    It is a great honor to be able to hold this international symposium “The Fierce Urgency of Nuclear Zero: Changing the Discourse,” here in Santa Barbara, this beautiful city set between the mountains and the sea. On behalf of Soka Gakkai International (SGI) members in 192 countries and territories worldwide, I would like to express our most heartfelt gratitude to all participants and all those whose support has made this event possible.

    For years, Dr. David Krieger has led the Nuclear Age Peace Foundation (NAPF) with unyielding energy and vision as it has developed a broad range of activities for peace. In addition to this symposium, it has been our pleasure to support and collaborate with NAPF on a number of projects, including the collection of some 5 million signatures for the Nuclear Zero campaign and cosponsoring an event calling for the abolition of nuclear weapons held in The Hague. Allow me to take this opportunity to express again my deepest respect for Dr. Krieger and all our esteemed friends at NAPF.

    In light of the continued spread of nuclear weapons and the proliferation of related threats, there is shared and growing concern about the inhumane nature of these weapons. We see this in the increasing number of countries supporting the “Humanitarian Pledge” as a path to resolving this issue. Within global civil society, there is a rising chorus of voices calling for the prohibition and elimination of nuclear weapons, with new forms of action being increasingly taken up by members of the younger generation.

    Against this backdrop, this past August, the United Nations Open-ended Working Group adopted a set of recommendations calling for the holding of a conference in 2017 to negotiate a legally binding instrument prohibiting nuclear weapons. It is imperative that this conference be held next year, decisively strengthening momentum to bring the age of nuclear weapons to a close.

    The enduring inspiration for the SGI’s efforts for nuclear abolition is the declaration made by the second president of the Soka Gakkai, Josei Toda, in 1957, at the height of Cold War tensions, in which he denounced these weapons as an absolute evil and called for their elimination. To quote that declaration: “Although a movement calling for a ban on the testing of atomic or nuclear weapons has arisen around the world, it is my wish to go further, to attack the problem at its root. I want to expose and rip out the claws that lie hidden in the very depths of such weapons.”

    As Buddhists who regard the sanctity of life as a paramount value, we have worked with people and organizations who share our commitment, engaging in a wide range of activities in venues throughout the world. These have included mounting exhibitions and creating a variety of forums for dialogue and learning.These activities have been rooted in the conviction that the key to breaking through the current deadlock lies in fostering global solidarity among ordinary citizens, unleashing the power of change and ushering in the dawn of a new and hope-filled era.

    The challenge of nuclear weapons abolition must be a shared global enterprise, engaging all states and civil society actors. It is a struggle to counter the core pathology of contemporary civilization—the all-too-casual disregard for life, its value and sanctity. The struggle for nuclear abolition is an effort to redirect the world toward an authentically human orientation. Today is United Nations Day, and I am confident that the elimination of nuclear weapons must be a vital milepost toward the enduring realization of the ideals of the UN Charter: “to save succeeding generations from the scourge of war” and “to reaffirm faith in fundamental human rights, in the dignity and worth of the human person.”

    We must bring this nuclear age to an end. To achieve this, we are committed to continuing our efforts, with unflagging energy and alongside our respected friends, to expand the global popular solidarity for nuclear weapons abolition.

    In closing, I offer my best wishes for the health, well-being and success of all the participants in this symposium.

  • Compassion, Wisdom and Courage: Building a Global Society of Peace and Creative Coexistence

    Synopsis

    Efforts are currently under way to define a set of Sustainable Development Goals (SDGs) with a target date of 2030. As we debate these goals, we must face head-on the underlying ailments of human civilization in order to ensure that efforts to improve the human condition are more than mere stopgap measures—that they enable people struggling in the face of dire threats to recover the hope and strength needed to lead lives of dignity.

    For this we need a spiritual framework that will bring into greater clarity those things we cannot afford to ignore, while ensuring that all that we do contributes to the larger objective of a global society of peace and creative coexistence.

    If we picture such a society as an edifice, the ideals of human rights and human security are key pillars that hold it up, while the foundation on which these rest is respect for the dignity of life. For this to be a meaningful and robust support for other endeavors, it must be felt and experienced palpably as a way of life.

    To this end, I would like to propose the following three commitments as guidelines for action:

    • The determination to share the joys and sufferings of others
    • Faith in the limitless possibilities of life
    • The vow to defend and celebrate diversity

    I believe that the social mission of religion in the twenty-first century must be to bring people together in an ethos of reverence for life’s inherent dignity and worth.

    One pressing threat to the dignity of far too many people in our world today is poverty. The pervasive stress of economic deprivation is compounded when people feel that their very existence is disregarded, becoming alienated and being deprived of a meaningful role and place within society. This underlies the need for a socially inclusive approach focused on the restoration of a sense of connection with others and of purpose in life.

    Regardless of circumstance, all people inherently possess a life-state of ultimate dignity and are in this sense fundamentally equal and endowed with limitless possibilities. When we awaken to our original worth and determine to change present realities, we become a source of hope for others. Such a perspective is, I believe, valuable not only for the challenges of constructing a culture of human rights, but also for realizing a sustainable society.

    To forestall the further fissuring of society and enable a culture of peace to take root in the world, dialogue based on the celebration of our diversity is indispensable.

    Outlawing nuclear weapons as inhumane

    There has been a growing movement to outlaw nuclear weapons based on the premise that they are inhumane. It is my strong hope that an expanding core of NGOs and governments supporting this position will initiate the process of drafting a treaty to outlaw these weapons in light of their inhumane nature.

    Japan, as a country that has experienced nuclear attack, should play a leading role in the realization of a Nuclear Weapons Convention (NWC). Further, it should undertake the kind of confidence-building measures that are a necessary predicate to the establishment of a Northeast Asian Nuclear-Weapon-Free Zone and to creating the conditions for the global abolition of nuclear weapons.

    The SGI’s efforts to grapple with the nuclear weapons issue are based on the recognition that the very existence of these weapons represents the ultimate negation of the dignity of life. At the same time, nuclear weapons serve as a prism through which to perceive new perspectives on ecological integrity, economic development and human rights. This in turn helps us identify the elements that will shape the contours of a new, sustainable society, one in which all people can live in dignity.

    Toward this end, I would like to make three concrete proposals:

    • Making disarmament a key theme of the Sustainable Development Goals. Halving world military expenditures relative to 2010 levels and abolishing nuclear weapons and all other weapons judged inhumane under international law should be included as targets for achievement by the year 2030.
    • Initiating the negotiation process of a Nuclear Weapons Convention. The international community should engage in active debate to broadly shape international public opinion, with the goal of agreement on an initial draft by 2015.
    • Holding an expanded summit for a nuclear-weapon-free world. The G8 Summit in 2015, the seventieth anniversary of the atomic bombings of Hiroshima and Nagasaki, would be an appropriate opportunity for such a summit.

    Fostering a culture of human rights

    To enhance United Nations efforts to promote a culture of human rights, I propose that the promotion of human rights be a central element of the SDGs for the year 2030, including the following two specific targets.

    Every country should set up a Social Protection Floor (SPF) to ensure that those who are suffering from extreme poverty are able to regain a sense of dignity. Some thirty developing countries have in fact already started implementing plans for minimum income and livelihood guarantees. Such guarantees are a necessary condition for sustainability and a culture of human rights.

    Every society should promote human rights education and training. Alongside the legal system of guarantees and remedies, efforts to raise awareness of human rights through education and training could serve as a catalyst for the social interaction and support that provides a sense of connection and helps people regain hope and dignity. Regional centers for human rights education and training could be established within the framework of the United Nations University, along the lines of the centers currently promoting education for sustainable development.

    Today’s children will inevitably play a crucial role in the work of constructing a culture of human rights. To protect them and improve the conditions under which they live, it is crucial that all countries ratify the Convention on the Rights of the Child and its Optional Protocols, and pass the domestic legislation needed to fulfill the treaty obligations.

    Strengthening Sino-Japanese relations

    Improving relations between China and Japan—currently said to be at their worst since World War II—is an essential element in building a global society of peace and coexistence.

    Political and economic relations between these two countries are constantly impacted by the ebb and flow of the times. This is why, faced with a crisis, it is important to adamantly uphold the two central pledges in the Treaty of Peace and Friendship between Japan and the People’s Republic of China (1978): To refrain from the use or threat of force, and not to seek regional hegemony.

    I urge Japan and China to set up a high-level forum for dialogue aimed at preventing any worsening of the situation. Its first order of business should be to institute a moratorium on all actions that could be construed as provocative. This should be followed by an analysis of the steps by which the confrontation evolved in order to facilitate the development of guidelines for more effective responses to future crises.

    I suggest that Japan and China institute the practice of holding regular summit meetings, similar to those established through the Élysée Treaty that regularly brought together French and German Heads of State and Government. I further propose that Japan and China together launch an organization for environmental cooperation in East Asia. This would help lay the foundations of a new partnership focused on peace and creative coexistence and joint action for the sake of humanity.

    The key to realizing all these goals ultimately lies in the solidarity of ordinary citizens. The year 2030 serves as a major goal in the effort to promote cooperation in the international community, and will also mark the one-hundredth anniversary of the founding of the Soka Gakkai. Working with all those committed to a global society of peace and creative coexistence, we will continue to foster solidarity among the world’s people as we look ahead to that significant milestone.

  • Steps Toward a Nuclear Free World

    In recent years there has been a growing chorus of calls for a world free from nuclear weapons. The Nonproliferation Treaty (NPT) Review Conference scheduled for this May will be a crucial test of the international community’s ability to unite toward this goal.

    Two keys to realizing a breakthrough will be creating institutional frameworks for pledges of nonuse of nuclear weapons and establishing clear norms for their prohibition.

    We should work, based on the existing NPT system, to expand the frameworks defining a legal obligation not to use nuclear weapons, in this way laying the institutional foundations for reducing their role in national security, while establishing international norms for their eventual prohibition. This can challenge the thinking that justifies nuclear weapons — the willingness to eliminate others for the sake of one’s own objectives — clearing the way for their abolition.

    U.N. Secretary General Ban Ki Moon has stated that nuclear weapons are immoral and should not be accorded any military value. As this indicates, nuclear weapons are not only an absolute evil, entirely impermissible from a humanitarian perspective; they epitomize the military spending that continues to absorb vast amounts of the world’s limited human and economic resources — resources that are needed to respond to the common challenges facing humankind, such as poverty and environmental destruction. Their continued existence represents a fundamental threat to humanity.

    Today, the thought of the possession, much less the use, of chemical or biological weapons inspires widespread revulsion in the international community. We need to give concrete form to a similar recognition regarding nuclear weapons, which are undoubtedly the most inhumane of all.

    As a concrete step toward this, I urge that the Statute of the International Criminal Court be amended to define the use or threat of use of nuclear weapons as a war crime. The objective here is obviously not to punish the actual use of nuclear weapons but to establish a clear norm that such use is always and under any circumstance unacceptable. This could in turn open the way to the eventual adoption of a convention comprehensively banning nuclear weapons.

    An indispensable aspect of this effort must be a redefinition of security policies. The nuclear-weapon states must develop a shared vision of a world without nuclear weapons and break free from the spell of deterrence — the illusory belief that security can somehow be realized through threats of mutual destruction and a balance of terror. A new kind of thinking is needed, one based on working together to reduce threats and creating ever-expanding circles of physical and psychological security until these embrace the entire world.

    In this context I urge the nuclear- weapon states to undertake the following three commitments at this May’s NPT Review Conference and to work to fully implement them by 2015:

    1. To reach a legally binding agreement to extend negative security assurances — the undertaking not to use nuclear weapons against any of the nonnuclear-weapon states fulfilling their NPT obligations.

    2. To initiate negotiation on a treaty codifying the promise not to use nuclear weapons against each other.

    3. Where nuclear-weapon-free zones have yet to be established, as a bridging measure, to declare these as nuclear nonuse regions.

    Declaring nuclear nonuse regions would encourage progress toward global denuclearization. It could be part of a comprehensive system to prevent the proliferation of all weapons of mass destruction and forestall the dire possibility of nuclear terrorism. The key aim would be to encourage shared efforts to reduce threats, which would in turn reduce motivations for countries to develop or acquire nuclear weapons.

    If progress can be made toward these goals, it will make even more obvious the benefits of participating in existing frameworks, as opposed to the further deepening of isolation on the outside. Overlapping assurances of physical and psychological security can encompass not only countries relying on the nuclear umbrellas of nuclear-weapon states, but also North Korea and Iran as well as countries such as India, Pakistan and Israel that are currently not part of the NPT framework.

    None of this will be easy. But no matter how great the divide between our ideals and reality, there is no need to give up hope or accept this with resignation. Instead, the ordinary citizens of the world should come together to create a new reality. The prohibitions on land mines and cluster weapons that have been realized in recent years are the fruit of such solidarity.

    To quote U.S. President John F. Kennedy: “There is no single, simple key to this peace — no grand or magic formula to be adopted by one or two powers. Genuine peace must be the product of many nations, the sum of many acts.”

    We must remember that there is always a way, a path to the peak of even the most towering and forbidding mountain. Even when a sheer rock face looms before us, we should refuse to be disheartened, and instead continue the patient search for a way forward.

    What is most strongly required is the imagination that can appreciate the present crises as an opportunity to fundamentally transform the direction of history. Mustering the force of inner will and determination, we can convert challenges into the fuel for positive change.

  • Emerging from the Nuclear Shadow

    “At any given moment in history, precious few voices are heard crying out for justice. But, now more than ever, those voices must rise above the din of violence and hatred.”

    These are the memorable words of Dr. Joseph Rotblat, who for many years led the Pugwash Conferences on Science and World Affairs, a global organization working for peace and for the abolition of nuclear weapons. Rotblat passed away last year in August, the month that marked the 60th anniversary of the atomic bombings of Hiroshima and Nagasaki. He was 96. In the final phase of his life, he consistently voiced his strong sense of foreboding about the chronic lack of progress toward nuclear disarmament and the growing threat of nuclear proliferation.

    The startling development of military technology has entirely insulated acts of war from human realities and feelings. In an instant, irreplaceable lives are lost and beloved homelands reduced to ruin. The anguished cries of victims and their families are silenced or ignored. Within this vast system of violence — at the peak of which are poised nuclear weapons — humans are no longer seen as embodiments of life. They are reduced to the status of mere things.

    In the face of these severe challenges, there is a spreading sense of powerlessness and despair within the international community, a readiness to dismiss the possibility of nuclear abolition as a mere pipe dream.

    Peace is a competition between despair and hope, between disempowerment and committed persistence. To the degree that powerlessness takes root in people’s consciousness, there is a greater tendency to resort to force. Powerlessness breeds violence.

    But it was human beings that gave birth to these instruments of hellish destruction. It cannot be beyond the power of human wisdom to eliminate them.

    The Pugwash Conferences that were Rotblat’s base of action were first held in 1957, a year that saw a rapid acceleration in the nuclear arms race that came to engulf the entire planet. On Sept. 8 of the same year, my mentor, Josei Toda, issued a call for the abolition of nuclear weapons. The day was blessed with the kind of beautiful clear sky that follows a typhoon, as Toda made his declaration at a gathering of some 50,000 young people in Yokohama:

    “Today a global movement calling for a ban on the testing of atomic or nuclear weapons has arisen. It is my wish to go further; I want to expose and remove the claws that lie hidden in the depths of such weapons. . . . Even if a certain country should conquer the world using nuclear weapons, the people who used those weapons should be condemned as demons and devils.”

    Toda chose to denounce nuclear weapons in such harsh, even strident, terms because he was determined to expose their essential nature as an absolute evil — one that denies and undermines humankind’s collective right to live.

    Toda’s impassioned call issued from a philosophical understanding of life’s inner workings: He was warning against the demonic egotism that seeks to bend others to our will. He saw this writ large in the desire of states to possess these weapons of ultimate destruction.

    The idea that nuclear weapons function to deter war and are therefore a “necessary evil” is a core impediment to their elimination; it must be challenged and dismantled.

    Because Toda saw nuclear weapons as an absolute evil, he was able to transcend ideology and national interest; he was never confused by the arguments of power politics. Today, half a century later, the language of nuclear deterrence and “limited” nuclear war is again in currency. I am convinced that Toda’s soul-felt cry, rooted in the deepest dimensions of life, now shines with an even brighter universal brilliance.

    If we are to eliminate nuclear weapons, a fundamental transformation of the human spirit is essential. Since the bombings of Hiroshima and Nagasaki more than 60 years ago, the survivors have transformed despair into a sense of mission as they have continued to call out for nuclear abolition. As people living today, it is our shared responsibility — our duty and our right — to act as heirs to this lofty work of inner transformation, to expand and elevate it into a struggle to eliminate war itself.

    In 1982, as Cold War tensions mounted, the Soka Gakkai International (SGI) organized the exhibition “Nuclear Arms: Threat to Our World” at the United Nations Headquarters in New York. It toured 16 countries, including the Soviet Union and China and other nuclear weapons states. It was viewed by some 1.2 million visitors in total. SGI members also actively participated in the global Abolition 2000 campaign. The purpose of these and other efforts has been to arouse the hearts of people seeking peace.

    To further deepen this type of grassroots solidarity, I would like to call for the creation of a U.N. Decade of Action by the World’s People for Nuclear Abolition and for the early convening of a World Summit for Nuclear Abolition. Such steps would both reflect and support an emerging international consensus for disarmament.

    Needless to say, it is young people who bear the challenges and possibilities of the future. It would therefore be valuable to hold a gathering of youth representatives from around the world prior to the annual U.N. General Assembly, giving world leaders an opportunity to hear the views of the next generation.

    Affording young people such venues and opportunities to engage as world citizens is critical to building the long-term foundations for peace.

    Crying out in opposition to war and nuclear weapons is neither emotionalism nor self-pity. It is the highest expression of human reason based on an unflinching perception of the dignity of life.

    Faced with the horrifying facts of nuclear proliferation, we must call forth the power of hope from within the depths of each individual’s life. This is the power that can transform even the most intractable reality.

    To emerge from the shadow of nuclear weapons we need a revolution in the consciousness of countless individuals — a revolution that gives rise to the heartfelt confidence that “There is something I can do.” Then, finally, we will see a coming together of the world’s people, and hear their common voice, their cry for an end to this terrible madness of destruction.

  • Response to the Tragedy of September 11, 2001

    In the aftermath of the terrible shock of the tragic events on Sept. 11, I extend my deepest sympathies to all those affected. From the bottom of my heart, I pray for the victims, and I pray that their families may find inner strength, healing and, eventually, renewed happiness.

    It is impossible not to be outraged at the senseless loss of so many lives. And yet it is not the numbers that make this tragedy so horrific. Every single person lost was irreplaceable and immensely precious — a much-loved sister, father, son, mother or friend. Each individual’s life contained infinite possibilities waiting to be realized. In the most terrible manner imaginable, we have been reminded of the immense value of human life.

    In all its teachings, Buddhism stresses how sacred and precious life — especially human life — is. One scripture reads: ‘A single day of life is worth more than all the treasures of the universe.’ Terrorism, which so cruelly robs people of life, can never be excused or justified by any reason or cause. It is an absolute evil. And when such acts are committed in the name of religion, it demonstrates the utter spiritual bankruptcy of the perpetrators.

    As human beings sharing a common home, we have all been impacted by this terrible deed. In the words of Dr. Martin Luther King Jr., ‘Injustice anywhere is a threat to justice everywhere.’ We must unite across differences of nationality and faith in order to create a world free of injustice, violence and terror.

    I call for a just and equitable international tribunal to be established to try those responsible for acts of terrorism and other crimes against humanity.

    But the struggle against terrorism requires more than short-term international cooperation. It requires a profound reexamination of the nature of human civilization. For much of our history, humanity has been trapped in vicious cycles of hatred and reprisal. We must redouble our efforts to break this cycle and transform distrust into trust. I believe that this is the most effective and fundamental antidote to terrorism and its repugnant worship of violence.

    It is the function of evil to divide; to alienate people from each other and divide one country from another. The universe, this world and our own lives, are the stage for a ceaseless struggle between hatred and compassion, the destructive and constructive aspects of life. We must never let up, confronting evil at every turn.

    This attack was an ultimate manifestation of evil and shows us the vilest depths to which human nature can sink. In the end, the evil over which we must triumph is the impulse toward hatred and destruction that resides in us all.

    Unless we can achieve a fundamental transformation within our own lives, so that we are able to perceive our intimate connection with all our fellow human beings and feel their sufferings as our own, we will never be free of conflict and war. In this sense, I feel that a ‘hard power’ approach, one that relies on military might, will not lead to a long-term, fundamental resolution.

    I believe that dialogue holds the key to any lasting solution. Now, more than ever, we must reach out in a further effort to understand each other and engage in genuine dialogue. Words spoken from the heart have the power to change a person’s life. They can even melt the icy walls of mistrust that separate peoples and nations. We must expand our efforts to promote dialogue between and among civilizations.

    I am utterly convinced that we were not born into this world to hate and destroy each other. We must restore and renew our faith in humanity and in each other. We must never lose sight of the fact that we can still make the 21st century an era free from the flames of war and violence — an era in which all people may live in peace. To this end, we must strive to make a profound reverence for life the prevailing spirit of our times and our planet. I believe that this is the greatest and most enduring way to honor the memory of the victims of this enormous tragedy.”

    Daisaku Ikeda is a Buddhist philosopher, author and peace proponent, and recipient of NAPF’s World Citizen Award.
