  • The Human Face of Making Nuclear Weapons

    Robert AlvarezThe legacy of human suffering from amassing nuclear arsenals remains ignored in the current debate over eliminating these horrific weapons of mass destruction.


    Lest we forget, the Energy Employee Illness Compensation Program Act, which I helped draft and push for, was enacted 11 years ago this week. It was based on legislation first proposed by Senator John Glenn (D-Oh) in 1992. “What good is it to protect ourselves with nuclear weapons,” Glenn would often ask, “if we poison our people in the process?”


    As of 2010, some 50,000 people have received $6.5 billion for illnesses and deaths following exposure to ionizing radiation, beryllium and other toxic substances while making nuclear weapons.


    A lot of credit goes to Energy Secretary Bill Richardson who saw the need for justice for sick workers and their families, ostracized in their communities and driven into poverty by a system that spared no expense to fight their claims in the name of national security. Paul Jacobs, a Fellow at the Institute for Policy Studies, was the first to bring public attention to the plight of American radiation victims of the nuclear arms race in the 1950’s. Later in 1999 and 2000, Joby Warrick at the Washington Post and Pete Eisler at USA Today played prominent roles in waking up the nation and the Congress to this injustice.


    This would not have happened were it not for the pioneering research of Harriet Hardy, Alice Stewart, George Kneale, Thomas Mancuso, Gregg Wilkinson, Carl Johnson, Wilhelm Huper, Frank Lundin, Joe Waggoner, Steve Wing, David Richardson, John Gofman, Karl. Z. Morgan and others, some whose research was suppressed until we brought it to light with the help of the White House. Many of these scientists paid a high price for their quest of the truth about the hazards of nuclear weapons production.


    This struggle for justice for people deliberately put in harm’s way in order to amass nuclear arms is not over. For instance, residents living near the Hanford site in Washington State, who were exposed to the radioactive detritus of plutonium production, remained trapped in a 25-year-old lawsuit with no end in sight. The Energy department spends about $1 million a year to fight these claims. Moreover, thousands of tribal people, who were found by the Centers for Disease Control in 2002 to be the most highly exposed from Hanford’s radioactive discharges, are totally ignored.


    The pernicious quest for nuclear arms ­ all in the name of a “greater good” — has tens of thousands of human faces, who paid a bitter price, which we should not forget.

  • Japan’s Nuclear Catastrophe Leaves Little to be Celebrated on Children’s Day

    May 5 is Children’s Day, a Japanese national holiday that celebrates the happiness of childhood. This year, it will fall under a dark, radioactive shadow.


    Japanese children in the path of radioactive plumes from the crippled nuclear reactors at the Fukushima Dai-Ichi power station are likely to suffer health problems that a recent government action will only exacerbate.


    On April 19, the Japanese government sharply ramped up its radiation exposure limit to 2,000 millirem per year (20 mSv/y) for schools and playgrounds in Fukushima prefecture. Japanese children are now permitted to be exposed to an hourly dose rate 165 times above normal background radiation and 133 times more than levels the U.S. Environmental Protection Agency allows for the American public. Japanese school children will be allowed to be exposed to same level recommended by the International Commission on Radiation Protection for nuclear workers. Unlike workers, however, children won’t have a choice as to whether they can be so exposed.


    This decision callously puts thousands of children in harm’s way.


    Experts consider children to be 10 to 20 times more vulnerable to contracting cancer from exposure to ionizing radiation than adults. This is because as they grow, their dividing cells are more easily damaged — allowing cancer cells to form. Routine fetal X-rays have ceased worldwide for this reason. Cancer remains a leading cause of death by disease for children in the United States.


    On April 12, the Japanese government announced that the nuclear crisis in Fukushima was as severe as the 1986 Chernobyl accident. Within weeks of the 9.0 earthquake and tsunami, the four ruined reactors at the Dai-Ichi power station released enormous quantities of radiation into the atmosphere.


    According to the Daily Youmiri, Japan’s Nuclear and Industrial Safety Agency (NISA) announced that between 10 and 17 million curies (270,000- 360,000 TBq) of radioactive materials were released to the atmosphere before early April, a great deal more than previous official estimates.


    Even though atmospheric releases blew mostly out to sea and appear to have declined dramatically, NISA reports that Fukushima’s nuclear ruins are discharging about 4,200 curies of iodine-131 and cesium-137 per day into the air (154 TBq). This is nearly 320,000 times more than d radiation the now de-commissioned Connecticut Yankee nuclear power plant released over a year. NISA’s estimate is likely to be the low end, given the numerous sources of unmeasured and unfiltered leaks into the environment amidst the four wrecked reactors. On April 27, Bloomberg News reported that radiation readings at the Dai-Ichi nuclear power station have risen to the highest levels since the earthquake.


    With a half-life of 8.5 days, iodine-131 is rapidly absorbed in dairy products and in the human thyroid, particularly those of children. Cesium-137 has a half-life of 30 years and gives off potentially dangerous external radiation. It concentrates in various foods and is absorbed throughout the human body. Unlike iodine-131, which decays to a level considered safe after about three months, cesium-137 can pose risks for several hundred years.


    Measurements taken at 1,600 nursery schools, kindergartens, and middle school playgrounds in early April indicate that children are regularly getting high radiation doses. Radiation levels one meter above the ground indicate that children at hundreds of schools received exposures 43- 200 times above background. And this is outside of the “exclusionary zone” around the Dai-Ichi reactors, where locals have been evacuated. Japan’s Ministry of Education and Science has limited outdoor activities at 13 schools in the cities of Fukushima, Date, and Koriyama Cities.


    Although the extent of long-term contamination is not yet fully known, disturbing evidence is emerging. Data collected 40 kilometers from the Fukushima’s nuclear accident  show cumulative levels as high as 9.5 rems (95 mSv) — nearly five times the international annual occupational dose. Soil beyond the 30-kilometer evacuation zone shows cesium-137 levels at 2,200 kBq per square meter — 67 percent greater than that requiring evacuation near Chernobyl.


    Three-fourths of the monitored schools in Fukushima had radioactivity levels so high that human entry shouldn’t be allowed, even though students began a new semester on April 5.

  • The Legacy of Nuclear Testing in the Marshall Islands

    The radiological legacy of U.S. nuclear weapons testing in the Marshall Islands remains to this day and will persist for many years to come. The most severe impacts were visited upon the people of the Rongelap Atoll in 1954 following a very large thermonuclear explosion which deposited life-threatening quantities of radioactive fallout on their homeland. They received more than three times the estimated external dose than to the most heavily exposed people living near the Chernobyl nuclear accident in 1986. It took more than two days before the Rongelap people were evacuated after the explosion. Many suffered from tissue destructive effects, such as burns, and subsequently from latent radiation-induced diseases.

    In 1957, they were returned to their homeland even though officials and scientists working for the U.S. Atomic Energy Commission (AEC) determined that radiation doses would significantly exceed those allowed for citizens of the United States. The desire to study humans living in a radiation-contaminated environment appeared to be a major element of this decision. A scientist in a previously secret transcript of a meeting where they decided to return the Rongelap people to their atoll stated an island contaminated by the 1954 H-Bomb tests was “by far the most contaminated place in the world.” He further concluded that,

        “It would be very interesting to go back and get good environmental data… so as to get a measure of the human uptake, when people live in a contaminated environment…Now, data of this type has never been available. …While it is true that these people do not live, I would say, the way Westerners do, civilized people, it is nevertheless also true that they are more like us than the mice.”

    By 1985, the people of Rongelap fled their atoll, after determining that the levels of contamination were comparable to the Bikini atoll where numerous nuclear devices were detonated. The Bikini people were re-settled in 1969 but had to evacuate their homes in1978 after radiation exposures were found to be excessive. The Rongelap people fled for good reason. In 1982, a policy was secretly established by the energy department during the closing phase of negotiations between the United States and the nascent Republic of the Marshall Islands over the Compact of Free Association to eliminate radiation protection standards, so as to not interfere with the potential resumption of weapons testing. This resulted in a sudden and alarming increase in radiation doses to the Rongelap people eating local food.

    These circumstances were subsequently uncovered in 1991 by the U.S. Senate Committee on Governmental Affairs. As a result, the U.S. Congress terminated DOE’s nuclear test readiness program in the Pacific and in 1992 the U.S. Departments of Energy and Interior entered into an agreement with the Republic of the Marshall Islands and the Local Rongelap Government that re-established radiation protection standards as a major element for the re-settlement of Rongelap.

    Apparently, this was not done for the southern islands of the atoll where local food is obtained. Despite the long and unfortunate aftermath of nuclear testing in the Marshalls, it appears that this critical element of safety was lost in the shuffle.

    As it now stands, if forced to return to their homeland the Rongelap people could receive radiation doses about 10 times greater than allowed for the public in the United States.

    Until the U. S. Government can assure that steps to mitigate doses to the same levels that are protective of American people are demonstrated, efforts to force the Rongelap people back to the home by Members of the U.S. Congress and the Obama Administration is unjustified and unfairly places the burden of protection on the Rongelap people. It appears that DOE and Interior have quietly crept away from the 1992 agreement, without verifying that its terms and conditions to allow for safe habitability will be met.

    Over the past 20 years, the U.S. Congress has enacted legislation to compensate to residents living near DOE’s Nevada Test Site uranium miners, nuclear weapons workers, and military personnel for radiation-related illnesses. These laws provide for a greater benefit of the doubt than for the people of the Marshall Islands where 66 nuclear weapons were exploded in the open air. In 2005, the National Cancer Institute reported that the risk of contracting cancer for those exposed to fallout was greater than one in three.

    The people of the Marshall Islands had their homeland and health sacrificed for the national security interests of the United States. The Obama Administration and the U.S. Congress should promptly correct this injustice.
