  • Is the Obama Administration Abandoning Its Commitment to a Nuclear-Free World?

    In a major address in Prague on April 5, 2009, the newly-elected U.S. President, Barack Obama, proclaimed “clearly and with conviction America’s commitment to seek the peace and security of a world without nuclear weapons.”  On January 24, 2013, however, Senator John Kerry, speaking at Senate confirmation hearings on his nomination to become U.S. secretary of state, declared that a nuclear weapons-free world was no more than “an aspiration,” adding that “we’ll be lucky if we get there in however many centuries.”  Has there been a change in Obama administration policy over the past four years?

    There are certainly indications that this might be the case.

    During the 2008 presidential election campaign, Obama made his support for nuclear weapons abolition quite clear on a number of occasions, most notably in Berlin.  Speaking on July 24 before a vast, enthusiastic crowd, the Democratic presidential candidate promised to “make the goal of eliminating all nuclear weapons a central element in our nuclear policy.”  He argued that “this is the moment to secure the peace of the world without nuclear weapons.”

    Obama certainly seemed to follow through with this program during his first year in office.  His Prague speech of April 5, 2009 — the first major foreign policy address he delivered as president — was devoted entirely to building a nuclear weapons-free world.  In September of 2009 he became the first American president in history to chair a meeting of the UN Security Council — one dealing with nuclear disarmament and nonproliferation.  The upshot was unanimous Security Council support for Resolution 1887, which backed the goal of nuclear abolition and an action plan to reduce nuclear dangers.  Obama’s promotion of a nuclear weapons-free world played a key role in the announcement that October that he would receive the Nobel Peace Prize.

    The anti-nuclear momentum, however, slowed somewhat in 2010.  In April of that year, the White House released its Nuclear Posture Review, which did reorient U.S. policy toward less reliance on nuclear weapons.  But the policy shifts were fairly minor and smaller than anticipated.   Soon thereafter, the U.S. and Soviet governments announced the signing of the New START treaty, which set lower limits on the number of deployed nuclear warheads and deployed delivery systems for the two nations.  Although the U.S. Senate ratified New START by a vote of 71 to 26, the reductions in all types of nuclear weapons held by the United States and Russia were actually rather modest.  Consequently, the two nations continued to possess about 95 percent of the world’s nuclear weapons.

    Much worse, from the standpoint of nuclear disarmers, was the fact that strong Republican opposition to the treaty led to an Obama administration retreat on the issue of building a nuclear-free world.  The most obvious indication was the White House pledge to provide roughly $214 billion over the next decade for modernizing U.S. nuclear forces and infrastructure.  Apparently offered in an attempt to buy GOP support for the treaty, this pledge set the U.S. government on a course that totally contradicted its talk of disarmament.  In addition, the administration withdrew plans to submit the Comprehensive Test Ban Treaty (signed by President Bill Clinton in 1996) for Senate ratification, did not even begin negotiations for further nuclear arms reductions with Russia, and — with the exception of mobilizing other nations against the possibility of Iran joining the nuclear club — let nuclear arms control and disarmament vanish from the policy agenda.  In 2011, Secretary of State Hillary Clinton remarked dismissively that a nuclear weapons-free world would be attained “in some century.”  President Obama’s January 2013 inaugural address did not discuss a nuclear-free world, or even specific arms control and disarmament measures.

    The hearings on Senator Kerry are revealing.  As the Republicans were eager to have him leave the Senate and open up his seat for a Republican (then presumably former Senator Scott Brown), Kerry had a very easy time of it, and used his newfound popularity to defend the more controversial Chuck Hagel, the administration’s nominee for secretary of defense.  When the Republicans raised the issue of Hagel’s support for Global Zero, a group advocating the abolition of nuclear weapons, Kerry responded that he did not believe Hagel wanted to completely eliminate them.  Kerry added that, personally, he favored a policy of nuclear deterrence and believed that “we have to maintain” the U.S. nuclear stockpile.  “We have to be realistic about it,” Kerry explained, “and I think Senator Hagel is realistic about it.”  Kerry’s remarks about the “many centuries” it would take to eliminate nuclear weapons emerged in this context.

    Of course, actions can speak much louder than words.  Kerry’s remarks might represent no more than soothing pabulum for GOP hawks.  The real test of the Obama administration’s commitment to a nuclear-free world will be its actions in the coming years.  Will it reduce expenditures for modernizing U.S. nuclear weapons and facilities, promote Senate ratification of the Comprehensive Test Ban Treaty, negotiate a treaty with Russia for deeper weapons reductions, and take actions that do not require Senate ratification (for example, join with Russia to remove nuclear weapons from high alert status)?  Above all, will it begin to negotiate a treaty for the verifiable, worldwide elimination of nuclear weapons?  We shall see.

    In the meantime, people interested in removing the dangers posed by over 17,000 nuclear weapons around the globe might want to press the administration to honor its commitment to seek a nuclear-free world.

  • How Hawkish Are Americans?

    In the midst of a nationwide election campaign in which many politicians trumpet their support for the buildup and employment of U.S. military power around the world, the American public’s disagreement with such measures is quite remarkable. Indeed, many signs point to the fact that most Americans want to avoid new wars, reduce military spending, and support international cooperation.


    The latest evidence along these lines is a nationwide opinion survey just released as a report (Foreign Policy in the New Millennium) by the highly-respected Chicago Council on Global Affairs. Conducted in late May and early June 2012, the survey resulted in some striking findings.


    One is that most Americans are quite disillusioned with the Iraq and Afghanistan wars of the past decade. Asked about these conflicts, 67 percent of respondents said they had not been worth fighting. Indeed, 69 percent said that, despite the war in Afghanistan, the United States was no safer from terrorism.


    Naturally, these attitudes about military intervention in Iraq and Afghanistan fed into opinions about future military involvement. Eighty-two percent of those surveyed favored bringing U.S. troops home from Afghanistan by 2014 or by an earlier date. Majorities also opposed maintaining long-term military bases in either country. And 71 percent agreed that “the experience of the Iraq war should make nations more cautious about using military force to deal with rogue states.”


    Certainly Americans seem to believe that their own military footprint in the world should be reduced. In the Chicago Council survey, 78 percent of respondents said that the United States was playing the role of a world policeman more than it should. Presented with a variety of situations, respondents usually stated that they opposed the use of U.S. military force. For example, a majority opposed a U.S. military response to a North Korean invasion of South Korea. Or, to take an issue that is frequently discussed today – Iran’s possible development of nuclear weapons — 70 percent of respondents opposed a U.S. military strike against that nation with the objective of destroying its nuclear facilities.


    Yes, admittedly, a small majority (53 percent) thought that maintaining superior military power was a “very important goal.” But this response was down by 14 points from 2002. Furthermore, to accomplish deficit reduction, 68 percent of respondents favored cutting U.S. spending on the military — up 10 points from 2010. Nor are these opinions contradictory. After all, U.S. military spending is so vast – more than five times that of the number 2 military spender, China – that substantial cuts in the U.S. military budget can be made without challenging U.S. military superiority.


    It should be noted that American preferences are anti-military rather than “isolationist.” The report by the Chicago Council observes: “As they increasingly seek to cut back on foreign expenditures and avoid military entanglement whenever possible, Americans are broadly supportive of nonmilitary forms of international engagement and problem solving.” These range from “diplomacy, alliances, and international treaties to economic aid and decision making through the UN.”


    For example, the survey found that 84 percent of respondents favored the comprehensive nuclear test ban treaty (still unratified by the U.S. Senate), 70 percent favored the International Criminal Court treaty (from which the United States was withdrawn by President George W. Bush), and 67 percent favored a treaty to cope with climate change by limiting greenhouse gas emissions. When asked about China, a nation frequently criticized by U.S. pundits and politicians alike, 69 percent of respondents believed that the United States should engage in friendly cooperation with that country.


    The “isolationist” claim falls particularly flat when one examines American attitudes toward the United Nations. The Chicago Council survey found that 56 percent of respondents agreed that, when dealing with international problems, the United States should be “more willing to make decisions within the United Nations,” even if that meant that the United States would not always get its way.


    Overall, then, Americans favor a less militarized U.S. government approach to world affairs than currently exists. Perhaps the time has come for politicians to catch up with them!

  • Review of Richard Falk’s and David Krieger’s The Path to Zero: Dialogues on Nuclear Dangers

    Lawrence WittnerAbout a third of the way through The Path to Zero, David Krieger, one of the authors, suggests a Zen koan — a mind-bending riddle designed to foster enlightenment — that runs as follows: “What casts a dark shadow when dormant and a fiery cloud of death when brought to life?” The answer is nuclear weapons, the subject of this book.

    It is certainly a crucial subject. The contradiction between the potential of nuclear weapons to destroy the world and the determination of nations to possess them is a central dilemma of modern times. More than sixty-seven years after U.S. atomic bombs killed much of the population of two Japanese cities, some 20,000 nuclear weapons — thousands of them on alert — remain housed in the arsenals of nine countries. The United States and Russia possess about 95 percent of them. Moreover, despite a rhetorical commitment to building a nuclear weapons-free world, some nations are undertaking multi-billion dollar programs to modernize their nuclear weapons production facilities, while others appear to be en route to becoming nuclear powers.

    Faced with this disastrous indifference by national governments to the fate of the earth, the people of the world would do well to study The Path to Zero, an extended conversation on the nuclear dilemma by two of its most brilliant, knowledgeable, and profound analysts. Richard Falk is Albert G. Milbank Professor of International Law and Practice Emeritus at Princeton University and currently a research professor at the University of California-Santa Barbara. Krieger is co-founder and president of the Nuclear Age Peace Foundation in Santa Barbara and a Councilor on the World Future Council.

    In this outstanding book, Falk and Krieger address with great eloquence a broad range of issues, including nuclear weapons dangers, nuclear power, international law, the strength of militarism, public apathy, nuclear proliferation, nuclear arms control, and nuclear disarmament.

    Falk rests his case against “nuclearism” on morality and law. He explains: “It is unacceptable to kill or threaten to kill innocent people on the basis of a weaponry and a strategic doctrine that is indiscriminate in targeting and would almost certainly result in inflicting mass destruction.” At a later point, he adds: “In a democracy, we should be able to insist that our elected government uphold the law and behave ethically in relation to an issue as important as the role of nuclear weaponry. And when that insistence is met with evasion and silence for decades, we are obliged to expose these deficiencies of national governance and, perhaps, extend the discussion to the deficiencies of a world order built on geopolitical premises of hard-power capabilities and the nonaccountability of nuclear weapon states to international law or the UN Charter.”

    Like Falk, Krieger makes a powerful case against nuclear weapons. It is not at all clear that nuclear deterrence is effective, he observes. Indeed, “missile defenses are, in effect, an admission that nuclear deterrence is insufficient to prevent a nuclear attack.” Furthermore, the deployment of such defenses by country A “is an incentive for country B to improve the quality and increase the quantity of its nuclear arsenal.” Opposition to preparations for nuclear war, Krieger argues, serves as “a voice of conscience … thereby awakening and engaging others in the struggle for a more decent world.”

    Falk and Krieger are not always in agreement. In general, Falk is more dismissive of past nuclear arms control and disarmament activities by governments and somewhat more pessimistic about progress in the future. Not surprisingly, then, while Krieger favors taking a more ameliorative path, Falk calls for a total break with past arms control and disarmament efforts. Indeed, he argues for what he calls “a politics of impossibility” — one focused on a “prudent and rationally desirable end” rather than its apparent political feasibility.

    Nonetheless, both individuals share the belief that a nuclear weapons-free world is essential for global survival and concur on specific steps that should be taken toward that goal. Krieger sums up their consensus nicely. “First, we agree that U.S. [government] leadership may be needed but … is unlikely to be forthcoming without considerable pressure from the people. Second, such pressure from below is not currently on the horizon, but we should not give up in our educational efforts to awaken the American people and engage them in a movement to achieve a world free of nuclear weapons.” Third and fourth, observes Krieger, given the absence of U.S. government pressure for disarmament, “we will have to look elsewhere for leadership.” This leadership “could come from the non-nuclear weapon states that are parties to the Non-Proliferation Treaty.” In asserting such leadership, “they would have to band together and make strong demands on the nuclear weapon states” – demands that “might have to be in the form of … delivering an ultimatum to withdraw from the NPT” under the provisions of the treaty’s Article X — unless the nuclear weapon states finally agree to a concrete plan for full-scale nuclear disarmament. They recommend “an initial demand” on the nuclear nations of No First Use, but argue that “the strongest litmus test” of their sincerity would be convening negotiations on a treaty to abolish nuclear weapons.

    At the moment, as both men concede, this program does not seem likely to be implemented. Even so, Krieger notes, “the future is always undetermined and subject to change. The currents of history can be redirected by committed individuals and the formation of new institutions. … Creativity and persistence, rooted in hope, can change the world.”

    The Path to Zero — a work of great insight and wisdom — is an important part of that global transformation.

  • Do Nuclear Weapons Really Deter Aggression?

    Lawrence WittnerIt’s often said that nuclear weapons have protected nations from military attack.

     

    But is there any solid evidence to bolster this contention? Without such evidence, the argument that nuclear weapons prevented something that never occurred is simply a counter-factual abstraction that cannot be proved.

     

    Ronald Reagan — the hardest of military hard-liners — was not at all impressed by airy claims that U.S. nuclear weapons prevented Soviet aggression. Kenneth Adelman, a hawkish official in the Reagan administration, recalled that when he “hammered home the risks of a nuclear-free world” to the president, Reagan retorted that “we couldn’t know that nuclear weapons had kept the peace in Europe for forty years, maybe other things had.” Adelman described another interchange with Reagan that went the same way. When Adelman argued that “eliminating all nuclear weapons was impossible,” as they had kept the peace in Europe, Reagan responded sharply that “it wasn’t clear that nuclear weapons had kept the peace. Maybe other things, like the Marshall Plan and NATO, had kept the peace.” (Kenneth Adelman, The Great Universal Embrace, pp. 69, 318.)

     

    In short, without any solid evidence, we don’t know that nuclear weapons have prevented or will prevent military aggression.

     

    We do know, of course, that since 1945, many nations not in possession of nuclear weapons and not part of the alliance systems of the nuclear powers have not experienced a military attack. Clearly, they survived just fine without nuclear deterrence.

     

    And we also know that nuclear weapons in U.S. hands did not prevent non-nuclear North Korea from invading South Korea or non-nuclear China from sending its armies to attack U.S. military forces in the ensuing Korean War. Nor did massive U.S. nuclear might prevent the Soviet invasion of Hungary, the Warsaw Pact’s invasion of Czechoslovakia, Soviet military intervention in Afghanistan, and the Iraqi invasion of Kuwait. Also, the thousands of nuclear weapons in the U.S. arsenal did nothing to deter the terrorist attacks of 9/11 on U.S. territory.

     

    Similarly, nuclear weapons in Soviet (and later Russian) hands did not prevent U.S. military intervention in Korea, Vietnam, Lebanon, the Dominican Republic, Grenada, Panama, Afghanistan, and Iraq. Nor did Soviet nuclear weapons prevent CIA-fomented military action to overthrow the governments of Iran, Guatemala, Cuba, Chile, Nicaragua, and other nations.

     

    Other nuclear powers have also discovered the irrelevance of their nuclear arsenals. British nuclear weapons did not stop non-nuclear Argentina’s invasion of Britain’s Falkland Islands. Moreover, Israel’s nuclear weapons did not prevent non-nuclear Egypt and non-nuclear Syria from attacking Israel’s armed forces in 1973 or non-nuclear Iraq from launching missile attacks on Israeli cities in 1991. Perhaps most chillingly, in 1999, when both India and Pakistan possessed nuclear weapons, the two nations — long at odds — sent their troops into battle against one another in what became known as the Kargil War.

     

    Of course, the argument is often made that nuclear weapons have deterred a nuclear attack. But, again, as this attack never took place, how can we be sure about the cause of this non-occurrence?

     

    Certainly, U.S. officials don’t appear to find their policy of nuclear deterrence very reassuring. Indeed, if they were as certain that nuclear weapons prevent nuclear attack as they claim to be, why are they so intent upon building “missile defense” systems to block such an attack — despite the fact that, after squandering more than $150 billion on such defense systems, there is no indication that they work? Or, to put it more generally, if the thousands of U.S. nuclear weapons safeguard the United States from a nuclear attack by another nation, why is a defense against such an attack needed?

     

    Another indication that nuclear weapons do not provide security against a nuclear attack is the determination of the U.S. and Israeli governments to stop Iran from becoming a nuclear weapons state. After all, if nuclear deterrence works, there is no need to worry about Iran (or any other nation) acquiring nuclear weapons.

     

    The fact is that, today, there is no safety from war to be found in nuclear weaponry, any more than there was safety in the past produced by fighter planes, battleships, bombers, poison gas, and other devastating weapons. Instead, by raising the ante in the ages-old game of armed conflict, nuclear weapons have merely increased the possibility that, however a war begins, it will end in mass destruction of terrifying dimensions.

     

    Sensible people and wise government leaders have understood for some time now that a more promising route to national and international security is to work at curbing the practice of war while, at the same time, banning its most dangerous and destructive implements. This alternative route requires patient diplomacy, international treaties, citizen activism, the United Nations, and arms control and disarmament measures. It’s a less dramatic and less demagogic approach than brandishing nuclear weapons on the world scene. But, ultimately, it’s a lot safer.

  • Should NATO Be Handling World Security?

    Lawrence WittnerThe North Atlantic Treaty Organization (better known as NATO) is in the news once again thanks to a NATO summit meeting in Chicago over the weekend of May 19-20 and to large public demonstrations in Chicago against this military pact.


    NATO’s website defines the alliance’s mission as “Peace and Security,” and shows two children lying in the grass, accompanied by a bird, a flower and the happy twittering of birds. There is no mention of the fact that NATO is the world’s most powerful military pact, or that NATO nations account for 70 percent of the world’s annual $1.74 trillion in military spending.


    The organizers of the demonstrations, put together by peace and social justice groups, assailed NATO for bogging the world down in endless war and for diverting vast resources to militarism. According to a spokesperson for one of the protest groups, Peace Action: “It’s time to retire NATO and form a new alliance to address unemployment, hunger, and climate change.”


    NATO was launched in April 1949, at a time when Western leaders feared that the Soviet Union, if left unchecked, would invade Western Europe. The U.S. government played a key role in organizing the alliance, which brought in not only West European nations, but the United States and Canada. Dominated by the United States, NATO had a purely defensive mission — to safeguard its members from military attack, presumably by the Soviet Union.


    That attack never occurred, either because it was deterred by NATO’s existence or because the Soviet government had no intention of attacking in the first place. We shall probably never know.


    In any case, with the end of the Cold War and the disappearance of the Soviet Union, it seemed that NATO had outlived its usefulness.


    But vast military establishments, like other bureaucracies, rarely just fade away. If the original mission no longer exists, new missions can be found. And so NATO’s military might was subsequently employed to bomb Yugoslavia, to conduct counter-insurgency warfare in Afghanistan, and to bomb Libya. Meanwhile, NATO expanded its membership and military facilities to East European nations right along Russia’s border, thus creating renewed tension with that major military power and providing it with an incentive to organize a countervailing military pact, perhaps with China.


    None of this seems likely to end soon. In the days preceding the Chicago meeting, NATO’s new, sweeping role was highlighted by Oana Longescu, a NATO spokesperson, who announced that the summit would discuss “the Alliance’s overall posture in deterring and defending against the full range of threats in the twenty-first century, and take stock of NATO’s mix of conventional, nuclear, and missile defense forces.”


    In fairness to NATO planners, it should be noted that, when it comes to global matters, they are operating in a relative vacuum. There are real international security problems, and some entity should certainly be addressing them.


    But is NATO the proper entity? After all, NATO is a military pact, dominated by the United States and composed of a relatively small group of self-selecting European and North American nations. The vast majority of the world’s countries do not belong to NATO and have no influence upon it. Who appointed NATO as the representative of the world’s people? Why should the public in India, in Brazil, in China, in South Africa, in Argentina, or most other nations identify with the decisions of NATO’s military commanders?


    The organization that does represent the nations and people of the world is the United Nations. Designed to save the planet from “the scourge of war,” the United Nations has a Security Council (on which the United States has permanent membership) that is supposed to handle world security issues. Unlike NATO, whose decisions are often controversial and sometimes questionable, the United Nations almost invariably comes forward with decisions that have broad international support and, furthermore, show considerable wisdom and military restraint.


    The problem with UN decisions is not that they are bad ones, but that they are difficult to enforce. And the major reason for the difficulty in enforcement is that the Security Council is hamstrung by a veto that can be exercised by any one nation. Thus, much like the filibuster in the U.S. Senate, which is making the United States less and less governable, the Security Council veto has seriously limited what the world organization is able to do in addressing global security issues.


    Thus, if the leaders of NATO nations were really serious about providing children with a world in which they could play in peace among the birds and flowers, they would work to strengthen the United Nations and stop devoting vast resources to dubious wars.


  • The Shame of Nations: A New Record is Set for Spending on War

    On April 17, 2012, as millions of Americans were filing their income tax returns, the highly-respected Stockholm International Peace Research Institute (SIPRI) released its latest study of world military spending. In case Americans were wondering where most of their tax money — and the tax money of other nations — went in the previous year, the answer from SIPRI was clear: to war and preparations for war.


    World military spending reached a record $1,738 billion in 2011 — an increase of $138 billion over the previous year.  The United States accounted for 41 percent of that, or $711 billion.


    Some news reports have emphasized that, from the standpoint of reducing reliance on armed might, this actually represents progress.  After all, the increase in “real” global military spending — that is, expenditures after corrections for inflation and exchange rates — was only 0.3 percent. And this contrasts with substantially larger increases in the preceding thirteen years.


    But why are military expenditures continuing to increase — indeed, why aren’t they substantially decreasing — given the governmental austerity measures of recent years? Amid the economic crisis that began in late 2008 (and which continues to the present day), most governments have been cutting back their spending dramatically on education, health care, housing, parks, and other vital social services. However, there have not been corresponding cuts in their military budgets.


    Americans, particularly, might seek to understand why in this context U.S. military spending has not been significantly decreased, instead of being raised by $13 billion — admittedly a “real dollar” decrease of 1.2 percent, but hardly one commensurate with Washington’s wholesale slashing of social spending. Yes, military expenditures by China and Russia increased in 2011.  And in “real” terms, too. But, even so, their military strength hardly rivals that of the United States.  Indeed, the United States spent about five times as much as China (the world’s #2 military power) and ten times as much as Russia (the world’s #3 military power) on its military forces during 2011. Furthermore, when U.S. allies like Britain, France, Germany, and Japan are factored in, it is clear that the vast bulk of world military expenditures are made by the United States and its military allies.


    This might account for the fact that the government of China, which accounts for only 8.2 percent of world military spending, believes that increasing its outlay on armaments is reasonable and desirable. Apparently, officials of many nations share that competitive feeling.


    Unfortunately, the military rivalry among nations — one that has endured for centuries — results in a great squandering of national resources. Many nations, in fact, devote most of their available income to funding their armed forces and their weaponry. In the United States, an estimated 58 percent of the U.S. government’s discretionary tax dollars go to war and preparations for war. “Almost every country with a military is on an insane path, spending more and more on missiles, aircraft, and guns,” remarked John Feffer, co-director of Foreign Policy in Focus. “These countries should be confronting the real threats of climate change, hunger, disease, and oppression, not wasting taxpayers’ money on their military.”


    Of course, defenders of military expenditures reply that military force actually protects people from war. But does it? If so, how does one explain the fact that the major military powers of the past century — the United States, Russia, Britain, Germany, France, Italy, Japan, and China — have been almost constantly at war during that time? What is the explanation for the fact that the United States — today’s military giant — is currently engaged in at least two wars (in Iraq and Afghanistan) and appears to be on the verge of a third (with Iran)? Perhaps the maintenance of a vast military machine does not prevent war but, instead, encourages it.


    In short, huge military establishments can be quite counterproductive. Little wonder that they have been condemned repeatedly by great religious and ethical leaders. Even many government officials have decried war and preparations for war — although usually by nations other than their own.


    Thus, the release of the new study by SIPRI should not be a cause for celebration. Rather, it provides an appropriate occasion to contemplate the fact that, this past year, nations spent more money on the military than at any time in human history. Although this situation might still inspire joy in the hearts of government officials, top military officers, and defense contractors, people farther from the levers of military power might well conclude that it’s a hell of a way to run a world.

  • Try a Little Nuclear Sanity

    On February 8, 2012, Congressman Edward Markey (D-MA) took to the floor of the U.S. House of Representatives to introduce the Smarter Approach to Nuclear Expenditures Act (H.R. 3974). This SANE Act would cut $100 billion from the U.S. nuclear weapons budget over the next ten years by reducing the current fleet of U.S. nuclear submarines, delaying the purchase of new nuclear submarines, reducing the number of ICBMs, delaying a new bomber program, and ending the nuclear mission of air bombers.

    “America’s nuclear weapons budget is locked in a Cold War time machine,” noted Markey, the senior member of the House Energy and Commerce Committee. “It doesn’t reflect our twenty-first-century security needs. It makes no sense. It’s insane.” He went on to explain: “It’s insane to spend $10 billion building new plants to make uranium and plutonium for new nuclear bombs when we’re cutting our nuclear arsenal and the plants we have now work just fine.” Furthermore: “It’s insane that we’re going to spend $84 billion for up to fourteen new nuclear submarines when just one sub, with 96 nuclear bombs on board, can blow up every major city in Iran, China and North Korea.” Finally, “it is insane to spend hundreds of billions on new nuclear bombs and delivery systems . . . while . . . seeking to cut Medicare, Medicaid and social programs that millions of Americans depend on.”

    Since its introduction, the SANE Act has picked up significant support. Not surprisingly, it is backed by major peace and disarmament organizations, such as Peace Action, Physicians for Social Responsibility, the Friends Committee on National Legislation, the Nuclear Age Peace Foundation, and the Ploughshares Foundation. But it has also attracted the support of the National Council of Churches, the Project on Government Oversight, and the Congressional Progressive Caucus. Indeed, the SANE Act now has 45 Congressional co-sponsors.

    In light of the vast and very costly nuclear weapons enterprise operated by the U.S. government, cutting the nuclear weapons budget makes a lot of sense. The U.S. government currently possesses over five thousand nuclear weapons and, as the New York Times noted in a caustic editorial late last October (“The Bloated Nuclear Weapons Budget”): “The Obama administration, in an attempt to mollify Congressional Republicans, has also committed to modernizing an already hugely expensive complex of nuclear labs and production facilities. Altogether, these and other nuclear-related programs could cost $600 billion or more over the next decade.”

    Of course, if America’s vast nuclear arsenal were absolutely necessary to protect U.S. national security, the case for maintaining it would be strengthened. But, with the exception of Russia, no nuclear-armed nation has more than a few hundred nuclear weapons. It is not even clear what military or deterrent purpose is served by maintaining an arsenal of thousands of nuclear weapons. As Congressman Markey observed: The “U.S. nuclear arsenal could destroy the world five times over.” The New York Times concluded that the United States “does not need to maintain this large an arsenal,” and “it should not be spending so much to do it, especially when Congress is considering deep cuts in vital domestic programs.”

    The real nuclear threat to the United States does not lie in the fact that it does not (or will not) possess enough nuclear weapons to deter a nuclear attack. Rather, it is that there is no guarantee that nuclear deterrence works. That is why the U.S. government is so worried about North Korea possessing a few nuclear weapons or Iran possibly obtaining a few. That is also why the U.S. government squanders billions of dollars every year on a “missile defense” shield that is probably ineffective. The grim reality is that, if governments are reckless or desperate, they will use nuclear weapons or perhaps give them to terrorists to attack their foes. While nuclear weapons exist, there is always a danger that they will be used.

    Thus, what has made the United States safer in this dangerous world has not been piling up endless numbers of nuclear weapons but, rather, nuclear arms control and disarmament agreements. The Nuclear Non-Proliferation Treaty, for example — by trading promises of the nuclear powers to disarm for promises of the non-nuclear powers to forgo nuclear weapons development — has persuaded the vast majority of nations not to develop nuclear weapons. In this fashion, the willingness of the U.S. government to decrease its nuclear arsenal (something it has done, although reluctantly) has made Americans safer from nuclear attack by other nations.

    As a result of patient U.S. diplomacy, even the leaders of North Korea, one of the worst-governed countries in the world, seem to have shown glimmers of sanity in recent weeks. In late February, they announced that, thanks to an agreement with the U.S. government, they would suspend nuclear tests and uranium enrichment, as well as allow international inspection of their nuclear facilities.

    If even the government of North Korea can manage to display a measure of common sense, then is it too much to ask our own government to do the same? Our leaders in Washington could join Representative Markey and his Congressional allies in cutting back the U.S. government’s vast and expensive nuclear doomsday machine and using the savings to provide for the needs of the American people. Surely it’s time to try a little nuclear sanity.

  • How to Strengthen the UN’s Ability to Maintain International Peace and Security

    Lawrence WittnerConservative politicians often portray the United Nations as a powerful monster, poised to gobble up the United States and other countries and put them under alien rule.


    The reality, of course, is quite different. When it comes to international peace and security, the United Nations is notably lacking in power. Its resolutions along these lines are often ignored or go unenforced. Frequently, they are not even adopted. This situation leaves nations free to pursue traditional practices of power politics and, occasionally, much worse.


    The weakness of the United Nations was illustrated once again on February 4, when Russia and China joined forces to veto a UN Security Council resolution dealing with Syria. The resolution was designed to halt eleven months of bloodshed in that nation, where more than 5,400 people had been massacred, mostly by government military forces. Backing an Arab League plan for Syrian President Bashar al-Assad to step aside, the resolution was supported by 13 members of the Security Council. But, with Security Council rules allowing even one great power to veto action, the resolution was defeated.


    The rules establishing a great power veto were formulated late in World War II, when three Allied nations (the United States, the Soviet Union, and Britain) agreed to create a UN Security Council to maintain international peace and security. The Security Council would have 15 members, but just 5 of them would be permanent members (the United States, the Soviet Union, Britain, France, and China), and each of these members would be empowered to veto any resolution or action. Thus, from the start, the great powers made sure that each of them had the ability to frustrate any venture of which they disapproved. And this, in turn, meant that, like the League of Nations, the United Nations was woefully weak when it came to enforcing international peace and security.


    In the first decade of the postwar era, the Soviet Union led the way in drawing on the veto to defend what it considered its interests. But, in later decades, the United States surpassed the Soviet Union (and its successor, Russia) in use of the veto to block international security action. Indeed, since the establishment of the United Nations, all of the permanent members have relied upon the veto, which they have used hundreds of times to frustrate the majority in efforts to maintain international peace and security. As in the case of two Security Council resolutions dealing with the mass killing in Syria, this includes action to protect civilians in an armed conflict.


    The result has been a dangerous world in which, all too often, rulers of nations (especially, the rulers of the great powers) simply go their own way—squandering their resources on never-ending military buildups, invading other nations, and massacring civilian populations.


    In the context of this continuing disaster, wouldn’t it make sense to eliminate the veto in the Security Council? After all, there is no justifiable reason why great powers—and particularly individual great powers—should be legally accorded the right to frustrate the wishes of virtually the entire international community. Although scrapping the veto is no panacea for conflicts among nations, it seems likely to result in a more equitable and more secure world.


    Furthermore, even if the veto were abolished, the great powers would still hold onto their permanent seats in the Security Council, thus ensuring that they would retain—albeit in a more democratic fashion—some influence over world affairs. And if, as supporters of the current structure insist, it is important to match authority with power, why not elevate additional great powers to permanent membership in the Security Council? Nations that have sometimes been mentioned as useful additions to that UN entity include Brazil, Germany, India, and Japan.


    Plagued by dangerous arms races, bloody wars, and human rights violations, the world desperately needs an alternative form of governance. The great powers have the power to provide it, but not the legitimacy to do so, while the United Nations has the legitimacy but not the power. Hasn’t the time finally arrived to supplement the legitimacy of the United Nations with enough power to maintain international peace and security?

  • Kansas City Here It Comes: A New Nuclear Weapons Plant!

    Lawrence WittnerShould the U.S. government be building more nuclear weapons?  Residents of Kansas City, Missouri don’t appear to think so, for they are engaged in a bitter fight against the construction of a new nuclear weapons plant in their community.


    The massive plant, 1.5 million square feet in size, is designed to replace an earlier version, also located in the city and run by the same contractor:  Honeywell.  The cost of building the new plant—which, like its predecessor, will provide 85 percent of the components of America’s nuclear weapons—is estimated to run $673 million.


    From the standpoint of the developer, Centerpoint Zimmer (CPZ), that’s a very sweet deal.  In payment for the plant site, a soybean field it owned, CPZ received $5 million.  The federal government will lease the property and plant from a city entity for twenty years, after which, for $10, CPZ will purchase it, thus establishing the world’s first privately-owned nuclear weapons plant.  In addition, as the journal Mother Jones has revealed, “the Kansas City Council, enticed by direct payments and a promise of ‘quality jobs,’ . . . agreed to exempt CPZ from property taxes on the plant and surrounding land for twenty-five years.”  The Council also agreed to issue $815 million in bond subsidies from urban blight funds to build the plant and its infrastructure.  In this lucrative context, how could a profit-driven corporation resist?


    Kansas City residents, however, had greater misgivings.  They wondered why the U.S. government, already possessing 8,500 nuclear weapons, needed more of them.  They wondered what had happened to the U.S. government’s commitment to engage in treaties for nuclear disarmament.  They wondered how the new weapons plant fit in with the Obama administration’s pledge to build a world free of nuclear weapons.  And they wondered why they should be subsidizing the U.S. military-industrial complex with their tax dollars.


    Taking the lead, the city’s peace and disarmament community began protests and demonstrations against the proposed nuclear weapons plant several years ago.  Gradually, Kansas City PeaceWorks (a branch of Peace Action) pulled together the local chapter of Physicians for Social Responsibility, religious groups, and others into a coalition of a dozen organizations, Kansas City Peace Planters.  The coalition’s major project was a petition campaign to place a proposition on the November 8, 2011 election ballot that would reject building a plant for weapons and utilize the facility instead for “green energy” technologies.


    The significance of the Kansas City nuclear weapons buildup was also highlighted by outside forces.  In June 2011, against the backdrop of the Obama administration’s plan to spend $185 billion for modernization of the U.S. nuclear weapons complex over the next ten years, the U.S. Council of Mayors voted unanimously for a resolution instructing the president to join leaders of the other nuclear weapons states in implementing U.N. Secretary-General Ban Ki-moon’s five-point plan for the elimination of all nuclear weapons by the year 2020.  It also called on Congress to terminate funding for modernization of the U.S. nuclear weapons complex and nuclear weapons systems.  Addressing the gathering, the U.N. leader declared that “the road to peace and progress runs through the world’s cities and towns,” a statement that drew a standing ovation.


    Even more pointedly, Archbishop Francis Chullikatt, the Vatican’s ambassador to the United Nations, appeared in Kansas City in July 2011.  According to the National Catholic Reporter, Chullikat “came to this Midwestern diocese because it is the site of a major new nuclear weapons manufacturing facility, the first to be built in the country in thirty-three years.”  In his address, the prelate remarked:  “Viewed from a legal, political, security and most of all—moral—perspective, there is no justification today for the continued maintenance of nuclear weapons.”  This was the moment, he declared, to address “the legal, political and technical requisites for a nuclear-weapons-free world.”  Highlighting Chullikatt’s speech, the National Catholic Reporter declared, cuttingly:  “The U.S. trudges unheedingly down the nuclear path.  Now more than ever we need to attend to the messages of the often marginalized peacemakers in our midst.”


    Actually, peace activists in Kansas City looked less and less marginalized.  Nearly 5,000 Kansas City residents signed the petition to place the proposition rejecting the nuclear weapons plant on the ballot, giving it considerably more signatures than necessary to appear before the voters.


    Naturally, this popular uprising came as a blow to the Kansas City Council, which put forward a measure that would block the disarmament initiative from appearing on the ballot.


    At an August 17 hearing on the Council measure, local residents were irate.  “You cannot divorce yourselves from the hideously immoral purpose of these weapons,” one declared, comparing the city’s subsidy for the weapons plant to financing Nazi gas chambers “for the sake of ‘jobs.’”  Referring to the Council’s charter, which provided for the appearance of propositions on the ballot when they secured the requisite number of signatures, the chair of PeaceWorks asked:  “Are we a government of laws or of . . . corporations and special interests?”


    Since then, the situation has evolved rapidly.  On August 25, the City Council voted 12 to 1 to bar the proposition from the ballot.  The next day, the petitioners went to court to block Council interference.  Honeywell, CPZ, and their friends dispatched a large legal team to Kansas City to fight against the citizens’ initiative, securing a court decision that might delay redress for years.  In response, Peace Planters seems likely to speed up the process by crafting a new petition—one that would cut off city funding for the plant.


    Whatever the outcome, the very fact that such a struggle has emerged indicates that many Americans are appalled by plans to throw their local and national resources into building more nuclear weapons.

  • Militarist Madness

    Lawrence WittnerDespite the vast rivers of blood and treasure poured into wars over the centuries, the nations of the world continue to enhance their military might.


    According to a recent report from the prestigious Stockholm International Peace Research Institute (SIPRI), world military expenditures grew to a record $1.63 trillion in 2010.  Middle East nations alone spent $111 billion on the military, with Saudi Arabia leading the way.


    Arms sales have also reached record heights.  SIPRI’s Top 100 of the world’s arms-producing companies sold $401 billion in weaponry during 2009 (the latest year for which figures are available), a real dollar increase of eight percent over the preceding year and 59 percent since 2002.  These military companies do a particularly brisk business overseas, where they engage in fierce battles for weapons contracts.  “There is intense competition between suppliers for big-ticket deals in Asia, the Middle East, North Africa and Latin America,” reports Dr. Paul Holtom, Director of the SIPRI Arms Transfers Program.  Until recently, in fact, defense contractors scrambled vigorously to sell arms to Libya.


    In numerous ways, the United States is at the head of the pack.  Of the $20.6 billion increase in world military expenditures during 2010, the U.S. government accounted for $19.6 billion.  Indeed, between 2001 and 2010, the U.S. government increased its military spending by 81 percent.  As a result, it now accounts for about 43 percent of global military spending, some six times that of its nearest military rival, China.


    U.S. weapons producers are also world leaders.  According to SIPRI, 45 of its Top 100 weapons-manufacturers are based in the United States.  In 2009, they generated nearly $247 billion in weapons sales—nearly 62 percent of income produced by the Top 100.  Not surprisingly, the United States is also the world’s leading exporter of military equipment, accounting for 30 percent of global arms exports in the 2006-2010 period.


    Being Number 1 might be exciting, even thrilling, among children.  But adults might well ask if the benefits are worth the cost.  Are they?


    Let’s take a look at the issue of terrorism.  Much of the last decade’s huge military buildup by the United States was called for in the context of what President George W. Bush called the “War on Terror.”  And the costs, thus far, have been high, including an estimated $1.19 trillion that Americans have paid for the wars in Afghanistan and Iraq, plus thousands of Americans and vast numbers of Afghans and Iraqis who have been slaughtered.  By contrast, the benefits are certainly dubious.  Neither war resulted in the capture or killing of the terrorist mastermind, Osama bin Laden, who was tracked down in another country thanks to years of painstaking intelligence work and dispatched by a quick commando raid.  Wouldn’t Americans (and people in other lands) be a lot safer from terrorism with fewer wars and better intelligence?


    Of course, there is also the broader national security picture.  Even without terrorism, the world is a dangerous place.  War is certainly a hardy perennial.  Nevertheless, simply increasing national military spending does not make nations safer.  After all, when one country engages in a military buildup, others—frightened by this buildup—often do so as well.  The result of this arms race is all too often international conflict and war.  Wouldn’t nations be more secure if they worked harder at cooperating with one another rather than at threatening one another with military might?  Even if they were not the best of friends, they might find it to their mutual advantage to agree to decrease their military spending by an equal percentage, thus retaining the current military balance among them.  Also, they could begin turning over a broader range of international security issues to the United Nations.


    Maintaining a vast military apparatus also starves other areas of a society.  Currently, in the United States, most federal discretionary spending goes for war and preparations for war—and this despite an ongoing crisis over unemployment and a stagnating economy.  Continuing this pattern, the Obama administration’s proposed federal budget for fiscal 2012, while increasing military spending, calls for sharp cuts in funding for education, income security, food safety, and environmental protection.  Even as congress wrestles with the thorny issue of priorities, huge numbers of teachers, firemen, health care workers, social workers, policemen, and others—told that government revenues are no longer sufficient to fund their services—are being dismissed from their jobs.  Other public servants are having their salaries and benefits slashed.  Social welfare institutions are being closed.  Thus, instead of defending the home front in the United States, the immensely costly U.S. military apparatus is helping to gut it.


    Ultimately, as many people have learned through bitter experience, militarism undermines both peace and prosperity.  Perhaps it’s time for government officials to learn this fact.
