  • A Bright Day for Chile and the World

    In these troubled times we are living, so filled with depressing economical, political and environmental bad news, the successful rescue of the miners in Chile is a breath of fresh air.

    Surviving a remarkable record of 69 days, trapped at more than 2000 feet deep underground, these brave men have excelled in breaking any record, surfacing alive from the deepest rescue ever made.  What many see as a miracle, must also consider the beneficial use of the modern technology that has allowed communication as well as providing them with vital oxygen, food and water.

    Something very important in the quest for peace and human understanding is evident in how Chile has managed this crisis. In  other natural disasters, some countries, rather than accept or ask for outside help, hold on to old hatreds, nationalistic pride, political differences and religious divisions preventing such cooperation to be carried out.

    In Chile, the aid has poured in from many nations and in many forms. Regardless of political ideology or religions, technical and advisory assistance arrived in abundance with the positive results we see.

    The president of Chile, Sebastián Piñera, summed up this achievement by saying that the operation “has no parallel in human history”

    Hopefully, this positive example of cooperation and understanding will help us reconsider that we are one planet, one world, one people. There are solutions to problems including the awful danger of annihilation by nuclear weapons.  These solutions are based primarily on the love of peace, the environment and humanity.

    We at NAPF  salute the Chilean brothers, finally reunited with family and friends and also, all those who have contributed to the positive outcome that the world celebrates joyfully.

  • Nuclear Dangers and Opportunities in the Middle East

    Iran’s uranium enrichment program has drawn much criticism, and there has been talk in both Israel and the United States of possible attacks against Iranian nuclear facilities.  The drift toward a military solution seems to be gathering an alarming momentum, with little public discussion of alternative approaches in the mainstream US media.  There would likely be very heavy costs associated with carrying out such attacks.

    Iranian leaders have a variety of instruments available for retaliation, and there is little reason to think that these would not be used. It is highly probable that Israel would be attacked in response by Hezbollah and Hamas, both of which have the capabilities to inflict serious damage. Even more damage could be done by Iran itself, which is developing long-range delivery capacities by way of advanced missile technology and a type of bomb-carrying drone aircraft.   

    There exists also the Iranian option to block passage through the Strait of Hormuz through which two-thirds of the world’s imported oil travels, undoubtedly producing supply shortages, a spike in prices, long gas lines in countries around the world, and global economic chaos.  Beyond this, there are a variety of unresolved conflicts in the region that could be easily inflamed by Iranian interventions, most obviously Iraq.   

    Attacks against Iran, as a non-defensive recourse to force, would violate international law and the UN Charter. Force is only lawful in international conflict situations if used as self-defense in response to a prior armed attack. The core Charter commitment in Article 2(4) prohibits threats as well as uses of force.  By that standard, both Israel and the United States, by their threats alone, may already be viewed as law-breakers.  The actual use of force would leave no doubt.

        A far better option than attacking Iran would be attempting to negotiate a Middle East Nuclear Weapon-Free Zone. There is widespread support for this initiative among the governments in the region and the world.  It was a priority goal agreed to by consensus at the 2010 Non-Proliferation Treaty Review Conference.  But there is one large catch that has so far been a decisive inhibitor: Israel is unalterably opposed, as the establishment of the zone would require Israel to dismantle its own nuclear weapons arsenal.

    Obviously, the idea of a Middle East Nuclear Weapon-Free Zone has little regional appeal if it does not include Israel.  Israel’s insistence on retaining nuclear weapons while being ready to wage a war, with menacing repercussions, to prevent Iran from acquiring such weaponry is expressive of the deeply troubling double standards that are an overall feature of the nonproliferation regime.

    A Middle East Nuclear Weapon-Free Zone would immediately improve overall regional stability and, as well, take account of the prospect of many Arab countries poised to embark on nuclear energy programs of their own. Indeed, without such a zone, there is a substantial possibility of a regional nuclear arms race that would tempt countries such as Turkey, Egypt, Syria, and Saudi Arabia, as well as Iran, to have the supposed deterrent benefits of a nuclear arsenal.

    A Middle East Nuclear Weapon-Free Zone that includes all the countries of the region is an issue that demands U.S. leadership.  Only the United States has the leverage and stature to bring the diverse cast of regional actors to the negotiating table to make the needed effort to avert war. There can be no advance assurances that such a diplomatic initiative would succeed, but to fail to try would be lamentable.

  • Obey’s Afghanistan: At Long Last, It’s Guns vs. Butter

    One of the many destructive legacies of the Reagan Era was the effective Washington consensus that wars and other military spending exist on their own fiscal planet. Reagan got a Dixiecrat Congress to double military spending at a time when the U.S. was not at war (unless you were a poor person in Central America.) Meanwhile, Reagan got the Dixiecrat Congress to cut domestic spending – we just couldn’t afford those costly social programs. Reagan pretended the two things were totally unrelated, and the Dixiecrat Congress went along.

    Ever since, the Democratic leadership and the big Democratic constituency groups have largely collaborated in maintaining the destructive fiction that we can shovel tax dollars to war and to corporate welfare called “defense spending” without having any impact on our ability to provide quality education, health care, effective enforcement of environmental, civil rights, and worker safety laws, and other basic services to our citizens that are taken for granted by the citizens of every other industrialized country.

    But maybe – maybe – that destructive connivance is coming to an end.

    This week, House Appropriations Committee Chair David Obey told the White House that he was going to sit on the Administration’s request for $33 billion more for pointless killing in Afghanistan until the White House acted on House Democratic demands to unlock federal money to aid the states in averting a wave of layoffs of teachers and other public employees.

    Obey didn’t just link the two issues rhetorically; he linked them with the threat of effective action.

    At last, at long last.

    But why is David Obey standing alone?

    Perhaps, behind the scenes, the big Democratic constituency groups are pulling for Obey.

    But you wouldn’t know it from any public manifestation. Why? This should be a “teachable moment,” an opportunity to mobilize the majority of America’s working families to push to redirect resources from futile wars of empire and the corporate welfare of the “base military budget” to human needs at home and abroad. Where is the public mobilization of the Democratic constituency groups?

    If we could shorten the Afghanistan war by a month, that would free up the $10 billion that Obey is asking for domestic spending. Rep. Jim McGovern’s bill requiring a timetable for military redeployment from Afghanistan currently has 94 co-sponsors in the House (act here.) If McGovern’s bill became law, it would surely save the taxpayers at least $10 billion. Why aren’t the big Democratic constituency groups aggressively backing the McGovern bill, demanding that it be attached to the war supplemental?

    This isn’t just a question of missing an opportunity. There is a freight train coming called “deficit reduction.” If the big Democratic constituency groups continue to sit on their hands on the issue of military spending, then we can predict what the cargo of that freight train is likely to be: cut Social Security benefits, cut Medicare benefits, raise the retirement age for Social Security and Medicare, cut domestic spending for enforcing environmental regulations and civil rights and worker safety.

    Ending the war in Afghanistan with a timetable for withdrawal would likely save hundreds of billions of dollars. That’s money that could be used to prevent cuts from jobs and services at home.

    And we can cut the “base military budget” – the money we are purportedly spending to prepare for wars in the future, whether those wars have any measurable probability of occurring or not – without having any impact on our security.

    The Sustainable Defense Task Force – initiated by Rep. Barney Frank, Rep. Walter Jones, Rep. Ron Paul, and Sen. Ron Wyden – has modestly proposed a trillion dollars in cuts to the military budget over ten years, targeting long-derided weapons systems like F-35 Joint Strike Fighter, the Expeditionary Fighting Vehicle, and the V-22 Osprey. As Joshua Green notes in the Boston Globe, even Dick Cheney says the V-22 is “a turkey.” As the current annual military expenditure of the U.S. is roughly $660 billion, this would roughly amount to a 15% cut. Note that the U.S. is currently spending about 4.3% of its GDP on the military, more than twice what China spends as a percentage of its economy (2%.) If we cut our military spending 15%, we’d still be spending far more as a percentage of our economy (3.7%) than China, and far more than Britain (2.5%) and France (2.3%). And in absolute terms, we’d still be spending more than the next ten countries combined – most of whom are our allies. Such a cut would free $100 billion a year for deficit reduction and protecting domestic spending from cuts.

    The president’s Deficit Reduction Commission will recommend a package of cuts to Congress in December for an up-or-down vote. Will the Deficit Reduction Commission recommend real cuts to military spending?

    On June 26, the deficit reduction freight train may be coming to your town. The well-financed America Speaks is hosting a “national town hall” discussion in twenty cities on June 26 about ways to cut the deficit, promising that they will push the result into the Washington deficit-cutting decision. Check to see if the freight train is coming to your town. If it is, why not go and see if you can stow away some military spending cuts – like ending the war and cutting the V22 – on board the train?

  • Rebalancing the World

    It may turn out that May 17, 2010 will be remembered as an important milestone on the road to a real new world order.  Remember that the phrase ‘new world order’ came to prominence in 1990 after Iraq’s invasion and annexation of Kuwait. It was used by George W. H. Bush, the elder of the two Bush presidents, to signify the possibility after the end of the Cold War to find a consensus within the UN Security Council enabling a unified response to aggressive war. The new world order turned out to be a mobilizing idea invoked for a particular situation, and not the beginning of a new framework for collective security. The United States did not want to create expectations that it would always be available to lead a coalition against would be breakers of world peace. The apparent commitment, and even the language, of a ‘new world order’ disappeared altogether from American diplomacy right after the First Gulf War of 1991. What one wonders now is whether the Brazilian/Turkish effort to resolve the Iran nuclear crisis with the West is not more genuinely expressive of a changing global setting, perhaps leading this time to something durable–a ‘real new world order.’

    May 17th was the day that the Brazilian/Turkish initiative bore fruit in Tehran, with Iran agreeing to a ten-point arrangement designed to defuse the mounting confrontation with the United States and Israel with regard to its enrichment facilities. The essence of the deal was that Iran would ship 1200 kilograms of low enriched uranium (LEU) to Turkey for deposit, and receive in return 120 kilograms of uranium enriched to 20% for use in an Iranian  nuclear reactor devoted to medical research. The agreement reaffirmed support for the Non-Proliferation Treaty, as well as acknowledged Iran’s right under the treaty to develop nuclear energy for peaceful purposes, which meant the entire fuel cycle, including the enrichment phase.

    The bargain negotiated in Tehran closely resembled an arrangement provisionally reached some months earlier at the initiative of the International Atomic Energy Agency in which Iran had agreed to turn over a similar amount of low enriched uranium to France and Russia in exchange for their promise of providing fuel rods that could be used in the same medical research reactor. That 2009 deal floundered when Iran raised political objections, and then withdrew. The United States had initially welcomed this earlier arrangement as a desirable confidence-building step toward resolving the underlying conflict with Iran, but it wasted no time repudiating the May 17th agreement, which seemed so similar in its content.

    How should we understand this discrepancy in the American response? It is true that in recent months Iran has increased its LEU production, making 1200 kg of its existing stockpile amount to 50% of its total rather than the 80% that would have been transferred in the earlier arrangement. Also, there were some unspecified features in the May 17th plan, including how the enriched uranium would be provided to Iran, and whether there would be a system of verification as to its use to produce medical isotopes. In this regard, it would have seemed appropriate for Washington, if genuinely troubled by this, for Washington to express its substantive concerns, such as requesting Iran to transfer a larger quantity of LEU and to spell out the details, but this is not what happened.

    Instead of welcoming this notable effort to reduce regional tensions, which it had once encouraged, the Brazilian/Turkish initiative was immediately branded as an amateurish irrelevance by the American Secretary of State, Hilary Clinton. She insisted that the concerns about Iranian nuclear enrichment be left exclusively in the hands of the ‘major powers,’ and immediately rallied China and Russia (in addition to France and the United Kingdom) to support a fourth round of punitive sanctions that were to be presented to the UN Security Council in the near future.  It now appears that the five permanent members of the Security Council will support this intensification of sanctions that is expected to call for an arms embargo on heavy weapons, travel restrictions on Iranian officials, a boycott of banks and companies listed as linked to Iran’s nuclear and missile programs, and a provocative authority to search ships to and from Iran suspected of carrying prohibited items. Such a resolution if implemented would certainly increase tensions in the Middle East without any discouragement of the Iranian nuclear program.  Indeed a new round of sanctions would almost certainly increase Iran’s incentives to exercise its full rights under the Non-Proliferation Treaty, and complete its development of the complete fuel cycle as has been previously done by several other parties to the treaty, including Japan, Germany, The Netherlands, and ironically, Brazil.

    Given the generally constructive character of the agreement reached in Tehran, the uncompromisingly hostile reaction in Washington can only be understood in one of two ways, neither of which is reassuring. If the U.S. Government, with or without Israeli prodding, had already resolved to impose sanctions, then a tension-reducing development of this sort would weaken the case for this coercive approach and needed to be somehow undermined. All indications point to a conclusion that the United States was determined to go forward with sanctions, and was unpleasantly surprised when it suddenly became clear on May 17th that a credible deal had been negotiated. So long as the Brazil/Turkey initiative was given no chance of success, it was encouraged as a way to reinforcing the impression that Iran was not interested in a diplomatic solution, and the political atmosphere would be supportive of moves to tighten anti-Iranian sanctions. When it turned out that the U.S. had guessed wrong, and that the Brazilian/Turkish diplomacy would reach a positive outcome, the American leadership shifted course, and seemed to blame for Brasilia and Ankara for interfering in a policy domain where thy lacked experience and leverage.  The Brazilians gave the lie to this posturing by Washington when Lula released Obama’s letter of April 20, 2010 in which a green light had been given to the Brazil/Turkey diplomatic effort to find a breakthrough that would reduce tensions and calm the region.

    Perhaps, the more weighty explanation of the hostile response has to do with the changing cast of players in the geopolitical power game. If this reasoning is correct, then the United States angry response was intended to deliver a public reprimand to Brazil and Turkey, warning them to leave questions pertaining to nuclear weapons in the hands of what Hilary Clinton called ‘the major powers.’ In effect, the non-Western world should have no say in shaping global security policy, and any attempt to do so would be rebuffed in the strongest possible terms. Here, too, it was probably felt that this lesson could be indirectly given through the anticipated Iranian rejection of the proposed new arrangement. When this didn’t transpire, then the United States would have had to cede graciously part of the geopolitical stage, or do what it decided to do, and try to slap down the upstart Brazilians and Turks. Perhaps, it might have accepted the outcome had it not meant also giving up its plan to rely on enhanced sanctions.  

    The world of 2010 is very different from what it was in the late 20th century. Globalization, the decline of American power, and the rise of non-Western states have changed the landscape. This process has recently accelerated as a result of the world economic crisis, and the unresolved difficulties in the Euro zone. As the famous Bob Dylan 1960’s song goes, “The times, they are a-changing.” Recall that it was not long ago that the G-8 was scrapped in favor of the more inclusive G-20. Recently, as well, much attention has been given to the rise of the BRIC (Brazil, Russia, India, and China) countries. What seems most at stake in this attempt to supersede and nullify the Iran deal is banishing the Brazilian and Turkish intruders from the geopolitical playing field. For the West to claim that the Security Council remains remotely representative of the arrangement of power in 2010 is ludicrous. The identity of the five permanent members made some sense in 1945 following World War II, but today it is unquestionably anachronistic due to its failure to take any account of the fundamental shifts in world power that have taken place in recent decades. Brazil and Turkey were recently elected to be non-permanent two-year members of the Security Council, and have justified their selection by pursuing active and independent paths to a more secure and peaceful world. The old guard in world politics should have congratulated the Brazilians and Turks for succeeding where they had failed rather than complaining, and should have settled for defusing tensions rather than seeking their intensification, but this is not the world we are living in.

    Further, this is not just a childish ploy by to grab a few headlines and tweak the old guard. The confrontation with Iran is exceedingly dangerous, agitated by Israel’s periodic threats of launching a military attack and reports of pushing hard on the United States behind the scenes to move toward exercising the military option that, in Beltway jargon, has never been taken off the table. This prevailing strategy of tension could easily produce a devastating regional war, disrupting the world economy, and causing widespread human suffering. Both Brazil and Turkey have strong national interests in working for regional peace and security, and one way to do this is to calm the diplomatic waters, especially in relation to Iran’s contested nuclear program. The fact that Iran seems prepared to go ahead with the agreement, at least if the UN refrains from further sanctions, argues for giving the deal a chance to succeed, or at worst, working to make the LEU transfer more reassuring to those countries that suspect Iran of secretly planning to become a nuclear weapons state.

    The concern about Iran seems genuine in many quarters, given the inflammatory language sometimes used by President Mahmoud Ahmedinejad and considering the repressive internal practices in Iran. At the same time, even in this regard the United States leadership has rather dirty hands. While insisting that Iran cannot be allowed to do what several other non-nuclear states have already done in conformity with Non-Proliferation Treaty, the United States has acknowledged that it has been engaged in a variety of destabilizing military activities under Pentagon auspices within Iranian territory. Also, it is impossible to overlook the dispiriting silence that has long insulated Israel’s nuclear weapons arsenal from scrutiny and censure, as well as the closely related refusal of the Western powers to back proposals put forward by Egypt and others for a nuclear free Middle East.

    Back in 2003 Donald Rumsfeld, then Secretary of Defense, made headlines by contrasting ‘Old Europe’ (especially France and Germany) that he denigrated as decadent because it opposed the invasion of Iraq, and ‘New Europe’ that was supposed to be the flourishing wave of the future in Eastern Europe that favored American policy. Now it is Old Europe that is again partnering with the United States, and so restored to the good graces of Washington. In this sense, Brazil and Turkey are being treated as geopolitical trespassers because of their refusal to absent themselves from any further engagement in Middle East diplomacy.

    We seem to be witnessing the passing of an era in world politics, which has yet to be acknowledged. It is two decades since Charles Krauthammer, writing in Foreign Affairs, declared that “The immediate post-Cold War world is not multipolar. It is unipolar. The center of world power is the unchallenged superpower, the United States, attended by its Western allies.” The abrupt rejection of the Brazil/Turkey initiative can probably best understood as a nostalgic clinging by Obama’s Washington to the ‘unipolar moment’ long after its reality has passed into history, at lease with respect to nuclear weapons policy, including administering the non-proliferation regime. The U.S. Government has been more flexible in other substantive areas, so far encouraging reliance on the G-20 and treating the BRIC countries as virtual partners in the Copenhagen climate change high-level conference of last December.

    Turkey has already demonstrated the enormous gains for itself and the region arising by the pursuit of an independent and activist foreign policy based on resolving conflicts and reducing tensions to the extent possible, with benefits for itself and its neighbors as measured by peace, stability, and prosperity.  Not all of its initiatives have met with success. It tried to encourage the world to treat Hamas as a political actor after it fairly won elections in Gaza back in January 2006, but was rebuffed by Washington and Tel Aviv. Similarly, it brought to bear its mediating skill in trying to broker a peace deal between Israel and Syria, only to have the process break down after a series of promising negotiating rounds. Maybe also the Brazil/Turkey initiative will be effectively beaten down, but it was still definitely worth trying. For the sake of human security such governments should continue trying to supplant war and militarism with diplomacy and cooperative international relations. Outside of Western diplomatic circles it is already widely appreciated that the May 17th agreement showcases the exciting reality of a new geopolitical landscape in which the countries of the global South are now acting as subjects, being no longer content as mere objects in scenarios devised in the North. In the near future it is likely to be widely appreciated that there does exist a ‘real new world order’! At that time, the May 17th initiative might finally come into its own as the day that the North/South divide disappeared with respect to the shaping of global policy and the quest for the peaceful resolution of war-threatening conflicts.

  • The Berlin Wall Had to Fall, but Today’s World Is No Fairer

    Twenty years have passed since the fall of the Berlin wall, one of the shameful symbols of the cold war and the dangerous division of the world into opposing blocks and spheres of influence. Today we can revisit the events of those times and take stock of them in a less emotional and more rational way.

    The first optimistic observation to be made is that the announced “end of history” has not come about, though many claimed it had. But neither has the world that many politicians of my generation trusted and sincerely believed in: one in which, with the end of the cold war, humankind could finally forget the absurdity of the arms race, dangerous regional conflicts, and sterile ideological disputes, and enter a golden century of collective security, the rational use of material resources, the end of poverty and inequality, and restored harmony with nature.

    Another important consequence of the end of the cold war is the realisation of one of the central postulates of New Thinking: the interdependence of extremely important elements that go to the very heart of the existence and development of humankind. This involves not only processes and events occurring on different continents but also the organic linkage between changes in the economic, technological, social, demographic and cultural conditions that determine the daily existence of billions of people on our planet. In effect, humankind has started to transform itself into a single civilisation.

    At the same time, the disappearance of the iron curtain and barriers and borders, unexpected by many, made possible connections between countries that until recently had different political systems, as well as different civilisations, cultures and traditions.

    Naturally, we politicians from the last century can be proud of the fact that we avoided the danger of a thermonuclear war. However, for many millions of people around the globe, the world has not become a safer place. Quite to the contrary, innumerable local conflicts and ethnic and religious wars have appeared like a curse on the new map of world politics, creating large numbers of victims.

    Clear proof of the irrational behaviour and irresponsibility of the new generation of politicians is the fact that defence spending by numerous countries, large and small alike, is now greater than during the cold war, and strong-arm tactics are once again the standard way of dealing with conflicts and are a common feature of international relations.

    Alas, over the last few decades, the world has not become a fairer place: disparities between the rich and the poor either remained or increased, not only between the north and the developing south but also within developed countries themselves. The social problems in Russia, as in other post-communist countries, are proof that simply abandoning the flawed model of a centralised economy and bureaucratic planning is not enough, and guarantees neither a country’s global competitiveness nor respect for the principles of social justice or a dignified standard of living for the population.

    New challenges can be added to those of the past. One of these is terrorism. In a context in which world war is no longer an instrument of deterrence between the most powerful nations, terrorism has become the “poor man’s atomic bomb”, not only figuratively but perhaps literally as well. The uncontrolled proliferation of weapons of mass destruction, the competition between the erstwhile adversaries of the cold war to reach new technological levels in arms production, and the presence of the new pretenders to an influential role in a multipolar world all increase the sensation of chaos in global politics.

    The crisis of ideologies that is threatening to turn into a crisis of ideals, values and morals marks yet another loss of social reference points, and strengthens the atmosphere of political pessimism and nihilism. The real achievement we can celebrate is the fact that the 20th century marked the end of totalitarian ideologies, in particular those that were based on utopian beliefs.

    Yet new ideologies are quickly replacing the old ones, both in the east and the west. Many now forget that the fall of the Berlin wall was not the cause of global changes but to a great extent the consequence of deep, popular reform movements that started in the east, and the Soviet Union in particular. After decades of the Bolshevik experiment and the realisation that this had led Soviet society down a historical blind alley, a strong impulse for democratic reform evolved in the form of Soviet perestroika, which was also available to the countries of eastern Europe.

    But it was soon very clear that western capitalism, too, deprived of its old adversary and imagining itself the undisputed victor and incarnation of global progress, is at risk of leading western society and the rest of the world down another historical blind alley.

    Today’s global economic crisis was needed to reveal the organic defects of the present model of western development that was imposed on the rest of the world as the only one possible; it also revealed that not only bureaucratic socialism but also ultra-liberal capitalism are in need of profound democratic reform – their own kind of perestroika.

    Today, as we sit among the ruins of the old order, we can think of ourselves as active participants in the process of creating a new world. Many truths and postulates once considered indisputable, in both the east and the west, have ceased to be so, including the blind faith in the all-powerful market and, above all, its democratic nature. There was an ingrained belief that the western model of democracy could be spread mechanically to other societies with different historical experience and cultural traditions. In the present situation, even a concept like social progress, which seems to be shared by everyone, needs to be defined, and examined, more precisely.

    Mikhail Gorbachev was the last President of the Soviet Union and won the Nobel Peace Prize in 1990.

  • Nuclear Disarmament Now

    This paper was presented to the 2009 meeting of the Federation of Analytical Chemistry and Spectroscopy Societies

    Our topic today is “Nuclear Disarmament Now.” In speaking on that subject, I will address four key points, the first being a discussion of some of the main reasons why nuclear disarmament is urgently needed. The second point will focus on an action plan developed by the Nuclear Age Peace Foundation of Santa Barbara, California for advancing President Obama’s nuclear disarmament agenda. (Incidentally, for the remainder of this presentation I shall refer to the organization as the Foundation). Thirdly, we will discuss U.S. plans for the weaponization of space as an obstacle to global nuclear disarmament; and finally, I will discuss the campaign for a nuclear-free world which was recently launched by the International Network of Engineers and Scientists for Global Security, and what you can do to help with that effort.

    At the outset, lets take a look at some of the critical issues that surround nuclear weapons and why they need to be eliminated from Planet Earth. First, they are extremely dangerous, and literally threaten to make human beings an endangered species. The exact number of nuclear weapons in possession of each of the nine nuclear weapons states is a closely held national secret. Nevertheless, publicly available information and occasional leaks make it possible to obtain best estimates about the size and composition of the national nuclear weapon stockpiles. More than a decade and a half after the Cold War ended, the world’s combined stockpile remains at a very high level, i.e., more than 23,300 warheads. According to Hans Kristensen of the Federation of American Scientists more than 8,109 of these warheads are considered operational, of which approximately 2,200 U.S. and 2,200 Russian weapons are on high alert, ready for use on short notice. (1)

    In case of a nuclear weapons alert, the Russian President has three minutes to decide whether or not to launch an attack on the U.S. The U.S. president has 8 minutes to decide if he receives such an alert. Launch to landing time for Russian missiles is about 25 minutes. Launch to landing time for U.S. missiles is approximately 10 minutes. (2)

    During the past 64 years, there have been dozens of incidents, accidents and errors with nuclear weapons, including several near misses. One of those near misses occurred in early September, 1983, when tension between the Soviet Union and the United States was very high. Not only had the Soviet military downed a Korean passenger plane, but the United States was also conducting exercises in Europe that focused on the use of tactical nuclear weapons against the Soviets – a situation that led some Soviet leaders to worry that the West was planning a nuclear attack. To make matters worse, an unanticipated variable was thrown into the mix. On September 26, 1983, the alarms in a Soviet early warning bunker, just South of Moscow sounded as computer screens indicated that the United States had launched a nuclear strike against the Soviet Union. The officer in charge of the bunker and its 200 officers and enlisted personnel was Lt. Colonel Stanislav Petrov. It was his job to monitor incoming satellite signals and to report directly to the Russian early warning headquarters if indicators revealed that a U.S. missile attack was underway. Years later, Col. Petrov said: ” I felt as if I had been punched in my nervous system. There was a huge map of the States with a U.S. base lit up, showing that the missiles had been launched.”

    ” For several minutes Petrov held a phone in one hand and an intercom in the other as alarms continued blaring, red lights blinking, and computers reporting that U.S. missiles were on their way. In the midst of this horrific chaos and terror, with the prospect of the end of civilization itself, Petrov made a historic decision not to alert higher authorities, believing in his gut and hoping with all that is sacred, that contrary to what all the sophisticated equipment was reporting, this alarm was an error… As agonizing minutes passed, Petrov’s decision proved correct. It was a computer error that signaled a U.S. attack.” (3)

    “Had Petrov obeyed standard operating procedures by reporting the erroneous attack, Soviet missiles could have devastated all major U.S. cities and the Pentagon would have retaliated. In reviewing the incident, Petrov concluded that a nuclear war could have broken out and the whole world could have been destroyed. On Dateline NBC, November 12, 2000, Bruce Blair, president of the Center for Defense Information, and himself a former U.S. Minuteman missile launch officer said: ” I think this is the closest we’ve come to accidental nuclear war.” (4)

    On January 25, 1995, another potentially disastrous early warning error occurred when a Russian radar mistook a U.S. weather research rocket launched from Norway as an incoming nuclear strike from a U.S. Trident submarine. Even though the United States had notified Russia it would launch a non-military weather research rocket, those in control of Russia’s strategic nuclear weapons did not receive the message. Fortunately, Russian President Boris Yeltsin, a man with a drinking problem, who had three minutes to order a retaliatory strike, elected to “ride out” the crisis and did not launch the thousands of nuclear tipped missiles available on his command. (5) As previously mentioned, there have been many serious mishaps since the beginning of the nuclear age. For a comprehensive list by date, see: www.nuclearfiles.org.

    In addition to the dangers posed by the nuclear threat systems, there are other basic reasons for abolishing them. Not only are they extremely dangerous, they are also illegal, immoral, environmentally destructive and very expensive. They kill men, women and children indiscriminately and are virtually unlimited in their effects.

    In addressing the illegality of nuclear deterrence, University of Illinois Professor of International Law, Frank Boyle quotes the 1996 World Court Advisory Opinion on Nuclear weapons which says: ” States must never make civilians the object of attack, and must consequently never use weapons that are incapable of distinguishing between civilian and military targets.” He goes on to say: “… U.S. strategic nuclear weapons systems do indeed make civilians the direct object of attack, and because of their incredible explosive power are also incapable of distinguishing between civilian and military targets.” (6)

    In analyzing the immorality of nuclear weapons, the General Conference of the United Methodist Church has developed a resolution titled “Nuclear Disarmament The Zero Option”, which states: ” Now is the time to exercise the zero option to eliminate all nuclear weapons throughout the globe.” In keeping with that pronouncement, the Conference approved the following statement of commitment and action which says: ” We affirm the finding that nuclear weapons, whether used or threatened, are grossly evil and morally wrong. As an instrument of mass destruction, nuclear weapons slaughter the innocent and ravage the environment. When used as instruments of deterrence, nuclear weapons hold innocent people hostage to political and military purposes. Therefore, the doctrine of nuclear deterrence is morally corrupt and spiritually bankrupt. Therefore, we affirm the goal of total abolition of all nuclear weapons throughout Earth and Space.” I don’t think there is a better way to say it. Nuclear weapons and nuclear deterrence are unquestionably morally corrupt and spiritually bankrupt. (7)

    In 1983, Cornell University Professor Carl Sagan and four other NASA scientists conducted an in-depth study of the possible atmospheric consequences of nuclear war. The study concluded that the gigantic fires caused by nuclear detonation in cities and industrial areas would cause millions of tons of smoke to rise into the Earth’s atmosphere. There the smoke would block most sunlight, causing average temperatures on Earth’s surface to rapidly cool to Ice Age levels.

    The 1983 study was repeated by Professor R.P. Turco of UCLA and Professor O.B. Toon of the University of Colorado, and others. The new research modeled a range of nuclear conflicts beginning with a “regional” nuclear war between India and Pakistan, then a “moderate” nuclear war which used about one third of the current global nuclear arsenals (equivalent to the nuclear weapons now kept on launch-ready, high alert status by the U.S. and Russia), and lastly, a full scale nuclear conflict using the entire global arsenal. The new research substantiated the original 1983 findings, and found that smoke could actually remain in the stratosphere for at least a decade. A large nuclear conflict would cause crop-killing nightly frosts for more than a year in the world’s large agricultural regions, destroy massive amounts of the protective ozone layer, and lead to the collapse of many ecosystems and starvation among most people.

    Recently, my University of Missouri colleague, Steven Starr published a summary of the 2006 studies in the Bulletin of the International Network of Engineers and Scientists Against Proliferation. In that article, Steve states: ” U.S. researchers have confirmed the scientific validity of “nuclear winter” and have demonstrated that any conflict which targets even a tiny fraction of the nuclear arsenal against large urban centers will cause disruption of the global climate.” To view that summary, simply Google www.nucleardarkness.org.     A final reason for abolishing nuclear weapons is the high cost of nuclear security spending. According to Stephen Schwartz and Deepti Choubey ” nuclear security spending is the amount of money the United States spends to operate, maintain and upgrade its nuclear arsenal; defend against nuclear attack; prevent the further spread of nuclear weapons, weapons materials, technology, and expertise; manage and clean up radioactive and toxic waste left over from decades of nuclear production, and compensate victims of past productive and testing activities; and prepare for the consequences of a nuclear or radiological attack.”

    “Total appropriations for nuclear weapons and related programs in fiscal year 2008 were at least 52.4 billion dollars. That’s not counting related costs for classified programs, air defense, anti-submarine warfare, and most nuclear weapons-related intelligence programs, of which only 5.2 billion dollars is spent on preventing the spread of nuclear weapons, weapons materials, technology and expertise” (9) Since the dawn of the nuclear age, the cost of U.S. nuclear weapons research, development, testing, deployment and maintenance has exceeded 7.5 TRILLION dollars. Clearly the abolition of nuclear weapons will free up billions of dollars for health, education and other human development programs.

    So, what is needed to rid the world of these deadly, obscene devices? In June, 2009, the Board of Directors of the Nuclear Age Peace Foundation adopted a five-point action plan to guide the Foundation’s work through the end of 2010. The preface to the plan states: ” The Nuclear Age Peace Foundation seeks a world free of nuclear weapons. We believe that nuclear arms reductions and the stabilization of nuclear dangers are not ends in themselves, but must be viewed in the context of achieving the total elimination of nuclear weapons. This is a matter that affects the future well-being , even survival, of the human race.” In this light the Foundation is pursing the following five-point action program:

    First, we support a meaningful replacement treaty for the Strategic Arms Reductions Treaty between the United States and Russia. This treaty expires on December 2009. Under President Obama’s leadership, the U.S. and Russia have embarked upon negotiations for a replacement treaty. The Foundation will press for a replacement treaty that has deep and verifiable reductions in the number of nuclear weapons on each side; one that reduces the high-alert status of the weapons on each side, and one that includes a legally binding commitment to NO FIRST USE of nuclear weapons. To this end, we will seek to form a coalition of like-minded organizations to put forward recommendations for a new treaty, to educate the public on the importance of such a treaty, and to lobby the Senate for the treaty’s ratification.

    Second, we hope to secure a NO FIRST USE commitment from the United States. President Obama has called for reducing reliance on nuclear weapons, but he has not referred to the possibility of making a legally binding commitment to NO FIRST USE of nuclear weapons. We believe that such a commitment would be an essential step in downplaying the role of nuclear weapons in military strategy. We will educate the public and lobby the Obama Administration to make a legally binding commitment to NO FIRST USE of nuclear weapons and seek such commitments from other nuclear weapons states as well.

    Third, We seek U.S. ratification of the Comprehensive Test Ban Treaty (CTBT). The U.S. has signed but not ratified the CTBT. President Obama has said, ‘To achieve a global ban on nuclear testing, my administration will immediately and aggressively pursue U.S. ratification of the Comprehensive Test Ban Treaty.’ The Foundation will work with other national organizations to achieve Senate ratification of the treaty.

    Fourth, We will promote a broad agenda for President Obama’s proposed Global Summit on Nuclear Security. President Obama has pledged to hold a Global Summit on Nuclear Security within the next year. He has called for this Global Summit in the context of preventing nuclear terrorism. We will seek to broaden the agenda of the Summit to include a full range of nuclear security issues beyond only the issue of nuclear terrorism. This would include consideration of the security risks of the current nuclear arsenals and the need to open negotiations on a treaty banning all nuclear weapons. The Foundation will engage in public education, including interviews and op-eds, and networking with other organizations to lobby the Obama administration.

    The fifth and final point of the 2009-10 Action Plan calls for a highly strengthened Non-Proliferation Treaty (NPT) by assuring a successful NPT Review Conference in 20l0. The NPT is at the heart of efforts to prevent the proliferation of nuclear weapons. The treaty also requires the nuclear weapons states to engage in good faith negotiations to achieve nuclear disarmament in all its aspects. We believe that the key to achieving the goals of the NPT rests upon the commitment of the nuclear weapons states to take meaningful actions to achieve their Article VI nuclear disarmament obligations. Following the 2009 Preparatory Committee meeting for the 2010 NPT Review Conference, the five nuclear weapons states (who are parties to the treaty, i.e., the U.S., Russia, UK, France and China), also known as the P5, issued a joint statement in which they said: ‘ Our delegations reiterate our enduring and unequivocal commitment to work towards nuclear disarmament, an obligation shared by all NPT states parties.’ These P5 states expressed their commitment to a new U.S.-Russian agreement to replace the Strategic Arms Reductions Treaty and to the entry into force of the Comprehensive Test Ban Treaty (CTBT), as well as negotiations for a Fissile Material Cutoff Treaty. We believe that their case for strengthening the Non-Proliferation Treaty (NPT) will be far more persuasive if they also join in assuring a broad agenda for a Global Summit on Nuclear Security and join in making legally binding commitments to NO FIRST USE of nuclear weapons. Thus, these prospects for a successful NPT Review Conference in 2010 will be considerably enhanced if the first four points of the Foundation’s Action Plan are successful. (10)

    Clearly the Foundation’s Action Plan will require strong support by U.S. scientists and many other citizens if it is to have any chance for implementation. The good news is that most Americans are in favor of seriously addressing the various issues related to nuclear disarmament. A 2004 poll by the Program on International Policy Attitudes found Americans to be highly concerned about nuclear weapons. Clear majorities favored reducing their role and ultimately eliminating them under provisions of the Non-Proliferation Treaty. Eighty-four percent said that doing so was a “good idea”. An even higher 86 percent wanted the United States “… to do more to work with other nations toward eliminating their nuclear weapons. In each case, more that 70 percent of Republicans and 80 percent of Democrats and independents favored working toward elimination.” (11)

    The bad news is that some Americans, including several key Members of Congress are still victims of Cold War-era fear based thinking which argues that getting rid of nuclear weapons – even with open inspection and verification – would make us vulnerable. Additionally, there is another potential roadblock to genuine nuclear disarmament which centers on U.S. plans to deploy offensive weapons, including lasers, particle beams and rockets in outer space. The U.S. Air Force’s long term proposal known as ” Vision for 2020″ is a plan for the U.S. to weaponize outer space for military and commercial purposes and to deny access to outer space to other states. The provisions of the plan clearly show missile defenses for what they truly are: an early phase of militarization of space and, as such, part of an unprecedented, global offensive system masquerading as defense. (12) If the United States insists on the deployment of offensive weapons in outer space, it will be nearly impossible to convince Russia, China, and others to agree to the zero nuclear weapons option.

    On the U.S. domestic front there have also been a number of nuclear deterrence advocates and military analysts who have been highly critical of disarmament measures such as those outlined in the Foundation’s Action Plan, and of any efforts to halt the U.S. weapons in space program. The critics, including corporate producers of nuclear weapons, and other members of the military-industrial-academic-congressional complex, want absolutely no reduction in the tens of billions of dollars spent annually on nuclear weapons. According to the Natural Resources Defense Council: ” Hundreds of companies, large and small, are involved in nuclear weapons research, development, production and support. Each Department of Energy (DOE) facility is managed and operated by a corporate contractor. And, nuclear weapons components and delivery systems are manufactured by hundreds of prime and subcontractors” (13). Thus, lobbyists for giant companies such as Lockheed Martin, TRW, Boeing, Northrop Grumman, Raytheon and dozens of others will do everything in their power to prevent significant efforts for the elimination of nuclear weapons worldwide. Consequently, a highly mobilized citizen movement will be needed to counter those vested interests.

    Therefore, we must speak out now to protect our nation, other nations, and our entire planet. We must challenge those who believe that ANYONE has a right to genocidal weapons. We must also challenge those who want to build a new generation of nuclear weapons and offensive killing devices in outer space. In doing so, we must vigorously seek support for the provisions of the Foundation’s Action Plan with its emphasis on ratification of the Comprehensive Test Ban Treaty, full implementation of Article VI of the Non-Proliferation Treaty, and the elimination of all nuclear weapons from our Planet.

    In addressing challenges to the zero option, we must emphasize the fact that such thinking is no longer the sole possession of the historic nuclear disarmament organizations, nor those only on the political left. Neither is it a Utopian dream. To date, several retired U.S. generals, including Eugene Habiger and George Lee Butler, both former chiefs of the U.S. Strategic Command, have voiced support for measures such as those outlined in the Foundation’s Action Plan. Other well known political figures of both major political parties are also making the case for nuclear weapons abolition. For example, in a January 8, 2007 Wall Street Journal commentary titled ” A World Free of Nuclear Weapons”, former Secretaries of State Henry Kissinger and George Schultz, with former Secretary of Defense William Perry and former U.S. Senator Sam Nunn of Georgia wrote: ” Nuclear weapons today present tremendous dangers, but also historic opportunity. U.S. leadership will be required to take the world to the next stage – to a solid consensus for reversing reliance on nuclear weapons globally as a vital contribution to preventing this proliferation into potentially dangerous hands, and ultimately ending them as a threat to the world… ”

    ” Reassertion of the vision of a world free of nuclear weapons and practical measures toward achieving that goal would be, and would be perceived as, a bold initiative consistent with America’s moral heritage. The effect could have a profoundly positive impact on the security of future generations. Without the actions, the vision will not be perceived as realistic or possible. We endorse setting the goal of a world free of nuclear weapons and working energetically on the actions required to achieve that goal.” (14)

    In my opinion, it is critical that scientists and engineers lead the way in achieving nuclear weapons abolition as suggested by Kissinger, Schultz, Perry, and Nunn. In 1995, when Joseph Rotblat received the Nobel Peace Prize, he appealed to his fellow scientists with the following statement: ” At a time when science plays such a powerful role in the life of society, when the destiny of the whole of mankind may hinge on the results of scientific research, it is incumbent on all scientists to be fully conscious of that role, and conduct themselves accordingly. I appeal to my fellow scientists to remember their responsibility to humanity …. The quest for a war-free world has a basic purpose: survival. But if in the process we learn to combine the essential with the enjoyable, the expedient with the benevolent, the practical with the beautiful, this will be an extra incentive to embark on this great task. Above all, remember you humanity.”

    On August 6, 2009 the International Network of Engineers and Scientists for Global Responsibility (INES) launched a campaign in support of that zero option. The first act of the campaign was the signing of an appeal titled “Scientists for a Nuclear Free World” by forty individuals, 28 of whom are Nobel Laureates. The goal of the campaign is to increase scientific as well as public awareness of nuclear weapons issues, and to add weight to calls for an international Nuclear Weapons Convention which obligates all states to achieve complete nuclear disarmament by 2020. The last four paragraphs of the appeal state:

    “Nuclear weapons were created by humans, and it is our responsibility to eliminate them before they eliminate us and much of the life on our planet. The era of nuclear weapons must be brought to an end. A world without nuclear weapons is possible, realistic, necessary and urgent.”

    “Therefore, we the undersigned scientists and engineers, call upon the leaders of the world, and particularly the leaders of the nine nuclear weapons states, to make a world free of nuclear weapons an urgent priority.”

    ” We further call on these leaders to immediately commence good faith negotiations as required by the nuclear Non-Proliferation Treaty and the 1996 Advisory Opinion of the International Court of Justice, with the goal of achieving a Nuclear Weapons Convention for the phased, verifiable, irreversible and transparent elimination of nuclear weapons by the year 2020.”

    ” Finally we call upon scientists and engineers throughout the world to cease all cooperation in the research, development, testing, production and manufacture of new nuclear weapons.” (14)

    – Publish the appeal on your website, or in your newsletter, and forward it to members of organizations to which you belong;

    – Collect as many signatures as possible within your network;

    – Promote the appeal through your organizations; and

    – Issue your own statement in support of our common cause.

    In closing, I want to quote my colleague, Rick Wayman, who is the Foundation’s Director of Programs: ” Now is the time to create a new equilibrium in the thinking of Americans. Public support is essential for strong U.S. leadership on the issue of nuclear weapons abolition. U.S. leadership is essential if progress is going to be made on the world stage. So the answer is simple. To change the reality of nuclear weapons, to reduce and then eliminate them, we must change thinking and grow the movement to support a new approach. Such a massive change in the public’s thinking is a major undertaking. But it is necessary. Otherwise, fear will carry the day. And the nuclear hawks will play on American insecurity to stymie progress and enshrine the status quo of thousands upon thousands of nuclear weapons. True security will come only from global cooperation. We must be proactive. We must pioneer a new way of thinking in society. The goal of zero nuclear weapons must be accepted as the starting point of all discussions. To achieve this, we must rally the public”

  • Two First Steps on Nuclear Weapons

    Yesterday, President Obama presided over the United Nations Security Council meeting that passed a resolution seeking to strengthen the international commitment to limiting the spread of nuclear weapons. A week ago, he announced that the United States will not deploy — at least, not in the foreseeable future — a missile defense site in Central Europe, including powerful radar in the Czech Republic and interceptor missiles in Poland.

    Is there a link between the two events? I believe there is. Yet initial comments by many political figures and journalists have for the most part ignored this key relationship.

    Instead, many are asserting that canceling the Eastern European missile defense was simply a concession to Russia, which must now reciprocate with a concession of its own. But President Dmitri Medvedev of Russia had already said last November that if the United States made changes to its missile defense plans, his nation would refrain from countermeasures like deploying its own missiles. Soon after President Obama’s decision was announced, this position was reaffirmed.

    Many of President Obama’s critics in the United States insist that he “caved in” to Russian pressure, virtually leaving America’s NATO allies to fend for themselves. There is nothing behind this argument other than the old stereotype of “bad Russia,” a Russia that is always wrong.

    Consider the merits of the case. Russia’s leaders have been saying for some time that the fear of Iran developing effective long-range missiles in the near future was not grounded in fact. Now, after a thorough review by intelligence and defense officials, the United States government has come to the same conclusion, holding that Tehran is perhaps at least five years or even a decade away from such capacity.

    The initial reaction by some politicians and commentators in Poland and the Czech Republic is no less odd. They seem to enjoy the role of a spoiler in relations between other countries and Russia. Voices of realism and caution are routinely rejected, and the opinion of their own citizens, who by and large have no use for radars and missiles, is brushed aside.

    In Russia, President Obama’s decision has been well received. It also met with support in Europe, with Chancellor Angela Merkel of Germany and President Nicolas Sarkozy of France lauding it. The Polish prime minister, Donald Tusk, called it “a chance to strengthen European security.” Indeed, if the president’s decision is followed by further serious steps, it will provide an opportunity for us to strengthen global security as well as reach a new level of cooperation in ridding the world of nuclear danger.

    At their meeting in Moscow in early July, Presidents Obama and Medvedev reaffirmed the relationship between strategic offensive weapons and missile defense. The two nations continue arms reduction talks and, judging by cautious diplomatic statements, they seem to be on course to complete them by Dec. 5, when the first Strategic Arms Reduction Treaty — which I signed with President George H. W. Bush in 1991 — is due to expire.

    This week’s United Nations meeting marks the next stage of progress. It is vital that other nations come away from the meeting believing that America and Russia are moving toward verifiable nuclear arms reductions, and that by the time the Nuclear Nonproliferation Treaty review conference is held at the United Nations next May, they will have made progress toward the eventual elimination of nuclear weapons.

    Unless they show the world they are serious, the two major nuclear powers will be accused, again and again, of not keeping their word and told that if it is acceptable for 5 or 10 countries to have nuclear weapons as their “ultimate security guarantee,” why should it not be the case for 20 or 30 others?

    It is vital that the two presidents themselves monitor the negotiations closely, sometimes plunging into minute details. I know from experience how difficult it is to deal with such technical details on top of constant political pressures, but it is necessary to avoid misunderstandings that could undermine trust.

    Some questions that will need to be clarified are evident now. The American secretary of defense, Robert Gates, has said that the SM-3 missiles that are to be used under the new missile-defense plan could later be perfected to intercept long-range intercontinental missiles. Yet he has also raised the possibility of cooperating with Russia on missile defense. To me, these two ideas seem incompatible. The sooner such issues are cleared up the better.

    As I see it, there is only one way to move forward: Washington should agree to the Russian proposal for a joint assessment of missile threats. Let the experts from both countries have a frank discussion that would reveal which threats are real and must be dealt with, and which are imaginary. This would help to avoid misguided projects like the Polish-Czech missile shield, and could help move us from a state of mutual deterrence to a goal of minimum nuclear sufficiency for self-defense.

    This is a big agenda. Realistically, it would take two or three years of intense negotiation. But Russia and the United States must set big tasks for themselves. What is needed is nothing less than a change in the strategic relationship between the two major nuclear powers — in their own interests and in the cause of world peace.

  • The Weakness of National Military Strength

    During 2008, the nations of the world spent nearly $1.5 trillion on their military forces. That is what has been reported by the highly-respected Stockholm International Peace Research Institute, which noted that the five biggest spenders were the United States ($607 billion), China ($85 billion), France ($66 billion), Britain ($65 billion), and Russia ($59 billion). Adjusted for inflation, the total represents an increase of 45 percent in military expenditures over the past decade.

    And so the game of national military “defense” continues, despite clear indications of its negative consequences.

    One consequence is a vast diversion of national resources from meeting basic human needs. As President Dwight Eisenhower stated in 1953: “Every gun that is made, every warship launched, every rocket fired signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children.”

    Another consequence is the undermining of democracy. In the eighteenth century, America’s “founding fathers” were deeply troubled by the prospect of “Caesarism”—the rise of military strongmen who would seize power and stamp out democratic government. Since then, there have been plenty of military takeovers, and not only in the distant past. Among the most notorious of the modern military officers who overthrew democratic governments and set up bloody dictatorships were Franco in Spain, Somoza in Nicaragua, Batista in Cuba, Mobutu in the Congo, Papadopoulos in Greece, Suharto in Indonesia, and Pinochet in Chile. One of the most repressive regimes in power today was established by Burma’s military officers. Only this June, a military coup ousted the democratically-elected president of Honduras.

    The most obvious weakness of national military preparedness is that it often fails to protect nations from the war and destruction it is supposed to prevent. Despite high levels of military might, nations have been fighting wars for centuries, bringing them to the brink of ruin. Of what value was it to the nations fighting World War I that, in the prewar years, they had been armed to the teeth? Did their weaponry avert war? Might it not even have encouraged that conflict? Was victory in the great “War to End War” that much better than defeat?

    Or take the experience of Germany and Japan, two nations that had embarked on rapid military buildups in the 1930s and, then, suffered almost total disaster (human and material) during World War II. By contrast, during the Cold War, when they stayed on the sidelines—keeping military expenditures low and their troops out of combat—they thrived and prospered. Indeed, it could be said that the real victors in the Cold War were the Germans and the Japanese!

    And what about the United States, the world’s top spender on the military since the end of World War II? Has this nation experienced “peace through strength”? The reality is that, since 1945, it has been continuously at war, either hot or Cold. Furthermore, despite the vast resources, including the lives of millions of Americans, devoted to U.S. national defense, the nation’s leaders now tell us that it is more threatened than ever. If it is, one is forced to ask: Of what value were the trillions of dollars of post-1945 military spending? Certainly the overdeveloped U.S. military machine—by far the most powerful in the world—did nothing to safeguard the nation against the terrorist attack in 2001 that took almost 3,000 lives and was conducted by nineteen men armed only with box-cutters. Why is all this military might not doing a better job of protecting us?

    The fundamental reason is that what one nation views as defending its vital interests is viewed by other nations as threatening their vital interests. The result is frequently a sense of national insecurity, a growing arms race, and—in many cases—war. Terrorist groups, too, are often motivated by a sense of grievance against heavily-armed nations, especially when those nations establish overseas military bases and occupation regimes on their soil.

    This fact that national military buildups promote violent conflict has been recognized for years by intelligent citizens and by many government officials. Consequently, there have been modest moves toward establishing a collective security approach to world affairs. These include the development of the League of Nations and the United Nations. But national governments—especially those of the larger countries—have resisted giving up more than a very small portion of their sovereignty to international institutions. Although they pay lip service to the United Nations, they put their faith (and money) in national military might. And this keeps us running endlessly on a treadmill, ever anxious about our national security, as military expenditures rise year by year.

    Isn’t it time for a different approach?

  • Japan’s Election and Anti-Nuclear Momentum

    Although the smashing victory of the opposition Democratic Party in Japan’s parliamentary elections of August 30 had numerous causes, one of the results will be a strengthening of the campaign for a nuclear weapons-free world.

    In the past few years, Japan’s long-ruling conservatives — grouped in the misnamed Liberal Democratic Party (LDP) — had shown increasing signs of dispensing with Japan’s nuclear-free status. Pointing to North Korea’s development of a nuclear capability, party officials had publicly floated the idea of Japan’s acquiring nuclear weapons. More recently, a former government official revealed what many Japanese already suspected: Decades ago, an LDP government had agreed to allow stopovers in Japan by U.S. military aircraft and vessels carrying nuclear weapons. Outside observers even began to voice the idea that Japan’s LDP government, by insisting on U.S. nuclear guarantees, might undermine plans by the Obama administration to reduce the importance of nuclear weapons in U.S. defense policy.

    But the stunning victory by Democratic Party of Japan (DPJ), with its sharply antinuclear stand, has altered this situation dramatically. Pointing to the nation’s “Three Non-Nuclear Principles” — a 1967 government pledge not to possess, manufacture, or introduce nuclear weapons into Japan — Democratic Party leader Yukio Hatoyama promised to work to codify these principles into law. Nor is the party’s antinuclear vision limited to Japan. The DPJ endorses a regional nuclear-free zone. And as recently as this August, Hatoyama told a public gathering that “realizing a nuclear-free world as called for by U.S. President Barack Obama is exactly the moral mission of our country.”

    The DPJ’s victory gives added momentum to a campaign for nuclear abolition that has recently transitioned from an apparently utopian vision to pragmatic politics.

    Growing Movement

    Long before these new U.S. and Japanese officials turned their attention to abolishing the world’s vast nuclear arsenals, citizens groups had organized vigorous campaigns to do just that. And these nuclear disarmament campaigns played a major role in convincing governments to pull back from the nuclear arms race and accept nuclear cutbacks. As a result, the number of nuclear weapons around the world declined substantially — from some 70,000 at the height of the Cold War to fewer than 24,000 today.

    Furthermore, in the last few years the call for nuclear disarmament has turned into a demand for a nuclear-free world. In January 2007 and again in January 2008, a group of former top U.S. national security officials wrote op-ed pieces in the Wall Street Journal contending that, as the very existence of nuclear weapons raised profound dangers for human survival, the U.S. government should commit itself to the goal of nuclear abolition. During the recent U.S. presidential campaign, Obama repeatedly spoke out for building a nuclear-free world, as he did again this April. On this last occasion, addressing an audience in Prague, he committed the U.S. government to “seek the peace and security of a world without nuclear weapons.” Subsequently, U.N. Secretary General Ban Ki Moon announced his own plan to spur the world forward “on its journey to a world free of nuclear weapons.”

    A number of important constituencies also champion this goal. In 2008, the U.S. Conference of Mayors unanimously adopted a resolution supporting the global elimination of nuclear weapons by 2020. It followed this up in 2009 by unanimously passing a resolution “enthusiastically” welcoming “the new leadership and multilateralism that the United States is demonstrating toward achievement of a nuclear-weapon-free world” and calling upon Obama “to announce at the 2010 Nuclear Non-Proliferation Treaty Review Conference” the beginning of negotiations for “an international agreement to abolish nuclear weapons by the year 2020.”

    The U.S. Conference of Catholic Bishops, relatively silent on nuclear disarmament since its dramatic antinuclear pronouncements of 1983, displayed a new interest in the subject in 2009. On April 8, speaking on behalf of the Conference, Bishop Howard Hubbard of Albany welcomed the Obama administration’s leadership “toward a nuclear-free world” and declared that the Conference “look[ed] forward to working with the Administration and Congress in supporting legislation” toward that goal. On July 29, in a keynote talk at a “Deterrence Symposium” hosted by the U.S. Strategic Command, Archbishop Edwin O’Brien of Baltimore — a member of the Conference’s Committee on International Justice and Peace — startled the military-oriented gathering by insisting that “our world and its leaders must stay focused on the destination of a nuclear-weapons-free world.”

    Labor and Peace

    The labor movement has also started to mobilize against nuclear weapons. On July 10, 2009, the International Trade Union Confederation — representing 170 million workers in 157 countries (including the members of the AFL-CIO) — launched an international campaign for nuclear disarmament. A focal point of the campaign is a petition calling for a nuclear disarmament treaty signed by all U.N. member states. According to the world labor confederation, the campaign was “being run in cooperation with the worldwide ‘Mayors for Peace’ group,” headed by Hiroshima Mayor Tadatoshi Akiba, which has called for creating a nuclear-free world by 2020.

    Although the U.S. peace movement has been preoccupied with ending the wars in Iraq and Afghanistan, as well as with averting war with Iran, it recently has increased its efforts around the theme of a nuclear-free world, especially in connection with the run-up to the May 2010 NPT review conference at the United Nations. Beginning in the summer of 2009, peace and disarmament organizations began circulating a nuclear abolition petition directed to Obama, calling upon the administration to use the occasion of the conference to announce negotiations for a treaty abolishing nuclear weapons. There are also plans afoot for a large antinuclear demonstration at the United Nations on May 2, 2010, as well as for smaller events designed to rally support for a nuclear-free world.

    At the moment, the degree to which the Japanese elections will increase the clout of this burgeoning nuclear abolition campaign remains uncertain. The DPJ faces a number of challenges if it is to implement its nuclear-free promises. Although public sentiment in Japan is strongly antinuclear, there is also a rising fear of North Korea’s nuclear program — a fact that might lead to an erosion of the new administration’s nuclear-free doctrine. Compromise on maintaining a nuclear-free Japan is alluring, as Japan has the scientific and technological capability to produce nuclear weapons easily and quickly. Furthermore, many Japanese (and particularly LDP members), though uneasy about Japan’s development of nuclear weapons, feel comfortable under the U.S. nuclear umbrella. Thus, they might resist international efforts to create a nuclear-free world.

    Even so, the DPJ’s election sweep should hearten opponents of nuclear weapons, for it provides not only a symbolic victory for antinuclear forces but a potentially significant shift in the nuclear policy of a major nation. Above all, it serves as an indication that, around the world, the antinuclear momentum is growing.
