  • Apocalypse in the Gulf Now (Oil) & Next (Nukes)

    As BP’s ghastly gusher assaults the Gulf of Mexico and so much more, a tornado has forced shut the Fermi2 atomic reactor at the site of a 1966 melt-down that nearly irradiated the entire Great Lakes region.

    If the White House has a reliable plan for deploying and funding a credible response to a disaster at a reactor that’s superior to the one we’ve seen at the Deepwater Horizon, we’d sure like to see it.

    Meanwhile it wants us to fund two more reactors on the Gulf and another one 40 miles from Washington DC. And that’s just for starters.

    The Nuclear Regulatory Commission has warned that at least one new design proposed for federal funding cannot withstand tornadoes, earthquakes or hurricanes.

    But the administration has slipped $9 billion for nuclear loan guarantees into an emergency military funding bill, in addition to the $8.33 it’s already approved for two new nukes in Georgia.

    Unless we do something about it, the House Appropriations Committee may begin the process next week.

    Like Deepwater Horizon and Fermi, these new nukes could ignite disasters beyond our technological control—and our worst nightmares.

    Like BP, their builders would enjoy financial liability limits dwarfed by damage they could do.

    Two of the new reactors are proposed for South Texas, where two others have already been leaking radiation into the Gulf. Ironically, oil pouring into the Gulf could make the waters unusable for cooling existing and future nukes and coal burners.

    Energy Secretary Steven Chu recently admitted to Rachel Maddow he has no firm plans for the radioactive wastes created by the proposed new reactors, or by the 104 currently licensed.

    That would include Vermont Yankee, where strontium, cesium, tritium and more are leaking into the Connecticut River. VY’s rotted underground pipes may have leaking counterparts at every other US reactor.

    After 50 years, this industry can’t get private financing, can’t get private liability insurance and has no solution for its wastes.

    The Gulf gusher bears the simple lesson that technologies that require liability limits will rapidly exceed them, and must not be deployed.

    No US nuclear utility has sufficient capital resources to cover the damages from a reactor disaster, which is one reason taxpayers are targeted as the ultimate underwriters.

    On May 27, the House Appropriations Committee was scheduled to vote on new nuke loan guarantees, which had been attached to an emergency military spending bill. Amidst a flood of grassroots opposition, the vote was postponed.

    But it could return as early as June 15. We can and must stop these new guarantees, which would feed the gusher of nuke power hand-outs being dumped into new climate/energy legislation.

    By all accounts, despite the horrors of the Gulf, the administration still wants legislation that will expand deepwater drilling and atomic technologies that are simply beyond our control…but that fund apparently unstoppable dividends for corporations like BP.

    It’s our vital responsibility to transform this crisis into a definitive shift to a totally green-powered earth, based solely on renewables and efficiency. We have a full array of Solartopian technologies that are proven, profitable, insurable and manageable. They are the core of our necessary transition to a prosperous, sustainable future.

    As our planet dies around us, truly green climate/energy legislation must come…NOW! The next key vote may come when the Appropriations Committee reconvenes.

  • Obama’s Atomic Blunder

    As Vermont seethes with radioactive contamination and the Democratic Party crumbles, Barack Obama has plunged into the atomic abyss.

    In the face of fierce green opposition and withering scorn from both liberal and conservative budget hawks, Obama has done what George W. Bush could not—pledge billions of taxpayer dollars for a relapse of the 20th Century’s most expensive technological failure.

    Obama has announced some $8.3 billion in loan guarantees for two new reactors planned for Georgia. Their Westinghouse AP-1000 designs have been rejected by the Nuclear Regulatory Commission as being unable to withstand natural cataclysms like hurricanes, tornadoes and earthquakes.

    The Vogtle site was to originally host four reactors at a total cost of $600 million; it wound up with two at $9 billion.

    The Southern Company which wants to build these two new reactors has cut at least one deal with Japanese financiers set to cash in on American taxpayer largess. The interest rate on the federal guarantees remains bitterly contested. The funding is being debated between at least five government agencies, and may well be tested in the courts. It’s not clear whether union labor will be required and what impact that might have on construction costs.

    The Congressional Budget Office and other analysts warn the likely failure rate for government-back reactor construction loans could be in excess of 50%. Energy Secretary Stephen Chu has admitted he was unaware of the CBO’s report when he signed on to the Georgia guarantees.

    Over the past several years the estimated price tag for proposed new reactors has jumped from $2-3 billion each in some cases to more than $12 billion today. The Chair of the NRC currently estimates it at $10 billion, well before a single construction license has been issued, which will take at least a year.

    Energy experts at the Rocky Mountain Institute and elsewhere estimate that a dollar invested in increased efficiency could save as much as seven times as much energy than one invested in nuclear plants can produce, while producing ten times as many permanent jobs.

    Georgia has been targeted largely because its regulators have demanded ratepayers put up the cash for the reactors as they’re being built. Florida and Georgia are among a small handful of states taxing electric consumers for projects that cannot come on line for many years, and that may never deliver a single electron of electricity.

    Two Florida Public Service Commissioners, recently appointed by Republican Governor Charlie Crist (now a candidate for the US Senate), helped reject over a billion dollars in rate hikes demanded by Florida Power & Light and Progress Energy, both of which want to build double-reactors at ratepayer expense. The utilities now say they’ll postpone the projects proposed for Turkey Point and Levy County.

    In 2005 the Bush Administration set aside some $18.5 billion for reactor loan guarantees, but the Department of Energy has been unable to administer them. Obama wants an additional $36 billion to bring the fund up to $54.5 billion. Proposed projects in South Carolina, Maryland and Texas appear to be next in line.

    But the NRC has raised serious questions about Toshiba-owned Westinghouse’s AP-1000 slated for Georgia’s Vogtle site, as well as for South Carolina and Turkey Point. The French-made EPR design proposed for Maryland has been challenged by regulators in Finland, France and Great Britain. In Texas, a $4 billion price jump has sparked a political upheaval in San Antonio and elsewhere, throwing the future of that project in doubt.

    Taxpayers are also on the hook for potential future accidents from these new reactors. In 1957, the industry promised Congress and the country that nuclear technology would quickly advance to the point that private insurers would take on the liability for any future disaster, which could by all serious estimates run into the hundreds of billions of dollars. Only $11 billion has been set aside the cover the cost of such a catastrophe. But now the industry says it will not build even this next generation of plants without taxpayers underwriting liability for future accidents. Thus the “temporary” program could ultimately stretch out to a full century or more.

    In the interim, Obama has all but killed Nevada’s proposed Yucca Mountain nuclear waste dump. He has appointed a commission of nuclear advocates to “investigate” the future of high-level reactor waste. But after 53 years, the industry is further from a solution than ever.

    Meanwhile, the Nuclear Regulatory Commission has reported that at least 27 of America’s 104 licensed reactors are now leaking radioactive tritium. The worst case may be Entergy’s Vermont Yankee, near the state’s southeastern border with New Hampshire and Massachusetts. High levels of contamination have been found in test wells around the reactor, and experts believe the Connecticut River is at serious risk.

    A furious statewide grassroots campaign aims to shut the plant, whose license expires in 2012. A binding agreement between Entergy and the state gives the legislature the power to deny an extension. US Senator Bernie Sanders (I-VT) has demanded the plant close. The legislature may vote on it in a matter of days.

    Obama has now driven a deep wedge between himself and the core of the environmental movement, which remains fiercely anti-nuclear. While reactor advocates paint the technology green, the opposition has been joined by fiscal conservatives like the National Taxpayer Institute, the Cato Institute and the Heritage Foundation.

    Reactor backers hailing a “renaissance” in atomic energy studiously ignore France’s catastrophic Olkiluoto project, now $3 billion over budget and 3 years behind schedule. Parallel problems have crippled another project at Flamanville, France, and are virtually certain to surface in the US.

    The reactor industry has spent untold millions lobbying for this first round of loan guarantees. There’s no doubt it will seek far more in the coming months. Having failed to secure private American financing, the question will be: in a tight economy, how much public money will Congress throw at this obsolete technology.

    The potential flow of taxpayer guarantees to Georgia means nuclear opponents now have a tangible target. Also guaranteed is ferocious grassroots opposition to financing, licensing and construction of this and all other new reactor proposals, as well as to continued operation of leaky rustbucket reactors like Vermont Yankee.

    The “atomic renaissance” is still a very long way from going tangibly critical.

  • Lies and Leaks: The Earthquake That Screamed “No Nukes!”

    The massive earthquake that shook Japan this week nearly killed millions in a nuclear apocalypse.
    It also produced one of the most terrifying sentences ever buried in a newspaper. As reported deep in the New York Times, the Tokyo Electric Company has admitted that “the force of the shaking caused by the earthquake had exceeded the design limits of the reactors, suggesting that the plant’s builders had underestimated the strength of possible earthquakes in the region.”
    There are 55 reactors in Japan. Virtually all of them are on or near major earthquake faults. Kashiwazaki alone hosts seven, four of which were forced into the dangerous SCRAM mode to narrowly avoid meltdowns. At least 50 separate serious problems have been so far identified, including fire and the spillage of barrels filled with radioactive wastes.
    There are four active reactors in California on or near major earthquake faults, as are the two at Indian Point north of New York City. On January 31, 1986, an earthquake struck the Perry reactor east of Cleveland, knocking out roads and bridges, as well as pipes within the plant, which (thankfully) was not operating at the time. The governor of Ohio, then Richard Celeste, sued to keep Perry shut, but lost in federal court.
    The fault that hit Perry is an off-shoot of the powerful New Madrid line that runs through the Mississippi River Valley, threatening numerous reactors. The Beyond Nuclear Project reports that in August, 2004, a quake hit the Dresden reactor in Illinois, resulting in a leak of radioactive tritium. Nevada’s Yucca Mountain, slated as the nation’s high-level radioactive waste dump, has a visible fault line running through it.
    More than 400 atomic reactors are on-line worldwide. How many are vulnerable to seismic shocks we can only shudder to guess. But one-eighth of them sit in one of the world’s richest, most technologically advanced, most densely populated industrial nations, which has now admitted its reactor designs cannot match the power an earthquake that has just happened.

    In whatever language it’s said, that translates into the unmistakable warning that the world’s atomic reactors constitute a multiple, ticking seismic time bomb. Talk of building more can only be classified as suicidal irresponsibility.
    Tokyo Electric’s behavior since the quake defines the industry’s credibility. For three consecutive days (with more undoubtedly to come) the utility has been forced to issue public apologies for erroneous statements about the severity of the damage done to the reactors, the size and lethality of radioactive spills into the air and water, the on-going danger to the public, and much more.
    Once again, the only thing reactor owners can be trusted to do is to lie.
    Prior to the March 28, 1979 disaster at Three Mile Island, the industry for years assured the public that the kind of accident that did happen was “impossible.”
    Then the utility repeatedly assured the public there had been no melt-down of fuel and no danger of further catastrophe. Nine years later a robotic camera showed that nearly all the fuel had melted, and that avoiding a full-blown catastrophe was little short of a miracle.
    The industry continues to say no one was killed at TMI. But it does not know how much radiation was released, where it went or who it might have harmed. Since 1979 its allies in the courts have denied 2400 central Pennsylvania families the right to test their belief that they and their loved ones have been killed and maimed en masse.
    Prior to its April 26, 1986, explosion, Soviet Life Magazine ran a major feature extolling the virtually “accident-proof design” of Chernobyl Unit Four.
    Then the former Soviet Union of Mikhail Gorbachev kept secret the gargantuan radiation releases that have killed thousands and yielded a horrific plague of cancers, leukemia, birth defects and more throughout the region, and among the more than 800,000 drafted “jumpers” who were forced to run through the plant to clean it up.
    Since the terror attacks of September 11, 2001, the industry has claimed its reactors can withstand the effects of a jet crash, and are immune to sabotage. The claims are as patently absurd as the lies about TMI and Chernobyl.

    So, too, the endless, dogged assurances from Japan that no earthquake could do to Kashiwazaki what has just happened.
    Yet today and into the future, expensive ads will flood the US and global airwaves, full of nonsense about the “need” for new nukes.

    There is only one thing we know for certain about this advertising: it is a lie.
    Atomic reactors contribute to global warming rather than abating it. In construction, in the mining, milling and enriching of the fuel, in on-going “normal” releases of heat and radioactivity, in dismantling and decommissioning, in managing radioactive wastes, in future terror attacks, in proliferation of nuke weapons, and much much more, atomic energy is an unmitigated eco-disaster.
    To this list we must now add additional tangible evidence that reactors allegedly built to withstand “worst case” earthquakes in fact cannot. And when they go down, the investment is lost, and power shortages arise (as is now happening in Japan) that are filled by the burning of fossil fuels.
    It costs up to ten times as much to produce energy from a nuke as to save it with efficiency. Advances in wind, solar and other green “Solartopian” technologies mean atomic energy simply cannot compete without massive subsidies, loan guarantees and government insurance to protect it from catastrophes to come.
    This latest “impossible” earthquake has not merely shattered the alleged safeguards of Japan’s reactor fleet. It has blown apart—yet again—any possible argument for building more reactors anywhere on this beleaguered Earth.

  • America’s Terrorist Nuclear Threat to Itself

    No sane nation hands to a wartime enemy atomic weapons set to go off within its own homeland, and then lights the fuse.

    Yet as the bombs and missiles drop on Afghanistan, the certainty of terror retaliation inside America has turned our 103 nuclear power plants into weapons of apocalyptic destruction, just waiting to be used against us.

    One or both planes that crashed into the World Trade Center on September 11, could have easily obliterated the two atomic reactors now operating at Indian Point, about 40 miles up the Hudson.

    The catastrophic devastation would have been unfathomable. But those and a hundred other American reactors are still running. Security has been heightened. But all are vulnerable to another sophisticated terror attack aimed at perpetrating the unthinkable.

    Indian Point Unit One was shut long ago by public outcry. But Units 2 & 3 have operated since the 1970s. Back then there was talk of requiring reactor containment domes to be strong enough to withstand a jetliner crash. But the biggest jets were far smaller than the ones that fly today. Nor did those early calculations account for the jet fuel whose hellish fire melted the critical steel supports that ultimately brought down the Trade Center.

    Had one or both those jets hit one or both the operating reactors at Indian Point, the ensuing cloud of radiation would have dwarfed the ones at Hiroshima and Nagasaki, Three Mile Island and Chernobyl.

    The intense radioactive heat within today’s operating reactors is the hottest anywhere on the planet. So are the hellish levels of radioactivity.

    Because Indian Point has operated so long, its accumulated radioactive burden far exceeds that of Chernobyl, which ran only four years before it exploded.

    Some believe the WTC jets could have collapsed or breached either of the Indian Point containment domes. But at very least the massive impact and intense jet fuel fire would destroy the human ability to control the plants’ functions. Vital cooling systems, backup power generators and communications networks would crumble.

    Indeed, Indian Point Unit One was shut because activists warned that its lack of an emergency core cooling system made it an unacceptable risk. The government ultimately agreed.

    But today terrorist attacks could destroy those same critical cooling and control systems that are vital to not only the Unit Two and Three reactor cores, but to the spent fuel pools that sit on site.

    The assault would not require a large jet. The safety systems are extremely complex and virtually indefensible. One or more could be wiped out with a wide range of easily deployed small aircraft, ground-based weapons, truck bombs or even chemical/biological assaults aimed at the operating work force. Dozens of US reactors have repeatedly failed even modest security tests over the years. Even heightened wartime standards cannot guarantee protection of the vast, supremely sensitive controls required for reactor safety.

    Without continous monitoring and guaranteed water flow, the thousands of tons of radioactive rods in the cores and the thousands more stored in those fragile pools would rapidly melt into super-hot radioactive balls of lava that would burn into the ground and the water table and, ultimately, the Hudson.

    Indeed, a jetcrash like the one on 9/11 or other forms of terrorist assault at Indian Point could yield three infernal fireballs of molten radioactive lava burning through the earth and into the aquifer and the river. Striking water they would blast gigantic billows of horribly radioactive steam into the atmosphere. Prevailing winds from the north and west might initially drive these clouds of mass death downriver into New York City and east into Westchester and Long Island.

    But at Three Mile Island and Chernobyl, winds ultimately shifted around the compass to irradiate all surrounding areas with the devastating poisons released by the on-going fiery torrent. At Indian Point, thousands of square miles would have been saturated with the most lethal clouds ever created or imagined, depositing relentless genetic poisons that would kill forever.

    In nearby communities like Buchanan, Nyack, Monsey and scores more, infants and small children would quickly die en masse. Virtually all pregnant women would spontaneously abort, or ultimately give birth to horribly deformed offspring. Ghastly sores, rashes, ulcerations and burns would afflict the skin of millions. Emphysema, heart attacks, stroke, multiple organ failure, hair loss, nausea, inability to eat or drink or swallow, diarrhea and incontinance, sterility and impotence, asthma, blindness, and more would kill thousands on the spot, and doom hundreds of thousands if not millions. A terrible metallic taste would afflict virtually everyone downwind in New York, New Jersey and New England, a ghoulish curse similar to that endured by the fliers who dropped the atomic bombs on Hiroshima and Nagaskai, by those living downwind from nuclear bomb tests in the south seas and Nevada, and by victims caught in the downdrafts from Three Mile Island and Chernobyl.

    Then comes the abominable wave of cancers, leukemias, lymphomas, tumors and hellish diseases for which new names will have to be invented, and new dimensions of agony will beg description.

    Indeed, those who survived the initial wave of radiation would envy those who did not.

    Evacuation would be impossible, but thousands would die trying. Bridges and highways would become killing fields for those attempting to escape to destinations that would soon enough become equally deadly as the winds shifted.

    Attempts to quench the fires would be futile. At Chernobyl, pilots flying helicopters that dropped boron on the fiery core died in droves. At Indian Point, such missions would be a sure ticket to death. Their utility would be doubtful as the molten cores rage uncontrolled for days, weeks and years, spewing ever more devastation into the eco-sphere. More than 800,000 Soviet draftees were forced through Chernobyl’s seething remains in a futile attempt to clean it up. They are dying in droves. Who would now volunteer for such an American task force?

    The radioactive cloud from Chernobyl blanketed the vast Ukraine and Belarus landscape, then carried over Europe and into the jetstream, surging through the west coast of the United States within ten days, carrying across our northern tier, circling the globe, then coming back again.

    The radioactive clouds from Indian Point would enshroud New York, New Jersey, New England, and carry deep into the Atlantic and up into Canada and across to Europe and around the globe again and again.

    The immediate damage would render thousands of the world’s most populous and expensive square miles permanently uninhabitable. All five boroughs of New York City would be an apocalyptic wasteland. The World Trade Center would be rendered as unusable and even more lethal by a jet crash at Indian Point than it was by the direct hits of 9/11. All real estate and economic value would be poisonously radioactive throughout the entire region. Irreplaceable trillions in human capital would be forever lost.

    As at Three Mile Island, where thousands of farm and wild animals died in heaps, and as at Chernobyl, where soil, water and plant life have been hopelessly irradiated, natural eco-systems on which human and all other life depends would be permanently and irrevocably destroyed,

    Spiritually, psychologically, financially, ecologically, our nation would never recover.

    This is what we missed by a mere forty miles near New York City on September 11. Now that we are at war, this is what could be happening as you read this.

    There are 103 of these potential Bombs of the Apocalypse now operating in the United States. They generate just 18% of America’s electricity, just 8% of our total energy. As with reactors elsewhere, the two at Indian Point have both been off-line for long periods of time with no appreciable impact on life in New York. Already an extremely expensive source of electricity, the cost of attempting to defend these reactors will put nuclear energy even further off the competitive scale.

    Since its deregulation crisis, California—already the nation’s second-most efficient state—cut further into its electric consumption by some 15%. Within a year the US could cheaply replace virtually with increased efficiency all the reactors now so much more expensive to operate and protect.

    Yet, as the bombs fall and the terror escalates, Congress is fast-tracking a form of legal immunity to protect the operators of reactors like Indian Point from liability in case of a meltdown or terrorist attack.

    Why is our nation handing its proclaimed enemies the weapons of our own mass destruction, and then shielding from liability the companies that insist on continuing to operate them?

    Do we take this war seriously? Are we committed to the survival of our nation?

    If so, the ticking reactor bombs that could obliterate the very core of our life and of all future generations must be shut down.
