  • Update on Mordechai Vanunu

    Mordechai Vanunu, a former nuclear technician, is serving an 18-year sentence at Ashkelon Prison for informing the public about Israel’s secret nuclear weapons program. After revealing information about Israel’s nuclear weapons program to a British newspaper, Vanunu was lured from the UK to Rome, where Israeli agents apprehended him. Vanunu was kept in solitary confinement for more than 11 years, from September 30, 1986 until March 12, 1998. Vanunu’s story published on October 5, 1986, confirmed to the world for the first time that Israel had become a nuclear weapons state and had enough fissile material for as many as 200 advanced nuclear warheads.

    The following is the most recent letter* written by Mordechai Vanunu to David Krieger. The letter was written on December 4th, 2000 and received on June 14th, 2001 by air mail. Portions of the letter were literally cut out to censor Vanunu’s words relating to Israel’s nuclear policies which exemplifies the country’s resolve to continue its “secret” nuclear weapons program without being subjected to international accountability. The censored portions of this letter are marked with brackets [ ].

    Dear Mr. David Krieger,

    Thank you very much for your letter of November 13th. I am very glad to know that you are ready to do more for my release and for the abolition of all nuclear weapons [censored] – I’ll continue to write to you as I am writing to others. As you requested in your letter, I will respond on the issue of the nuclear weapons threat to the entire world. As to the names of people, you can ask Sam Day. He knows all the names. I am writing to Noam Chomsky, Howard Zinn, Hans Bethe and others to request they send copies of their letters of support to Sam Day.

    In regards to nuclear weapons, although we are seeing reductions in nuclear weapons by the states who produce and possess them, the vision of abolishing nuclear weapons has not become a reality despite the many large campaigns, ranging from all societies and including retired Admirals and Generals. On the other hand, all those who are supporting nuclear weapons have suffered a huge setback since the end of the Cold War when nuclear weapons lost their justification. For nuclear weapons, lost enemies, lost conflicts and not future justification will happen. Those who are against nuclear weapons must continue to put pressure toward a total ban, abolishing all nuclear weapons in all states which possess them. Economically, nuclear weapons are redundant and states will spend more to continue maintaining them even though they have no future use. That we are moving in the path of abolishing all nuclear weapons is a positive optimist view.

    The second problem is how to deal with small states that have nuclear weapons [censored] which superpowers like the US are now using as a reason to keep nuclear weapons and even justify the development of missile defenses. My example was the best way to deal with [censored] nuclear weapons secrets by revealing to the media world-wide. But it was not enough. As we have witnessed, Israel yet continues to deny and ignore this information and continues to lie in public. This is why the superpowers are not ready to use that information to demand that Israel end its nuclear weapons program. In my view, all anti-nuclear campaigners should use that information to fight Israel’s secret policies, force Israel to open Dimona reactor and sign the NPT with all the consequences [censored] then other small states who also engage in nuclear weapons secrets will follow [censored] and sign the NPT. This is the way to deal wth this phenomena of an unbalanced world of states who have nuclear weapons and states who do not have nuclear weapons. The world would be in a more balanced reality; that is all small states should be free from nuclear weapons. Then all small states, which would be the world’s majority, will put pressure on the superpowers to abolish nuclear weapons. This step is not currently succeeding because of one small state, Israel, is breaking the unity among the world majority to force the superpowers to abolish all nuclear weapons.

    The next interesting point is that all anti-nuclear weapons campaigners do not understand the “Israel effect” on nuclear weapons abolition. Another interesting point is the connection between nuclear weapons and the economy. The post-Cold War era has been an age of economic growth and development. More and more states are realizing the deficit in possessing nuclear weapons and that nuclear weapons do not promote economic development in most of the undeveloped states. These countries are ready to back and support any initiative that will bring the end of nuclear weapons in the entire world. They know that the abolition of nuclear weapons in Europe, the US and the entire world will only bring help and encouragement to global economic activities, including globalization. So anti-nuclear activists should work in this new field to use economic reasons and alliances to defeat nuclear weapons. This could be done especially at economic summits like the G-8 and WTO meetings where decisions or declarations could be issued to abolish nuclear weapons. Rather than fighting the WTO like anarchist environmentalists, we can recreate the WTO and G-8 to begin working toward zero nuclear weapons.

    As to my release, no date for parole or release has been set. My official date of release is April 2004. I support any initiative you and others can do for my release.

  • Bush “Stunned” by Size of US Nuclear Arsenal

    According to an article in the June 25th edition of Newsweek, President Bush was stunned when he was told in May of the size of the US nuclear arsenal. Bush was quoted as saying, “I had no idea we had so many weapons.”

    Like Bush, most Americans might be surprised to learn that, “The U.S. nuclear arsenal today includes 5,400 warheads loaded on intercontinental ballistic missiles at land and sea; an additional 1,750 nuclear bombs and cruise missiles ready to be launched from B-2 and B-52 bombers; a further 1,670 nuclear weapons classified as “tactical.” And just in case, an additional 10,000 or so nuclear warheads held in bunkers around the United States as a “hedge” against future surprises.” (Newsweek, 6/25/01)

    Bush called for unilateral reductions in the US nuclear arsenal during his campaign and again in his May 1, 2001 speech. General Lee Butler, a former head of the US Strategic Command, has been brought back, along with Reagan Defense official Richard Perle, to advise on efforts to reduce the US nuclear arsenal. General Butler is a recipient of the Nuclear Age Peace Foundation Distinguished Peace Leadership Award for his outspoken advocacy of nuclear weapons abolition.

    Perle, known during the Reagan administration as the Prince of Darkness for his hawkish policies, is quoted in the Newsweek article as saying, “I see no reason why we can’t go well below 1,000 [nuclear] warheads. I want the lowest number possible under the tightest control possible. The truth is we are never going to use them. The Russians aren’t going to use theirs either.”

    We would like Mr. Perle to know that “the lowest number possible” would be zero. At that level, the “tightest control possible” would be far less of an issue for US and global security.

  • Transcript: President Bush Speech on Missile Defense

    Thank you very much, Mr. Secretary. I appreciate you being here.

    I also want to thank Secretary Powell for being here as well.

    My national security advisor, Condi Rice, is here, as well as the vice chairman of the Joint Chiefs, General Myers. Appreciate Admiral Clark and General Ryan for being here as well. But most of all, I want to thank you, Admiral Gaffney, and the students for NDU for having me here today.

    For almost 100 years, this campus has served as one of our country’s premier centers for learning and thinking about America’s national security. Some of America’s finest soldiers have studied here: Dwight Eisenhower and Colin Powell. Some of America’s finest statesmen have taught here: George Kennan (ph).

    Today, you’re carrying on this proud tradition forward, continuing to train tomorrow’s generals, admirals and other national security thinkers, and continuing to provide the intellectual capital for our nation’s strategic vision.

    This afternoon, I want us to think back some 30 years to a far different time in a far different world. The United States and the Soviet Union were locked in a hostile rivalry. The Soviet Union was our unquestioned enemy, a highly armed threat to freedom and democracy. Far more than that wall in Berlin divided us.

    Our highest ideal was and remains individual liberty. Their’s was the construction of a vast communist empire. Their totalitarian regime held much of Europe captive behind an Iron Curtain. We didn’t trust them, and for good reason. Our deep differences were expressed in a dangerous military confrontation that resulted in thousands of nuclear weapons pointed at each other on hair-trigger alert.

    The security of both the United States and the Soviet Union was based on a grim premise that neither side would fire nuclear weapons at each other, because doing so would mean the end of both nations.

    We even went so far as to codify this relationship in a 1972 ABM Treaty, based on the doctrine that our very survival would best be ensured by leaving both sides completely open and vulnerable to nuclear attack. The threat was real and vivid. The Strategic Air Command had an airborne command post called the Looking Glass, aloft 24 hours a day, ready in case the president ordered our strategic forces to move toward their targets and release their nuclear ordnance.

    The Soviet Union had almost 1.5 million troops deep in the heart of Europe, in Poland, in Czechoslovakia, Hungary and East Germany.

    We used our nuclear weapons, not just to prevent the Soviet Union from using their nuclear weapons, but also to contain their conventional military forces, to prevent them from extending the Iron Curtain into parts of Europe and Asia that were still free.

    In that world, few other nations had nuclear weapons, and most of those who did were responsible allies, such as Britain and France. We worried about the proliferation of nuclear weapons to other countries, but it was mostly a distant threat, not yet a reality.

    Today, the sun comes up on a vastly different world. The Wall is gone, and so is the Soviet Union. Today’s Russia is not yesterday’s Soviet Union.

    Its government is no longer communist. Its president is elected. Today’s Russia is not our enemy, but a country in transition with an opportunity to emerge as a great nation, democratic, at peace with itself and its neighbors.

    The Iron Curtain no longer exists. Poland, Hungary and Czech Republic are free nations and they are now our allies in NATO, together with a reunited Germany. Yet, this is still a dangerous world; a less certain, a less predictable one.

    More nations have nuclear weapons and still more have nuclear aspirations. Many have chemical and biological weapons. Some already have developed a ballistic missile technology that would allow them to deliver weapons of mass destruction at long distances and incredible speeds, and a number of these countries are spreading these technologies around the world.

    Most troubling of all, the list of these countries includes some of the world’s least-responsible states. Unlike the Cold War, today’s most urgent threat stems not from thousands of ballistic missiles in the Soviet hands, but from a small number of missiles in the hands of these states — states for whom terror and blackmail are a way of life.

    They seek weapons of mass destruction to intimidate their neighbors, and to keep the United States and other responsible nations from helping allies and friends in strategic parts of the world. When Saddam Hussein invaded Kuwait in 1990, the world joined forces to turn him back. But the international community would have faced a very different situation had Hussein been able to blackmail with nuclear weapons.

    Like Saddam Hussein, some of today’s tyrants are gripped by an implacable hatred of the United States of America.

    They hate our friends. They hate our values. They hate democracy and freedom, and individual liberty. Many care little for the lives of their own people. In such a world, Cold War deterrence is no longer enough to maintain peace, to protect our own citizens and our own allies and friends.

    We must seek security based on more than the grim premise that we can destroy those who seek to destroy us. This is an important opportunity for the world to rethink the unthinkable and to find new ways to keep the peace. Today’s world requires a new policy, a broad strategy of active nonproliferation, counter-proliferation and defenses.

    We must work together with other like-minded nations to deny weapons of terror from those seeking to acquire them.

    We must work with allies and friends who wish to join with us to defend against the harm they can inflict. And together, we must deter anyone who would contemplate their use.

    We need new concepts of deterrence that rely on both offensive and defensive forces. Deterrence can no longer be based solely on the threat of nuclear retaliation. Defenses can strengthen deterrence by reducing the incentive for proliferation.

    We need a new framework that allows us to build missile defenses to counter the different threats of today’s world. To do so, we must move beyond the constraints of the 30-year-old ABM Treaty. This treaty does not recognize the present or point us to the future. It enshrines the past.

    No treaty that prevents us from addressing today’s threats, that prohibits us from pursuing promising technology to defend ourselves, our friends and our allies is in our interests or in the interests of world peace.

    This new framework must encourage still further cuts in nuclear weapons. Nuclear weapons still have a vital role to play in our security and that of our allies.

    We can and will change the size, the composition, the character of our nuclear forces in a way that reflects the reality that the Cold War is over. I’m committed to achieving a credible deterrent with the lowest possible number of nuclear weapons consistent with our national security needs, including our obligations to our allies.

    My goal is to move quickly to reduce nuclear forces. The United States will lead by example to achieve our interests and the interests for peace in the world.

    Several months ago, I asked Secretary of Defense Rumsfeld to examine all available technologies and basing modes for effective missile defenses that could protect the United States, our deployed forces, our friends and our allies. The secretary has explored a number of complementary and innovative approaches.

    The secretary has identified near-term options that could allow us to deploy an initial capability against limited threats. In some cases, we can draw on already established technologies that might involve land-based and sea-based capabilities to intercept missiles in mid-course or after they re-enter the atmosphere.

    We also recognize the substantial advantages of intercepting missiles early in their flight, especially in the boost phase. The preliminary work has produced some promising options for advanced sensors and interceptors that may provide this capability. If based at sea or on aircraft, such approaches could provide limited but effective defenses.

    We have more work to do to determine the final form the defenses might take. We will explore all of these options further. We recognize the technological difficulties we face, and we look forward to I’ve made it clear from the very beginning that I would consult closely on the important subject with our friends and allies, who are also threatened by missiles and weapons of mass destruction.

    This treaty ignores the fundamental breakthroughs in technology during the last 30 years. It prohibits us from exploring all options for defending against the threats that face us, our allies and other countries.

    That’s why we should work together to replace this treaty with a new framework that reflects a clear and clean break from the past, and especially from the adversarial legacy of the Cold War.

    This new cooperative relationship should look to the future, not to the past. It should be reassuring, rather than threatening. It should be premised on openness, mutual confidence and real opportunities for cooperation, including the area of missile defense.

    It should allow us to share information so that each nation can improve its early warning capability and its capability to defend its people and territory. And perhaps one day, we can even cooperate in a joint defense.

    I want to complete the work of changing our relationship from one based on a nuclear balance of terror to one based on common responsibilities and common interests. We may have areas of difference with Russia, but we are not and must not be strategic adversaries.

    Russia and America both face new threats to security. Together, we can address today’s threats and pursue today’s opportunities. We can explore technologies that have the potential to make us all safer.

    This is a time for vision, a time for a new way of thinking, a time for bold leadership. The Looking Glass no longer stands its 24- hour-a-day vigil. We must all look at the world in a new, realistic way to preserve peace for generations to come.

    US Nuclear Weapons Policy After September 11th

    Shortly after the terrorist attacks of September 11, 2001, President Bush gathered together his top security advisors to consider the implications of terrorism for US nuclear policy. A few facts were clear. There were well-organized and suicidal terrorists who were committed to inflicting large-scale damage on the US. These terrorists had attempted to obtain nuclear weapons and other weapons of mass destruction. They probably had not succeeded yet in obtaining nuclear weapons, but would certainly keep trying to do so. It was highly unlikely that terrorists would be able to deliver nuclear or other weapons of mass destruction by means of missiles, but they could potentially smuggle one or more nuclear weapons into the United States and use them to attack US cities. The death and destruction would be enormous, dwarfing the damage caused on September 11th.

    These facts alarmed the Bush security advisors. They went to work immediately developing plans to protect the American people against the possible nuclear terrorism that threatened American cities. The first prong of their defense against nuclear terrorism was to call for dramatically increased funding to secure the nuclear weapons in the former Soviet Union. Encouraged by the success that had been achieved up to this point with the Nunn-Lugar funding, they realized that this was an area in which they could work closely with Russia in assuring that these weapons were kept secure and out of the hands of criminals and terrorists. The Russians were eager to get this help and to join with the Americans in this effort to prevent nuclear terrorism.

    The second prong of the US plan was to work with the Russians in achieving significant reductions in the nuclear arsenals of each country in order that there would be less nuclear weapons available to potentially fall into the hands of terrorists. Since the end of the Cold War the US and Russia have been reducing their nuclear arsenals, and now it was time to make even greater progress toward the promise of the two countries “to accomplish the total elimination of their nuclear arsenals.” This meant reaching an agreement as a next step to slash the size of their arsenals to a few hundred nuclear warheads and to make these reductions irreversible. The international community applauded the boldness of this step, celebrating this major achievement in nuclear disarmament and this important step toward realizing the promise of the nuclear Non-Proliferation Treaty.

    The third prong of the US plan was to give its full support to bringing the Comprehensive Test Ban Treaty into force, giving momentum to assuring an end to nuclear testing for all time. This step was viewed by the Bush security advisors as having indirect consequences for nuclear terrorism by assuring that other countries would forego the capability to improve the sophistication of their nuclear arsenals. It would be seen as a sign of US leadership for a world free of nuclear weapons, and this would have a positive effect on preventing further proliferation of nuclear weapons.

    The fourth prong of the US plan was to reevaluate the administration’s commitment to developing and deploying missile defenses. Prior to September 11th, President Bush and his security team had been strong advocates of developing and deploying ballistic missile defenses. President Bush had even been threatening to withdraw from the Anti-Ballistic Missile (ABM) Treaty in order to move forward with missile defense deployment. Following September 11th, it was clear that it made little sense to devote another $100 billion or more to missile defenses when terrorists were capable of attacking US cities by far simpler means. There were more urgent needs for these resources to be used in improving US intelligence and keeping nuclear weapons out of the hands of terrorists. Therefore, the decision was made to put the development of missile defenses on the back burner and instead devote major resources to safeguarding nuclear materials throughout the world. These actions were extremely helpful in improving our relations with both Russia and China, which were both relieved at not having to respond to our missile defenses by increasing their nuclear arsenals.

    The fifth prong of the US plan was to work intensively with countries such as India, Pakistan and Israel to convince them that nuclear weapons were not in their security interests and that they would have a heavy price to pay if they did not join us in moving rapidly toward a nuclear-weapons-free world. The Bush advisors knew that this would be difficult, but they were certain that the US example of curtailing its own nuclear arsenal and foregoing missile defenses, along with support to these countries for economic development, would convince them to follow our lead.

    The world’s leaders and citizens have not heard about these US actions to combat nuclear terrorism because they never happened. The description above is an imaginative account of what might have happened — what should have happened. The most remarkable reality about the US response to the terrorist attacks of September 11, 2001 is how little these attacks actually affected US nuclear policy. Although US nuclear forces will certainly not deter terrorists, US nuclear policy remains highly dependent on nuclear weapons and the policy of nuclear deterrence.

    To set the record straight, the Bush administration has supported cuts in the Nunn-Lugar funding for securing Russian nuclear weapons and materials. It has called for reductions in deployed strategic nuclear weapons over a ten-year period, although not within the scope of a binding treaty and, in fact, has indicated it plans to put the deactivated warheads on the shelf for potential future use. It has come out against ratification of the Comprehensive Test Ban Treaty, and boycotted a UN conference to bring the treaty into force more rapidly. President Bush has announced that the US will unilaterally withdraw from the Anti-Ballistic Missile Treaty, and move forward rapidly to deploy ballistic missile defenses, a move that has drawn critical response from both Russia and China. Finally, the Bush administration, rather than putting pressure on India and Pakistan to disarm, has ended the sanctions imposed on them for testing nuclear weapons in May 1998. The administration has never put pressure on Israel to eliminate its nuclear arsenal, although this is a major factor in motivating Arab countries to develop their own nuclear arsenals.

    While there is much the Bush administration might have done to make nuclear terrorism less likely, the path they have chosen increases the risks of nuclear terrorism. It also undermines our relationship with countries we need in the fight against terrorism in general and nuclear terrorism in particular. Finally, the US nuclear policy after September 11th is a slap in the face to the 187 parties to the Non-Proliferation Treaty, and increases the possibilities of nuclear proliferation and a breakdown of the Non-Proliferation Treaty and regime.

  • The Earth Charter

    PREAMBLE

    We stand at a critical moment in Earth’s history, a time when humanity must choose its future. As the world becomes increasingly interdependent and fragile, the future at once holds great peril and great promise. To move forward we must recognize that in the midst of a magnificent diversity of cultures and life forms we are one human family and one Earth community with a common destiny. We must join together to bring forth a sustainable global society founded on respect for nature, universal human rights, economic justice, and a culture of peace. Towards this end, it is imperative that we, the peoples of Earth, declare our responsibility to one another, to the greater community of life, and to future generations.

    Earth, Our Home

    Humanity is part of a vast evolving universe. Earth, our home, is alive with a unique community of life. The forces of nature make existence a demanding and uncertain adventure, but Earth has provided the conditions essential to life’s evolution. The resilience of the community of life and the well-being of humanity depend upon preserving a healthy biosphere with all its ecological systems, a rich variety of plants and animals, fertile soils, pure waters, and clean air. The global environment with its finite resources is a common concern of all peoples. The protection of Earth’s vitality, diversity, and beauty is a sacred trust.

    The Global Situation

    The dominant patterns of production and consumption are causing environmental devastation, the depletion of resources, and a massive extinction of species. Communities are being undermined. The benefits of development are not shared equitably and the gap between rich and poor is widening. Injustice, poverty, ignorance, and violent conflict are widespread and the cause of great suffering. An unprecedented rise in human population has overburdened ecological and social systems. The foundations of global security are threatened. These trends are perilous-but not inevitable.

    The Challenges Ahead

    The choice is ours: form a global partnership to care for Earth and one another or risk the destruction of ourselves and the diversity of life. Fundamental changes are needed in our values, institutions, and ways of living. We must realize that when basic needs have been met, human development is primarily about being more, not having more. We have the knowledge and technology to provide for all and to reduce our impacts on the environment. The emergence of a global civil society is creating new opportunities to build a democratic and humane world. Our environmental, economic, political, social, and spiritual challenges are interconnected, and together we can forge inclusive solutions.

    Universal Responsibility

    To realize these aspirations, we must decide to live with a sense of universal responsibility, identifying ourselves with the whole Earth community as well as our local communities. We are at once citizens of different nations and of one world in which the local and global are linked. Everyone shares responsibility for the present and future well-being of the human family and the larger living world. The spirit of human solidarity and kinship with all life is strengthened when we live with reverence for the mystery of being, gratitude for the gift of life, and humility regarding the human place in nature.

    We urgently need a shared vision of basic values to provide an ethical foundation for the emerging world community. Therefore, together in hope we affirm the following interdependent principles for a sustainable way of life as a common standard by which the conduct of all individuals, organizations, businesses, governments, and transnational institutions is to be guided and assessed.

    PRINCIPLES

    I. RESPECT AND CARE FOR THE COMMUNITY OF LIFE

    1. Respect Earth and life in all its diversity.

    a. Recognize that all beings are interdependent and every form of life has value regardless of its worth to human beings.
    b. Affirm faith in the inherent dignity of all human beings and in the intellectual, artistic, ethical, and spiritual potential of humanity.

    2. Care for the community of life with understanding, compassion, and love.

    a. Accept that with the right to own, manage, and use natural resources comes the duty to prevent environmental harm and to protect the rights of people.
    b. Affirm that with increased freedom, knowledge, and power comes increased responsibility to promote the common good.

    3. Build democratic societies that are just, participatory, sustainable, and peaceful.

    a. Ensure that communities at all levels guarantee human rights and fundamental freedoms and provide everyone an opportunity to realize his or her full potential.
    b. Promote social and economic justice, enabling all to achieve a secure and meaningful livelihood that is ecologically responsible.

    4. Secure Earth’s bounty and beauty for present and future generations.

    a. Recognize that the freedom of action of each generation is qualified by the needs of future generations.
    b. Transmit to future generations values, traditions, and institutions that support the long-term flourishing of Earth’s human and ecological communities.

    In order to fulfill these four broad commitments, it is necessary to:

    II. ECOLOGICAL INTEGRITY

    5. Protect and restore the integrity of Earth’s ecological systems, with special concern for biological diversity and the natural processes that sustain life.

    a. Adopt at all levels sustainable development plans and regulations that make environmental conservation and rehabilitation integral to all development initiatives.
    b. Establish and safeguard viable nature and biosphere reserves, including wild lands and marine areas, to protect Earth’s life support systems, maintain biodiversity, and preserve our natural heritage.
    c. Promote the recovery of endangered species and ecosystems.
    d. Control and eradicate non-native or genetically modified organisms harmful to native species and the environment, and prevent introduction of such harmful organisms.
    e. Manage the use of renewable resources such as water, soil, forest products, and marine life in ways that do not exceed rates of regeneration and that protect the health of ecosystems.
    f. Manage the extraction and use of non-renewable resources such as minerals and fossil fuels in ways that minimize depletion and cause no serious environmental damage.

    6. Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach.

    a. Take action to avoid the possibility of serious or irreversible environmental harm even when scientific knowledge is incomplete or inconclusive.
    b. Place the burden of proof on those who argue that a proposed activity will not cause significant harm, and make the responsible parties liable for environmental harm.
    c. Ensure that decision making addresses the cumulative, long-term, indirect, long distance, and global consequences of human activities.
    d. Prevent pollution of any part of the environment and allow no build-up of radioactive, toxic, or other hazardous substances.
    e. Avoid military activities damaging to the environment.

    7. Adopt patterns of production, consumption, and reproduction that safeguard Earth’s regenerative capacities, human rights, and community well-being.

    a. Reduce, reuse, and recycle the materials used in production and consumption systems, and ensure that residual waste can be assimilated by ecological systems.
    b. Act with restraint and efficiency when using energy, and rely increasingly on renewable energy sources such as solar and wind.
    c. Promote the development, adoption, and equitable transfer of environmentally sound technologies.
    d. Internalize the full environmental and social costs of goods and services in the selling price, and enable consumers to identify products that meet the highest social and environmental standards.
    e. Ensure universal access to health care that fosters reproductive health and responsible reproduction.
    f. Adopt lifestyles that emphasize the quality of life and material sufficiency in a finite world.

    8. Advance the study of ecological sustainability and promote the open exchange and wide application of the knowledge acquired.

    a. Support international scientific and technical cooperation on sustainability, with special attention to the needs of developing nations.
    b. Recognize and preserve the traditional knowledge and spiritual wisdom in all cultures that contribute to environmental protection and human well-being.
    c. Ensure that information of vital importance to human health and environmental protection, including genetic information, remains available in the public domain.

    III. SOCIAL AND ECONOMIC JUSTICE

    9. Eradicate poverty as an ethical, social, and environmental imperative.

    a. Guarantee the right to potable water, clean air, food security, uncontaminated soil, shelter, and safe sanitation, allocating the national and international resources required.
    b. Empower every human being with the education and resources to secure a sustainable livelihood, and provide social security and safety nets for those who are unable to support themselves.
    c. Recognize the ignored, protect the vulnerable, serve those who suffer, and enable them to develop their capacities and to pursue their aspirations.

    10. Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner.

    a. Promote the equitable distribution of wealth within nations and among nations.
    b. Enhance the intellectual, financial, technical, and social resources of developing nations, and relieve them of onerous international debt.
    c. Ensure that all trade supports sustainable resource use, environmental protection, and progressive labor standards.
    d. Require multinational corporations and international financial organizations to act transparently in the public good, and hold them accountable for the consequences of their activities.

    11. Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity.

    a. Secure the human rights of women and girls and end all violence against them.
    b. Promote the active participation of women in all aspects of economic, political, civil, social, and cultural life as full and equal partners, decision makers, leaders, and beneficiaries.
    c. Strengthen families and ensure the safety and loving nurture of all family members.

    12. Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health, and spiritual well-being, with special attention to the rights of indigenous peoples and minorities.

    a. Eliminate discrimination in all its forms, such as that based on race, color, sex, sexual orientation, religion, language, and national, ethnic or social origin.
    b. Affirm the right of indigenous peoples to their spirituality, knowledge, lands and resources and to their related practice of sustainable livelihoods.
    c. Honor and support the young people of our communities, enabling them to fulfill their essential role in creating sustainable societies.
    d. Protect and restore outstanding places of cultural and spiritual significance.

    IV. DEMOCRACY, NONVIOLENCE, AND PEACE

    13. Strengthen democratic institutions at all levels, and provide transparency and accountability in governance, inclusive participation in decision making, and access to justice.

    a. Uphold the right of everyone to receive clear and timely information on environmental matters and all development plans and activities which are likely to affect them or in which they have an interest.
    b. Support local, regional and global civil society, and promote the meaningful participation of all interested individuals and organizations in decision making.
    c. Protect the rights to freedom of opinion, expression, peaceful assembly, association, and dissent.
    d. Institute effective and efficient access to administrative and independent judicial procedures, including remedies and redress for environmental harm and the threat of such harm.
    e. Eliminate corruption in all public and private institutions.
    f. Strengthen local communities, enabling them to care for their environments, and assign environmental responsibilities to the levels of government where they can be carried out most effectively.

    14. Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life.

    a. Provide all, especially children and youth, with educational opportunities that empower them to contribute actively to sustainable development.
    b. Promote the contribution of the arts and humanities as well as the sciences in sustainability education.
    c. Enhance the role of the mass media in raising awareness of ecological and social challenges.
    d. Recognize the importance of moral and spiritual education for sustainable living.

    15. Treat all living beings with respect and consideration.

    a. Prevent cruelty to animals kept in human societies and protect them from suffering.
    b. Protect wild animals from methods of hunting, trapping, and fishing that cause extreme, prolonged, or avoidable suffering.
    c. Avoid or eliminate to the full extent possible the taking or destruction of non-targeted species.

    16. Promote a culture of tolerance, nonviolence, and peace.

    a. Encourage and support mutual understanding, solidarity, and cooperation among all peoples and within and among nations.
    b. Implement comprehensive strategies to prevent violent conflict and use collaborative problem solving to manage and resolve environmental conflicts and other disputes.
    c. Demilitarize national security systems to the level of a non-provocative defense posture, and convert military resources to peaceful purposes, including ecological restoration.
    d. Eliminate nuclear, biological, and toxic weapons and other weapons of mass destruction.
    e. Ensure that the use of orbital and outer space supports environmental protection and peace.
    f. Recognize that peace is the wholeness created by right relationships with oneself, other persons, other cultures, other life, Earth, and the larger whole of which all are a part.

    THE WAY FORWARD

    As never before in history, common destiny beckons us to seek a new beginning. Such renewal is the promise of these Earth Charter principles. To fulfill this promise, we must commit ourselves to adopt and promote the values and objectives of the Charter.

    This requires a change of mind and heart. It requires a new sense of global interdependence and universal responsibility. We must imaginatively develop and apply the vision of a sustainable way of life locally, nationally, regionally, and globally. Our cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the vision. We must deepen and expand the global dialogue that generated the Earth Charter, for we have much to learn from the ongoing collaborative search for truth and wisdom.

    Life often involves tensions between important values. This can mean difficult choices. However, we must find ways to harmonize diversity with unity, the exercise of freedom with the common good, short-term objectives with long-term goals. Every individual, family, organization, and community has a vital role to play. The arts, sciences, religions, educational institutions, media, businesses, nongovernmental organizations, and governments are all called to offer creative leadership. The partnership of government, civil society, and business is essential for effective governance.

    In order to build a sustainable global community, the nations of the world must renew their commitment to the United Nations, fulfill their obligations under existing international agreements, and support the implementation of Earth Charter principles with an international legally binding instrument on environment and development.

    Let ours be a time remembered for the awakening of a new reverence for life, the firm resolve to achieve sustainability, the quickening of the struggle for justice and peace, and the joyful celebration of life.

  • Canada and the Nuclear Challenge

    The report of the Canadian House of Commons’ Standing Committee on Foreign Affairs and International Trade, entitled “Canada and the Nuclear Challenge,” was released today.

    The committee’s 15 recommendations are reproduced in full below.

    LIST OF RECOMMENDATIONS

    RECOMMENDATION 1
    The Committee recommends that the Government of Canada adopt the following fundamental principle to guide its nuclear non-proliferation, arms control and disarmament policy, within an overarching framework encompassing all aspects – political, military, and commercial – of Canada’s international relations:

    * That Canada work consistently to reduce the political legitimacy and value of nuclear weapons in order to contribute to the goal of their progressive reduction and eventual elimination.

    RECOMMENDATION 2
    In order to implement this fundamental principle, the Committee recommends that the Government of Canada issue a policy statement which explains the links between Canada’s nuclear non-proliferation, arms control and disarmament policy and all other aspects of its international relations. In addition, it must also establish a process to achieve a basis for ongoing consensus by keeping the Canadian public and parliamentarians informed of developments in this area, in particular by means of:

    * Annual preparatory meetings – held, for example, under the auspices of the Canadian Centre for Foreign Policy Development – of the type held with non-governmental organizations and representatives of civil society before the annual meeting of the UN Human Rights Commission;
    * An annual public appearance before this Committee by the Ambassador to the United Nations for Disarmament Affairs;
    * Strengthened coordination between the departments of Foreign Affairs and International Trade and National Defence, in the first instance by the inclusion of a representative from National Defence on Canadian delegations to multilateral nuclear non-proliferation fora.

    RECOMMENDATION 3
    The Committee recommends that the Government of Canada intensify its efforts, in cooperation with States such as its NATO allies and the members of the New Agenda Coalition, to advance the process of nuclear disarmament. To this end, it must encourage public input and inform the public on the exorbitant humanitarian, environmental and economic costs of nuclear weapons as well as their impact on international peace and security. In addition, the Government must encourage the nuclear-weapon States to demonstrate their unequivocal commitment to enter into and conclude negotiations leading to the elimination of nuclear weapons. Drawing on the lessons of the Ottawa Process, it should also examine innovative means to advance the process of nuclear disarmament.

    RECOMMENDATION 4
    The Committee recommends that the Government of Canada explore additional means of both providing more information to Canadians on civilian uses of nuclear technology, and receiving more public input into government policy in this area. As one means of achieving this, the Committee also recommends that the Parliament of Canada conduct a separate and in-depth study on the domestic use, and foreign export of, Canada’s civilian nuclear technology.

    RECOMMENDATION 5
    In the interest of increased nuclear safety and stability, and as a means to advance toward the broader goal of eliminating nuclear weapons, the Committee recommends that the Government of Canada endorse the concept of de-alerting all nuclear forces, subject to reciprocity and verification – including the arsenals of the permanent members of the UN Security Council and the three nuclear-weapons-capable States – and encourage their governments to pursue this option.

    RECOMMENDATION 6
    The Committee recommends that the Government of Canada take all possible action to encourage the United States and Russia to continue the START process. In particular, Canada should encourage Russia to ratify START II, should provide concrete support towards achieving this objective, and should encourage like-minded states to work with Russia to ensure increased political and economic stability in that country. Beyond this, Canada should urge both parties to pursue progressive and reciprocal reforms to their respective nuclear postures.

    RECOMMENDATION 7
    Given its potential contribution to nuclear safety and stability, and the need to act promptly to address the possible implications of the millennium bug, the Committee recommends that the Government of Canada explore further with the United States and Russia the feasibility of establishing a NORAD “hotline” to supplement and strengthen Russia’s missile early warning system. Canada should also strongly support the idea of broadening such a mechanism to include other nuclear-weapons-capable States.

    RECOMMENDATION 8
    The Committee recommends that the Government reject the idea of burning MOX fuel in Canada because this option is totally unfeasible, but that it continue to work with other governments to address the problem of surplus fissile material.

    RECOMMENDATION 9
    In view of their responsibilities as nuclear-weapon States under the nuclear Non-Proliferation Treaty and as Permanent Members of the United Nations Security Council, the Committee recommends that the Government of Canada encourage the United Kingdom, France and China to: increase transparency about their nuclear stockpiles, fissile material and doctrine; support the call of Canada and other States for the substantive discussion of nuclear disarmament issues at the Conference on Disarmament; and explore with the United States and Russia means of preparing to enter nuclear disarmament reductions at the earliest possible moment.

    RECOMMENDATION 10
    The Committee recommends that the Government of Canada continue to support all international efforts to address the underlying regional security issues in South Asia and the Middle East. Working with like-minded States, it should take a more proactive role in stressing the regional and global security benefits of immediately increasing communication and co-operation between States in those regions as a means of building trust. In both regions – but particularly in South Asia given the recent nuclear tests – Canada should also stress: the freezing of nuclear weapon programs; adhering to the Comprehensive Nuclear Test-Ban Treaty and participating in the negotiation of the Fissile Material Cut-Off Treaty and; joining the nuclear Non-Proliferation Treaty as non-nuclear-weapon States.

    RECOMMENDATION 11
    The Committee recommends that the Government of Canada work to strengthen international efforts to prevent the proliferation of chemical and biological weapons and missile systems and to ensure adequate funding for verification purposes. In addition to strengthening the Biological and Toxin Weapons Convention through the negotiation of a Verification Protocol and continuing to support the operation of the Chemical Weapons Convention, the Government should also examine methods of increasing the effectiveness of the Australia Group and the Missile Technology Control Regime, as well as cooperation in intelligence and law enforcement to prevent terrorist acquisition of such weapons.

    RECOMMENDATION 12
    The Committee recommends that the Government, having strengthened the international safeguards regime by signing its new Model Protocol with the International Atomic Energy Agency, use all means at its disposal to convince other States to do likewise. Before entering into a future Nuclear Cooperation Agreement with any other State, the Government should, at a minimum, require that State to adopt the new Model Protocol.

    RECOMMENDATION 13
    The Committee recommends that the Government of Canada meet annually with the other parties to all Nuclear Cooperation Agreements to review the application of such Agreements, and table a report on the results of such meetings in Parliament.

    RECOMMENDATION 14
    The Committee recommends that the Canadian Government intensify its efforts, in cooperation with like-minded States, such as our NATO allies, to advance the global disarmament and security agenda:

    * Canada should reaffirm its support for the nuclear Non-Proliferation Treaty as the centrepiece of the global nuclear non-proliferation regime and should reject any attempt to revise the Treaty to acknowledge India and Pakistan as “nuclear-weapon States” under it. It should also continue to strive to ensure that the nuclear-weapon States honour their commitments to a strengthened review process for the NPT, which will lead to an updated statement of Principles and Objectives for Nuclear Non-Proliferation and Disarmament at the 2000 Review Conference. Canada should complete the process of ratifying the Comprehensive Nuclear Test-Ban Treaty as quickly as possible and urge all other States to do likewise. Should India and Pakistan refuse to accept the Treaty unconditionally, Canada should nevertheless encourage the international community to ensure the Treaty’s legal entry into force.
    * Canada should play a strong role at the Conference on Disarmament in thr forthcoming negotiations for a broad Fissile Material Cut-Off Treaty which will serve both non-proliferation and disarmament objectives.
    * Canada should support the establishment of a nuclear arms register to cover both weapons and fissile material as proposed by Germany in 1993.
    * Canada should support the call for the conclusion of a nuclear weapons disarmament convention.

    RECOMMENDATION 15
    The Committee recommends that the Government of Canada argue forcefully within NATO that the present re-examination and update as necessary of the Alliance Strategic Concept should include its nuclear component.

     

  • Scientists Demand NATO: No First Use of Nuclear Weapons as an Essential First Step Towards a Nuclear-Weapon-Free World

    The German initiators of the International Network of Engineers and Scientists Against Proliferation (INESAP) demand a No-First-Use pledge for nuclear weapons as an essential step towards a nuclear-weapon-free world. We support the initiative by the German Foreign Minister for a No-First Use in NATO and demand further steps leading to complete nuclear disarmament. The decision of Germany and 11 further NATO member states, not to vote against resolution A/C.1/53/L.48 “Towards a Nuclear Weapon Free World: The Need for a New Agenda” in the UN First Committee on 13. November 1998 is a courageous step and a signal that even within NATO there is opposition against the indefinite reliance on nuclear weapons.

    NATO’s nuclear first-use doctrine, stemming from the darkest ages of the Cold War, is completely anachronistic. It is based on the premise of a massive conventional attack of the Warsaw Pact in Central Europe. None of the underlying assumptions, which were already questionable in earlier times, have any justifiable basis, neither in Europe nor elsewhere. Striking first is not defensive, neither against supposed aggressor states nor against terrorists. The threat of striking first is also in complete contradiction to the 1996 Advisory Opinion of the International Court of Justice which declared the use and threat of use of nuclear weapons to be generally illegal. First use would be illegal in any case. The insistence of the US government on the first-use doctrine is an indicator that the last remaining superpower wants to keep the right to use nuclear weapons any time against any point on this planet. No other country should find this acceptable. As long as this threat persists, more developing countries could follow India and Pakistan to seek reliance on nuclear weapons, undermining the whole non-proliferation regime. A No-First-Use would be the bare minimal step, signalling the willingness of the nuclear weapon states to diminish the nuclear threat.

    No-First-Use could be a first but should not be the last step. Article VI of the Non-Proliferation Treaty as well as the International Court of Justice demand complete nuclear disarmament. No nuclear weapons state can change this fact. What is required is an on-going international negotiation process on the step-wise transformation of the insufficient non-proliferation regime into a new regime of a nuclear-weapon-free world. How this could be done was examined in an expert study of INESAP “Beyond the NPT – A Nuclear-Weapon-Free World” that was presented in April 1995 in New York, as well as in a number of studies by other organizations and individuals that followed. This study sketches a path towards a nuclear-weapon-free world, combined with a process of negotiating a Nuclear Weapons Convention (NWC) as a legal framework to ban and eliminate all nuclear weapons. Meanwhile, the call for the NWC has been expressed by more than 1000 international non-governmental organizations and citizen groups (Abolition 2000) as well as by more than two thirds of all States in UN resolutions of the years 1996, 1997 and 1998. A model NWC that was drafted by an international Committee of lawyers, scientists and disarmament experts is now an official UN document (UN doc. A/C.1/52/7).

    Even though the path towards a nuclear-weapon-free world cannot be planned in all details in advance, the required steps can only be negotiated and realized if the goal is clear. The necessary political initiatives have to be taken now. As a non-nuclear-weapon state and NATO member, Germany has a considerable political weight and a special responsibility.

    Therefore, we urge the new German government to insist on its independent path and to take an active role to initiate negotiations on the elimination of all nuclear weapons, aiming at the Nuclear Weapons Convention as a binding framework of international law. It would be consequent and in accordance with the government coalition agreement if the German delegation at the UN would not only abstain on disarmament resolutions in the UN General Assembly but would vote “Yes”. What is most pressing is that Germany makes an end to the first-use doctrine and pushes for the removal of all nuclear weapons from its own territory, a dangerous remainder of past ages.

  • European Parliament Resolution on the New Agenda Coalition on nuclear disarmament

    The European Parliament,

    – having regard to its previous resolutions on nuclear disarmament, testing and non-proliferation,

    A. welcoming the joint statement of 9 June 1998 by the Foreign Ministers of Brazil, Egypt, Ireland, Mexico, New Zealand, Slovenia, South Africa and Sweden, entitled, ‘Towards a nuclear-weapon-free world: the needs for a new agenda’, a group also known as the New Agenda Coalition (NAC),

    B. welcoming the broad diversity of this coalition of countries, crossing as it does traditional lines of co-operation, and also welcoming the eight countries’ initiating a multilateral debate at the highest level of government on such an important and urgent issue,

    C. noting that the United Nations’ First Committee passed the NAC resolution on 13 November 1998, with 97 votes in favour, 19 against and 32 abstentions,

    D. concerned by both the continued retention of nuclear weapons by a few and the nuclear aspirations of others, and reasserting its call for a nuclear-weapon-free world,

    E. noting that this timely initiative, which includes two EU Member States and one associate member, reflects the post-Cold War redefined security environment and sets a path towards constructive engagement discussions on the subject of nuclear disarmament,

    F. emphasising that the UN resolution does not propose actions that contradict any existing EU, NATO or national policies, and supports existing policies regarding inter alia the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the US-Russia START process and nuclear-weapon-free zones,

    1. Calls upon the EU Member States to support the NAC initiative and to vote in favour of it in the General Assembly in December;

    2. Calls on those countries that possess nuclear weapons to fulfil their commitment to disarm by virtue of Article VI of the NPT;

    3. Calls also on the non-nuclear weapon members of the NPT to fulfil their treaty commitments i.e. not to receive, manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices;

    4. Calls on states outside of the NPT to immediately, and unconditionally, accede to the treaty and to place all fissionable materials under the supervision of the International Atomic Energy Agency (IAEA) safeguards;

    5. Underlines the importance and the necessity of further improving existing verification procedures with a view to ensuring effective compliance by all states concerned, including the allocation of appropriate funding;

    6. Requests that those countries opposing the UN resolution make clear their objections by specifically naming the paragraphs in question;

    7. Calls upon all Member States of the EU to undertake discussions on the subject of taking nuclear forces off their current high-sensitivity alert procedures, also known as de-alerting, as highlighted in the Canberra Commission report of 1996;

    8. Instructs its President to forward this resolution to the Council, the Commission, the Foreign Ministers of the NAC and the United Nations Secretary General.

    The Security Council,

    Recalling all its previous relevant resolutions on the situation in Iraq, in particular its resolution 1154 (1998) of 2 March 1998 and 1194 (1998) of 9 September 1998,

    Noting with alarm the decision of Iraq on 31 October 1998 to cease cooperation with the United Nations Special Commission, and its continued restrictions on the work of the International Atomic Energy Agency (IAEA),

    Noting the letters from the Deputy Executive Chairman of the Special Commission of 31 October 1998 (S/1998/1023) and from the Executive Chairman of the Special Commission of 2 November 1998 (S/1998/1032) to the President of the Security Council, which reported to the Council the decision by Iraq and described the implications of that decision for the work of the Special Commission, and noting also the letter from the Director General of the IAEA of 3 November 1998 (S/1998/1033, annex) which described the implications of the decision for the work of the IAEA,

    Determined to ensure immediate and full compliance by Iraq without conditions or restrictions with its obligations under resolution 687 (1991) of 3 April 1991 and the other relevant resolutions,

    Recalling that the effective operation of the Special Commission and the IAEA is essential for the implementation of resolution 687 (1991),

    Reaffirming its readiness to consider, in a comprehensive review, Iraq’s compliance with its obligations under all relevant resolutions once Iraq has rescinded its above-mentioned decision and its decision of 5 August 1998 and demonstrated that it is prepared to fulfil all its obligations, including in particular on disarmament issues, by resuming full cooperation with the Special Commission and the IAEA consistent with the Memorandum of Understanding signed by the Deputy Prime Minister of Iraq and the Secretary-General on 23 February 1998 (S/1998/166), endorsed by the Council in resolution 1154 (1998),

    Reiterating the commitment of all Member States to the sovereignty, territorial integrity and political independence of Kuwait and Iraq,

    Acting under Chapter VII of the Charter of the United Nations,

    1. Condemns the decision by Iraq of 31 October 1998 to cease cooperation with the Special Commission as a flagrant violation of resolution 687 (1991) and other relevant resolutions;

    2. Demands that Iraq rescind immediately and unconditionally the decision of 31 October 1998, as well as the decision of 5 August 1998, to suspend cooperation with the Special Commission and to maintain restrictions on the work of the IAEA, and that Iraq provide immediate, complete and unconditional cooperation with the Special Commission and the IAEA;

    3. Reaffirms its full support for the Special Commission and the IAEA in their efforts to ensure the implementation of their mandates under the relevant resolutions of the Council;

    4. Expresses its full support for the Secretary-General in his efforts to seek full implementation of the Memorandum of Understanding of 23 February 1998;

    5. Reaffirms its intention to act in accordance with the relevant provisions of resolution 687 (1991) on the duration of the prohibitions referred to in that resolution, and notes that by its failure so far to comply with its relevant obligations Iraq has delayed the moment when the Council can do so;

    6. Decides, in accordance with its primary responsibility under the Charter for the maintenance of international peace and security, to remain actively seized of the matter.

  • Statement of His Excellency Archbishop Renato R. Martino Apostolic Nuncio, Permanent Observer of the Holy See to the United Nations on Landmines

    Mr. Chairman,

    The international community has, in recent times, witnessed some positive-albeit modest-trends in disarmament. An anti-personnel landmines treaty has come into existence and all who worked to make this a reality, deserve congratulations. Unknown numbers of innocent civilians, particularly children, will be spared the cruel maiming and death caused by these evil instruments. The Holy See, which expeditiously ratified the treaty, calls on all nations to do the same.

    The Holy See notes another recent gain in the new momentum given to the small arms issue. Small arms cause the violent death, injury and psychological trauma of hundreds of thousands of people each year. These simple and comparably inexpensive weapons of death find their way into areas of conflict and instability and, shockingly, even into the hands of children, who are locked into a culture of violence. Casualties often occur in the context of religious, ethnic, political and national conflicts. These conflicts are the cause for the existence of millions of refugees and internally displaced persons. The weaponization of society fuels cycles of violence, despair and ultimately state collapse. Thus, the establishment of the UN Group of Governmental Experts on Small Arms, alongside the work of the Vienna Commission on Crime Prevention and Criminal Justice, are a positive step forward.

    In the recent meeting, which took place in Oslo, government officials agreed that governments have primary responsibility to reduce the flow and accumulation of small arms. A study of the Pontifical Council for Justice and Peace noted the anomaly by which certain States have stringent controls on the international transfer of heavy arms, but few if any regarding the sale of small arms and handguns. The supplying of small arms must be regulated at its source, at the same time as efforts are being made to lessen the demand and to choke off access to illicit supplies. In certain areas there is an urgent need to ensure a more effective control of stockpiles. Furthermore, the sale of excess supplies of small arms and light weapons, rendered redundant either through modernization or reduction in the size of military forces, can lead, in a cascading effect, to an ongoing flow of sophisticated arms from developed to developing countries.

    Civil society also has an important role to play, for the human cost of small arms casualties is a societal issue. Reducing arms expenditures and heightened health care costs could enable more resources to be directed to sustainable development programs. The strain on public health care facilities in affected areas would be relieved and the physical and mental health of individuals and families improved. The new efforts to bring together the communities of international arms control and disarmament, humanitarian law, peace and security, public health, gun control, international development and conflict resolution, are hopeful signs of a new global awareness.

    The Holy See appeals, in particular, for increased measures to be taken to effectively identify those individuals and groups who traffic in small arms outside all bounds of legal control, and who, through their activity, unscrupulously contribute to violence and instability. More decisive international police and intelligence cooperation is required. A reliable system of marking small arms would make tracking more effective. All governments must ensure maximum transparency and absolute respect for their own norms and the norms of the international community concerning arms transfers, especially to conflict areas.

    Turning to the nuclear weapons field, the worthy initiative by eight states from different areas of the world which have formed the New Agenda Coalition, is a welcome advance. They have called on the governments of the nuclear weapons states and the nuclear weapons-capable states to commit themselves unequivocally to the elimination of nuclear weapons and to agree to start work immediately on the practical steps and negotiations required for its achievement

    In this context, the development of the Middle Powers Initiative, a coalition of prominent international nongovernmental organizations, is also welcomed. It aims at encouraging the governments of the nuclear weapons states and the nuclear weapons-capable states to move rapidly to a nuclear-weapon-free world.

    A measure of progress was made this year in the tentative agreement at the Conference on Disarmament to establish committee discussions on a Fissile Materials Cut-Off Treaty. This work would be enhanced by a general recognition that steps toward non-proliferation must go hand-in-hand with steps to disarmament.

    The upgrading of the UN Department of Disarmament Affairs signals a higher priority that the UN itself will give to disarmament activities.

    Mr. Chairman, the review of positive developments I have just given should fill us with encouragement for the future. A distinct mark of our time, however, is that the work of disarmament is proceeding slowly. But an offsetting trend of negative developments is slowing us down further. These negative trend lines must be identified in order for us to take action.

    Foremost is the breakdown in the preparatory process for the 2000 Review of the NPT. During two sessions over two years, the NPT Preparatory Committee has struggled to find an acceptable format for deliberations on nuclear disarmament. The debates over terminology, subsidiary bodies and time schedules are but a surrogate for the real debate over a comprehensive program to eliminate nuclear weapons.

    It is not just the NPT that is in trouble. The impasse in the ratification process of both START II and the Comprehensive Test Ban Treaty bespeak the lingering resistance to disarmament. Further progress is inhibited by the failure to consolidate hard-earned gains.

    The testing of nuclear weapons by States which stand outside the NPT exacerbates the dangers caused by a weak nonproliferation regime. Nuclear testing by any nation is to be deplored. Criticism of those who test, however, does not deal adequately with the central problem. This is the determination of the nuclear weapons states to carry their nuclear weapons into the 21st Century, despite their obligation under the NPT to negotiate nuclear disarmament.

    The continued existence of 30,000 nuclear weapons almost a decade after the end of the Cold War, poses a grave danger to humanity. This is further worsened by the fact that 5,000 of these weapons are on alert status, meaning they are capable of being fired on thirty minutes’ notice. The danger of nuclear catastrophe through accident or terrorism is an unacceptable risk.

    Mr. Chairman, nothing so reveals the negative trend lines in disarmament as the continued insistence that nuclear weapons are essential to national security. The exaggerated claim that nuclear weapons are an aid to peace can only provoke other states to do the same. At this point, I would like to recall the Advisory Opinion of the International Court of Justice, that states have an obligation to conclude negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.

    More over, what is deeply troubling is the prospect of a new nuclear arms race. The modernization programs of those who already have nuclear weapons, combined with the acquiring of nuclear weapons by other states, and research now going on in still others, plunge the world into more danger than existed during the Cold War. The longer this situation continues, the more a growing number of states will falsely claim that nuclear weapons are legitimate.

    The Holy See has stated before and states again: “Nuclear weapons are incompatible with the peace we seek for the 21st century. They cannot be justified. They deserve condemnation. The preservation of the Nonproliferation Treaty demands an unequivocal commitment to their abolition.” (Statement of the Holy See before the First Committee of the 52nd Session of the United Nations General Assembly, New York, 15 October 1997.)

    My delegation believes that the world must move more and more toward the abolition of nuclear weapons through a universal, non-discriminatory ban with intensive inspection by a universal authority. This process would begin by the nuclear weapons states committing themselves unequivocally to the elimination of their nuclear weapons and without delay to pursue in good faith and bring to a conclusion negotiations to this end. Practical steps to move this process forward should be taken immediately, such as de-alerting and de-activating nuclear weapons. A pledge not to be the first to use nuclear weapons should be made, as an interim step, by every State possessing nuclear weapons. Furthermore, it would be a constructive step to hold an international conference on nuclear disarmament in which both governments and civil society could unite their strengths to develop the political will to take the courageous steps necessary for abolition.

    Mr. Chairman, the great task ahead for the Twenty-first Century is to move the world from a culture of violence and war to a culture of peace. UNESCO has already taken a lead in promoting a culture of peace. This consists in promoting values, attitudes and behaviors reflecting and inspiring social interaction and sharing, based on the principles of freedom, justice and democracy, human rights, tolerance and solidarity. Rather than intervening in violent conflicts after they have erupted and then engaging in post-conflict peace building, it is more human and more efficient to prevent such violence in the first place by addressing its roots.

    Let it not be said that the promotion of a culture of peace, the rooting out of the causes of violence, the abolition of nuclear weapons, are unreachable goals. The world has rid itself of the evils of legalized slavery, legalized colonialism and legalized apartheid. These were eliminated as the result of rising global awareness and political determination. So, also, the growing momentum to delegitimize and eliminate nuclear weapons must now be accompanied by political action by all States. Humanity deserves no less from us.
