    Daisaku Ikeda’s Proposal for Nuclear Weapons Abolition

    Daisaku Ikeda begins his five-point proposal for nuclear weapons abolition with a reference to hope being inherent in the “solidarity of ordinary citizens.” He states, “If nuclear weapons epitomize the forces that would divide and destroy the world, they can only be overcome by the solidarity of ordinary citizens, which transforms hope into the energy to create a new era.”

    Thus, Ikeda’s major thesis in his proposal is that it will require the mobilization of citizens throughout the globe – not leaders, but citizens – to create a new era free from the overriding threat of nuclear annihilation that continues to exist today. He does not dismiss leaders, but he understands that necessary change will require the rock-solid support of ordinary citizens.

    Ikeda urges leaders reliant on nuclear weapons to ask themselves these questions: “Are nuclear weapons really necessary? Why do we need to keep them? What justifies our own stockpiles of nuclear weapons when we make an issue out of other states’ possession of them? Does humanity really have no choice but to live under the threat of nuclear weapons?” To seriously ask these questions and grapple with answers would be a large step forward.

    Ikeda also dismisses the double standards that have been associated with nuclear weapons, quoting the 2006 Report of the Weapons of Mass Destruction Commission chaired by Hans Blix: “The Commission rejects the suggestion that nuclear weapons in the hands of some pose no threat, while in the hands of others they place the world in mortal jeopardy.” Ikeda is clear that there can be no “good” and “bad” nuclear weapons. They are all dangerous and threatening to humanity.

    Ikeda’s proposal is based upon three important foundations that have characterized his leadership: clear vision, unyielding determination and courageous action. He asks that these traits be put into practice by his followers and by people throughout the globe for the goal of a nuclear weapons-free world.

    The five points of the proposal are as follows:

    1. A shared vision of the five declared nuclear weapons states to achieve a world free of nuclear weapons, which they will announce jointly at the 2010 Non-Proliferation Treaty Review Conference.
    2. A United Nations Panel of Experts on nuclear weapons abolition, which will strengthen collaborative relations with civil society.
    3. Progress by parties to the Non-Proliferation Treaty in strengthening nonproliferation mechanisms and removing obstacles to nuclear disarmament.
    4. Cooperation among all states in reducing the role of nuclear weapons in national security.
    5. A clear manifestation of will by the world’s people for an international norm that will provide the foundation for a new treaty, a Nuclear Weapons Convention, for the total elimination of nuclear weapons.

    All of the points are based upon a five-year program, concluding in 2015, to lead the world to the threshold of creating a new treaty, a Nuclear Weapons Convention, which would provide for the phased, verifiable, irreversible and transparent elimination of nuclear weapons.

    In addition to the five points, the proposal is filled with important insights, such as this: “The enemy is not nuclear weapons per se, nor is it the states that possess or develop them. The real enemy that we must confront is the ways of thinking that justify nuclear weapons: the readiness to annihilate others when they are seen as a threat or as a hindrance to the realization of our objectives.”

    Daisaku Ikeda has set forth a powerful proposal to end the nuclear weapons threat to humanity. He is clear, however, that such a plan “will be no more than a dream if it remains locked up in one’s heart….What is needed is the courage to initiate action.” He has shown that courage. Now it is up to us to unlock our hearts and our courage, and to join in solidarity in seeking the goal.

    Ikeda calls a world free of nuclear weapons “the greatest gift we can offer the future.” It is our collective responsibility to assure this gift is bestowed upon those who will follow us on the planet.

    A Major Step Forward on Nuclear Nonproliferation and Disarmament

    The five permanent members of the United Nations Security Council possess over 98 percent of the more than 20,000 nuclear weapons in the world. Today, President Obama led a session of the Council focusing on nuclear nonproliferation and disarmament. The other heads of state of the member states on the Security Council joined him for that meeting.

    The Security Council is the organ of the United Nations with “primary responsibility for the maintenance of international peace and security….” The Council has not been pressing for nuclear disarmament because its five permanent members (US, Russia, UK, France and China) are the five principal nuclear weapons states in the world. These five states are required by the nuclear Non-Proliferation Treaty (NPT) to pursue good faith negotiations on nuclear disarmament, but they have been dragging their feet and consequently they’ve placed the NPT in jeopardy. There are four additional nuclear weapons states that are not parties to the NPT (Israel, India, Pakistan and North Korea). These states must also be brought into any serious effort to prevent nuclear proliferation and achieve nuclear disarmament.

    President Obama has called for action to achieve a nuclear weapons-free world, but has indicated that it might not be possible within his lifetime. At this special meeting of the UN Security Council, President Obama had a major platform to lead in his pursuit of that goal. He made clear on this global stage that nuclear non-proliferation and disarmament efforts can no longer be deferred without serious consequences for the human future. He underlined the continuing dangers to present and future generations that demands deliberate and urgent action. Bringing these issues to the UN Security Council opens the door for the Council itself to become far more active in pursuing nonproliferation and disarmament, including taking the following steps.

    First, reaffirm the 1996 advisory opinion of the International Court of Justice: “There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.”

    Second, make commitments by the permanent members of the Council to never use nuclear weapons against non-nuclear weapons states that are parties to the NPT, and pledge policies of No First Use of nuclear weapons under any circumstances.

    Third, endorse the five-point program proposed by UN Secretary General Ban Ki-moon, including engaging in negotiations on nuclear disarmament; strengthening security through the nuclear disarmament process; attaining universal membership in multilateral treaties; acting with transparency; and anticipating dangers from other weapons, including eliminating other weapons of mass destruction and limiting missiles, space weapons and conventional arms.

    Fourth, instruct its Military Staff Committee, in accordance with the UN Charter, to work out a plan for the total elimination of nuclear weapons and bring this plan back to the Security Council for implementation and enforcement.

    Fifth, exercise control over the process of nuclear disarmament, overseeing the manner in which inspections are carried out to assure that weapons are not retained or reintroduced.

    Based on today’s unanimous passing of UNSC Resolution 1887, we can share the hope that progress on nuclear disarmament in the Security Council will continue. A bold start has been made and the members could agree to hold such meetings in the future on a regular basis to assure that the task of eliminating nuclear weapons receives high priority among the major threats to global security.

    President Obama should be thanked for his initiative in convening and chairing this meeting of the Security Council. What has been missing up to now has been the leadership and political will to move forward the nuclear disarmament agenda. President Obama has demonstrated this leadership. Now it is time for other governments and for ordinary citizens to demonstrate the necessary political will to support this leadership to achieve a world free of nuclear weapons.

    Denying Access to a United Nation Official: An Issue of Human Rights

    Richard Falk is a soft-spoken and reflective man. He is a scholar, the author or editor of more than 50 books, including important books on human rights. For 40 years he was a professor of international law and practice at Princeton University. After becoming emeritus at Princeton, Falk moved to California, and became a distinguished visiting scholar at the University of California at Santa Barbara. He continues to maintain a busy schedule of teaching at various universities, writing books and articles, and lecturing throughout the world.

    I have known him as a friend and colleague for more than three decades. Despite his mild and scholarly manner, he can be tough on issues of human rights. He has dedicated his life to upholding and strengthening international law and has held human rights as central to international law. With regard to international law in general, and to human rights in particular, he has been a proponent of universal responsibility for upholding human rights and of individual accountability for egregious failures to do so.

    Earlier this year, Falk was appointed by the United Nations Human Rights Council as the Special Rapporteur for the Palestinian Territories. In this capacity, he is the key person in the United Nations system to report on potential human rights abuses in the Palestinian territories. Falk was chosen by the UN Human Rights Council for this position out of 184 potential candidates.

    This past Sunday, Falk attempted to enter Israel on his way to the Palestinian territories. He was denied entry, detained at the Ben Gurion International Airport near Tel Aviv by Israeli officials for 20 hours, and expelled from the country the next day.

    Israeli officials defended their position in denying Falk entry on the grounds that he was hostile to Israel, having said in 2007 that the Israeli blockade of Gaza was a “Holocaust in the making” and for having said this year that Israel’s imposition of collective punishment against the entire population of Gaza is a “crime against humanity.”

    Israeli officials are angry that Falk’s UN mandate as Special Rapporteur focuses solely on Israeli abuses in the Palestinian territories and does not call for reporting on Palestinian abuses of the human rights of Israelis. They also accused Falk of coming into the country on a tourist visa in June 2008 for an academic conference and of having used the occasion to gather information for work in his UN capacity.

    It is clear that Israeli officials do not like the positions that Falk has taken with regard to Israeli actions affecting the Palestinian territories. The Israelis are not, however, taking action against Falk as an individual. They are refusing him entry to their country in his capacity as a United Nations official. In doing so, they are denying him access to the Palestinian territories and making it impossible for him to effectively do the job that has been assigned to him by the United Nations. This is unacceptable.

    Upon his return to the United States, Falk commented on his experience, “My detention and denial of entry into Israel is part of a broader pattern designed to obscure the realities of the occupation by keeping qualified observers from getting out and, in my case, from getting in. Israel has been shifting attention as much as possible to the observer and away from what is observed. In doing so, they have distorted my views. The main point is not balance, but truth, and it is the rendering of what is true in Gaza, the harsh collective punishment, that gives the impression of imbalance. This isn’t about me. It’s about the Palestinian people.”

    If we are to have an international community governed by international law, no state should be allowed to act against the interests of the whole, as Israel is doing in denying Falk the ability to do his work as Special Rapporteur. Sovereignty cannot trump the interests of the international community at large, and the interests of the community lie in the ability of Special Rapporteurs, such as Falk, being able to visit the territories of their responsibility and report on what they find.

    Israel can, of course, take exception to Falk and continue their allegations of his bias, but they should not be allowed to deny him access to the territories where his responsibility lies. Israeli officials can counter the UN Special Rapporteur’s reports with their own facts and positions, but they should not be able to prevent the work of an agent of the United Nations.

    Israel’s position on this matter is an affront not so much to Falk personally as to the United Nations system and to the Palestinian people. This is a situation on which the Secretary General of the United Nations should be speaking out in protest and his protests should be backed by both the General Assembly and the Security Council. This is not an issue of politics. It is an issue of human rights that demands the attention of the world.

  • Ten Years of the International Criminal Court

    “For nearly a half a century — almost as long as the United Nations has been in existence — the General Assembly has recognized the need to establish such a court to prosecute and punish persons responsible for crimes such as genocide. Many thought that the horrors of the Second World War — the camps, the cruelty, the exterminations, the Holocaust — could never happen again. And yet they have. In Cambodia, in Bosnia and Herzegovina, in Rwanda. Our time — this decade even— has shown us that man’s capacity for evil knows no limits. Genocide is now a word of our time too, a heinous reality that calls for a historic response.” — Koffi Annan, then UN Secretary-General

    July 17 marks the 10th anniversary of the Diplomatic Conference in Rome that established the International Criminal Court — a major step in the creation of world law. Citizens of the world have usually made a distinction between international law as commonly understood and world law. International law has come to mean laws that regulate relations between States, with the International Court of Justice — the World Court in The Hague — as the supreme body of the international law system. The Internatiional Court of Justice is the successor to the Permanent Court of International Justice that was established at the time of the League of Nations following the First World War. When the United Nations was formed in 1945, the World Court was re-established as the principal judicial organ of the UN. It is composed of 15 judges who are elected by the UN General Assembly and the Security Council.

    Only States may be parties in cases before the World Court. An individual cannot bring a case before the Court, nor can a company although many transnational companies are active at the world level. International agencies that are part of the UN system may request advisory opinions from the Court on legal questions arising from their activities but advisory opinions are advisory rather than binding.

    Citizens of the world have tended to use the term “world law” in the sense that Wilfred Jenks, for many years the legal spirit of the International Labour Organization, used the term the common law of mankind: “By the common law of mankind is meant the law of an organized world community, contributed on the basis of States but discharging its community functions increasingly through a complex of international and regional institutions, guaranteeing rights to, and placing obligations upon, the individual citizen, and confronted with a wide range of economic, social and technological problems calling for uniform regulation on an international basis which represents a growing proportion of the subject-matter of the law.” It is especially the ‘rights and obligations’ of the individual person which is the common theme of world citizens.

    The growth of world law has been closely related to the development of humanitarian law and to the violations of humanitarian law. It was Gustave Moynier, one of the founders of the International Committee of the Red Cross (ICRC) and a longtime president of the ICRC who presented in 1872 the first draft convention for the establishment of an international criminal court to punish violations of the first Red Cross standards on the humane treatment of the sick and injured in periods of war, the 1864 Geneva Convention. The Red Cross conventions are basically self-enforcing. “If you treat my prisoners of war well, I will treat yours the same way.” Governments were not willing to act on Moynier’s proposition, but Red Cross standards were often written into national laws.

    The Red Cross Geneva conventions deal with the way individuals should be treated in time of war. They have been expanded to cover civil wars and prisoners of civil unrest. The second tradition of humanitarian law arises from the Hague Conventions of 1899 and 1907 and deals with the weapons of war and the way war is carried on. Most of the Hague rules, such as the prohibition against bombarding undefended towns or villages, have fallen by the side, but the Hague spirit of banning certain weapons continues in the ban on chemical weapons, land mines and soon, cluster weapons. However, although The Hague meetings made a codification of war crimes, no monitoring mechanisms or court for violations was set up.

    After the First World War, Great Britain, France and Belgium accused the Central Powers, in particular Germany and Turkey of war atrocities such as the deportation of Belgian civilians to Germany for forced labor, executing civilians, the sinking of the Lusitaniaand the killing of Armenians by the Ottoman forces. The Treaty of Versailles, signed in June 1919 provided in articles 227-229 the legal right for the Allies to establish an international criminal court. The jurisdiction of the court would extend from common soldiers to military and government leaders. Article 227 deals specifically with Kaiser Wilhelm II, underlining the principle that all individuals to the highest level can be held accountable for their wartime actions. However, the USA opposed the creation of an international criminal court both on the basis of State sovereignty and on the basis that the German government had changed and that one must look to the future rather than the past.

    The same issues arose after the Second World War with the creation of two military courts — the International Military Tribunal at Nuremberg and the International Military Tribunal for the Far East. Some have said that these tribunals were imposing ‘victors’ justice on their defeated enemies, Germany and Japan. There was no international trial for Italians as Italy had changed sides at an opportune time, and there were no prosecutions of Allied soldiers or commanders.

    In the first years of the United Nations, there was a discussion of the creation of an international court. A Special Committee was set up to look into the issue. The Special Committee mad a report in 1950 just as the Korean War had broken out, marking a Cold War that would continue until 1990, basically preventing any modifications in the structure of the UN.

    Thus, during the Cold War, while there were any number of candidates for a war crime tribunal, none was created. For the most part national courts rarely acted even after changes in government. From Stalin to Uganda’s Idi Amin to Cambodia’s Pol Pot, war criminals have lived out their lives in relative calm..

    It was only at the end of the Cold War that advances were made. Ad hoc international criminal courts have been set up to try war crimes from former Yugoslavia, Rwanda, and Sierra Leone. Just as the Cold War was coming to an end, certain countries became concerned with international drug trafficking. Thus in 1989, Trinidad and Tobago proposed the establishment of an international court to deal with the drug trade. The proposal was passed on by the UN General Assembly to the International Law Commission, the UN’s expert body on international law. By 1993, the International Law Commission made a comprehensive report calling for a court able to deal with a wider range of issues than just drugs — basically what was called the three ‘core crimes’ of genocide, crimes against humanity and war crimes.

    By the mid-1990s, a good number of governments started to worry about world trends and the breakdown of the international legal order. The break up of the federations of the USSR and Yugoslavia, the genocide in Rwanda, the breakdown of all government functions in Somalia, the continuing north-south civil war in Sudan — all pointed to the need for legal restraints on individuals. This was particularly true with the rise of non-State insurgencies. International law as law for relations among States was no longer adequate to deal with the large number on non-State actors.

    By the mid-1990s, the door was open to the new concept of world law dealing with individuals, and the drafting of the statues of the International Criminal Court went quickly. There is still much to be done to develop the intellectual basis of world law and to create the institutions to structure it, but the International Criminal Court is an important milestone.

    Debating Article VI

    Christopher Ford’s article, “Debating Disarmament, Interpreting Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons,” (Nonproliferation Review, Vol. 14, No. 3, November 2007), ends with a disclaimer, “The views expressed in this article are the author’s own and do not necessarily represent those of the State Department or the U.S. government.” Ford’s views, however, seem extremely closely aligned with those of the State Department, which he joined in 2003 and where he currently serves as the United States Special Representative for Nuclear Nonproliferation.

    Article VI of the Non-Proliferation Treaty (NPT) states: “Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to the cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.” This article is the principal tradeoff in the NPT, in which the non-nuclear weapon states are given the promise that the playing field will be leveled by “negotiations in good faith on…nuclear disarmament.”

    When the International Court of Justice (ICJ) considered the legality of the threat or use of nuclear weapons in 1996, the judges unanimously concluded, based upon Article VI of the NPT, that “[t]here exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.” [Emphasis added.]

    In his article, Ford seeks to substitute his judgment for that of the ICJ, the world’s highest judicial body. He dismisses the view of the Court on the nuclear disarmament obligation as mere dictum, “generally… regarded as having minimal authority or value as precedent.” But, in fact, the Court viewed this portion of its opinion as essential to close the gap in international law that they found in the threat or use of nuclear weapons “in an extreme circumstance of self-defense, in which the very survival of a State would be at stake.”

    Ford uses his impressive rhetorical skills to place emphasis on the word “pursue,” making the claim that “pursuit” of negotiation in good faith is all that is required of a party. He uses the term “pursue” to mean “to seek” or “to chase,” rather than in the sense of “to carry something out” or “to continue with something,” meanings that the ICJ likely had in mind in their reaching their opinion that negotiations must not only be pursued but brought “to a conclusion.”

    It seems unlikely that the non-nuclear weapon states would have been (or now would be) satisfied with Ford’s view of “pursue.” Like the bold lover on the Grecian Urn in Keat’s famous Ode, the non-nuclear weapon states would be denied their reward “[t]hough winning near the goal.” In other words, they could only watch as the nuclear weapons states pursued the goal of negotiations on nuclear disarmament without real hope that the goal would ever be reached.

    Article VI of the NPT makes far more sense when the emphasis is placed on the “good faith” of the parties in pursuing (as in carrying out) negotiations for nuclear disarmament. Ford’s parsing of words literally deprives Article VI of meaning as he seeks to exonerate the US for its failure to act in good faith.

    Ford is predictably also dismissive of the 13 Practical Steps for Nuclear Disarmament that were adopted by consensus in the Final Document of the 2000 NPT Review Conference. He argues, “Structurally, contextually, and grammatically…the 13 Steps amount to no more than any other political declaration by a convocation of national representatives: their statement of belief, at that time, regarding what would be best.” Since the United States has also been dismissive of the 13 Practical Steps, Ford is certainly in line with US policy on this point.

    The 13 Practical Steps call for, inter alia, ratification of the Comprehensive Test Ban Treaty (CTBT), applying the principle of irreversibility to nuclear disarmament, conclusion of START III, preserving and strengthening the Anti-Ballistic Missile (ABM) Treaty, and “[a]n unequivocal undertaking by the nuclear-weapon States to accomplish the total elimination of their nuclear arsenals leading to nuclear disarmament to which all States parties are committed under Article VI.”

    The United States has, in fact, failed to ratify the CTBT, explicitly not applied the principle of irreversibility in negotiating the Strategic Offensive Reductions Treaty (SORT) in 2002, failed to negotiate START III with the Russians, withdrawn from the ABM Treaty to pursue missile defenses and space weaponization, and not made the “unequivocal undertaking…to which all states are committed under Article VI.”

    Despite Mr. Ford’s protestations concerning Article VI and his argument that “the United States has made enormous progress” on nuclear disarmament, the facts remain that the US still relies heavily on its nuclear arsenal, is the only country capable of leading the way toward a world free of nuclear weapons, and has not done nearly enough to rid the world nor its own citizens of the existential threats posed by nuclear weapons. The US, for example, has continued to maintain a significant portion of its nuclear arsenal on hair-trigger alert, has sought to develop a new generation of nuclear weapons, has failed to initiate a policy of No First Use of nuclear weapons, and in 2007 voted against all 15 nuclear disarmament measures that came before the United Nations General Assembly.

    From a practical point of view, this means that other nuclear weapons states will continue to rely upon their nuclear arms for what they believe provides for their security. In fact, as the nuclear weapons states continue to rely upon these weapons, other states will choose to provide such “security” for themselves, and nuclear weapons will proliferate, eventually ending up in the hands of extremist organizations that cannot be deterred from using them against even the most powerful states. In other words, while Mr. Ford’s rationalizations and analysis (“…it would be unfair and inaccurate to extend any special Article VI compliance criticism to the United States”) may provide comforting justifications for some, they in fact contribute to a sense of nuclear complacency that undermines US security and progress on nuclear disarmament.

    It will not be possible to maintain indefinitely the double standards on which the NPT was formulated and which can only be cured by achieving the nuclear disarmament provision in Article VI of the treaty. This will require substantially more effort than pursuing good faith negotiations; it will require actual good faith. US leaders would do well to set aside Mr. Ford’s approach to papering over US failures to act in good faith with a thin veneer of rhetorical justifications and legal advocacy, and get down to the serious business of leading a global effort to eliminate nuclear weapons before they eliminate us.

  • Global Article 9 Campaign to Abolish War Launched in Japan

    ARTICLE 9: JAPANESE CONSTITUTION: Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. (2) In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

    After World War II, the victorious allied powers, implementing a transition to democracy in Japan, required Japan to forego any future aggressive military action by including a provision in their new Constitution to renounce war and the threat or use of force. But by 1950, following the outbreak of the Korean War, when US General MacArthur ordered the establishment of a 75,000-strong Japanese National Police Reserve equipped with US Army surplus materials, numerous assaults have been made on the integrity of Article 9. By 1990, Japan was ranked third in military spending after the US and the Soviet Union, until 1996 when it was outspent by China and dropped to fourth place. Today, the US-Japanese joint Theater Missile “Defense” which in reality poses an “offensive” threat to China, as well as the US military bases in Japan, and other US-Japanese military cooperation have further undermined the spirit of Article 9. Presently, the Bush Administration is creating an all out assault on the peace constitution, pressuring the Japanese government to amend Article 9 in order to permit Japanese soldiers to serve in the wars of the Empire, providing fresh cannon fodder for battles in Iraq and Afghanistan and other imperial adventures yet undeclared.

    The citizen activists of Japan are resisting the US led assault on their beloved peace constitution. This May in Tokyo, at the launch of a Global Article 9 Campaign to Abolish War, organized by the Japanese NGO, Peaceboat, 15,000 people showed up for the first day’s plenary and over 3,000 people had to be turned away from the filled-to-capacity convention center, causing the organizers to set up an impromptu program outdoors for the overflow crowd where keynote speakers, including Mairead Maguire, Nobel Peace Laureate, rallied the participants to call on their government to preserve their constitution’s provision for the renunciation of war. This unprecedented turnout to uphold Japan’s constitution, launched a Global Article 9 Campaign to Abolish War with more than 22,000 people attending the three day meeting in Tokyo, and 8,000 more gathering in Hiroshima, Osaka, and Sendai to organize for peace. More than 40 countries were represented at the various plenaries and workshops with over 200 international visitors, which examined opportunities to reinforce and expand Article 9 in a new 21st century context. Article 9 was promoted not only as a disarmament measure for all the nations of the world, but as a means of redistributing the world’s treasure, now wasted at the rate of over one trillion dollars per year to feed the murderous war machine, using those funds to restore the health of the planet and end poverty on earth.

    One of the most moving and inspiring presentations was the shared experiences of a young Iraqi Sunni soldier, Kasim Turki, who quit fighting in the middle of a fierce battle in Ramadhi and has now organized a team working to rebuild schools and hospitals in Iraq, joined by Aidan Delgado, an American Iraq war vet, who also laid down his arms in the middle of a battle in Iraq and took conscientious objector status, refusing to ever kill again.. The two young soldiers and former enemies have become friends, sharing experiences and urging the abolition of military power and war. Their presentations were welcomed resoundingly by the participants who were inspired and moved by their fierce devotion to peace.

    Although cruel wars have been common throughout human history, there has been nothing like the enormous speed up of destructive war, fueled by science and technology, suffered in this last century, starting with 20 million deaths after World War I and ending with well over 100 million deaths by the end of the 20th Century– the horrors of Hiroshima, Nagasaki, Dresden, the Holocaust, Cambodia, Rwanda– only a few of the tragic catastrophes rendered by the instruments of war. Yet it was only in 1969, less than 40 years ago, that humanity landed on the moon and, for the first time saw the image of our fragile, beautiful blue planet, floating in space, giving us a new perspective of a unified world, sharing this small spaceship earth. It could only have been a profound influence on our consciousness that is bound to help us shift from the paradigm of war and technological domination and control to a more balanced nurturing interdependent vision for the health of earth’s inhabitants in an expanded understanding of Article 9.

    The US Constitution was imperfect at its drafting, failing to consider slaves as people or to recognize women’s right to vote. Evolving consciousness led to the abolition of slavery and the enfranchisement of women. Similarly, it is hoped, by the many participants who gathered in Japan, that a transformed earth consciousness will perfect the original limited vision of the “Renunciation of War” infusing the Article 9 initiative for a global effort to stop all violence on the planet, not only for Japan, but for the whole earth. We discussed not only the violence of wars in the traditional meaning but in an expanded context of destruction against all living things and the very living systems of our planetary home itself– or as Professor Keibo Oiwa at at Meiji Gakuin University characterized it in the workshop, “Linking Environment and Peace”, a Pax Ecologia.

    And as we met in Tokyo, half way around the world in Berlin, only a few days earlier, Germany convened a meeting of sixty nations to launch a Campaign for IRENA, an International Renewable Energy Agency, see www.irena.org, to facilitate new reliance around the world on the safe, abundant, free energy of the sun, wind, and tides, foregoing resource wars and food shortages, currently plaguing the earth’s people as a result of a non-sustainable out of date energy regime of fossil, nuclear and biofuels. Irene, the Greek word for peace adds a unique resonance to this critical initiative to shift our dependence on energy to benign sources, plentifully distributed around our planet for all to access peacefully. Support for the establishment of IRENA was issued in the final statement of the Article 9 conference to the participants at the Non-Proliferation Treaty Conference which convened at the same time in Geneva to address issues of nuclear disarmament and proliferation.

    Currently, only one other country, Costa Rica, has a constitutional provision similar to Japan’s to abolish war. At the close of the conference, Carlos Vargas, representing Costa Rica, invited the organizers to his country for a follow up planning meeting to expand the Article 9 Campaign to make peace provisions a reality in every national constitution around the world.     The Non-Proliferation Treaty and Human Survival

    In the vastness of the universe there is only one place we know of where life exists. That place, of course, is our planet, our Earth. Our planet has been hospitable to the evolution of life, resulting in the development of complex life forms, including homo sapiens, the “knowing” ones. We are “knowing” because we have the capacity to perceive and reflect upon our surroundings, our vision reaching to the far ends of the universe itself.

    We humans are nature’s mirror. We were created by the conditions of the universe, but in a sense it is also true that, by our perceptions and reflections, we create the universe. A well-known philosophical riddle asks whether a tree falling in the forest would make a sound if there were no one there to hear it. In the same way, but on a larger scale, we might ask if the universe itself would exist if there were no creatures like ourselves capable of perceiving and reflecting upon it.

    All of this is to say that human beings are special. In the long span of universe time, the appearance of humans is just a few short ticks on the cosmic clock. Yet, in that short span of time we have achieved remarkable intellectual, spiritual and artistic heights. We have also created tools capable of destroying much of life, including ourselves. By our cleverness in creating nuclear weapons, we have placed our own future on the planet in danger.

    With the existence of the future of our species in jeopardy, we are faced with a choice. We can confront this existential threat with ignorance, apathy and denial, or we can join together to end this threat of our own making. Choosing the latter route would mean accepting responsibility for our common future and acting to assure it.

    The diplomats from many nations of the world who negotiated the Nuclear Non-Proliferation Treaty (NPT) had a solution to the nuclear weapons threat to humanity. They sought to stop the spread of nuclear weapons to other states, and they also sought to eliminate the nuclear weapons already in the arsenals of those states that possessed them. Their efforts resulted in Article VI of the Treaty, in which the nuclear weapons states were required to engage in “good faith” negotiations for nuclear disarmament.

    The NPT was opened for signatures in 1968, and we are still waiting for those “good faith” negotiations for complete nuclear disarmament. In 1995, an NPT Review and Extension Conference was held on the 25th anniversary of the Treaty entering into force. Many civil society organizations argued at this conference that the NPT should not be extended indefinitely, since it would give the equivalent of a blank check to the nuclear weapons states who had so badly failed in fulfilling their Treaty obligations for its first quarter century.

    But the United States, along with the UK and France, argued for an indefinite extension. They twisted arms and, in the end, prevailed. And the warnings that they would approach their obligations for “good faith” negotiations with the same disdain or indifference with which they had approached them in the past have proven true.

    At the five-year NPT Review Conferences and the Preparatory Committee (PrepCom) meetings in between, the United States and its allies have fought against recognition of their obligations under Article VI of the Treaty. They distribute slick public relations brochures that gloss over the lack of progress in complying with Article VI. They resist accepting even the responsibility to engage in the good faith negotiations to which they have committed themselves. Their goal seems to be to deflect criticism, while actually doing virtually nothing to promote a world free of nuclear weapons.

    At the NPT Review Conferences and PrepComs, civil society organizations come to plead on behalf of humanity. They are given a few hours on the program to make their impassioned pleas, but often find that the official delegates to the conference are unwilling even to come to hear what they have to say. Over the years, the expectations that the delegates to the NPT will achieve any substantial progress have continued to diminish.

    I am no longer interested in the charades that are played by the delegates to the NPT representing the governments of the nuclear weapons states. I want to see some meaningful action on their part. We have a right to expect and demand such action.

    At stake is the future of our species. It is time for countries to stop playing cynical games that seek to avoid existing NPT obligations to eliminate nuclear weapons. Mutually Assured Destruction is unacceptable, whether it be between the US and Russia or India and Pakistan. Mutually Assured Delusions are also unacceptable. It is time for the UK and France to stop relying upon nuclear weapons because these weapons make them feel like they are still important world powers. Israel needs to end its nuclear weapons program before other Middle East countries follow its example. Other countries, for example those in NATO, need to step out from under the US nuclear umbrella and stop being enablers of the nuclear addiction of a small number of states.

    The only way out of our nuclear dilemma is for the countries of the world to demand that the Article VI obligation for “good faith” negotiations for nuclear disarmament be fulfilled. The US will have to provide leadership or it is unlikely that substantial progress will be possible. If the US doesn’t act, it is unlikely that Russia will do so, and without Russian participation, it is unlikely that significant progress will be possible with the UK, France and China.

    The NPT, with its membership of nearly all the world’s countries, provides an appropriate forum for the countries of the world to negotiate a new treaty, a Nuclear Weapons Convention, for the phased, verifiable, irreversible and transparent elimination of nuclear weapons. Once negotiations are planned, the non-NPT states (Israel, India, Pakistan and North Korea) should be invited to join. Alternatively, the United States, as the world’s most militarily powerful country, could under new leadership use its convening capacity to initiate negotiations among the nine nuclear weapons states, leading to a Nuclear Weapons Convention with universal participation.

    Civil society has already prepared a draft Nuclear Weapons Convention. It has been introduced to the United Nations by the Republic of Costa Rica and Malaysia. The draft treaty is feasible. It is desirable. It could be accomplished relatively quickly. All that is required is the political will of the nuclear weapons states. Without this political will, the human future remains in peril. It is the 21st century equivalent of fiddling while Rome burns, but with far graver potential consequences for our common future.

    UN Voting on Nuclear Disarmament Shows Abysmal US Record

    Each year the United Nations considers resolutions that seek to limit, control or eliminate the dangers that nuclear weapons pose to the inhabitants of the planet. In general, these resolutions can be described as nuclear disarmament measures.*

    In 2007, in the 62nd General Assembly of the United Nations, 20 resolutions on nuclear disarmament were considered. Of these, five were not voted upon. Of the 15 resolutions that were voted upon by the UN General Assembly in 2007, only one country in the world, the United States, had a record of opposing all of them. It is an abysmal voting record, and the people of the United States should be aware of the dangerous and obstructionist role their government is playing in opposing a serious agenda for nuclear disarmament.

    The votes of the nine nuclear weapon states are listed in the chart below. Countries were given one point for each Yes vote, zero points for each abstention, and a point was taken away for each No vote:

    United States

    In three of the votes, the United States was the only country in the world to vote against the resolutions. The resolutions called for:

    1. Giving security assurances to non-nuclear weapons states that nuclear weapons would not be used against them;
    2. Supporting the Treaty on the South-East Asia Nuclear-Weapon-Free Zone;
    3. Supporting the Comprehensive Test Ban Treaty, to permanently end all nuclear weapons testing.

    Four other resolutions had only three votes against, and in each case the US was one of the three. These resolutions called for:

    1. Supporting a nuclear-weapon-free southern hemisphere (US, France, UK opposed);
    2. Decreasing the operational readiness of nuclear weapons systems (US, France, UK opposed);
    3. A UN conference on eliminating nuclear dangers (US, France, UK opposed);
    4. Supporting renewed determination toward the elimination of nuclear weapons (US, India, North Korea opposed).

    France & United Kingdom

    The other nuclear weapons states had more positive voting records, although in the case of the UK and France, only slightly more so. Both France and the UK voted Yes on a resolution highlighting the risk of nuclear proliferation in the Middle East and on supporting for the Comprehensive Test Ban Treaty. The UK’s other Yes vote was on renewed determination towards elimination of nuclear weapons.

    Russia & China

    Russia’s sole No vote was on supporting the advisory opinion of the International Court of Justice on the illegality of the threat or use of nuclear weapons. Of the five principal nuclear weapons states, China had by far the best voting record, casting no negative votes.

    Israel, India, Pakistan & North Korea

    The other nuclear weapons states, those outside the Nuclear Non-Proliferation Treaty, are Israel, India, Pakistan and North Korea. Israel cast only one Yes vote, on support of the Comprehensive Test Ban Treaty. India, Pakistan and North Korea were more supportive of nuclear disarmament resolutions, voting Yes a majority of the time. North Korea did not vote on two resolutions.

    Weapons in Space

    One other aspect of UN voting on disarmament measures deserves comment, that of disarmament aspects of outer space. On the two measures on this subject, the countries of the world voted overwhelmingly in favor of keeping outer space free of weapons. The first vote was on prevention of an arms race in outer space. Out of 180 countries voting on this resolution, 179 voted in favor. Only the United States voted against and Israel abstained. On the second measure on transparency and confidence building in outer space, 181 countries voted. Again, only the US voted against the measure, and only Israel abstained.

    In the area of nuclear disarmament, as well as in keeping outer space free of weapons, the US has shown itself to be an obstacle to progress. In a time when the world badly needs leadership toward a saner and safer future, the US has chosen to oppose progress on nuclear disarmament in many ways, including its votes in the UN General Assembly.

    In many respects the US government has demonstrated by its votes in the UN General Assembly its disdain for the deep concerns of the vast majority of the rest of the international community as well as of the American people. Such behavior leaves the US and the world a more dangerous place and undoubtedly contributes to the extremely low level of respect in which the US is held throughout most of the world.

    Japan’s Role in Building Peace in the Nuclear Age

    It is a pleasure to be with you in this 50th anniversary year of the Ozaki Foundation. I am an admirer of this Foundation and of the life and work of Ozaki Yukio. He was a man of principle and of the people and, as such, a man of peace.

    In the latter part of his life, Ozaki Yukio wrote, “The only reason for my persevering at my advanced age was that I might live…so as to contribute what I could to the creation of a new world.” He envisioned contributing toward a world at peace, a noble vision. “I dreamed I would find a way,” he wrote, “for the peoples of the five continents to live in peace.”

    Ozaki was an early proponent of the principle of the “Common Heritage of Mankind,” one of the most important concepts of the modern era. He wrote, “The world’s land and resources should be used for the benefit of all mankind…. The greatest obstacle to attaining this global perspective is the narrow-minded ambition of nations that seek to prevail over others by the exercise of wealth and power.”

    I think that Ozaki Yukio would have agreed with Lao Tzu, who said: “Those who would take over the Earth and shape it to their will never, I notice, succeed.” In other words, imperialism is a recipe for disaster. Every empire that has ever existed has experienced at some point the pain, suffering and humiliation of defeat. This was true in the ancient world and throughout history. It was true in the 20th century, and there is no doubt that it will prove to be true in the 21st century. But today, in the Nuclear Age, the stakes are higher; the future of civilization and even human survival hang in the balance.

    For the past 25 years I have been the president of the Nuclear Age Peace Foundation, an organization that I helped to found in 1982. The Foundation has three principal goals: to abolish nuclear weapons; to strengthen international law, particularly as it pertains to the prevention of war and the elimination of nuclear arms; and to empower a new generation of peace leaders to carry on the struggle for a more peaceful world, free of the overriding nuclear weapons threat to humanity.

    One of the key formative events in my own life, placing me on the path to work for peace and a nuclear weapons-free world, was an early visit at the age of 21 to the Hiroshima and Nagasaki Peace Memorial Museums. At these museums, I learned a lesson that was not part of my education in the United States. In the US, we were taught the perspective of those above the bombs. It was a story of scientific and technological triumph, a story of victors with little reference to loss of life and the suffering of the victims. At the Peace Memorial Museums in Hiroshima and Nagasaki, it was a human story, a tragedy of massive death and destruction. It was a story told from the perspective of those beneath the bombs, and a warning about our common future: we must eliminate these weapons before they eliminate us.

    Nuclear Weapons and the Imperative of Peace

    There are many reasons to oppose nuclear weapons. They are long-distance killing devices, instruments of annihilation that kill indiscriminately – men, women and children; the aged and the newly born; soldiers and civilians. Because they kill indiscriminately, their threat or use is both immoral and illegal. They are weapons that can destroy cities, countries and civilization. They threaten all that is human, all that is sacred, all that exists. If this were not enough, these weapons make cowards of their possessors and, because they concentrate power in the hands of the few, are anti-democratic.

    The creation of nuclear weapons has changed the world. It has made peace an imperative – an imperative brought about by the massive destructive potential of nuclear weapons. This imperative has been recognized by insightful individuals from the onset of the Nuclear Age.

    Almost immediately after learning of the atomic bombing of Hiroshima, the great writer and philosopher Albert Camus wrote, “Before the terrifying prospects now available to humanity, we see even more clearly that peace is the only battle worth waging.”

    More than fifty years ago, Albert Einstein, Bertrand Russell and nine other prominent scientists issued the Russell-Einstein Manifesto, in which they stated: “Here, then, is the problem which we present to you, stark and dreadful and inescapable: shall we put an end to the human race; or shall mankind renounce war? People will not face this alternative because it is so difficult to abolish war.” But Russell and Einstein were right. We must face this alternative, difficult as it is.

    No nation knows the painful truth about the devastation of nuclear weapons better than Japan, the only country to have suffered such devastation. Those who survived the atomic bombings, the hibakusha, are the ambassadors of the Nuclear Age. Their voices are fading as they grow older and die, but listening to their wisdom may be our best hope for ridding the world of these terrible instruments of death and destruction.

    The Hiroshima Peace Memorial Cenotaph states, “Let all souls here rest in peace; for we shall not repeat the evil.” This thought was echoed in the statement of the then President of the International Court of Justice, Mohammed Bedjaoui, when he referred to nuclear weapons as “the ultimate evil” in his 1996 Declaration that accompanied the Advisory Opinion of the Court on the illegality of the threat or use of nuclear weapons.

    In the end, nuclear weapons are weapons of the weak. They are a great equalizer, capable of giving a small state or a terrorist group the ability to destroy our cities and even bring a great nation to its knees. For the sake of civilization and humanity, these weapons and those who support continued reliance upon them must not be tolerated. To tolerate these weapons is to assure that eventually they will be used – by accident or design.

    Deterrence is not defense, and can fail due to miscommunication. It has come close to failing on numerous occasions, many much less well known than the Cuban Missile Crisis. Today, even though there is little to no need for deterrence among the major powers, there are still 26,000 nuclear weapons in the arsenals of nine countries, and 3,500 of these in the arsenals of the US and Russia remain on hair-trigger alert, ready to be fired within moments of an order to do so.

    I am certain that were Ozaki Yukio alive today, he would be a leader in the global effort to abolish nuclear weapons and would be active in the Mayors for Peace, an organization of mayors throughout the world led by Mayor Akiba of Hiroshima. The Mayors for Peace currently has a 2020 Vision Campaign to ban nuclear weapons by the year 2020. It is a campaign that makes sense for mayors, given that cities remain the major targets of these weapons. One World
    We live on a single precious planet, the only one we know of in the universe that supports life. No matter where lines are drawn on the Earth as boundaries of states, we are a part of one planet and one people. We must unite in protecting the planet and preserving it for future generations.

    In addition to the ever-present threat of nuclear annihilation, we live in a world that is threatened by global warming, what Al Gore, the 2007 Nobel Peace Laureate, described as “an inconvenient truth.” But if global warming is an inconvenient truth, how much more so is nuclear war. In both cases, the present and future are jeopardized by massive devastation.

    War and structural violence – that is, violence that is built into the societal framework – are prevalent in our world. Each year, war claims countless victims, mostly innocent civilians. It is widely reported that more than 90 percent of the victims of wars today are civilians. In the Iraq war, some 4,000 American soldiers have died, but the number of Iraqis killed, mostly civilians, is reported to be over 1.2 million. That is a ratio of 1 to 300. It is more aptly characterized as a slaughter than a war. In Darfur, genocide has continued unabated for years, with the international community seemingly helpless to stop the killing.

    The structural violence in our world, like war, is a deep stain on the human record. Half the world’s people still live on less than two dollars a day, while the world spends some $1.2 trillion on arms. Of this, the United States spends nearly half, more than the combined totals of the next 32 countries.

    For just a small percentage of global military spending, every child on the planet could receive an education. For a similarly small percentage of military spending, everyone on the planet could have clean water, adequate nutrition and health care. Something is terribly wrong with our ability to organize ourselves to live justly on our planet.

    Our world is one in which human life is devalued for many, and greed is often rewarded. It is a world often not kind to children. Each hour, 500 children die in Africa; 12,000 each day. They die of starvation and preventable diseases, not because there is not enough food or medicine, but because these are not distributed to those who need them. Our world is also not very wise in preparing for the future. We are busy using up the world’s resources, particularly its fossil fuels, and in the process polluting the environment. So hungry and greedy are we for energy and other resources that we pay little attention to the needs and well-being of future generations. Our lifestyles in the richer countries are unsustainable, and they are foreclosing opportunities for future generations that will be burdened by diminishing resources and a deteriorating environment.

    We live in an interdependent world. Borders cannot make us safe. Nor can oceans. We can choose to live together in peace, or to perish together in nuclear war. We can choose to live together with sustainable lifestyles or to perish together as our technologies destroy our environment. We can choose to live together in a world with justice and dignity for all, or to perish together in a world of vast disparity, in which a small minority lives in luxury and overabundance, while the majority of humanity lives in deep poverty and often despair.

    War No Longer Makes Sense

    War no longer makes sense in the Nuclear Age. The stakes are too high. In a world with nuclear weapons, we roll the dice on the human future each time we engage in war. Nuclear weapons must be eliminated and the materials to make them placed under strict international control so that we don’t bring life on our planet to an abrupt end.

    Leaders who take their nations to war without the sanction of international law must be held to account. This is what the Allied leaders concluded after World War II, when they held the Axis leaders to account for crimes against peace, war crimes and crimes against humanity. No leader anywhere on the planet should be allowed to stand above international law.

    Every citizen of Earth has rights, well articulated in the Universal Declaration of Human Rights and other human rights agreements. We should all know our rights under international law, which include the rights to life, liberty, security of person, and freedom from torture. There is also a human right to peace. We must take responsibility for assuring these rights for ourselves and others across the planet.

    If someone were to observe our planet from outer space, that person might conclude that we do not appreciate the beauty and bounty of our magnificent Earth. I hope you will never take for granted this life-sustaining planet. The planet itself is a miracle, as is each of us. As miracles, how can we engage in wars, or allow our children to engage in wars, that kill other miracles?

    Japan’s Unique Capacity

    Japan is a country uniquely qualified to lead the world toward peace and a world free of nuclear weapons. Japan has great strengths, it has made great mistakes, and it has seemingly learned important lessons.

    Japan is a country with a long history and deep traditions. It is a country with an extraordinary aesthetic, which can be seen in its gardens, its architecture, its arts of tea ceremony, flower arrangement and pottery, its literature and film.

    But along with the subtle imperfect beauty of its aesthetic, Japan has had a history of feudal hierarchy and militarism. It has been an imperial power, colonizing other nations and committing serious crimes against them. It has fought in brutal wars, suffered defeat at the hands of the Allied powers in World War II, and emerged as a stronger, more peaceful and decent nation.

    One of the most remarkable things about Japan as a nation has been its unique ability to transform itself, first with the Meiji Restoration in the 19th century, then with its growth into a modern economic and military power, and finally with its astounding rebound from its military defeat in the second half of the 20th century.

    Japan turned the ashes of war and defeat into an energetic and vital economy and democratic political structure. It is the only country in the world with a “peace constitution.” Article 9 of the Japanese Constitution forbids war forever as an instrument of state power. It states:

    Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

    This is an extraordinary commitment. It is a beacon to the world, and should be viewed with pride by all Japanese citizens. Despite the attempts of some Japanese political leaders to reinterpret and evade the essential provisions of Article 9, it has thus far held up.

    Japan is the only country in the world to have had two of its cities destroyed by atomic weapons. Its people learned that human beings and atomic weapons cannot co-exist, and as a result the survivors of the atomic bombings, the hibakusha, have been ardent advocates of a nuclear weapons-free world, not wanting others to suffer the fate that they suffered. In 1971, the Japanese Diet adopted three non-nuclear principles: “Japan shall neither possess nor manufacture nuclear weapons, nor shall it permit their introduction into Japanese territory.”

    In recent years, the Japanese government has provided some leadership at the United Nations by sponsoring a resolution on “Renewed determination towards the total elimination of nuclear weapons,” but this seems to be more rooted in words on paper than in action. More is needed.

    Post-War Uneasiness

    Despite its success in rebuilding its economy in the post-World War II period, its unique peace constitution and its position in relation to nuclear weapons, one senses uneasiness in the current state of Japan. Tradition is under assault in modern Japan. The people, and particularly the youth, seem pulled toward Western values of materialism with their emphasis on consumer lifestyles.

    There are periodic challenges to the peace constitution and to Japan’s non-nuclear principles. These values seem to remain in conflict with Japan’s longer and deeper connections to hierarchical authority and military might. Japan seems a reluctant leader toward a nuclear weapons-free world. It has the technology and enough plutonium to rapidly become a major nuclear weapons power. Despite its constitutional limitations, Japan has developed a powerful Self-Defense Force, and is among the top few military spenders in the world.

    Japan has maintained a close relationship with the United States, and the US continues to ask more of Japan in its participation in multilateral military operations. Japan participated in a small non-combat role in the “Coalition of the Willing” in the war in Iraq, although the Japanese government is ambiguous about this participation. The US has pushed Japan to join it in the development and implementation of missile defenses in Northeast Asia. Japan also allows the US armed forces to occupy many military bases in Japan and to use Japanese ports for its Navy. Japan sits willingly under the US nuclear umbrella.

    Thoughtful Japanese citizens might well ask: Who are we? Is Japan following its own destiny? Has Japan become a vassal state of the US? Should Japan preserve Article 9 of its Constitution? Can Japan preserve Article 9 of its Constitution? There is clearly tension in Japan’s aspirations for itself and in its alliance with the US, the country that ended the war against Japan with the atomic bombings of Hiroshima and Nagasaki.

    Japan has prospered in peace. Now it must decide whether it chooses to lead in peace, or to be a vassal to the United States, as that country – my country – seeks to spread its imperial might throughout the globe. The world stands perilously balanced at the nuclear precipice, and Japan, as the only country in the world that has experienced nuclear devastation, could be the country to lead the way back from the precipice.

    One may well ask: If Japan leads, who would follow? There is no way to answer this question until the first steps are taken. At a minimum, in attempting to provide this leadership, Japan would honor the survivors and the dead of those bombings. It would instill in its behavior a sense of national purpose – that of ending the nuclear weapons threat to humanity.

    Rather than accept the militant leadership of the United States, Japan needs to provide the moral leadership of which it is uniquely capable. For its own independence and the good of the world, Japan must be firm in its commitment to its peace constitution and to its non-nuclear principles.

    As a good friend of the United States, Japan could help lead it toward ending its reliance on nuclear weapons and fulfilling its responsibilities under the 1970 Non-Proliferation Treaty. In the US we have a saying, “Friends don’t let friends drive drunk.” The US has been driving drunk in its use of power in Iraq and its reliance upon nuclear weapons. Japan must be truly a friend and learn to say No to the United States:

    No to reliance on nuclear arms, including by means of the US nuclear umbrella;

    No to missile defenses;

    No to US nuclear armed ships docking at Japanese ports (the Kobe Formula has provided a good example);

    No to participation in any form in illegal wars of aggression, such as the Iraq War;

    No to extending the leases on US military bases in Japan.

    No to the US-India nuclear deal, which will undermine years of international efforts to control nuclear proliferation.

    There is also much to which Japan can say Yes.

    Yes to international cooperation for peace, not war.

    Yes to convening a Nuclear Weapons Convention, and to sustained leadership for a nuclear weapons-free world. The first meeting of states to rid the world of nuclear weapons could be held in Hiroshima, the first city to suffer nuclear devastation.

    Yes to the establishment of a Nuclear Weapons-Free Zone in Northeast Asia.

    Yes to bringing all weapons-grade fissionable materials under strict international control.

    Yes to an insistence on resolving conflicts between states by peaceful means, including mandatory jurisdiction of the International Court of Justice.

    Yes to giving its full support to the International Criminal Court to hold leaders accountable for genocide, war crimes and crimes against humanity.

    Yes to working to protect the oceans, the air, the Arctic and Antarctica, and outer space as the Common Heritage of Mankind for present and future generations. If Japan chooses to follow this path, it will honor its finest traditions and, drawing from its unique experiences in recent history, give leadership to forces all over the world struggling for peace.

    Individual Responsibility

    Nothing changes without individuals taking responsibility and taking action. We all need to realize that with rights come responsibilities. Change does not occur magically. It occurs because individuals engage with societal problems and take actions to create a better world. Often change occurs person to person. Each of us can be an agent for change in the world. We are each as powerful as we choose to be.

    We can each start by choosing peace and making a firm commitment to peace with justice. This means that we make peace a central issue and priority in our lives and demonstrate peace in all we do. We can live peace, educate for peace, speak out for peace, and support and vote for candidates who call for peace. In choosing peace, we also choose hope, rather than ignorance, complacency or despair. Hope gives rise to action, and action in turn gives rise to increased possibility for change and to further hope. It is a spiral in which action deepens commitment, which leads to more action.

    Like others who have chosen the path of peace – Mahatma Gandhi, Mother Theresa, Martin Luther King, Jr., Archbishop Desmond Tutu, and the Dalai Lama – we must realize that it will not be a quick or easy journey. The path will require of you courage, compassion and commitment. The rewards may be few, except your own understanding of the necessity of the journey.

    The path to peace will require persistence. You may be tempted to leave the path, but what you do for peace you do for humanity. In the struggle for a better world and a more decent future, we are not allowed to give up – just as Ozaki Yukio never gave up during his life and as his daughter, Sohma Yukika, has never given up during her long life.

    Our efforts to create a culture of peace are a gift to humanity and the future. What better gift could we give to our fellow citizens of the planet and to future generations than our courage, compassion and commitment in the cause of peace?
