    The Russell-Einstein Manifesto

    The Russell-Einstein Manifesto, issued in London on July 9, 1955, is one of the greatest documents of the 20th century.  It remains a critical warning to humanity in the 21st century.  As we approach the 62nd anniversary of the Manifesto, it is worthwhile to read it again (or for the first time) and reflect on its message to humanity.  It addresses the choices before us:  “continual progress in happiness, knowledge and wisdom” or “the risk of universal death.”  It was the last public statement Einstein signed before his death.  Of its 9 signers in addition to Russell and Einstein, two were members of the Nuclear Age Peace Foundation’s Advisory Council, Linus Pauling and Sir Joseph Rotblat.  Pauling was a great scientist and two-time Nobel Laureate.  Rotblat was the only scientist to leave the Manhattan Project as a matter of conscience.  He was a founder of the Pugwash Conferences and received the Nobel Peace Prize 50 years after the tragic bombings of Hiroshima and Nagasaki.  At NAPF, we carry on the commitment of the Russell-Einstein Manifesto to achieve a world free of nuclear weapons.  We accept its advice: “Remember your humanity, and forget the rest.”

    In the tragic situation which confronts humanity, we feel that scientists should assemble in conference to appraise the perils that have arisen as a result of the development of weapons of mass destruction, and to discuss a resolution in the spirit of the appended draft.

    We are speaking on this occasion, not as members of this or that nation, continent, or creed, but as human beings, members of the species Man, whose continued existence is in doubt. The world is full of conflicts; and, overshadowing all minor conflicts, the titanic struggle between Communism and anti- Communism.

    Almost everybody who is politically conscious has strong feelings about one or more of these issues; but we want you, if you can, to set aside such feelings and consider yourselves only as members of a biological species which has had a remarkable history, and whose disappearance none of us can desire.

    We shall try to say no single word which should appeal to one group rather than to another. All, equally, are in peril, and, if the peril is understood, there is hope that they may collectively avert it.

    We have to learn to think in a new way. We have to learn to ask ourselves, not what steps can be taken to give military victory to whatever group we prefer, for there no longer are such steps; the question we have to ask ourselves is: what steps can be taken to prevent a military contest of which the issue must be disastrous to all parties?

    The general public, and even many men in positions of authority, have not realized what would be involved in a war with nuclear bombs. The general public still thinks in terms of the obliteration of cities. It is understood that the new bombs are more powerful than the old, and that, while one A-bomb could obliterate Hiroshima, one H-bomb could obliterate the largest cities, such as London, New York, and Moscow.

    No doubt in an H-bomb war great cities would be obliterated. But this is one of the minor disasters that would have to be faced. If everybody in London, New York, and Moscow were exterminated, the world might, in the course of a few centuries, recover from the blow. But we now know, especially since the Bikini test, that nuclear bombs can gradually spread destruction over a very much wider area than had been supposed.

    It is stated on very good authority that a bomb can now be manufactured which will be 2,500 times as powerful as that which destroyed Hiroshima. Such a bomb, if exploded near the ground or under water, sends radio-active particles into the upper air. They sink gradually and reach the surface of the earth in the form of a deadly dust or rain. It was this dust which infected the Japanese fishermen and their catch of fish.

    No one knows how widely such lethal radioactive particles might be diffused, but the best authorities are unanimous in saying that a war with H-bombs might possibly put an end to the human race. It is feared that if many H-bombs are used there will be universal death, sudden only for a minority, but for the majority a slow torture of disease and disintegration.

    Many warnings have been uttered by eminent men of science and by authorities in military strategy. None of them will say that the worst results are certain. What they do say is that these results are possible, and no one can be sure that they will not be realized. We have not yet found that the views of experts on this question depend in any degree upon their politics or prejudices. They depend only, so far as our researches have revealed, upon the extent of the particular expert’s knowledge. We have found that the men who know most are the most gloomy.

    Here, then, is the problem which we present to you, stark and dreadful and inescapable: Shall we put an end to the human race; or shall mankind renounce war? People will not face this alternative because it is so difficult to abolish war.

    The abolition of war will demand distasteful limitations of national sovereignty. But what perhaps impedes understanding of the situation more than anything else is that the term “mankind” feels vague and abstract. People scarcely realize in imagination that the danger is to themselves and their children and their grandchildren, and not only to a dimly apprehended humanity. They can scarcely bring themselves to grasp that they, individually, and those whom they love are in imminent danger of perishing agonizingly. And so they hope that perhaps war may be allowed to continue provided modern weapons are prohibited.

    This hope is illusory. Whatever agreements not to use H-bombs had been reached in time of peace, they would no longer be considered binding in time of war, and both sides would set to work to manufacture H-bombs as soon as war broke out, for, if one side manufactured the bombs and the other did not, the side that manufactured them would inevitably be victorious.

    Although an agreement to renounce nuclear weapons as part of a general reduction of armaments would not afford an ultimate solution, it would serve certain important purposes. First: any agreement between East and West is to the good in so far as it tends to diminish tension. Second: the abolition of thermo-nuclear weapons, if each side believed that the other had carried it out sincerely, would lessen the fear of a sudden attack in the style of Pearl Harbour, which at present keeps both sides in a state of nervous apprehension. We should, therefore, welcome such an agreement though only as a first step. Most of us are not neutral in feeling, but, as human beings, we have to remember that, if the issues between East and West are to be decided in any manner that can give any possible satisfaction to anybody, whether Communist or anti-Communist, whether Asian or European or American, whether White or Black, then these issues must not be decided by war. We should wish this to be understood, both in the East andin the West. There lies before us, if we choose, continual progress in happiness, knowledge, and wisdom. Shall we, instead, choose death, because we cannot forget our quarrels? We appeal, as human beings, to human beings: Remember your humanity, and forget the rest. If you can do so, the way lies open to a new Paradise; if you cannot, there lies before you the risk of universal death.

    Resolution

    We invite this Congress, and through it the scientists of the world and the general public, to subscribe to the following resolution:
    “In view of the fact that in any future world war nuclear weapons will certainly be employed, and that such weapons threaten the continued existence of mankind, we urge the Governments of the world to realize, and to acknowledge publicly, that their purpose cannot be furthered by a world war, and we urge them, consequently, to find peaceful means for the settlement of all matters of dispute between them.”

  • US Prepares to Confront Nuclear Ban Treaty with Smart Bombs

    donald_trumpOn May 23, the U.S. Department of Energy (DOE) issued a press release celebrating President Trump’s proposed 2018 budget. DOE specifically lauded the proposed “$10.2 billion for Weapons Activities to maintain and enhance the safety, security, and effectiveness of our nuclear weapons enterprise.”

    Less than 24 hours earlier, Ambassador Elayne Whyte of Costa Rica released a draft of a treaty banning nuclear weapons. Ambassador Whyte is President of the United Nations Conference to negotiate a legally binding instrument to prohibit nuclear weapons, leading towards their total elimination. Over 130 nations have participated in the ban treaty negotiations thus far. A final treaty text is expected by early July.

    The draft treaty would prohibit state parties from – among other things – developing, producing, manufacturing, possessing or stockpiling nuclear weapons. The United States has aggressively boycotted the treaty negotiations, and has actively sought to undermine the good faith efforts of the majority of the world’s nations to prohibit these indiscriminate and catastrophically destructive weapons.

    No one is surprised at President Trump’s proposed funding for nuclear weapons activities; in fact, it is largely a continuation of the U.S. nuclear “modernization” program that began under President Obama. What is alarming, however, is the tacit admission by the Department of Energy that it is not simply maintaining current U.S. nuclear warheads until such time as they are eliminated. Rather, it is enhancing the “effectiveness” of nuclear weapons by incorporating new military capabilities into new weapons expected to be active through the final decades of the 21st century.

    The draft ban treaty makes clear “that the catastrophic consequences of nuclear weapons transcend national borders, pose grave implications for human survival, the environment, socioeconomic development, the global economy, food security and for the health of future generations.”

    Whether or not the United States plans to join the majority of the world’s nations in a treaty banning nuclear weapons, its policies and programs must reflect the indisputable evidence of the catastrophic consequences of nuclear weapons use. There is simply no excuse for investing in new nuclear weapons instead of an all-out diplomatic push for true security in a world without nuclear weapons.

    A Good Faith Obligation

    Article VI of the Treaty on the Nonproliferation of Nuclear Weapons (NPT) obligates all parties to negotiate in good faith for an end to the nuclear arms race at an early date. That treaty entered into force over 47 years ago.

    The draft ban treaty repeats the unanimous 1996 declaration of the International Court of Justice (ICJ), which said, “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”

    Judge Christopher Weeramantry was Vice President of the ICJ when it issued its 1996 Advisory Opinion. In a paper that he wrote for the Nuclear Age Peace Foundation in 2013, he examined in detail the concept of good faith in the context of nuclear disarmament.

    He wrote, “There is no half-way house in the duty of compliance with good faith in international law.” He continued, “Disrespect for and breach of good faith grows exponentially if, far from even partial compliance, there is total non-compliance with the obligations it imposes.”

    The U.S. and numerous other nuclear-armed countries argue that they are in compliance with their obligations because the total number of nuclear weapons in their arsenals has decreased. Quantitative reductions are important, and the progress on this front has been significant over the past couple of decades. However, a nuclear arms race need not simply be quantitative. Rather, what we see now among many of the nuclear-armed nations is a qualitative nuclear arms race, with enhancements of weapons’ “effectiveness” being a key component.

    This qualitative nuclear arms race is a blatant breach of the good faith obligation and, according to Judge Weeramantry’s interpretation, likely even constitutes bad faith.

    A Ban Is Coming

    Regardless of how much money the United States and other nuclear-armed nations commit to their nuclear arsenals, the vast majority of the world’s nations plan to conclude a treaty banning nuclear weapons in July.

    Even though such a treaty will not immediately halt nuclear weapons development or diminish the threat that current nuclear weapon arsenals pose to all humanity, it is an important step in the right direction.

    The NPT and customary international law require all nations – not just those that possess nuclear weapons – to negotiate for nuclear disarmament. The ban treaty is the first of many steps needed to fulfill this obligation, and will lay a solid foundation for future multilateral action.

    Non-nuclear-armed countries must continue to enhance the effectiveness of their diplomatic arsenals to ensure the successful entry into force of a ban treaty and subsequent measures to finally achieve a world free of nuclear weapons.

  • Time to Ban the Bomb

    This week, the Chair of an exciting UN initiative formally named the “United Nations Conference to Negotiate a Legally Binding Instrument to Prohibit Nuclear Weapons, Leading Towards their Total Elimination” released a draft treaty to ban and prohibit nuclear weapons just as the world has done for biological and chemical weapons. The Ban Treaty is to be negotiated at the UN from June 15 to July 7 as a follow up to the one week of negotiations that took place this past March, attended by more than 130 governments interacting with civil society. Their input and suggestions were used by the Chair, Costa Rica’s ambassador to the UN, Elayne Whyte Gómez to prepare the draft treaty. It is expected that the world will finally come out of this meeting with a treaty to ban the bomb!

    This negotiating conference was established after a series of meetings in Norway, Mexico, and Austria with governments and civil society to examine the catastrophic humanitarian consequences of nuclear war. The meetings were inspired by the leadership and urging of the International Red Cross to look at the horror of nuclear weapons, not just through the frame of strategy and “deterrence”, but to grasp and examine the disastrous humanitarian consequences that would occur in a nuclear war.   This activity led to a series of meetings culminating in a resolution in the UN General Assembly this fall to negotiate a treaty to ban and prohibit nuclear weapons. The new draft treaty based on the proposals put forth in the March negotiations requires the states to “never under any circumstances … develop, produce, manufacture, otherwise acquire, possess, or stockpile nuclear weapons or other nuclear explosive devices … use nuclear weapons … carry out any nuclear weapon test”. States are also required to destroy any nuclear weapons they possess and are prohibited from transferring nuclear weapons to any other recipient.

    None of the nine nuclear weapons states, US, UK, Russia, France, China, Indian, Pakistan, Israel and North Korea came to the March meeting, although during the vote last fall on whether to go forward with the negotiating resolution in the UN’s First Committee for Disarmament, where the resolution was formally introduced, while the five western nuclear states voted against it, China, India and Pakistan abstained.   And North Korea voted for the resolution to negotiate to ban the bomb! (I bet you didn’t read that in the New York Times!)

    By the time the resolution got to the General Assembly, Donald Trump had been elected and those promising votes disappeared. And at the March negotiations, the US Ambassador to the UN, Nikki Haley, flanked by the Ambassadors from England and France, stood outside the closed conference room and held a press conference with a number of “umbrella states” which rely on the US nuclear ‘deterrent” to annihilate their enemies (includes NATO states as well as Australia, Japan, and South Korea) and announced that “as a mother” who couldn’t want more for her family “than a world without nuclear weapons” she had to “be realistic” and would boycott the meeting and oppose efforts to ban the bomb adding, “Is there anyone that believes that North Korea would agree to a ban on nuclear weapons?”

    The last 2015 Non-Proliferation Treaty (NPT) five year review conference broke up without consensus on the shoals of a deal the US was unable to deliver to Egypt to hold a Weapons of Mass Destruction Free Zone Conference in the Middle East. This promise was made in 1995 to get the required consensus vote from all the states to extend the NPT indefinitely when it was due to expire, 25 years after It entered into force.   The five nuclear weapons states in the treaty, US, UK, Russia, China, and France, promised to make “good faith efforts” for nuclear disarmament. In that agreement and all the other countries of the world promised not to get nuclear weapons, except for India, Pakistan, and Israel who never signed and went on to get their own bombs. North Korea had signed the treaty, but took advantage of the NPT’s Faustian bargain to sweeten the pot with a promise to the non-nuclear weapons states for an “inalienable right” to “peaceful” nuclear power, thus giving them the keys to the bomb factory. North Korea got its peaceful nuclear power, and walked out of the treaty to make a bomb.   At the 2015 NPT review, South Africa gave an eloquent speech expressing the state of nuclear apartheid that exists between the nuclear haves, holding the whole world hostage to their security needs and their failure to comply with their obligation to eliminate their nuclear bombs, while working overtime to prevent nuclear proliferation in other countries.

    The Ban Treaty draft provides that the Treaty will enter into effect when 40 nations sign and ratify it. Even if none of the nuclear weapons states join, the ban can be used to stigmatize and shame the “umbrella” states to withdraw from the nuclear “protection” services they are now receiving.   Japan should be an easy case.   The five NATO states in Europe who keep US nuclear weapons based on their soil–Germany, Netherlands, Belgium, Italy, and Turkey– are good prospects for breaking with the nuclear alliance. A legal ban on nuclear weapons can be used to convince banks and pension funds in a divestment campaign, once it is known the weapons are illegal.   See www.dontbankonthebomb.org

    DRAFT TREATY TO BAN NUCLEAR WEAPONS RELEASED TODAY

    In a momentous step to create a safer and more secure world, a draft treaty to ban nuclear weapons was released today by the United Nations. The document is seen as an essential milestone in the years-long effort to ban these indiscriminate weapons of mass destruction and an important step toward their eventual elimination.

    Over 130 countries participated in the first negotiation session that took place in March of this year in New York under the auspices of the United Nations. Participants shared initial positions and goals for the treaty language, focusing on the humanitarian cost of nuclear weapons use and the threat posed to every country. Most also compared a nuclear weapons ban to previous bans on chemical and biological weapons, land mines, and cluster munitions, which have had significant impact and changed international behavior.

    David Krieger, President of the Santa Barbara-based Nuclear Age Peace Foundation, commented, “This draft treaty is a historic step on the road to a nuclear weapons-free world. It provides an excellent framework for the negotiations that will resume on June 15th. The arc of the nuclear threat is bending toward prohibition and abolition. It is time for the nuclear-armed countries and their allies to join with the active non-nuclear states in putting an end to the nuclear threat to humanity for their common benefit.”

    The world now faces 21st century threats and challenges — cyber attacks, pandemic disease, climate chaos and terrorism. These threats cannot be addressed by nuclear weapons or the logic of nuclear deterrence. More ominously, the spread of nuclear weapons technology and material only increases the chances of intentional or accidental nuclear detonation by states or terrorist groups.

    Beatrice Fihn, Executive Director of the International Campaign to Abolish Nuclear Weapons, said, “Now that we have a draft, nuclear-armed and nuclear alliance states should take the opportunity to engage productively in these discussions. Failure to participate undermines any objection they might have once the document is complete. This is a test of their commitment to a world without nuclear weapons.”

    Countries will have the opportunity to finalize the treaty at the second negotiation session, which will take place from June 15 through July 7 at the United Nations in New York .

  • Message to the UN Conference Negotiating a Nuclear Ban Treaty

    This message from Pope Francis was delivered to the opening session of the United Nations Conference to Negotiate a Legally Binding Instrument to Prohibit Nuclear Weapons, Leading Towards their Total Elimination on March 27, 2017.

    I extend cordial greetings to you, Madam President, and to all the representatives of the various nations and international organizations, and of civil society participating in this Conference.  I wish to encourage you to work with determination in order to promote the conditions necessary for a world without nuclear weapons.

    On 25 September 2015, before the General Assembly of the United Nations, I emphasized what the Preamble and first Article of the United Nations Charter indicate as the foundations of the international juridical framework: peace, the pacific solution of disputes and the development of friendly relations between nations.  An ethics and a law based on the threat of mutual destruction – and possibly the destruction of all mankind – are contradictory to the very spirit of the United Nations.  We must therefore commit ourselves to a world without nuclear weapons, by fully implementing the Non-Proliferation Treaty, both in letter and spirit (cf. Address to the General Assembly of the United Nations, 25 September 2015).

    But why give ourselves this demanding and forward-looking goal in the present international context characterized by an unstable climate of conflict, which is both cause and indication of the difficulties encountered in advancing and strengthening the process of nuclear disarmament and nuclear non-proliferation?

    If we take into consideration the principal threats to peace and security with their many dimensions in this multipolar world of the twenty-first century as, for example, terrorism, asymmetrical conflicts, cybersecurity, environmental problems, poverty, not a few doubts arise regarding the inadequacy of nuclear deterrence as an effective response to such challenges.  These concerns are even greater when we consider the catastrophic humanitarian and environmental consequences that would follow from any use of nuclear weapons, with devastating, indiscriminate and uncontainable effects, over time and space.  Similar cause for concern arises when examining the waste of resources spent on nuclear issues for military purposes, which could instead be used for worthy priorities like the promotion of peace and integral human development, as well as the fight against poverty, and the implementation of the 2030 Agenda for Sustainable Development.

    We need also to ask ourselves how sustainable is a stability based on fear, when it actually increases fear and undermines relationships of trust between peoples.

    International peace and stability cannot be based on a false sense of security, on the threat of mutual destruction or total annihilation, or on simply maintaining a balance of power.  Peace must be built on justice, on integral human development, on respect for fundamental human rights, on the protection of creation, on the participation of all in public life, on trust between peoples, on the support of peaceful institutions, on access to education and health, on dialogue and solidarity.  From this perspective, we need to go beyond nuclear deterrence: the international community is called upon to adopt forward-looking strategies to promote the goal of peace and stability and to avoid short-sighted approaches to the problems surrounding national and international security.

    In this context, the ultimate goal of the total elimination of nuclear weapons becomes both a challenge and a moral and humanitarian imperative.  A concrete approach should promote a reflection on an ethics of peace and multilateral and cooperative security that goes beyond the fear and isolationism that prevail in many debates today.  Achieving a world without nuclear weapons involves a long-term process, based on the awareness that “everything is connected” within the perspective of an integral ecology (cf. Laudato Si’, 117, 138).  The common destiny of mankind demands the pragmatic strengthening of dialogue and the building and consolidating of mechanisms of trust and cooperation, capable of creating the conditions for a world without nuclear weapons.

    Growing interdependence and globalization mean that any response to the threat of nuclear weapons should be collective and concerted, based on mutual trust.  This trust can be built only through dialogue that is truly directed to the common good and not to the protection of veiled or particular interests; such dialogue, as far as possible, should include all: nuclear states, countries which do not possess nuclear weapons, the military and private sectors, religious communities, civil societies, and international organizations.  And in this endeavour we must avoid those forms of mutual recrimination and polarization which hinder dialogue rather than encourage it.  Humanity has the ability to work together in building up our common home; we have the freedom, intelligence and capacity to lead and direct technology, to place limits on our power, and to put all this at the service of another type of progress: one that is more human, social and integral (cf. ibid., 13, 78, 112; Message for the 22nd Meeting of the Conference of Parties to the United Nations Framework Agreement on Climate Change (COP22), 10 November 2016).

    This Conference intends to negotiate a Treaty inspired by ethical and moral arguments.  It is an exercise in hope and it is my wish that it may also constitute a decisive step along the road towards a world without nuclear weapons.  Although this is a significantly complex and long-term goal, it is not beyond our reach.

    Madam President, I sincerely wish that the efforts of this Conference may be fruitful and provide an effective contribution to advancing an ethic of peace and of multilateral and cooperative security, which humanity very much needs today.  Upon all those gathered at this important meeting, and upon the citizens of the countries you represent, I invoke the blessings of the Almighty.

  • A Better Mousetrap?

    mousetrapAlbert Einstein noted, “Mankind invented the atomic bomb, but no mouse would ever construct a mousetrap.”

    We humans have created the equivalent of a mousetrap for ourselves. And we’ve constructed tens of thousands of them over the seven decades of the Nuclear Age.

    In the mid-1980s, the world reached a high of 70,000 nuclear weapons, with more than 95 percent of them in the arsenals of the United States and Soviet Union. Since then, the number has fallen to under 15,000. While this downward trend is positive, the world’s nuclear countries possess enough nuclear weapons to destroy the human species many times over.

    In 72 years, nuclear weapons have been used only twice in warfare—at Hiroshima and Nagasaki in August 1945. But the United States and Russia have come far too close to using them on many other occasions, including during the tense days of the 1962 Cuban Missile Crisis.

    Nuclear weapons pose an extraordinary risk, one that could result in rapid human extinction. Their use could be triggered by malice or mistake. Either way, the consequences would be catastrophic.

    Nuclear weapons and human fallibility are an extremely dangerous and volatile mix. These weapons test our morality, our intelligence, and our capacity for species survival.

    Nuclear deterrence is not a shield against nuclear weapons. It is a psychological theory about human behavior. If the leaders of nuclear weapon states truly believed in nuclear deterrence, they would not need to build missile defenses for protection against a nuclear attack. And missile defense systems are far from reliable, often failing in test situations. Sometimes, the tests are cancelled because of bad weather or cloud cover. But there is no international treaty requiring nuclear attacks to be conducted only on sunny days.

    There is no physical protection against nuclear weapons. The only strategy to assure against nuclear war is to negotiate the abolition of nuclear weapons—with inspection and verification procedures to make sure existing arsenals are eliminated and never rebuilt.

    Late in March 2017, negotiations for a new treaty to ban and eliminate nuclear weapons will begin at the United Nations. Even though most—perhaps all—nuclear-armed countries will not participate in the negotiations, the talks will be extremely significant for clarifying the illegality of the weapons, and for setting new international norms against the threat or use of nuclear weapons.

    In the meantime, Donald Trump has tweeted about wanting the United States to “greatly strengthen and expand its nuclear capability”; he’s also told the world that, when it comes to nuclear weapons, he wants the United States to be at “the top of the pack.” In making such statements, he is demonstrating his lack of knowledge about nuclear dangers and, in fact, risking the instigation of a new nuclear arms race.

    Rather than understanding, as President Reagan and other nuclear-armed leaders discovered, that “[n]uclear war cannot be won, and must never be fought,” Trump seems intent on building a bigger and better trap for destroying the human species. His bravado is dangerous. Nuclear weapons are equal opportunity destroyers. Although humans invented the atomic bomb, they are not condemned to being caught in its trap. To avoid the trap, people must demand far more of political leaders, including Trump, insisting that they commence good-faith negotiations now for nuclear zero.

    United Nations conference to negotiate a legally binding instrument to prohibit nuclear weapons, leading towards their total elimination

    President Ambassador Whyte, Distinguished Delegates,

    I would like to thank the President for giving me the opportunity to speak.

    My name is Fujimori Toshiki, and I am the Assistant Secretary General of Nihon Hidankyo, Japan Confederation of Atomic and Hydrogen Bomb Sufferers Organizations. I am one of the people who was exposed to the atomic bomb the U.S. forces dropped on Hiroshima on August 6, 1945.

    Hibakusha established Nihon Hidankyo eleven years after the bombing. Since then, we have called for “No More Hibakusha” within Japan and abroad. The treaty you will be negotiating today must reflect this call of Hibakusha in express terms so that the world makes remarkable progress towards nuclear weapons abolition.

    I was 1 year and 4 months-old when the bomb was dropped. We were a big family of twelve, consisting of my grandfather, father, mother, six elder sisters, two elder brothers, and myself. Two of my elder sisters and my two elder brothers had evacuated out of the city of Hiroshima to avoid air raids. The eight of us who stayed in Hiroshima were exposed to the bomb.

    My fourth-eldest sister was 13 years old and was in her first year of an all-girls junior high school. She was around 400m from the hypocenter when the bomb was dropped. Together with her teachers and other students, my sister was there to demolish houses to create firesafe areas against air raids. All of 676 of them including my sister were killed instantly through direct exposure to radiation, the heat, and the blast from the bomb. It is said that all together in the city of Hiroshima, 8400 students in the first and second year of junior high schools were being mobilized for similar purposes that day. The lives of 6300 of them were lost.

    I was sick that day, so my mother was heading to the hospital with me on her back when the bomb was dropped. We were 2.3 km from the hypocentre. Fortunately, a two-story house between the hypocentre and us prevented us from directly being exposed to the heat. Yet, we were thrown all the way to the edge of the river bank. My mother, with me in her arms, managed to get to the nearby mountain called Ushitayama. Our family members were in different locations at the time of the bombing, but everyone escaped to the same mountain of Ushitayama, except for my fourth-elder sister. For many days that followed, my parents and my sisters kept going back to the area near the hypocentre to look for my fourth-eldest sister, who was missing. We never found her. We never found her body either. In the meantime, I had my entire body covered with bandages, with only eyes, nose, and mouth uncovered. Everybody thought I would die over time. Yet, I survived. It is a miracle. I am here at the UN, asking for an abolition of nuclear weapons. I am convinced that this is a mission I am given as a survivor of the atomic-bomb.

    Two hundred and ten thousand people died by the end of 1945 due to the atomic bombs the U.S. forces dropped on Hiroshima and Nagasaki. Hibakusha experienced hell on earth beneath the mushroom clouds. In fact, Hibakusha have continued to suffer for the twenty six thousand one hundred sixty six days until today, March 27th , 2017.

    Nobody, in any country, deserves seeing the same hell on earth again.

    Every year, on August 6th, my mother would gather all of us children and would talk to us about her experience in tears. I once asked my mother why she would speak about it if recalling the experience makes her suffer.

    “I can’t make you go through the same experience.” That was her answer.

    Her tears were her heartfelt appeal. She called, as a mother, for a world with no more hell on earth.

    Three International Conferences on the Humanitarian Impact of Nuclear Weapons hosted by Norway, Mexico, and Austria, as well as the Joint Statements on the Humanitarian Consequences of Nuclear Weapons at the Preparatory Committee meetings for the NPT Review Conference and the First Committee of the UN General Assembly, repeatedly and strongly reaffirmed the following conclusions:

    That whether intended or not intended, the effects of a nuclear weapon detonation are not constrained by national borders;

    That no state or international body could address its immediate humanitarian emergency or long-term consequences;

    That in the interest of the very survival of humanity nuclear weapons must never be used again; and

    That the only assurance against the risk of a nuclear weapon detonation is the total elimination of nuclear weapons.

    Many Hibakusha received these messages with thousands of thoughts about the long journey that they had come.

    Nuclear weapon states and their allied nuclear-dependent states are against concluding a treaty to abolish nuclear weapons. Despite being the only country in the world that experienced the wartime use of nuclear weapons, the Japanese government voted against the UN resolution 71/258, which established this negotiating conference.

    As a Hibakusha, and as a Japanese, I am here today heartbroken.

    Yet, I am not discouraged.

    Government representatives who are present at this conference, international organizations, and representatives of civil society organizations are making efforts to conclude a legally binding instrument to ban and eliminate nuclear weapons.

    In April of last year, Hibakusha initiated the International Signature Campaign, which calls on all state governments to conclude a treaty to ban and eliminate nuclear weapons. We reached out to countries across the world, and last October, we delivered our first batch of five hundred sixty thousand signatures to the Chair of the First Committee of the UN General Assembly. Today, we have over one million seven hundred twenty thousand signatures. We will continue the campaign until 2020, and we aim to collect hundreds of millions of signatures.

    Let us work together to achieve the nuclear ban treaty.

    This may be the most dangerous time in human history.

    In a dramatic recent decision, the Bulletin of the Atomic Scientists has moved its iconic Doomsday Clock ahead from three minutes to only two-and-a-half minutes to midnight.

    Humankind faces two existential challenges of global and potentially apocalyptic scope: nuclear weapons and climate change. Our focus here is on nuclear dangers, but we strongly encourage you, Presidents Trump and Putin, to undertake in a spirit of urgency all necessary steps to avert further global warming.

    As the leaders of the United States and Russia, the two countries with the largest nuclear arsenals, you have the grave responsibility of assuring that nuclear weapons are not used — or their use overtly threatened — during your period of leadership.

    The most certain and reliable way to fulfill this responsibility is to negotiate with each other, and the other governments of nuclear-armed states, for their total elimination.

    The U.S. and Russia are both obligated under Article VI of the Nuclear Non-Proliferation Treaty to engage in such negotiations in good faith for an end to the nuclear arms race and for complete nuclear disarmament. Your success in this endeavor would make you heroes of the Nuclear Age.

    Initiating a nuclear war, any nuclear war, would be an act of insanity. Between nuclear weapons states, it would lead to the destruction of the attacking nation as well as the nation attacked. Between the U.S. and Russia, it would also destroy civilization and threaten the survival of humanity.

    There are still nearly 15,000 nuclear weapons in the world, of which the United States and Russia each possess some 7,000. Approximately 1,000 of these weapons in each country remain on hair-trigger alert — a catastrophe waiting to happen that could be prevented with the stroke of a pen.

    If nuclear weapons are not used intentionally, they could be used inadvertently by accident or miscalculation. Nuclear weapons and human fallibility are an explosive combination, which could at any moment bring dire consequences to the U.S., Russia and the rest of humanity. The world would be far safer by negotiating an end to policies of nuclear first-use, hair-trigger alert and launch-on-warning. Further, negotiations need to be commenced on the phased, verifiable and irreversible elimination of nuclear weapons.

    Nuclear deterrence presupposes an unrealistic view of human behavior if projected over time. It depends on the willingness and ability of political leaders to act with total rationality in the most extreme circumstances of stress and provocation. It provides no guarantees of sustained security or physical protection. It could fail, spectacularly and tragically, at any moment.

    The further development and modernization of nuclear weapons by the U.S., Russia and others, and the proliferation of nuclear weapons to other countries, would make for an even more dangerous world. It is important for the sake of regional peace and the avoidance of future nuclear confrontations to uphold the international agreement that places appropriate limitations on Iran’s nuclear program, an agreement that has the support of the five permanent members of the United Nations Security Council plus Germany.

    Your nuclear arsenals give each of you the power to end civilization. You also have the historic opportunity, should you choose, to become the leaders of the most momentous international collaboration of all time, dedicated to ending the nuclear weapons era over the course of a decade or so. This great goal of Nuclear Zero can be achieved by negotiating, as a matter of priority, a treaty to ban and eliminate nuclear weapons.

    We, the undersigned, implore you to commence negotiations to reduce the dangers of a nuclear war, by mistake or malice, and immediately commit your respective governments to the realizable objective of a nuclear weapons-free world. It would be the greatest possible gift to the whole of humanity and to all future generations, as well as of enduring benefit to the national and human security of Russia and the United States.

  • The Fierce Urgency of Nuclear Zero: Final Symposium Statement

    THE FIERCE URGENCY OF NUCLEAR ZERO*

    [This document reflects the discussions at the symposium “The Fierce Urgency of Nuclear Zero: Changing the Discourse,” held in Santa Barbara, California, on October 24-25, 2016, and also takes into account the changed political landscape in the U.S. following the election of Donald Trump, which occurred two weeks after the symposium. The symposium was sponsored and organized by the Nuclear Age Peace Foundation.]

    Humanity and the planet face two existential threats: environmental catastrophe and nuclear annihilation. While climate change is the subject of increasing public awareness and concern, the same cannot be said about growing nuclear dangers arising from worsening international circumstances. It’s time again to sound the alarm and mobilize public opinion on a massive scale. Our lives may depend on it.

    More than a quarter of a century since the end of the Cold War, some 14,900 nuclear weapons, most an order of magnitude more powerful than the Hiroshima and Nagasaki bombs, 93% held by the U.S. and Russia, continue to pose an intolerable and increasing threat to humanity and the biosphere. Recent studies by atmospheric scientists show that a nuclear war between India and Pakistan involving 100 Hiroshima-size atomic bombs dropped on cities could produce climate change unprecedented in recorded human history. A drop in average surface temperatures, depletion of the ozone layer, and shortened agricultural growing seasons would lead to massive famine and starvation resulting in as many as two billion deaths over the following decade. A full-scale nuclear war between the U.S. and Russia would result in a “Nuclear Winter,” triggering a new Ice Age and ending most complex life on the planet.

    The danger of wars among nuclear-armed states is growing. There is hope that such wars can be avoided, but that hope, while the essential basis of action, is not sufficient to end the nuclear threat facing humanity and complex life on this planet. Hope must give rise to action.

    The United States is poised to spend one trillion dollars over the next 30 years to modernize its nuclear bombs and warheads, the submarines, missiles and bombers to deliver them, and the infrastructure to sustain the nuclear enterprise indefinitely. The other nuclear-armed countries – Russia, the United Kingdom, France, China, Israel, India, Pakistan and North Korea – are modernizing their nuclear arsenals as well.

    RISING TENSIONS

    Tensions between the United States/NATO and Russia have risen to levels not seen since the Cold War, with the two nuclear giants confronting each other in Ukraine, Eastern Europe, and Syria, and an accelerated tempo of military exercises and war games, both conventional and nuclear, on both sides.

    The U.S., the only nation with nuclear weapons deployed on foreign soil, is estimated to have 180 nuclear weapons stationed at six NATO bases in Belgium, Germany, Italy, the Netherlands, and Turkey. In June 2016, the largest NATO war games in decades were conducted in Poland. The exercises came weeks after activating a U.S. missile defense system in Romania and ground breaking for another missile defense system in Poland. Russian President Vladimir Putin warned that there would be “action in response to guarantee our security.”

    In October 2016, Russia moved nuclear-capable Iskander missiles into the Kaliningrad territory bordering Poland and Lithuania, signaling its response to NATO, while claiming it was a routine exercise. Russian officials have previously described the role that the 500 km-range Iskander system would play in targeting U.S. missile defense installations in Poland.

    In mid-December 2016, the Obama administration announced plans to deploy troops in Poland, the Baltic states and Romania. According to the U.S. Commander, this would send “the very powerful signal” that “the United States, along with the rest of NATO, is committed to deterrence.”

    In Syria, with perhaps the most complex war in history raging, the U.S., Russia and France are bombing side-by-side and sometimes on opposing sides.

    Adding to the conflicts among nuclear-armed states, the U.S., with its “pivot” to the Pacific, is facing off against China in seas where other Asian nations are contesting Chinese territorial claims. India and Pakistan remain locked in a nuclear arms race amid mounting diplomatic tensions, border clashes and rising military budgets. And North Korea, refusing to heed strong international condemnation, continues to conduct nuclear weapons tests. It has even announced an intention to test an intercontinental ballistic missile capable of reaching the United States.

    These potential nuclear flashpoints are ripe for escalation. An accidental or intentional military incident could send the world spiraling into a disastrous nuclear confrontation. A great danger is that the rulers of one nuclear-armed state will miscalculate the interests and fears of another, pushing some geopolitical gambit to the point where economic pressures, covert actions, low-intensity warfare and displays of high-tech force escalate into regional or general war. This vulnerability to unintended consequences is reminiscent of the circumstances that led to World War I, but made more dangerous by U.S. and Russian policies of nuclear first-use, keeping nuclear weapons on hair-trigger alert, and launch-on-warning.

    THE TRUMP PRESIDENCY

    During the Presidential campaign, Donald Trump’s nuclear weapons rhetoric was cavalier, suggesting deep ignorance. No one knows what he’ll do in office, but U.S. national security policy has been remarkably consistent in the post-World War II and post-Cold War eras, despite dramatically changed geopolitical conditions and very different presidential styles. The threatened use of nuclear weapons as the “cornerstone” of U.S. national security policy has been reaffirmed by every President, Republican or Democrat, since 1945, when President Harry Truman, a Democrat, oversaw the atomic bombings of Hiroshima and Nagasaki.

    According to the Trump transition website: “Mr. Trump will ensure our strategic nuclear triad is modernized to ensure it continues to be an effective deterrent….” This is essentially a continuation of the Obama administration’s policy. Trump’s ominous December 22, 2016 tweet – “The United States must greatly strengthen and expand its nuclear capability until such time as the world comes to its senses regarding nukes” – seemed to indicate an intention to increase the level of reliance on the nuclear threat.

    While Trump’s conciliatory tone towards Russia offers a glimmer of hope for lowering tensions between the two nuclear-armed giants, the firestorm raging around U.S. government assertions that Russia manipulated the U.S. election to help Trump win has immeasurably compounded the difficulties in predicting what will happen next. Trump’s stated aim to tear up the Iran nuclear deal reveals his deficient understanding of international relations, indicating a lack of awareness that this is a multilateral agreement involving all five permanent members of the Security Council plus Germany, and that Russia and Iran are engaged in cooperative military operations, including against ISIS. Trump’s belligerent attitude toward China, a strategic ally of Russia, and his threat to upend the decades-long U.S. “one China” policy, is another cause for serious concern.

    In his farewell address to the nation in 1961, President Dwight Eisenhower warned: “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.” An earlier version of his warning referred to the “military-industrial-congressional complex.”

    We now face the likelihood of a far more military-industrial Presidential cabinet. The specter of a Trump presidency with a right-wing Republican House and Senate, as well as a compliant Supreme Court, is chilling to an unprecedented degree. Trump’s appointments and nominations of reactionary, hardliner ex-generals, billionaire heads of corporations, and climate-change deniers are cause for grave concern in both the domestic and foreign policy arenas.

    The Cold War concept of “strategic stability” among great powers, although itself never an adequate basis for genuine international security, is foundering. The Cold War and post-Cold War managerial approach to arms control must be challenged. Addressing nuclear dangers must take place in a much broader framework, taking into account the interface between nuclear and non-nuclear weapons and militarism in general, the humanitarian and long-term environmental consequences of nuclear war, and the fundamental incompatibility of nuclear weapons with democracy, the rule of law, and human well-being.

    GROWING CRISES

    In 2009, former Soviet President Mikhail Gorbachev warned, “Military superiority would be an insurmountable obstacle to ridding the world of nuclear weapons. Unless we discuss demilitarization of international politics, the reduction of military budgets, preventing militarization of outer space, talking about a nuclear-free world will be just rhetorical.”

    Nuclear arms control has ground to a halt and the world is backsliding. The growing crises among nuclear-armed states must be defused and disarmament efforts put back on track. Nothing is more important now than to counter the notion that collaborative security with Russia is to be regarded as treasonous or somehow more dangerous than confrontational geopolitics. Peace is an imperative of the Nuclear Age. Starting with the U.S. and Russia, the nuclear-armed states must sit down at the negotiating table and begin to address Gorbachev’s agenda.

    It is essential at this time to assert the credibility and the necessity of a transformational approach to nuclear disarmament. We should do our utmost to marshal public discourse to counter the militarization of governments’ imaginations. The use of military force should always be the last option, not just in rhetoric, but in diplomatic practice.

    There has never been a greater need for imaginative diplomacy. The cycle of provocation and response must be halted. Nuclear threats must cease. Nuclear weapons modernization programs must be terminated. Military exercises and war games must be curtailed and conducted with great sensitivity to geopolitical conditions. The U.S. should withdraw its nuclear weapons from NATO bases and, at a minimum, stop NATO expansion and provocative deployments. Policies of nuclear first-use, hair-trigger alert, and launch-on-warning must be ended.

    In the longer term, military alliances should be dismantled and replaced by a new collective security paradigm. All nations, first and foremost the U.S., by far the largest weapons exporter, should stop the sale and supply of arms to conflict regions.

    CHANGING THE DISCOURSE

    Changing the discourse involves both language and processes. We need to take seriously our human role as stewards of the earth and talk about nuclear dangers in terms of potential omnicide. Nuclear weapons are incompatible with democracy. They place vast unaccountable power in a few leaders’ hands, unchecked by the millions of voices that true democracy depends on. We must reject notions of U.S. exceptionalism that exempt this country from respect for the rule of law and the authority of the United Nations. Further, we must revitalize the U.S. Constitution by reintroducing checks and balances into decision-making about war and peace.

    Indeed, much of the world does seem to be coming to its senses regarding nuclear weapons. Deeply frustrated by the lack of progress on nuclear disarmament, in December 2016 the United Nations General Assembly voted by a large majority to hold negotiations in 2017 on a treaty prohibiting nuclear weapons, leading to their elimination. The vote represents an historic global repudiation of the nuclear weapons status quo among the vast majority of non-nuclear weapons states. None of the nine nuclear-armed nations supported the resolution, and it is unlikely that any nuclear-armed states will participate in the negotiations.

    To realize the full value of a “ban” treaty, we must demand that the nuclear-armed states recognize the existing illegality of the threat or use of nuclear weapons under international law protecting civilians and the environment from the effects of warfare. The governments of these states must finally act to meet their disarmament obligations under Article VI of the nuclear Non-Proliferation Treaty and customary international law, and participate in good faith in the negotiations as unanimously mandated by the International Court of Justice in its 1996 Advisory Opinion.

    The media have narrowed the boundaries of debate, and the public has virtually no feasible means to engage decision-makers on disarmament imperatives. Yet the need for such discourse has never been more urgent. We reject the apocalyptic narrative and summon the imaginations of people everywhere to envision a vastly different future. There is no inevitability to the course of history, and a mobilized citizenry can redirect it toward a positive future.

    AN ETHICAL IMPERATIVE

    There exists an ethical imperative to work for the elimination of nuclear weapons. The survival of the human species and other forms of complex life requires acting upon this imperative. We will need to successfully reach out to constituencies and organizations outside the peace and disarmament sphere to inspire and engage millions, if not tens of millions, of people. Education and engagement of both media and youth will be critical for success. Hope must be joined with action if we are to abolish nuclear weapons before they abolish us. The alarm is sounding.
