  • Global Problems Call for Global Solutions

    Lawrence WittnerSometimes, amid the heated political debate about what should done by the U.S. government in world affairs, a proposal cuts through the TV babble of the supposed experts with a clear, useful suggestion.

    That proposal came on August 17, when Pope Francis told journalists how he thought the world should cope with the challenge posed by ISIS, the Islamic militant group engaged in murderous behavior in Syria and Iraq.  “One nation alone cannot judge how you stop this,” he said, in an apparent reference to U.S. action against ISIS crimes.  Instead, the United Nations is the proper forum to “discuss ‘Is there an unjust aggression’ ” and “ ‘How should we stop it?’  Just this.  Nothing more.”

    The idea that the responsibility for dealing with global problems lies with the world community rather than with individual nations is not a popular one among the governments of the major military powers.  Indeed, they seem to believe that they are justified in doing whatever they want in the world if it serves what they consider their “national interest.”  The Russian government, angered at NATO’s eastward expansion and at political developments in Ukraine, annexed Crimea and armed pro-Russian separatists.  The Israeli government, attempting to incorporate Palestinian territory it conquered 47 years ago into greater Israel, has moved 500,000 settlers onto the land and staged bloody military invasions of Gaza to crush resistance.  Anxious to control the oil-rich Middle East, the U.S. government launched a military invasion and occupation of Iraq that led to enormous bloodshed in that country and the destabilization of the entire region.  And numerous other governments with powerful military forces have behaved in much the same manner, thereby helping to foster a chaotic and violent world.

    This aggressive use of military force is not a new phenomenon.  Indeed, it’s been par for the course throughout the history of nations and, before that, the history of competing territories.  It’s what brought the world to the brink of total disaster during World Wars I and II.

    What is new is the dawning recognition that the world can no longer continue down this destructive path―that the competition among nations must be handled within the framework of an international security system.  After all, there is no reason to assume that any individual nation can divorce itself from its own special “interests” and adopt an impartial stance when it comes to world affairs. Despite the claims of rabid nationalists and theocrats, God has not decreed that their nation should rule the world.  Instead, an institution representing all nations should speak for the international community.

    Based on this recognition―one helped along by two world wars―numerous governments reluctantly agreed in the twentieth century to develop the League of Nations and, when this new institution proved too weak to be effective, the United Nations.  In the words of the UN charter, the United Nations was founded “to save succeeding generations from the scourge of war,” as well as to “to reaffirm faith in fundamental human rights,” “to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained,” and “to promote social progress and better standards of life in larger freedom.”

    In the immediate aftermath of World War II―which left 60 million dead and a world in ruins―the governments of powerful nations paid lip service to the United Nations and to the international security system it represented.  Sometimes, they even fell into line with its decisions.

    But, unfortunately, they were soon back at their old game.  The United States and the Soviet Union occupied other nations, launched military invasions, and staged covert operations around the world in their bitter Cold War conflict with one another.  France fought vicious colonial wars to subdue independence struggles in Indochina and Algeria.  Britain, France, and Israel invaded Egypt.  China annexed Tibet and invaded India and Vietnam.  India and Pakistan squared off to fight numerous border wars.  In the context of this persistent flouting of international law by the great powers and some others, the United Nations managed to remain the conscience of the world and to engage in humanitarian projects, but was gradually drained of its power to enforce world security.

    Clearly, this is a profoundly dangerous situation, especially when the nations of the world spend $1.75 trillion a year on war and preparations for war.  An array of global problems―including not only national insecurity, but climate change, disease, and poverty―cry out for global solutions.  But we are not likely to see these solutions in a world of international anarchy, one in which the “national interest” continues to trump the human interest.

    It’s time―indeed, long past time―for governments to strengthen the United Nations and, as Pope Francis has reminded us, to respect its authority as the voice of the world community.

  • Doom from the Depths

    Lawrence WittnerEver since the horrors of submarine warfare became a key issue during World War I, submarines have had a sinister reputation.  And the building of new, immensely costly, nuclear-armed submarines by the U.S. government and others may soon raise the level of earlier anxiety to a nuclear nightmare.

    This spring, the U.S. government continued its steady escalation of research and development funding for the replacement of its current nuclear submarine fleet through one of the most expensive shipbuilding undertakings in American history — the phasing-in, starting in 2031, of 12 new SSBN(X) submarines.  Each of these nuclear-powered vessels, the largest submarines the Navy has ever built, will carry up to 16 Trident ballistic missiles fitted with multiple nuclear warheads.  All in all, this new submarine fleet is expected to deploy about 1,000 nuclear warheads — 70 percent of U.S. government’s strategic nuclear weapons.

    From the standpoint of the U.S. military, nuclear-armed submarines are very attractive.  Capable of being placed in hidden locations around the world and remaining submerged for months at a time, they are less vulnerable to attack than are ground-launched or air-launched nuclear weapons, the other two legs of the “nuclear triad.”  Moreover, they can wreak massive death and destruction upon “enemy” nations quite rapidly.  The Defense Department’s Quadrennial Defense Review of 2014 explained that the U.S. Navy’s future fleet would “deliver the required presence and capabilities and address the most important war-fighting scenarios.”

    From the standpoint of civilians, the new Trident submarine fleet is somewhat less appealing.  Strategic nuclear weapons are the most destructive weapons in world history, and the use of only one of them over a large city could annihilate millions of people instantly.  If the thousands of such weapons available to the U.S. government and other governments were employed in war, they would incinerate most of the planet, reducing it to charred rubble.  Thereafter, radioactivity, disease, nuclear winter, and starvation would end most remaining life on earth.

    Of course, even in an accident, such weapons could do incredible damage.  And, over the years, nuclear-armed submarines have been in numerous accidents.  In February 2009, a British and a French submarine, both nuclear-powered and armed with nuclear missiles, collided underwater in the middle of the Atlantic Ocean.  Although the two vessels were fitted with state-or-the-art detection equipment, neither spotted the other until it was too late to avert their collision.  Fortunately, they were moving very slowly at the time, and the damage was limited (though enormously expensive to repair).  But a sharper collision could have released vast quantities of radioactive fuel and flung their deadly nuclear warheads across the ocean floor.

    In addition, when the dangers are so immense, it is worth keeping in mind that people, like the high-tech nuclear submarines, are not always infallible or reliable. Submarine crews — living in cramped quarters, bored, and isolated for months at a time — could well be as plagued by the poor morale, dishonesty, drug use, and incompetence found among their counterparts at land-based nuclear missile facilities.

    Taxpayers, particularly, might be concerned about the unprecedented expense of this new submarine fleet.  According to most estimates, building the 12 SSBN(X) submarines will cost about $100 billion.  And there will be additional expenditures for the missiles, nuclear warheads, and yearly maintenance, bringing the total tab to what the Pentagon estimated, three years ago, at $347 billion.  The expected cost is so astronomical, in fact, that the Navy, frightened that this expenditure will prevent it from paying for other portions of its shipbuilding program, has insisted that the money come from a special fund outside of its budget.  This spring, Congress took preliminary steps along these lines.

    People might be forgiven for feeling some bewilderment at this immense U.S. government investment in a new nuclear weapons system — one slated to last well into the 2070s.  After all, back in April 2009, amid much fanfare, President Barack Obama proclaimed “America’s commitment to seek the peace and security of a world without nuclear weapons.”  This was followed by a similar commitment to a nuclear weapons-free world made by the members of the UN Security Council, including five nuclear-armed nations, among them the United States.  But, as this nuclear weapons buildup indicates, such commitments seem to have been tossed down the memory hole.

    In arguing for the new Trident submarine fleet, U.S. military leaders have pointed to the fact that other nations are maintaining or building nuclear-armed submarines.  And they are correct about that.  France and Britain are maintaining their current fleets, although Britain is on the verge of beginning the construction of a new one with U.S. assistance; Israel reportedly possesses one; China is apparently ready to launch one in 2014; India is set to launch its own in 2015; and Pakistan might be working to develop one.  Meanwhile, Russia is modernizing its own submarine ballistic missile fleet.

    Even so, the current U.S. nuclear-armed submarine fleet is considerably larger than any developed or being developed by other nations.  Also, the U.S. government’s new Trident fleet, now on the drawing boards, is slated to be 50 percent larger than the new, modernized Russian fleet and, in addition, far superior technologically.  Indeed, other nations currently turning out nuclear-armed submarines – like China and Russia — are reportedly launching clunkers.

    In this context, there is an obvious alternative to the current race to deploy the world’s deadliest weapons in the ocean depths.  The nuclear powers could halt their building of nuclear-armed submarines and eliminate their present nuclear-armed submarine fleets.  This action would not only honor their professed commitment to a nuclear weapons-free world, but would save their nations from making enormous expenditures and from the possibility of experiencing a catastrophe of unparalleled magnitude.

    Why not act now, before this arms race to disaster goes any further?

  • The Limits of Military Power

    Is overwhelming national military power a reliable source of influence in world affairs?

    If so, the United States should certainly have plenty of influence today.  For decades, it has been the world’s Number 1 military spender.  And it continues in this role.  According to a recent report by the Stockholm International Peace Research Institute, the United States spent $640 billion on the military in 2013, thus accounting for 37 percent of world military expenditures.  The two closest competitors, China and Russia, accounted for 11 percent and 5 percent respectively.  Thus, last year, the United States spent more than three times as much as China and more than seven times as much as Russia on the military.

    In this context, the U.S. government’s inability to get its way in world affairs is striking.  In the current Ukraine crisis, the Russian government does not seem at all impressed by the U.S. government’s strong opposition to its behavior.  Also, the Chinese government, ignoring Washington’s protests, has laid out ambitious territorial claims in the East and South China Seas.  Even much smaller, weaker nations have been snubbing the advice of U.S. officials.  Israel has torpedoed U.S. attempts to forge an Israeli-Palestinian peace settlement, the embattled Syrian government has been unwilling to negotiate a transfer of power, and North Korea remains as obdurate as ever when it comes to scuttling its nuclear weapons program.

    Of course, hawkish critics of the Obama administration say that it lacks influence in these cases because it is unwilling to use the U.S. government’s vast military power in war.

    But is this true?  The Obama administration channeled very high levels of military manpower and financial resources into lengthy U.S. wars in Iraq and Afghanistan, and ended up with precious little to show for this investment.  Furthermore, in previous decades, the U.S. government used its overwhelming military power in a number of wars without securing its goals.  The bloody Korean War, for example, left things much as they were before the conflict began, with the Korean peninsula divided and a ruthless dictatorship in place in the north.  The lengthy and costly Vietnam War led to a humiliating defeat for the United States — not because the U.S. government lacked enormous military advantages, but because, ultimately, the determination of the Vietnamese to gain control of their own country proved more powerful than U.S. weaponry.

    Even CIA ventures drawing upon U.S. military power have produced a very mixed result.  Yes, the CIA, bolstered by U.S. military equipment, managed to overthrow the Guatemalan government in 1954.  But, seven years later, the CIA-directed, -funded, and -equipped invasion at Cuba’s Bay of Pigs failed to topple the Castro government when the Cuban public failed to rally behind the U.S.-instigated effort.  Although the U.S. government retains an immense military advantage over its Cuban counterpart, with which it retains a hostile relationship, this has not secured the United States any observable influence over Cuban policy.

    The Cold War confrontation between the U.S. and Soviet governments is particularly instructive.  For decades, the two governments engaged in an arms race, with the United States clearly in the lead.  But the U.S. military advantage did not stop the Soviet government from occupying Eastern Europe, crushing uprisings against Soviet domination in Hungary and Czechoslovakia, or dispatching Soviet troops to take control of Afghanistan.  Along the way, U.S. hawks sometimes called for war with the Soviet Union.  But, in fact, U.S. and Soviet military forces never clashed.  What finally produced a love fest between Ronald Reagan and Mikhail Gorbachev and ended the Cold War was a strong desire by both sides to replace confrontation with cooperation, as indicated by the signing of substantial nuclear disarmament agreements.

    Similarly, the Iranian and U.S. governments, which have been on the worst of terms for decades, appear to be en route to resolving their tense standoff — most notably over the possible development of Iranian nuclear weapons — through diplomacy.  It remains unclear if this momentum toward a peaceful settlement results from economic sanctions or from the advent of a reformist leadership in Tehran.  But there is no evidence that U.S. military power, which has always been far greater than Iran’s, has played a role in fostering it.

    Given this record, perhaps military enthusiasts in the United States and other nations should consider whether military power is a reliable source of influence in world affairs.  After all, just because you possess a hammer doesn’t mean that every problem you face is a nail.

  • Your Doctors Are Worried

    Your doctors are worried about your health―in fact, about your very survival.

    No, they’re not necessarily your own personal physicians, but, rather, medical doctors around the world, represented by groups like International Physicians for the Prevention of Nuclear War (IPPNW).  As you might recall, that organization, composed of many thousands of medical professionals from all across the globe, won the Nobel Peace Prize in 1985 for exposing the catastrophic effects of nuclear weapons.

    Well, what seems to be the problem today?

    Nuclear Famine: Two Billion People At Risk?The problem, as a new IPPNW report indicates, is that the world is showing growing symptoms of a terminal illness.  In a nuclear war involving as few as 100 weapons anywhere in the world, the report noted, the global climate and agricultural production would be affected so severely that the lives of more than 2 billion people would be in jeopardy.  Even the use of the relatively small nuclear arsenals of India and Pakistan could cause terrible, long lasting damage to the Earth’s ecosystems.  The ensuing economic collapse and massive starvation would throw the world into chaos.

    And this is just a small portion of the looming nuclear catastrophe.

    Today, some 17,300 nuclear weapons remain in the arsenals of nine nations, and their use would not only dramatically exacerbate climate disruption, but would create almost unbelievable horrors caused by their enormous blast, immense firestorms, and radioactive contamination.

    The International Campaign to Abolish Nuclear Weapons (ICAN), founded by IPPNW in 2007, reports that a single nuclear weapon, detonated over a large city, “could kill millions of people in an instant.”  Subsequently, many additional people would die of burns and other injuries, disease, and cancer.

    Residents of the United States and Russia, two nations currently engaged in an international brawl, might be particularly interested in the fact that their countries possess over 16,000 nuclear weapons.  About 2,000 of them on hair-trigger alert, ready for use within minutes.  According to the ICAN report, if only 500 of these weapons were to hit major U.S. and Russian cities, “100 million people would die in the first half an hour, and tens of millions would be fatally injured.  Huge swaths of both countries would be blanketed by radioactive fallout.”  Furthermore, “most Americans and Russians would die in the following months from radiation sickness and disease epidemics.”

    These unnerving reports from IPPNW and ICAN are reinforced by warnings from the World Health Organization (WHO).  “Nuclear weapons constitute the greatest immediate threat to the health and welfare of mankind,” that respected international organization has reported.  “It is obvious that no health service in any area of the world would be capable of dealing adequately with the hundreds of thousands of people seriously injured by blast, heat, or radiation from even a single one-megaton bomb.”  The WHO went on to declare:  “To the immediate catastrophe must be added the long-term effects on the environment.  Famine and diseases would be widespread, and social and economic systems would be totally disrupted.”

    Despite the warnings from the medical profession that, in the words of ICAN, “nuclear weapons are the most destructive, inhumane, and indiscriminate instruments of mass murder ever created,” the nine nuclear powers seem in no hurry to get rid of them―or at least to get rid of their own.  The United States has possessed nuclear weapons for almost 69 years; Russia for almost 65.  Despite their repeated promises, in the Non-Proliferation Treaty (NPT) of 1970 and in later circumstances, to engage in nuclear disarmament, they still possess about 95 percent of the world’s nuclear weapons.  Both countries, in fact, are now engaged in nuclear “modernization” programs, with the Obama administration proposing to upgrade nuclear weapons and build new nuclear submarines, missiles, and bombers at an estimated cost of somewhere between $355 billion and $1 trillion over the next 30 years.

    Although the other kinds of weapons of mass destruction are banned by treaty, there are no plans by the nuclear powers to negotiate a treaty banning nuclear weapons.  Indeed, given the current U.S.-Russia confrontation, it seems unlikely that there will be progress on much smaller-scale arms control and disarmament agreements.

    That’s the bad news from your doctors.

    The good news is that you and other people around the world aren’t dead yet and that there’s still time to change the destructive behavior of your national leaders.  Actually, some opportunities are opening up along these lines.  At a February 2014 conference in Mexico drawing official representatives from 146 nations (but boycotted by the nuclear powers), there was strong support for a treaty banning nuclear weapons, and the Austrian government will host a follow-up conference later this year.  Also, an international NPT Preparatory Conference will begin in late April and an international NPT Review Conference will be held the following spring.  Meanwhile, two pieces of legislation have been introduced in the U.S. Congress―the SANE Act in the Senate and the Rein-In Act in the House―that would cut the bloated U.S. nuclear weapons budget by $100 billion over the next ten years.  So who knows?  If you and others take some preventive action, you might even avoid the terminal illness that now awaits you.

    Anyway, good luck with it.  You deserve a chance to survive.  In fact, we all do.

  • America’s Peace Ship: The Golden Rule

    Is there an emotional connection between the oceans and the pursuit of peace?  For whatever reason, peace ships have been increasing in number over the past century.

    Probably the first of these maritime vessels was the notorious Ford Peace Ship of 1915, which stirred up more ridicule than peace during World War I.

    Almost forty years later, another peace ship appeared― the Lucky Dragon, a Japanese fishing boat showered with radioactive fallout from an enormous U.S. H-bomb explosion on March 1, 1954, in the Marshall Islands.  By the time the stricken vessel reached its home port in Japan, the 23 crew members were in advanced stages of radiation poisoning.  One of them died.  This “Lucky Dragon incident” set off a vast wave of popular revulsion at nuclear weapons testing, and mass nuclear disarmament organizations were established in Japan and, later, around the world.  Thus, the Lucky Dragon became a peace ship, and today is exhibited as such in Tokyo in a Lucky Dragon Museum, built and maintained by Japanese peace activists.

    Later voyages forged an even closer link between ocean-going vessels and peace.  In 1971, Canadian activists, departing from Vancouver, sailed a rusting fishing trawler, the Phyllis Cormack, toward the Aleutians in an effort to disrupt plans for a U.S. nuclear weapons explosion on Amchitka Island.  Although arrested by the U.S. coast guard before they could reach the test site, the crew members not only mobilized thousands of supporters, but laid the basis for a new organization, Greenpeace.  Authorized by Greenpeace, another Canadian, David McTaggart, sailed his yacht, the Vega, into the French nuclear testing zone in the Pacific, where the French navy deliberately rammed and crippled this peace ship.  In 1973, when McTaggart and the Vega returned with a new crew, French sailors, dispatched by their government, stormed aboard and beat them savagely with truncheons.

    During the late 1970s and early 1980s, peace ships multiplied.  At major ports in New Zealand and Australia, peace squadrons of sailboats and other small craft blocked the entry of U.S. nuclear warships into the harbors.  Also, Greenpeace used the Rainbow Warrior to spark resistance to nuclear testing throughout the Pacific.  Even after 1985, when French secret service agents attached underwater mines to this Greenpeace flagship as it lay in the harbor of Auckland, New Zealand, blowing it up and murdering a Greenpeace photographer in the process, the peace ships kept coming.

    Much of this this maritime assault upon nuclear testing and nuclear war was inspired by an American peace ship, the Golden Rule.

    The Golden RuleThe remarkable story of the Golden Rule began with Albert Bigelow, a retired World War II U.S. naval commander.  Appalled by the atomic bombing of Hiroshima, he became a Quaker and, in 1955, working with the American Friends Service Committee, sought to deliver a petition against nuclear testing to the White House.  Rebuffed by government officials, Bigelow and other pacifists organized a small group, Non-Violent Action Against Nuclear Weapons, to employ nonviolent resistance in the struggle against the Bomb.  After the U.S. government announced plans to set off nuclear bomb blasts near Eniwetok in the Marshall Islands―an island chain governed by the United States as a “trust territory” for the native people―Bigelow and other pacifists decided to sail a 30-foot vessel of protest, the Golden Rule, into the nuclear testing zone.  Explaining their decision, Bigelow declared:  “All nuclear explosions are monstrous, evil, unworthy of human beings.”

    In January 1958, Bigelow and three other crew members wrote to President Dwight Eisenhower, announcing their plans.  As might be expected, the U.S. government was quite displeased, and top officials from the State Department, the Atomic Energy Commission, and the U.S. Navy conferred anxiously on how to cope with the pacifist menace.  Eventually, the administration decided to ban entry into the test zone.

    Thus, after Bigelow and his crew sailed the Golden Rule from the West Coast to Honolulu, a U.S. federal court issued an injunction barring the continuation of its journey to Eniwetok.  Despite the legal ramifications, the pacifists set sail.  Arrested on the high seas, they were brought back to Honolulu, tried, convicted, and placed on probation.  Then, intrepid as ever, they set out once more for the bomb test zone, were arrested, were tried, and—this time―sentenced to prison terms.

    Meanwhile, their dramatic voyage inspired an outpouring of popular protest.  Antinuclear demonstrations broke out across the United States.  The newly-formed National Committee for a Sane Nuclear Policy went on the offensive.  Moreover, an American anthropologist, Earle Reynolds, along with his wife Barbara and their two children, continued the mission of the Golden Rule on board their sailboat, the Phoenix.  In July 1958, they entered the nuclear testing zone.  That August, facing a storm of hostile public opinion, President Eisenhower announced that the United States was halting its nuclear tests while preparing to negotiate a test ban with the Soviet Union.

    Even as test ban negotiations proceeded fitfully, leading to the Partial Test Ban Treaty of 1963 and, ultimately, to the Comprehensive Test Ban Treaty of 1996, the Golden Rule dropped out of sight.  Then, in early 2010, the vessel was discovered, wrecked and sunk in northern California’s Humboldt Bay.  Contacted by historians about preserving the Golden Rule for posterity, officials at the Smithsonian Museum proved uninterested.  But peace activists recognized the vessel’s significance.  Within a short time, local chapters of Veterans for Peace established the Golden Rule Project to restore the battered ketch.

    Thanks to volunteer labor and financial contributions from these U.S. veterans and other supporters, the ship has been largely rebuilt, and funds are currently being raised for the final stage of the project.  Veterans for Peace hope to take the ship back to sea in 2014 on its new mission: “educating future generations on the importance of the ocean environment, the risks of nuclear technology, and the need for world peace.”

    As a result, the Golden Rule will sail again, restored to its role as America’s most important peace ship.

  • The Endless Arms Race

    Lawrence WittnerIt’s heartening to see that an agreement has been reached to ensure that Iran honors its commitment, made when it signed the 1970 nuclear Non-Proliferation Treaty (NPT), to forgo developing nuclear weapons.

    But what about the other key part of the NPT, Article VI, which commits nuclear-armed nations to “cessation of the nuclear arms race at an early date and to nuclear disarmament,” as well as to “a treaty on general and complete disarmament”? Here we find that, 44 years after the NPT went into force, the United States and other nuclear powers continue to pursue their nuclear weapons buildups, with no end in sight.

    On January 8, 2014, U.S. Defense Secretary Chuck Hagel announced what Reuters termed “ambitious plans to upgrade [U.S.] nuclear weapons systems by modernizing weapons and building new submarines, missiles and bombers to deliver them.” The Pentagon intends to build a dozen new ballistic missile submarines, a new fleet of long-range nuclear bombers, and new intercontinental ballistic missiles. The Congressional Budget Office estimated in late December that implementing the plans would cost $355 billion over the next decade, while an analysis by the independent Center for Nonproliferation Studies reported that this upgrade of U.S. nuclear forces would cost $1 trillion over the next 30 years. If the higher estimate proves correct, the submarines alone would cost over $29 billion each.

    Of course, the United States already has a massive nuclear weapons capability — approximately 7,700 nuclear weapons, with more than enough explosive power to destroy the world. Together with Russia, it possesses about 95 percent of the more than 17,000 nuclear weapons that comprise the global nuclear arsenal.

    Nor is the United States the only nation with grand nuclear ambitions. Although China currently has only about 250 nuclear weapons, including 75 intercontinental ballistic missiles (ICBMs), it recently flight-tested a hypersonic nuclear missile delivery vehicle capable of penetrating any existing defense system. The weapon, dubbed the Wu-14 by U.S. officials, was detected flying at ten times the speed of sound during a test flight over China during early January 2014. According to Chinese scientists, their government had put an “enormous investment” into the project, with more than a hundred teams from leading research institutes and universities working on it. Professor Wang Yuhui, a researcher on hypersonic flight control at Nanjing University, stated that “many more tests will be carried out” to solve the remaining technical problems. “It’s just the beginning.” Ni Lexiong, a Shanghai-based naval expert, commented approvingly that “missiles will play a dominant role in warfare, and China has a very clear idea of what is important.”

    Other nations are engaged in this arms race, as well. Russia, the other dominant nuclear power, seems determined to keep pace with the United States through modernization of its nuclear forces. The development of new, updated Russian ICBMs is proceeding rapidly, while new nuclear submarines are already being produced. Also, the Russian government has started work on a new strategic bomber, known as the PAK DA, which reportedly will become operational in 2025. Both Russia and India are known to be working on their own versions of a hypersonic nuclear missile carrier. But, thus far, these two nuclear nations lag behind the United States and China in its development. Israel is also proceeding with modernization of its nuclear weapons, and apparently played the key role in scuttling the proposed U.N. conference on a nuclear weapons-free zone in the Middle East in 2012.

    This nuclear weapons buildup certainly contradicts the official rhetoric. On April 5, 2009, in his first major foreign policy address, President Barack Obama proclaimed “America’s commitment to seek the peace and security of a world without nuclear weapons.” That fall, the UN Security Council — including Russia, China, Britain, France, and the United States, all of them nuclear powers — unanimously passed Resolution 1887, which reiterated the point that the NPT required the “disarmament of countries currently possessing nuclear weapons.” But rhetoric, it seems, is one thing and action quite another.

    Thus, although the Iranian government’s willingness to forgo the development of nuclear weapons is cause for encouragement, the failure of the nuclear nations to fulfill their own NPT obligations is appalling. Given these nations’ enhanced preparations for nuclear war — a war that would be nothing short of catastrophic — their evasion of responsibility should be condemned by everyone seeking a safer, saner world.

  • When Will They Ever Learn? The American People and Support for War

    When it comes to war, the American public is remarkably fickle.

    Lawrence WittnerThe responses of Americans to the Iraq and Afghanistan wars provide telling examples.  In 2003, according to opinion polls, 72 percent of Americans thought going to war in Iraq was the right decision.  By early 2013, support for that decision had declined to 41 percent.  Similarly, in October 2001, when U.S. military action began in Afghanistan, it was backed by 90 percent of the American public.  By December 2013, public approval of the Afghanistan war had dropped to only 17 percent.

    In fact, this collapse of public support for once-popular wars is a long-term phenomenon.  Although World War I preceded public opinion polling, observers reported considerable enthusiasm for U.S. entry into that conflict in April 1917.  But, after the war, the enthusiasm melted away.  In 1937, when pollsters asked Americans whether the United States should participate in another war like the World War, 95 percent of the respondents said “No.”

    And so it went.  When President Truman dispatched U.S. troops to Korea in June 1950, 78 percent of Americans polled expressed their approval.  By February 1952, according to polls, 50 percent of Americans believed that U.S. entry into the Korean War had been a mistake.  The same phenomenon occurred in connection with the Vietnam War.  In August 1965, when Americans were asked if the U.S. government had made “a mistake in sending troops to fight in Vietnam,” 61 percent of them said “No.”  But by August 1968, support for the war had fallen to 35 percent, and by May 1971 it had dropped to 28 percent.

    Of all America’s wars over the past century, only World War II has retained mass public approval.  And this was a very unusual war – one involving a devastating military attack upon American soil, fiendish foes determined to conquer and enslave the world, and a clear-cut, total victory.

    In almost all cases, though, Americans turned against wars they once supported.  How should one explain this pattern of disillusionment?

    The major reason appears to be the immense cost of war — in lives and resources.  During the Korean and Vietnam wars, as the body bags and crippled veterans began coming back to the United States in large numbers, public support for the wars dwindled considerably.  Although the Afghanistan and Iraq wars produced fewer American casualties, the economic costs have been immense.  Two recent scholarly studies have estimated that these two wars will ultimately cost American taxpayers from $4 trillion to $6 trillion.  As a result, most of the U.S. government’s spending no longer goes for education, health care, parks, and infrastructure, but to cover the costs of war.  It is hardly surprising that many Americans have turned sour on these conflicts.

    But if the heavy burden of wars has disillusioned many Americans, why are they so easily suckered into supporting new ones?

    A key reason seems to be that that powerful, opinion-molding institutions – the mass communications media, government, political parties, and even education – are controlled, more or less, by what President Eisenhower called “the military-industrial complex.”  And, at the outset of a conflict, these institutions are usually capable of getting flags waving, bands playing, and crowds cheering for war.

    But it is also true that much of the American public is very gullible and, at least initially, quite ready to rally ‘round the flag.  Certainly, many Americans are very nationalistic and resonate to super-patriotic appeals.  A mainstay of U.S. political rhetoric is the sacrosanct claim that America is “the greatest nation in the world” – a very useful motivator of U.S. military action against other countries.  And this heady brew is topped off with considerable reverence for guns and U.S. soldiers.  (“Let’s hear the applause for Our Heroes!”)

    Of course, there is also an important American peace constituency, which has formed long-term peace organizations, including Peace Action, Physicians for Social Responsibility, the Fellowship of Reconciliation, the Women’s International League for Peace and Freedom, and other antiwar groups.  This peace constituency, often driven by moral and political ideals, provides the key force behind the opposition to U.S. wars in their early stages.  But it is counterbalanced by staunch military enthusiasts, ready to applaud wars to the last surviving American.  The shifting force in U.S. public opinion is the large number of people who rally ‘round the flag at the beginning of a war and, then, gradually, become fed up with the conflict.

    And so a cyclical process ensues.  Benjamin Franklin recognized it as early as the eighteenth century, when he penned a short poem for  A Pocket Almanack For the Year 1744:

    War begets Poverty,
    Poverty Peace;
    Peace makes Riches flow,
    (Fate ne’er doth cease.)
    Riches produce Pride,
    Pride is War’s Ground;
    War begets Poverty &c.
    The World goes round.

    There would certainly be less disillusionment, as well as a great savings in lives and resources, if more Americans recognized the terrible costs of war before they rushed to embrace it.  But a clearer understanding of war and its consequences will probably be necessary to convince Americans to break out of the cycle in which they seem trapped.

  • Eliminating Nuclear Weapons is Just as Important as Eliminating Chemical Weapons

    Lawrence WittnerThe apparent employment of chemical weapons in Syria should remind us that, while weapons of mass destruction exist, there is a serious danger that they will be used.

    That danger is highlighted by an article in the September/October 2013 issue of the Bulletin of the Atomic Scientists. Written by two leading nuclear weapons specialists, Hans Kristensen and Robert Norris of the Federation of American Scientists, the article provides important information about nuclear weapons that should alarm everyone concerned about the future of the planet.

    At present, the article reports, more than 17,000 nuclear warheads remain in the possession of nine nations (the United States, Russia, Britain, France, China, Israel, India, Pakistan, and North Korea). Over 90 percent of that inventory consists of U.S. and Russian warheads. These weapons, of course, are incredibly destructive, and almost all of them can massacre populations far more effectively than did the atomic bomb that obliterated the city of Hiroshima. Indeed, a single one of these weapons can slaughter hundreds of thousands of people.

    Although U.S., Russian, British, and French stockpiles of nuclear weapons have been declining since the end of the Cold War, those of the five other nuclear nations have been growing. Consequently, as Kristensen and Norris observe, with the possible exception of North Korea, all of these countries “have sufficient numbers of warheads and delivery systems to inflict enormous destruction over significant ranges with catastrophic humanitarian and climatic consequences in their regions and beyond.”

    Furthermore, many of these deadly weapons stand ready for almost instant use. As the authors state, “roughly 1,800 U.S. and Russian warheads are on high alert atop long-range ballistic missiles that are ready to launch 5 to 15 minutes after receiving an order.”

    But surely these terrible weapons are being phased out, aren’t they? After all, the major nuclear powers, plus most nations, have formally committed themselves to building a nuclear weapons-free world. And it is certainly true that the number of nuclear weapons on the world scene has dropped very significantly from the roughly 70,000 that existed in 1986.

    Even so, there are numerous signs that the nuclear disarmament momentum is slowing. Not only have nuclear disarmament negotiations between the United States (with 7,700 nuclear warheads) and Russia (with 8,500 nuclear warheads) apparently run aground, but none of the nuclear powers seems to take the rhetoric about a nuclear weapons-free world seriously. Kristensen and Norris note: “All the nations with nuclear weapons continue to modernize or upgrade their nuclear arsenals, and nuclear weapons remain integral to their conception of national security.”

    For example, the United States is modifying its existing nuclear warheads while planning production of warheads with new designs. Russia is phasing out its Soviet-era missiles and submarines and deploying newer missiles, as well as additional warheads on its missiles. France is deploying new nuclear missiles on its fighter-bombers and submarines. China is upgrading its missile force, while India and Pakistan are locked in a race to deploy new types of nuclear weapons. Although Israel is the most secretive of the nuclear powers, rumors are afloat that it is equipping some of its submarines with nuclear-capable cruise missiles. North Korea reportedly lacks operational nuclear weapons, but its hungry citizens can take heart that it is working to remedy this deficiency.

    In addition, of course, it is quite possible, in the future, that other nations will develop nuclear weapons, terrorists will obtain such weapons from national stockpiles, or existing nuclear weapons will be exploded or launched accidentally.

    In these very dangerous circumstances, surely the safest course of action would be to have the international community agree on a treaty requiring the destruction of all existing stocks of nuclear weapons and a ban on their future production. Nuclear disarmament discussions along these and other lines have recently been concluded by a UN Open Ended Working Group, and will be continued in late September by a UN High Level Meeting and later this fall by the UN General Assembly First Committee.

    But, to judge from past government behavior, it does not seem likely that disarmament discussions among government officials will get very far without substantial public pressure upon them to cope with the nuclear weapons menace. And it is a menace — one at least as dangerous to the future of world civilization as the existence of chemical weapons. So pressing world leaders for action on nuclear disarmament seems thoroughly appropriate.

    The alternative is to throw up our hands and wait, while power-hungry governments continue to toy with their nuclear weaponry and, ultimately, produce a catastrophe of immense proportions.

  • Clinging to Mass Violence

    Is the human race determined to snuff itself out through mass violence? There are many signs that it is.

    The most glaring indication lies in the continued popularity of war. Despite well over a hundred million deaths in World Wars I and II, plus the brutal military conflicts in Korea, Indochina, Hungary, Algeria, Lebanon, Angola, Mozambique, the Philippines, the Congo, Afghanistan, Iraq, and elsewhere, wars continue to rage across the globe, consuming vast numbers of lives and resources. In 2012, worldwide military spending reached $1.75 trillion. Moreover, the most lavish spenders for weaponry, war, and destruction were the supposedly “civilized” nations of NATO, with $1 trillion in military expenditures. By far the biggest military spender in 2012 was the United States, which accounted for 39 percent of the world total.

    Nor has this pattern shifted since that time. Currently, the U.S. government is pouring $7 billion a month into its twelve-and-a-half-year-long war in Afghanistan. Elsewhere, drones are rapidly becoming the U.S. weapons of choice in the worldwide “War on Terror,” with America’s largest spy drone, the Global Hawk, costing $220 million each. In recent months, as the U.S. House of Representatives voted to end food stamps for the poor, continued the sequestration that slashed meals for sick and homebound seniors, and moved toward ending Saturday mail delivery, it rejected a 1 percent cut in military spending and, then, voted for a national defense authorization that provided for billions of dollars more than the Pentagon requested.

    Furthermore, a nation’s armed forces often engage in violent behavior quite unrelated to their national security. Commanded by military officers viewing themselves as the saviors of their countries, they have staged bloody coups against own governments, terrorizing and massacring civilians in large numbers, as they did in Indonesia, Burma, Nigeria, Brazil, Greece, Chile, Argentina, Uruguay, and many other countries. At the moment, in fact, the Egyptian armed forces, having deposed a democratically-elected, civilian government, are busy gunning down thousands of Egyptians.

    In fairness to the official armed forces, it should be noted that the mass violence in many societies goes far beyond them. Terrorism, gang wars, and religious massacres continue to plague nations around the globe. In the United States, lynching has declined dramatically, but gun-related killings are quite common. More than 30,000 Americans die in gun violence each year and – in a society with over 300 million firearms in the hands of civilians – it seems unlikely that such violence will decline. Indeed, massacres by gunmen – for example, the murder of 20 children and 6 teachers at the Sandy Hook elementary school in Newtown, Connecticut – have become almost routine.

    Admittedly, the Sandy Hook massacre was the work of a mentally-deranged individual. But the NRA’s response to a series of mass killings – opposition to all gun control legislation and a stubborn insistence that wider availability of guns will reduce violence – makes the Newtown maniac look relatively sane. And what is one to say about the mental state of the pro-gun zealots who, this August, made plans to turn up, fully-armed, at a Starbucks in Newtown — and were foiled only when the horrified management shut down the coffee house?

    The acceptability of mass violence is demonstrated on a much larger scale by national governments’ ongoing preparations for nuclear war. Sixty-eight years after the U.S. government employed atomic bombs to exterminate the populations of two Japanese cities and it became clear to all but the mentally feeble that nuclear war meant global annihilation, over 17,000 nuclear weapons remain in existence, with 94 percent of them in the arsenals of the U.S. and Russian governments. Despite numerous claims by national leaders that they are committed to building a nuclear weapons-free world, the United States, Russia, China, India, and Pakistan are currently modernizing their nuclear weapons, with the United States and Russia spending about $75 billion a year between them on this project. Meanwhile, the North Korean government threatens to attack the United States with its small nuclear arsenal, while the Iranian government continues a uranium enrichment process that might enable it to enter the nuclear club. Appropriately enough, the famous “Doomsday Clock” of the Bulletin of the Atomic Scientistsstands at five minutes to midnight.

    There are, of course, important countervailing trends. Responding to the development of modern, mechanized warfare, mass-based peace movements began to appear in the nineteenth century. During the twentieth century, these movements grew even larger, particularly after the advent of nuclear weapons. In place of war, they championed international arbitration, global cooperation, arms control and disarmament, and the development of global governance. The World Court, the United Nations, and other international institutions owe much to this public pressure. Within individual nations, as well, critics of mass violence fostered new, more cooperative modes of education, non-violent resistance, conflict resolution, innovative therapies, peace studies programs, and gun control campaigns.

    But resorting to violence is a long-term, deeply-ingrained habit in human history, and is not easily discarded. To shake it probably requires less attention to a royal childbirth or the latest sex scandal and more attention to the dangers of mass violence in an age of modern weaponry and war. This was certainly what the French writer, Albert Camus, meant when, in the immediate aftermath of World War II and the first use of nuclear weapons, he offered a simple but powerful challenge: “All I ask is that, in the midst of a murderous world, we agree to reflect on murder and to make a choice.”

  • Still Preparing for Nuclear War

    Nearly a quarter century after the disappearance of the Soviet Union and the end of the Cold War, the U.S. government is still getting ready for nuclear war.

    This fact was underscored on June 19, 2013, when the Pentagon, on behalf of President Barack Obama, released a report to Congress outlining what it called the U.S. government’s “Nuclear Employment Strategy.” Although the report indicated some minor alterations in U.S. policy, it exhibited far more continuity than change.

    In 2010, the administration’s Nuclear Posture Review declared that it would work toward making deterrence of nuclear attack the “sole purpose” of U.S. nuclear weapons. The 2013 report, however, without any explanation, reported that “we cannot adopt such a policy today.” Thus, as in the past, the U.S. government considers itself free to initiate a nuclear attack on other nations.

    In addition, the 2013 “Nuclear Employment Strategy” continued U.S. government reliance on a “nuclear triad” of ground-launched intercontinental ballistic missiles, submarine-launched intercontinental ballistic missiles, and bomber-launched nuclear weapons. Although the need for one or more legs of this “triad” has been debated since the early 1990s, the 2013 report concluded that “retaining all three triad legs will best maintain strategic stability.”

    The 2013 “Nuclear Employment Strategy” also retained another controversial aspect of U.S. nuclear policy: counterforce strategy. Designed to employ U.S. nuclear weapons to destroy an enemy nation’s nuclear weapons, delivery systems, and associated installations, counterforce is potentially very destabilizing, for it provides an incentive to nations caught up in a crisis to knock out the opponent’s nuclear weapons before they can be used. And this, in turn, means that nations are more likely to initiate nuclear war and to desire large numbers of nuclear weapons to avoid having their weapons totally destroyed by a preemptive attack. Consequently, as Hans Kristensen of the Federation of American Scientists has noted, the report’s emphasis on counterforce “undercuts efforts to reduce the role and numbers of nuclear weapons.”

    Furthermore, despite a growing desire among Western nations to have the U.S. government remove an estimated 200 nuclear-armed B61 gravity bombs — weapons dating back to the 1960s — deployed in Belgium, Germany, Italy, the Netherlands, and Turkey, the Pentagon report made no proposal along these lines. These Cold War relics, too, remain untouchable.

    One shift in emphasis indicated in the “Nuclear Employment Strategy” is a presidential directive to Pentagon officials to “reduce the role of `launch under attack.’” Currently, it is U.S. policy to fire nuclear weapons at an opponent on short notice if there are signs that a nuclear strike is under way against the United States or its allies. But this reduction in the likelihood of sliding into a full-scale nuclear war would be more reassuring if the President’s directive did not also command the Pentagon to retain a launch-under-attack capability, in case the President decided to use it.

    But what about Obama’s lofty rhetoric of April 2009, in Prague, where he stated that the U.S. government was committed to building a nuclear-weapons-free world? Also, didn’t he renew that approach in his Berlin speech of June 19, 2013, only hours before the issuance of the Pentagon’s “Nuclear Employment Strategy,” when he called for nuclear disarmament negotiations with the Russians?

    Yes, the rhetoric of 2009 was very inspiring, landing Obama a Nobel Peace Prize and raising hopes around the world that the nuclear menace was on the verge of extinction. But fairly little came of it, with the modest exception of the New START Treaty with Russia.

    The Berlin speech, too, was substantially over-rated. Although many media reports implied that Obama had proposed decreasing the Russian and American nuclear arsenals by a third, the reality was that the President suggested his readiness to support a reduction of “up to” a third of deployed Russian and American strategic nuclear weapons. Under the New START Treaty, the limit to the number of these kinds of weapons in each nation is 1,550. Thus, in reality, Obama announced that he favored an agreement for each nation to eliminate 1 to 517 of them. From the standpoint of nuclear disarmers, that reduction would certainly be welcome — if, in the face of Republican resistance, it is ever consummated. But, it should be noted that, at present, the U.S. government possesses approximately 7,700 nuclear weapons.

    Another indication that the Obama administration is in no hurry to fulfill its promises about building a nuclear weapons-free world is found in its fiscal 2014 budget proposal to Congress. Here, amid sharp cuts for a broad variety of programs, there is a proposed 9 percent increase in federal funding for the Energy Department’s U.S. nuclear weapons activities, including upgrading nuclear warheads (like the B61 gravity bomb, slated for a $10 billion makeover) and modernizing nuclear weapons production facilities.

    This administration unwillingness to discard the immensely dangerous, outdated nuclear policies of the past flies in the face of public support for abolishing nuclear weapons, whether expressed in public opinion polls or in the resolutions of mainstream bodies like the National Council of Churches and the U.S. Conference of Mayors. But, unless there is a substantial public mobilization to end the American government’s reliance on nuclear war, it seems likely that U.S. officials will continue to prepare for it.
