  • The Man in the TNT Vest

    Imagine a man wearing a TNT vest were to come into the room and, before you could escape, managed to tell you that he wasn’t a suicide bomber. He didn’t have the button to set off the explosives. Rather, there were two buttons in very safe hands. One was with President Obama and the other was with President Medvedev, so there was nothing to worry about. You’d still get out of that room as fast as you can!

    Just because we can’t see the nuclear weapons controlled by those two buttons, why do we stay in this room? As we would if confronted by the man in the TNT vest, we need to be plotting a rapid escape. Instead, we have sat here complacently for roughly 50 years, trusting that because Earth’s explosive vest hasn’t yet gone off, it never will.

    Before society will look for an escape route, we have to overcome its mistaken belief that threatening to destroy the world is somehow risk free. Changing societal thinking is a huge task, but as with achieving the seemingly impossible goals of ending slavery and getting women the vote, the first step in correcting this misperception is for courageous individuals to speak the truth: The nuclear emperor has no clothes — except for that stupid vest!

  • Indefensible: David Krieger on the Continuing Threat of Nuclear Weapons

    In 1963 the prospect of war was on many Americans’ minds. The U.S. was increasing its military presence in South Vietnam and had come to the brink of a nuclear conflict with the Soviet Union a year earlier, during the Cuban Missile Crisis. David Krieger was fresh out of Occidental College with a degree in psychology. Wanting to experience a foreign culture, he traveled to Japan, where he visited the sites of the World War II atomic bombings in Hiroshima and Nagasaki. The experience left an indelible impression on the future nuclear-disarmament activist. “In the U.S. we viewed the bomb as a technological achievement that shortened the war,” he says. “The Japanese, however, viewed the atomic bombings as humanitarian catastrophes. It brought home to me the ways in which our government — perhaps any government — develops a narrative to justify its actions.”

    After he returned to the States in 1964, Krieger was drafted into the army and got permission to join the reserves so that he could attend graduate school at the University of Hawaii. In 1968, having earned his PhD in political science, he was called to active duty, and a year later he was ordered to Vietnam. Convinced that the war was immoral and illegal, he applied for conscientious-objector status. When his application was denied, Krieger sued in federal court and won. It was another turning point for him. He’d learned that one could successfully challenge powerful institutions, even the U.S. government.

    Krieger went on to become a professor and to work for think tanks and international organizations that supported nuclear disarmament. He also earned a law degree from the Santa Barbara College of Law in California and served as a temporary judge for the Santa Barbara County courts. In 1982 he cofounded and became president of the Nuclear Age Peace Foundation (www.wagingpeace.org), where he has remained for thirty years, working for a world free of nuclear weapons. The organization currently has fifty-six thousand members, and Krieger has appeared on cnn and msnbc and is a frequent contributor to national print media. He is the author or editor of more than twenty books, most recently The Path to Zero: Dialogues on Nuclear Dangers, coauthored with Richard Falk.

    Although Krieger has opposed nuclear weapons primarily through educational and advocacy efforts, in February 2012 he was arrested — along with his wife, Carolee, Daniel Ellsberg, Cindy Sheehan, Father Louis Vitale, and ten other activists — for engaging in civil resistance at a test of the Minuteman iii nuclear-missile system at Vandenberg Air Force Base in California. Asked how he felt after his arrest, Krieger said, “Exhilarated.”

    For this interview Krieger met with me at his office in a converted two-story Victorian house on a tree-shaded street in downtown Santa Barbara. In person he is disarmingly calm, even-tempered, and optimistic. Though he views current U.S. policy as a threat to humanity’s future, he reveals no bitterness, anger, or haste. He is engaged in this struggle for the long haul and believes that most people, once they understand the dangers, will join him.

    Goodman: How many nuclear weapons are there in the world today?

    Krieger: Far too many. Nine countries have a total of almost twenty thousand nuclear weapons. More than 90 percent are in the arsenals of the United States and Russia. The remaining weapons are divided among the United Kingdom, France, China, Israel, India, Pakistan, and North Korea.

    The U.S. has far more nuclear weapons deployed — 1,800 — than there are reasonable targets, especially considering that Russia is more than nominally our friend and China is one of our major trading partners. And we retain thousands more in reserve.

    Goodman: Why so many?

    Krieger: You’d have to ask the U.S. government, which has been reluctant to commit to a nuclear-weapons ban because it has found the arms useful for imposing its will on other nations. We can threaten, “Do as we say, or else.” I see this as an extraordinarily dangerous gambit, however, as we may be challenged to make good on our threat. The potential consequences of using nuclear weapons are so horrendous that any risk of their use is too high.

    Goodman: The number of nuclear weapons has fallen from a peak of seventy thousand in 1986. Are the numbers still going down?

    Krieger: Yes, they are still going down. The world has shed fifty thousand nuclear weapons since the 1980s. That’s a terrific accomplishment. But it’s not enough, especially given that the U.S. and its nato allies made no commitment to further nuclear-arsenal reductions when they met in 2012. And nato reaffirmed its commitment to nuclear weapons at its 2012 summit in Chicago.

    The only number that is truly significant is zero, and, more than twenty years after the end of the Cold War, the nuclear-armed countries still have no real plan to get there.

    Gandhi, when asked about the U.S. using nuclear weapons against Japan, said that we could see the effect on the cities that were destroyed, but it was too soon to know what effect the bomb would have on the soul of the nation that used it. In many respects the soul of America has been compromised. We can’t go on developing ever more powerful weapons indefinitely. Those of us born at the onset of the nuclear age are challenged in ways unknown to previous generations, because we grew up in a world in which humans have the capability to destroy everything. If the taboo on nuclear use in warfare, which has existed since 1945, is broken, the consequences could be eight thousand years of civilization coming to an end and a radio­active planet. One nuclear weapon dropped on New York City could be sufficient to destroy the U.S. as a functioning nation. But it’s not too late. We still have the capacity to walk back from the brink.

    Goodman: Why is there not a greater sense of urgency today about the need to reduce nuclear arsenals?

    Krieger: Nuclear weapons have been sold to the public as a necessary protection against nuclear attack. People have bought into the theory of deterrence — the idea that the fear of nuclear retaliation will keep the peace between the nuclear-armed powers. But a terrorist organization could still use a nuclear weapon and leave no way to retaliate because it has no discernible territory. And if just having nuclear weapons actually protects us, then why do we design so-called missile-defense systems to shoot down intercontinental ballistic missiles? We are planning for nuclear war as if it were winnable, not unthinkable. That is not rational.

    Another reason for the seeming lack of concern is that too many people defer to experts. I think it is important for the public to reclaim the issue, as happened in 1982, when a million people gathered in New York’s Central Park to support a freeze on nuclear buildup.

    Goodman: What is the difference between long-range nuclear weapons and tactical nuclear weapons? Are the two kinds equally important to eliminate?

    Krieger: Long-range weapons are also called “strategic” nuclear weapons and have intercontinental-delivery capabilities. They can be launched from silos, submarines, or aircraft. Tactical nuclear weapons are smaller, with a limited range and generally less explosive power. Strategic weapons can do the most damage, but tactical weapons are more likely to get into the hands of terrorist organizations.

    The U.S. has already eliminated most of its tactical arsenal, but it retains some 180 tactical nuclear weapons in five European countries: Belgium, Germany, Italy, the Netherlands, and Turkey. Russia still has some three to four thousand of them. I believe that strategic and tactical nuclear weapons are equally important to eliminate. My goal is zero nuclear weapons on the planet.

    Goodman: What message does the U.S. send the rest of the world by maintaining such a large arsenal of nuclear weapons?

    Krieger: As long as the U.S. and other powerful nations claim to need nuclear weapons for security, it encourages additional countries to do the same. If the most powerful nation on the planet needs nuclear weapons, why wouldn’t every country need them? The more nuclear weapons there are, the greater the chance that they will end up in the hands of extremist groups or an irrational leader who will one day decide it is in his or her country’s national interest to use them.

    Goodman: Is the U.S. likely to use nuclear weapons again?

    Krieger: I certainly hope not, but so long as the weapons exist in the U.S. arsenal, there remains the possibility that they will be used. Most Americans would probably be surprised to discover that the U.S. has never had a policy of “no first use.” We have given some countries “negative security assurances” — that is, promises that we won’t attack them with nuclear weapons — but we give this only to nations that do not have nuclear weapons and that we believe are in compliance with the Non-Proliferation Treaty of 1970, a treaty that aims, in part, to prevent the spread of nuclear weapons. Countries that possess nuclear weapons or that the U.S. believes are out of compliance do not receive such assurances.

    Goodman: So we say that nuclear weapons are too dangerous to use, but we will not commit to not using them.

    Krieger: Actually, we don’t officially say that nuclear weapons are too dangerous to use. U.S. leaders reserve the right to use them under certain circumstances. If the U.S. were to adopt a no-first-use policy — and then get all the nuclear-armed countries to make the same pledge, with legal consequences for violation — it would be a significant step toward nuclear disarmament. But that doesn’t fit the policy of deterrence.

    General George Lee Butler, who was once in charge of all U.S. strategic nuclear weapons, writes, “Nuclear deterrence was and remains a slippery intellectual construct that translates very poorly into the real world of spontaneous crises, inexplicable motivations, incomplete intelligence, and fragile human relationships.” This is a denunciation of the very principle by which countries justify their possession of nuclear weapons.

    The policy of mutual assured destruction may have been successful during the Cold War between the U.S. and the Soviet Union, but it came close to ruinous failure. The decision makers in the Cuban Missile Crisis have said on many occasions that there was an enormous amount of misinformation and misunderstanding. They were later shocked to discover how much they didn’t know and how fortunate we were to avoid a full-out nuclear exchange between the U.S. and the Soviet Union.

    Goodman: Still, there has been no use of nuclear weapons for sixty-seven years.

    Krieger: We should not take too much comfort in that, because it’s a relatively short period in human history. That rationalization is analogous to a man who, having jumped from the top of a hundred-story building and fallen sixty-seven stories without a problem, thinks everything is fine.

    Also, you can’t prove that nuclear deterrence is the reason there hasn’t been a war. I could say with just as much certainty that the reason there hasn’t been a nuclear war is because people drink Coca-Cola. Correlation is not causation. We don’t know if both the U.S. and the Soviet Union having nuclear weapons prevented nuclear war. What we do know is that we came close to having a nuclear war on at least one occasion.

    Goodman: But the nuclear era is the longest period of peace between great powers in history.

    Krieger: It has resulted in numerous proxy wars, however. During the Cold War, conflicts were sparked by the power rivalry between the U.S. and the Soviet Union, and after the fall of the Soviet Union, the major nuclear powers’ continued pursuit of hegemony in critical regions of the world has caused much violence. Millions of people, primarily in poorer countries, have been the principal victims. Consider the wars in Vietnam, Afghanistan, and Iraq, among many others.

    Goodman: What are your biggest fears in regard to nuclear weapons?

    Krieger: I worry that humanity is stumbling toward its own extinction, and that the U.S. is leading the way. Americans don’t want to have to deal with the serious implications of our nuclear policy. We like to stay “above the fray,” which is the position of a pilot who drops the bomb. We want to keep the discussion on a technological or intellectual level and not deal with the terrifying possibility of the extinction of the human species and other complex forms of life on the planet. We don’t want to consider what it means to live in a society that bases its security on threatening to murder hundreds of millions of innocent people.

    Goodman: How many detonations would it take to end all life on the planet?

    Krieger: I don’t think anyone can answer that with certainty, but surely the U.S. and Russia each have enough thermo­nuclear weapons to accomplish it, should either country use them by accident or intention. Scientists have modeled what would happen if there were a relatively “small” nuclear war between India and Pakistan, involving fifty Hiroshima-sized bombs each on the other side’s cities. Those hundred nuclear weapons would, in addition to the destruction of the cities, put enough soot into the upper stratosphere to reduce the sunlight reaching the earth’s surface, decreasing temperatures, shortening growing seasons, causing crop failures, and leading to hundreds of millions of deaths, perhaps a billion, by starvation caused by famine. Using all or most of the deployed strategic nuclear weapons in the U.S. and Russian arsenals, perhaps even some smaller number of these weapons, could reduce temperatures to below freezing on most of the agricultural land in the northern hemisphere and result in the extinction of humans and other forms of complex life.

    Goodman: If terrorists were to detonate a single nuclear bomb in a major U.S. population center, how might it affect life in the entire country?

    Krieger: Hundreds of thousands, even millions, of people would die from the blast, more would die from the fires the blast would cause, and still more would die from the radiation poisoning, as happened in Hiroshima and Nagasaki. The detonation of a single nuclear bomb in New York City could be a thousand times worse than the 9/11 tragedy. It’s difficult to imagine the full psychological impact, but people throughout the country would be stunned and frightened about which city might be next. The long-term cleanup and reconstruction would be overwhelming. What would we do in response? Would we pick a country we felt was responsible and destroy one or all of its cities? And we are talking here about only one bomb setting all of this in motion.

    Goodman: How great is the risk of an accidental nuclear war?

    Krieger: It’s above zero, and any number other than zero is too great a risk. I also know that the more countries that develop nuclear weapons, the greater the risk of inadvertent nuclear war. Accidents happen, no matter how careful we are. The Russians thought they had control of the Chernobyl nuclear power plant. The operators were going through a routine exercise, and before they knew it, they had a meltdown on their hands. The Japanese thought they had control at the Fukushima Daiichi nuclear power plant before the tsunami hit. Human fallibility and natural disasters are always with us. A computerized training program could lead to the false belief that we are really under attack, as has happened before. Or a nuclear submarine could lose communication with the command structure or misinterpret a command. In 1995 a U.S.-Norwegian launch of a weather satellite was mistaken by the Russians as a missile attack aimed at Moscow. Boris Yeltsin was awakened in the middle of the night and told Russia was under attack. He had only a few minutes to decide whether or not to launch a “counterattack” against the U.S. Fortunately, Yeltsin took longer than the time allotted to him, and it became apparent that the satellite was not a rocket aimed at Moscow.

    There are many other examples of accidents that could have triggered nuclear detonations but didn’t. There have been midair refueling problems where nuclear weapons have fallen from planes, and planes have crashed with nuclear weapons onboard.

    Goodman: I presume we don’t fly nuclear-armed airplanes over foreign soil.

    Krieger: I believe that is our policy, but such incidents have occurred inadvertently. I can’t say with certainty whether it’s the policy of other nuclear-armed nations.

    Goodman: As a young adult you spent nearly a year in Japan and visited the cities of Hiroshima and Nagasaki. How do you respond to the common belief that the atomic bombs dropped on Japan in August 1945 saved lives by ending the war?

    Krieger: It’s interesting that, after the war, the number of lives supposedly saved by the bomb kept going up and up. At first they talked about 250,000. Within a relatively short time it was up to a million: I would say that’s a myth. The U.S. Strategic Bombing Survey, published in 1946, concluded that, even without the atomic bombs, and even without the Soviet Union entering the war in the Pacific, the fighting would have ended in 1945 without an Allied invasion of Japan. Japan had put out feelers to surrender, and the U.S. had broken Japan’s secret codes and knew about its desire to surrender, but we went ahead and bombed Hiroshima and Nagasaki anyway. Admiral William D. Leahy, the highest ranking member of the U.S. military at the time, wrote in his memoir that the atomic bomb “was of no material assistance” against Japan, because the Japanese were already defeated. He went on to say that, in being the first to use the bomb, the U.S. “had adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.”

    Goodman: How close is Iran to developing nuclear weapons?

    Krieger: Iran’s nuclear program has been under scrutiny by the International Atomic Energy Agency (iaea), and there is no evidence at this point that the Iranians have a nuclear-weapons program. They are enriching uranium to 20 percent u-235. You must enrich uranium to higher levels — 80 to 90 percent u-235 — to have the fissile material necessary for constructing nuclear weapons. But they could enrich to that level in the future, so it’s important to keep an eye on the situation. It would be reprehensible, however, to initiate an attack against Iran simply because it could potentially create highly enriched uranium.

    There’s been a subtle shift in the way information about Iran is being conveyed to the American people. The government has gone from talking about the danger of Iran “obtaining” nuclear weapons to talking about the danger of Iran having nuclear-weapons “capability.” Many countries have nuclear-weapons capability without possessing nuclear weapons. Germany and Japan are two. The Scandinavian countries, as well as Brazil and Argentina, probably have the means to make nuclear weapons, but they don’t have them.

    U.S. foreign policy might actually be pushing Iran toward a nuclear-weapons program. Iranians may view threats from the U.S. and Israel as dangerous to their sovereignty and well-being. George W. Bush described an “Axis of Evil” composed of Iran, Iraq, and North Korea. Iraq gave up its nuclear-weapons program, and the U.S. invaded, overthrew its government, and executed its leader. Meanwhile North Korea developed nuclear weapons, and the U.S. continues to negotiate with its leaders. If you were the leader of Iran and observed what’s gone on with the other two members of the so-called Axis, which path would you take?

    Goodman: Iran is led by a fundamentalist regime that many view as being of dubious sanity. Shouldn’t we worry about their having even nuclear-weapons capability?

    Krieger: They may be of dubious sanity, but that can be said of many regimes. There have been many leaders, in the U.S. and elsewhere, who have acted irrationally at times. If, in fact, Iranian leaders are insane and irresponsible, of course they should not have nuclear weapons. But they also should not have them even if they are perfectly sane. No one should.

    By the way, the Iranian situation points out a problem in the Non-Proliferation Treaty itself. A nuclear-power program gives a nation the ability to produce fissile materials for nuclear weapons, but Article iv of the Non-Proliferation Treaty refers to nuclear power as an “inalienable right.” Is there really such a “right” to nuclear power? How can we promote nuclear power and nuclear disarmament simultaneously? Personally, I would like to see us rethink the role of nuclear power in the world, because there is such a close connection between the nuclear fuel cycle and the ability to make nuclear weapons.

    Goodman: What should U.S. policy be toward Iran?

    Krieger: First, we should propose that Iran put the enriched uranium created by its nuclear plants under the safeguards of international inspectors. I think Iranians would accept this. Really, any process that creates fissile materials should be put under strict international control. That includes nuclear power in the U.S.

    Second, we should continue to apply sanctions to Iran if it does not allow full inspections of its nuclear fuel cycle.

    Third, U.S. policy needs to be in accord with the promise we made in 1995 to pursue a nuclear-weapons-free zone in the Middle East, and we cannot have that without the participation of Israel. It is almost universally believed that Israel has a relatively large nuclear arsenal, even though it does not admit to it.

    There are successful nuclear-weapons-free zones in a number of regions: Antarctica, Latin America and the Caribbean, the South Pacific, Southeast Asia, Africa, Central Asia and Mongolia. Virtually the entire southern hemisphere is composed of nuclear-weapons-free zones. There have been calls for such a zone in Northeast Asia, to include North and South Korea, Japan, parts of China, and the U.S. fleet in the region. But nuclear weapons are a global problem, and regional solutions will not be sufficient. We need to have a global set of negotiations to achieve a new treaty for the phased, verifiable, irreversible, and transparent elimination of nuclear weapons.

    Goodman: Why do we need a new treaty? What’s wrong with the existing one?

    Krieger: The existing Non-Proliferation Treaty calls for nuclear disarmament, but that goal hasn’t been effectively pursued by its nuclear-armed member states — the U.S., Russia, the UK, France, and China — nor pursued at all by the other four nuclear-armed countries that are not parties to the treaty: Israel, India, Pakistan, and North Korea. In fact, North Korea withdrew legally from the treaty in its “supreme interests.” We need a treaty that bans the possession of nuclear weapons and provides a road map by which we can move to a world without them.

    A starting point would be a commitment by all nuclear-armed nations to a no-first-use policy. Step two would be major reductions in the nuclear arsenals of the U.S. and Russia — down to, say, two or three hundred weapons on each side. This is still far too many, but it would bring those nations into rough parity with the other nuclear powers in the world. After that, a new treaty to ban nuclear weapons could be negotiated.

    I hope the leadership to move toward a nuclear-free world will come from the U.S. It appeared there was potential for this when President Obama said in Prague in 2009 that America seeks “the peace and security of a world without nuclear weapons.”

    But even if we have leaders who are ready to lead on this issue, there will still need to be broad public support. Many Americans remain convinced that nuclear weapons provide security when, in fact, they act as a dangerous provocation and an incentive for proliferation.

    The path to security doesn’t lie in keeping a stash of nuclear weapons for ourselves and preventing other countries from getting any. It’s hypocritical to say that the U.S. should have these weapons and Iran shouldn’t. It also creates resentment and a greater desire to possess them. The path to security can only be through total nuclear disarmament. We cannot indefinitely maintain a world of nuclear haves and have-nots, and we cannot go attacking every country that we think might be on the path to making a bomb.

    Goodman: Do you think the U.S. will go to war with Iran to prevent it from developing nuclear weapons?

    Krieger: The U.S. isn’t prepared for the consequences of attacking Iran. Iran is much bigger and better organized than Iraq, where our troops fought for nine years. There is no telling how long it would take to subdue Iran or to deal with the consequences throughout the Middle East — and the world.

    If we attacked Iran, it would harden the resolve of its leaders and those of other countries to develop nuclear ar­senals so they wouldn’t be attacked in the future. Remember our bellicose behavior toward Iraq and our conciliatory behavior toward North Korea. And Iran is a proud country; probably nothing would be more effective in uniting Iranians around their current regime than a U.S. or Israeli attack against them.

    An attack would also be viewed as a violation of international law, an act of “aggressive warfare.” In the Nuremberg trials after World War ii, aggressive warfare was one of the three crimes for which the leaders of the Axis powers were tried and convicted. Many were hanged. U.S. leaders committed the same crime in Iraq, and I would say in Afghanistan too.

    Goodman: And in Pakistan, Syria, and Yemen with drone attacks?

    Krieger: If some country sent drones to attack our leaders or citizens, I’m sure we would call that “aggressive warfare.” But when we do it, for the most part it goes unremarked upon in the mainstream media. Few Americans are clamoring for accountability from our leaders.

    Goodman: We have already proven we are not afraid to institute regime change, as we have done in Iraq and as we did in Iran in the 1950s. Is that our intention in Iran today?

    Krieger: That would not be the intention of saner minds. Iran is in the mess it’s in now as a result of our meddling in Iranian affairs sixty years ago by overthrowing its democratically elected prime minister Mohammad Mosaddegh. When you overthrow regimes, there are always unintended consequences. Iran and Iraq were frequent rivals and fought a long war in the 1980s. By overthrowing Saddam Hussein in Iraq, we shifted the power balance in the Middle East toward Iran. If we overthrow Iran’s regime, there may be something worse in store for us.

    The U.S. should do what it can to prevent the spread of nuclear weapons to other countries, but it shouldn’t do it by military means. That would only undermine our own security.

    Goodman: Is total disarmament realistic? Assuming we can’t put an end to war, isn’t it natural for all sides to want the biggest and best weapons?

    Krieger: Not necessarily. Imagine you are one of our early human ancestors, and you have a choice among several sizes of club. You don’t want one that is too thin and will break, but, at the same time, a fallen oak tree will be too big to handle. You want a piece of wood the right size to carry around and use.

    Today the U.S. military needs weapons that can be used efficiently and that don’t destroy indiscriminately. For quite some time there have been laws of warfare against weapons that fail to discriminate between soldiers and civilians. International humanitarian law also forbids weapons that cause unnecessary suffering, such as bullets that expand inside the body and rip out organs, and chemical and biological weapons.

    Goodman: Are there any examples from history of a country voluntarily giving up its military advantage?

    Krieger: It depends what you mean by “military advantage.” The countries that signed the Biological Weapons Convention and the Chemical Weapons Convention saw greater military advantage in all countries giving up the weapons than in retaining the weapons for themselves. Many countries have agreed to a ban on land mines and cluster munitions, although the U.S. has not.

    Goodman: Let’s say we do achieve total nuclear disarmament, but then a rogue nation builds a nuclear weapon. Wouldn’t this destabilize global relations?

    Krieger: No, any treaty that would get us to zero would have safeguards against a country breaking out. To go from twenty thousand to zero nuclear weapons we’ll need a verifiable process based on inspections in all countries. After we finally reached zero, the act of developing a nuclear weapon would be akin to breaking a taboo, and the countries of the world would rise up in protest and retaliation against the treaty breaker. And one nuclear bomb would not be sufficient to defeat a country like the U.S., even if the U.S. had no nuclear weapons, because our conventional forces are so powerful.

    To have an effective disarmament plan, we will also need to institute nonmilitary ways of resolving conflicts so that the elimination of nuclear weapons does not create a world that is safer for conventional warfare. All countries want security, and the strongest guarantee of security is a system in which conflicts are resolved without violence. This is what is set forth in the United Nations Charter. The use of force, except in cases of self-defense or upon authorization of the UN Security Council, is prohibited. Unfortunately the permanent members of the Security Council have not fulfilled their responsibilities to keep the peace. Nor have they fulfilled their responsibilities to pursue negotiations in good faith for nuclear disarmament.

    Goodman: Does the 2010 New START treaty with Russia effectively reduce nuclear stockpiles or is it just a pr tactic?

    Krieger: It’s both. It is not reducing our stockpile much more than the Moscow Treaty did, which George W. Bush signed in 2002. The New START treaty will reduce the number of deployed nuclear weapons to 1,550 on each side and the number of deployed delivery vehicles to 700 on each side. But it also allows for modernizing the arsenals. It is a means of managing nuclear arms rather than a commitment to achieving a world without nuclear weapons.

    Whether it is going to be an effective stepping stone to further cuts is questionable, particularly because the U.S. has been pursuing the deployment of antiballistic missile defenses up to the Russian border in Eastern Europe, and the Russians are very upset about this.

    Goodman: What are antiballistic missiles?

    Krieger: They are missile defenses that theoretically can take down offensive nuclear missiles in the air before they reach their targets. If only one side has them, that nation could believe it’s able to launch a preemptive first strike and then use its defense missiles to avoid retaliation. It’s really imagining a worst-case scenario, but that’s the way military planners think.

    For thirty years we had an Anti-Ballistic Missile Treaty with the Russians, signed by Richard Nixon, which limited the number of antiballistic missiles that either side could deploy. That treaty was unilaterally abrogated by George W. Bush in 2002. In 2012 the U.S. made attempts to place missile defenses in Eastern Europe along the Russian border, supposedly to guard against an Iranian attack. It’s as if the Russians put their missile-defense system on the U.S.-Canadian border and said to the U.S., “Don’t worry. It’s aimed at Venezuela.” We would not be reassured.

    Goodman: What is the cost of maintaining our current nuclear arsenal?

    Krieger: Through the middle of the last decade, the U.S. had spent $7.5 trillion on nuclear weapons and their delivery systems. The annual figure now is $50 to $60 billion for the U.S. and $100 billion for all nuclear-weapons states. So the world is currently spending about $1 trillion a decade on modernizing and maintaining nuclear arsenals.

    Clearly, with our federal debt crisis and the extent of global poverty, we can’t afford to spend this money. Nuclear weapons are relics of the Cold War. What possible scenario would require us to have a few thousand nuclear weapons ready to be fired at a moment’s notice?

    Goodman: Tell me about your civil resistance in February 2012.

    Krieger: I have worked for peace and nuclear disarmament for most of my adult life, but it was only recently that I joined in civil resistance to a Minuteman iii missile launch from Vandenberg Air Force Base. These unarmed test launches aren’t publicized much, but they occur regularly. I joined others in protesting at Vandenberg because the Minuteman iii missile is a first-strike weapon. The 450 Minuteman iii missiles in the U.S. arsenal are always on high alert, ready to be fired within moments. In a period of extreme tensions between the U.S. and Russia, each side would have an incentive to launch such land-based missiles so that they could not be destroyed in their silos. This is a dangerous and thoughtless carry-over from the Cold War. It was foolish then, and it is even more so now.

    The routine missile test launches from Vandenberg use the Marshall Islands as targets. Imagine if the situation were reversed and the Marshall Islands tested missiles in the ocean off the California coast, putting our marine habitats and cities at risk. The Marshall Islands were our trust territories after World War ii, and we abused that trust by conducting sixty-seven atmospheric and underwater nuclear tests there over a period of twelve years. It was the equivalent of exploding one and a half Hiroshima-sized bombs daily for those twelve years. The Marshallese people still suffer serious health problems from those tests, and they have not been compensated fairly for the wrongs done to them. By contaminating their islands with radiation, we have taken from them not only their health and well-being but their sacred land.

    Goodman: The web address for the Nuclear Age Peace Foundation is www.wagingpeace.org. What does “waging peace” mean to you?

    Krieger: “Waging peace” means that peace is active, not passive. You can’t sit back and wait for peace to come to you. You must work for it. You must shake off your apathy and demand it. This is not always easy in a culture of war, such as we have in the U.S., but it is necessary.

    It is clear that war makes great demands on its participants. We need to think of peace in the same way. Peace is not the absence of war or the space between wars; it is a goal to be achieved by actively demanding that the world’s governments find nonviolent means of settling disputes.

    Goodman: Hasn’t war been with us since the beginning of humanity?

    Krieger: There is no good anthropological evidence that war existed before the advent of agriculture. At the dawn of human history, it took all the able-bodied adults in a tribe to hunt and gather food. Agriculture enabled specialization, and with specialization came organization and hierarchy and leaders who wanted to increase their territory and wealth through military means. So civilization opened the door for warfare. Military service was encouraged through a system of rewards; soldiers received a portion of the spoils for doing the bidding of the leaders — if they didn’t die in battle. Smart politicians tell soldiers that they are fighting for a noble cause, no matter how ignoble it actually is, and smart military leaders reward their soldiers well to maintain their loyalty and thus increase their own power. Warfare is a socially conceived way of settling disputes, or expanding territory, or gaining riches without working for them.

    Goodman: So you don’t believe human beings are warlike by nature?

    Krieger: I don’t. Humans have a fight-or-flight instinct that resides in the reptilian portion of our brains. When threatened or trapped, we can go berserk. But the vast majority of the time we don’t behave this way. We must be taught to be warlike. It isn’t easy to get humans to kill each other in war. It requires considerable training, the primary goal of which is to get young people to identify with their fellow soldiers. It also takes considerable societal propaganda to dehumanize the enemy. Militarized societies take advantage of the loyalty and trust of recruits and turn them into killers.

    Goodman: You emphasize the need for peace leadership training. Why is it important?

    Krieger: Many Americans are complacent because they feel helpless to bring about change. We need to train and empower people. If someone wants to be a soldier, there are institutions that will train that person for war — the rotc, military academies, the army, navy, and air force — but if you want to work for peace, there are few places to obtain training. We need more institutions to provide opportunities for people to make a career of peace.

    Peace leadership is not based on hierarchy. It must be leadership by example. A peace leader must demonstrate kindness and compassion, resolving conflicts nonviolently. Peace leadership also requires organizing, research, public speaking, working with the media, and expressing oneself with sincerity. The most important trait of a peace leader, though, is a passion for achieving peace, because that passion will be reflected in all that one says and does. It will attract others to the cause. Great peace leaders, such as Gandhi and Martin Luther King Jr., were also courageous.

    Wars could not exist without the support of the people, particularly the young people who must fight in them. The old antiwar slogan “What if they gave a war and no one came?” reminds us of this. If young people would not participate in wars, there could be none. I don’t think there are contemporary political leaders anywhere who would go out and fight wars themselves. They rely upon the young to do the killing and dying.

    Goodman: Is the nuclear threat a greater threat than climate change?

    Krieger: That’s like asking if you’d rather be executed by a firing squad or an electric chair. Both nuclear war and climate change can destroy human civilization.

    Goodman: You often quote physicist Albert Einstein, who said that human survival in the nuclear age requires us to change our “modes of thinking.” What do you think he meant?

    Krieger: Einstein worried that we would remain stuck in our old warlike modes of thinking, which, in the nuclear age, would lead to “unparalleled catastrophe.” He believed that nuclear weapons made it necessary to abolish warfare altogether and find nonviolent means of resolving our differences. Nations can no longer solve their problems in a warlike manner; they need to use cooperative means.

    Goodman: You have said that investing our defense dollars in foreign aid would make us safer. Can we really buy friends that way?

    Krieger: Calling it “buying friends” sounds patronizing to me. It trivializes the miserable conditions that much of the world lives in — without adequate food, water, shelter, education, and healthcare. You call it “buying friends,” but a better word for it is justice. And, yes, I think it is a far more effective strategy for national security than threatening or killing people in war. Moreover, it is the humane and ethical thing to do. Because we spend hundreds of billions of dollars building up our military, we use force when a conflict comes along, rather than being generous with our resources and trying to help people. Large numbers of humans live in dire poverty while a small percentage live with obscene riches. If we want to prevent war and ensure the survival of the human species, we need to change this.

    We could also prevent war by improving education and reducing poverty in this country. Many young people who join the military do so to get an education or find a better livelihood. If they had more alternatives, fewer of them would turn to the military. Some enlist out of a sense of patriotism, of course, so we also need to teach children that we are members of a single species. We should pledge our allegiance to humanity itself and to our incredible planet. This is the key to creating peace and bringing the nuclear age to an end.

  • Leading Nuclear and Climate Scientists: Act in Second Term to Avoid Cataclysms

    Is the world any closer to destroying itself now than it was a year ago? According to the nuclear and world-climate experts who advise the Bulletin of the Atomic Scientists, the answer is a complicated yes and no. But the complexity didn’t deter the organization from sending President Barack Obama a letter that’s critical of the progress his Administration is making on preventing global catastrophe.

    Last year, the scientists wrote to Obama, “was a year in which the problems of the world pressed forward, but too many of its citizens stood back. In the U.S. elections the focus was ‘the economy, stupid,’ with barely a word about the severe long-term trends that threaten the population’s well-being to a far greater extent: climate change, the continuing menace of nuclear oblivion, and the vulnerabilities of the world’s energy sources.”

    Each year, the Chicago-based Bulletin convenes a forum of scientists to help decide whether to adjust the hand of the Doomsday Clock, a warning symbol that has appeared on the cover of the magazine, and now its Web site, since 1947. At the beginning of 2012, the Bulletin announced it would move the clock’s hand from 6 minutes to midnight to 5 minutes to midnight – a warning that, all risks taken together, civilization was inching steadily closer to annihilation. Risks now considered are nuclear war, global warming, the threat of nuclear power plant mishaps, and potential emerging threats such as bioterrorism.

    The annual “Doomsday Clock Symposium” was held in late November, and the decision of the organization’s Science and Security Board to keep the clock’s hand at 5 minutes to midnight, at least for another year, was announced in January. The reasoning behind the decision not to change the clock, despite the progressive worsening of certain global risks, was outlined in an open letter from the Bulletin to President Obama. It was the first time that the decision regarding the clock took the form of a letter to a U.S. president. The communication to the president largely was an appeal for bolder, more decisive action rather than congratulations for what he already may have achieved.

    While the Bulletin did praise Obama for his continued support of New START (the Strategic Arms Reduction Treaty), the nuclear arms reduction agreement between the U.S. and Russia that became effective in February 2011, the group’s leaders were critical of “unrealized opportunities” to make even more serious cuts in nuclear stockpiles. The Bulletin also said the U.S. should make more progress to take its nuclear weapons off high-alert status, and to stop the spread of fissile materials that can be used by terrorists or hostile nations to make weapons of mass destruction.

    The Bulletin is calling on the U.S. to cut nuclear stockpiles beyond the terms of New START so that each side has fewer than 1,000 deployed strategic warheads. Under the treaty, the U.S. and Russia are permitted to have a total of 1,550 warheads deployed on intercontinental ballistic missiles (ICBMs) and submarine-launched ballistic missiles (SLBMs). The organization also is calling for quantities of non-deployed strategic warheads to be “significantly reduced,” and for tactical nuclear warheads to be completely put out of commission.

    Tactical nuclear weapons, which generally are less powerful and are considered “battlefield” weapons, are not covered by New START. According to the Center for Arms Control and Non-Proliferation, the U.S. in 2011 was thought to have about 500 tactical nuclear warheads deployed in Europe, as well about 700 to 800 more tactical nuclear warheads in storage. It was estimated by the Federation of the Atomic Scientists that Russia had as many as 2,000 tactical nuclear warheads deployed and more than 3,000 in storage or retired in 2010.

    In addition, the Bulletin wants the Obama administration to seriously question if all three legs of the nation’s nuclear “Triad” – ICBMs, bomber jets, and nuclear submarines – are necessary to national defense, arguing that maintaining redundant systems is “an expensive legacy of a bygone era.” The administration should “fundamentally restructure” the Triad as a way of making more extreme reductions in the nation’s deployed nuclear warheads, the Bulletin told Obama. This process should include cuts in the number of warheads on submarines and bombers as a signal to the world that the U.S. is interested in peace, the magazine said.

    The letter to Obama did not address international concerns that Iran is moving closer to achieving nuclear weapons capability. At the symposium in November in Washington, however, John Polanyi, chemistry professor at the University of Toronto, recipient of the Nobel Prize in 1986, and a leading arms control advocate, said proliferation of nuclear weapons to more countries, including Iran, “surely adds to the risk of nuclear war.”

    Nonetheless, Polanyi told fellow scientists that Obama’s recent assurances that the U.S. will do whatever’s necessary to prevent Iran from gaining such weapons do not add to the cause of peace, and that preemptive strikes to prevent other countries from gaining nuclear weapons are based on the philosophy that “might makes right” or “the law of the jungle.” Polanyi noted that the U.S. refrained from taking military action to prevent nations such as the Soviet Union, India, Pakistan or North Korea from obtaining nuclear weapons.

    Polanyi added that the notion that all nuclear nations might someday peacefully agree to international control over their weapons stockpiles may seem hard to imagine, but is “not preposterous.” There is no “divine right of nations to behave as they please,” he said, noting that in 1945 the original member states of the United Nations agreed to the UN Charter’s specification that nations are prohibited from attacking other UN member states – a recognition that war must only be declared for purposes of self-defense.  Thus, there is precedent that national leaders may be willing to give up power to ensure international peace and security, Polanyi said.

    On the issue of preventing fissile materials from falling into hostile hands, the Bulletin called for the U.S. to “rejuvenate and expand” international efforts to get control of both civilian and military stores of plutonium and highly enriched uranium. The organization warned that approximately 2,000 tons of fissile materials are not yet safeguarded, and that theoretically such an amount could be incorporated into “several hundred thousand” nuclear bombs.

    The U.S. needs to put all missile materials not currently in warheads under the control of international monitoring and, in cooperation with other nuclear nations, declare a moratorium on making more fissile materials for weapons until a permanent Fissile Material Cut-off Treaty is signed, the Bulletin told Obama.

    The cut-off treaty is a proposal to ban worldwide any more production of materials that can be used to make nuclear weapons and related devices. Although in the early 1990s the UN General Assembly voted that such a treaty should be negotiated internationally, the agreement has failed to become reality as various nations have disagreed on verification and other terms.

    The organization also addressed the dangers of climate change, reminding Obama that 2012 was the hottest year on record for the continental U.S.  While praising the U.S. government for spurring some progress in promoting alternative energy sources, those advances have been “dwarfed” by unchecked expansion in fossil fuel production, such as coal, tar sands, oil shale, and shale gas, the Bulletin said.

    Obama must pursue the expansion of natural gas resource development, tempered by careful regulation to prevent methane leakage, water pollution, and other harmful environmental side effects, the letter said.

    The president in general needs to “confidently face those who irresponsibly argue that climate change science is not relevant” and instead listen attentively to knowledgeable experts who are charged with making recommendations to the government about climate change, it said.

    Daniel Kammen, professor of public policy and nuclear engineering at the University of California at Berkeley, told symposium attendees that China and the U.S. lead the world in greenhouse gas pollution, with China releasing the most pollutants overall but the U.S. leading by far in per capita pollution. In 2007, China emitted nearly 7,000 million metric tons of carbon dioxide, while the U.S. emitted almost 6,000 million metric tons. When figured per capita, however, the U.S.  was responsible for about 23 tons of carbon dioxide per person, as opposed to just 5 tons per person for China (2005 figures).

    China has declared a goal of reaching 11.4 percent of its national energy consumption from non-fossil fuels by 2017, through increasing use of such alternative fuel sources as wind turbines, various types of solar energy, and hydroelectric power. Kammen said it’s unclear if that goal can be reached.

    The Doomsday Clock has been adjusted 20 times since 1947 to reflect increasing or decreasing perceived dangers to world peace, and, more recently, climatic stability. It was initially set at 7 minutes to midnight in 1947, and reached its closest position to “doomsday” in 1953, when the Bulletin set it at 2 minutes to midnight to convey alarm and dread over the explosion of the first thermonuclear device by the U.S. in 1952, followed in suit by the Soviets with a test of an H-bomb several months later.  The farthest the clock’s hand has been moved away from midnight was in 1991, after the Cold War ended, arms limitations agreements were reached between the U.S. and Russia, and each nation removed most missiles and bombers from high alert.

    The clock was moved from 6 minutes to midnight to 5 minutes to midnight in January 2012 because, the Bulletin said, “the potential for nuclear weapons use in regional conflicts in the Middle East, Northeast Asia and South Asia are alarming; safer nuclear reactor designs need to be developed and built, and more stringent oversight, training, and attention are needed to prevent future disasters; [and] the pace of technological solutions to address climate change may not be adequate to meet the hardships that large-scale disruption of the climate portends.”

  • Nuclear Strategist, Author Paul Bracken Says Present Risks Worse than in Cold War

    Yale University Professor Paul Bracken is worried, and he’s impatient.

    In Bracken’s new book, The Second Nuclear Age: Strategy, Danger, and the New Power Politics (Times Books, 2012), Asia and the Mideast are depicted as zones of extreme hazard where insecure, unstable national actors are gaining prominence. He criticizes Western powers such as the United States as lingering in a sort of sticker-shock state while they view, with almost a sense of unreality, the rapid rise of new nuclear nations. U.S. leaders may not know how to intervene if a crisis threatens to spark a massive regional war, he argues, because they rarely discuss it now.

    He rails against the U.S. establishment of politicians, military leaders, academics, and strategists, whom he views as being obsessed with risks that might have been worrisome in the Cold War, but which he says have scant importance today. Officials, he believes, are failing to do contingency planning on how the U.S. could deescalate tensions to deter nations such as North Korea, Pakistan, India, and eventually Iran, from using the Bomb.

    Bracken traces his interest in international affairs to his youth in Philadelphia, when he got a gift of a short wave radio and spent hours listening to foreign broadcasts, including propaganda of the early 1960s beamed globally by Radio Moscow. He remembers mailing letters to “Moscow Mailbag,” a daily show that responded to questions about Russian life, and hearing the announcer read his queries on the air.

    After studying engineering at Columbia, Bracken in 1974 became an analyst at the New York-based Hudson Institute, working with controversial nuclear strategist Herman Kahn. In the early 1960s, Kahn had prompted international discussion, and much furor, by writing On Thermonuclear War, which declared such a conflict to be winnable and described policies that supposedly could reduce U.S. casualties in World War III. These included more attention to civil defense shelters, readiness to order urban evacuations, and the ability to counter a Soviet nuclear attack with a massive second strike.

    Bracken became an authority on nuclear command-and-control issues, analyzing whether the U.S. military could adequately manage its arsenals amid the pandemonium of an actual war (his answer then: possibly not). He earned his Ph.D. in operations research at Yale in 1982. Like Kahn, he’d become adept at “scenario modeling” –participating in the staging of war games that purported to tell the government how to win, or who would win, in many varieties of hypothetical battles. In one such war game in the early 1980s, in a make-believe nuclear fight between the U.S. and the Soviets, Bracken was stunned when at least 1 billion people “died” in a series of imaginary missile exchanges – either immediately, or eventually because of radiation or hunger.

    In 1983, Bracken returned to Yale as a professor of political science and international business. Now 64, he characterizes the U.S. need to anticipate regional political crises as a challenge of management, drawing on many of the same lessons he uses to teach MBA students. But unlike commerce, he thinks, a failure to “game” contingencies involving nuclear bombs could leave the U.S. open to surprises — and world regions susceptible to unprecedented levels of death and destruction.

    The biggest lesson Bracken has learned from war games he’s taken part in? “A small, insulated group of people, convinced that they are right, plows ahead into a crisis they haven’t anticipated or thought about,” he warns, “one that they are completely unprepared to handle. The result is disaster.”

    Bracken talked to NAPF about his new book and his thoughts on the alarming challenges the U.S. could face abroad. The following is an edited transcript of the conversation.

    Kazel: Dr. Bracken, in your new book you argue the American public no longer thinks much about nuclear weapons. The exception now is that we do see media attention every day about the threat that Iran poses. You write that taking everything into account, you feel that Israel probably shouldn’t attack Iran’s nuclear facilities because of the danger that it would expand into an unpredictable crisis for the whole region. Do you still feel that way?

    Bracken: There’s a couple questions you’ve asked. One is whether the American public is engaged, and I would say it’s not really, compared to the Cold War, when there was a consensus – right or wrong – a widespread support for U.S. [military] policies, at least until the Vietnam War. I don’t feel there’s a real traction or engagement with the public anymore. And I would add to that, there’s not a lot of Congressional interest in nuclear weapons anymore, for understandable reasons. The Cold War’s over. Even in academia, there’s only a handful of specialists who really work these issues anymore.

    The second question of whether Israel and/or the United States should launch a military strike on Iran…A military strike on Iran, I think, will produce long-term, enormously negative consequences. Somebody sent me the other day a [hypothetical] “news report” of the first 72 hours of a strike on Iran. My reaction was it was like the first 72 hours of the Vietnam War in 1959. That probably went just fine. It’s just the next 10 or 15 years that I would worry about.

    [It would be] a long war. The Iranians are not going to give up. In my view, you will be signing a contract for a long conflict that will rival Vietnam and Iraq, which is just very, very dangerous.

    Kazel: If you were forecasting what you think will happen, do you think the U.S. can reach a diplomatic solution with Iran?

    Bracken: I’m not in the prediction business, but…I would say Israel will not launch a military attack on Iran in the next one to two years, during this early phase. With a little less confidence, I would say the same for the United States.

    Kazel: Why with less confidence?

    Bracken: I think because the U.S. has the much greater military capability to damage the Iranian program compared to the Israelis. It would cause such mayhem throughout the Middle East for Israel to do it alone. The self-deterrence is too great. The United States has greater wherewithal and would be less likely to be struck back immediately.

    Kazel: Another point you raise is that nations are so motivated to develop nuclear weapons because they’re a symbol of prestige and power and can be used in a variety of ways short of war to manipulate neighbors as well as major powers. You write that even a small number of bombs means a country will be taken “more seriously.” When U.S. officials threaten to stop nations from acquiring nuclear weapons, do they understand the motivations for why leaders want the weapons?

    Bracken: I think many times they do, but they don’t know how to factor them into a U.S. policy that would prevent them from going nuclear. So they really don’t know what else to do other than to turn to a small number of arguments: It’s dangerous for you, yourself. Of course, those countries turn around and say, “Why did you build 30,000 nuclear weapons during the Cold War? You must not have believed that.” It’s not an unreasonable question.

    The U.S. government officials would deploy better arguments if they had them, but they really don’t know what else to do other than to appeal to the self-interest of the country, and to argue that there’s something called the international community embodied in the IAEA [International Atomic Energy Agency], the UN system, and the NPT [Nuclear Proliferation Treaty] regime, which says that you should not do this. They [emerging nuclear powers] would accuse the U.S. of doing this selectively, and overlooking Israel and now India.

    I guess the other argument the U.S. uses is, “We will supply this ‘world order’ commodity, which will keep you safe.” I think the other countries simply don’t believe that would exist in the wide range of contingencies that would develop.

    Kazel: You also emphasize that from the end of the Second World War to the fall of the Soviet Union, there was restraint, together with fairly conservative strategic doctrines – and that neither the governments nor the populations of the U.S. or the USSR viewed each other with hatred or passion. But you say now the smaller countries with nuclear weapons could be pushed by nationalistic fervor or angry mobs in the streets to use their weapons.

    Bracken: The Cold War did have an overarching ideology, whether you call it a liberal regime or democracy, versus Communism…a basis of understanding each other’s views even if they didn’t agree with them.

    It was very emotionless, in that while there was anti-Communism hysteria in the United States, and I guess [animosity] in the Soviet Union against America, it really never [dominated] the major institutions of the Executive Branch or the Pentagon or the State Department. Policy was largely insulated from public opinion, because it was controlled by specialists, whether in the military or influential think tanks.

    The ideology of the second nuclear age, I think, is nationalism, and I don’t think it’s confined only to the secondary powers. It’s also characteristic of India and China…This is a fundamental different type of ideology that has already displayed tendencies toward mass hysteria, street demonstrations, calling for the blood of the other side, which does influence policy.

    Kazel: A big difference between you and someone like Bruce Blair of Global Zero is that you’re not focusing anymore on the risk of nuclear war between the U.S. and Russia. You’re focusing on the danger of regional wars. You really downplay the risk of an accidental world war due to something like a technical failure or misunderstanding. Dr. Blair continues to make de-alerting of ICBMs [intercontinental ballistic missiles] one of his top recommendations, while you don’t think that’s a pressing issue.

    Bracken: The notion of them being “on alert,” does that mean they could be fired on short notice? Not in any meaningful sense of the term. [Protocols concerning] emergency authorization to use nuclear weapons have been all revoked. It is true that ICBMs very likely have targets, but that doesn’t make them ready to go on short notice.

    There’s no reason to go on short notice. The idea that Russian nuclear weapons could launch from missile silos where they have never been tested, over trajectories that have never been tested…I cannot imagine a scenario where the Russians would launch a full-scale thermonuclear attack on U.S. missile forces in a disarming first strike.

    I don’t think [Russian missiles] are anything close to being on a hair-trigger alert. The trigger is so stiff in both [U.S. and Russian] cases. Given Russian reliability, one of these things would have gone off [already] if they were on a hair-trigger.

    Kazel: You think that U.S. weapons aren’t able to be launched quickly?

    Bracken: Yes.

    Kazel: So if the President gave the launch order, there would be something stopping them from launching within a few minutes?

    Bracken: Yes – just a couple of examples would be the Secretary of Defense and the Joint Chiefs of Staff.

    Kazel: Well, I think Dr. Blair’s view isn’t that there is much danger of a massive launch of U.S. missiles because they’re on alert, but that one or a small number might be launched due to a technical error –that if we de-alerted, the error could be spotted early.

    Bracken: Look, if anyone comes to me and says they want to lower the chance of an accidental war, who’s going to oppose that? I don’t think it’s the right problem. The right problem is what do we do if China starts transferring targeting information to Pakistan? What do we do if there’s a nuclear alert between Iran and Israel, where there are serious problems of accidental war?

    Focusing on the U.S. and accidental launch probability is a non-problem. I know a lot about the system, and I think the chance is as approaching zero as we’re ever likely to make it. We can’t ever hit absolute zero because we just don’t understand enough.

    Kazel: So do you see any value anymore in dramatic de-alerting, for example removing warheads from missiles – things that would require the U.S. to take hours or days to launch missiles?

    Bracken: I would need more time to think about that, because of the immediate political and strategic consequences, of a diplomatic character, on countries like Japan and conceivably Israel. But would we suffer militarily? I don’t think we would at all. I wouldn’t have any problem with it.

    I mean, the contingencies for firing the Minuteman missiles – at what are we going to fire these things? I just find it so inconceivable. It would be like saying the Pentagon must not draw up plans for an invasion of Canada…If you force the rule on me, I wouldn’t be giving anything up.

    Kazel: Some analysts advocate that the U.S. could go to a totally submarine-based nuclear defense system and eliminate our ICBMs so that our cities would not be destroyed because they’re near military targets. Is that something you could support?

    Bracken: In principle I could support it. But I don’t know how to even think about what the size and structure of U.S. nuclear forces should be in a world where the chance of a Russian attack or a Chinese attack on us is so remote.

    What strikes me is people use this “nuclear balance” measurement from 1975 to measure arms-control stability, when it seems to me it’s defined for a two-player game and doesn’t take into account the spread of nuclear weapons to Israel, North Korea, Iran, India, and Pakistan, or China, and the complex interactions that could develop between them.

    So, I don’t have anything against the particular policy you just enunciated, but what does it solve? It solves that the Russians won’t hit us with a surprise attack on land-based missiles and the fallout won’t drift into Chicago and New York…It might have been a good policy by the late ‘70s. I’m not sure. But for the 21st century, it seems to me not very creative.

    Kazel: Some scientists argue that when we think about risk, we should factor into the equation how destructive the negative event would be, relatively. So while the chance of a world nuclear war might be small today, if the consequence could be something like a billion deaths, this remains a tremendous risk that should merit a lot of attention and study, as compared to regional wars.

    Bracken: My argument is we already have, by making sure these things are not going to go off easily – U.S. nuclear forces. And I believe the Russians have done the same thing. The problems lie in other places.

    Kazel: You’ve said that you think world disarmament could happen some day, but you can only imagine it resulting from a disaster such as a regional nuclear war. The major powers could then come in and more easily be able to disarm other nations or restrict their weapons. Do you see any other context where the major powers could use their influence to restrict the development of nuclear arms?

    Bracken: Well, of course, they already have – in the NPT, and in the agreements of the [nuclear] suppliers club not to sell certain technologies to certain countries. There may be imperfections in these agreements, but as I argue in the book, this isn’t any reason to throw out, say, the NPT or several of the other [agreements].

    Kazel: In your writing there seems to be a real sense of pessimism. You say that it’s “positively likely” that a nation such as Pakistan or North Korea might make “calculated” plans to attack another nation with nuclear weapons, and that in this sense the dangers are greater than during the Cold War. You criticize nuclear abolitionists in your book as being overly idealistic. But is it ironic that their views may be similar to yours in that they’re the ones highlighting the catastrophic dangers of these weapons?

    Bracken: I don’t find it ironic…There’s not a lot in there about the nuclear abolitionists, who, first of all, share the same goal that I do — at least to a degree. I would commend them for tackling a very difficult problem. Just putting it on the agenda is something I would commend them for. Even if I might disagree with some of the things that they might argue, they are at least looking under the right street lamp, so to speak.

    It’s up to other people, including me, to invent better arguments for their case. Their arguments about the destructive potential of these weapons are quite right. I didn’t want to write this book as a broadside against naïve thinking because I don’t really think it is, in important ways, naïve.

    Kazel: You mean disarmament?

    Bracken: Yeah. I would say we need a lot more creative thought on disarmament. I don’t believe we’re on the cusp of abolishing nuclear weapons, but on the dangers of these things I would be right on board. I think there’s a contract or pledge you can sign through Global Zero. I would be happy to sign it. I think major political figures have signed it, to give up nuclear weapons as a goal. The devil is in the details. But I wanted to focus my thinking on the management aspects of living in a second nuclear age, and if that’s pessimism, I guess it is.

    Kazel: In your career, have you ever felt the time was ripe for the world to disarm — for example, right after the fall of the Soviet Union?

    Bracken: I did. Maybe not with the conviction of some in the disarmament community, but in the early-to-mid ‘90s my view was that although global disarmament wouldn’t work, it was a very good time to advocate it for official policy and through non-governmental organizations. I have been more pessimistic than the “extreme disarmers,” but it was still worth a shot. I support it today. I would be the first to give up U.S. nuclear weapons, all of them – every single one – if other countries would do so.

    Kazel: There are actually commonalties between certain things you recommend and what many nuclear abolitionists advocate. For example, abolitionists often support a no-first-use nuclear policy by the United States. Why do you think that would be a positive step?

    Bracken: It would show the United States takes the existence of nuclear weapons in nine countries, and counting, seriously. It’s also something we could do without international negotiation or a treaty. I think arms control has gone about as far as it can go at present because of the complexities involved in the multilateral negotiations to get all these countries to sign on.

    Another reason is it would force the bureaucracies in the United States to think through what our nuclear weapons should be used for, how many there should be, and it would get away from this “disarmament by atrophy,” a consequence of a lack of thinking about these things. My view is that most of [our arsenal] is nuclear junk in the attic; it’s totally unusable for technical reasons. The yields are too big. We don’t really know how they would perform. There’s not much thinking about them in the military.

    I would say no-first-use introduces a dimension of morality, political and moral considerations, that are absent from the narrow calculation of the self-interest of the United States. When I talk to [military] people in Washington, generally they do not favor no-first-use because the view is, “Why should we give up something for nothing?” I think that’s a very wrong way to look at international policy, because the United States has obligations that extend beyond the national interests of the United States.

    Kazel: On the topic of disarmament, Bruce Blair, as well as your colleague at Yale, Jonathan Schell, and other nuclear abolitionists, argue that the exact details of the road to disarmament are hard to imagine now, especially the final stages. But they strongly feel that the declaration of the final goal should come first. Then, lesser steps that would precede it could be taken more confidently. Does that make sense to you?

    Bracken: I guess where I may differ from that is that I think there will be such significant problems along any path that we should start thinking about them: preparing for what we would do if North Korea or Pakistan or India used the Bomb. What would we do? I’m writing about a world in which these [challenges] are probably going to exist for 50 years. There’s going to be shocks to the system the way there were in the Cold War. If we don’t manage those shocks, it doesn’t matter what the long-term goal [of disarmament] is.

    Kazel: So do you see a role for nuclear abolition groups in today’s world?

    Bracken: They certainly have a role. I would say emphatically yes. The role is to point out to people in governments around the world that these weapons are not like any others, to come up for ideas on how you can reduce their numbers even if you don’t have a path to get to absolute zero, to reinforce the tendency that exists in the United States and Russia to cut the size of their arsenals.

    Just the mere fact that they’re thinking about the nuclear problem is a good thing, because so many people in government and the think tanks are not thinking about it.

    Kazel: You do seem to have real impatience over the current level of debate over nuclear weapons —

    Bracken: Well, that’s true.

    Kazel: — both in academia and government, and in the military. When you refer to “level of debate,” do you mean that people just aren’t educated on it the way they were in the last generation?

    Bracken: I think the level of discussion of these issues has gone down. I hardly think that the previous generation in the Cold War was some golden age where these things were well understood. I lived through that, and I didn’t feel that way at the time.

    Looking back, I was right. The U.S. gave so much attention to the [potential Soviet] “bolt-from-the-blue-surprise attack” on Minuteman missiles, and overspent so much money, while ignoring so many much-more-likely routes to nuclear war.

  • H-Bomb Physicist, Richard Garwin, Predicts ‘Probable’ Destruction of a City by Nuclear Weapon

    Mushroom cloud from Ivy Mike testFor supporters of nuclear weapons abolition, there is irony that one of the darkest days in human history brought the brightest flash of light the Earth had ever seen. On Nov. 1, 1952, a blinding explosion and cloud ignited the South Pacific skies as America tested “Mike,” the first hydrogen-fusion device and the prototype for subsequent H-bombs. Mike’s detonation, equal to about 10.4 million tons of TNT, and more than 700 times the power of the atomic bomb dropped on Hiroshima, obliterated the mile-wide island of Elugelab, part of the Eniwetok Atoll in the Marshall Islands. The nuclear age suddenly became even more potentially cataclysmic.


    One of the few physicists alive today who was instrumental in creating Mike, Dr. Richard Garwin, was only 23 in May 1951 when he traveled from his research job at the University of Chicago to do a summer stint at the Los Alamos Scientific Laboratory in New Mexico. A protégé of Enrico Fermi, Garwin eagerly began to puzzle out a problem that had eluded older, more seasoned researchers at Los Alamos: taking the theoretical formula for thermonuclear fusion and sketching out a practical blueprint for a reliable working device.


    By July, Garwin showed his diagrams to colleague Edward Teller, the renowned World War II physicist and longtime proponent of a fusion-powered “Super” bomb that would dwarf mere A-bombs. The younger scientist had drafted a brief, simple memo on how an H-bomb could be made real. Other physicists analyzed Garwin’s design to try to detect key weaknesses. They found none.


    Richard GarwinAfter the test of Mike, over the course of five decades as a professor and government consultant, Garwin built a world reputation as an expert on nuclear weaponry. Never easily categorized as a hawk or dove, he advised a long succession of Republican and Democratic administrations on technical issues. He ultimately became more outspoken about the need for arms control. Perhaps more than any other leading American scientist, he’s also consistently spoken out against U.S. plans for missile defense programs that ostensibly would shoot down nuclear-armed missiles prior to impact. Such antimissile plans, Garwin has insisted for decades, are either wildly expensive, or can easily be defeated by fairly unsophisticated enemy technology, or both.


    An IBM fellow emeritus, Garwin was a recipient of the 1996 Enrico Fermi Award given by the U.S. Department of Energy (with an accompanying $100,000 honorarium), and was awarded the National Medal of Science by President George W. Bush in 2003. A few months later, however, Garwin signed a letter with many other scientists accusing the Bush Administration of “systematically” eliminating scientific advisory committees and tinkering with scientific studies that conflicted with the Administration’s views.


    At 84, he still writes widely about weapons and arms control, and though retired from academia he continues to visit his lab at IBM in Yorktown Heights, N.Y.


    Garwin spoke with NAPF, on the 60th anniversary of the historic explosion of Mike, about present nuclear threats facing the world, ballistic missile defense, and his hopes for further arms reductions. The following is an edited transcript of the conversation.


    Kazel: Dr. Garwin, some analysts are saying talks between the U.S. and China on nuclear relations haven’t proceeded further because American military experts don’t take China’s No-First-Use (nuclear weapons) policy seriously – they don’t think it’s evidence that the Chinese would never use its weapons first in any circumstance. What do you think about the reliability of their No-First-Use policy?


    Garwin: Well, I’ve been talking with Russians about nuclear weapons and No-First-Use since the 1960s, and with the Chinese since 1974. Russia used to have a No-First-Use policy. That was when they had enormous conventional superiority in Europe. With the collapse of the Warsaw Pact and the elimination of the Soviet Union, Russia rescinded its No-First-Use policy. So they have an explicit policy that they would use nuclear weapons to respond to a conventional attack, if necessary.


    We talked with the Soviet Union in bilateral discussions in great detail for many years beginning in 1981, with a lot of people in the nuclear weapons business on both sides. We were never persuaded by the Soviets’ No-First-Use statement. Since the collapse of the Soviet Union we know more about that, and we don’t think the Russians were ever really serious about No-First-Use, because they didn’t put into place a posture that was consistent with No-First-Use…


    We don’t challenge [China’s stated policy], but the fact that their weapons for the most part don’t have their warheads mated to the weapons doesn’t mean they don’t have a first-use policy, that they wouldn’t have a first-use capability.


    I’ve always been against a No-First-Use statement by the United States. But I’ve been in favor of a No-First-Use posture [e.g., actual measures to make first use more difficult, such as missile de-alerting].


    We do have the April 2010 United States Nuclear Posture Review from the Defense Department, and there [former Secretary Robert] Gates said the United States is not prepared at the present time to adopt a universal policy that deterring nuclear attack is the sole purpose of nuclear weapons. But it will work to establish conditions under which such a policy could be safely adopted. There are some circumstances, he says, where you might have a conventional attack or biological or chemical weapon [attack] on the United States or our allies or partners, to which the United States might feel forced to respond with nuclear weapons.


    He said the United States is prepared to strengthen its longstanding negative-security assurance by declaring that the United States will not use, or threaten to use, nuclear weapons against non-nuclear-weapon states that are party to the NPT [Nuclear Non-Proliferation Treaty] and are in compliance with their nuclear non-proliferation obligations. Now that’s really a very strong statement. That says that if Iran gives up nuclear weapons and attacks the United States with chemical or biological weapons, we won’t use nuclear weapons against them.


    Kazel: What would be more terrible, Iran getting a nuclear weapon or us attacking them?


    Garwin: Hard to see which would be worse, from the point of view of the international scene.


    Iran, if they have a nuclear weapon, doesn’t have to deliver it on ICBMs. It could be delivered by shrimp boat. Or on cruise missiles. Or from ships that come near our shores. I made this point in the 1998 Rumsfeld Commission study on the threat of missile attack on the United States…As soon as someone already has a nuclear weapon, they already have cruise missiles that are capable of carrying the nuclear weapon with a range of 100 or 200 kilometers, and they could strike any coastal city.


    Kazel: Does that constrain our policy even more, and force us to destroy their nuclear facilities?


    Garwin: We’re not going to destroy all of Iran. You’re not going to go in and have the government [replaced]. So, as the Israelis and other people say, it’ll delay them for a year, or whatever, but it will strengthen their resolve to have nuclear weapons. So the right thing is to have a big effort to show Iran that the sanctions would be removed if they stopped work that could be considered as supporting the acquisition of a nuclear weapon. That’s what has to be done. It would be a tragedy if they [Iran] didn’t do that.


    Kazel: So it sounds like you’re saying you think a diplomatic solution is still possible?


    Garwin: Yes, but you have to realize the sanctions have to be removed when the other side caves in. After the sinking of the Soviet Union…I was amazed…a lot of people were promoting the expansion of NATO. I said, I think this is a mistake. I thought we ought to have an expansion of the Partnership for Peace, which included Russia. [Many people felt] the Soviet Union had lost the Cold War and they deserved what they were getting: poverty. You know, when you win, you want to have a Marshall Plan. These are people, after all. You want to get them on your side. To keep [sanctions] on them anyway, because they’re “nasty people,” is (a) counterproductive and (b) immoral.


    Kazel: What do you think the effect has been on China of current U.S. efforts to develop ballistic missile defense systems? You said several years ago that if we develop a BMD system, China would probably greatly increase the use of its mobile ICBMs and countermeasures, so the net effect of a BMD system would be no benefit. Do we already see this happening as a response to our BMD initiatives?


    Garwin: The Chinese have been really very measured in their strategic weapon development and deployment. They…only have maybe 240 warheads…Of those maybe 180 are deployed, and only about 30 would be capable of reaching the United States.


    Sure, the Chinese will employ countermeasures. They will defeat any of the systems that we are [now] building. You know the Chinese pay attention to what people say over here. [Former CIA Chief] Jim Woolsey and I were testifying on the same panel. Joe Biden in the Senate Foreign Affairs Committee asked Woolsey if he would endorse a system that is 100% effective against nations such as Iran and North Korea but didn’t have any effectiveness against China. Woolsey said no, he would not. Of course the Chinese read this, and they see that Americans have that as a goal. You can be sure that they’re going to develop countermeasures to the systems.


    Kazel: You’ve said that the Chinese are afraid they won’t have a second-strike capability, even though you also say our BMD system wouldn’t work. The Chinese are unsure – they believe that our missile defenses might work.


    Garwin: That’s right.


    Kazel: In 2002 during George W. Bush’s first term, you did an interview with PBS in which you went so far as to say “the main purpose of the missile defense program is initially to counter China and to get a start on countering the missiles of Russia.” You said the systems, in being presented to the public, were being  “camouflaged” as solely for use against Iran and North Korea. Do you think that’s still the case?


    Garwin: Yes, I think many people in the “defense intellectual” community or in the Congress want to have the capability, as much as possible, to protect the United States against nuclear weapons. But they are wrongheaded in thinking that nuclear weapons are only delivered by long-range ballistic missiles, when in fact they could be delivered by short-range ballistic missiles against coastal cities, or cruise missiles, or even a few smuggled in.


    Kazel: What parallels do you see between our efforts to try to head off a potential nuclear attack by the rogue states using limited ABM systems, compared with U.S. plans in 1968, which you criticized in Scientific American at the time? Defense Secretary Robert McNamara was proposing a rather limited ABM system against the Chinese.


    Garwin: That was just an excuse by McNamara. He was really proposing a system against the Russians. He realized he couldn’t devise a system that would really work to protect U.S. populations against a concerted Russian attack. So something that had a chance of working was against the Chinese….McNamara made this election-year announcement [in 1967], in San Francisco. Ninety-five percent of the speech was, we shouldn’t build a missile defense and here’s why — it won’t work. And the other 5% was, we’re going to go ahead and do it anyhow.


    Kazel: I’ve read your writings from over the years. You’ve evolved into an arms control advocate and supported cutting the number of nuclear warheads on the U.S. and Russian sides to less than 1,000 each. You’ve supported de-alerting. But you haven’t spoken out in favor of more sweeping goals advocated by nuclear abolition groups – for example, the phased, scheduled reduction and abolition of nuclear weapons or a Nuclear Weapons Convention where all nuclear powers come together to reach an agreement. Do you see a limit to the goals you want to support?


    Garwin: Nobody has shown how we [can] have a stable world with states still in conflict and no nuclear weapons. In the United States there are two main efforts, Global Zero with Bruce Blair and his colleagues, including General [James] Cartwright, and the other is the “Gang of Four” – [former Secretary of State] George Shultz, [former Georgia Senator] Sam Nunn, [former Secretary of State] Henry Kissinger and [former Secretary of Defense] William Perry. You’d have to add [physicist and arms expert] Sid Drell as well. They’re persuaded that massive reductions in nuclear weapons and more cooperative effort to get rid of them will pay off, even if not in the [short-term] elimination of nuclear weapons…


    Nuclear weapons…can’t be disinvented. I think the nuclear threat can be eliminated or reduced more effectively by going to a very small number of nuclear weapons, by following the [2010] Nuclear Posture Review, and reducing the saliency of nuclear weapons – the importance of nuclear weapons.


    President Obama has said he’s in favor of the elimination of nuclear weapons but it [might not happen] in his lifetime…That’s what the Gang of Four really says, that they can’t see the top of the mountain – which is the elimination of nuclear weapons – from where they are. But as they get closer to that goal, they’ll have a better view. And so will I, except most of the Gang of Four and I are pretty old.


    Kazel: In 1986, in an interview about your life with the American Institute of Physics, you said that at the end of World War II many physicists started devoting their time to antinuclear projects such as the Bulletin of the Atomic Scientists. At the time you didn’t have much sympathy for what you then viewed as “disarmer-type people.” But you said you developed the respect for them that they deserved, later on. What caused the change in how you see abolition supporters?


    Garwin: It was education. I really didn’t know them very well. I hadn’t listened to their arguments. When I got to know them, for example Joseph Rotblat of the Pugwash Movement, and others, I saw that some of these people were extremely capable and thoughtful. They had things to say. I was on the governing board of Pugwash for a short time. I worked in Pugwash workshops on nuclear weapons in Europe. I worked closely with the Soviet and eventually Russian people there, and in 1988 came up with the proposal to have 1,000 nuclear weapons on each side. That was really a big change from the 45,000 nuclear weapons the Soviets had about that time and the 35,000 nuclear weapons that the United States had deployed at its peak in 1967.


    If a few nuclear weapons are good for world peace and security, that doesn’t mean that 10,000 of them are better…I’m convinced there is no need for these large numbers of nuclear weapons and that the world would be a different place if we had only a relatively few – and eventually can think of some way in which we get rid of national ownership [of nuclear weapons]. I do see that the national ownership of nuclear weapons is a substantial barrier to getting to extremely low levels.


    Kazel: Has the world become safer over your lifetime?


    Garwin: The likelihood of nuclear war has receded a lot, but I think the likelihood of improvised nuclear explosives going off in a city someplace is considerably higher. I’ve estimated that [danger] at 50% per decade, and probably I’ve done that for 20 years. We’ve worked very hard to keep this from happening. The Obama Administration has a policy, ratified at the April 2010 Nuclear Security Summit [in Washington], and in Seoul in March, to protect weapons-usable materials throughout the world within four years. That’s highly enriched uranium and plutonium. I don’t think we’ll make that four-year goal.


    Even a Hiroshima-type improvised nuclear weapon detonated at ground level in a city would kill hundreds of thousands of people. There would be a large number of people who would die from radioactive fallout within days who would otherwise be untouched by the blast and the fire.


    Kazel: It sounds like you’re almost resigned to the inevitability that someday this will happen to a city.


    Garwin: Yes, I think it’s quite probable.


    Kazel: A few years ago, you wrote that America’s nuclear development program was making us look bad in the eyes of non-nuclear nations and that we needed to show more “morality and consistency” to be an example to non-nuclear states. How can the U.S. show more morality and consistency?


    Garwin: By greatly reducing the cost of our nuclear-weapons activity and reducing the importance of nuclear weapons in our policy…and to take seriously the reduction of nuclear weaponry in the world, as well as the other parts of the Non-Proliferation Treaty.


    We need to put our nuclear reactors and enrichment plants under IAEA [International Atomic Energy Agency] safeguards – even though we have so much military-useful material, nobody in his right mind would make any more. What we ought to do is work hard on the technical means to make that inspection less expensive and less burdensome.


    I think New Start, ratified [by the U.S.] in December 2010, was a good thing to do. I think working with the Russians on ballistic missile defense would be a good thing to do, to try to dispel the idea that we are building missile defense against Russia.


    The Russians certainly are threatened by Jihadist groups and others. If they, too, are worried about missile attack then we ought to join with them with joint missile defense systems, work on the technology together, have some common basing and common control – but with limited goals, and not with the expectation that we will be able to defeat 100% of these threats.


    Although history has assigned the nickname “father of the H-bomb” to Teller, some nuclear experts have said Garwin may be more deserving of the title. In fact, when recounting his memories of Los Alamos years later, Teller stressed that Garwin had achieved a functional design when others couldn’t.


    Looking back with knowledge of the nuclear age, would Garwin change his actions of 1951? If he could warn his younger self about the consequences of his groundbreaking blueprint in an effort to deter him, would he? Garwin says no. He has no regrets. He says the eventual invention of an H-bomb, once scientists had the theory worked out, was inevitable: “As for the weapons themselves, they would have happened, perhaps a year or more later without my contributions.”


    Moreover, if he hadn’t been part of the inner circle that charted the course to Mike, Garwin says he would have had no key role in arms control debates for the rest of the century and beyond – no opportunity to help try to seal the thermonuclear Pandora’s box after the U.S. had opened it.


    “Scientists were of the utmost importance in achieving the various arms control agreements, including the Limited Test Ban Treaty, the Comprehensive Test Ban Treaty, and the role of the President’s Science Advisory Committee under Presidents Kennedy and Johnson was particularly important,” Garwin says. “Not only did scientists from the weapons programs…help to inform the public, but PSAC helped to guide the government to make decisions that were far from unanimous or obvious.”

  • Thank You Vasili Arkhipov, the Man Who Stopped Nuclear War

    If you were born before 27 October 1962, Vasili Alexandrovich Arkhipov saved your life. It was the most dangerous day in history. An American spy plane had been shot down over Cuba while another U2 had got lost and strayed into Soviet airspace. As these dramas ratcheted tensions beyond breaking point, an American destroyer, the USS Beale, began to drop depth charges on the B-59, a Soviet submarine armed with a nuclear weapon.


    The captain of the B-59, Valentin Savitsky, had no way of knowing that the depth charges were non-lethal “practice” rounds intended as warning shots to force the B-59 to surface. The Beale was joined by other US destroyers who piled in to pummel the submerged B-59 with more explosives. The exhausted Savitsky assumed that his submarine was doomed and that world war three had broken out. He ordered the B-59’s ten kiloton nuclear torpedo to be prepared for firing. Its target was the USS Randolf, the giant aircraft carrier leading the task force.


    If the B-59’s torpedo had vaporised the Randolf, the nuclear clouds would quickly have spread from sea to land. The first targets would have been Moscow, London, the airbases of East Anglia and troop concentrations in Germany. The next wave of bombs would have wiped out “economic targets”, a euphemism for civilian populations – more than half the UK population would have died. Meanwhile, the Pentagon’s SIOP, Single Integrated Operational Plan – a doomsday scenario that echoed Dr Strangelove’s orgiastic Götterdämmerung – would have hurled 5,500 nuclear weapons against a thousand targets, including ones in non-belligerent states such as Albania and China.


    What would have happened to the US itself is uncertain. The very reason that Khrushchev sent missiles to Cuba was because the Soviet Union lacked a credible long range ICBM deterrent against a possible US attack. It seems likely that America would have suffered far fewer casualties than its European allies. The fact that Britain and western Europe were regarded by some in the Pentagon as expendable pawn sacrifices was the great unmentionable of the cold war.


    Fifty years on, what lessons can be drawn from the Cuban missile crisis? One is that governments lose control in a crisis. The worst nightmare for US defence secretary Robert McNamara was the unauthorised launch of a nuclear weapon. McNamara ordered that PAL locks (Permissive Action Links) be fitted to all ICBMs. But when the PALs were installed, the Strategic Air Command had all the codes set to 00000000 so that the locks would not impede a quick launch in a crisis. Nuclear weapons security will always be a human issue – at all levels. On one occasion, Jimmy Carter, the sanest of US presidents, left nuclear launch codes in his suit when it was sent to the dry cleaners.


    The cold war has ended, but the thermo-nuclear infrastructures of the US and Russia are still in place. And the risk of a nuclear exchange between the superpowers remains very real. In 1995 Russian early warning radar mistook a Norwegian weather rocket for a ballistic missile launched from an American submarine. An emergency signal was sent to President Yeltsin’s “Cheget”, the nuclear suitcase with launch codes. Yeltsin, presumably with vodka close at hand, had less than five minutes to make a decision on a retaliatory strike.


    “As long as nuclear weapons exist, the chances of survival of the human species are quite slight.” Every study of long-term risk analysis supports Noam Chomsky’s claim. Ploughshares estimates there are 19,000 warheads in the world today, 18,000 of which are in the hands of the US and Russia. Whatever the exact numbers, the American/Russian nuclear arsenals are the only ones capable of totally destroying all human life. As security analysts Campbell Craig and Jan Ruzicka point out: “Why should Iran or North Korea respect non-proliferation when the most powerful states lecturing them possess such enormous arsenals?”


    Most of all, the Cuban missile crisis showed that the weapons themselves are the problem. Britain is now in pole position to lead a “nuclear disarmament race”. In a 2009 letter to the Times, Field Marshal Lord Bramall and Generals Lord Ramsbotham and Sir Hugh Beach denounced Trident as “completely useless”. Ditching the system may be a no-brainer for the generals, but not for politicians afraid of a public opinion that equates nuclear weapons with vague notions of “being strong”. And yet getting rid of Trident would gift the Treasury a windfall of more than £25bn – enough to finance a million affordable homes.


    The decision not to start world war three was not taken in the Kremlin or the White House, but in the sweltering control room of a submarine. The launch of the B-59’s nuclear torpedo required the consent of all three senior officers aboard. Arkhipov was alone in refusing permission. It is certain that Arkhipov’s reputation was a key factor in the control room debate. The previous year the young officer had exposed himself to severe radiation in order to save a submarine with an overheating reactor. That radiation dose eventually contributed to his death in 1998. So when we raise our glasses on 27 October we can only toast his memory. Thank you, Vasya.

  • The Missile Crisis that Never Went Away

    Fifty years after the 1962 Cuban Missile Crisis, and more than 20 years after the end of the Cold War, the US and Russian nuclear confrontation continues. Both nations still keep a total of approximately 800 intercontinental ballistic missiles (ICBMs) and submarine launched ballistic missiles (SLBMs), armed with more than 1,700 strategic nuclear warheads at launch-ready status, able to be launched with only a few minutes warning.


    The US now has 450 land-based Minuteman III missiles that carry 500 strategic nuclear warheads. As their name implies, they require at most several minutes to be launched. The US also has 14 US Trident submarines and normally 12 are operational. Each Trident now carries about 96 independently targetable warheads and 5 Tridents are reportedly kept in position to fire their missiles within 15 minutes. This adds another 120 missiles carrying 480 warheads that qualify as being “launch-ready”.


    The missiles and warheads on the Trident subs have been “upgraded” and “modernized” to make them accurate enough for first-strike weapons against Russian ICBM silos. Missiles fired from Trident subs on patrol in the Norwegian Sea can hit Moscow in less than 10 minutes. 


    Russia is believed to have 322 land-based ICBMs carrying 1,087 strategic nuclear warheads; at any given time, probably 900 of these are capable of being launched within a few minutes warning. Many of the Russian ICBMs are more than 30 years old. According to a former high-ranking Soviet officer, the commanding officers of the Russian Strategic Rocket Forces have the ability to launch their ICBMs directly from their headquarters, by-passing all lower levels of command.


    The Russians also have nuclear submarines with ballistic missiles kept at launch-ready status, although Russian subs are not always kept in position to launch (unlike the US Tridents). Missiles launched from Russian submarines on patrol off the US East Coast can, however, hit Washington, D.C., in about 10 minutes.


    The combined explosive power of US and Russian launch-ready nuclear weapons is roughly equivalent to 250 times the explosive power of all the bombs exploded during the 6 years of World War II.  It would require less than one hour for the launch-ready weapons to destroy their targets.


    Both the US and Russian presidents are always accompanied by a military officer carrying “the nuclear football” (called cheget in Russia), a communications device resembling a lap-top computer, which allows either president to order the launch of his nation’s nuclear forces in less than one minute. Both nations still have officers stationed in underground ICBM command centers, sitting every moment of every day in front of missile launch-consoles, always waiting for the presidential order to launch.


    For decades, hundreds of US and Russian ICBMs have been kept at high-alert primarily for one reason: fear of a surprise attach by ICBMs or SLBMs. Since a massive nuclear attack will surely destroy both the ICBMs and the command and control system required to order their launch, the military “solution” has always been to launch their ICBMs before the arrival of the perceived attack. And once an ICBM is launched, it cannot be recalled.


    Following the Cuban Missile Crisis, both the US and Russia developed and deployed highly automated nuclear command and control systems, which work in conjunction with a network of early warning systems and their nuclear-armed ballistic missiles. The possession of this complex integrated network of satellites, radars, computers, underground missile silos, fleets of submarines, and bombers give both nations the capability and option to launch most of their ICBMs upon warning of attack


    This creates the possibility of an accidental nuclear war triggered by a false warning of attack. During peacetime, when political tensions are low, conventional wisdom has it that there is essentially no chance that a false warning of nuclear attack could be accepted as true. However, during an extreme political crisis, or after the advent of military hostilities, such a false attack warning could become increasingly likely and vastly more dangerous.


    ICBMs remain out of the sight and the minds of most Americans, yet all the necessary military ingredients for Armageddon remain in place. And despite past presidential announcements that another Cuban Missile Crisis is “unthinkable,” it certainly remains possible.


    It is naïve to assume that we will never again be in a military confrontation with Russia – particularly when US/NATO forces and US nuclear weapons remain stationed near Russian borders in Europe, and we continue to surround Russia with missile defense facilities in the face of military threats against these facilities from the Russian president and top Russian military leaders


    In March, 2012, Russian Foreign Minister Sergei Lavrov wrote to one of us (in a personal letter), “One cannot help agreeing to the conclusion that the deployment of missile defense system at the very borders of Russia, as well as upbuilding the system’s capabilities increase the chance that any conventional military confrontation might promptly turn into nuclear war.”


    What happens if NATO collides with Russia somewhere in Georgia, Kaliningrad or perhaps Ukraine, shots are fired and Russia decides to carry out its threats to take out US/NATO Missile Defense installations? What happens if the US should have a president who considers Russia the US’s number one geopolitical foe?


    For many years it has been standard Russian military procedure to preemptively use nuclear weapons in any conflict where it would be faced with overwhelming military force, for example, against NATO.  The Russians oddly call the policy nuclear “de-escalation,” But it would be better described as “limited nuclear escalation. It was developed and implemented after the US broke its promise not to expand NATO eastward (following the reunification of Germany) and NATO bombed Serbian targets.


    The Russian “de-escalation” policy presumes that the detonation of nuclear weapons upon the opposing side will cause them to back down; it is essentially a belief that it is possible win a nuclear war through the “limited” use of nuclear weapons. But in the case of NATO, the war would be fought against another nuclear power. 


    Suppose that NATO responds instead with its US tactical nuclear weapons now based in five European countries (Belgium, Germany, Italy, the Netherlands, and Turkey)? Once an exchange of nuclear weapons takes place, what are the chances that the war will remain “limited”?  


    US and Russian strategic war plans still contain large nuclear strike options with hundreds of preplanned targets, including cities and urban areas in each other’s nation. As long as launch-ready ICBMs exist, these plans can be carried out in less time than it takes to read this article. They are plans that spell disaster for both countries and for civilization.


    Cooperation, rather than conflict, still remains possible. Russian Foreign Minister Lavrov writes, “Despite the growing hardship we do not close the door either for continuing the dialogue with the US and NATO on missile defense issues or for a practical cooperation in this field. In this respect we find undoubtedly interesting the idea of a freeze on US/NATO deployments of missile defense facilities until the joint Russian-US assessment of the threats is completed.”


    This could be an important step towards lowering US-Russian tensions, which continue to revolve around their more than 60-year nuclear confrontation. Ending this confrontation can prevent the next Missile Crisis. Another important step would be the elimination of first-strike ICBMs that continue to threaten the existence of our nation and the human race.  This would increase the security of the American people, even if it were done unilaterally.


    The US and Russia remain obligated under the terms of the Nuclear Non-Proliferation Treaty to pursue negotiations in good faith on nuclear disarmament in all its aspects.  Fifty years after the Cuban Missile Crisis, it is well past time to conclude these negotiations.  No issue confronting humanity is more urgent than bringing such negotiations to a successful conclusion and moving rapidly to zero nuclear weapons.

  • Reflections on the Cuban Missile Crisis at Fifty

    David KriegerFifty years ago this month, the world teetered on the precipice of a nuclear war between the US and Soviet Union during the 13-day Cuban Missile Crisis.  We were fortunate to have survived that crisis, thanks largely to the restraint shown by President Kennedy and Premier Khrushchev. 


    Now, fifty years later, there is no immediate crisis such as that in 1962 over Soviet nuclear-armed missiles being placed in Cuba. There are, however, still some 19,000 nuclear weapons in the arsenals of nine nuclear-armed nations: the US, Russia, UK, France, China, Israel, India, Pakistan and North Korea.  Approximately 95 percent of these weapons are in the arsenals of the US and Russia.  Some 2,000 of them are kept in a state of high alert, ready to be immediately launched upon an order to do so at any moment of any day or night. 


    Although the Cold War ended more than 20 years ago, the possibilities for crisis are still with us.  NATO has expanded to the Russian borders, despite US promises not to do so, and has begun placing missile defense installations near the Russian borders.  Despite US and NATO assurances to Russia that these installations are to protect against an Iranian missile launch, Russian leaders view these installations as undermining their strategic deterrent force by making them vulnerable to a first-strike attack.  They have said that they will target these US missile defense installations.


    In another US-Russian confrontation over Georgia, such as occurred in 2008, or some other regional dispute, it is possible that tensions could rise to the point of nuclear crisis between US and Russian military forces.  Of course, this would be crazy, but it is far from impossible.  What would make the world safer?  What might we expect from national leaders who should have learned from how close the world came to nuclear catastrophe during the Cuban Missile Crisis?


    First, for the US and NATO to make Russia a partner in any missile defense plans focused on Iranian missiles.  Second, for the US to remove its approximately 180 remaining tactical nuclear weapons located in five European countries (Belgium, Germany, Italy, the Netherlands and Turkey).  Third, for the US and Russia to take seriously their legal obligations under the Non-Proliferation Treaty to pursue negotiations in good faith for an end to the nuclear arms race at an early date, for nuclear disarmament in all its aspects and for a treaty on general and complete disarmament.


    We know now that a regional nuclear war would have global consequences.  Atmospheric scientists have modeled a nuclear exchange between India and Pakistan in which each side used 50 Hiroshima-size nuclear weapons on the other side’s cities.  Such a war would put enough soot from burning cities into the upper stratosphere to reduce warming sunlight for a decade, lowering surface temperatures on earth to the lowest levels in 1,000 years.  This would result in shortened growing seasons, crop failures and famine that would kill hundreds of millions of people, perhaps a billion, throughout the world. 


    The scientific modeling showed that there would be a Nuclear Famine, and it would be triggered by using less than half of one percent of the world’s nuclear explosive power.  Such a famine could be initiated not only by India and Pakistan, two countries that have been to war over Kashmir on several occasions, but by any of the Nuclear Nine.  The US and Russia could each trigger a far more devastating Nuclear Famine by a nuclear attack on the other side’s cities, an attack which would be suicidal even if the other side did not respond in kind.


    When thinking about nuclear weapons and their dangers, we would do well to remember the words of General George Lee Butler, former commander-in-chief of the United States Strategic Command, responsible for all US strategic nuclear weapons: “Nuclear weapons give no quarter.  Their effects transcend time and space, poisoning the Earth and deforming its inhabitants for generation upon generation.  They leave us wholly without defense, expunge all hope for survival.  They hold in their sway not just the fate of nations but of civilization.”


    Nuclear weapons do not protect us.  Rather, they make us vulnerable to annihilation.  It is relatively easy to put them out of our minds, but to do so is to evade our responsibility as citizens of the world and of nuclear-armed countries.  Nuclear weapons imperil our common future – they imperil our children and their children and all children of the future. They imperil all we hold dear.   We must speak out for a world without nuclear weapons.  It is a moral and legal imperative and we would be well advised to act now before we are confronted with the equivalent of another Cuban Missile Crisis.

  • Interview with Bruce Blair: 50 Years After Cuban Crisis, New Nuclear Dangers, Dilemmas

    President John F. Kennedy's televised speech about the Cuban Missile CrisisOn Oct. 22, 1962, President John F. Kennedy addressed millions of Americans by television to declare that Soviet nuclear missiles in Cuba were unacceptable and tantamount to an act of war. Among those watching was Bruce G. Blair, a high school student in Kankakee, Illinois. Within a few years, the reality of the Cold War would become even more immediate to Blair. In the early 1970s, while in the U.S. Air Force, he volunteered for the job of strategic missile launch control officer, and for three years his vantage point to watch the Cold War unfold was deep underground at a Strategic Air Command center in Montana. As a wing commander, he had general authority to supervise the use of as many as 200 Minuteman ICBM missiles.


    In the 1980s, Blair earned a Ph.D. in operations research from Yale, and later served as a senior fellow in foreign policy studies with the Brookings Institution. In 2000, he became president of the World Security Institute, which promoted arms control to policymakers and the media. Now considered one of the foremost experts on nuclear weapons in the world, Blair in 2008 co-founded Global Zero, a world initiative that’s pushing for phased multilateral disarmament. The organization has received encouragement by President Obama, and its basic ideals are endorsed by 300 world leaders. Over 450,000 people have signed on as Global Zero members.


    In a wide-ranging interview to mark the 50th anniversary of the Cuban Missile Crisis, Dr. Blair talked exclusively to NAPF about current nuclear perils facing all nations, and how certain risks have receded, grown, or changed over the past half century. The following is an edited transcript of the discussion. 


    Kazel: In terms of alert status and the speed at which war might break out, it seems remarkable that it took seven days from the time President Kennedy saw the photographs of the missiles in Cuba until SAC actually went to DEFCON 2 [just short of war]. Today we tend to think of presidents having to respond to a potential nuclear threat in about 10 minutes, correct?


    Blair: I think that we certainly did have an early-warning apparatus in place in 1962 that was designed to provide immediate warning of any attack that was underway. We had a system in place, though it was cumbersome and slow, and not at all streamlined to insure some major nuclear response to a major nuclear attack against the United States.


    We were pretty close to a hair-trigger, launch-ready configuration back in those days, but over the last many decades we streamlined the command-and-control and early-warning network and primed the weapons themselves, and the crews that manage and launch those weapons, for very, very rapid reaction…


    What’s really changed is by the 1970s, both the Soviet Union and the United States had adopted a posture that was designed to detect the first signs of preparation of nuclear weapons or their actual use, to allow the leaders of those countries to make immediate decisions on the pre-emptive use of nuclear weapons, and to carry out those decisions within minutes. Or, if not preemptive, then at least…to launch [their] weapons on tactical warning of a potential incoming strike…


    There’s just been a revolution in surveillance, reconnaissance, mainly from space, and we’ve become the “surveillance country of the world.” Now, the Russian system also evolved in a very sophisticated way, but in the 1990s, as everyone knows, suffered this economic calamity and it has not yet really recovered from the loss of its capabilities in surveillance and many other aspects of nuclear force capability.


    So we today could detect a kind of set-piece [carefully premeditated] move by Russia to deploy weapons in some place like Cuba. It’s inconceivable that a country could relocate nuclear weapons to another country without detection.


    I would emphasize that certainly the United States and the Soviet Union evolved their postures to a launch-ready configuration that remains in place today despite the end of the Cold War, and that technically the two sides are entwined in a hair-trigger dynamic that is inherently dangerous. If for some reason we find ourselves embroiled in another confrontation with each other, that hair-trigger posture presents a very serious risk to both sides — and to the world — in terms of the possibility of an inadvertent or accidental or mistaken launch based on false warning.


    So the world is no safer today, certainly, than it was during the Cuban Missile Crisis. In fact [it’s more dangerous] from the standpoint of this hair-trigger dynamic.


    What’s really dramatically deteriorated in terms of nuclear danger to the world has been the proliferation of nuclear weapons: the emergence of new states with significant nuclear arsenals, in particular Pakistan but also North Korea and growing arsenals in South Asia and Northeast Asia and potentially in the Middle East, with the prospect of these materials for the weapons, or the weapons themselves, falling into the hands of bad actors – including, possibly, terrorists.


    The set piece, the major nuclear state-to-state scenario that is of concern to me, would be between the United States and China.


    Kazel: Could you elaborate on that?


    Blair: It used to be a bipolar world of U.S.-Soviet bloc confrontation that involved large nuclear arsenals on the two sides, and the whole question for many decades during the Cold War was how stable was that bipolar relationship. It clearly turned out to be dangerous, but we survived it. Unfortunately after the end of the Cold War, we saw the Soviet Union collapse and Russia become kind of a country that was not in complete control of its nuclear arsenal. We saw China emerge as a rising power that began throwing its weight around.


    So now the United States views China as a potential replacement of Russia in the nuclear equation. There are [confrontation] scenarios  between the United States and China that you can imagine, that you can’t imagine in the U.S.- Russia case — for example, conflict over Taiwan being the clearest tinderbox in Asia between the United States and China.


    Kazel: And yet China has far fewer nuclear weapons, and the ones they do have are not on hair-trigger alert?


    Blair: Right, Chinese nuclear weapons, at least to the best of my knowledge, have not involved mating up warheads to delivery vehicles, to missiles and submarines and bombers, on a daily basis. But that would happen in a crisis, and in a crisis there are hundreds of Chinese nuclear weapons and there are plenty of scenarios in which the United States and China could be at loggerheads.


    China clearly is emerging in the Pentagon as the next designated enemy, with a great deal of planning and targeting work going on oriented to China, while the [diminished] focus on Russia has led to a fairly dramatic decrease in the number of Russian targets in our war plan compared to China.


    Kazel: How has the ascendance of China affected the willingness of U.S. military and nuclear planners to even consider de-alerting our weapons or further deep cuts in our arsenal to the point that Global Zero advocates?


    Blair: The problem with China, and frankly all the other countries that are acquiring nuclear weapons – Pakistan, India, Israel, potentially Iran, North Korea – is that we have no history of a nuclear relationship with those countries. We have no history of negotiating nuclear arms reduction agreements with them. We don’t even have any dialog with China on this question, to speak of. We have very little transparency.


    The rules of the road have not been set in the nuclear arena except with Russia, and so we are back in kind of a Cuban Missile Crisis phase in our nuclear relationships with countries like China. We have to figure out how to stabilize those relationships and engage with those countries in ways that allow us to go forward with arms reductions…


    So Global Zero, as its next highest priority in the next couple of years, calls for the United States and Russia to continue their bilateral reductions but also calls for China and the other nuclear countries to be brought into this process, so that we can begin – if President Obama is re-elected – the first-in-history multilateral negotiations to cap, freeze, proportionally reduce, and otherwise constrain the nuclear arsenals of all the countries.


    Kazel: You mentioned the possibility of future multilateral talks but you tempered it by saying “if President Obama is reelected.” I know your organization has a great ideological friend in him, although he hasn’t endorsed your specific timetable for disarmament. Mitt Romney is perceived as trying to be tougher towards Russia and has called it our “No. 1 geopolitical foe.”  Does the success of the disarmament movement hinge on having a friend in the White House?


    Blair: The history of nuclear arms reduction agreements has been a history spearheaded by Republicans. The SALT agreement was a result of Nixon’s détente with the Soviet Union, the START agreement was begun by Reagan and finished by [George H.W.] Bush, then we got the Moscow agreement under Bush 2. So there is a legacy here for Republican support.


    Now it sort of fell apart during the New START treaty deliberations in the U.S. Senate, and there has been sort of a breakdown in that legacy. Romney does seem to fall outside this tradition and seems to be under the misimpression that Russia is our No. 1 foe. He came out strongly against the New START treaty in a very flawed analysis that he published back then, and he seems to be under the influence of very hard-line figures in his orbit of consultants who have almost an innate problem in cooperating with Russia.


    But a lot of this is politics and a lot of it will have to yield to reality — and reality is that the United States and Russia have reset their relationship after it reached its low ebb in 2008. We have had growing cooperation across the board with Russia and that cooperation, that common ground, is not something that any president of the United States, Republican or Democrat, would set aside. So I would expect that if there is a President Romney that he will moderate his views, he will recognize the potential benefits of cooperation with Russia across the board, including in the nuclear arena.


    Also keep in mind the grass-roots arms control movement flourished during Republican administrations. I mean, the largest demonstration against nuclear arms occurred in the 1980s when President Reagan was running the show. There’s also the potential that Global Zero would actually gain some support and momentum in the event of a Romney presidency that ramped up nuclear tensions with Russia.


    Kazel: In your 1993 book, The Logic of Accidental Nuclear War, you focused largely on the danger that missiles could be armed quickly and launched quickly and how that didn’t match the political reality of the post-Cold War era. But the book didn’t really advocate or even envision a time when all nuclear forces would be abolished. How did you evolve from supporting technical changes in command-and-control structures to being an outright supporter of nuclear abolition?


    Blair: That’s a good question. I believed through the end of the Cold War that the United States would continue to maintain a nuclear arsenal in the name of strategic stability and mutual deterrence, and that the Soviet Union would do the same thing…


    The United States and Russia…had a very good relationship in the early ‘90s. I mean we were almost allies. The euphoria, particularly on the Russian side over the collapse of the Soviet Union, and the optimism of a new relationship between the two countries, was just extraordinary and very upbeat. And so I, at the end of the Cold War, came to believe that it was possible to eliminate nuclear weapons.


    But at the same time we had a long way to go and I thought we should focus on the problems of the hair-trigger posture and the continuing dangers that existed in the command-and-control system and the deficiencies of nuclear safeguards against unauthorized launch. So I worked on those issues very hard during the 1990s. But I really didn’t know how you would get to zero.  No one had taken it seriously to have worked up any kind of a technical roadmap for how you would get it to zero. There’s still not a mountain of good, solid research on how you get to zero from where we are today.


    So I thought one of the ways of getting to zero was to get weapons off alert and to put them increasingly into reserve status and to relegate nuclear weapons to the back burner of military capabilities. And when you do that, the military planners discount them in an age of growing, non-nuclear, conventional weapons sophistication. During the 1990s, I could even imagine conventional weapons would replace nuclear weapons in many of the missions. So I was sort of approaching it through the back door: Let’s downplay the importance of nuclear weapons, get them off alert, and then they will just sort of drop out of the war plans.


    [Then came] the proliferation of nuclear weapons during the ‘90s with India and Pakistan coming out of the closet, and then North Korea, and 9/11 with the obvious danger of proliferation, and “loose nukes” in Russia in the ‘90s. You know, all of that added up in my mind to a case for the complete elimination of nuclear weapons. So you just had to ask the question in the 1990s and into the 2000s, certainly after 9/11, do you feel the United States would be better or worse off living in a world without any nuclear weapons?


    I think the obvious answer to that question is that yes, we would be safer. As I go around the world for Global Zero, [meeting] supporters around the world, including very senior people from governments with nuclear weapons, I find increasingly that they also answer the question with that answer – that their country would be safer without any nuclear weapons on the planet.  That includes countries like India now.


    Kazel: Having taken the position that abolition is the best way to go, have you been disappointed over the past four years over the lack of progress under the Obama administration? An analysis by Jonathan Pearl of the Strategic Studies Institute [in the U.S. Army War College] said: “Contrary to popular belief, the general approach being advanced today by the Obama administration is strikingly similar to mainstream proposals of the past 65 years: arms control and nonproliferation now, disarmament at an undetermined point in the future. Meanwhile, numerous factors continue to militate against abolition, including a growing Pakistani arsenal and new sources of instability in the Middle East. Indeed, just as the perceived need for abolition may be growing, so may the difficulty of achieving it.”


    Blair: Well, no one ever expected this to be easy, and we’re pushing this agenda at a time when there are just overwhelming problems in the world. I think that President Obama has been seriously sidetracked over the last couple of years by world events. I think in the first two years of his administration, he made step-by-step progress…moving us concretely toward the elimination of nuclear weapons. In the last two years, we’ve been sidetracked, and of course we have the political season that’s further sidetracked any bold moves in this arena.


    But I would expect that if he is reelected, that he will revive this agenda, that [he could even] convene the first-in-history multilateral negotiations involving all the nuclear weapons countries to reduce and eliminate nuclear weapons. Just getting that process started would be an amazing legacy for the president.


    I think where President Obama sort of dropped the ball a bit was he really didn’t organize the government to develop a plan for the elimination of nuclear weapons. And so it remains a goal that is more rhetorical than it is concrete.


    Kazel: Even if he’s sympathetic to your goals, how can something like the Global Zero agenda coexist with the long-range plan for modernizing our warheads and delivery systems, which the government seems to be locking into place for the next 10 years? The Stimson Center says modernization will cost $352 billion or more over the next decade, including B61 nuclear bombs. How can your goals happen at the same time the administration is committing to this kind of long-term upgrade?


    Blair: (long pause) Well, I think he is going to have to come to terms with this question, because these are really 50-year decisions that are coming down the pike here for all three legs of the nuclear Triad. So we don’t want to be investing hundreds of billions of dollars in weapons systems that we want to scrap in the next 10 to 20 years, or whenever the time frame that the President might imagine nuclear abolition may be possible…Global Zero has called for the elimination of the land-based leg of the nuclear Triad on the U.S. side [Intercontinental Ballistic Missiles], and so it’s a question that has to be confronted. If it’s not, then we will sort of drift along with business as usual.


    Kazel: Can it be argued that modernization is necessary because the command and control systems, as well as the weapons themselves, are sort of crumbling — that if we don’t modernize them, your worst fear will be realized, that these systems will be vulnerable to seizure by terrorists or that somehow they’ll break down and malfunction?


    Blair: Well, there’s obviously a certain minimum amount of investment that you have to make in maintenance and security…You identify deficiencies that need to be fixed. One area that is of profound concern to me is deficiencies in protections against cyber warfare that may leave some of our weapons and our command-and-control system vulnerable to exploitation by unauthorized people. That’s a whole brave new world that needs to be addressed, and as long as we have nuclear weapons we need to find deficiencies in their control and safety. And that takes money, obviously.


    But Global Zero supports a time frame for the elimination of nuclear weapons. We can debate how long that should be, but it’s not 100 years, OK? And, it’s not really 50 years. We think that the time frame ought to be realistically on the order of 20 years. Maybe it’s 25. But it’s not taking us out to 2080. And 2080 is the year in which the next generation of U.S. strategic submarines is supposed to last.


    So in other words, what the next administration needs to do is say to itself, let’s say it’s President Obama, “If we were to think about eliminating nuclear weapons in the next 20 to 50 years, or 20 to 30 years…what would be the implications – for our nuclear complex, for the modernization or investment in things like the plutonium factory at Los Alamos? What would be the implications for our forces, our submarines, our bombers, our land-based rockets and their modernization, and what would be the implications for arms control? Give me a plan that allows me to pursue zero [nuclear weapons] over the next 20 or 30 years with plenty of flexibility. In case we’re not able to achieve it through the arms control process and it take us longer, I need to have a plan that insures that we still have a viable nuclear arsenal during this period.”


    These are choices and trade-offs that can’t just be managed by business as usual.


    Kazel: It seems many nuclear weapons opponents think the answer to that is the U.S. and Russia participating in a Nuclear Weapons Convention, a set of agreements that would officially outlaw nuclear bombs and create an agenda for how that can be achieved. Is that a dream, or something that can happen someday?


    Blair: A Nuclear Weapons Convention would be a phase of the Global Zero [plan]. The first step is to get all the relevant countries into a dialog and negotiation. So the first goal would be to have multiple countries decide the size of their arsenals, and other characteristics of their arsenals, let’s say five years from now. They negotiate where they would be five years after that. And then at some final stage they would agree to a Nuclear Weapons Convention that would have a requirement to go to zero. It would be a universal agreement applying to all countries, and would have mechanisms of verification and enforcement built into it that really have teeth. So I see a Convention as being essential at some stage.


    Kazel: Have you heard of any officials, any politicians on any side, who support a Convention?


    Blair: None that come to mind. But we do hear politicians – [Russian] President [Vladimir] Putin, [Prime Minister Dmitry] Medvedev, and the Obama Administration have all talked about how the next phase of nuclear arms reduction should be multilateral. So that’s the first big step into that arena.


    Kazel: On another point, how quickly and how effectively can the superpowers communicate with each other during a crisis? You make the point in your writings that all bets are off during a crisis, that the usual logic and expectations of what any side might do can’t be predicated accurately then. The “Hotline” was established during the Cuban Missile Crisis and then it was expanded during the Reagan years, but other proposals to really ramp up communications mechanisms between the U.S. and Russia seem to have fallen by the wayside.


    Blair: This isn’t the area that needs our primary attention. This issue, of miscommunication, of lack of adequate emergency mechanisms [for] communications and consultations – these are problems that largely are huge problems in other parts of the world. For example, India and Pakistan have a long way to go. The United States and China have a long way to go because we don’t have any tradition of transparency in arms control.


    There’s big opportunities for misunderstanding between the United States and China, and all these other countries that are acquiring nuclear weapons are in the very early stage of evolving these kinds of mechanisms between themselves and their primary adversaries, whether it’s in the Middle East or South Asia or Northeast Asia…I think that Israel and Iran, for example, could easily get into a nuclear war if Iran got nuclear weapons, because of this [communication] problem.


    Kazel: What represents a greater danger, Iran getting nuclear weapons or Israel attacking those weapons?


    Blair: Well, if Israel attacks those weapons it will be a conventional attack. If Iran gets those weapons, the possibility of actual use of nuclear weapons in the Middle East grows exponentially. I think [that is] just an unacceptable outcome.


    But I also believe that Iran is committed to getting nuclear weapons, because as long as regime change is its most serious worry, it feels it needs nuclear weapons as the ultimate deterrent. So there’s a long way to go with diplomacy with Iran to reach a stage where Iran feels it doesn’t need nuclear weapons.


    It’s a very complex picture in all of these regions that are [acquiring nuclear weapons]: how to come to terms with their security concerns without nuclear weapons. So that’s the agenda of Global Zero. We think that the universal elimination of nuclear weapons is really the only solution. So that if Iran has to give them up, Israel gives them up, as well. And if Israel gives them up, then by gosh, Iran also has to give them up, in the context of a broader disarmament process.
