already polluted when delivered.

    [Stern] From where does the equipment originate?

    [ElBaradei] We are unable to say at this point.

    [Stern] Pakistan is regarded as one of the main suppliers in the Iranian nuclear weapons program.

    [ElBaradei] We cannot rule that out. Iran must disclose everything and cooperate with us.

    [Stern] Are we seeing the beginning of a new nuclear arms race?

    [ElBaradei] The technology has long since been in place. Countries are trading their knowledge and corresponding commodities on the black market. Export controls are not particularly effective. Above all, however, nuclear weapons have become thoroughly attractive, because it suddenly appears that it will be possible to actually use them. We must reconsider our entire policy of banning the proliferation of nuclear weapons.

    [Stern] A total of 188 states have committed to the nuclear non-proliferation treaty.

    [ElBaradei] Nuclear weapons give you power. Those who have them assume to have more security. They look more and more legitimate. They are no longer outlawed.

    [Stern] A few months ago, the US Senate resolved to finance research into so-called mini-nukes.

    [ElBaradei] These are double standards. On the one hand, the United States says that the proliferation of nuclear weapons must be fought. On the other, it perfects its own arsenal. This is not acceptable. Under the nuclear non-proliferation treaty all states are committed to nuclear disarmament, including the United States. What is happening at the moment is the complete opposite. The US Administration demands from other states not to have any nuclear weapons, while it fills its own arsenals. Then, a few privileged ones will be covered by a nuclear umbrella — and the rest of the world is left to its own devices. In reality, however, there are no good or evil weapons of mass destruction. If we do not give up such double standards, we will have even more nuclear powers. We are at a turning point now.

    [Stern] Is the United States, with its new armaments program, violating the treaty on the adherence of which it insists when others are concerned?

    [ElBaradei] It is still just research. But this is bad enough. I think this is not in line with the treaty the United States has signed.

    [Stern] Does it mean that the United States is actually fuelling the nuclear arms race in this way?

    [ElBaradei] The five nuclear powers must send a clear message to the world: we, too, disarm. We do not develop new nuclear weapons. Either we take the risk emanating from proliferation seriously or we have to live with the consequences. So far, we rather act like firemen: Iraq today, North Korea tomorrow, and Iran the day after. And then?

    [Stern] But the United States believes that the nuclear threat effectively helps to protect itself against terrorists — rather than by agreements no one keeps.

    [ElBaradei] The agreements have always had just half-hearted support. In addition, there are a whole lot of other and very effective weapons. It is an illusion to believe that terror can be fought with military means alone. Its reasons are poverty, social injustice, and the suppression of human rights in brutal dictatorships. Dictatorships that acquire weapons of mass destruction.

    [Stern] This is your vision. How do you want to avert the dangers existing today?

    [ElBaradei] We need more rights for UN inspectors.. They must get access to all facilities, unannounced and unhindered. Do you know how many states signed the relevant protocol? Just 35 of 188.

    [Stern] Assuming all had signed?

    [ElBaradei] States should undertake to put their uranium enrichment facilities under international control. This is the key technology on the way to nuclear weapons. Sanctions only protract things, they do not prevent the acquisition of weapons of mass destruction. And we finally need strict export controls.

    [Stern] How quickly are terrorists able to produce a “dirty bomb”?

    [ElBaradei] This is not particularly difficult. All you need is TNT and a radioactive material. There are a great number of radioactive sources in the world that are insufficiently secured. Dirty bombs are no weapons of mass destruction. They are weapons of mass terror.

    [Stern] Who is to assume responsibility in the struggle against nuclear terrorism?

    [ElBaradei] This, too, will be possible only with the help of the United Nations. But the power of the world community is limited today. The UN Security Council must not remain a nuclear power club. It must be extended to include countries such as Japan, Germany, India, and Brazil.. Neither does it help to pave the way by force. This is what we are currently experiencing in Iraq. We are all losing there: the United States, the United Nations, and, again, the Iraqis themselves. The United Nations is no moral authority in Iraq.

    [Stern] Why not?

    [ElBaradei] Over a period of 10 years, the UN economic embargo punished the people, rather than the regime. The population was at the mercy of the sanctions. The United Nations is not seen as an organization that wants to help Iraq. This is probably the reason for the dreadful attack carried out in Baghdad last week. Sanctions must punish dictators, not ordinary people.

    [Stern] And how is that supposed to happen?

    [ElBaradei] There must be no difference between dictators that are friendly toward the West and so-called evil ones. Forbid them to travel. Freeze their foreign wealth. Force dictators to carry out reforms.

    [Stern] Iraq’s supposed weapons of mass destruction were the material reason for the war. None have been found to date. Has the world been led by the nose?

    [ElBaradei] It is a shame that we were unable to finish our work. Now, it may turn out that no weapons existed in the first place, and war could have been avoided.

    [Stern] Now, with hindsight, do you feel you have been used?

    [ElBaradei] No, not really. Experience in Iraq shows that intelligence service information has to be taken with a grain of salt. Do we really want to wage war on every country that is suspected of developing weapons of mass destruction? I think that inspections can really help. This, however, requires time and patience. Meaningful inspections can prevent a nuclear holocaust.

    Remembering Hiroshima & Nagasaki

    At 1:45 a.m. on August 6, 1945, a US B-29 bomber, named Enola Gay, took off from Tinian Island in the Mariana Islands. It carried the world’s second atomic bomb, the first having been detonated three weeks earlier at a US test site in Alamogordo, New Mexico. The Enola Gay carried one atomic bomb, with an enriched uranium core. The bomb had been named “Little Boy.” It had an explosive force of some 12,500 tons of TNT. At 8:15 a.m. that morning, as the citizens of Hiroshima were beginning their day, the Enola Gay released its horrific cargo, which fell for 43 seconds before detonating at 580 meters above Shima Hospital near the center of the city.

    Here is a description from a pamphlet published by the Hiroshima Peace Memorial Museum of what happened immediately following the explosion:

    “The temperature of the air at the point of explosion reached several million degrees Celsius (the maximum temperature of conventional bombs is approximately 5,000 degrees Celsius). Several millionths of a second after the explosion a fireball appeared, radiating white heat. After 1/10,000th of a second, the fireball reached a diameter of approximately 28 meters with a temperature of close to 300,000 degrees Celsius. At the instant of the explosion, intense heat rays and radiation were released in all directions, and a blast erupted with incredible pressure on the surrounding air.”

    As a result of the blast, heat and ensuing fires, the city of Hiroshima was leveled and some 90,000 people in it perished that day. The world’s second test of a nuclear weapon demonstrated conclusively the awesome power of nuclear weapons for killing and maiming. Schools were destroyed and their students and teachers slaughtered. Hospitals with their patients and medical staffs were obliterated. The bombing of Hiroshima was an act of massive destruction of a civilian population, the destruction of an entire city with a single bomb. Harry Truman, president of the United States, upon being notified, said, in egregiously poor judgment, “This is the greatest thing in history.”

    Three days after destroying Hiroshima, after failing to find an opening in the clouds over its primary target of the city of Kokura, a US B-29 bomber, named Bockscar, attacked the Japanese city of Nagasaki with the world’s third atomic weapon. This bomb had a plutonium core and an explosive force of some 22,000 tons of TNT. It had been named “Fat Man.” The attack took place at 11:02 a.m. It resulted in the immediate deaths of some 40,000 people.

    In his first speech to the US public about the bombing of Hiroshima, which he delivered on August 9, 1945, the day the atomic bomb was dropped on Nagasaki, Harry Truman reported: “The world will note that the first atomic bomb was dropped on Hiroshima, a military base. That was because we wished in this first attack to avoid, insofar as possible, the killing of civilians.” While Hiroshima did have a military base in the city, it was not the base that was targeted, but the center of the city. The vast majority of the victims in Hiroshima were ordinary civilians, including large numbers of women and children. Truman continued, “But that attack is only a warning of things to come.” Truman went on to refer to the “awful responsibility which has come to us,” and to “thank God that it has come to us, instead of to our enemies.” He prayed that God “may guide us to use it in His ways and for His purpose.” It was a chilling and prophetic prayer.

    By the end of 1945, some 145,000 people had died in Hiroshima, and some 75,000 people had died in Nagasaki. Tens of thousands more suffered serious injuries. Deaths among survivors of the bombings have continued over the years due primarily to the effects of radiation poisoning.

    Now looking back at these terrible events, inevitably our collective memory has faded and is reshaped by current perspectives. With the passage of time, those who actually experienced the bombings of Hiroshima and Nagasaki have become far fewer in number. Although their own memories of the trauma to themselves and their cities may remain vivid, their stories are unknown by large portions of the world’s population. The message of the survivors has been simple, clear and consistent: “Never Again!” At the Memorial Cenotaph in Hiroshima Peace Memorial Park is this inscription: “Let all souls here rest in peace; for we shall not repeat the evil.” The “we” in the inscription refers to all of us and to each of us.

    Yet, the fate of the world, and particularly the fate of humanity, may hang on how we remember Hiroshima and Nagasaki. If we remember the bombings of these cities as just another point in human history, along with many other important points, we may well lack the political will to deal effectively with the challenges that nuclear weapons pose to humanity. If, on the other hand, we remember these bombings as a turning point in human history, a time at which peace became an imperative, we may still find the political will to save ourselves from the fate that befell the inhabitants of these two cities.

    In the introduction to their book, Hiroshima in America, Robert Jay Lifton and Greg Mitchell write, “You cannot understand the twentieth century without Hiroshima.” The same may be said of the twenty-first century. The same may be said of the nuclear predicament that confronts humanity. Neither our time nor our future can be adequately understood without understanding what happened at Hiroshima and Nagasaki.

    Since the bombings of Hiroshima and Nagasaki there has been a struggle for memory. The story of the bombings differs radically between what has been told in America and how the survivors of Hiroshima and Nagasaki recount this tragedy. America’s rendition is a story of triumph – triumph of technology and triumph in war. It views the bomb from above, from the perspective of those who dropped it. For the vast majority of US citizens, the creation of the bomb has been seen as a technological feat of extraordinary proportions, giving rise to the most powerful weapon in the history of warfare. From this perspective, the atomic bombs made possible the complete defeat of Japanese imperial power and brought World War II to an abrupt end.

    In the minds of many, if not most US citizens, the atomic bombs saved the lives of perhaps a million US soldiers, and the destruction of Hiroshima and Nagasaki is seen as a small price to pay to save so many lives and bring a terrible war to an end. This view leaves the impression that bombing these cities with atomic weapons was useful, fruitful and an occasion to be celebrated.

    The problem with this rendition of history is that the need for dropping the bombs to end the war has been widely challenged by historians. Many scholars, including Lifton and Mitchell, have questioned the official US account of the bombings. These critics have variously pointed out that Japan was attempting to surrender at the time the bombs were dropped, that the US Army Strategic Survey calculated far fewer US casualties from an invasion of Japan, and that there were other ways to end the war without using the atomic bombs on the two Japanese cities.

    Among the critics of the use of nuclear weapons at Hiroshima and Nagasaki were leading US military figures. General Dwight Eisenhower, Supreme Allied Commander Europe during World War II and later US president, described his reaction upon having been told by Secretary of War Henry L. Stimson that atomic bombs would be used on Japanese cities:

    “During his recitation of the relevant facts, I had been conscious of a feeling of depression and so I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives. It was my belief that Japan was, at that very moment, attempting to surrender with a minimum loss of ‘face’. . . .”

    In a post-war interview, Eisenhower told a journalist, “…the Japanese were ready to surrender and it wasn’t necessary to hit them with that awful thing.”

    General Henry “Hap” Arnold, Commanding General of the US Army Air Forces during World War II, wrote, “It always appeared to us that, atomic bomb or no atomic bomb, the Japanese were already on the verge of collapse.”

    Truman’s Chief of Staff, Admiral William D. Leahy, wrote,

    “It is my opinion that the use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender…. My own feeling was that in being the first to use it, we had adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children….”

    Despite these powerful statements of dissent from US World War II military leaders, there is still a strong sense in the United States and among its allies that the bombings of Hiroshima and Nagasaki were justified by the war. There is insufficient recognition that the victims of the bombings were largely civilians, that those closest to the epicenters of the explosions were incinerated, while those further away were exposed to radiation poisoning, that many suffered excruciatingly painful deaths, and that even today, more than five decades after the bombings, survivors continue to suffer from the effects of the radiation exposure.

    The bombings of Hiroshima and Nagasaki are in the past. We cannot resurrect these cities. The residents of these cities have done this for themselves. What we can do is learn from their experience. What they have to teach is perhaps humanity’s most important lesson: We are confronted by the possibility of our extinction as a species, not simply the reality of our individual deaths, but the death of humanity. This possibility became evident at Hiroshima. The great French existential writer, Albert Camus, wrote in the immediate aftermath of the bombing of Hiroshima:

    “Our technical civilization has just reached its greatest level of savagery. We will have to choose, in the more or less near future, between collective suicide and the intelligent use of our scientific conquests. Before the terrifying prospects now available to humanity, we see even more clearly that peace is the only battle worth waging. This is no longer a prayer but a demand to be made by all peoples to their governments – a demand to choose definitively between hell and reason.”

    To rely upon nuclear weapons for security is to put the future of our species and most of life at risk of annihilation. Humanity is faced with a choice: Eliminate nuclear weapons or continue to run the risk of them eliminating us. Unless we recognize this choice and act upon it, we face the possibility of a global Hiroshima.

    Living with Myths

    In his book, The Myths of August, former US Secretary of the Interior Stewart Udall writes:

    “In the first weeks after Hiroshima, extravagant statements by President Truman and other official spokesmen for the US government transformed the inception of the atomic age into the most mythologized event in American history. These exhilarating, excessive utterances depicted a profoundly altered universe and produced a reorientation of thought that influenced the behavior of nations and changed the outlook and the expectations of the inhabitants of this planet.”

    Many myths have grown up around the bombings of Hiroshima and Nagasaki that have the effect of making the use of nuclear weapons more palatable. To restate, one such myth is that there was no choice but to use nuclear weapons on these cities. Another is that doing so saved the lives of in excess of one million US soldiers. Underlying these myths is a more general myth that US leaders can be expected to do what is right and moral. To conclude that our leaders did the wrong thing by acting immorally at Hiroshima and Nagasaki, slaughtering civilian populations, flies in the face of this widespread understanding of who we are as a people. To maintain our sense of our own decency, reflected by the actions of our leaders, may require us to bend the facts to fit our myths.

    When a historical retrospective of the bombings of Hiroshima and Nagasaki – which was to include the reservations of US military leaders such as Eisenhower, Arnold and Leahy – was planned for the fiftieth anniversary commemorations of these events at the Smithsonian Institution in Washington, a major outcry of opposition arose from veteran’s groups and members of the US Congress. In the end, the Smithsonian exhibition was reduced under pressure from a broad historical perspective on the bombings to a display and celebration of the Enola Gay, the B-29 that dropped the bomb on Hiroshima.

    Our Myths Help Shape Our Ethical Perspectives

    Our understanding of Hiroshima and Nagasaki helps to give rise to our general orientation toward nuclear weapons. Because of our myths about the benefits of using nuclear weapons at Hiroshima and Nagasaki, there is a tendency to view nuclear weapons in a positive light. Despite the moral issues involved in destroying civilian populations, most US citizens can justify reliance on such weapons for our “protection.” A good example of this rationalization is found in the views of many students at the University of California about the role of their university in the management of the US nuclear weapons laboratories.

    Recently, I spoke to a class of students at the University of California at Santa Barbara. I presented the students with a hypothetical situation. They were asked to imagine that they were students at a prestigious German university during the 1930s after the Nazis had come to power. They discovered a secret laboratory at their university where professors were researching and developing gas chambers and incinerators for the Nazis to use in exterminating their enemies. I then posed the question: What were their ethical responsibilities after making this discovery?

    The hypothetical generated a lively discussion. The students took their ethical responsibilities within the hypothetical situation seriously. They realized that there would be danger in overtly opposing the development of these genocidal devices. Nonetheless, they were willing to take risks to prevent the university from going forward with their program to develop the gas chambers and incinerators. Some were ready to go to the authorities at the university to protest. Others were prepared to form small groups and make plans to secretly sabotage the program. Others were intent upon escaping the country to let the world know what was happening in order to bring international pressure to bear upon the Nazi regime. The students were not neutral and most expressed a strong desire to act courageously in opposition to this university program, even if their futures and possibly their lives would be at risk.

    After listening to the impressive ethical stands that the students were willing to take and congratulating them, I changed the hypothetical. I asked them to consider that it was now some 70 years later and that they were students at the University of California in the year 2003. This, of course, is not hypothetical. The students are in fact enrolled at the University of California at Santa Barbara. I asked them to imagine that their university, the University of California, was involved in the research and development of nuclear weapons, that their university managed the US nuclear weapons laboratories that had researched and developed nearly all of the nuclear weapons in the US arsenal. This also happens to be true since the University of California has long managed the US nuclear weapons laboratories at Los Alamos and Livermore.

    After presenting the students with this scenario, I asked them to consider their ethical responsibilities. I was expecting that they would reach similar conclusions to the first hypothetical, that they would express dismay at discovering that their university was involved in the research and development of weapons of mass destruction and would be prepared to oppose this situation. This time, however, only a small number of students expressed the same sense of moral outrage at their university’s involvement and indicated a willingness to take risks in protesting this involvement. Many of the students felt that they had no ethical responsibilities under these circumstances.

    Many students sought to distinguish the two scenarios. In the first scenario, some said, it was known that the gas chambers and incinerators were to be used for the purpose of committing genocide. In the second scenario, the one they were actually living in, they didn’t believe that the nuclear weapons would be used. They pointed out that nuclear weapons had not been used for more than 50 years and, therefore, they thought it was unlikely that they would be used in the future. Further, they didn’t think that the United States would actually use nuclear weapons because our leaders would feel constrained from doing so. Finally, they thought that the United States had a responsibility to defend itself, which they believed nuclear weapons would do.

    Frankly, I was surprised by the results of this exercise. I had expected that the students would oppose both scenarios and that their idealism would call for protest against their university’s management of the nuclear weapons laboratories. In the second scenario, however, they had many rationales and/or rationalizations for not becoming involved. This scenario was not hypothetical. It was real. It would actually demand something of them. Many were reluctant to commit themselves. Most had accepted the mythology about our leaders doing the right thing and the further mythology about nuclear weapons protecting us. They had not thought through the risks associated with possessing and deploying large numbers of nuclear weapons. They had not considered the risks of accidents and miscalculations, the dangers of faulty communications and irrational leaders. They had not considered the possibilities that deterrence could fail and the result could be future Hiroshimas and Nagasakis, in fact, globalized Hiroshimas and Nagasakis.

    Most of the students were able to avoid accepting personal responsibility for the involvement of their university in the process of developing weapons of mass destruction. Some also dismissed their personal responsibility on the basis that the university did not belong solely to them and that in fact nuclear weapons were a societal problem. They were, of course, right about this: nuclear weapons are a societal problem. Unfortunately, it is a problem for which far too few individuals are taking personal ethical responsibility. The students represented a microcosm of a larger societal problem of indifference and inaction in the face of our present reliance on nuclear weapons. The result of this inaction is tragically the likelihood that eventually these weapons will again be used with horrendous consequences for humanity.

    Making the Nuclear Weapons Threat Real

    Just as most of these students do not take personal ethical responsibility to protest involvement in nuclear weapons research and development by their university, most leaders and potential leaders of nuclear weapons states do not accept the necessity of challenging the nuclear status quo and working to achieve nuclear disarmament.

    What helped me to understand the horrendous consequences and risks of nuclear weapons was a visit to the memorial museums at Hiroshima and Nagasaki when I was 21 years old. These museums keep alive the memory of the destructiveness of the relatively small nuclear weapons that were used on these two cities. They also provide a glimpse into the human suffering caused by nuclear weapons. I have long believed that a visit to one or both of these museums should be a requirement for any leader of a nuclear weapons state. Without visiting these museums and being exposed by film, artifacts and displays to the devastation that nuclear weapons cause, it is difficult to grasp the extent of the destructiveness of these devices. One realizes that nuclear weapons are not even weapons at all, but something far more ominous. They are instruments of genocide and perhaps omnicide, the destruction of all.

    To the best of my knowledge, no head of state or government of a nuclear weapons state has actually visited these museums before or during his or her term in office. If political leaders will not make the effort to visit the sites of nuclear devastation, then it is necessary for the people of their countries to bring the message of these cities to them. But first, of course, the people must themselves be exposed to the stories and messages of these cities. It is unrealistic to expect that many people will travel to Hiroshima or Nagasaki to visit the memorial museums, but it is not unrealistic to bring the messages of Hiroshima and Nagasaki to communities all over the world.

    In Santa Barbara, where the Nuclear Age Peace Foundation is located, we have tried to bring the message of Hiroshima to our community and beyond. On the 50th anniversary of the bombing of Hiroshima we created a peace memorial garden that we named Sadako Peace Garden. The name Sadako comes from that of a young girl, Sadako Sasaki, who was exposed to radiation as a two-year-old in Hiroshima when the bomb fell. Sadako lived a normal life for the next ten years until she developed leukemia as a result of the radiation exposure. During her hospitalization, Sadako folded paper cranes in the hopes of recovering her health. The crane is a symbol of health and longevity in Japan, and it is believed that if one folds one thousand paper cranes they will have their wish come true. Sadako wished to regain her health and for peace in the world. On one of her paper cranes she wrote this short poem, “I will write peace on your wings and you will fly all over the world.”

    Sadako did not finish folding her one thousand paper cranes before her short life came to an end. Her classmates, however, responded to Sadako’s courage and her wish for peace by finishing the job of folding the thousand paper cranes. Soon Sadako’s story began to spread, and throughout Japan children folded paper cranes in remembrance of her and her wish for peace. Tens of thousands of paper cranes poured into Hiroshima from all over Japan. Eventually, Sadako’s story spread throughout the world, and today many children in distant lands have heard of Sadako and have folded paper cranes in her memory.

    In Hiroshima Peace Memorial Park there stands a monument to Sadako. At the base of that monument is this message, “This is our cry. This is our prayer. For peace in this world.” It is the message of children throughout the world who honor Sadako’s memory.

    Sadako Peace Garden in Santa Barbara is a beautiful, tranquil place. In this garden are some large rocks, and cranes are carved in relief onto their surfaces. Each year on August 6th, Hiroshima Day, we celebrate Sadako Peace Day, a day of remembrance of Sadako and other innocent victims of war. Each year on Sadako Peace Day we have music, reflection and poetry at Sadako Peace Garden. In this way, we seek to keep the memory of Hiroshima alive in our community.

    In addition to creating Sadako Peace Garden and holding an annual commemoration on Hiroshima Day, we also made arrangements with the Hiroshima and Nagasaki Peace Memorial Museums to bring an exhibition about the destruction caused by the atomic weapons to our community. The museums sent an impressive exhibition that included artifacts, photographs and videos. The exhibit helped make what happened at Hiroshima and Nagasaki real to many members of our community.

    At the time of the exhibit, several hibakusha, survivors of the bombings, visited our community and spoke in public about their experiences. They brought to life the horrors of nuclear weapons by relating their personal experiences. There are also many books that collect the stories of atomic bomb survivors. It is nearly impossible to hear or read of their experiences without being deeply moved.

    Here is the description of one hibakusha, Miyoko Matsubara, who was a 12-year-old schoolgirl in Hiroshima at the time of the bombing. Her description begins upon awakening from being unconscious after the bombing:

    “I had no idea how long I had lain unconscious, but when I regained consciousness the bright sunny morning had turned into night. Takiko, who had stood next to me, had simply disappeared from my sight. I could see none of my friends nor any other students. Perhaps they had been blown away by the blast.

    “I rose to my feet surprised. All that was left of my jacket was the upper part around my chest. And my baggy working trousers were gone, leaving only the waistband and a few patches of cloth. The only clothes left on me were dirty white underwear.

    “Then I realized that my face, hands, and legs had been burned, and were swollen with the skin peeled off and hanging down in shreds. I was bleeding and some areas had turned yellow. Terror struck me, and I felt that I had to go home. And the next moment, I frantically started running away from the scene forgetting all about the heat and pain.

    “On my way home, I saw a lot of people. All of them were almost naked and looked like characters out of horror movies with their skin and flesh horribly burned and blistered. The place around the Tsurumi bridge was crowded with many injured people. They held their arms aloft in front of them. Their hair stood on end. They were groaning and cursing. With pain in their eyes and furious looks on their faces, they were crying out for their mothers to help them.

    “I was feeling unbearably hot, so I went down to the river. There were a lot of people in the water crying and shouting for help. Countless dead bodies were being carried away by the water – some floating, some sinking. Some bodies had been badly hurt, and their intestines were exposed. It was a horrible sight, yet I had to jump in the water to save myself from heat I felt all over.”

    After describing her personal struggle as a survivor of the bombing, Miyoko Matsubara offered this message to the young people of the world: “Nuclear weapons do not deter war. Nuclear weapons and human beings cannot co-exist. We all must learn the value of human life. If you do not agree with me on this, please come to Hiroshima and see for yourself the destructive power of these deadly weapons at the Hiroshima Peace Memorial Museum.”

    A Simple Proposal

    I would like to offer a simple proposal related to remembering Hiroshima and Nagasaki, which is also a way to confront the deadening myths in our culture that surround the bombing of these cities. I suggest that every community throughout the globe commemorate the period August 6th through August 9th as Hiroshima and Nagasaki Days. The commemoration can be short or long, simple or elaborate, but these days should not be forgotten. By looking back we can also look forward and remain cognizant of the risks that are before us. These commemorations also provide a time to focus on what needs to be done to end the nuclear weapons threat to humanity and all life. By keeping the memory of the bombings of Hiroshima and Nagasaki alive we may also be helping to keep humanity alive. This is a critical part of our responsibility as citizens of Earth living in the Nuclear Age.

    Each year on Hiroshima and Nagasaki Days, August 6th and 9th respectively, the mayors of these two cities deliver proclamations on behalf of their cities. These proclamations are distributed via the internet and by other means. Copies may be obtained in advance and shared on the occasion of a community commemoration of these days. It is also a time in which stories of the hibakusha, the survivors, may be shared and a time to bring experts to speak on current nuclear threats.

    The world needs common symbols to bring us together. One such common symbol is the photograph of the Earth from outer space. It is a symbol that makes us understand immediately that we all share a common planet and a common future. Hiroshima and Nagasaki are other common symbols. We know that these names stand for more than cities in Japan; they stand for the massive destructiveness of nuclear weapons and for the human strength and spirit needed to overcome this destructiveness.

    The world needs to recall and reflect on the experiences of Hiroshima and Nagasaki as symbols of human strength and indomitable spirit. We need to be able to remember truly what happened to these cities if we are going to unite to end the nuclear weapons threat to humanity and all life. We need to understand that it is not necessary to be victims of our own technologies, that we are capable of controlling even the most dangerous of them.

    In their book, Hiroshima in America, Lifton and Mitchell conclude:

    “Confronting Hiroshima can be a powerful source of renewal. It can enable us to emerge from nuclear entrapment and rediscover our imaginative capacities on behalf of human good. We can overcome our moral inversion and cease to justify weapons or actions of mass killing. We can condemn and then step back from acts of desecration and recognize what Camus called a ‘philosophy of limits.’ In that way we can also take steps to cease betraying ourselves, cease harming and deceiving our own people. We can also free our society from its apocalyptic concealment, and in the process enlarge our vision. We can break out of our long-standing numbing in the vitalizing endeavor of learning, or relearning, to feel. And we can divest ourselves of a debilitating sense of futurelessness and once more feel bonded to past and future generations.”

    The future is in our hands. We must not be content to drift along on the path of nuclear terror. Our responsibility as citizens of Earth and of all nations is to grasp the enormity of our challenge in the Nuclear Age and to rise to that challenge on behalf of ourselves, our children and all future generations. Our task must be to reclaim our humanity and assure our common future by ridding the world of these inhumane instruments of indiscriminate death and destruction. The path to assuring humanity’s future runs through Hiroshima and Nagasaki’s past.

  • The Nuclear Issue After the Posture Review

    We have to look reality in its ugly face. The drive for the elimination of nuclear weapons is not going well; indeed, it is going very badly. The campaign to rid the world of nuclear weapons, pursued by INES, Pugwash and many other organizations, has not only come to a halt, but the use of these weapons may become a routine part of military strategy, according to the recently disclosed Nuclear Posture Review.

    What is all the more worrying is the loss of support from the general public. This is evident, for example, from the results of a public opinion poll in the UK, which has been conducted systematically, every month, for the last 20 years. The graph presents the combined response to two questions: (1) What would you say is the most important issue facing Britain today? (2) What do you see as other important issues facing Britain today? At one time, over 40 per cent put nuclear disarmament and nuclear weapons as the most important issues, but the percentage of such answers decreased rapidly, and ever since the end of the Cold War has remained very low, at about 1 per cent. I do not have corresponding statistics for other countries, but from various indicators it would appear that the response in the US would be similar. After the collapse of the Soviet Union, the great majority of the people came to the belief that either the nuclear threat has disappeared altogether, or that the deterrent effect of existing nuclear arsenals will take care of the threat. Neither of these beliefs is justified, as should be obvious today, when two nuclear powers are poised for a military showdown over Kashmir.

    To me the situation is reminiscent of that I experienced 40 years ago, during the Cuban Missile Crisis. I do hope that, like that crisis, it will be resolved without a nuclear exchange. Should such a nuclear exchange happen, however, with the inevitable immense loss of life, hundreds of thousands, millions perhaps, there would be such an upsurge of public opinion, that an agreement on the elimination of nuclear weapons would soon be reached.

    My question is, why, oh why, do we have to wait for such a disaster to actually happen? Why could we not use our imagination, to take these steps now, to prevent it happening?

    Clearly, we have not succeeded in putting this over to the public. I do not wish to diminish the past achievements of anti-nuclear organizations. Although it is impossible to provide concrete proof, I am convinced that these organizations deserve some credit for the fact that a nuclear war has been avoided so far. Mikhail Gorbachev told us so directly, but we cannot rest on past successes. Our job has not been done; and, although the prospects are bleak, we must pick ourselves up and resume our campaign for the elimination of nuclear weapons. In this paper I am urging the renewal of a mass campaign, and I propose that it be based mainly on judicial and moral principles.

    The revelations in the Nuclear Posture Review shocked us: it abandons the previous doctrine of nuclear weapons being viewed as weapons of last resort, and spells out a strategy which incorporates nuclear capability into conventional war planning. It is a major and dangerous shift in the whole rationale for nuclear weapons.

    Actually, the revelations in the NPR should not have come as such a surprise. They are obviously much influenced by the events of September 11th, but in reality they are an egregious expression of the policy that has been pursued covertly by the United States ever since, or even before Hiroshima and Nagasaki, in contradiction to the official line of pursuing nuclear disarmament.

    At the core of this duplicitous and hypocritical policy is the doctrine of nuclear deterrence. Ironically, it was introduced by the scientists who initiated the atom bomb project.

    The scientists in the UK who initiated the research ss myself among them — were humanitarian scientists: we pursued scientific research for its own sake but with the underlying expectation that it would be used for the benefit of humankind. The thought of working on a weapon of mass destruction would have been abhorrent to us in normal circumstances. But the circumstances were not normal: we knew that a war was imminent, a war between democracy and the worst type of totalitarianism, and we were afraid that it the bomb could be made, and was developed in Germany, it would enable Hitler to win the war and impose on the world the evil Nazi regime. At the time we thought that the only way to prevent this happening would be for us — the Western Allies — also to have the bomb and threaten its use in retaliation. I developed the concept of nuclear deterrence in the summer of 1939, even before the start of World War II.

    It took me a little while to appreciate the fallacy of the deterrence concept. Our aim was to prevent the use of the atom bomb by anybody; we hoped that the threat of using it in retaliation would do the trick. This might have worked with a rational leader, but Hitler was not rational. I am convinced, though cannot prove it, that if Hitler had had the bomb, the last order from his bunker in Berlin, would have been to drop it on London, in the full knowledge that this would bring terrible retribution upon Germany. This would have been in the spirit of his philosophy of Götterdämmerung.

    At it happened, this thesis was never put to the test: Hitler was defeated by conventional weapons, before the atom bomb was manufactured in the United States. But the fact remains that the concept of nuclear deterrence was used from the very beginning, and has been with us ever since. Its variant, extended deterrence, i.e. the threat to use nuclear weapons even against a non-nuclear attack, is — in my opinion — the greatest obstacle to the abolition of nuclear weapons.

    By July 1945, when the first bomb was ready for testing, many scientists who initiated the Project were strongly opposed, on moral grounds, to the use of the bomb on civilian populations. They used this moral argument in their petitions to the US President and government.

    The petitions were rejected. The politicians and the military leaders had their own ideas about the bomb; moral scruples hardly figured in them. The desire to bring the war to an end was undoubtedly an important factor, but perhaps even more important was to demonstrate to the world — and, particularly, to the Soviet Union — the newly acquired military might of the United States, and this required such use of the bomb that would utilize its devastating power to the maximum effect.

    That the Soviet Union was thought of as the main enemy became evident soon after the end of the War, but I personally happened to find this out much earlier, directly from the mouth of General Leslie Groves, the head of the whole Manhattan Project. In a casual conversation, at a private dinner in Los Alamos which I attended, he said: “You realize, of course, that the main purpose of the Project is to subdue the Russians.” The date of this event, March 1944, is significant. This was the time when the Russians were our allies, in the common fight against Hitler. Thousands of Russians were dying every day, holding back the German forces at Stalingrad, and giving time for the Allies to prepare for the landing in France.

    Two months after Hiroshima and Nagasaki, in October 1945, General Groves outlined his views on the US policy on nuclear weapons in a blunt statement:

    “If we were truly realistic instead of idealistic, as we appear to be (sic), we would not permit any foreign power with which we are not firmly allied, and in which we do not have absolute confidence, to make or possess atomic weapons. If such a country started to make atomic weapons we would destroy its capacity to make them before it has progressed far enough to threaten us.”

    Fifty-seven years later, this realism is spelled out in the NPR.

    The “idealistic” sentiment lamented by General Groves was the worldwide reaction to the destruction of the two Japanese cities, a reaction of revulsion, shared by the great majority of people in the United States. From the beginning, nuclear weapons were viewed with abhorrence; a moral stand that evoked an almost universal opposition to any use of nuclear weapons; I believe this is still true today. This feeling found expression in the United Nations in the very first resolution of its General Assembly. The Charter of the United Nations was adopted in June 1945, two months before Hiroshima, and thus no provision is made for the nuclear age in the Charter. But when the General Assembly met for the first time in January 1946, the first resolution, adopted unanimously, was to set up a Commission, whose terms of reference were to:

    “… proceed with the utmost despatch and enquire into all phases of the problem, and … make specific proposals … for the elimination from national armaments of atomic weapons and of all other major weapons adaptable to mass destruction.”

    The United States government could not openly oppose this objective, but it tried its best to kybosh it. The campaign for the elimination of nuclear weapons began in the United States immediately after Hiroshima and was spearheaded by the scientists from the Manhattan Project. They set up working parties which studied specific proposals for the control of atomic energy in all its aspects. The outcome was the so-called Acheson-Lilienthal Report, which recommended the creation of an International Atomic Development Authority with the power to control, inspect and licence all nuclear activities; it also made specific proposals, such as:

    “Manufacture of atomic bombs shall stop;

    Existing bombs shall be disposed of pursuant to the terms of the treaty.”

    The Acheson-Lilienthal Report was the basis for the Baruch Plan which expounded the official stand of the US Government, and was presented to the UN Atomic Energy Commission, in June 1946.

    It began in apocalyptic language:

    “We are here to make a choice between the quick and the dead. That is our business.

    Behind the black portent of the new atomic age lies a hope which, seized upon with faith, can work our salvation. If we fail, then we have damned every man to be the slave of Fear. Let us not deceive ourselves: we must elect World Peace or World Destruction.”

    Fine words, strong sentiments, but alas not followed by deeds.

    The Baruch Plan incorporated certain conditions to the treaty which were obviously designed to be unacceptable to the Soviet Union, such as the removal of the right of veto by the permanent members of the Security Council. And sure enough, the Baruch Plan was rejected by the Soviets and the UN Atomic Energy Commission ended in failure.

    This pattern of dissembling has characterized the nuclear policy of the United States government ever since. On the one hand, the US government feels obliged to pay lip-service to the policy of nuclear disarmament leading to the abolition of nuclear weapons, bowing to the pressure of world opinion expressed in resolutions adopted year after year by large majorities of the United Nations General Assembly. This has led to the Nuclear Non-Proliferation Treaty (NPT), to which all but four members of the United Nations are now parties. Under the terms of the NPT, the 182 non-nuclear countries have undertaken not to acquire nuclear weapons, and the five overt nuclear states have undertaken to get rid of theirs. There was some ambiguity in the formulation of the relevant Article VI of the NPT, which provided the hawks with an excuse for the retention of nuclear weapons until general and complete disarmament had been achieved. But — again under pressure of public opinion — this ambiguity was removed two years ago in a statement issued after the 2000 NPT Review Conference. This statement, signed by all five nuclear-weapon states, contains the following:

    “…an unequivocal undertaking by the nuclear weapon states to accomplish the total elimination of their arsenals leading to nuclear disarmament to which all States parties are committed under Article VI.”

    Thus, the United States and the other official nuclear states — China, France, Russia and the UK — are formally and unequivocally committed to the elimination of all nuclear arsenals. The creation of a nuclear-weapon-free world is a legal commitment by all signatories of the NPT.

    On the other hand, there is the de facto nuclear strategy of extended deterrence, which implies the indefinite existence of nuclear arsenals.

    Since the end of the Cold War, the actual US nuclear strategy has been increasingly orientated towards the use of nuclear weapons, along the lines originally advocated by General Groves. Immediately after the end of the Cold War, the US policy, supported by many NATO countries, envisaged the use of nuclear weapons as a last resort only; this means against an attack with nuclear arms. But the 1994 Nuclear Posture Review, under the Clinton Administration, for the first time made explicit mention of the use of nuclear weapons in response to an attack with chemical or biological weapons. The current Nuclear Posture Review goes further still, it makes nuclear weapons the tool with which to keep peace in the world.

    If this is the purpose of nuclear weapons, then these weapons will be needed as long as disputes are settled by recourse to military confrontations, in other words, as long as war is a recognized social institution. Such a policy is unacceptable in a civilized society on many grounds: logical, political, military, legal, and ethical. In this paper I am mainly concerned with the last two, legal and moral.

    US nuclear policy is self-defeating on logical grounds. If some nations — including the most powerful militarily — say that they need nuclear weapons for their security, then such security cannot be denied to other countries which really feel insecure. Proliferation of nuclear weapons is thus the logical consequence of the US nuclear policy. The USA and its allies cannot prevent the acquisition of nuclear weapons by other countries while retaining them for themselves. The policy of extended deterrence undermines the non-proliferation policy.

    There is yet a further aspect of the logical argument which strikes at the very basis of deterrence. This is the assumption that both sides in a dispute think and behave rationally; that they are capable of a realistic assessment of the risks entailed in a contemplated action. This would not be the case with irrational leaders. I mentioned this earlier in relation to Hitler. Even a rational leader may behave irrationally in a war situation, facing defeat; or may be pushed into irrational action by mass hysteria, or when incited by religious fanaticism or nationalistic fervour. This is exactly the situation facing us today. Deterrence would certainly not apply to terrorists, who have no respect for the sanctity of human life.

    The policy of extended deterrence is unacceptable on political grounds. It is highly discriminatory in that it allows a few nations — in practice, one nation — to usurp to themselves certain rights, such as policing the world by imposing sanctions on nuclear proliferators, or directly threatening them with military action: such action should be the prerogative of the United Nations. Indeed, it goes against the very purpose of the United Nations, an organization set up specifically for the maintenance of international peace and security.

    The policy of extended deterrence also means a permanent polarization of the world, with some nations being offered protection by a powerful nuclear state; while others may be protected by another nuclear state, or have no protection at all.

    The policy is not credible on military grounds in relation to terrorist attacks. As the events of September 11th have shown, a major threat to security comes from terrorist groups, a threat which includes the use of all kinds of weapons of mass destruction, including nuclear ones. The thousands of nuclear weapons still in the arsenals are useless against terrorists for the simple reason that terrorist groups do not usually present an identifiable target, unless the killing of thousands of innocent people is seen as collateral damage and thus acceptable. At the same time, the very existence in the world of nuclear weapons, or nuclear-weapon-grade materials, increases the threat, because these materials may be acquired by the terrorists, in one way or another.

    Extended deterrence is unacceptable on legal grounds. The United States, together with 186 other nations, that is 98 per cent of the UN membership, have signed and ratified the NPT. After the clarification at the 2000 Review Conference, the situation is perfectly clear: the policy of extended deterrence, which requires the indefinite retention of nuclear weapons, is in direct breach of the legally binding Non-Proliferation Treaty. It is a sine qua non of a civilized society that nations fulfil their legal commitments and adhere to international treaties.

    But above all, the nuclear deterrent is not acceptable on ethical grounds. The whole concept of nuclear deterrence is based on the belief that the threat of retaliation is real, that nuclear weapons would be used against an act of aggression; otherwise, the bluff would soon be called. George W. Bush must show convincingly that he has the kind of personality that would enable him to push the button and unleash an instrument of wholesale destruction, harming not only the alleged aggressor but mainly innocent people, and potentially imperilling the whole of our civilization. I find it terrifying to think that among the necessary qualifications for leadership is the readiness to commit an act of genocide, because this is what it amounts to in the final analysis. Furthermore, by acquiescing in this policy, not only the President, but each of us, figuratively, keeps our finger on the button; each of us is taking part in a gamble in which the survival of human civilization is at stake. We rest the security of the world on a balance of terror. In the long run this is bound to erode the ethical basis of civilization.

    This erosion has probably already set in. Here I have to tread with caution, because I can only speak as a layman who has been observing events over many years. It seems to me that people cannot go on for decades living under the threat of instant annihilation, without this having an effect on their psyche. I cannot help the feeling that the increase of violence in the world — from individual mugging, to organized crime, to groups such as al-Qaeda — has some connection with the culture of violence under which we have lived during the Cold War years, and still do. I am particularly concerned about the effect on the young generation.

    We all crave a world of peace, a world of equity. We all want to nurture in the young generation the “culture of peace,” which we keep on proclaiming. But how can we talk about a culture of peace if that peace is predicated on the existence of weapons of mass destruction? How can we persuade the young generation to cast aside the culture of violence, when they know that it is on the threat of extreme violence that we rely for security?

    I do not believe that the people of the world would accept a policy that is inherently immoral and is bound to end in catastrophe, a policy that implies the continued existence of nuclear weapons. But the resolutions for nuclear disarmament, passed every year by large majorities in the General Assembly, are completely ignored by the nuclear-weapon states, which in practice means the United States government.

    In saying this, I have made a distinction between the US government and the US people, because I am convinced that the latter share with the great majority of people all over the world an abhorrence of the use of nuclear weapons.

    There are groups within the US community, such as the military-industrial complex identified by President Eisenhower, with vested interests in pursuing a policy based on the continuing possession of nuclear weapons by the United States. The influence of these groups on the Administration may wax and wane, but it appears to be particularly strong in the Administration of George W. Bush, with its main characteristic of unilateralism.

    The defeat of Communism in the Cold War, and the triumph of the open market economy, gave a great fillip to the capitalist system, despite its ugly faces of greed and selfishness. Profit making has become a main driving force for those groups, and protection of property a necessary upshot. The most powerful country in the world, economically, technologically, and militarily, feels the need for even greater security by seeking more protection against an attack from outside, and by the suppression — if need be, with military means — of the acquisition of greater military power by countries seen as an enemy. A ballistic missile defence system — which may include nuclear interceptors — is considered necessary to prevent any missiles reaching the territory of the USA. But even with a defence system 100 per cent effective, which is technically unlikely, the possession of a few thousand nuclear warheads is still considered necessary to deter other countries from acquiring these means of protection for themselves.

    It is in the interaction with other countries that the unilateralist tendencies are so pernicious. The interests of the United States must come first and foremost. International treaties, even those already agreed to, can be ignored or unilaterally revoked, if they do not serve these interests. During the first year of the George W. Bush Administration we have seen a whole string of steps along the unilateral path: abrogation of the Anti-Ballistic Missile (ABM) Treaty; refusal to ratify the Comprehensive Test Ban Treaty (CTBT); refusal to sign the Protocol to the Biological Weapons Convention; withdrawal from the Kyoto Agreement on the Environment; opposition to the International Criminal Court; etc. etc.

    These negative measures, which weaken international treaties and agreements, are accompanied by steps designed to increase the military strength of the USA. They include a considerable increase in military expenditure, particularly in the nuclear field. They include the decision not to destroy mechanically the warheads which were due for dismantlement in accordance with the START agreements. These have now been replaced by the treaty that has been signed in Moscow today, a treaty that has been hailed as a momentous step towards world peace, but is nothing of the kind. Any reduction of weapons of mass destruction is of course, greatly welcome, but in this case the reduction is illusory. The warheads withdrawn from the arsenals under the Bush-Putin treaty — over the unnecessarily long period of ten years — will be kept in storage as a reserve force, which could be quickly activated; either side having the right to withdraw from the treaty on 90 days notice.

    The steps also include the development of new and greatly improved warheads, a programme that started covertly under Clinton and now continues more overtly under Bush.

    In the early 1990s — after the end of the Cold War — there was a period of goodwill when both sides agreed to take measures to reduce the enormous nuclear arsenals. As part of this, the United States Government decided to halt the production of new nuclear warheads and to end nuclear testing.

    There is a general assumption that new nuclear weapons cannot be developed and made militarily usable without their being tested. Hence, the great importance of the CTBT, which was signed by President Clinton, but its ratification was rejected by the then Republican majority in the Senate. Initially, this was thought to be a rather petty vengeance against Clinton, which would soon be rectified, but since then it emerged that the main reason was the perceived need for further testing of new, or modified old warheads.

    The retention of a nuclear arsenal necessitates an infrastructure to ensure the safety and reliability of the warheads in the stockpile, as well as the capability to resume testing at short notice. An adequate core of scientists and engineers would be employed to carry out these tasks. This was the origin of the Stockpile Stewardship management Program which began in 1994, with a budget recently increased by the Bush Administration to $5.3 billion.

    The Stewardship Program includes the task to “maintain nuclear weapon capability; develop a stockpile surveillance engineering base; demonstrate the capability to design, fabricate and certify new warheads.” This brief is broad enough to allow the scientists to do almost anything as long as it does not openly entail nuclear testing and the actual production of new nuclear warheads. Considering the role which scientists played in the nuclear weapons establishments during the Cold War, it is a fair assumption that they will go to the limit of their brief.

    The development of new warheads is not allowed, but this obstacle can be circumvented by taking an old weapon and introducing a number of modifications, each of which is permitted under the terms of the Program but which in the end produces a more usable weapon, although eventually it would have to be tested, to give the military people confidence in the improved product. With President Bush’s contempt for international agreements, there can be no doubt that he will authorize new nuclear testing, when he decides that this would be in the interest of the United States, as was confirmed in the opening statement to the Preparatory NPT Review Conference that was held a few weeks ago.

    There are persistent rumours, reported in articles in reputable journals, that work in Los Alamos has resulted in the development of new warheads. Most of the military research in the national laboratories, Los Alamos, Livermore, Sandia, is carried out in secrecy, making it impossible to say how reliable these rumours are, but they seem credible. Certainly, there is much more activity going on in Los Alamos, with new buildings being erected, as I have seen myself during a recent visit to Los Alamos (although I did not go into the tech area). And, of course, we know that much more money has been allocated for research there.

    The persistent rumours are about the development of a new nuclear warhead, of a very low yield, almost overlapping the yields of conventional high explosives, but with a shape that will give it very high penetrating power into concrete, a “bunker-bursting mini-nuke,” as it has been called. The additional property ascribed to it is that it is a “clean” bomb, in the sense that the radioactive fission products are contained. This claim needs to be treated with caution; considerable doubt has been expressed about the prevention of the release of radioactivity.

    But the main worry about this bomb, even if its attributed characteristics should prove to be correct, is the political impact. If it is “clean,” and its explosive yield can be made so low as to be within the range of that of conventional explosives, then the distinction between the two types of weapon will become blurred. The chief characteristic of a nuclear weapon is its enormous destructive power, which classifies it as a weapon of mass destruction, unique even in comparison with the other known weapons of mass destruction, such as chemical or biological. This has resulted in a taboo about the use of nuclear weapons in combat, a taboo that has held out since Nagasaki. But if at one end of the spectrum a nuclear bomb can be manufactured which does not differ quantitatively from ordinary explosives, the qualitative difference will also disappear, the nuclear threshold will be crossed, and nuclear weapons will gradually come to be seen as a tool of war, even though their main characteristic, of potentially the existence of the human race, will still remain. The Nuclear Posture Review makes this a real possibility; the situation has become even more dangerous.

    The wording of the Nuclear Posture Review was no doubt strongly influenced by the events of September 11th. These events came as a terrible shock to the people of the United States. Having never been subject to an attack on the American Continent they suddenly found themselves vulnerable; the “splendid isolation” was breached; a near panic ensued on a mere rumour of an attack with a biological weapon.

    In the campaign that I am urging, to put the nuclear issue back on the public agenda, we should make use of the very arguments and tactics employed by President Bush in the actions against terrorism. In order to be able to defeat the Taliban and al-Qaeda following the September 11 attacks, he had to build up a coalition of many countries for the military campaign in Afghanistan, even though the military burden was carried almost entirely by the United States. He also had to build up a moral case for the campaign, by presenting the terrorists as evil men, in contrast to the coalition who are the virtuous people.

    By calling for help from other countries President Bush acknowledged the failure of his own unilateralist policy. An example of this is the event that took place today in Moscow; despite his contempt for international agreements, President Bush felt obliged to sign a new international treaty. Even though this treaty is a sham, we should exploit this in our efforts to put the elimination of nuclear weapons back on the agenda. No Man is an Island, particularly in a world which — thanks largely to the fantastic progress in technology — is becoming more and more interdependent, more and more transparent, more and more interactive. Inherent in these developments is a set of agreements, ranging from confidence-building measures to formal international treaties; from protection of the environment to the clearance of mine fields; from Interpol to the International Criminal Court; from ensuring intellectual property rights to the Declaration of Human Rights. Respect for, and strict adherence to, the terms of international agreements are at the basis of a civilized society.

    Without this, anarchy and terrorism would reign, the very dangers the coalition was set up to prevent.

    In line with this the world community has the right to call on the US government to take the following steps immediately:

    • ratify the CTBT;
    • retract its notice to with draw from the ABM;
    • reject any notion of weaponization of space;
    • take its nuclear weapons off alert;
    • adopt a no-first-use policy;
    • all this in preparation for the implementation of its commitment to nuclear disarmament, under the terms of the Non-Proliferation Treaty.

    An even stronger argument towards the creation of a nuclear-weapon-free world should be based on the moral objections to nuclear weapons. President Bush insists that the campaign against terrorists, following the September 11th events, has a strong moral basis; a “moral crusade” he called it initially, and although this was quickly dropped, because of its unfortunate historical connotations, it is still presented as a struggle between good and evil, with the USA being on the side of the angels. But such a claim can be sustained only if the US policies and actions are demonstrably guided by ethical considerations. The hypocritical policy of preaching one thing and practicing just the opposite hardly comes under this category. The use of nuclear weapons, and even the threat of using them, is generally viewed as highly immoral; a moral stand is completely incompatible with the readiness by the President to push the nuclear button. If the United States is to insist in calling itself a leader of a campaign based on moral principles, then it should denounce any use of weapons of mass destruction; and it should implement the policy of their total abolition to which it is in any case committed legally.

    A campaign for abolition, based on moral principles, will be seen as a fanciful dream by many, but I trust not by INES, an organization committed to ethical values. You will not submit to a policy which may result in the deaths of many thousands or millions of people, potentially threatening the very existence of the human species.

    The situation is grim; the way things are moving is bound to lead to catastrophe. If there is a way out, even if seemingly unrealistic, it is our duty to pursue it. Arguments based on equity and morality may not cut ice with hardened politicians, but they may appeal to the common citizen. If we can bring to the notice of the general public the grave dangers inherent in the continuation of current policies, at the same time pointing out the long-term merits of policies based on equity and morality, we may succeed in putting the nuclear issue back on the agenda of public concern.

    A colossal effort will be required, a sustained collective campaign by INES, Pugwash, and other kindred organizations. I hope that they will find the courage and the will to embark on this great task, to restore sanity in our policies, humanity in our actions, and a sense of belonging to the human race.
