  • Why Are We Planning to Walk Across the DMZ that Separates North and South Korea?

    Almost two years ago, when Christine Ahn proposed international women peacemakers walk across the De-Militarized Zone (DMZ) which separates North and South Korea as an important action to help support Korean women and men working for reconciliation and reuniting of Korean families, I couldn’t resist. This was an important first step in establishing a peace process in which women and civil community would be included.

    Although many hurdles must still be jumped, including affirming support from three governments—North Korea, South Korea and the United States representing the United Nations Command.  The UN command at the DMZ has said it would facilitate our crossing once South Koreas Government gives its approval —a small team of women are planning a historic walk of 30 international women peacemakers from twelve different countries to cross the DMZ on 24th May, 2015, International Women’s Disarmament Day.  Some of the women participating are:  Gloria Steinem, Hon.Chair, Ann Wright (USA), Suzuyo Takazato (Japan), Abigail Disney (USA), Hyun-Kyung Chung (SouthKorea/USA). Many people have asked, “Why are they planning to walk across the DMZ that separates North and South Korea?” Maybe the real question should be, “Why not?”

    In many countries around the world, women are walking and calling for an end to war and for a de-militarized world. As the DMZ is the most highly militarized border in the world, women peacemakers believe it is only right, whilst working all their lives in their own countries for disarmament and demilitarization, that they should walk in Korea, in solidarity with their Korean sisters, who want to see an end to the 70 year old conflict to reunify millions of Korean families. Seventy years ago, as the Cold War was being waged, the United States unilaterally drew the line across the 38th parallel—later with the former Soviet Union’s agreement—dividing an ancient country that had just suffered 35 years of Japanese colonial occupation. Koreans had no desire or decision-making power to stop their country from being divided; now seven decades later the conflict on the Korean peninsula threatens peace in the Asia Pacific and throughout our world.

    The international women recognize that one of the greatest tragedies arising out of this man-made cold war politics and isolation is the tearing apart of Korean families and their physical separation from each other. In Korean culture, family relations are deeply important and millions of families have been painfully separated for 70 years.  Although there was a period of reconciliation during the Sunshine Policy years between the two Korean governments where many families had the joy of reunion, but the vast majority remain separated.  Many elders have sadly died before reunion with families, and most are getting older now.  How wonderful if the governments of both North and South allowed the remaining elders the joy and peace of mind of being able to meet, kiss and hold their loved ones, before they die. We are all wishing and praying—and walking—for this to happen for the Korean elders. Also due to western sanctions and isolationist policies put on the North Korean people, their economy has suffered. Whilst North Korea has come a long way from the 1990s when up to one million died from famine, many people are still very poor and lack the very basics of survival. During a visit to Seoul in 2007, one aid worker told me most people in South Korea would love to pack their car with food, drive an hour up the road, into North Korea, to help their Korean brothers and sisters if the governments would agree to open the DMZ and let them cross over to see each other! Many of us take for granted that we can visit family, and we find it hard to imagine that pain of separation still felt by Korean families who cannot travel an hour up the road, through the DMZ to visit their families.

    We international women want to walk for peace in North and South Korea, and hope the Governments will support our crossing the DMZ, recognizing that we are seeking to do this because we care for our Korean brothers and sisters. We want to plant a seed that Korean people, too, can be free to cross the DMZ in their work to build reconciliation, friendships and trust and put an end to the division and fear which keeps them in a state of war instead of peace.

    The DMZ with its barbed wire, armed soldiers on both sides, and littered with thousands of explosive landmines is a tragic physical manifestation of how much the Korean people have suffered and lost in war. Yet from all my encounters with the Korean people, all they wish for is to be reconciled and live in peace with each other. In recognizing the wishes of the Korean people, I believe the political leaders of North Korea, South Korea, United States and all governments involved must play their parts to help Korea move from war to peace.

    For the 30 international women who travel from over a dozen countries, we wish to go to Korea to listen to the Korean peoples stories, hopes and dreams, to tell them we love them, and join in solidarity with them in their work, and ours, in building a nonkilling, demilitarized Korea, Asia and World.

  • Peace Movement’s Common Vision – The Abolition of Militarism

    Mairead Maguire delivered this keynote address at a peace event in Sarajevo on June 6, 2014.

    mairead_maguireWe are all aware that this is the 100th anniversary of the assassination of  Archduke Ferdinand in Sarajevo which led to the start of the First World War in l9l4.

    What started here in Sarajevo was a century of two global wars, a Cold War, a century of immense, rapid explosion of death and destruction technology, all extremely costly, and extremely risky.

    A huge step in the history of war, but also a decisive turning point in the history of peace.  The peace movement has never been as strong politically as in the last three decades before the break-out of WWl.  It was a factor in political life, literature, organization, and planning, the Hague Peace Conferences, the Hague Peace Palace and the International Court of Arbitration, the bestseller of Bertha von Suttner, ‘Lay Down your Arms’.  The optimism was high as to what this ‘new science’ of peace could mean to humankind.  Parliaments, Kings, and Emperors, great cultural and business personalities involved themselves.  The great strength of the Movement was that it did not limit itself to civilizing and slowing down militarism, it demanded its total abolition.

    People were presented with an alternative, and they saw common interest in this alternative road forward for humankind.   What happened in Sarajevo  a hundred years ago was a devastating blow to these ideas, and we never really recovered.   Now, 100 years later, must be the time for a thorough reappraisal of what we had with this vision of disarmament, and what we have done without it, and the need for a recommitment, and a new ambitious start offering new hope to a humanity suffering under the scourge of militarism and wars.

    People are tired of armaments and war.  They have seen that they release uncontrollable forces of tribalism and nationalism.  These are dangerous and murderous forms of identity and above which we need to take steps to transcend, lest we unleash further dreadful violence upon the world.   To do this, we need to acknowledge that our common humanity and human dignity is more important than our different traditions.  We need to recognize our life and the lives of others are sacred and we can solve our problems without killing each other.   We need to accept and celebrate diversity and otherness.  We need to work to heal the ‘old’ divisions and misunderstandings, give and accept forgiveness, and choose nonkilling and nonviolence as ways to solve our problems.  So too as we disarm our hearts and minds, we can also disarm our countries and our world.

    We are also challenged to build structures through which we can co-operate and which reflect our interconnected and interdependent relationships.  The vision of the European Union founders to link countries together, economically in order to lessen the likelihood of war amongst the nations, is a worthy endeavour.  Unfortunately instead of putting more energy into providing help for EU citizens, we are witnessing the growing Militarization of Europe, its role as a driving force for armaments, and its dangerous path, under the leadership of the USA/NATO, towards a new ‘cold’ war and military aggression.  The European Union and many of its countries, who used to take initiatives in the UN for peaceful settlements of conflicts, particularly allegedly peaceful countries, like Norway and Sweden, are now one of the US/NATO most important war assets. The EU is a threat to the survival of neutrality. Many nations have been drawn into being complicit in breaking  international law  through US/UK/NATO wars in Afghanistan, Iraq, Libya, etc.,

    I believe NATO should be abolished. The United Nations should be reformed and strengthened and we should get rid of the veto in the Security Council so that it is a fair vote and we don’t have one power ruling over us.   The UN should actively take up its mandate to save the world from the scourge of war.

    But there is hope.  People are mobilizing and resisting non-violently.  They are saying no to militarism and war and insisting on disarmament.  Those of us in the Peace Movement can take inspiration from many who have gone before and worked to prevent war insisting on disarmament and peace.  Such a person was Bertha Von Suttner, who was the first woman to win the Nobel Peace Prize in l905, for her activism in the Women’s rights and peace movement.  She died in June, l9l4, 100 years ago, just before WWl started. It was Bertha Von Suttner who moved Alfred Nobel to set up the Nobel Peace Prize Award and it was the ideas of the peace movement of the period that Alfred Nobel decided to support in his testament for the Champions of Peace, those who struggled for disarmament and replacing power with law and International relations.  That this was the purpose is clearly confirmed by three expressions in the will, creating the fraternity of nations, work for abolition of armies, holding Peace Congresses. It is important the Nobel Committee be faithful to his wishes and that prizes go to the true Champions of Peace that Nobel had in mind.

    This 100 year old Programme for Disarmament challenges those of us in the Peace Movement to confront militarism in a fundamental way.  We must not be satisfied with improvements and reforms, but rather offer an alternative to militarism, which is an aberration and a system of dysfunction, going completely against the true spirit of men and women, which is to love and be loved and solve our problems through co-operation, dialogue, nonviolence, and conflict resolution.

    Thanks to the organizers for bringing us together. In the coming days we shall feel the warmth and strength of being among thousands of friends and enriched by the variety of peace people, and ideas.  We shall be inspired and energized to pursue our different projects, be it arms trade, nuclear, nonviolence, culture of peace, drone warfare, etc. Together we can lift the world! But soon we shall be back home, on our own, and we know all too well how we all too often are being met with either indifference or a remote stare. Our problem is not that people do not like what we say, what they understand correctly is that they believe little can be done, as the world is so highly militarized.  There is an answer to this problem. We want a different world and people to believe that peace and disarmament is possible. Can we agree, that diverse as our work is, a common vision of a world without arms, militarism and war, is indispensable for success.  Does not our experience confirm that we will never achieve real change if we do not confront and reject militarism entirely, as the aberration/dysfunction it is in human history?  Can we agree to work that all countries come together in an Agreement to abolish all weapons and war and to commit to always sort out our differences through International Law and Institutions?

    We cannot here in Sarajevo make a common peace program, but we can commit to a common goal.  If out common dream is a world without weapons and militarism, why don’t we say so?  Why be silent about it?   It would make a world of difference if we refused to be ambivalent about the violence of militarism.  We should no longer be scattered attempts to modify the military, each one of us would do our thing as part of a global effort.  Across all divisions of national borders, religions, races.  We must be an alternative, insisting on an end to militarism and violence.  This would give us an entirely different chance to be listened to and taken seriously. We must be an alternative insisting on an end to militarism and violence.

    Let the Sarajevo where peace ended, be the starting point for the bold beginning of a universal call for peace through the wholesale abolition of militarism.

  • Mandela and Vanunu – Men of Courage

    Mairead MaguireThis week the World’s political leaders stood united in admiration at the memorial service in South Africa to honor the memory of Nelson Mandela, leader of his country, and a man of courage who gave inspiration to many people around the world.

    Across the world in East Jerusalem in solitude sits another man of courage, Mordechai Vanunu. In l986 Vanunu, the Israeli nuclear whistle-blower, told the world about Israel’s secret nuclear weapons. For this he served 18 years in an Israeli prison, 12 in solitary confinement, and since his release in 2004 he has been forbidden to leave Israel, speak to foreigners, and is constantly under surveillance.

    On 25th December, 2013, he will be brought again before the Israeli Supreme Court and will, yet again, ask for his right to leave Israel. The Supreme Court can give him his freedom to go get on a plane and leave Israel as he wishes to do. I appeal to President Shimon Perez, to Prime Minister Netanyahu, to let him go. He is a man of peace, desiring freedom, who followed his conscience. He is no threat to Israel. He, like Mandela, has served now 27 years and deserves his freedom.

    To the world’s political leaders who recognized in Mandela, a man of honor and courage and saluted him, I appeal to you to do all in your power to help Vanunu get his freedom now. You have it in your power to do so. Please do not be silent whilst Mordechai Vanunu suffers and is refused his basic rights.

    To the world’s media, I appeal to you to report on Vanunu’s continuing isolation and enforced silence by Israel.

    To civil communities everywhere, I appeal to you to increase your efforts for Vanunu’s freedom and demand that “Israel let our brother Mordechai Go. We cannot be free while he is not free.”

  • State Violence and Killing Is Not the Answer

    OPEN LETTER TO PRESIDENT OBAMA, NOBEL PEACE LAUREATE
    PRESIDENT, UNITED STATES OF AMERICA.

    DEAR MR. PRESIDENT,


    ‘STATE VIOLENCE & KILLING IS NOT THE ANSWER’


    Mairead MaguireAs you know, on lst May, 20ll, the NATO forces tried unsuccessfully to assassinate the Libyan Head of State, Moammer Gadaffi.  This attempt to assassinate the Libyan Head of State under US Army law, was a war crime and punishable as an International crime in its own right. During the attack by NATO forces one of President Gadaffi’s sons, and three of Gadaffi’s grandchildren were killed by NATO forces.


    The following day, 2nd May 20ll, the extra-judicial killing and assassination of Osama Bin Laden, and killings of a woman and two men who were with him, by the US Navy SEALs, continued the State Terrorism of the US Government. After the assassination you, Mr. President, addressed the media and attempted to make acceptable the idea that such violence is just and acceptable. Do you and your Government and Allies who support you, really believe that the vast majority of men and women around the world have lost all sense of what is right and what is wrong?  Do you really believe that we have all abandoned all sense of decency and ethical values exchanging them in support of your endorsed illegal, killing of unarmed civilians?  Do you really believe we will all remain silent whilst under your warrior leadership the US Government and its allies dismantle basic human rights and international laws, so long fought for by brave, courageous men and women (including Americans) replacing these with extrajudicial killings, torture and assassinations?


    Three months into the French, English, Italian led NATO/US campaign (never sanctioned by US Law) and shamefully agreed by U.N. (who identified the purpose of the operation to be for the protection of citizens!) people of conscience are horrified to hear that, yet again, on l9th June, NATO has carried out more air attacks on Libya, killing 15 unarmed civilians, including women and children.


    After 9/ll the whole world shared the grief of the American people, and many hoped that those who carried out such horrendous acts would be brought to justice through the Courts. We were moved by many of the families who lost loved ones on 9/ll when they started ‘Families for a peaceful tomorrow’ and called for justice not revenge. However, violence and revenge was the chosen path of the US Government and its Allies, who for ten years embarked on a path of violence and war.  In this time over 6,000 USA soldiers have needlessly died and countless thousands injured physically and mentally.  Wars in Iraq (over l million Iraqis killed) and Afghanistan (over 50,000 Afghans killed) were carried out by the US in their pursuit of vengeance.  The US-led so-called ‘war on terrorism’ in Iraq/Afghanistan/Pakistan has ‘terrorised’ unarmed civilians by carrying out aerial bombardments, night raids, death squads, extra-judicial killings and drone attacks killing many unarmed civilians, including women and children, and tragically they continue to this day.


    In a world struggling to birth a new consciousness, it is not incredulous that the best the US Government, NATO and its allies can offer as a model to world citizens, is the outdated example of violence, militarism,  and war, destroying humans and their environment?


    I believe real change and leadership is coming from the people’s movements and what is happening around the world amongst the masses of extra-ordinary men and women rising up, mostly peacefully and non-violently, in country after country for human dignity, equality, freedom and democracy and against violence, oppression, injustice and war, is the real force for change. We all take great hope and inspiration from the ‘Arab Spring’ and join in solidarity with our courageous Arab brothers and sisters in working for change.


    A new dawn, a new age of civilization is coming. It will be an age of solidarity, of each person dedicated to ‘protective love’ of each other and our World. It will be an age of nonviolent evolution which shows we can solve our problems as the human family by peaceful means not by violence, nuclear weapons and war.


    The peoples of the world are sending a clear message to you Mr. President, to NATO, and all our Governments, and armed opposition groups, that there will be no military solutions to these ethnic/political/economic problems, but only through ending occupations (USA -Iraq/Afghanistan,   Israel/Palestine) declaring ceasefires (Libya, etc.,) and entering into dialogue and negotiations with all parties to the conflicts, can we begin to solve these problems, the roots of which are inequality and injustice.


    Mr. President, you came into office promising change and gave the world hope. You lit the passion in the hearts of many men and women longing for change, for dialogue and negotiation, to move beyond destructive militarism, nuclear weapons and war. That passion remains in the heart of humanity as can be seen in the mass nonviolent movements for social and political change taking place around the world. Will you, Mr. President, take this great opportunity in human history and help lead ,the world to a new beginning, so we can in the words of the late President John F. Kennedy ‘begin again the quest for peace?’

  • Choose Peace – End the Siege of Gaza

    Choose Peace – End the Siege of Gaza and the
    Occupation of Palestine

    On Saturday June 5, 2010, thirty-five heavily armed Israeli Navy Seals
    commandeered our boat, the MV Rachel Corrie, one of the Freedom Flotilla, in international
    waters (30 miles off the coast of Gaza). 
    As they did so, we eighteen humanitarian activists and crew, sat on the
    deck.  We were quietly anxious, aware of the solitary figure in the
    wheelhouse with his hands held high against the window. He was in full view of
    the three Israeli warships, four approaching zodiacs and two commando carriers,
    whose guns were pointing in his direction.  I personally wondered if the
    courageous Derek Graham would live to tell the tale, conscious of what happened
    on the Turkish ship, Mavi Marmara, earlier in the week.

    On Monday May 31, 2010, we heard via satellite phone that the Israeli
    Commandoes had boarded the Turkish Ship, MV Mavi Marmara, in international
    waters from a helicopter and Zodiacs killing and injuring many people.  It
    was later confirmed that eight unarmed Turkish civilians and one Turkish-American
    civilian were shot (two were shot in the head and several were shot in the back).
    During Israel’s attack, which
    injured over forty people, all six boats on the Freedom Flotilla were commandeered
    by the Israeli Navy and were taken to back Israel.  

    The killing of unarmed civilians was unexpected and devastating news to us all. Everyone
    participating in the Freedom Flotilla was there because they were moved by the people
    of Gaza
    suffering.  The people aboard the Freedom Flotilla were not terrorists;
    they were human beings who cared for others who were suffering.  Gaza is land locked and
    sea locked as its port has been closed since the Israeli occupation. If the
    Free Gaza Rachel Corrie cargo boat had been able to enter Gaza, it would have been the first cargo boat
    ever to do so. Gaza has rightly been described
    as the largest open air prison in the world, with Israel holding all the keys for its
    one and a half million people living under a policy of collective
    punishment.  Under siege for over three years now with a shortage of
    medicine and basic building materials, the twenty-two day bombardment by Israel in December 2009 and January 2010 left Gaza and its people in a
    place of suffering and isolation. The Flotilla’s purpose was to not only to
    bring humanitarian aid, books for children, toys, and writing materials, but also
    to help break the siege of Gaza
    which is slowly strangling its people.

    Israel
    violated international law and the incident is well documented by the UN and
    many independent human rights bodies. These violations of international
    law were committed under the guise of ‘national security’ and a policy of isolating
    Gaza to weaken
    Hamas.  It is a policy that is clearly not working.  As we have
    learned in Northern Ireland,
    violence never works. So why not try talking to Hamas just as the British
    Government had to talk to representatives of IRA and Loyalist paramilitaries in
    order to move toward peace.  

    The brutal and illegal attack of aid ships in international waters on May
    3lst and the subsequent boarding of the MV Rachel Corrie, also in international
    waters, is a symptom of the culture of impunity under which Israel
    operates. The Israeli government was quick to blame the activists on board the
    MV Mavi Marmara, claiming they attacked the Israeli Navy first and that they
    were members of terrorist groups. They also claimed that the HLL, the Turkish humanitarian
    group who organized the Mavi Marmara, had terrorist links.  The HLL is not
    a banned organization in Turkey
    and has no links to terrorist organizations.  It was disappointing to see
    how many international governments and media outlets immediately accepted Israel’s
    version of the story without further investigation.  While there have been
    calls for a ‘prompt, impartial, credible and transparent’ investigation into
    the events of May 3lst by the United Nations Security Council, the United
    States and others still seem to think that Israel can conduct such an investigation
    on its own.  In the words of my colleague, Nobel Laureate Jody Williams,
    this is like “the fox accounting for the number of chickens left in the
    henhouse”.  Such a response cannot stand, and nothing less than an independent
    investigation will be acceptable to the international community.

    The attack on the Freedom Flotilla is a tipping point.  It is time for
    the international community to finally stop allowing Israel to act with blatant
    disregard for human life, human rights, and international law.  The
    partial lifting of the siege shows what international pressure can achieve, but
    it is not enough. Only a full lifting of the siege can bring real freedom to
    the people of Gaza.
    It is time for Israel
    to choose peace.  It is time for world leaders and the international community
    to join together and call on Israel
    to lift the siege of Gaza completely, end the
    occupation of Palestine,
    and allow the Palestinian people their right to self-determination. We can all
    do something to help bring the day of reconciliation closer to reality. Supporting
    the BDS campaign, calling for an end to EU special trading status with Israel, and insisting that the USA end its economic and military assistance to Israel
    until it upholds its international commitments, are important initiatives in
    the steps toward peace. Palestine is a key to
    peace in the Middle East. If everyone refuses
    to be ‘silent’ in the face of Israel’s
    continued apartheid policies, we can move closer to ending all violence in the Middle East.

  • Time to Let Vanunu Go Now

    In l986 a young Israeli man, called Mordechai Vanunu, followed his conscience and told the World that Israel had a nuclear weapons program. He was convicted of espionage and treason and given an 18-year sentence. After serving this (12 of which were in solitary confinement) Mordechai Vanunu was released. In April 2004 about 80 people from around the world went to welcome him out of prison. Unbelievably, upon his release Mordechai was served with severe restrictions, which forbade him many basic civil liberties including his right to leave Israel, to speak to foreigners and foreign media and his travel within Israel restricted.

    Each year around the 2lst April, he receives a letter from the Prime Minister renewing restrictions, and Mordechai starts, yet again, the process of appealing these restrictions through the Israeli court. Most recently he has been charged with breaking the restrictions, by talking to foreign media, and given a 6 months prison sentence, which when he appealed, was set as community service. On 8th July, 2008, he will appear before an Israeli court regarding this service and his case.

    Four years since leaving Ashkelon prison, (and 22 years since he told about Israeli nuclear weapons) Mordechai Vanunu lives in modest accommodation in East Jerusalem, confined within a few miles radius, unable to earn a living, unaware of what to do to gain his freedom, unable to leave Israel, his life in danger, and left wondering if the Israeli Security will ever agree to let him leave the country. They say he is a threat to National Security, but everyone know that it is 22 years since Mordechai worked in Dimona Nuclear Plant, and the Nuclear industry has moved on. A well-known Israeli Nuclear scientist has testified that Mordechai can know nothing after such a long period, yet Israeli Security insists he is a risk to National Security, and Israeli Court and Government, refuse to let him go thereby compounding an injustice, and breaking international laws.

    Governments around the world have let Mordechai Vanunu down. They remain silent when they should be demanding the Israeli government uphold its obligations under UNDHR (Universal Declaration of Human Rights), and allow Vanunu to leave. (Everyone has the right to leave any country including their own and to return to their country – Article 13 – 2 UNDHR).

    So will Mordechai remain in Israel until he dies, or can anything be done to gain his freedom? I believe now Mordechai Vanunu’s freedom rests in the hands of the Israeli people themselves. Some years ago I asked a young Israeli friend why she thought Israel was holding Mordechai. She replied simply, “Because our Government does not trust its own people.” She added, “If the Israeli people would demand his release, it might be possible that he would be free to leave Israel and get on with his life.” I don’t know if she is right or wrong, I don’t know the Israeli mind or politics well enough to guess, but what I do know is that in the Jewish faith and tradition, there is a great deal of emphasis put on justice and doing what is right. I can now only hope and pray that on 8th July, 2008, that some Israeli voices will be raised to call for justice for Mordechai Vanunu, who has paid the high price of 22 years of his life for following his conscious, and whether you hate or love Mordechai Vanunu, to be fair you have got to admit that he has suffered enough and it’s time to let him go NOW.

  • Time to Give Thanks

    For many of us in Northern Ireland, and our friends around the World, the TV pictures on Monday 26th March, 2007, of Dr. Ian Paisley, and Gerry Adams, sitting at the same table, and agreeing to share power, starting May 8th, was wonderful, and, I believe, was indeed a time to give thanks. The event was historic and will have given hope to not only many people here in Northern Ireland, but people living in violent conflict situations, such as the Middle East, Iraq, etc., that peace is possible, even in the most complex, dangerous and dark situations. The message sent out from the Stormont Meeting on 26th March, was that even those who have widely different cultural, religious, and political viewpoints, can with compromise and courage, through patient all inclusive dialogue and negotiation, begin to solve their problems and work together. Both Dr. Paisley and Gerry Adams, showed leadership and courage, and gave an example of how we, the people of Northern Ireland, can move forward together and build a shared future. I personally wish all the Parties involved, and everyone who has helped bring this process about, every good wish for the future.

    The way ahead will not be easy. Transforming the old politics of division, dissent and destruction, into the politics of reconstruction and reconciliation, will take all our energies but it can be done together. We have been practicing for some years now to learn to embrace the diversity and otherness we encounter here, and practicing too how to heal the ancient divisions and misunderstandings of the past. We have been practicing how to give and accept forgiveness, of ourselves, and of each other, and we have been practicing how to begin to live nonviolence, in our lives, and in solving our problems. These have been hard things for us to learn, and we have only just begun to transform ourselves and our communities through love and action, into a nonkilling, nonviolent society. We have a long way to go, but this is a time to give thanks, for the long way that we have come. This is not only a political journey it is also a spiritual journey. We have the framework in the Good Friday Agreement, and on May 8th a devolved Assembly, power sharing executive, and new First Minister, Dr. Paisley and Deputy Minister, Martin McGuinness, so the institutions are in place to build equality, human rights and justice for all. But what is also needed is that we build trust between not only the politicians, but also all the people. To do this we need to bring the values of love, forgiveness, compassion and reconciliation. It will not be easy, especially for many who have lost loved ones, but what a great testimony to those we have lost, will be the joy of building a future where no one else will suffer the pain of death through violence.

    To build in Northern Ireland a nonkilling, nonviolent, integrated, society is the task now facing us all. To move beyond tribalism, and nationalism, to a larger identity deeply linked to the wider human family and the environment, is indeed a great journey. We cannot leave this only to our politicians, but we as citizens can each take up this challenge to change.

    Many people from other counties in conflict will come to see how the Peace Process works. So perhaps the new Assembly would consider setting up a Ministry of Peace and Nonviolence, so that we can share the lessons of conflict resolution with others in more dangerous situations, and thereby return some of the help we have been given in our long journey to peace.

    I am full of hope for the future as I believe, in time we can be transformed into individuals and communities of love and forgiveness, which will be an example and give hope in a world crying out for peace.

  • Journeying With Active Nonviolence

    Dear Friends,

    I am very happy to be here and would like to thank the Irish School of Ecumenics and Kevin Cassidy, Peace People, for inviting me to give this talk. Also to thank Chairperson, Dr. Johnston McMaster, and respondees, Baroness May Blood, and Rob Fairmichael of INNATE.

    In a Society such as ours, coming as we do out of over 35 years of violent ethnic/political conflict, I believe, the question must be asked ‘Is it possible to move beyond violence in Ireland? Build communities of Nonkilling, Nonviolence, and live nonviolently together? From my own experience, I believe, the answer is YES.

    However, in our situation and where violence and division is endemic, it is so easy to be apathetic. You hear remarks so often “This place will never change”. And not just here but in other places where I have been, the almost constant violence in the lives of the people, have led many to give up hope.

    But, we should never give up hope. If we continue in this negative frame of mind, to accept violence, it will seriously threaten our quality of life, our economic recovery, and our security. The bad news is that all violence, be it bullying, homicide, violent crime, terrorism, violent revolution, armed struggles, suicide bombs, hunger strikes to the death, nuclear weapons, war, tragically take human lives, cause much suffering, and adds to a culture of violence. And all violence, State and Nonstate, is a form of injustice. The good news is that we are not born violent, most humans never kill, and the World Health Organization says Human Violence is a “preventable disease”. So happily we can be cured! Prevention starts with peace in our own hearts and minds. Prevention also starts by us, choosing to change to a more positive, self-acceptance and loving mindset, having confidence in ourselves and others, and continuing the hard work of tackling the root causes of our own violence, and others.

    Nowadays we hear a lot of talk about security. The greatest power on earth, the United States, decided that the way to achieve security was through shock and awe, destruction of countries, and the multiple deaths of people including her own young men and women transformed into soldiers. Such violent actions endorse a culture of violence, rather than a culture of dialogue with its citizens and perceived enemies. In Northern Ireland, we have been through all of that. And we know that it doesn’t work. Violence does not prevent violence. The failure of militarism, and Para militarism, in Northern Ireland is now mirrored in Iraq. Should it not be obvious that we are now at a point of human history where we must abolish the culture of violence and embrace a culture of nonviolence for the sake of our children and the children of the world? Embrace the idea of a nonkilling society. But is such a quantum leap of thinking possible? Nothing is possible unless we can imagine it. So what is meant by such a society?

    Prof. Paige in his book ‘Nonkilling Global Political Science’ (1) says: “a nonkilling society can be defined as a human community from the smallest to the largest in which (l) there is no killing of humans and no threats to kill, (2) there are no weapons for killing humans and no ideological justifications for killing – in computer terms, no “hardware” and no “software” for killing, and (3) there are no social conditions that depend, for maintenance or change, upon the threat or use of killing force”. I would add that it is not enough to decide not to kill, but we need to learn to live nonviolently in our lives and families. Nonviolence is a decision to protect and celebrate life, to love oneself, others, and ones enemies, and to bring wisdom, compassion, forgiveness and reconciliation into our relationships. It is a way of living in harmony with each other, the environment, and all of creation.

    To move towards such a culture, we need first to move away from dependence upon threat and use of killing force for security, and by that I mean armies and all imitations of armies. Second, we must stop using our economic resources for the unholy alliance of arms dealers and warmongers but use them instead to deal with the root cause of violence, i.e. poverty and injustice. If we provide education, health care, environmental protection, if we uphold human rights and the dignity of the human being, we will soon realize that a just society is its own security. Thirdly, we must deal with the social and psychological problems which we have inherited after 35 years of violent conflict, and a history of prejudice, sectarianism and discrimination.

    We have moved a long way already from the violent mindset. Happily too we have learned that we have a choice between, fight and flight, and that is the way of active nonviolence. As a pacifist I believe that violence is never justified, and there are always alternatives to force and threat of force. We must challenge the society that tells us there is no such alternative. In all areas of our lives we should adopt nonviolence, in our lifestyles, our education, our commerce, our defense, our governance. Also the Political Scientists, and academics, could help this cultural change by teaching Nonviolence as a serious Political Science.

    That is an ideal that has seldom been explored. But it’s not an impossible ideal. History is littered with examples of nonviolent resistance, many of successful. For example, Norway’s teachers at great cost to them prevented the Nazification of Norway’s educational system by simply refusing to implement it. Gandhi and Martin Luther King successfully used nonviolence for human rights issues; Jesus successfully used it in founding Christianity. St. Francis, a Mystic/Ecologist/Environmentalist, is a model to us of how we need to apply a holistic approach to living nonviolently, especially in a world where climate change is one of the greatest challenges to humanity’s future!

    We must make choices. Martin Luther King once said “The choice is between Nonviolence and Non-existence”. Again at this point in our Northern Irish history we face this choice as a society when we must not be complacent about our Peace Process but busy and involved in securing and building up the ground we have gained in justice and peace, fully conscious that in a political vacuum when all people cannot participate in just democratic politics, there is a danger that anger and frustration builds and violence is let loose again.

    Fear I believe that one of the barriers to progress is our fear. We can be glad that all Parties in Northern Ireland are agreeing that nonviolence is the way forward, and as the guns begin to fall silent (and hopefully loyalist paramilitary guns will soon too fall silent) we are given space to study our changing identities, and politics. However it is a sobering thought, and worth remembering, that there was no Army, no active Irish Republic Army, no loyalist paramilitaries, on the streets in Northern Ireland in l969, yet we had such a deep ethnic fear amongst a divided community that when the genie of violence was released, what became known as ‘the troubles’ became unstoppable for over 35 years. That fear, (and in some cases deep sectarian hatred) remains and it is this which we must recognize and work to remove if there is to be real change. As humans we each carry fear inside us. It’s alright to be afraid, but we must have the courage to face our fears and do what is right. People are afraid of many things. Fear of death, fear of embarrassment, fear of ethnic annialiation. Understanding and acknowledging this often irrational fear is the first step to dealing with it. In Northern Ireland where we have two main identities, and thankfully many others as we welcome new emigrant groups, we must learn to mellow our identities and put our common humanity above these diverse traditions and divisions. If we put too much into our identities, i.e. defining ourselves as against the other, ‘I’m Irish, Catholic, Nationalist, NOT British, Protestant, Unionist, and if we perceive this identity to be threatened in any way we can become violent. I believe, it’s time in Northern Ireland, we begun more to think of ourselves firstly, as part of the human family and remembered above all our common humanity.

    In l998 the UN declared this to be the Decade of a Culture of Peace and Nonviolence for the Children of the World (2001-201O). Introducing nonviolence across the curriculum will help build a new culture. The media, who seem mesmerized by violence, have an important role to play. I was struck by how quickly the change took place from an accepting culture of smoking to the culture of nonsmoking. The Government and media agreed that smoking was bad for our health, and helped change the culture. We can all agree Violence is bad for our health, and the media can play its role by helping to stop the glorification and promotion of violence in our culture, i.e., through mass media, war games, etc., all means of desensitizing our children to what is cruel and inhumane. Those of us, who have lived the troubles, have a particular responsibility not to ever allow violence, war, and armed struggles, to be romanticed, glorified, or culturally accepted as ways of solving our problems.

    All Faith traditions can play a role in building this new culture, as each has their own prophets of nonviolence. All faiths can agree to teach the Golden Rule of ‘Do unto others as you would have them do to you’ I myself came into pacifism and nonviolence in the early l970. Facing State violence, I asked myself “as a Christian can I ever use violence”? I studied and rejected the ‘Just war’ theory and went to the cross where I believe Jesus’ message of love your enemies, do not kill is most clearly shown. I also agree with the American theologian, the late Fr. John L. McKenzie, who said: “You cannot read the gospels and not know that Jesus was totally nonviolent.” I believe too that Jesus with a machine gun does not come off as an authentic figure. But until the Christian Church begins to seriously live and teach the nonviolent message of Jesus, to abolish the Just War theory, to denounce nuclear bombs and war, it behooves those of us who are Christian (and those who follow other spiritual paths or none) to seek truth in our own life, and live out of that with as much integrity as possible, respecting others right to their truth, their faith, and their way of life.

    Reconciliation and Integration of Our society: In a polarized Society such as ours, we need to increase cross-community efforts and develop new ways of integration. Much work is being done, such as community, inter-church, interfaith, integrated education, – especially integrated schools – sports, cultural events, etc., We can each choose to be part of integrating our community and building friendships and trust or we can remain in the old mindsets and pass onto our children the distrustful concepts of ‘one of the other kind’ or ‘one of your own’. In Northern Ireland, we can move away from seeing each other in terms of flags and religions, and rather see each other, as flawed human beings, needing each other, and needing to love and be loved, as we each struggle to cope with the joy and the suffering of life’s journey.

    Forgiveness is the key to peace. Many people have suffered violence. We have all suffered and bear the scars of violence. This leaves us with yet another choice. We can get stuck in recrimination and blame, and feed the seeds of our own anger and hatred, or we can choose to forgive and move on with our lives, determined to be happy and live each moment fully alive and celebrating this beautiful gift of life. If we get stuck in the past it can destroy our creativity and imagination, necessary to make a difference. Which do we want to choose? However, some people have said to me they find it hard to forgive. They feel too traumatized and they want to see justice done. This is very understandable. The process of forgiveness takes time, and it needs the support of family, friends, and often trained people to help people deal with the trauma and suffering involved. I commend the great efforts of many people helping in this area of suffering, and hope resources will continue to be provided to help the healing process of many people affected by the troubles.

    Trust: A legacy of the Northern Irish conflict is our evident lack of trust. When the Good Friday Agreement was signed, for many it was not signed with ‘grace’ and there was not a conscious choice to trust others, nor a willingness to power sharing, nor a real commitment to work for the implementation of equal rights and full recognition of all national identities. I believe this lack of trust is still deep and is one of the causes of our political stalemate. Yet, we the people must make choices. I am asking now that we really start to trust one another. Although we have come a long way since the Good Friday agreement, we have yet to achieve our power sharing executive and working Assembly. I believe the civil community needs to unite its voice in insisting our Political Leaders sit down in a shared executive, and Assembly. Direct rule is not an option, and indeed is insulting and humiliating to the people of Northern Ireland as it questions our maturity and ability as civilized adults to run our own affairs and our own Parliament. One of the ideas we might consider is the establishment of a Ministry of Peace in our own Northern Irish Parliament, and also in the Dail. Also by devolving power and resources to local communities empowering them to fulfill their rights and responsibilities as Citizens, will ensure that we, the Northern Irish people, can build a vibrant, nonviolent democracy right across the whole community, thus breaking down the divisive green and orange politics we have tragically inherited, and at the moment are dangerously trapped within.

    I have great hope for the future. I believe in the goodness and kindness, of the people of Ireland, both North and South. This was evidenced throughout the troubles with the many thousands of people, who every time there was serious violence, and it looked like we could go over the edge into civil war, they marched to say ‘no to violence’ ‘yes to peace’. It must always be remembered the tremendous role the civil community played, particularly in Northern Ireland, in building the peace. Many of those people are still there, and it is in them, and their children, that I rest my hope for a better future in our country.

    As World Citizens too, I think we can join with millions of our brothers and sisters, working where they are, for nonviolent transformation. This will mean building a demilitarized Ireland and Britain (with no armies) building neutral and nonaligned countries in Europe and around the world, developing unarmed Policing and nonmilitary forms of defense. It will also mean changing Patriarchal and Hierarchical systems which are unjust and under which women suffer from oppressive structures and institutions. It will not be easy, but is necessary and it is possible together to build a new world civilization with a compassionate and just heart.

  • A Nonkilling, Nonviolent World for the 21st Century

    Dear Friends,

    I am delighted to be attending this Summit, and I would like to thank President Gorbachev, Mayor Veltroni, and the City of Rome for hosting this event. Thank you for inviting me to make this contribution towards the Nobel Peace Laureates Charter for a Nonviolent World.

    I believe that, one of our greatest challenges as the human family, is to transform our violent cultures into a nonkilling, nonviolent culture for the World. This journey from violence to nonviolence will be long and difficult, but human beings mimic each other, and as increasingly more people reject violence, and use the alternatives available, others will follow their example, and change will happen. Already many people are asking, ‘Is it possible to move beyond violence? To build Nonkilling, Nonviolent societies, and World?’ I believe, the answer is YES! However, where violence is endemic, it is easy to be apathetic. Also, particularly in our current world political situation, faced as we are, with an ethical and moral crisis, brought about by many Governments’ abuse of their power, especially those Governments’ who have the most temporal power, often civil society feel disempowered and hopeless.

    But we should never give up hope. If we continue in a negative frame of mind, to accept violence, it will seriously threaten our quality of life, and our security. The bad news is that all violence, be it bullying, torture, homicide, violent crime, terrorism, violent revolution, armed struggles, suicide bombings, hunger strikes to the death, nuclear weapons, militarism, and war, tragically often take human life, and add to the culture of violence. And all violence, State and Non-state, is a form of injustice, which demeans us all.

    Killings by Governments, and nongovernmental armed groups, and threats to kill, underlie all other threats to the survival of humanity, damaging peoples’ physical, psychological, economic, social, cultural, and environmental, well-being. If we are to reverse this downward spiral of violence, we need to uphold the Principal that, everyone has a right not to be tortured, or killed, and a responsibility not to torture, kill, or support the killing of others. These are basic human rights enshrined in national and international laws and we all must stand firm on the upholding of these Rights by our Governments and by ‘armed revolutionaries’ or ‘armed insurgency groups’.

Prevention, also starts in our own conscience where we know what is right and refuse to be morally blinded in our mind and heart by nationalism and militarism, a moral disease which continues to destroy many people. For example, in Iraq, where the USA Government has carried out war crimes, in Chechnya where the Russian Government continues to commit war crimes, the Israel Government’s massacre in the occupied Palestinian terroritories, and State and non-state killings in many other places around our world.

Over 654,000 Iraqi civilians and over 2,800 USA soldiers have needlessly died. Such violent reactions endorse a culture of violence, rather than a culture of dialogue with its citizens and perceived enemies. In Northern Ireland, we have been through all of that. And we know that it doesn’t work. Violence does not prevent violence. The failure of militarism, paramilitarism, in Northern Ireland is mirrored in Iraq. Should it not be obvious that we are now at a point of human history where we must abolish the culture of violence and embrace a culture of nonviolence for the sake of our children and the children of the world? But is such a quantum leap of thinking possible? Nothing is possible unless we can imagine it. So what is meant by such a society?

Nonviolence recognizes principled dissent against injustice and the misuse of power and upholds the right to civil disobedience as an integral part of a democratic society. Nonviolence is based on unconditional love, truth, equality, justice, and respect for life, and all of creation.

    To build such a nonviolent culture we need first to move away from dependence upon threat and use of killing force for security, and by that I mean armies and all imitations of armies. Second we must stop using our economic resources for the unholy alliance of arms dealers and warmongers. Currently there are over 20 million people under arms, and an annual military budget of one trillion dollars a year. According to one United Nations report, an investment of less than a fourth of the world’s collective annual expenditure on arms, would be enough to solve the major economic and environmental problems facing humanity. If this is true, and I believe that it is, isn’t it a crime against humanity that those who exercise power in our world continue to pour billions of dollars into so-called security enriching the arms dealers in the process, while neglecting the children who are dying every day of poverty and disease. Ending the military/industrial corporations stranglehold on many Governments’ policies, and introducing policies which meet the basic needs of the people would help remove many of the root causes of violence. We know what to do, but what is lacking is the will of economic and political leaders, who continue their policies to feed the death culture of war, nuclear weapons and arms. This then is just not a political, economic, and socio-cultural crisis but a deeply spiritual and moral one.

    The Human family is moving away from the violent mindset, and increasingly violence, war, armed struggles, violent revolutions, are no longer romanticed, glorified, or culturally accepted as ways of solving our problems. As a pacifist I believe that violence is never justified, and there are always alternatives to force and threat of force. We should challenge the society that tells us there is no alternative to violence. In all areas of our life we can adopt nonviolence, in our lifestyles, our education, our commence, our defense, our governance. Also the Political scientists and academics could help this cultural change by teaching nonviolence as a serious political science, and help too in the further development of effective nonviolence to bring about social and political change. Also by implementing the UN Decade for a Culture of Peace and nonviolence for the Children of the World, (2001-2010) and teaching it in educational establishments, can help evolve this new culture.

Abdul Khaffer Khan, a great Muslim leader, demonstrated the power of courageous Islamic nonviolence through the unarmed Servants of God army and parallel government to liberate the Pathan people from British colonial rule in India’s North-West Frontier Province (now in Pakistan). Their example deserves to be known widely throughout the world (2).

They can teach the Golden Rule of ‘Do unto others as you would have them do to you’ and also to ‘love your enemies’, which, I believe, is necessary for humanity’s survival in this age of military madness. I speak from my own faith tradition which is Christian. I myself came into pacifism and nonviolence in the early l97O’s. Facing State Violence I asked myself ‘As a Christian can I ever use violence”? I studied and rejected the ‘Just War’ theory and went to the cross where Jesus’ message of love your enemies, do not kill, is most clearly shown. I also agree with the American theologian, the late Fr McKenzie, who said ‘You cannot read the gospels and not know Jesus was totally nonviolent.’ He also described the Just War theory as a phony piece of morality. How tragic, in light of Jesus’ example, to know that the American Catholic Hierarchy, with a couple of honorable exceptions, have blessed yet again Catholics going to participate in an unjust, immoral and illegal war, in Iraq, thus ignoring their own Pope’s guidance on this matter. But, I believe, until the Christian Churches resurrect from their longstanding moral malaise of blessing, ambiguity, or consent-bestowing silence, on violence, militarism, and war, and gives Spiritual guidance by abolishing the Just War theory, and developing a theology more in keeping with the nonviolence of Jesus, it behooves those of us who are Christian, and those who follow other spiritual paths, or none, to follow our own conscience in such matters.

    As world citizens working together in solidarity we can abolish nuclear weapons and war, demilitarize the World, build neutral and nonaligned countries, develop unarmed policing and nonmilitary forms of self-defense. We can establish or strengthen nonviolent institutions, such as: Global Nonkilling Spiritual Council: Global Nonkilling Security Council: Global Nonkilling Nonmilitary self-defense Security, such as the Nonviolent Peaceforce: Global Nonkilling Leadership Academies: Global Nonkilling Trusteeship Fund: Ministries of Peace by National Governments: (2) (All of these proposed nonviolent institutions are described at as addendum to this paper).

    To build a nonviolent culture will also mean changing Patriarchal and Hierarchical systems which are unjust and under which women, suffer from oppressive structures and institutions. It will mean in particular challenging violence and injustice in our own societies and extending our support to all humans who suffer injustice everywhere. To people who are suffering torture, the imates in Guantanamo and other such Guantanamos in whatever country, and supporting whistleblowers like Mordechai Vanunu who continues to suffer for telling the truth. It will not be easy but it is necessary, and it is possible together, in our interconnected, interdependent human family, to build a new world civilization with a nonviolent heart.

    Global Nonkilling Security Council. Composed of persons elected among distinguished contributors to the theory, strategy, tactics, and practice of nonkilling domestic and transnational defense. Serves as a continuing source of nonviolent security alternatives for consideration by all parties in potential or actual deadly conflicts that threaten physical, economic and ecological well-being.

    Global Nonkilling Service: Composed of locally rooted professional and volunteer workers in every country, trained in nonmilitary skills of security, conflict transformation, constructive service, and humanitarian and disaster relief. Builds upon nonviolent military and nongovernmental experience such as the Gandhi and Shanti Sena and the Nonviolent Peaceforce.

    Global Nonkilling Leadership Academies: Prepares local and transnational leaders, partly by biographical studies, to take nonkilling initiatives in response to the interdependent human needs for security, economic well-being, dignity, ecological sustainability and problem solving co-operation. Seeks to build mutually strengthening relationships based upon the nonkilling principles in co operation with the United Nations University Japan, the UNU International Leadership Academy in Jordan, the University of Peace in Costa Rica, and other peace-seeking educational and training institutions.

    On 7 September 2006, upon hearing of her unanimous appointment as the next Israeli Supreme Court President, Justice Dorit Beinisch said she would preserve “the Supreme Court’s culture of values.” She went on to say, “As for the talk of eroding public confidence in the court system, everyone from all walks of life comes to Court to ask for its help.” She said the Supreme Court had no political agenda and protected basic values. I found these interesting comments from Justice Beinisch, who just the day before sat in the Israeli Court (together with Justices Chesine and Brunis) hearing the third appeal of Mordechai Vanunu, the Israeli nuclear whistleblower, against his restrictions.

    In l986, Mordechai Vanunu, acting out of conscience, revealed to the world that Israel had a nuclear weapons program. Sentenced to 18 years in prison, the first 12 years in solitary confinement in a tiny cell, and eventually was released in April 2004, having completed the entire 18 years. Upon his release, the Israeli Government imposed draconian restrictions on his freedom. He is forbidden to speak to foreigners or foreign press or to leave Israel. Each year for the past two years, on the 2lst of April, these restrictions have been renewed and Vanunu remains a virtual prisoner, living within a couple of square miles of East Jerusalem and under constant security surveillance everywhere he goes.

    On this, my fourth visit to support Mordechai Vanunu (whom I have nominated many times for the Nobel Peace Prize), I attended the Israeli Supreme Court hearings on Vanunu’s restrictions on 6 September 2006. Vanunu’s defense lawyer, Avigdor Feldman, argued that in all the interviews Mordechai gave to the international media since his release in April 2004, there were no new secrets revealed and nothing he said was endangering the security of the State. He said that the Supreme Court stated in its judgment last year, that “the no breaches of restrictions together with the ‘passing of time’ factor are the base in deciding the continuing or ending of the restrictions.” Now after two-and-a-half years and in light of the fact that Mordechai did not breach the restrictions for eight months, Feldman argued, the Court should consider the ending of the restrictions. Mr. Feldman said that the ban on Mordechai to leave the country is a serious breach of his fundamental constitutional human rights. The attorney for the State came to the Court with four or five men, secret expert witnesses from the Secret Services and from the secret Israeli Nuclear Committee, to give the three judges a testimony behind closed doors, without Mordechai and his lawyers present, as they have done in the previous discussions in the Supreme Court. Their aim would be to convince the Court that Vanunu still has more information to reveal and he is a serious danger to the security of the State.

    Justice Beinisch, said that there is no need to hear these secret testimonies as their position was well accepted by the previous bench of the Court, and “it is accepted on this bench too.” The attorney for the State disputed Feldman’s statements, arguing that “Vanunu is still a danger to the State security; he has more unpublished information and he wanted to make it public.” He also said that it is not true that Vanunu did not breach the restrictions in the past eight months and that he has material on that, but he wants it to be heard in closed doors. Mr. Feldman said only if the State has a proper order should it make it closed doors evidence. In the end, the Court asked the State to obtain the certificate for secrecy and make a new date to continue the hearing of the appeal.

    One thing was clear from both the State Attorney and from the Judge’s statements in the Court, that with or without Vanunu breaching the restrictions, eight months or a year’s time (since the previous decision of the Court) is not enough time to end restrictions. The President of the Court said that “the Court in its decision left the term ‘time’ undefined” and asked the State what is their position to how much longer the restrictions could continue, but there was no clear answer from the State Prosecutor as to how long was long enough!

    As I sat in the Israeli Court, I was surprised at one of the comments by President Beinisch to the effect that two years of restrictions do not seem too long! I thought to myself that it is, two-and-a-half years of restrictions, plus 18 years in prison (12 in solitary) and every day that goes by now, Mordechai Vanunu is a virtual prisoner, whose life is constantly in danger, being re-punished again and again (itself an action forbidden by law). How long is it going to be before it is finally long enough? Vanunu has no secrets; Israel and the world know it. His situation is now worse than a prison term, when at least he could look forward to getting out at a given time. Now he knows the Israeli government, directed by the Security Services of Israel, can keep him in Israel forever if they like, and no one outside Israeli, or inside, apart from the Israeli Supreme Court, if they really are a Court of Justice, can do anything about it! Vanunu has gone (yet again, as this is the third appeal!) to the Israeli Court to ask for its help, and the question is: Will they help give him justice NOW, and if not now, WHEN? Or must he live out the rest of his life incarcerated within Israel, a victim of secret court hearings, and security bureaucrats, and a victim of an allegedly democratic country with a sham justice system, offering no hope to Vanunu or any of its citizens who come looking for justice from their Courts of Justice.

    Both inside Israel and in the international community, many people wait and watch to see if President Beinisch and her two Justice colleagues will have the courage to uphold international law and basic common decency and justice and restore Mordechai Vanunu’s right to his basic freedom of speech and movement. The result of this appeal will indeed give us an indication of the future strength of Israeli justice for those who go to ask for its help. We wait in hope that we may yet see JUSTICE IN JERUSALEM.
