  • North Korea’s Nuclear Test: Turning Crisis into Opportunity

    David KriegerThe North Korean nuclear test will surely be viewed as one of the major foreign policy failures of the Bush administration. There were many warnings from North Korea that this test was coming. As far back as 1993, North Korea announced that it would leave the nuclear Non-Proliferation Treaty, but later suspended its withdrawal. The Clinton administration tried to resolve the issue by working out a deal with North Korea to give them two nuclear power plants in exchange for North Korea freezing and eventually dismantling its nuclear weapons program.

    When the Bush administration came into office, however, it scrapped the deal worked out by the Clinton administration and began talking tough to North Korea. In 2001, Mr. Bush told North Korea that it would be “held accountable” if it develops weapons of mass destruction. In his State of the Union Address the following year, Mr. Bush labeled North Korea as part of the Axis of Evil, along with Iraq and Iran.

    North Korea all along was asking Washington to meet with them in one-to-one discussions, and made clear that their objectives were to receive security assurances, including normalizing post-Korean War relations with the US, and development assistance. The Bush administration opted instead for six-party talks that also included China, Japan, South Korea and Russia, but not before the North Koreans had withdrawn from the nuclear Non-Proliferation Treaty in 2003.

    To gain perspective on the North Korean nuclear test on October 9th, a global overview is helpful. Globally, there have been more than 2,000 nuclear tests since the inception of the Nuclear Age. The United States has conducted 1054 nuclear weapons tests, including 331 atmospheric tests. India and Pakistan joined the nuclear club in 1998 with multiple nuclear tests, and received much international condemnation. Today, however, the Bush administration wants to change the US non-proliferation laws as well as international agreements in order to provide India with nuclear technology and materials. The Bush administration is also silent on Israel’s nuclear arsenal.

    Clearly, the Bush administration does not treat nuclear weapons as the problem, but rather specific regimes that might possess them – acceptable for some countries, but not for others. In adopting this posture, the US promotes an untenable nuclear double standard. Countries like North Korea and Iran, having been branded as part of the “Axis of Evil” and having seen what happened to the regime in Iraq at the hands of the US, are encouraged to develop nuclear weapons if only to prevent US aggression against them.

    Mr. Bush has condemned the North Korean test as a “provocative act,” but stated that “[t]he United States remains committed to diplomacy.” If the North Korean test is taken as a significant warning sign of the potential for increased nuclear proliferation and increased danger to humanity that can only be countered by diplomacy, the crisis could be turned to opportunity.

    Three steps need to be urgently undertaken to reduce nuclear dangers in the aftermath of the North Korean test. First, the United States should engage in direct negotiations with North Korea to achieve a nuclear weapons-free Korean Peninsula in exchange for US security assurances and development assistance to North Korea. Second, the countries of Northeast Asia, along with the nuclear weapons states with a presence in the region, need to negotiate the creation of a Northeast Asia Nuclear Weapons-Free Zone, prohibiting all nuclear weapons in the region. This treaty would be a reasonable outcome of the Six-Nation Nuclear Talks between North Korea, South Korea, Japan, China, Russia and the US that have been going on since 2003. Third, the United Nations should convene a Global Conference for Nuclear Disarmament to negotiate a treaty for the phased and verifiable elimination of all nuclear weapons as required under international law.

    Whether or not such steps are taken will depend almost entirely on US leadership. If they are not taken, we can anticipate a deepening nuclear crisis on the Korean Peninsula, in Northeast Asia and throughout the world. If they are taken, we could emerge from this crisis in a far better position to end the nuclear threat that is the greatest terror faced by our nation and the world.

  • North Korean Nuclear Conflict Has Deep Roots

    Democrats and Republicans have been quick to use North Korea’s apparent nuclear test to benefit their own party in these final weeks of the congressional campaign, but a review of history shows that both sides have contributed to the current situation.

    There is more than 50 years of history to Pyongyang’s attempt to gain a nuclear weapon, triggered in part by threats from Presidents Harry S. Truman and Dwight D. Eisenhower to end the Korean War.

    In 1950, when a reporter asked Truman whether he would use atomic bombs at a time when the war was going badly, the president said, “That includes every weapon we have.”

    Three years later, Eisenhower made a veiled threat, saying he would “remove all restraints in our use of weapons” if the North Korean government did not negotiate in good faith an ending to that bloody war.

    In 1957, the United States placed nuclear-tipped Matador missiles in South Korea, to be followed in later years, under both Republican and Democratic administrations, by nuclear artillery, most of which was placed within miles of the demilitarized zone.

    It was not until President Jimmy Carter’s administration, in the late 1970s, that the first steps were taken to remove some of the hundreds of nuclear weapons that the United States maintained in South Korea, a process that was not completed until 1991, under the first Bush administration.

    It is against that background that the North Korean nuclear program developed.

    North Korea has its own uranium mines and in 1965 obtained a small research reactor from the Soviet Union, which it located at Yongbyon. By the mid-1970s, North Korean technicians had increased the capability of that reactor and constructed a second one. Pyongyang agreed in 1977 to allow the International Atomic Energy Agency (IAEA) to inspect the first reactor.

    It was in the 1980s that the North Korean weapons program began its clandestine growth with the building of a facility for reprocessing fuel into weapons-grade material and the testing of chemical high explosives. In 1985, around the time U.S. intelligence discovered a third, once-secret reactor, North Korea agreed to sign the Nuclear Non-Proliferation Treaty (NPT).

    Five years later, U.S. intelligence discovered through satellite photos that a structure had been built that appeared to be capable of separating plutonium from nuclear fuel rods. Under pressure, North Korea signed a safeguards agreement with the IAEA in 1992, and inspections of facilities began. But in January 1993, IAEA inspectors were prevented from going to two previously unreported facilities. In the resulting crisis, North Korea attempted to withdraw from the NPT.

    The Clinton administration responded in 1994 that if North Korea reprocessed plutonium from fuel rods, it would be crossing a “red line” that could trigger military action. The North Koreans “suspended” their withdrawal from the NPT, and bilateral talks with the Clinton administration got underway. When negotiations deadlocked, North Korea removed fuel rods from one of its reactors, a step that brought Carter back into the picture as a negotiator.

    The resulting talks led to the 1994 Agreed Framework, under which North Korea would freeze and eventually dismantle its nuclear weapons program. In return, it would be supplied with conventional fuel and ultimately with two light-water reactors that could not produce potential weapons-grade fuel.

    However, a subsequent IAEA inspection determined that North Korea had clandestinely extracted about 24 kilograms of plutonium from its fuel rods, and U.S. intelligence reported that was enough material for two or three 20-kiloton plutonium bombs.

    During the next six years of the Clinton administration and into the first years of the current Bush administration, the spent fuel from North Korea’s reactors was kept in a storage pond under IAEA supervision. As late as July 5, 2002, in a letter to Rep. Edward J. Markey (D-Mass.), then-national security adviser Condoleezza Rice said the administration was continuing with the 1994 agreement but holding back some elements until the IAEA certified that the North Koreans had come into full compliance with the NPT’s safeguards agreement.

    In November 2001, when the Bush administration was absorbed in the aftermath of the Sept. 11 terrorist attacks, intelligence analysts at the Lawrence Livermore National Laboratory completed a highly classified report that concluded North Korea had begun construction of a plant to enrich uranium. A National Intelligence Estimate of the North Korean program confirmed the Livermore report, providing evidence that Pyongyang was violating the agreement.

    Nonetheless, the Bush administration waited until October 2002 before confronting the North Koreans, who at one meeting confirmed they were following another path to a nuclear weapon using enriched uranium.

    Soon thereafter, the United States ended its participation in the 1994 agreement. North Korea ordered IAEA inspectors out, announced it would reprocess the stored fuel rods and withdrew from the NPT. Earlier this year, Pyongyang declared it had nuclear weapons.

    The Bush administration then embarked on a new approach, developing a six-nation strategy based on the idea that bilateral U.S.-North Korea negotiations did not work and that only bringing in China and South Korea, which had direct leverage over the Pyongyang government, would gain results.

    Preventing a Nuclear 9/11

    In the September/October 2006 issue of the Bulletin of the Atomic Scientists, Harvard University professor Graham Allison discusses a “nuclear 9/11” and concludes that “a nuclear terrorist attack on the United States is more likely than not in the decade ahead.” Allison underlines this assessment by pointing out that former US Defense Secretary William Perry thinks that he (Allison) underestimates the risk, and that former Senator Sam Nunn, currently chair of the Nuclear Threat Initiative, thinks that the risk of a nuclear detonation by terrorists on US soil is higher today than the risk of nuclear war at the height of the Cold War. It is the failure by the majority of US policymakers to recognize and adequately respond to this threat that Allison refers to in the title of his article, “The ongoing failure of imagination.”

    Allison then argues that all is not lost because this “ultimate catastrophe” is preventable by what he calls the “Doctrine of Three Nos.” These are: No loose Nukes; No new nascent nukes; and No new nuclear weapons states. The first requires securing all nuclear weapons and weapons-usable nuclear material throughout the world. The second requires no new domestic capabilities to enrich uranium or reprocess plutonium. And the third requires holding the line at the current eight nuclear weapons states (he describes North Korea as being only “three-quarters of the way across that line”).

    To win the war against nuclear terrorism, Allison calls for the creation of a new Global Alliance Against Nuclear Terrorism with five common goals. First, members of the alliance would give personal assurances that nuclear weapons and materials on their territory are adequately secured from terrorists or thieves. Second, the creation of a global consensus on the Three Nos described above. Third, the establishment of a more robust non-proliferation regime to control nuclear materials and technology transfers. Fourth, development of an infrastructure to apply “lessons learned” in the fight against nuclear terrorism. Fifth and finally, Allison calls for the alliance being “not just a signed document but a living institution committed to its mission.”

    Allison’s prescription is good as far as it goes, but it does not go far enough. In certain respects Allison, like those he criticizes, also suffers from a failure of imagination. He fails to imagine the necessity and possibility of a world without nuclear weapons as the key to foreclosing the prospects of nuclear terrorism. In general, Allison, like many others in the US nuclear policy field, seems committed to trying to prevent nuclear terrorism while maintaining the two-tier structure of nuclear weapons “haves” and “have-nots.” He wants to hold the line at eight nuclear weapons states, and to assure that there are no new domestic capabilities to enrich uranium or reprocess plutonium. He makes no mention of the failure of the nuclear weapons states to fulfill their Non-Proliferation Treaty obligations for good faith negotiations for nuclear disarmament, or of the benefits that such efforts would have on reducing the risks of nuclear terrorism.

    By continuing to rely upon nuclear weapons for their own security, the current nuclear weapons states demonstrate the usefulness of these weapons for other states. The more states that have these weapons and the more nuclear weapons there are in the world, the more likely it is that the weapons will end up in the hands of terrorists. If the current nuclear weapons states want to prevent nuclear terrorism, they must do more than try to effectively guard their own weapons and weapons-grade materials and to convince others to do the same. They must become serious about their obligations for nuclear disarmament, commence good faith negotiations toward this end, and move as rapidly as possible to reduce their nuclear arsenals and bring remaining stocks of weapons, weapons-grade materials and the technologies to create such materials under strict and effective international control.

    In my view, the greatest failure of imagination on the part of leaders in the nuclear weapons states is their belief that they can continue with nuclear business as usual, brandishing their own nuclear weapons, while expecting that these weapons will not eventually end up in the hands of terrorists. In fact, it is a failure of imagination for policymakers in the nuclear weapons states not to view their own possession of nuclear weapons as a form of nuclear terrorism. In the end, the only way to assure against the threat of nuclear terrorism is to eliminate nuclear weapons. Anything short of that is only a partial measure, leaving the door open to nuclear terrorism.

    Why are There Still Nuclear Weapons?

    I recently received a letter from long-time nuclear disarmament activist from Sweden, which he began by quoting something that I had said earlier this year: “A powerful state, such as the US, has everything to lose and very little to gain from the possession of nuclear weapons.” He indicated his wholehearted agreement, and then posed these questions that he has wrestled with: “Why are there still nuclear weapons? Or, more philosophically: To what need in society, in citizens and in leaders are nuclear weapons the answer?” I think that these are important questions, for which there are no easy answers, but they are certainly questions worthy of our time and thought.

    I would begin by arguing that there are still nuclear weapons because US elites are not enthusiastic about nuclear disarmament and have not provided necessary leadership to achieve it. Of course, this leads to the question: Why hasn’t this leadership from US elites been forthcoming? To this question I would offer the following reflections:

    1. US elites remain caught up in old patterns of thinking, such as, “The more powerful the weapon, the greater the security it provides.”
    2. US elites continue to think and act as though nuclear weapons provide security as well as leverage in the international system. Nuclear weapons may be viewed by elites primarily as weapons of last resort. But they may also be viewed by elites as weapons easy to pull out for more mundane threats, and the very fact of their existence is likely perceived as sufficient in most circumstances to keep another country in line.
    3. US elites are caught up in the false notions that there is prestige in possessing these weapons and that they contribute to the national image of “the superpower” state.
    4. US elites may be influenced by the concept that technology is non-reversible; once created it cannot be “uncreated.” Or, as it is sometimes put, “The genie cannot be put back in the bottle.”
    5. US elites may not understand or believe in leadership that is not based on force, threat of force or economic manipulation.
    6. These elites may also be distrustful of nuclear disarmament efforts due to concerns with potential cheating by other states. They currently seem to be distrustful in general of verification measures.
    7. Certain corporations and individuals continue to profit from maintaining the US nuclear arsenal.
    8. There remains no substantial public or outside pressure on these elites to change US nuclear policy, even policies that threaten preemption or prevention. Consequently, there is little impetus to change.

    One psychological concept that may be worth further consideration is that nuclear weapons are seen by elites as a tool of dominance between countries. Much like a master-slave relationship, nuclear weapons are tools of absolute power. They may represent the whip once held by the master. The whip, once its use has been demonstrated, need only be threatened to assure obedience from the slave population. Of course, slavery in general and the whip in particular breeds anger, resentment and rebellion in the oppressed population.

    In a time of terrorism, as we have seen repeatedly, this anger may take the form of attacks against vulnerable elements of the population. There is also a psychological tendency in the oppressed (for example, the abused child) to adopt the methods of the oppressor and thus terrorist groups seek to obtain nuclear weapons.

    The worst nightmare of US elites would be an attack or potential attack with nuclear weapons by a suicidal, unlocatable terrorist organization, against which US nuclear weapons would have no deterrent value. Perhaps a blind spot in the psyches of US elites and citizens results in an inability to understand that reliance on nuclear weapons and failure to provide leadership for nuclear disarmament is moving the world in the direction of nuclear proliferation, nuclear terrorism and nuclear disaster.

    Reliance on Nuclear Weapons in Naively Unrealistic

    For many years the Nuclear Age Peace Foundation has advocated the global elimination of nuclear weapons. This advocacy is consistent with the moral position adopted by nearly all major religions as well as with the dictates of international law. It is also consistent with the security interests of all states, including the current nuclear weapons states. Nonetheless, many Americans cling tenaciously to the idea that the US is more secure with nuclear weapons than it would be without them.

    In response to an article that I wrote recently on “Global Hiroshima,” a letter to the editor took the position, “The proposal to eliminate nuclear weapons is idealistic, but it is naively unrealistic, unless a creditable concept for protecting the US from other nations’ nuclear weapons is available.” The writer concluded his letter by stating, “Our nuclear weapons are not to use, but to prevent other nations from using theirs.”

    This is, unfortunately, a falsely reassuring and illusory viewpoint. Nuclear deterrence – the threat of nuclear retaliation – could fail for many reasons, including accidental launches, miscalculations, poor decisions in time of crisis, or the inability to credibly threaten extremist organizations that cannot be located and therefore retaliated against. A threat to retaliate against an opponent that you cannot locate, such as al Qaeda, is futile.

    The Nuclear Age Peace Foundation has never called for the US to unilaterally disarm its nuclear arsenal. What we do advocate is for the US to take a leadership role in negotiating nuclear disarmament among all nations. This is a role that only the US can assume, due to its enormous military and economic power.

    By taking on this role, the US would be acting in accord with a unanimous 1996 ruling of the International Court of Justice, the world’s highest court, which concluded: “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”

    Our position at the Foundation is that the US should take this obligation under international law seriously, both because the US has a responsibility to follow the dictates of international law and because doing so will enhance our national security. This is not a prescription for immediate or unilateral nuclear disarmament. It is a prescription for demonstrating the political will to move judiciously but urgently toward a world free of nuclear weapons.

    The first step in following this path would be for the US to convene the other nuclear weapons states and set forth a negotiating agenda. An important confidence building measure would be a legal commitment by all nuclear weapons states to No First Use of nuclear weapons. This would demonstrate that nuclear weapons had no other purpose than deterring another country from using theirs. Other confidence building steps would include the de-alerting of existing nuclear weapons and ratification by all nuclear capable states of the Comprehensive Test Ban Treaty.

    The goal of the negotiations would be the phased elimination of nuclear arsenals under strict and effective international controls. Countries would phase out their nuclear arsenals gradually and in a verifiable manner. Processes would be established to assure that nuclear weapons and materials were not being diverted into secret stores outside the purview of international inspectors.

    The plan is simple. It begins with good faith negotiations convened by the US. It ends with a world free of nuclear weapons. In between, there is much to be worked out to assure the security of all states. One thing is certain, however: This is not a “naively unrealistic” plan. It is the only approach that will assure that cities, countries and civilization remain safe from nuclear devastation and that humankind is secure from future Hiroshimas and Nagasakis.

    Time to Wake Up

    In this season of the 61st anniversaries of the Hiroshima and Nagasaki bombings, it is noteworthy that there are still 27,000 nuclear weapons in the world. These weapons are in the arsenals of nine countries, but over 95 percent of them are in the arsenals of just two countries: the US and Russia. These two countries each actively deploy some 6,000 nuclear weapons and keep about 2,000 on hair-trigger alert.

    The political elites in the US seem to think this is fine, and that they can go on with nuclear business-as-usual for the indefinite future. Not a single member of the US Senate has called for pragmatic steps leading to the abolition of nuclear weapons, including negotiations for nuclear disarmament as required by the nuclear Non-Proliferation Treaty.

    US leaders are living within a bubble of hubris that is manifested in many ways, flagrant examples of which are the pursuit of an illegal war in Iraq, and opposition to joining the International Criminal Court and the Kyoto accords on global warming. Underlying their policies is the attitude that US military and economic power gives them the right to violate international law at will and pursue a unilateral path of force when it suits their fancy. We citizens are being held hostage to their major errors in judgment, which in the Nuclear Age could result in the destruction of the country and much of civilization.

    Rather than working to reduce the nuclear threat, US nuclear policy is promoting nuclear proliferation. A recent example is the proposed US-India nuclear deal, in which the Congress appears prepared to change its own non-proliferation laws in order to sell nuclear materials and technology to a country that never signed the nuclear Non-Proliferation Treaty and secretly developed nuclear weapons. US leaders must have their heads deeply buried in the sand if they fail to grasp that this will spur an even more intense nuclear arms race on the Indian subcontinent and be viewed as hypocritical by the vast majority of the non-nuclear weapons states that are parties to the Non-Proliferation Treaty.

    In the 2006 Hiroshima Peace Declaration, Mayor Tadatoshi Akiba pointed out that the US Conference of Mayors adopted a resolution in June “demanding that all nuclear weapons states, including the Untied States, immediately cease all targeting of cities with nuclear weapons.” Of course, this would be a good beginning, but nuclear weapons have little use other than to target cities or other nuclear weapons. They are, after all, the ultimate weapon of mass destruction.

    The World Court found the threat or use of nuclear weapons to be illegal. Most churches have been vocal about their immorality. These weapons detract from security rather than add to it. A recent international commission report on weapons of mass destruction, Weapons of Terror, concluded: “So long as any state has [weapons of mass destruction] – especially nuclear arms – others will want them. So long as any such weapons remain in any state’s arsenal, there is a high risk that they will one day be used, by design or accident. Any such use would be catastrophic.”

    Why are we not appalled by the myopia and arrogance of our political leadership for disastrous policies such as those that ignore the obligation in the Non-Proliferation Treaty for good faith negotiations to achieve nuclear disarmament in all its aspects? We should be asking: How do individuals who support these insane policies rise to such high office? We should also be asking: Why do ordinary Americans not care enough about their survival to change their leadership?

    A large part of the answer to the first question is that the system is broken and far too dependent on large cash contributions to buy television ads. Insight into an answer to the second question may be found in the recent Harris Poll (July 21, 2006) that reported that 50 percent of US respondents still believe that Iraq had weapons of mass destruction when the US invaded that country in March 2003. One opinion analyst, Steven Kull, described such views as “independent of reality.” That is how it is for many Americans and their political leaders in this 61st year of the Nuclear Age. Living with such purposeful ignorance is a recipe for disaster.

  • The Hiroshima Myth

    Every year during the first two weeks of August the mass news media and many politicians at the national level trot out the “patriotic” political myth that the dropping of the two atomic bombs on Japan in August of 1945 caused them to surrender, and thereby saved the lives of anywhere from five hundred thousand to one million American soldiers, who did not have to invade the islands. Opinion polls over the last fifty years show that American citizens overwhelmingly (between 80 and 90%) believe this false history which, of course, makes them feel better about killing hundreds of thousands of Japanese civilians (mostly women and children) and saving American lives to accomplish the ending of the war.

    The best book, in my opinion, to explode this myth is The Decision to Use the Bomb by Gar Alperovitz, because it not only explains the real reasons the bombs were dropped, but also gives a detailed history of how and why the myth was created that this slaughter of innocent civilians was justified, and therefore morally acceptable. The essential problem starts with President Franklin Roosevelt’s policy of unconditional surrender, which was reluctantly adopted by Churchill and Stalin, and which President Truman decided to adopt when he succeeded Roosevelt in April of 1945. Hanson Baldwin was the principal writer for The New York Times who covered World War II and he wrote an important book immediately after the war entitled Great Mistakes of the War. Baldwin concludes that the unconditional surrender policy “. . . was perhaps the biggest political mistake of the war . . . . Unconditional surrender was an open invitation to unconditional resistance; it discouraged opposition to Hitler, probably lengthened the war, costs us lives, and helped to lead to the present aborted peace.”

    The stark fact is that the Japanese leaders, both military and civilian, including the Emperor, were willing to surrender in May of 1945 if the Emperor could remain in place and not be subjected to a war crimes trial after the war. This fact became known to President Truman as early as May of 1945. The Japanese monarchy was one of the oldest in all of history dating back to 660 B.C. The Japanese religion added the belief that all the Emperors were the direct descendants of the sun goddess, Amaterasu. The reigning Emperor Hirohito was the 124th in the direct line of descent. After the bombs were dropped on August 6 and 9 of 1945, and their surrender soon thereafter, the Japanese were allowed to keep their Emperor on the throne and he was not subjected to any war crimes trial. The Emperor, Hirohito, came on the throne in 1926 and continued in his position until his death in 1989. Since President Truman, in effect, accepted the conditional surrender offered by the Japanese as early as May of 1945, the question is posed, “Why then were the bombs dropped?”

    The author Alperovitz gives us the answer in great detail which can only be summarized here, but he states, “We have noted a series of Japanese peace feelers in Switzerland which OSS Chief William Donovan reported to Truman in May and June [1945]. These suggested, even at this point, that the U.S. demand for unconditional surrender might well be the only serious obstacle to peace. At the center of the explorations, as we also saw, was Allen Dulles, chief of OSS operations in Switzerland (and subsequently Director of the CIA). In his 1966 book The Secret Surrender, Dulles recalled that ‘On July 20, 1945, under instructions from Washington, I went to the Potsdam Conference and reported there to Secretary [of War] Stimson on what I had learned from Tokyo – they desired to surrender if they could retain the Emperor and their constitution as a basis for maintaining discipline and order in Japan after the devastating news of surrender became known to the Japanese people.’” It is documented by Alperovitz that Stimson reported this directly to Truman. Alperovitz further points out in detail the documentary proof that every top presidential civilian and military advisor, with the exception of James Byrnes, along with Prime Minister Churchill and his top British military leadership, urged Truman to revise the unconditional surrender policy so as to allow the Japanese to surrender and keep their Emperor. All this advice was given to Truman prior to the Potsdam Proclamation which occurred on July 26, 1945. This proclamation made a final demand upon Japan to surrender unconditionally or suffer drastic consequences.

    Another startling fact about the military connection to the dropping of the bomb is the lack of knowledge on the part of General MacArthur about the existence of the bomb and whether it was to be dropped. Alperovitz states “MacArthur knew nothing about advance planning for the atomic bomb’s use until almost the last minute. Nor was he personally in the chain of command in this connection; the order came straight from Washington. Indeed, the War Department waited until five days before the bombing of Hiroshima even to notify MacArthur – the commanding general of the U.S. Army Forces in the Pacific – of the existence of the atomic bomb.” Alperovitz makes it very clear that the main person Truman was listening to while he ignored all of this civilian and military advice, was James Byrnes, the man who virtually controlled Truman at the beginning of his administration. Byrnes was one of the most experienced political figures in Washington, having served for over thirty years in both the House and the Senate. He had also served as a United States Supreme Court Justice, and at the request of President Roosevelt, he resigned that position and accepted the role in the Roosevelt administration of managing the domestic economy. Byrnes went to the Yalta Conference with Roosevelt and then was given the responsibility to get Congress and the American people to accept the agreements made at Yalta.

    When Truman became a senator in 1935, Byrnes immediately became his friend and mentor and remained close to Truman until Truman became president. Truman never forgot this and immediately called on Byrnes to be his number-two man in the new administration. Byrnes had expected to be named the vice presidential candidate to replace Wallace and had been disappointed when Truman had been named, yet he and Truman remained very close. Byrnes had also been very close to Roosevelt, while Truman was kept in the dark by Roosevelt most of the time he served as vice president. Truman asked Byrnes immediately, in April, to become his Secretary of State but they delayed the official appointment until July 3, 1945, so as not to offend the incumbent. Byrnes had also accepted a position on the interim committee which had control over the policy regarding the atom bomb, and therefore, in April, 1945 became Truman’s main foreign policy advisor, and especially the advisor on the use of the atomic bomb. It was Byrnes who encouraged Truman to postpone the Potsdam Conference and his meeting with Stalin until they could know, at the conference, if the atomic bomb was successfully tested. While at the Potsdam Conference the experiments proved successful and Truman advised Stalin that a new massively destructive weapon was now available to America, which Byrnes hoped would make Stalin back off from any excessive demands or activity in the post-war period.

    Truman secretly gave the orders on July 25, 1945 that the bombs would be dropped in August while he was to be in route back to America. On July 26, he issued the Potsdam Proclamation, or ultimatum, to Japan to surrender, leaving in place the unconditional surrender policy, thereby causing both Truman and Byrnes to believe that the terms would not be accepted by Japan.

    The conclusion drawn unmistakably from the evidence presented, is that Byrnes is the man who convinced Truman to keep the unconditional surrender policy and not accept Japan’s surrender so that the bombs could actually be dropped thereby demonstrating to the Russians that America had a new forceful leader in place, a “new sheriff in Dodge” who, unlike Roosevelt, was going to be tough with the Russians on foreign policy and that the Russians needed to “back off” during what would become known as the “Cold War.” A secondary reason was that Congress would now be told about why they had made the secret appropriation to a Manhattan Project and the huge expenditure would be justified by showing that not only did the bombs work but that they would bring the war to an end, make the Russians back off and enable America to become the most powerful military force in the world.

    If the surrender by the Japanese had been accepted between May and the end of July of 1945 and the Emperor had been left in place, as in fact he was after the bombing, this would have kept Russia out of the war. Russia agreed at Yalta to come into the Japanese war three months after Germany surrendered. In fact, Germany surrendered on May 8, 1945 and Russia announced on August 8, (exactly three months thereafter) that it was abandoning its neutrality policy with Japan and entering the war. Russia’s entry into the war for six days allowed them to gain tremendous power and influence in China, Korea, and other key areas of Asia. The Japanese were deathly afraid of Communism and if the Potsdam Proclamation had indicated that America would accept the conditional surrender allowing the Emperor to remain in place and informed the Japanese that Russia would enter the war if they did not surrender, then this would surely have assured a quick Japanese surrender.

    The second question that Alperovitz answers in the last half of the book is how and why the Hiroshima myth was created. The story of the myth begins with the person of James B. Conant, the President of Harvard University, who was a prominent scientist, having initially made his mark as a chemist working on poison gas during World War I. During World War II, he was chairman of the National Defense Research Committee from the summer of 1941 until the end of the war and he was one of the central figures overseeing the Manhattan Project. Conant became concerned about his future academic career, as well as his positions in private industry, because various people began to speak out concerning why the bombs were dropped. On September 9, 1945, Admiral William F. Halsey, commander of the Third Fleet, was publically quoted extensively as stating that the atomic bomb was used because the scientists had a “toy and they wanted to try it out . . . .” He further stated, “The first atomic bomb was an unnecessary experiment . . . . It was a mistake to ever drop it.” Albert Einstein, one of the world’s foremost scientists, who was also an important person connected with the development of the atomic bomb, responded and his words were headlined in The New York Times “Einstein Deplores Use of Atom Bomb.” The story reported that Einstein stated that “A great majority of scientists were opposed to the sudden employment of the atom bomb.” In Einstein’s judgment, the dropping of the bomb was a political – diplomatic decision rather than a military or scientific decision.

    Probably the person closest to Truman, from the military standpoint, was Chairman of the Joint Chiefs of Staff, Admiral William Leahy, and there was much talk that he also deplored the use of the bomb and had strongly advised Truman not to use it, but advised rather to revise the unconditional surrender policy so that the Japanese could surrender and keep the Emperor. Leahy’s views were later reported by Hanson Baldwin in an interview that Leahy “thought the business of recognizing the continuation of the Emperor was a detail which should have been solved easily.” Leahy’s secretary, Dorothy Ringquist, reported that Leahy told her on the day the Hiroshima bomb was dropped, “Dorothy, we will regret this day. The United States will suffer, for war is not to be waged on women and children.” Another important naval voice, the commander in chief of the U.S. Fleet and Chief of Naval Operations, Ernest J. King, stated that the naval blockade and prior bombing of Japan in March of 1945, had rendered the Japanese helpless and that the use of the atomic bomb was both unnecessary and immoral. Also, the opinion of Fleet Admiral Chester W. Nimitz was reported to have said in a press conference on September 22, 1945, that “The Admiral took the opportunity of adding his voice to those insisting that Japan had been defeated before the atomic bombing and Russia’s entry into the war.” In a subsequent speech at the Washington Monument on October 5, 1945, Admiral Nimitz stated “The Japanese had, in fact, already sued for peace before the atomic age was announced to the world with the destruction of Hiroshima and before the Russian entry into the war.” It was learned also that on or about July 20, 1945, General Eisenhower had urged Truman, in a personal visit, not to use the atomic bomb. Eisenhower’s assessment was “It wasn’t necessary to hit them with that awful thing . . . to use the atomic bomb, to kill and terrorize civilians, without even attempting [negotiations], was a double crime.” Eisenhower also stated that it wasn’t necessary for Truman to “succumb” to Byrnes.

    James Conant came to the conclusion that some important person in the administration must go public to show that the dropping of the bombs was a military necessity, thereby saving the lives of hundreds of thousands of American soldiers, so he approached Harvey Bundy and his son, McGeorge Bundy. It was agreed by them that the most important person to create this myth was Secretary of War, Henry Stimson. It was decided that Stimson would write a long article to be widely circulated in a prominent national magazine. This article was revised repeatedly by McGeorge Bundy and Conant before it was published in Harper’s magazine in February of 1947. The long article became the subject of a front-page article and editorial in The New York Times and in the editorial it was stated “There can be no doubt that the president and Mr. Stimson are right when they mention that the bomb caused the Japanese to surrender.” Later, in 1959, President Truman specifically endorsed this conclusion, including the idea that it saved the lives of a million American soldiers. This myth has been renewed annually by the news media and various political leaders ever since.

    It is very pertinent that, in the memoirs of Henry Stimson entitled On Active Service in Peace and War, he states, “Unfortunately, I have lived long enough to know that history is often not what actually happened but what is recorded as such.”

    To bring this matter more into focus from the human tragedy standpoint, I recommend the reading of a book entitled Hiroshima Diary: The Journal of a Japanese Physician, August 6, September 30, 1945, by Michiko Hachiya. He was a survivor of Hiroshima and kept a daily diary about the women, children and old men that he treated on a daily basis in the hospital. The doctor was badly injured himself but recovered enough to help others and his account of the personal tragedies of innocent civilians who were either badly burned or died as a result of the bombing puts the moral issue into a clear perspective for all of us to consider.

    Now that we live in the nuclear age and there are enough nuclear weapons spread around the world to destroy civilization, we need to face the fact that America is the only country to have used this awful weapon and that it was unnecessary to have done so. If Americans would come to recognize the truth, rather than the myth, it might cause such a moral revolt that we would take the lead throughout the world in realizing that wars in the future may well become nuclear, and therefore all wars must be avoided at almost any cost. Hopefully, our knowledge of science has not outrun our ability to exercise prudent and humane moral and political judgment to the extent that we are destined for extermination.

    Global Hiroshima

    Hiroshima was destroyed by a single atomic weapon, giving rise to the Nuclear Age, an era characterized by humankind living precariously with weapons capable of destroying the human species. Should the incredible dangers of nuclear weapons not have been immediately apparent from the destruction of Hiroshima and, three days later, of Nagasaki, throughout the Nuclear Age there have been repeated warnings of their unprecedented capacity for destruction. These warnings have come from scientists, military leaders, religious leaders and, occasionally, political leaders. Mostly, these warnings have fallen on deaf ears.

    Sixty-one years after the destruction of Hiroshima on August 6, 1945, and 15 years after the ending of the Cold War, there are still some 27,000 nuclear weapons in the world. Over 95 percent of these are in the arsenals of the US and Russia, with some 4,000 of these kept on hair-trigger alert, ready to be fired in moments. In addition, seven other countries now possess nuclear weapons: UK, France, China, Israel, India, Pakistan and North Korea. All of the nuclear weapons states continue to improve and test missile delivery systems for their nuclear warheads.

    Throughout the Nuclear Age there have been accidents, miscalculations and near inadvertent nuclear wars. The closest we may have come to nuclear war was the Cuban Missile Crisis in 1962, tense days in which decision makers in the US and USSR struggled to find a way through the crisis without an escalation into nuclear exchange. In the 44 years since that crisis, despite other close calls, humankind collectively has relaxed and let down its guard against the dangers these weapons pose to all.

    It has been widely accepted that nuclear weapons are illegal and immoral because they are weapons of mass murder that do not distinguish between civilians and combatants. Ten years ago, the International Court of Justice concluded that there exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects. Progress toward this goal has not been reassuring. No such negotiations are currently in progress. Most political leaders in the US are more concerned with the reliability of nuclear weapons than with finding a way to eliminate them.

    To safely navigate the shoals of the Nuclear Age, three key elements are needed: leadership, a plan, and political will. Only one country currently has the capacity to provide this leadership and that is the US. A spark of hope that such leadership might exist briefly flared during the Reagan presidency when Presidents Reagan and Gorbachev came close to an agreement on nuclear disarmament at their summit in Reykjavik, Iceland. Their good intentions faltered on the divisive issue of missile defenses. Since then, no high-ranking American political leader, including members of the Senate, has spoken out for a world free of nuclear weapons. President Bush’s leadership on the issue of nuclear disarmament has been non-existent and, in fact, has set up obstacles to achieving this goal.

    The years pass with the threat of nuclear Armageddon hanging over us, and we wait, seemingly in vain, for political leaders to emerge who are willing to make the abolition of nuclear weapons a high priority on the political agenda. We continue to wait for political leaders who will challenge the nuclear double standards, which assume that some countries can maintain nuclear weapons in perpetuity while other countries must be forever content to forego these weapons.

    We wait for political leaders who will advance a viable plan for the phased elimination of nuclear weapons. Civil society has been able to devise a Model Nuclear Weapons Convention, a draft treaty to eliminate nuclear weapons, so certainly government leaders should be able to do so as well.

    After 61 years of the Nuclear Age, it seems clear that the political leaders needed to achieve a nuclear weapons-free world are unlikely to emerge from existing political systems and structures. These leaders will emerge only if ordinary people demand such leadership. The leaders will have to be led by the people toward assuring a future free of nuclear threat. Absent a sustained surge of political pressure from below, humanity will continue to drift toward increased nuclear proliferation, nuclear terrorism and, finally, nuclear annihilation. The choice remains ours: a future free of nuclear threat or a global Hiroshima. The stakes could not be higher.

    The world is following a sure and steady path toward the nuclear abyss. It is being led in this direction not so much by small rogue states as by the most powerful of all states, the United States of America. US nuclear policies are placing the world on a collision course with disaster. The US seeks to deter and inhibit states deemed to be unfriendly to US interests from developing nuclear arsenals, while at the same time turning a blind eye to the nuclear programs of states deemed to be friendly to US interests. Moreover, US policies assume an unquestioned right for the US and other established nuclear weapons states to maintain this status. Such continued and blatant double standards cannot hold.

    The US initiated a war against Iraq on the false premise that it had programs to create nuclear and other weapons of mass destruction. Further, the US has developed contingency plans for the use of nuclear weapons against Iraq, Iran, North Korea, Syria and Libya.(1) At the same time the US protects Israel’s nuclear program from international censure, and seeks to change US non-proliferation laws in order to provide nuclear materials and technology to India and Pakistan, two countries that developed nuclear weapons outside the Non-Proliferation Treaty (NPT).

    The only real hope to avoid lurching into the nuclear abyss is that people throughout the world, and particularly those in the US, will demand that these weapons be abolished before they abolish us. It is a daunting task, but one that is necessary if we are to save civilization and life on earth. In light of the modest gains that have been achieved to date in relation to the enormity of the challenge presented by nuclear weapons, the task is all the more essential.

    Deterrence Is a Failed Strategy

    For most of the Nuclear Age, the security of powerful nations has rested upon a theoretical construct known as deterrence. Deterrence theory posits that nuclear attacks can be prevented by the threat of nuclear retaliation. For the most powerful nations, the theory has spawned threats of massive nuclear retaliation, sufficient to destroy not only the attacking nation, but likely civilization and much if not all life on Earth.

    One of the great fallacies of strategic thinking in the Nuclear Age is that deterrence theory is based upon rationality. The theory holds that a rational actor will not attack an enemy that could massively retaliate against one’s own country. But what would happen if there were irrational actors in the system? What would happen, for example, if the leader of a small nation in possession of nuclear weapons believed irrationally that he could attack a more powerful country with impunity? What would happen if a leader was suicidal and didn’t care about the prospects of retaliation? In such cases, deterrence would fail and the nuclear threshold would again be crossed with devastating consequences that cannot be fully foreseeable.

    In addition to being a theory based upon only rational actors, deterrence theory requires that it must be physically possible to retaliate against an attacker and that a potential attacker must understand this. Thus, deterrence theory has no validity against a non-state terrorist organization such as al Qaeda. Should such an organization obtain nuclear weapons, deterrence would be of no avail. The only security against a terrorist nuclear attack is prevention – preventing nuclear weapons or the materials to make them from falling into the hands of terrorists. There is no tolerance for error.

    In the case of non-state extremism, security cannot rest upon deterrence. This means that a powerful country does not increase its security by adding to the quality or quantity of its nuclear arsenal. Rather, the opposite is the case. The fewer nuclear weapons there are in the world, the less possibility there would be for one or more of these weapons to fall into the hands of an extremist organization. The same is true of weapons-grade nuclear materials.

    Nuclear Weapons and Power

    The advent of nuclear weapons represented a enormous leap in the power of weaponry. The development of these weapons by elite scientists during World War II successfully tapped the potentially vast power inherent in Einstein’s theory, E = mc2, for destructive purposes. While humans have always devised destructive weapons, nuclear weapons moved the bar of destructiveness to new heights. With nuclear weapons, a single weapon could destroy a city, as demonstrated at Hiroshima and Nagasaki. Those who created or obtained these weapons seemed to possess a unique and special power of death over life. In the aftermath of World War II, this power was possessed at first only by the United States, but over the next decades other countries would join the nuclear club: the Soviet Union, United Kingdom, France, China, Israel, India, Pakistan and, most recently, North Korea.

    But the power conferred by nuclear weapons is ghostly and illusory, for it cannot be used without causing death and destruction on such a massive scale that the attacker would be branded by all the world as cowardly and inhuman. In the case of the use of nuclear weapons at Hiroshima and Nagasaki, the US justified its attacks both to its own people and to the world as necessary to end a long and brutal war in which it had been the victim of an unprovoked attack. Since then, nuclear weapons have dramatically increased in power, but the ability to use the weapons has been curtailed by psychological constraints against such massive killing. This has been true even when a nuclear-armed country is losing a war, as was the case with the US in Vietnam or the Soviet Union in Afghanistan.

    Nuclear weapons are more useful to relatively weak actors than to those who are already powerful in other ways. For example, they may give North Korea the ability to deter the United States, and Pakistan the ability to deter India. Beyond the possibility of deterrence, nuclear weapons in the hands of an extremist organization would provide the potential to bring even the most powerful countries to their knees by destroying their cities.

    The Logic of Self-Interest

    A further negative consequence of reliance upon nuclear weapons is that a nuclear weapons state must not only be concerned with safeguarding its own nuclear arsenal and weapons grade nuclear materials, but must also be concerned with the capacity of all other nuclear weapons states to protect their arsenals and nuclear materials. It must be assumed that extremist groups would seek to prey upon the weakest links among the states in possession of nuclear weapons.

    It is in the self-interest of the most powerful states to lead the way to nuclear disarmament. The logic for this position can be set forth as follows:

    1. Large nuclear arsenals are like dinosaurs in having little adaptability to changing strategic circumstances.
    2. The more powerful the nation in conventional terms, the less utility for security is provided by a nuclear arsenal.
    3. Weaker countries, particularly those threatened by more powerful adversaries, have the greatest incentive to develop nuclear arsenals for purposes of deterring a nuclear armed adversary.
    4. The more states that develop nuclear arsenals, the greater the danger will be that these weapons or the materials to make them will fall into the hands of non-state extremists.
    5. Non-state extremists will not hesitate to use these weapons against far more powerful states without fear of retaliation.
    6. It is strongly in the security interests of powerful states to minimize the possibility of nuclear weapons falling into the hands of extremist groups.
    7. The nuclear policies of the most powerful nuclear weapons states must have zero tolerance for nuclear weapons or materials from any state falling into the hands of extremist groups.
    8. Preventing extremist groups from obtaining nuclear weapons can only be achieved by dramatically reducing the number of nuclear warheads in the world and bringing the remaining weapons and materials to make them under effective international control.
    9. To achieve this will require a high degree of international cooperation with leadership from the principal nuclear weapons states.
    10. Only the United States, as the world’s most militarily powerful state, can effectively initiate such cooperative action, and it is strongly in US security interests to do so.

    A Failure to Heed Warnings

    From the very beginning of the Nuclear Age, prophets have warned of the dangers to humanity. The warnings have been passionate and numerous. They have come from individuals in all walks of life – scientists, physicians, literary figures, philosophers and generals. Albert Einstein warned, “The unleashed power of the atom has changed everything save our modes of thinking, and thus we drift toward unparalleled catastrophe.”

    But such warnings seem to have fallen on deaf ears among our political leaders. Despite the end of the Cold War, reliance on nuclear weapons for the security of powerful nations has not diminished. The United States appears intent upon developing a Reliable Replacement Warhead (RRW), a move that will ensure not only the reliability but the continuation of the US nuclear arsenal for many decades into the future. In doing so, we are sending a message to other nuclear and potential nuclear weapons states that these weapons are useful. With the US abandonment of the Anti-Ballistic Missile Treaty (ABM), Russia has improved the capabilities of its missile delivery system to assure that its nuclear-armed missiles would not be intercepted by the US missile defense system. China has responded by modernizing and expanding its nuclear arsenal.

    In the sixty years of the Nuclear Age, there has been no fundamental shift in thinking among those in possession of nuclear weapons. The weapons are deemed necessary to prevent others from initiating a nuclear attack, even in post-Cold War circumstances in which nuclear weapons states do not view each other as enemies, with the exception of India and Pakistan. Rather than seize the opportunity to dramatically reduce and dismantle their nuclear arsenals, the principal nuclear weapons states seek to assure the reliability of the weapons and their delivery systems. In doing so, they fail to close the door on nuclear proliferation to other states and extremist organizations. They leave open the possibility of future nuclear attacks.

    A Unique Responsibility

    On the fifth anniversary of the United Nations Millennium Summit, Kofi Annan, the Secretary-General of the United Nations, issued a report, “In larger freedom: towards development, security and human rights for all.” In this report, the Secretary-General stated, “…the unique status of nuclear-weapon States also entails a unique responsibility, and they must do more, including but not limited to further reductions in their arsenals of non-strategic nuclear weapons and pursuing arms control agreements that entail not just dismantlement but irreversibility. They should also reaffirm their commitment to negative security assurances. Swift negotiation of a fissile material cut-off treaty is essential. The moratorium on nuclear test explosions must also be upheld until we can achieve the entry into force of the Comprehensive Nuclear Test-Ban Treaty.”(2) The Secretary-General urged the parties to the Non-Proliferation Treaty to endorse these measures at the 2005 NPT Review Conference, but unfortunately the nuclear weapons states, led by the United States, exercised their power in such a way as to assure that the Review Conference ended without agreement and in failure.

    The “unique responsibility” of the nuclear weapons states falls to them both because of their power and because of their obligations. The Non-Proliferation Treaty itself lays out the basic responsibility of the nuclear weapons states: “…to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament….”(3) Following the entry into force of the NPT in 1970, the US and USSR continued to improve their nuclear arsenals for the next three decades. But at the 2000 NPT Review Conference, they agreed to 13 Practical Steps for Nuclear Disarmament, including an “unequivocal undertaking…to accomplish the total elimination of their nuclear arsenals….”(4) This promise, like others made over the years, proved to be little more than words, as the US worked against progress on nuclear disarmament in the Geneva-based Conference on Disarmament and at the 2005 NPT Review Conference.

    The ICJ Opinion

    In 1996, the International Court of Justice issued an advisory opinion on the illegality of the threat or use of nuclear weapons. The Court found that “the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles and rules of humanitarian law.”(5) The Court went on to indicate its inability to determine the law in the particular instance when the survival of a state was at stake. It found that “in view of the current state of international law, and of the elements of fact at its disposal, the Court cannot conclude definitively whether the threat or use of nuclear weapons would be lawful or unlawful in an extreme circumstance of self-defence, in which the very survival of a State would be at stake.”(6) It is important to note that the Court was not saying that under such circumstances the threat or use would be lawful, but only that it could not make that determination.

    The Court then took the unusual step of going further than asked and unanimously concluding, “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”(7) The Court left no doubt that the nuclear disarmament commitment set forth in Article VI of the Non-Proliferation Treaty was a legal commitment binding upon the nuclear weapons states.

    Barriers along the Path

    There have been legal and moral barriers, as well as those of practicality and security, along the twisted path leading to the nuclear abyss. But despite promises, obligations and apocalyptic warnings, the nuclear weapons states continue to move surely and steadily down this deadly path. Legal, moral and practical barriers have not been sufficient to move the leaders of nuclear weapons states to step away from this path. It is perhaps worth contemplating what might lead to a change in direction.

    Changing Direction

    Determining what needs to be done is not the difficult part of the task. Many important proposals have been put forward for changing directions and moving away from the nuclear abyss. One example of these was the seven-step proposal by Mohamed ElBaradei, the Director-General of the International Atomic Energy Agency and the 2005 Nobel Peace Laureate. He called for the international community to take the following seven steps:

    1. A five-year hold on additional facilities for uranium enrichment and plutonium separation;
    2. Speeding up existing efforts to modify the research reactors worldwide operating with highly enriched uranium and converting them to use low-enriched uranium, not suitable for making bombs.
    3. Raising the bar for inspection standards to verify compliance with Non-Proliferation Treaty obligations.
    4. Calling upon the UN Security Council to act swiftly and decisively in the case of any country withdrawing from the NPT.
    5. Urging states to pursue and prosecute any illicit trading in nuclear material and technology.
    6. Calling upon the five nuclear weapon states that are parties to the NPT to accelerate implementation of their “unequivocal commitment” to nuclear disarmament.
    7. Acknowledging the volatility of longstanding tensions that give rise to proliferation, in regions such as the Middle East and the Korean peninsula, and take action to resolve existing security problems and, where needed, provide security assurances.(8)

    ElBaradei emphasized that all steps required a concession from someone, and that none would work in isolation. As ElBaradei stresses, concessions must come from all, including the nuclear weapons states, which must change their policies. At present, the nuclear weapons states seek to prevent proliferation, but are failing to fulfill their disarmament obligations. They seem content to live indefinitely in a world of nuclear “haves” and “have-nots.” This is a short-sighted perspective, one that is not sustainable. Until this is recognized by the leaders of the nuclear weapons states, there is not much hope to achieve a balanced approach to preventing nuclear proliferation and achieving nuclear disarmament.

    The Need for Leadership

    If the world is going to move in a new direction, away from the nuclear abyss, certain qualities of leadership will be needed. These include:

    Imagination: the ability to imagine the consequences of remaining on the path we are on.

    Respect for human dignity: the recognition that nuclear weapons and human dignity are incompatible.

    Vision: the ability to see another way forward, a world in which security can be obtained without reliance on nuclear weapons.

    Courage: the willingness to challenge the business-as-usual ingrained attitudes of the defense establishment and its so-called security experts.

    One notable leader of a nuclear weapons state, Mikhail Gorbachev, came to office with these qualities and proposed in the mid-1980s that nuclear weapons be abolished by the year 2000. Unfortunately, he was not in a position to act alone, but needed the support of the United States. He came close to achieving this when he met with US President Ronald Reagan at the Reykjavic Summit in 1986. The two leaders talked seriously about eliminating all nuclear weapons, but their agreement faltered on the issue of missile defenses, which Reagan was committed to implementing and Gorbachev feared.

    We cannot count on another political leader to emerge with these qualities. Rather than waiting for such a leader to come along and save humanity, ordinary people must become leaders and create the necessary political will that leaders of nuclear weapons states will have no choice but to act nobly and in the interests of all humanity. Awakening the people of the world to accept this responsibility is the work of civil society organizations committed to these issues. It is certainly the greatest challenge of our time.

  • Review of David Schalk’s War and the Ivory Tower

    “History,” the French philosopher Julien Benda once remarked, “is made from shreds of justice that the intellectual has torn from the politician.” This contention may overestimate the power of the former and underestimate the power of the latter. But it does point to a tension between intellectuals and government officials that has existed at crucial historical junctures–for example, in late nineteenth century France (where the term “intellectual was first coined in connection with the Dreyfus affair) and in the late twentieth century Soviet Union (where intellectuals provided the major source of dissent).

    This tension is well-illustrated by David Schalk’s excellent study, War and the Ivory Tower, an examination of intellectual engagement during France’s war in Algeria (1954 to 1962) and America’s war in Vietnam (1964 to 1975). Originally published in 1991 and reissued in 2005, this book has new prefaces by Benjamin Stora (a French historian, born in Algeria) and George Herring (a U.S. diplomatic historian), as well as a new introduction by Schalk (a specialist on European intellectual history).

    Schalk defines intellectuals by what he calls “their more abstract and distantiated social role which sharply contrasts with almost all others in a modern society. Their function involves a certain kind of creativity, usually through the written word and dealing with ideas in some fashion, often applying ideas in an ethical way that may question the legitimacy of the established authorities.” Thus, “a significant percentage of the professoriate and some journalists” can be classified as intellectuals, as can “a substantial portion of the artistic community . . . who theorize in print about their creativity.” In his view, “there was, and perhaps remains, a symbiotic relationship between the intellectual and engagement,” a French term meaning “critical dissent.”

    Schalk argues convincingly that there were remarkable similarities between the Algerian and Vietnam wars. These include: the use of torture; the looming precedent of the Nuremberg trials; anti-colonial revolt; the undermining of democracy; the murky style of diplomacy; the racist views of Western troops; the unjustified optimism and arrogance of military and political leaders; the forced relocation of civilian populations; and the transformation of the two nations’ countrysides into vast “free fire zones,” in which the military sought to destroy everything that moved.

    There were also important differences, he notes, among them the relative absence of Marxism within Algeria’s National Liberation Front (FLN); the large French settler population in Algeria; and the presence in France of some 300,000 Algerian workers, whose monthly remittances to the FLN and its government in exile paid a significant portion of the costs of the Algerian independence struggle.

    Albert Camus has often been cited as an example of French intellectual resistance to the Algerian war. But, as Schalk reveals, Camus was conflicted about the struggle in Algeria, and at times fell silent about it. “A far more relevant model,” Schalk notes, is provided by the French Catholic intelligentsia, especially the left-leaning intellectuals gathered around the monthly Esprit. From 1954 and 1962, that journal published 211 articles on the Algerian war, 42 of them by its co-director (and later director) Jean-Marie Domenach. The responsibility of intellectuals, argued Domenach, was to show that “between the frivolous word and the recourse to arms there exists a path”–the path, he eventually concluded, of nonviolent resistance and peaceful protest. The French Left, he believed, had to be awakened from its paralyzing sense of impotence so that it would no longer “cultivate a despair that is the secret weapon of tyranny.”

    As Schalk notes, Esprit’s prominence in resistance to the war did not mean that the French Catholic intelligentsia solidly opposed French policy. Indeed, some conservative Catholic intellectuals were keen supporters of France’s war in Algeria. Denouncing conscientious objectors, Monseigneur Jean Rodhain declared in 1960, contemptuously, that if they would not fight for France, they should “go and live in another country.”

    Jean-Paul Sartre and writers connected with his journal, Les Temps modernes, also played key roles in the resistance to the Algerian war. Once the full significance of that conflict became apparent to Sartre, Simone de Beauvoir, and their associates, they dealt with it extensively in that journal. Schalk remarks that, as “the guiding spirit” behind Les Temps modernes, “Sartre channeled much of his amazing energy and intellectual power into the struggle to end the war.” His articles dealt “unsparingly with issues of collective guilt and thus the historical parallel with the Nazi years, torture, war crimes, and the danger of fascism.” He also published a report on the first clandestine congress of the Young Resistance, a group of draft resisters, with the mission of helping deserters and those who refused induction to leave France and locate employment elsewhere.

    In the fall of 1960, Sartre and others created a sensation by circulating what became known as the Manifesto of the 121, the “Declaration on the Right of Insubordination in the Algerian War.” Banned by the government and consequently unpublished (e.g. the pages of Les Temps modernes where it was to appear remained conspicuously blank), it sharply denounced the Algerian war, noting that “French militarism . . . has managed to restore torture and to make it once again practically an institution in Europe.” The signers declared that they “respect and deem justified the refusal to take up arms against the Algerian people,” as well as the “conduct of Frenchmen who . . . supply aid and protection to Algerians who are oppressed in the name of the French people.” They concluded that “the cause of the Algerian people, who are contributing in a decisive manner to destroying the colonial system, is the cause of all free men.”

    The most dramatic and controversial act of resistance by French intellectuals was organized by Francis Jeansen, a philosopher and former protégé of Sartre’s. In a powerful statement published in Esprit in May 1957, he pointed to French war crimes in Algeria, observing that “this politique is ours, these horrors are imputable to us.” In Jeansen’s view, the terrible responsibility borne by the French for their disgraceful behavior in Algeria necessitated extraordinary action. Consequently, he and his students began transporting suitcases filled with money from Algerian workers in France across the border to Swiss banks. From there the money was funneled toward the purchase of weapons for the Algerian independence struggle. Although some of Jeansen’s associates were arrested and tried, he was never caught by the French secret police, despite the fact that he surfaced briefly in Paris for a clandestine press conference.

    These activities, led by prominent French intellectuals, fed into accelerating displays of public resistance. A silent protest against the war took place in Paris in June 1957. Banned by the government, it nevertheless drew some 500 to 600 people, including Sartre and Francois Mauriac; 49 of them were arrested for this “crime.” In December 1961, 50,000 people turned out for a march in Paris to protest OAS terrorism. This march also was banned by the government and was broken up by police, with more than a hundred participants hospitalized as a result of police brutality. In February 1962, when the authorities finally granted legal authorization for a peace demonstration, a crowd of half a million surged through Paris.

    As this account suggests, resistance to the war occurred against the backdrop of significant verbal and physical assault. Addressing French veterans’ groups, Robert LaCoste, France’s Resident Minister in Algeria, accused “the exhibitionists of the heart and the intellect who have mounted the campaign against torture” of being “responsible for the resurgence of terrorism. . . . I present them to you for your scorn.” Esprit’s increasingly critical stand led to arrests, fines, and seizures of issues of the journal by the government. On two occasions, the OAS bombed the headquarters of Esprit with plastic explosives. Sartre’s apartment and the offices of Les Temps modernes were also bombed with plastic explosives, and pro-war militants marched through the streets of Paris calling for his assassination.

    Despite the obstacles erected by the government and colonialist fanatics, however, by the end of the war French intellectuals were in a state of revolt, with the vast majority of them denouncing France’s role in Algeria.

    Similarly, notes Schalk, among American intellectuals–and particularly those affiliated with elite educational institutions and those who constituted the country’s most famous novelists, essayists, artists, and poets–opposition to the U.S. war effort in Vietnam became “overwhelming.” In October 1969, for example, the Harvard faculty voted 255 to 81 against U.S. military involvement in Vietnam, and 391 to 16 in support of the upcoming Moratorium Day against the war. An endless stream of antiwar petitions appeared in the New York Times and elsewhere, signed by faculty at top universities and by other intellectual luminaries.

    The most influential of these petitions–inspired by the Manifesto of the 121–was the “Call to Resist Illegitimate Authority,” which appeared in the October 12, 1967, issue of the New York Review of Books. Signed by Philip Berrigan, Noam Chomsky, Paul Goodman, Denise Levertov, Dwight Macdonald, Herbert Marcuse, Linus Pauling, Susan Sontag, and others, the “Call” argued that the kinds of actions taken by U.S. troops in Vietnam–the destruction of villages, the internment of civilian populations in concentration camps, and summary executions of civilians–were those that America and its World War II allies “declared to be crimes against humanity . . . and for which Germans were sentenced at Nuremberg.” Everyone “must choose the course of resistance dictated by his conscience and circumstances,” they argued, but resistance to military service in Vietnam is “courageous and justified.” Addressing “all men of good will,” they asked them to join “in this confrontation with immoral authority. . . . Now is the time to resist.”

    The New York Review, the nation’s leading intellectual journal, devoted enormous attention to the Vietnam War, publishing 262 articles on the subject between 1964 and 1975. The most famous of them, Schalk notes, was Noam Chomsky’s “The Responsibility of Intellectuals,” which appeared in February 1967. In numerous ways, it set the tone for the “Call to Resist Illegitimate Authority,” and represented the shift of American intellectuals from educational efforts to calls for extralegal action. “It is the responsibility of intellectuals to speak the truth and to expose lies,” Chomsky wrote. But he contrasted this obligation with the practices of establishment intellectuals, who lied and dissembled to serve power. The moral was clear: in the circumstances of the Vietnam War, the only appropriate response was resistance.

    In later writings, Chomsky admitted that he felt “uncomfortable about proposing draft refusal publicly, since it is a rather cheap proposal from someone my age.” But he did advocate tax resistance, “both because it symbolizes a refusal to make a voluntary contribution to the war machine and also because it indicates a willingness . . . to take illegal measures to oppose an indecent government.” In addition, Chomsky participated in antiwar demonstrations and was arrested during the October 1967 march on the Pentagon. Like almost all other American and French intellectuals, though, Chomsky consistently rejected violent protest. He wrote: “Continued mass actions, patient explanation, principled resistance can be boring, depressing. But those who program the B-52 attacks and the `pacification’ exercises are not bored, and as long as they continue in their work, so must we.”

    Other key U.S. intellectuals also became engagé, including Hans Morgenthau, Robert Lowell, Elizabeth Hardwick, Joseph Heller, Mary McCarthy, Norman Mailer, Muriel Rukeyser, Eric Bentley, Ann Sexton, William Styron, Anais Nin, Henry Steele Commager, and Robert Penn Warren. Draft counseling, teach-ins against the war, and antiwar commencement ceremonies preoccupied some of America’s most illustrious minds. “For many intellectuals,” observes Schalk, “the Vietnam episode lay in a special category. It stood outside the normal realm of debate.” As Martin Bernal put it, in yet another article in the New York Review, the Vietnam War could be categorized with “Nazi concentration camps.” Reflecting their bitterness, Susan Sontag wrote in 1967: “America has become a criminal, sinister country–swollen with priggishness, numbed by affluence, bemused by the monstrous conceit that she has the mandate to dispose of the destiny of the world, of life itself, in terms of her own interests and jargon.”

    The powerful, of course, were enraged by the engagement of the intellectuals. Officials in the Johnson and Nixon administrations denounced them, launched investigations of them, placed them on “enemies” lists, attempted to disrupt their activities, and prosecuted them. In 1968, Benjamin Spock, William Sloane Coffin Jr., Mitchell Goodman, Marcus Raskin, and Michael Ferber were indicted for counseling, aiding, and abetting draft registrants to “fail, refuse, and evade” service in the U.S. armed forces; among the “overt acts” cited in the indictment was the “Call to Resist Illegitimate Authority.” Father Daniel Berrigan, after indictment for the destruction of draft records, declared himself a “fugitive from injustice” and went underground, from which he somehow granted interviews and made public appearances. Other prominent intellectual critics of the war, such as Staughton Lynd, had their academic employment challenged or terminated.

    Schalk places this chronicle of escalating engagement in France and the United States within three stages: a pedagogical stage, in which intellectuals critiqued official justifications for their country’s wars; a moral stage, in which they challenged the ethical basis of their country’s behavior; and a counter-legal stage, in which they promoted civil disobedience. This model proposed by Schalk nicely fits the trend of resistance in both countries.

    Indeed, Schalk has written a masterly work, which has stood up extraordinarily well in the years from its initial publication to this new edition, which appeared in late 2005. His careful style, thorough research, and judicious conclusions make this an excellent study of intellectual engagement. Its relevance goes beyond the crises of conscience in France and the United States over their governments’ brutal wars in the Third World to the role of intellectuals in modern society.

    In this broader framework, Schalk speculates on whether intellectual engagement is a phenomenon solely of the past, and concludes that it probably is not. But “to elicit a profound moral reaction from its intellectual elites,” he maintains, “a government in power has to do something stupid and evil enough.” Furthermore, “the external historical situation . . . must not appear totally hopeless and impermeable to change.”

    George Herring, in his preface to the book, takes up this issue and applies it to American intellectuals and the current U.S. war in Iraq. “The insurgency that began in Iraq after the . . . spring 2003 U.S. invasion bears a marked resemblance to the wars in Algeria and Vietnam,” he observes. “The Abu Ghraib scandal calls forth memories of French torture in Algeria and the notorious tiger cages at Con Son in South Vietnam. Indeed, the sometimes-bewildered looks on the faces of American soldiers in Iraqi cities are reminiscent of the expressions of those who fought earlier wars in Algeria and Vietnam.” And, yet, he notes, intellectual dissent has been relatively muted. “Where is the outrage against government lies and blundering? Where is the call to resist illegitimate authority?”

    There are signs, though, that a storm has been gathering, and that the intellectuals, now restive, will once again lead the way in fearlessly exposing the lies and mendacity of the powerful, as they did so effectively during the Algerian and Vietnam wars. And if they do plunge once more into public debate and resistance, they will surely build upon the exemplary stance of their predecessors, chronicled so brilliantly in War and the Ivory Tower.

    Years ago, with his characteristic pessimism, Chomsky wondered gloomily what would happen to historical consciousness of the Vietnam War “as the custodians of history set to work.” But, as David Schalk shows us, a sensitive and forthright historian can illuminate the darkened terrain of the past and of the present.
