    On July 14, 2025, Kiribati, the Nuclear Age Peace Foundation (NAPF), Reverse the Trend (RTT), Blue Planet Alliance and Peace Boat US co-hosted a vibrant side event titled “Mobilizing Youth for Ocean and Climate Action: Harnessing Citizen Science and Capacity-Building” at the UN Headquarters during the High-Level Political Forum (HLPF). This event highlighted the critical role of youth engagement and activism in addressing interrelated ocean, climate resilience, and global disarmament issues. 

    Speakers included Christian Ciobanu, Policy and Advocacy Director at the Nuclear Age Peace Foundation and Project Coordinator at Reverse the Trend and TPNW Advisor to Mission of Kiribati; David Shi, Youth Activist with NAPF and RTT and Researcher at the Economic Policy Research Institute; Alejandro Forero Rey, Intern at Peace Boat US and Rising Senior at Tufts University; and Ruth Ijomor, Intern at Peace Boat US and Rising Junior at Tufts University.

    Speaking on behalf of the Mission of Kiribati, Christian Ciobanu led the session by highlighting the intersection between nuclear legacy issues, climate change, and ocean health, particularly calling to attention the historical nuclear testing in Kiribati. Ciobanu discussed the ramifications of Operation Grapple, where, on April 28, 1958, the United Kingdom detonated its largest thermonuclear test, over 1,000 times more powerful than the atomic bomb dropped on Hiroshima.

    Ciobanu stressed the enduring humanitarian and environmental consequences faced by Kiribati’s communities, pointing out the essential role youth play in advocating for victim assistance and promoting the Treaty on the Prohibition of Nuclear Weapons (TPNW) and the Non-Proliferation Treaty (NPT). He further highlighted the significance of the recent UN Resolution on Nuclear Justice, which garnered support from 174 states, underscoring global recognition of the urgent need for nuclear accountability.

    Ciobanu also highlighted a need to actively engage and empower youth within this policy space, highlighting the NAPF and RTT’s recent activities, including participation at the third Meeting of States Parties (3MSP) to the TPNW, where they co-hosted events that elevated youth voices on issues of disarmament and nuclear justice. 

    Following Ciobanu’s remarks, David Shi, a youth activist with NAPF and RTT, spoke in-depth on community-driven climate resilience and social protection in developing countries. Shi was keen on community-driven climate resilience and social protection in developing contexts and spoke from his recent field research in Lesotho. He described how in several districts, over just a few years, local home-grown school feeding programs evolved from tiny crop gardens into vibrant hubs of community collaboration, where students and teachers actively engage in agricultural production supported by their families.

    Shi emphasized the importance of grounding policies and initiatives in local realities and empowering youth to take the lead and make meaningful contributions. Drawing from his research with the Economic Policy Research Institute, he offered insights into youth-led humanitarian efforts in fragile settings—highlighting the example of Sudanese resistance committees and emergency response rooms (ERRs), which he described as highly adaptable, community-based models of action.

    Shi concluded his remarks by calling for “youth to be integrated as leaders, planners, and organizers at every level of climate, disarmament, and development policy. […] We need to go beyond just tokenism and make sure we actively engage and utilize the expertise and networks that youth possess”.

    Alejandro Forero Rey, a rising senior at Tufts University, reflected on his background and experience interning with Peace Boat US this summer. Born in Columbia and having lived in Saudi Arabia, the US, and Hong Kong, Alejandro credited his diverse geographical upbringing with shaping his identity as a “global citizen” and cultivating a commitment to international cooperation. 

    Interning with Peace Boat US, Alejandro explained, provided a unique opportunity to engage in the field of sustainable development in a hands-on fashion. He lauded Peace Boat for its work at the intersection of sustainability and disarmament and its creation of space for international collaboration relating to these issues. He praised his Peace Boat US colleagues and his supervisor, Emilie McGlone, for fostering an environment that encourages youth participation and practical engagement in fields previously unknown. Alejandro closed by considering the implications of his presence for youth engagement in international discussions, remarking, “youth voices are not only welcomed but essential in shaping global policy.”

    Ruth Ijomor, a rising junior at Tufts University and an intern at Peace Boat US, gave attention to the UN’s Sustainable Development Goals (SDGs). Stressing that the SDGs are deeply interconnected, Ruth affirmed that climate action is not merely about the environment, but about “governance, equity, and institutions.” 

    As a first-generation Nigerian-American, Ruth offered personal insight on the harmful implications of weak institutions in their limiting of opportunities and derailing of climate and development goals. She underscored the particularly devastating effects of the climate crisis on poor and marginalized communities. Calling for youth engagement, Ruth concluded by reflecting on an adage voiced by her father – ”A single tree does not make a forest. Let’s allow our youth to be saplings that would line our forests.”  

    Throughout the session, the speakers reinforced the need to integrate youth perspectives into global oceanic and climate governance frameworks. They emphasized multi-stakeholder engagement and cross-sector collaboration, blending research, activism, and international advocacy as a way to build more inclusive, resilient, and sustainable societies. From policy analysis and grassroots mobilization to practical citizen science, the speakers’ diverse backgrounds showcased the multifaceted ways that youth can contribute to both humanitarian and environmental agendas.

    On February 21, Bond Rungrot Tatiyawongwiwat and Amir Ruzain, two youth representatives of Reverse The Trend South and SouthEast Asia, a youth initiative of the Nuclear Age Peace Foundation (NAPF), participated in a special event entitled “Advancing the Global Agenda toward Peaceful and Inclusive societies- Bridging Humanity, Security, and Sustainability.” This side event was held on the margins of the Asia Pacific Forum for Sustainable Development. Hiroshima Prefecture, Hiroshima Organization for Global Peace, RTT, and NAPF co-sponsored this event.

    The speakers included: Mr. Kunihiko Shimadal, Principal Director of Hiroshima Organization for Global Peace (HOPe) Japan; Ms. Evelyn Ralpho Director for Education and Public Awareness National Nuclear Commission, Marshall Islands; Mr. Muhadi Sugiono, a professor at the Universitas Gadjah Mada; as well as Amir Ruzain  and Bond Rungrot Tatiyawongwiwat of RTT.

    Bringing together members of affected communities, youth, and academia, this side event aimed to draw attention to the history and long-existing efforts of the Asia-Pacific region toward peace and security in this age. Envisioning a sustainable future with peace and prosperity for all, the panel will help to clarify the linkage between the issues of peace and security and various Sustainable Development Goals (SDGs). At the conclusion of the session, participants identified the nexus between security and sustainable development through discussion with various stakeholders.

    Mr. Kunihiko Shimadal, Principal Director of Hiroshima Organization for Global Peace (HOPe) Japan, provided general remarks about the nexus between nuclear disarmament and sustainable development.

    Ms. Evelyn Ralpho, Director for Education and Public Awareness, National Nuclear Commission, discussed the devastating impact of nuclear tests that were conducted in the Marshall Islands. She elaborated upon how the contamination impacted the ecosystem and impacted both the fish and breadfruit, two former staples of the Marshallese diet. Moreover, Ralpho underscored the importance of innovative nuclear disarmament initiatives, including the Treaty on the Prohibition of Nuclear Weapons. In this regard, she announced that the National Nuclear Commission convened a series of youth debates on the TPNW. 

    Mr. Muhadi Sugiono explained that Southeast Asia states formed the ASEAN regional organization and the secretariat in order to mitigate conflicts between ASEAN states. He then proceeded to discuss ASEAN perspectives on nuclear disarmament.

    Building upon Sugiono’s statement, Amir Ruzain highlighted the link between the SDGS and nuclear disarmament. He further discussed the expenditures of the Nuclear Weapon States on modernizing and maintaining their nuclear weapons and how these expenditures could have been spent on supporting the SDGs. He then touched upon the significance of the Treaty on the Prohibition of Nuclear Weapons.

    Following his remarks, Bond Rungrot Tatiyawongwiwat presented key information about Reverse The Trend, NAPF’s youth initiative, and Thailand’s role in promoting nuclear disarmament. He further explained the role of youth engagement in promoting the SDGs and nuclear disarmament.

  • The Senate Must End U.S. Involvement in the War in Yemen

    Congress has never authorized U.S. involvement in the war in Yemen, yet for almost three years the United States has literally fueled the conflict and its war crimes. Since March 2015, Saudi Arabia and its allies have targeted civilians, hospitals, schools, and farms with American made bombs dropped by planes refueled by the U.S. Meanwhile, the U.S. has provided Saudi Arabia and its allies political cover while they deliberately use starvation and disease as weapons of war, putting 8 million Yemenis a step away from famine. None of this brutality would be possible without continued American support.

    Senators Bernie Sanders (I-VT), Mike Lee (R-UT), and Chris Murphy (D-CT) introduced a resolution, which would end U.S. military involvement in the Saudi-led coalition’s war in Yemen. The resolution would end U.S. refueling of and intelligence-sharing to coalition warplanes conducting aerial bombings in Yemen. It invokes the War Powers Resolution of 1973, which was passed in the wake of the Vietnam War to empower Congress as the sole body that can declare war. Under the War Powers Resolution, this important legislation is guaranteed a vote, which means that the Senate will finally debate and vote soon on this unauthorized war. This legislation is our best chance to end the U.S. role in this unconstitutional war and push for peace, which is the only significant way to relieve the suffering of the Yemeni people.

    Bills currently before the House of Representatives and the Senate aim to stop an unconstitutional attack against North Korea.

    The bills, H.R. 4837 and S.2016, would prohibit the president from launching a first strike against North Korea without congressional approval. The bills also call on the president to “initiate negotiations designed to achieve a diplomatic agreement to halt and eventually reverse North Korea’s nuclear and missile pursuits.”

    The bill in the House currently has 65 co-sponsors, while the bill in the Senate has only four senators. More are urgently needed. Please take a moment to write your elected officials about H.R. 4837 and S.2016.

  • No Money for New Nuclear Weapons or Testing

    The United States detonated 1,032 nuclear weapons tests in the atmosphere, under the ocean, and underground between 1945 and 1992 that devastated local communities. Though the U.S. has not conducted a full-scale underground nuclear test in 25 years, resurgent nuclear threats are gaining intensity in the Trump administration. More than inflammatory rhetoric from the President, neocons, nuclear lab managers, and others are urging Trump to hit the accelerator on new nuclear warheads and the underground explosions needed to test them.

    Public pressure from ordinary Americans was essential in halting explosive U.S. nuclear testing in the atmosphere and underground 25 years ago. We must act now to halt funding for a new arms race.

    Join us as we urge White House Budget Office Director, Mick Mulvaney, and the Armed Services and Appropriations Committees of the US Congress not to fund programs that may lead to resumption of nuclear test explosions or new nuclear weapons.

    This may be the most dangerous time in human history.  The Roman emperor Nero is remembered for having fiddled while Rome burned.  We may be witnessing the far more dangerous Nuclear Age equivalent to Nero’s fiddling in the form of the nuclear threat exchanges between Donald Trump and North Korea’s Kim Jong-un.

    The U.S. has elected a man to its highest office who is erratic, impulsive, thin-skinned and generally imprudent and insufficiently informed on nuclear and foreign policy issues.  As president, he possesses unrestricted authority to threaten and use the weapons of the U.S. nuclear arsenal, which could lead not only to the destruction of our country but to dire consequences for the entire world.

    The president has already caused widespread national and global alarm by his behavior in office, including his participation in a dangerous and irrational escalation of threats directed at the erratic leader of nuclear-armed North Korea, which if executed would produce a monstrous catastrophe of untold consequences.  James Clapper, former Director of National Intelligence, a normally cautious civil servant, has described the president’s behavior as “downright scary and disturbing.”

    There are currently no restraints on the president’s ability to use the insanely powerful weapons in the U.S. nuclear arsenal, including using them in a first-strike attack rationalized as preventive war.  To allow this set of conditions to persist would be a perilous, perhaps fatal, abdication of Congressional responsibility, posing severe dangers to the peace and security of the country and world.

    What can be done?

    Having shown himself to be unfit for office, the president should be impeached and removed from office by the Congress as a matter of most urgent priority, or possibly removed from the presidency by recourse to procedures under the 25th amendment.

    Congress should also independently act to put unconditional restraints on any president’s ability to threaten or order a nuclear first-strike.  One approach would be enactment of the “Restricting First Use of Nuclear Weapons Act,” introduced by Senator Ed Markey and Representative Ted Lieu, which would prohibit the president from initiating a first-strike nuclear attack without a Congressional declaration of war expressly authorizing such strike.  We would urge even stronger legislation that would make illegal any U.S. nuclear first strike and threats to do so.

    We do not suggest that the Markey-Lieu legislation would cure a nuclear first-strike of its essential immorality and illegality under international law.  This legislation would, however, broaden the long-standing, dangerously centralized U.S. decision-making authority over a nuclear first-strike and could lead to a U.S. commitment never again to use nuclear weapons except in retaliation against a nuclear attack.

    While this proposed legislative initiative on first-strikes is a responsible effort to limit  presidential authority with respect to nuclear weapons under present conditions, we urge a parallel framework of restraint with respect to any contemplated threat or use of nuclear weapons by a U.S. president.  Additional legislation to this end needs to be proposed and enacted by Congress after appropriate vetting through hearings and public discussion as a matter of supreme national interest and for the benefit of global security.

    Furthermore, we would hope that in due course the United States would join with the majority of countries in the world in supporting the recently negotiated UN Treaty on the Prohibition of Nuclear Weapons.

  • Tell Your Senators: No Military Action Against North Korea

    President Trump has summoned all 100 U.S. Senators to meet at the White House tomorrow, April 26, regarding the situation in North Korea. This sounds ominous. President Trump and members of his cabinet have stated that “all options are on the table.” Preemptive military action, not sanctioned by the UN Security Council, would be illegal, immoral and unwise. It could lead to a prolonged war in the Korean peninsula, and could lead to the use of nuclear weapons.

    In addition, the U.S. has scheduled a test of its nuclear-capable Minuteman III Intercontinental Ballistic Missile for the early morning hours of April 26, just before Trump’s meeting with Senators. Continually escalating the nuclear threat level with North Korea endangers us all.

    Write your Senators today insisting upon a diplomatic – rather than a military – solution to the conflict with North Korea.

  • Sign the Open Letter to Presidents Trump and Putin

    At a press conference today, President Donald Trump said, “I want to do the right thing for the American people, and to be honest, secondarily, I want to do the right thing for the world.” Trump said this in the context of U.S.-Russian relations, and immediately referred to each country’s massive nuclear arsenal. He also stated, “Nuclear holocaust would be like no other.”

    Nuclear weapons put civilization and the human species at risk of annihilation, which is why we published an open letter to Presidents Trump and Putin in The Hill about this very issue early this morning. The open letter calls on the two leaders to negotiate for the total elimination of nuclear weapons.

    The letter was signed by NAPF President David Krieger, NAPF Senior Vice President Richard Falk, Nobel Peace Laureate Jody Williams, MIT Professor Emeritus Noam Chomsky, NAPF Distinguished Fellow Daniel Ellsberg, Nobel Peace Laureate Mairead Maguire, and CODEPINK co-founder Medea Benjamin.

    The letter states in part, “Your nuclear arsenals give each of you the power to end civilization. You also have the historic opportunity, should you choose, to become the leaders of the most momentous international collaboration of all time, dedicated to ending the nuclear weapons era over the course of a decade or so. This great goal of Nuclear Zero can be achieved by negotiating, as a matter of priority, a treaty to ban and eliminate nuclear weapons.”

    Open Letter to President-elect Trump: Negotiate Nuclear Zero

    As president of the United States, you will have the grave responsibility of assuring that nuclear weapons are not overtly threatened or used during your term of office.

    The most certain way to fulfill this responsibility is to negotiate with the other possessors of nuclear weapons for their total elimination.  The U.S. is obligated under Article VI of the Nuclear Non-Proliferation Treaty to engage in such negotiations in good faith for an end to the nuclear arms race and for nuclear disarmament.

    A nuclear war, any nuclear war, would be an act of insanity.  Between nuclear weapons states, it would lead to the destruction of the attacking nation as well as the attacked.  Between the U.S. and Russia, it would threaten the survival of humanity.

    There are still more than 15,000 nuclear weapons in the world, of which the United States possesses approximately 7,000.  Some 1,000 of these remain on hair-trigger alert.  A similar number remain on hair-trigger alert in Russia.  This is a catastrophe waiting to happen.

    Even if nuclear weapons are not used intentionally, they could be used inadvertently by accident or miscalculation.  Nuclear weapons and human fallibility are a dangerous mix.

    Nuclear deterrence presupposes a certain view of human behavior.  It depends on the willingness of political leaders to act rationally under all circumstances, even those of extreme stress.  It provides no guarantees or physical protection.  It could fail spectacularly and tragically.

    You have suggested that more nations – such as Japan, South Korea and even Saudi Arabia – may need to develop their own nuclear arsenals because the U.S. spends too much money protecting other countries.  This nuclear proliferation would make for a far more dangerous world.  It is also worrisome that you have spoken of dismantling or reinterpreting the international agreement that places appropriate limitations on Iran’s nuclear program and has the support of all five permanent members of the United Nations Security Council plus Germany.

    As other presidents have had, you will have at your disposal the power to end civilization as we know it.  You will also have the opportunity, should you choose, to lead in ending the nuclear weapons era and achieving nuclear zero through negotiations on a treaty for the phased, verifiable, irreversible and transparent elimination of nuclear weapons.

    We, the undersigned, urge you to choose the course of negotiations for a nuclear weapons-free world.  It would be a great gift to all humanity and all future generations.
