  • Nuclear Deterrence: A Profitable Protection Racket?

    These remarks were delivered by Robert Green at a side event at the United Nations during the UN Conference to negotiate a legally binding instrument to prohibit nuclear weapons, leading towards their total elimination.

    As a former operator of British nuclear weapons, next year will mark a significant anniversary for me: it will be fifty years since my indoctrination into the dogma of nuclear deterrence.

    In 1968 I was a 24-year-old Lieutenant bombardier-navigator in Buccaneer strike jets deployed aboard a Royal Navy aircraft-carrier, when my pilot and I were told we had been chosen as a nuclear crew. The process of being given a top secret security clearance was followed by indoctrination regarding the huge responsibility of this honour, and details of the 10-kiloton WE177 freefall bomb we would use. We then had to plan how to attack our assigned target: a Soviet military air base on the outskirts of Leningrad.

    Thirty years later, as I landed at St Petersburg airport for an anti-nuclear conference, I was shocked to realise it had been my target.

    When I told our Russian hosts, they put me on local TV with an interpreter. I apologised for having obeyed orders which would have resulted in massive civilian casualties and collateral damage to their ancient capital. Then I told them I had learned that nuclear weapons would not save me, or them.

    My breakout from pro-nuclear brainwashing was slow and gradual, inhibited by tribal loyalty, peer pressure, initial unquestioning trust in my leaders, and deference to their mindset linked to ambition to succeed in my chosen career. Breakout began in 1972 after I switched from navigating nuclear strike jets to anti-submarine helicopters. Because our lightweight torpedoes were too slow to catch Soviet nuclear submarines, we were given a nuclear depth-bomb. The problem was that, unlike a strike jet, our helicopter was too slow to escape the detonation; so this would be a suicide mission. When I complained, my leaders assured me we probably would never have to use it; besides, I didn’t want to cut short a glittering career, did I? So I fell silent; but the first doubts set in.

    In 1979, I was a newly promoted Commander in the Ministry of Defence in London, looking after an Admiral whose responsibilities included recommending how best to replace the UK Polaris nuclear-armed submarine force. Mrs Thatcher had just come to power; and she wanted Trident. I watched as the Naval Staff warned that this would exceed the Polaris system’s capability, and its huge cost would mean cuts in useful warships.

    Thatcher drove the Trident decision through.

    Then, sure enough, in 1981 the government announced a major defence review in order to pay for Trident. With my prospects of further promotion receding, on top of concern that I couldn’t justify Trident, I applied for redundancy.

    My application was approved one week into the 1982 Falklands War. I had to stay until after we won, and I had handed over my job as Staff Intelligence Officer to the Commander in Chief Fleet, who ran the war from the command bunker on the outskirts of London. I was in charge of the 40-strong team providing round the clock intelligence support to the one Polaris submarine on so-called deterrent patrol, as well as the rest of the Fleet.

    The Falklands War was a close-run thing. The French had sold the Argentine Navy sea-skimming Exocet missiles, which we had no answer to for a while; several of our ships were sunk, and colleagues killed. If one of our aircraft carriers or troopships had been taken out, we could have risked defeat. What would Thatcher have done? Before the war she had been the most unpopular British Prime Minister in history; now her political career was on the line – and she had nuclear weapons.

    After leaving the Navy, I heard rumours of an extremely secret contingency plan – understandably not shared with the Navy – to move the patrolling Polaris submarine south within range of Buenos Aires. It wasn’t needed; however, in 2006 it was revealed that Thatcher had phoned French President Mitterrand after the first British ships were sunk, threatening to nuke Argentina if he didn’t give her the secret frequency of the Exocet guidance system to jam it.

    Convinced that she was serious, he did so; and soon after, we began to neutralise Exocet.

    This raised for me the nightmare of a desperate British leader having the option of using nuclear weapons, and the ignominy of our submariners being ordered to commit such a war crime. British possession of nuclear weapons had not deterred Argentine President General Galtieri from invading. Had Thatcher threatened to use nuclear weapons, probably Galtieri would have called her bluff very publicly, and relished watching US President Reagan try to rein her in. If he had failed, a nuclear strike would have compounded the ignominy of defeat, the British case for retaining the Falkland Islands lost in international outrage over such a war crime.

    Seven years later, my justification for supporting nuclear deterrence collapsed with the Berlin Wall, and subsequent dismantling of the Warsaw Pact. However, it took Iraq’s invasion of Kuwait in 1990 to make me speak out. When President Bush senior doubled the number of ground troops to evict Iraq, my intelligence training warned me that this would be a punitive expedition. If Saddam Hussein was personally threatened, he could attack Israel with Scud missiles, possibly with chemical warheads, in order to split the US-led coalition and become the Arabs’ champion. If a chemical-headed Scud attack caused heavy casualties, Israel’s leader Shamir would come under massive pressure to respond with a nuclear strike on Baghdad. The Arab nations would erupt in fury, Israel’s security would be destroyed forever, and Russia would be sucked in.

    In January 1991, I joined the growing British anti-war movement by speaking to a crowd of 20,000 in Trafalgar Square – not the best move or place for an ex-Commander. A week later, following the launch of the allied blitzkrieg, the first Iraqi Scud attack hit Tel Aviv. For the first time, the second city of a de facto nuclear weapon state had been attacked and its capital threatened. Worse still for nuclear deterrence, the attacker did not have nuclear weapons. Israelis, cowering in gas masks in basements, learned that their nuclear deterrent had failed. 38 more Scud attacks followed, fortunately with no chemical warheads and miraculously causing few casualties. Bush rushed to offer Shamir Patriot missiles and other military aid, and congratulated Israel on its restraint.

    Interestingly, in both this case and the one I described in the Falklands War, nuclear weapon possession had been used to coerce a fellow nuclear-armed state.

    Meanwhile, in London the Irish Republican Army just missed wiping out the entire British War Cabinet meeting in 10 Downing Street with a mortar bomb launched through the roof of a van. A more direct threat to the government could barely be imagined; and Polaris was exposed as an impotent irrelevance.

    Belatedly forced to research the history of nuclear weapons, I learned that the UK bore considerable responsibility for initiating and spreading the nuclear arms race. Having joined in the Manhattan project, Britain became the first medium-sized power with delusions of grandeur to threaten nuclear terrorism. Here in the US, in denial over its atrocities in Hiroshima and Nagasaki, the mantra of nuclear deterrence was used to play on people’s fears, and justify sustaining the unaccountable, highly profitable scientific and military monster bequeathed by the Manhattan project. Successive British governments, desperate to keep their seat at the top table of world powers, seized upon this confidence trick, endlessly repeating its bogus claims – uncritically propagated by experts and mainstream media – to the point that it echoed the fable of the emperor with no clothes.

    Feeling much like the child who pointed this out – as I described in my 2010 book Security Without Nuclear Deterrence – my experience taught me that nuclear deterrence, far from providing security, promotes insecurity through stimulating hostility, mistrust, nuclear arms racing and proliferation. What is more, because of these realities and its insoluble credibility problem, it is highly vulnerable to failure. As for extended nuclear deterrence, far from providing a so-called ‘nuclear umbrella’ to non-nuclear US allied states, it acts as a ‘lightning rod’ attracting insecurity to them, because any use of nuclear weapons by the US on their behalf would inevitably escalate to all-out nuclear war. The truth is that the US uses extended deterrence to control its allies for its own purposes. Prime Minister David Lange, who led New Zealand’s breakout thirty years ago, correctly called it ‘fool’s gold’. Similarly, the US uses its nuclear sharing arrangement with certain European states to sustain subservience to NATO, and block progress to a nuclear weapon-free world.

    Let me close by honouring two controversial, courageous US Generals – both called Butler. Like me, they broke free from acceptance of their government’s and peer group’s mindset and indoctrination. On retirement in 1935, US Marine General Smedley Butler wrote a searing critique of his military experience, entitled War is a Racket.

    Seventy years later, US Air Force General Lee Butler, after running the entire US strategic nuclear war machine, came out against nuclear deterrence. A year ago, he published his memoirs entitled Uncommon Cause, in Volume II of which he recounts the powerful, poignant story of his breakout. I must speak bluntly: stripped of jargon, what he confirms in effect is that nuclear deterrence is a vast protection racket by a US-led organised crime syndicate, who use it as a counterfeit currency of power, and whose principal beneficiary is the military-industrial complex. His findings should be required reading for the syndicate members, for all those who have fallen victim to their scam, and those of us who are leading the struggle to face them down and bring them to justice.

    This is why the ban treaty must prohibit threat of use, and include language explaining what that means. It is not enough to assume that use encompasses threat. The fact that the currently deployed UK Trident submarine is described as on ‘deterrent patrol’, despite being at days’ notice to fire with no assigned target, confirms this need. Thank you.

  • On Serendipity, Enlightened Leadership and Persistence

    Uncommon Cause – Memoirs of General Lee Butler USAF (Ret)

    butler_vol2Volume I of General Lee Butler’s elegantly written memoirs covers in highly personal, refreshingly candid detail his origins, upbringing and 33-year stellar US Air Force career. This history of his formative years may not be of compelling interest to non-military readers. However, Volume II is an absorbing, roller-coaster chronicle of Butler’s gradual transformation from top US nuclear warrior to inspiring, uniquely authoritative advocate for a nuclear weapon-free world. It is essential reading for all those who yearn for this – and those who resist it.

    Volume II opens with a disturbing discovery. The USAF and US Navy had been allowed to develop and run separate nuclear war machines with no coordination save a compromise Joint Strategic Targeting Planning Staff (JSTPS) that proved to have severe coordination issues of its own. Butler learned this on becoming a three-star General as Director of Strategic Plans and Policy for all US armed forces in 1990, with responsibility for promulgating nuclear weapons targeting guidance from the President and Secretary of Defense to this targeting staff located over a thousand miles away. He was astounded to find that the US Single Integrated Operational Plan (SIOP) created by the JSTPS  neither reflected Presidential guidance nor meshed with NATO’s targeting plan. For example,

    …in a very large number of cases, U.S. and Allied pilots would have been directed to risk their lives by penetrating Warsaw Pact air defenses in order to strike targets already destroyed by U.S. strategic missiles.

    While he and colleagues were ironing out these disconnects between different parts of the nuclear target planning bureaucracy, a momentous instance of serendipity was unfolding in the heart of Europe. The sudden end of the Cold War rendered all their ‘monstrous war plans’ moot.

    Butler’s exceptionally perceptive vision – the product of intellectual brilliance and an unusually cosmopolitan world view facilitated by fluency in Russian and French – gave him a swift  grasp of the implications and opportunities flowing from the break-up of the Soviet Union and Warsaw Pact. His acceptance of the need to achieve a ‘peace dividend’ through major force reductions fitted comfortably with the ‘informed intuition’ of General Colin Powell, who became Chairman of the Joint Chiefs of Staff within weeks of the Berlin Wall coming down in November 1989.

    President Bush Senior wanted the leaders of the UK, France, Germany and Italy warned of the impact on NATO of his planned cuts before announcing them in his next State of the Union address.  This led to Butler briefing Margaret Thatcher in 10, Downing Street in early January 1990, as the military member of a three-strong US delegation to London, Paris, Bonn and Rome comprising Robert Gates, deputy to Brent Scowcroft, the President’s National Security Advisor, and Lawrence Eagleburger, James Baker’s Deputy Secretary of State. Thatcher, after an imperiously effusive “Welcome, Larry,” allowed Butler an uninterrupted twenty minutes before launching into ten minutes of hard questions. Seemingly satisfied with his responses,

    …she turned on Eagleburger. “Well, Larry, all this makes a modicum of sense. You can tell the President that I will, of course, support his initiative; indeed, I have no choice. But, Larry, let us understand each other. This is not consultation. This is take it or leave it.” With that, she stood, smiling, to signal the end of the meeting. She walked us to the door, opened it, and bade us farewell with one final smack of the handbag: “Always good to see you, Larry. You are welcome back at any time. But not on this subject.”

    Butler’s controversial recommendation to shift US military preoccupation with the Soviet threat to regional conflicts was soon vindicated by Saddam Hussein’s 1990 invasion of Kuwait. Finding himself at the heart of planning the US military response, he was closely involved in top secret research for Defense Secretary Dick Cheney that rejected any use of nuclear weapons, because of their counterproductive effects.

    The risk of a chemical-headed Scud missile barrage on Israel was one of his and Powell’s worst fears: ‘No question it would have provoked an Israeli response no matter the damage to our coalition.’ In response to the US blitzkrieg in January 1991, Saddam launched his Scud barrage. Butler sat in on a tense meeting between Cheney and a senior Israeli official, where Cheney had to placate him with sending Patriot anti-ballistic missiles to persuade Israel not to retaliate. US satellites had spotted nuclear-tipped Israeli Jericho missiles deployed ready for launch. While terrified Israelis wearing gas masks cowered in basements, Israel’s nuclear weapons had failed to deter Saddam – but they had coerced the US. The Patriot batteries could not prevent 38 more Iraqi attacks, the Scuds’ conventional warheads luckily causing only minor casualties.

    As a relatively young four-star Commander-in-Chief of Strategic Air Command (CINCSAC) in 1991-92, General Butler  presided over revolutionary changes he had recommended to US President George Bush Senior, including unilaterally taking the strategic B-52 bomber force and their supporting in-flight refueling tanker fleet off quick reaction alert. Strategic Air Command was disestablished, and management of all three legs of the nuclear triad combined under a new joint USAF-USN Strategic Command. This led to massive USAF restructuring, again initiated by Butler. In his final appointment, Butler became the first CINCSTRATCOM, commanding all US strategic nuclear forces from 1992-94. His iconoclastic, yet gently fearless leadership style won over some resistance from among his staff, drawn from hitherto proudly independent USAF and USN nuclear warriors.

    On retirement in early 1994, Butler was increasingly dismayed by the Clinton administration’s failure to build on the nuclear disarmament momentum generated by the 1991 mutual initiatives of Bush Senior and Mikhail Gorbachev which he had helped facilitate, and for its ‘dismal’ efforts to improve US-Russian relations.

    In 1995, he made a serendipitous decision to accept an invitation to speak on his world view at the annual meeting of members of the Council for Foreign Relations (CFR) in New York. This drew him into a CFR Commission, jointly chaired by former Secretary of State Henry Kissinger and ex-Defense Secretary Harold Brown, to examine NATO’s post-Cold War role. When Kissinger tried to predetermine that little change was needed, Butler had the temerity to suggest NATO should be stood down while its purposes were rethought. For good measure, he added that

    …perpetuating, let alone expanding, NATO is the worst possible signal to send to Russia, a defeated foe whose sensibilities are rubbed raw and which retains an arsenal of nuclear warheads numbering in the thousands.

    An apoplectic Kissinger resigned from the Commission, leaving Brown to come up with a unanimous, balanced report on how to rethink NATO’s future.

    The ripples from this audacious intervention must have reached John Holdren, chair of another prestigious group, the Committee on International Security and Arms Control (CISAC) under the aegis of the National Academy of Sciences. Having accepted Holdren’s invitation to join them, Butler learned at his first CISAC meeting that the key agenda item was deciding what issue it should study next. He quickly proposed a wholesale review of nuclear weapons policy. Though controversial, with Holdren’s support his persuasive arguments backed by unrivalled experience persuaded most of CISAC to support a sharp critique of nuclear deterrence, and their report recommended that the US should fulfil its Nuclear Non-Proliferation Treaty (NPT) obligation to get rid of its nuclear arsenal.

    By the time Butler presented CISAC’s views at the National Academy of Sciences to a surprisingly supportive audience, he had been invited to join the Canberra Commission. He chronicles his inside story of that admirable Australian initiative by Prime Minister Keating to explore the elimination of nuclear weapons. There he met, among other commissioners, Robert McNamara, former French Prime Minister Michel Rocard, British Field Marshal Lord Michael Carver, and Professor Joseph Rotblat, a founder of Pugwash. Butler’s fluent French facilitated an unlikely friendship with Rocard; but this was where he first came up against the more uncompromising demands of the anti-nuclear movement, represented by Swedish ex-MP Dr Maj Britt Theorin, and Sri Lankan disarmament ambassador Jayantha Dhanapala. Sadly, the Commission’s report was ‘dead in the water’ (Butler’s words) because of Australia’s uncritical support for US foreign policy as one of its closest allies.

    Butler’s frustration at this outcome spurred him to accept another serendipitous invitation, to be keynote speaker at a gathering of Gorbachev’s State of the World Forum in October 1996.  It was here that Butler first fully explained why, in light of his deep inside knowledge and first-hand experience, he had moved from ‘unquestioning acceptance to moral repugnance’ of nuclear deterrence. His goal was

    … to make the case that deterrence had driven the Cold War arms race, prompting worst-case planning, immense expenditures, extremely dangerous force postures and monstrous war plans whose destructiveness threatened all life on the planet.

    Following his sensational speech, Butler was introduced to veteran former US Senator Alan Cranston. A passionate nuclear abolitionist, Cranston invited him to become spokesman for an international group of ex-military leaders calling for the elimination of nuclear weapons, at the National Press Club in Washington DC. Butler’s account of his ‘coming out’ moment in that ultimate media arena is riveting – not least because of the brutal resistance he now encountered from some former colleagues.

    Ex-US President Jimmy Carter invited him to his Atlanta Center. After an intense meeting, Carter wrote to Clinton supporting Butler’s request for all US strategic nuclear forces to be stood down from high alert, and to expedite negotiations for a START III treaty with Russia’s President Yeltsin. Nothing came of it.

    Gen. George Lee ButlerDetermined to spread his message, Butler flew to Wellington, New Zealand to give the inaugural Erich Geiringer Memorial Oration. In the early 1990s, Geiringer played a crucial role mobilising support for the World Court Project, an international campaign to challenge the legality of nuclear deterrence in the International Court of Justice (ICJ). In 1996 the Court confirmed that the threat or use of nuclear weapons would generally be illegal.  Butler’s passionately eloquent oration, honed from his earlier speeches, included a searing condemnation of nuclear deterrence. It was a triumph. I was Chair of World Court Project UK, and my New Zealand wife was one of the pioneers of the Project. The next day, I accompanied him on a visit to an island nature reserve, sharing  experiences of breaking free from our pro-nuclear deterrence brainwashing.

    Butler chronicles how he was buoyed up by responses to his NZ oration: these included supportive meetings with Michael Douglas and Warren Buffet, and an invitation from Michel Rocard to address the European Parliament. While subsequently visiting Paris, Rocard confirmed to him that

    … nuclear weapons were still at the core of the [French]nation’s claim to first-tier status on the world stage. That said, I could read between the lines an acknowledgment that, beyond symbolism, their arsenal had no practical use. It simply kept them at the same table with the Americans, the Russians, the British and the Chinese as nations owning the ultimate trump card in international one-upmanship.

    On his return home, Senator Cranston and others pressed him to become a fulltime anti-nuclear activist. Butler describes the sobering, hugely stressful experience for him and his wife Dorene after they courageously established their Second Chance Foundation, with a mission to reduce the dangers posed by nuclear weapons. The title came from this quote from one of Butler’s speeches:

    Mankind escaped the Cold War without a nuclear holocaust by some combination of diplomatic skill, blind luck and divine intervention, probably the latter in greatest proportion. If we now fail to step back from the nuclear abyss, if we persist in courting the apocalypse, we will have squandered our Creator’s gift of a ‘second chance.’

    They now found their carefully focused objectives increasingly compromised by the overly ambitious expectations, demands and tactics of some members of the international anti-nuclear and peace movements, who looked to Butler as their potent new spokesman. While trying to keep them at arm’s length and encouraging them to strategise more coherently, he embarked on a gruelling tour of NATO capitals and NATO HQ in Brussels, where he was left in no doubt of their disapproval. In London

    …I spent two days meeting with senior officials of the Foreign Office, the Treasury, the Ministry of Defence and the Chiefs of the Defence Staff. These discussions served only to highlight the degree to which the Brits followed the U.S. lead on nuclear issues.

    Undeterred, Butler persisted, visiting France again, India and China, re-engaging with former colleagues in the US nuclear policy bureaucracy, and meeting US Senators. He was shocked to learn that India’s government had not issued a nuclear weapons policy despite having conducted tests the year before. Worse, it had not involved the military; whereas in Pakistan the situation was reversed. He stunned his Indian military hosts by spelling out the utter impracticalities of implementing nuclear deterrence against Pakistan. Later, they arranged for him to give a top adviser to India’s Prime Minister a tutorial on the intricacies of managing a nuclear war machine. This gave added purpose to a discreet gathering he orchestrated in Omaha of three top retired military officers from India with three from Pakistan, which resulted in

    …a mutual recognition of how poorly the two sides understood each other professionally, the frightening misperceptions they had harboured throughout their careers about each other’s actions and intentions and, most importantly, the dangerous path they were on with respect to their nuclear planning and force postures.

    Butler’s Beijing visit opened his eyes to China’s dramatic advances. He was deeply impressed by the shrewd judgment and high calibre of the Deputy Chief of the General Staff and Chief of Military Intelligence, senior diplomats and academics who met him. He believed their assurances that China had no intention of wasting resources on nuclear capabilities that were beyond its perceived minimum needs.

    George W. Bush’s unlikely replacement of the discredited Clinton as President precipitated the closing of the Second Chance Foundation. It had been a prodigious personal effort to bring some wisdom to the nuclear weapon debate, but he had failed to prevail against years of pro-nuclear hubris, indoctrination and outmoded thinking.

    In his closing chapter, Butler reflects on his withdrawal from anti-nuclear advocacy with little sense of success or closure. He acknowledges the toll exacted on himself and his family by his unflinching stand for integrity, justice and doing what he felt was right, however unpopular or controversial. Further Afterthoughts outline his pessimistic prognosis for any substantial progress towards a nuclear weapon-free world.  Nonetheless, he expresses his faith in the potential for serendipity, persistence and unanticipated political developments to offer openings for the international anti-nuclear movement.

    General Lee Butler’s incisive arguments are of immense value in convincing military and political decision-makers of the increasingly urgent need to step back from the nuclear abyss. These memoirs ensure that the legacy of his courageous, enlightened leadership will endure.

  • I operated Britain’s nuclear weapons and Jeremy Corbyn is right to oppose Trident

    An open letter from Commander Robert Green to Jeremy Corbyn, leader of the UK Labour Party. The letter was originally published by Pressenza.

    Dear Jeremy,

    robert_greenAs a former operator of British nuclear weapons, I support your rejection of Trident replacement.

    I write as a retired Royal Navy Commander. I have served my country in the crew of a Buccaneer nuclear strike aircraft with a target in Russia, and subsequently on Sea King anti-submarine helicopters equipped with nuclear depth-bombs.

    Here are my reasons, in response to some of the pro-nuclear advocates’ arguments.

    1) ‘Britain cannot afford to risk its national security, lose credibility amongst its allies, and leave France as the sole European nuclear power.’

    The Government, Ministry of Defence, RN and public face a reality check regarding the defence budget.

    Respected commentators are expressing growing concern about the mismatch between ambition and austerity; and Trident replacement is set to be the single-largest procurement programme of the next decade.

    The Strategic Defence and Security Review should expose how vulnerable it is, especially when placed alongside the Government commitment to complete both super-carriers, and equip and keep operational one of them. As RUSI’s Malcolm Chalmers observed in his recent report Mind The Gap, the constraints “will make the exercise of a clear-headed strategic intellect vital to the management of defence.”

    Yet the late Sir Michael Quinlan admitted to Lord Hennessy: “Every British government has needed to find intellectual clothing for what has always been a gut decision never to allow France to be the sole European nuclear power.”

    When weighed against the gravity of the implications, how rational and responsible is this? Besides, was not this decision rendered hollow once the ‘independent British deterrent’ came to depend upon a US-leased missile system, US software in the fire control system, US targeting data and satellite communications? This trumps any purile ‘Little Englander’ political posturing about the French.

    US officials have warned that if Britain asks the US to provide a replacement system for Trident, it will become “a nuclear power and nothing else.” So would it not be wiser to turn the current defence budget crisis to advantage, and exploit the opportunity cost to provide a far more tangible, useful and credible key defence diplomacy and conventional deterrence role?

    The US and UK would not to have to sustain the fiction of UK nuclear independence; and the UK government would be seen to have truly enhanced its special relationship as closest US ally, rather than nuclear vassal.

    2) ‘Britain’s ultimate security depends upon an aggressor being in no doubt that retaliation will be assured and catastrophic to their country in general and their leadership in particular.’

    As for this macho ritual ‘nuclear test’ of British political leadership, the reality is that no Prime Minister would have to ‘press the button’. That dirty work is delegated to the Commanding Officer of the deployed Trident submarine. And back when I was in a nuclear crew of a Buccaneer strike jet or Sea King anti-submarine helicopter, we were given that dreadful, suicidal responsibility.

    The current UK political leadership’s threat to use UK Trident therefore requires the four submarine crews to be prepared to commit nuclear terrorism, risking them being branded as guilty of the Nazi defence against war crimes.

    Furthermore, nuclear deterrence is a disingenuous doctrine, because it is militarily irrational and not credible, for reasons set out in my book Security Without Nuclear Deterrence.

    3) ‘Since 1945 nuclear deterrence has prevented war and provided stability between the major powers.’

    The Soviet motive in occupying Eastern Europe was to create a defensive buffer zone and ensure that Germany could never threaten them again. Soviet archives show that NATO’s conventional capability and soft power were seen as far more significant than its nuclear posture.

    Nuclear deterrence meant that nuclear war was avoided by luck. We have come perilously close to nuclear war on several occasions:

    • Cuban missile crisis 1962;
    • Exercise Able Archer miscalculation 1983;
    • Russian misidentification of a Norwegian meteorological research rocket 1995.

    Also, it prolonged and intensified the Cold War.

    As for stability, the reality is that nuclear deterrence stimulates arms racing – and some 1,500 US and Russian strategic nuclear weapons remain at dangerously high alert states, especially with the reckless nuclear posturing over Ukraine.

    4) ‘The 1996 advisory opinion by the International Court of Justice did not conclude that the threat or use of nuclear weapons would be unlawful, especially when a nation’s survival is at stake.’

    The Court, under heavy pressure from the three NATO nuclear weapon states, did not specifically pronounce on the legal status of nuclear deterrence.

    However, it determined unanimously that any threat or use of nuclear weapons must conform to international humanitarian law, and confirmed that the principles of the law of armed conflict apply to nuclear weapons.

    The envisaged use of even a single 100 kiloton UK Trident warhead could never meet these requirements.

    5) ‘The number of states acquiring nuclear weapons has continued to grow.’

    This is a direct consequence of the P5’s use of nuclear weapons as a currency of power; and their modernisation plans flout their obligation under Article 6 of the Nuclear Non-Proliferation Treaty (NPT) to get rid of their arsenals.

    For the 184 states which have made a treaty commitment to renounce nuclear weapons, the UK’s moral authority is compromised by its nuclear posture.

    6) ‘There was no international impact when South Africa and Ukraine abandoned nuclear weapons.’

    Neither qualified as a recognised nuclear weapon state. The UK was the third state to detonate a nuclear weapon, and is one of the five permanent members of the UN Security Council (known as the P5). British anti-nuclear breakout, therefore, would be a sensational game-changer.

    7) ‘No benefit would flow from a UK decision not to replace Trident.’

    Seizing this moment to take the initiative would enable the Government genuinely to claim this was in line with its commitment under NPT Article 6, and to be a ‘force for good in the world’, from which it would reap massive kudos and global respect – for example, Britain would retain its P5 status.

    The opportunity cost for the RN would be immediately measurable; and the Army and RAF would no longer resent the RN’s preoccupation with a militarily useless irrelevance.

  • UK Trident Discredited by Whistleblower

    A former operator of British nuclear weapons considers the implications

    rob_greenOn 17 May, the Scottish Sunday Herald revealed that a whistleblower, 25-year-old Able Seaman William McNeilly, had released online an 18-page report containing serious allegations surrounding the safety and security of the British Trident ballistic missile-equipped submarine force, based at Faslane in Scotland.

    McNeilly listed security breaches, fires, leaks, floods, failed tests, false alarms, and defective equipment. The missile compartment was used as an exercise gym; and there were doubts about whether missiles could be launched. The young submariner had been so shocked by what he saw and heard at Faslane and on a recent patrol in a Trident submarine that he raised his concerns with his superiors. When they did not take them seriously, he felt he had to risk imprisonment to warn the public.

    Having released his report, he gave himself up to the naval authorities. Clearly embarrassed, they publicly dismissed his complaints as ‘subjective and unsubstantiated’, but announced an inquiry. This concluded that his allegations were ‘factually incorrect or the result of misunderstanding’. Since then, McNeilly has blogged that he witnessed almost all of them himself or read about them in manuals on patrol, while the rest were recounted to him by experienced submariners.

    The Scottish Campaign for Nuclear Disarmament has now issued a damning report, Substandard (http://www.banthebomb.org/images/stories/pdfs/Substandard1.pdf). It analyses McNeilly’s allegations, and places them within the context of accidents and similar problems experienced by other UK nuclear submarines. It makes disturbing reading.

    A month on from McNeilly’s bombshell, the Royal Navy confirmed he had been ‘dishonourably discharged’. He has since revealed that all charges against him were dropped; and the real reason for his discharge was the damage he had done to the Navy’s image.

    This episode has indeed delivered a severe blow to the image of the British Submarine Service. Hitherto, they were seen as the Navy’s most professional elite, second only to special forces. The problem is that Trident submarines have no fighting role, their mission being simply nuclear deterrence, for which they need to remain undetected. Yet on 4 February 2009, the British and French nuclear-armed and powered submarine on patrol in the Atlantic farcically collided. Furthermore, their role is to await a ridiculously unrealistic, and appallingly cruel, order to launch their nuclear-tipped missiles, with the real risk of being subsequently branded as no better than terrorists.

    This helps to explain the apparent lapses in motivation and professionalism. The situation has clearly been exacerbated by shortage of spare parts, and skilled personnel – because the best of both are prioritised for the attack submarine force. Underlying this is the reality that, since 1962 when the British government persuaded US President John F Kennedy to let the RN have a scaled down version of the Polaris force, the British Navy has struggled to ‘keep up with the Yanks’.

    My conclusion is that the RN is out of its depth operating the existing Trident system, starved of resources and trying to get by on the cheap. This dangerous situation – which the courageous actions of a patriotic young whistleblower have exposed – can only get worse if the UK Submarine Service has to take on whatever replacement the US is prepared to let the British have.

    Amid severe defence budget cuts, the British Army and Royal Air Force see Trident replacement as a financially vulnerable irrelevance at a time when the security focus is on the so-called ‘war on terror’. The main security threats in the 21st century include climate change, poverty, resource depletion and financial crises as well as terrorism. Nuclear deterrence prevents rather than assists the global co-operation required to solve them.

    Trident replacement was an important issue in the referendum on Scottish independence in September 2014, because British Trident submarines can only be based in Scotland. In the recent UK elections, the anti-Trident Scottish Nationalist Party won 56 out of 59 Westminster parliamentary seats in Scotland. With British public opinion divided and a significant anti-nuclear citizen movement, the final decision on Trident replacement has been delayed until 2016.

    The first anti-nuclear ‘break-out’ by one of the five permanent member states of the UN Security Council would be sensational. With the smallest nuclear arsenal deployed in just one system, the UK is the best candidate from among them to seize this unexpected new world role, which would overwhelmingly be welcomed by the international community.

    In NATO, the UK would wield unprecedented influence – with wide support from non-nuclear-armed members – in leading the drive for a non-nuclear strategy, which must happen if NATO is to maintain its cohesion. It could cause heart-searching in the former British colonies of India and Pakistan, and open the way for a possible reassessment by the US, Russia, China and France. The Royal Navy, released from a militarily useless, politically controversial and implicitly unlawful role which it is clearly struggling with, could refocus on what it does best: conventional deterrence, protection of maritime trade, and defence diplomacy.

    Among analogous precedents for such a paradigm shift, the campaign to abolish slavery is illuminating. When it began in Britain in 1785, three of the leading slaving nations were the US, UK and France, whose governments today are the leading guardians of nuclear deterrence. They were outmanoeuvred by a network of committed campaigners who for the first time brought together humanitarian outrage and the law. They mobilised public and political support for their campaign to replace slavery with more humane, lawful and effective ways to create wealth. The analogy is instructive for replacing nuclear deterrence with more humane, lawful, safer and cost-effective security strategies.

  • Breaking Free from Nuclear Deterrence

    This speech was delivered by Commander Robert Green at the 10th Annual Frank K. Kelly Lecture on Humanity’s Future on February 17, 2011 in Santa Barbara, CA.


    Commander Robert GreenWhen David Krieger invited me to give this lecture, I discovered the illustrious list of those who had gone before me – beginning with Frank King Kelly himself in 2002. I was privileged to meet him the previous year when my wife Kate Dewes and I last visited Santa Barbara.  So I feel quite a weight on my shoulders. However, this is eased by an awareness of the uplifting qualities of the man in whose memory I have the huge honour of speaking to you this evening.


    As I do so, I invite you to bear in mind the following points made by Frank in his inaugural lecture:


    •  “I believe that we human beings will triumph over all the horrible problems we may face and over the bloody history which tempts us to despair.”


    • Some of the scientists who brought us into the Nuclear Age made us realize that we must find ways of living in peace or confront unparalleled catastrophes.


    • A nun who taught him warned him he would be tested, that he would “go through trials and tribulations.”


    As President Truman’s speechwriter, Frank discussed the momentous decisions Truman had to make – including this one:


    • “When I asked him about the decision to use atom bombs on Japan, I saw anguish in his eyes. He made it clear that he felt the weight of what he had done.”


    • “My experience in the Truman era indicated to me that the American people were not well informed about what was really going on in other countries and in the United States.”


    I have done my best to take all this wisdom to heart in what I now have to say about breaking free from nuclear deterrence.


    First, I will try to answer two challenging personal questions. People often ask why I am the only former British Navy Commander with experience of nuclear weapons to have come out against them. Others in the peace movement ask why it took me so long.


    A Child of the Nuclear Age


    In some ways, I am a child of the Nuclear Age. I was five days past my first birthday when 24-year-old Theodore Van Kirk, navigator of the Enola Gay, helped conduct the first nuclear atrocity, on Hiroshima. In 1968, I too was a 24-year-old bombardier-navigator when told that my Buccaneer strike jet pilot and I had been chosen as a nuclear crew in our squadron aboard the aircraft-carrier HMS Eagle. After being cleared to see top secret information, and indoctrinated about the honour and heavy responsibility of this role, we were given our target: a military airbase on the outskirts of Leningrad. We had to plan how to get there undetected from somewhere in the Norwegian Sea. This meant choosing the shortest route, over Sweden – a neutral country with very capable air defence. Our mission was to deliver a ten-kiloton WE177 tactical nuclear bomb, and then try to get back to our carrier, or at least bale out over Sweden or Norway. When I discovered there would not be enough fuel because the target was at the limit of our aircraft’s range, my pilot shrugged and said: “Well, Rob, if we ever have to do this, by then there won’t be anything to go back for.”  So we submitted our flight plan, and celebrated our initiation into the nuclear elite.


    Thirty years later, I was shocked to land at my target, to attend an anti-nuclear conference on European security on the eve of the 21st century. During the taxi drive into St Petersburg, I understood how my bomb would have caused massive civilian casualties from collateral damage. On TV that evening, I apologized to the citizens of Russia’s ancient capital. Then I told them I had learned that nuclear weapons would not save me – or them.


    Back in 1972, after retraining in anti-submarine warfare, I was appointed as senior bombardier-navigator of a Sea King helicopter squadron aboard the aircraft-carrier HMS Ark Royal. Our task was to use variable-depth sonar, radar and other electronic sensors, plus a variety of weapons, to detect and destroy enemy submarines threatening our ships. However, our lightweight anti-submarine torpedoes were not fast enough and could not go deep enough to catch the latest Soviet nuclear-powered submarines. So we were given a nuclear depth-bomb, an underwater variant of the WE177 design.


    The problem was that, if I had dropped one, it would have vaporized and irradiated one Soviet nuclear submarine, a large volume of ocean – and myself. This was because, unlike a strike jet, a helicopter was too slow to escape before detonation. So it would have been a suicide mission. Also, my leaders ignored the fact that there would have been heavy radioactive fallout from my bomb, plus the submarine’s nuclear power plant and any nuclear-tipped torpedoes it carried. And I might have escalated World War 3 to nuclear holocaust. All this, just to protect my aircraft-carrier.


    This time I did complain. I was reassured there would almost certainly be no need to use nuclear depth-bombs; no civilians would be involved; and the Soviets might not even detect it. Besides, I had a glittering career ahead of me, and did not want to spoil my prospects, did I? As I was ambitious, and no-one else raised concerns, I fell silent. In due course, I was promoted.


    However, the experience of such military incompetence and irresponsibility shocked me into a less trusting, more questioning frame of mind. That potent military tradition, carefully nurtured to carve out and hold down the British Empire, was immortalized in Tennyson’s Crimean war poem The Charge of the Light Brigade about an earlier suicide mission: “Theirs not to reason why, theirs but to do and die.” That attitude was alive and well, in an all-volunteer Royal Navy. This was when I realized the significance of the fact that, unlike most of my colleagues, I had no military pedigree. My father worked in the Ministry of Agriculture. His father was a priest and divinity teacher at Trinity College, Dublin; and my paternal great-grandfather was an engineer. On my mother’s side, her father came from a line of professional gardeners and horticulturalists.


    UK Polaris Replacement and Falklands War


    In 1979, Margaret Thatcher swept into 10 Downing Street as Britain’s first woman Prime Minister. I was working just across the street as a newly promoted Commander, in the Ministry of Defence. In my position as Personal Staff Officer to the Assistant Chief of Naval Staff (Policy), I watched my Admiral facilitate the internal debate on replacing the four British Polaris nuclear-armed ballistic missile submarines. The nuclear submarine lobby insisted upon a scaled down version of the massively expensive, over-capable US Trident system, despite threatening the future of the Navy as a balanced, useful force. Mrs Thatcher rammed the decision through without consulting her Cabinet; and the Chiefs of Staff, despite misgivings, were brought into line.


    My final appointment was as Staff Officer (Intelligence) to Commander-in-Chief Fleet. It was a stimulating time to work in military intelligence in the command bunker in Northwood, just outside London, where operational control of the British Navy was coordinated. The Soviets had just invaded Afghanistan; the Polish trade union movement Solidarnosc was pioneering the East European challenge to them; and new Soviet warship designs were emerging almost every month. I ran the 40-strong team providing round-the-clock intelligence support to the Polaris submarine on so-called “deterrent” patrol, as well as the rest of the Fleet.


    In 1981, the Thatcher government, desperate to find savings because of her determination to have Trident, announced a major defence review. With projected cuts to the Royal Navy’s aircraft carriers, destroyers and frigates, my chances of commanding a ship – the next step to higher rank – were slim. So I took the plunge and applied for redundancy.


    Notification of my successful application came one week into the Falklands War. In 1982, Britain suddenly went to war with an erstwhile friend, Argentina; and the Royal Navy’s role was pivotal. So the war was directed from Northwood by my boss, Admiral Sir John Fieldhouse. At one point the outcome was in the balance: our ships were being sunk, and some friends and colleagues killed. If Argentine strike aircraft or submarines had sunk an aircraft-carrier or troopship before the landing force got ashore, the British might have risked defeat. What would Mrs Thatcher have done? Until then, she had been the most unpopular Prime Minister in British history. Now she had become the ‘Iron Lady’, and needed a military victory to save her political career.


    Polaris had not deterred Argentine President Galtieri from invading the Falkland Islands. With victory in his grasp, would he have believed, let alone been deterred by, a threat from Mrs Thatcher to use nuclear weapons against Argentina? Yet after I left the Navy I heard rumours of a very secret contingency plan to move the British Polaris submarine on patrol south within range of Buenos Aires. The submarine was fitted with 16 launch tubes, each housing an intercontinental ballistic missile equipped with three 200 kiloton warheads. Then came corroboration, from France. François Mitterrand was President in 1982. In 2005, his psychoanalyst’s memoirs revealed that in his first counselling session Mitterrand had just come from an extremely stressful phonecall with Thatcher. A French-supplied Exocet missile fired from a French-supplied Argentine Navy Super Etendard strike jet had sunk a British destroyer. Mrs Thatcher had threatened to carry out a nuclear strike against Argentina unless Mitterrand ordered his brother, who ran the Exocet factory, to release the missile’s acquisition system frequencies to enable the British to jam them. Mitterrand, convinced she was serious, had complied.


    These nightmarish rumours led me to confront the realities of operating nuclear weapons for a leader in such a crisis. Defeat would have been unthinkable for the British military, and would have ended Mrs Thatcher’s career. She was a true believer in nuclear deterrence. Yet if she had threatened Galtieri with a nuclear strike, he would have publicly called her bluff and relished watching President Reagan try to rein her in. The Polaris submarine’s Commanding Officer, briefed by me before going on patrol, would have been faced with a shift of target. Had he obeyed the order, Britain would have become a pariah state, its case for retaining the Falklands lost in the international outrage from such a war crime, especially against a non-nuclear state. Nuclear deterrence failure would have compounded the ignominy of defeat. 


    Redundancy, Roof-thatching and Murder


    Back in 1982, on terminal leave after the British retook the Falkland Islands, I was 38 years old, with no qualifications except my rank and experience. Tired of weekend commuting to high-pressure jobs in London, I decided to try my luck and find local work which allowed me to be home every night. So I became a roof thatcher, enduring many painful jokes with stunned former colleagues. For eight idyllic years, I loved working with my hands in the open air restoring fine old houses, with a bird’s eye view of some of the most picturesque parts of southwest England. 


    Thatching proved vitally therapeutic in 1984, when my beloved aunt Hilda Murrell was murdered. My mother’s unmarried elder sister, she had become my mentor and close friend after my mother died when I was a 19-year-old Midshipman. Hilda was a Cambridge University graduate, and a successful businesswoman who ran the family rose nurseries. In retirement she became a fearless environmentalist and opponent of nuclear energy and weapons. At the age of 78, she applied to testify at the first British public planning inquiry into a nuclear power plant. Mrs Thatcher was determined to introduce a programme of reactors of a design which failed at Three Mile Island. Hilda, who had a formidable network of establishment contacts, did her homework about the insoluble problems of nuclear waste. A true patriot, she was not prepared to let the nuclear industry ruin and poison her country – and potentially the rest of the planet with nuclear weapons.


    Rumours of nuclear conspiracy swirled around an incompetent police investigation into her bizarre murder. Then in December 1984, a maverick member of parliament announced in the House of Commons that I had been suspected of leaking secret documents about the controversial sinking of the Argentine cruiser General Belgrano in the Falklands War, and hiding them with my aunt. I had done nothing so stupidly treasonable; yet several reliable sources agreed that State security agents had allegedly searched her house. A cold case review resulted in the 2005 trial and conviction of a petty thief, who was 16 years old in 1984. I have evidence that he was framed; and I am completing a book about this. 


    First Gulf War and Breakout


    Implicating me in Hilda’s murder radicalized me. Then after Chernobyl, I took up her anti-nuclear energy torch. I learned that the nuclear energy industry had begun as a cynical by-product of the race to provide plutonium for nuclear weapons. My case for supporting nuclear deterrence crumbled with the Berlin Wall. However, it took the 1991 first Gulf War to break me out of my indoctrination.


    From the moment in November 1990 when the US doubled its original figure for ground forces to eject Iraqi forces from Kuwait, I realised this was to be a punitive expedition. My military intelligence training warned me that the US-led coalition’s blitzkrieg strategy, targeting Iraq’s infrastructure as well as the leadership and military, would give Saddam Hussein the pretext he needed to attack Israel in order to split the coalition and become the Arabs’ champion. If personally threatened, he could order the launch of Scud ballistic missiles with chemical or biological warheads. If such an attack caused heavy Israeli casualties, Prime Minister Shamir would come under massive pressure to retaliate with a nuclear strike on Baghdad. Even if Saddam Hussein did not survive (he had the best anti-nuclear bunkers Western technology could provide), the Arab world would erupt in fury against Israel and its allies, its security would be destroyed forever, and Russia would be sucked into the crisis…


    In January 1991, I joined the growing anti-war movement in Britain and addressed a crowd of 20,000 in Trafalgar Square. A week later, the first Scud attack hit Tel Aviv two days after the Allied blitzkrieg began. For the first time, the second city of a de facto nuclear state was attacked and its capital threatened. Worse still for nuclear deterrence, Iraq did not have nuclear weapons. The Israeli people, cowering in gas masks in basements, learned that night that their so-called ‘deterrent’ had failed in its primary purpose. Thirty-eight more conventionally armed Scud attacks followed, causing miraculously few casualties. When US satellites detected Israeli nuclear armed missiles being readied for launch, President Bush rushed Patriot missiles and military aid to Israel, which was congratulated on its restraint.


    Meanwhile, in Britain, the Irish Republican Army just missed wiping out the entire Gulf War Cabinet with a mortar-bomb attack from a van in central London. A more direct threat to the government could barely be imagined. What if instead they had threatened to use even a crude nuclear device? A counter-threat of nuclear retaliation would have had zero credibility.


    Coming out against nuclear weapons was traumatic. My conversion was no sudden Damascene experience. I knew about indoctrination, the Official Secrets Act and top security clearances, linked to the carrots and sticks of a career requiring me uncritically to accept the nuclear policies of my government. My circumstances were unique. I went through a process of cumulative experiences, including the murder of my aunt and mentor in which British state security agents were allegedly involved. Nuclear weapons and power seem to make superficially democratic governments behave badly.


    Belatedly forced to research the history of ‘the Bomb’, I learned that the British scientific-politico-military establishment initiated and spread the nuclear arms race. Having alerted the United States to the feasibility of making a nuclear weapon, Britain participated in the Manhattan Project. On being frozen out of further collaboration by the 1946 McMahon Act, it began to develop its own nuclear arsenal. Thus Britain became a role model for France, and later Iraq and India: the first medium-sized power with delusions of grandeur to threaten nuclear terrorism. Also, I learned that nuclear deterrence does not work; it is immoral and unlawful, and there are more credible and acceptable alternative strategies to deter aggression and achieve security.


    Legal Challenge to Nuclear Deterrence


    Having given up thatching as the 1991 Gulf War loomed, after my breakout I became Chair of the British affiliate of the World Court Project. This worldwide network of citizen groups helped persuade the United Nations General Assembly, despite desperate countermoves by the three NATO nuclear weapon states, to ask the International Court of Justice for its Advisory Opinion on the legal status of nuclear weapons. In 1996, the Court confirmed that the threat, let alone use, of nuclear weapons would generally be illegal. For the first time, the legality of nuclear deterrence had been implicitly challenged.


    One aspect of the Court’s decision was especially important. It confirmed that, as part of international humanitarian law, the Nuremberg Principles apply to nuclear weapons. This has serious implications for all those involved in operating nuclear weapons – particularly military professionals who, unlike a President or Prime Minister, really would have to “press the button”. What is at stake here is a crucial difference between military professionals and hired killers or terrorists: military professionals need to be seen to act within the law. Nuclear weapons should be stigmatized as chemical and biological weapons have been, so that no military professional is prepared to operate them.


    The next year, recently retired General Lee Butler spoke out far more powerfully than I could. He is still encouraging me to keep going. Then in 1999 I found myself with David Krieger in a delegation to Tokyo not only with Lee Butler, but Robert McNamara too. In a heretical team of that calibre, I knew what I was doing was right.


    Why Nuclear Deterrence is a Scam


    It was the American writer H L Mencken who quipped: “There’s always an easy solution to every problem: neat, plausible, and wrong.” Nuclear deterrence fits this nicely. To make it acceptable to political leaders and those in the military who have to operate them, the appalling effects of even the smallest modern nuclear weapon have been played down, and that “there would almost certainly be no need to use them.” In fact, they are not weapons at all. They are utterly indiscriminate devices combining the poisoning horrors of chemical and biological weapons of mass destruction, plus inter-generational genetic effects unique to radioactivity, with almost unimaginable explosive violence. Yet nuclear deterrence is not credible without the will to use them. This is why a state practising nuclear deterrence is actually conducting a deliberate policy of nuclear terrorism.


    My next fundamental objection relates to the fact that, if deterrence based on conventional weapons fails, the damage is confined to the belligerent states and the environment recovers. What is at stake from nuclear deterrence failure is the devastation and poisoning of not just the belligerents, but potentially most forms of life on Earth.


    Closely related to this is a crazy reality: nuclear deterrence is a scheme for making nuclear war less probable by making it more probable. The danger of inadvertent nuclear war is greater than we think, when nuclear deterrence dogma demands that the United States and Russia persist with over 2,000 nuclear warheads between them poised for launch at each other inside half an hour. What are they playing at, over twenty years after the Cold War ended and when they are collaborating in the so-called “war on terror”?


    I now suspect that nuclear deterrence is an outrageous scam, devised sixty years ago by the US military-industrial monster dominating US politics and foreign policy. President Barack Obama’s vision for a nuclear weapon-free world, in his Prague speech in April 2009, was immediately contradicted by a caveat. He said: “…as long as these weapons exist, we will maintain a safe, secure and effective arsenal to deter any adversary, and guarantee that defense to our allies…” This is old, muddled thinking, because a rational leader cannot make a credible nuclear threat against a nuclear adversary capable of a retaliatory strike. And a second strike is pointless, because it would be no more than posthumous revenge. This is why enthusiasm for a nuclear weapon-free world is hypocrisy if some nuclear weapons will be kept “for deterrence as long as anyone else has them.”


    The deception deepens when the nuclear weapon states, aware that extremists armed with weapons of mass destruction cannot be deterred, plan pre-emptive nuclear attacks in “anticipatory self-defence” of their “vital interests” – not last-ditch defence of their homeland. Thereby, their unprovable claim that nuclear deterrence averts war is cynically stood on its head.
    Extremists would not only not be deterred by nuclear weapons. They could provoke nuclear retaliation in order to turn moral outrage against the retaliator and recruit more to their nightmarish causes.


    Consequences of Nuclear Deterrence Failure


    With such an irresponsible example from the five recognised nuclear weapon states, it is no surprise that India and Pakistan are trying to emulate it, locked toe to toe in hostile rivalry. Indian governments became convinced that the fetishistic power of nuclear deterrence held the key to guaranteed security and acceptance as a great power; whereupon Pakistan promptly followed suit.


    I will never forget a public meeting in Islamabad in 2001. The nuclear physicist Dr Pervez Hoodbhoy had persuaded General Aslam Beg, one of the “fathers” of Pakistan’s Bomb, to join a panel with himself and me. Beg warned against raising awareness about the effects of a nuclear strike on a Pakistan city, “in case it scares the people.” He had a simplistic faith in nuclear deterrence, ignoring all the added dangers of a nuclear standoff with India. He is not alone: my experience is that most believers in nuclear deterrence refuse to discuss the consequences of failure. I will now confront them.


    Economic Consequences. In April 2005, an internal report for US Homeland Security appeared on the web. Titled Economic Consequences of a Rad/Nuc Attack, the report examined what it would take to recover from the detonation of just one nuclear device in various cities. Much depends on the size of bomb and level of decontamination, but the economic consequences for New York alone would be around $10 trillion. That is roughly the annual Gross Domestic Product of the entire US economy. Just one nuclear bomb, on one city.


    Environmental and Agricultural Consequences. A deeply disturbing article, published in January last year in Scientific American, reported on recent climate research about a regional nuclear war between India and Pakistan in which about only 100 Hiroshima-size nuclear devices would be detonated over cities. Apart from the mutual carnage and destruction across South Asia, enough smoke from firestorms – let alone radioactive fallout – would be generated to cripple global agriculture. Plunging temperatures in the Northern Hemisphere would cause hundreds of millions of people to starve to death, even in countries far from the conflict.


    Health Consequences. In 2004, International Physicians for the Prevention of Nuclear War published their findings regarding casualties from a Hiroshima-size nuclear warhead detonated over New York. Total fatalities were estimated at about 60,000.  Another 60,000 would be seriously but non-fatally injured. These would clearly utterly overwhelm any hospitals surviving the explosion. Again, this is just one nuclear weapon on one city.


    In 1985, the Pentagon accepted the theory of ‘nuclear winter’ was valid. However, its response was reflected in this statement to Congress by US Assistant Secretary of Defense Richard Perle: “Rather than eliminating nuclear weapons, the most realistic method of preventing nuclear winter is to build enough weapons to make sure that the Soviets will be deterred from attacking.” Redundant warhead numbers have been cut, but little has changed in such thinking.


    Nuclear Deterrence Does Not Work


    In London in 2008, Kate and I attended one of the last public lectures by Sir Michael Quinlan. Known as the British high priest of nuclear deterrence, he advised successive governments on how to justify nuclear deterrence. Almost twenty years after the end of the Cold War, he asserted that rejecting any threat or use of nuclear weapons amounted to “full-blown pacifism”. Ignoring conventional deterrence options, Quinlan swept aside any objections that:



    • Nuclear deterrence has a credibility problem;

    • It incites nuclear arms racing and the spread of nuclear weapons;

    • Nuclear weapons cannot be used discriminately or proportionately; and

    • Nuclear weapon use would inevitably risk escalation.

    He failed to take into account the environmental and health consequences of even a limited nuclear exchange, avoiding any mention of the word “radioactivity”; and he dismissed abolition as unrealistic. In light of the World Court Advisory Opinion, Kate asked him for a legal use of nuclear weapons. Revealing his disturbing Cold War mindset, he gave the Russian naval base at Murmansk.
     
    The 2009 report Eliminating Nuclear Threats by the Australia-Japan International Commission on Nuclear Non-proliferation and Disarmament challenged the assumption that nuclear weapons have deterred major war. It acknowledged that avoidance of nuclear war has been due more to luck than deterrence. It agreed that nuclear weapons are worse than useless to deter terrorists.
    It correctly argued that, just because nuclear weapons cannot be uninvented, this does not mean they should not be outlawed and abolished as chemical and biological weapons have been.


    Surprisingly, the report, chaired by former Foreign Ministers of Australia and Japan, also questioned the need for extended nuclear deterrence, arguing that conventional deterrence was adequate. Yet, having admitted that extended nuclear deterrence undermines progress towards a nuclear weapon-free world, it failed to follow the logic of its criticisms. No doubt this was because, unlike New Zealand, Australia and Japan continue to fall for the hoax of nuclear deterrence. 


    The report should have concluded that extended nuclear deterrence does not make Japan or Australia secure, and is not credible. The misnamed “nuclear umbrella” has helped the US maintain its military alliances and bases in both countries for its own purposes. However, the “umbrella” is really a lightning rod for insecurity, because the US risks being pushed past the nuclear threshold when its own security is not directly threatened.


    Why would any state attack Australia or Japan, let alone with nuclear weapons? If it did, the US would almost certainly not respond with nuclear weapons because it would risk inevitable, uncontrollable escalation to full-scale nuclear war. Instead, if the US decided it was in its national interest to come to their defence, it would rely on its formidable conventional firepower.


    Nuclear deterrence has not prevented non-nuclear states from attacking allies of nuclear weapon states. Examples include China entering the Korean War when the US had a nuclear monopoly in 1950; Argentina invading the British Falkland Islands in 1982; and Iraq invading close US ally Kuwait in 1990, and attacking nuclear-armed Israel with Scud missiles in 1991. In all these cases nuclear deterrence failed. The US in Korea and Vietnam, and the USSR in Afghanistan, preferred withdrawal to the ultimate ignominy of resorting to nuclear weapons to secure victory or revenge against a non-nuclear state.


    Safer Security Strategies


    The main security threats in the 21st century include climate change, poverty, resource depletion and financial crises as well as terrorism. Nuclear deterrence, provoking hostility and mistrust, prevents rather than assists the global non-military cooperation required to solve them.


    For all these reasons, all but about 35 states feel more secure without depending on nuclear deterrence. After Japan and Australia’s admirable leadership through co-sponsoring their recent report, they, South Korea and NATO’s non-nuclear members should therefore join the 140 states now supporting negotiating a Nuclear Weapons Convention.


    In Britain, a defence budget crisis has revived the debate about replacing Trident, and uncritical British support for US foreign policy. Indeed, the black hole in defence spending has been caused by desperate attempts to keep up with the Americans. Such poor decisions were driven by British nuclear dependence on the US.


    Instead, making a virtue from necessity, the British government should reassert its sovereignty and announce that it will rescue the dysfunctional nuclear non-proliferation regime by becoming the first of the recognized nuclear weapon states to rely on safer and more cost-effective security strategies than nuclear deterrence.


    A new world role awaits the British. By far the best-placed candidate for ‘breakout’, Britain’s nuclear arsenal is the smallest of the five recognized nuclear weapon states; and they are deployed in just one system, a scaled down version of Trident. Its government has to decide by 2016 whether to replace Trident with whatever the US decides. The minority Liberal Democrats, in coalition with the Conservatives, oppose Trident replacement. The alternative – nuclear-tipped Cruise missiles launched from attack submarines – has been ruled out, because the Obama Administration is scrapping its nuclear-armed Tomahawk missiles.


    All Britain has to do is decide not to replace its four Vanguard class Trident-armed submarines. British ‘breakout’ would be sensational, transforming the nuclear disarmament debate overnight. In NATO, Britain would wield unprecedented influence leading the drive for a non-nuclear strategy. British leadership would create new openings for shifting the mindset in the US and France, the other two most zealous guardians of nuclear deterrence. This would heavily influence India, Israel, Pakistan and states intent on obtaining nuclear weapons. The way would then open for a major reassessment by Russia and China, for all nuclear forces to be stood down, and for negotiations to begin on a Nuclear Weapons Convention.


    The key is to see nuclear disarmament as a security-building process, moving from an outdated adversarial mindset to a co-operative one where nuclear weapons are recognized as an irrelevant security liability. Mikhail Gorbachev was the first leader of a nuclear weapon state to understand this. In 1986, three years before the Berlin Wall was torn down, he briefly broke the grip of Cold War security thinking. Tragically, the opportunity to abandon Mutual Assured Destruction at the Reagan/Gorbachev summit in Iceland was defeated by the US military-industrial complex’s vested interests over ballistic missile defence, and the spurious US need to extend nuclear deterrence to its allies. Here was an example of how nuclear deterrence undercuts the political stability its proponents claim it creates. 


    Conclusions


    To conclude, I hope I have explained why I rejected nuclear deterrence, and why it is the last major obstacle to a nuclear weapon-free world.  Finding our way back from the nuclear abyss, on the edge of which nuclear deterrence has held us hypnotised and terrorised for sixty-five years, will not be easy. As with all advances in human rights and justice, the engine for shifting the mindset has to come from civil society.


    I recall what Mahatma Gandhi said in 1938, as he launched the final push towards evicting the British from India: “A small body of determined spirits fired by an unquenchable faith in their mission can alter the course of history.” The American anthropologist Margaret Mead added: “Indeed, it’s the only thing that ever has.”


    A surprisingly small network of individuals drove the campaign to abolish slavery. As with nuclear deterrence, slavery’s leading apologists were the power elites of the United States, Britain and France. They argued that slavery was a “necessary evil”, for which there was “no alternative”. They failed, because courageous ordinary British, American and French citizens mobilised unstoppable public and political support for their campaign to replace slavery with more humane, lawful and effective ways to create wealth. The analogy holds for nuclear deterrence, which can and must be discarded for more humane, lawful and safer security strategies if civilisation and the Earth’s ecosystems are to survive.

  • Why Nuclear Deterrence Is A Dangerous Illusion

    In the January-February 1997 issue of the New Zealand International Review, an article by Ron Smith – Director of Defence and Strategic Studies in the Department of Political Science and Public Policy at the University of Waikato, New Zealand – argued against the growing tide in favour of the abolition of nuclear weapons. On the following point I have no dispute with him. He wrote:

    “The crucial issue is that of the value of nuclear deterrence in the contemporary world. If it still has value, then that value must be measured against what we take to be the value of a nuclear weapons-free world… We cannot discuss the elimination of nuclear weapons without discussing nuclear deterrence.”

    What if nuclear deterrence has no value? I will argue that this is in fact the case; and that the whole doctrine of nuclear deterrence is a dangerous illusion.

    Flying With The Bomb
    I served in the Royal Navy for twenty years from 1962-82. As a Fleet Air Arm Observer (navigator and weapon system operator), I flew in Buccaneer carrier-borne nuclear strike jets from 1968 to 72; and for the next five years in anti-submarine warfare (ASW) helicopters equipped with the WE-177 Nuclear Depth Bomb (NDB). As one of four nuclear crews in a Buccaneer squadron, my pilot and I were assigned a target from NATO’s Single Integrated Operational Plan, and were ordered to plan to attack it with a free-fall WE-177 thermo-nuclear bomb.

    Nuclear Versus Conventional Deterrence Between States
    NDBs were withdrawn from the Royal Navy in 1992. By then, new conventional ASW weapons had been developed which were able to neutralise all currently envisaged naval targets. Indeed, as far as the USA is concerned, Ron Smith rightly stated:

    “There is nothing it could do with nuclear weapons that it cannot do with modern conventional weapons.”

    Therefore conventional deterrence – which is credible – is the military answer to his fear that, without nuclear deterrence, “disastrous wars between the major powers are likely to occur again.”

    Modern industrial States, increasingly interdependent on multinational conglomerates, the globalisation of trade and sensitive to public opinion, are increasingly constrained from going to war with each other. But even if this argument is not accepted, there is a fundamental logical objection to relying on nuclear deterrence. Although the risk of conventional deterrence failing is greater, the damage would be confined to the belligerent States – and the environmental damage would usually be reparable. What is at stake from deterrence failing between nuclear weapon States is the devastation and poisoning of not just the belligerent powers, but potentially of all forms of life on the planet. Meanwhile, retention of nuclear arsenals encourages proliferation of the problem, and with it this unacceptable risk.

    Falklands War
    In my last appointment as Staff Officer (Intelligence) to Commander-in-Chief Fleet, I helped to provide round-the-clock intelligence support to British forces in the Falklands War. I know what a close-run thing that war was. If Argentine aircraft had sunk one of the main troopships before the landing force had got ashore, the British might have had to withdraw. What would Thatcher have done? Polaris had clearly not deterred Galtieri from invading. With victory in his grasp, it is doubtful that he would have believed even Thatcher would have seriously threatened a nuclear strike on Argentina. Yet rumours abounded that a Polaris submarine had been moved south within range of Buenos Aires. If she had so threatened, my assessment was that he would have very publicly called her bluff and relished watching Reagan try to rein her in. And in the last resort, it is likely that the Polaris Commanding Officer would have either refused the order or faked a malfunction, and returned to face the court martial.

    Gulf War
    My scepticism over nuclear deterrence grew when the Berlin Wall came down; but it took the Gulf War to make me break out of my pro-nuclear brainwashing. As the first ex-RN Commander with nuclear weapon experience to speak out against them, it was very traumatic.

    In the run-up to the Gulf War, my military intelligence training warned me that the US-led coalition’s blitzkrieg/punitive expedition strategy would give Saddam Hussein the pretext he needed to attack Israel – an undeclared nuclear weapon State. If thereby Israel was drawn into the conflict, this might split the coalition. If not, he still stood to gain widespread Arab support for being the first Arab leader for years to take on the Israelis.

    My greatest fear was that the Iraqi leader would be provoked enough to attack Israel with chemical-headed Scud missiles. Knowing that West German technical support was involved in the warhead design, Israel’s Prime Minister Shamir would come under massive pressure to retaliate with a nuclear strike on Baghdad. Iraq had the best anti-nuclear bunkers Western technology could provide; but even if Saddam did not survive, what would happennext? With Baghdad a radiated ruin, the entire Arab world would erupt in fury against Israel and her friends: there would be terror bombings in every allied capital; Israel’s security would be destroyed forever; and Russia would be sucked in.

    The first Scud attack hit Tel Aviv on the night of *18* January 1991. For the first time, the second most important city of a de-facto nuclear State had been attacked and its capital threatened. Worse, the aggressor did not have nuclear weapons. The rest of the world still waits to learn what Bush had to promise Shamir for not retaliating – fortunately, the warhead was conventional high explosive, and casualties were light. The Israeli people, cowering in gas-masks in their basements, learned that night that their nuclear “deterrent” had failed in its primary purpose. Some 38 more Scud attacks followed.

    Meanwhile, in Britain the IRA just missed wiping out the entire Gulf War Cabinet with a mortar bomb attack from a van in Whitehall. They were not deterred by Polaris – yet a more direct threat to the government could barely be imagined.

    Nuclear Deterrence Won’t Work Against Terrorists
    To my surprise, in 1993 the British Secretary of State for Defence agreed with me. In a keynote speech on 16 November at the Centre for Defence Studies in King’s College, London entitled “UK Defence Strategy: A Continuing Role for Nuclear Weapons?”, Malcolm Rifkind almost agonised over the problem:

    “… I have to say that it is difficult to be confident that an intended deterrent would work in the way intended, in the absence of an established deterrent relationship… Would the threat be understood in the deterrent way in which it was intended; and might it have some unpredictable and perhaps counter-productive consequence? Categoric answers to these questions might be hard to come by, and in their absence the utility of the deterrent threat as a basis for policy and action would necessarily be in doubt… it is difficult to see deterrence operating securely against proliferators.”

    By an “established deterrent relationship” presumably he meant the unstable, irrational balance of terror between two trigger-happy, paranoid power blocs – otherwise known as the Cold War. Its inherent instability was evidenced by the inevitable struggle for “escalation dominance”. More than 50,000 nuclear warheads was the ridiculous result; while health, education, and other services that make up civilised society deteriorated on both sides through lack of resources.

    With the break-up of the Soviet Union and an unchecked arms trade, it is only a matter of time before terrorists get a nuclear weapon. They are the most likely “proliferators”, because nuclear blackmail is the ultimate expression of megalomania and terrorism. Yet nuclear deterrence cannot be relied upon against such threats.

    *What If Terrorists Try Nuclear Blackmail?
    The first rule is that on no account should the threat of nuclear annihilation be used to try and oppose them. They will just call your bluff – because targeting them with even a small nuclear weapon would be impossible without incurring unacceptable collateral damage and provoking global outrage. Indeed, they would relish taking as many others with them as they could. So nuclear weapons are worse than useless in such a crisis.

    My advice would be to emulate how the French authorities dealt with a man with explosives wrapped around his chest who hijacked a class of schoolchildren and threatened to blow them up if his demands were not met. They exhausted him by lengthy negotiations while installing surveillance devices to determine his condition and location. At an optimum moment Special Forces moved in and shot him dead with a silenced handgun.

    The most important underlying point to make here is that the surest way to minimise the chances of a nuclear hijack is to stop treating the Bomb as a top asset in the security business and the ultimate political virility symbol.*

    This nightmare will intensify as long as the five permanent members of the UN Security Council insist on the Bomb to “guarantee” their ultimate security – when in fact it does the exact opposite – while trying to deny it to other States. Such a policy of nuclear apartheid is hypocritical and un-sustainable.

    Nuclear Deterrence Undermines Security
    The Falklands and Gulf Wars taught me that competing for unilateral security leads to more insecurity, both for others and ultimately oneself. We need a new understanding of security: one that sees it as a safety net for all, not a “win or lose” military game which leaves the underlying problems which caused the war unresolved, and feeds the arms trade. True security lies in fostering a just, sustainable world order.

    The Bomb directly threatens security – both of those who possess it and those it is meant to impress. Indeed, it is a security problem, not a solution. This is because it provokes the greatest threat: namely, the spread of nuclear weapons to megalomaniac leaders and terrorists – who are least likely to be deterred.

    Nuclear Deterrence Undermines Democracy
    Democracy depends on responsible use of political and military power, with leaders held accountable to the will of the majority of the people. If a democratic nation is forced to use State-sanctioned violence to defend itself, its leaders must stay within recognised moral and legal limits.

    *Morality. The policy of nuclear deterrence inevitably involves an actual intention to use nuclear weapons under certain – admittedly extreme – circumstances. Michael Dummett, Wykeham Professor of Logic at New College, Oxford took up the argument in a speech on 19 October 1993:

    “We have to ask ourselves, ‘Is it wrong to have an intention to do what is wrong?’ Plainly it is. So, ‘Is it wrong to have a conditional intention to do what would be wrong?’ There is a seductive argument which goes: ‘The point is to prevent the condition from arising in which I am threatening to use nuclear weapons.’ What is wrong about that is not any consequence of forming that intention; it is that you give your will, albeit conditionally, to the act intended. The strategy of deterrence requires a conditional intention to commit a monstrously wicked act: to annihilate entire cities and all the people living in them. It is therefore a strategy which no government should use and no citizen should support.”

    Legality. That is where democracy and Nuremberg come in. On 8 July 1996 at the Peace Palace in The Hague, I was present when the International Court of Justice gave its Advisory Opinion on the following question put to it by the UN General Assembly in December 1994:

    “Is the threat or use of nuclear weapons under any circumstance permitted under international law?”

    In the most authoritative declaration of what international law says about the question, the Court highlighted the “unique characteristics of nuclear weapons, and in particular their destructive capacity, their capacity to cause untold human suffering, and their ability to cause damage to generations to come.” Thereby, the Court confirmed that nuclear weapons are in the same stigmatised category of weapons of mass destruction as chemical and biological weapons. Indeed, the effects of nuclear weapons are more severe, widespread and long-lasting than those of chemical weapons of which the development, production, stockpiling and use are prohibited by specific convention regardless of size. Also radiation effects are analogous to those of biological weapons, which are also outlawed by specific convention.

    Unsurprisingly, therefore, the Court could find no legal circumstance for the threat or use of nuclear weapons. Also it endorsed the view that threat and use are indivisible. In deciding that it could not conclude definitively whether the threat or use of nuclear weapons would be lawful or unlawful in an extreme circumstance of self-defence, the Court left no exception. On the contrary, it challenged the nuclear States that they had not convinced it that limited use of low yield, so-called “tactical” nuclear weapons “would not tend to escalate into the all-out use of high yield nuclear weapons.” Furthermore it confirmed that, as part of humanitarian law, the Nuremberg Charter of 8 August 1945 – paradoxically signed two days after the nuclear strike on Hiroshima and the day before the one on Nagasaki – applies to nuclear weapons.

    Though neither directly binding or enforcable, this clearly brings into question the legality of, for example, ballistic missile-firing submarines deployed on patrol. Nuclear deterrence is about threatening the most indiscriminate violence possible, unrestrained by morality or the law. It is therefore a policy of gross irresponsibility, and the antithesis of democratic values.

    Stifling Dissent. Furthermore, democracy within a nuclear weapon State is inevitably eroded by the need for secrecy and tight control of equipment, technology and personnel. When I became a nuclear crew in Buccaneers, I was given a special security clearance before being told never to discuss the nuclear role, even with other aircrew in my squadron, let alone my family. It was considered such an honour – only the four best crews were chosen – that no-one questioned it.

    As Senior Observer of the Sea King ASW helicopter squadron in the carrier HMS EAGLE in 1973-74, I had to train the other Observers how to use a thermo-nuclear depth bomb (NDB). The speed and depth advantage of the latest Soviet nuclear submarines over NATO air-launched ASW torpedoes was such that it had been concluded that only an NDB could be guaranteed to destroy them. Now this was just to protect our carrier, not last- ditch defence of the motherland. Moreover, the Observer would have had to press the button to release it – not the Prime Minister, as they are so fond of claiming. There was a “Low/High Yield” switch: low yield was about 5 kilotons, and high yield over 10 kilotons – Hiroshima was not much more than that. Worse, this would definitely be a suicide mission, because our helicopter was too slow to escape before detonation. For good measure, such an attack would vaporise a huge chunk of ocean, cause heavy radioactive fallout (both from the NDB and the nuclear submarine reactor and any nuclear-tipped torpedoes it carried), and also cause the underwater sonic equivalent of Electro-Magnetic Pulse – quite apart from escalating World War 3 to nuclear holocaust.

    Yet all these concerns were brushed aside when I raised them. I was simply told not to worry, and get on with it. So I did: but I began to realise that nuclear weapons were militarily useless; and that my leaders – both military and political – were placing me in a position where I could fall foul of the Nuremberg Charter. However, the old British military tradition of the Charge of the Light Brigade in the Crimean War, as immortalised by Tennyson, was alive and well: “Theirs not to reason why, theirs but to do and die.”

    Nuclear Gunboat Diplomacy? This difficulty has re-emerged recently, with the deployment in Trident of a single, variable lower-yield warhead in some missiles to threaten a “more limited nuclear strike” in order to deliver, in Mr Rifkind’s words, “an unmistakable message of our willingness to defend our vital interests”. He justified this by the need to find an answer to the fact that six 100 kiloton, MIRV’d warheads atop the other missiles are not a credible deterrent threat to “rogue” States threatening British vital interests anywhere in the world.

    These vital interests, spelt out in the 1995 Defence White Paper, include British trade, the sea routes used for it, raw materials from abroad, and overseas investments. This has been accompanied by, for example, the following statement in the December 1996 issue of the Royal United Services Institute Journal by Admiral Sir Peter Abbott KCB, then Commander-in- Chief Fleet:

    “Within the context of a broad security policy, I anticipate that specific military action may be required in the way of dissuasion, retribution or coercion against those nations, regimes or groupings which pose a threat to our vital interests, project a tangible military threat to our homelands, forces overseas or allies, and those who disrupt the international system.

    “Therefore, although part of that framework will include defence in its classic sense of reactive measures consistent with NATO doctrine, it will also have to include more pro-active measures. This will add meaning to new concepts of deterrence, based on dealing with problems as they emerge and whilst the potential adversary is more amenable to persuasion, rather than waiting for them to grow and an adversary to become strong. We will also have to cater for the irrational opponent or those occasions when the threat of nuclear use is not practicable or simply not credible. This can be achieved by dissuasion, which is sustained by a constant demonstration of our military capability and readiness to use it, and retribution which should ensure that if an opponent, whether a pirate or rogue regime, is not dissuaded after warnings, he can expect to suffer considerable, unacceptable, and possibly personal, consequences.

    “This implies the possibility of what I would call pre-emptive deterrence. This is a philosophy which has been fashionable in history at certain times – that of establishing waypoints beyond which a state feels threatened and a potential enemy, rational or not, will be subjected to offensive action at an appropriate level. Given my points about deterrence and economy of effort before, we will wish any action to be at a time and place of our choosing so that we can retain the initiative. This is particularly relevant with regard to emerging technological threats based on WMD, ballistic/cruise missiles and terrorism.. This argues for dealing with the problems at source, before any potential aggressor can concentrate in range and in force.”

    Entente Nucleaire. Such “power projection” thinking reinforces the secretive collaboration between Britain and France, begun in 1992 with the creation of a Joint Commission on Nuclear Policy and Doctrine. On 30 October 1995, with the row over French nuclear tests as a backdrop, Chirac and Major announced that the Anglo-French nuclear relationship had reached the point where “we do not see situations arising in which the vital interests of either France or the UK could be threatened without the vital interests of the other also being threatened.” Officials played down reports that joint missile submarine patrols were possible. However, the UK Financial Times reported that “agreement had been reached on a broad definition of sub-strategic deterrence: in other words, the use of a low-yield ‘warning shot’ against an advancing aggressor, along with a threat… of a massive nuclear strike unless the attack halts. This warning shot would apparently be fired as soon as either country’s ‘vital interests’ were threatened.” The implication is that such a threat could be made even against a non-nuclear State, notwithstanding British and French negative security assurances – and the fact that such a threat, let alone use, of nuclear weapons is clearly illegal.

    Undemocratic Decisions. Meanwhile, the history of the British Bomb shows that every major decision was taken without even full Cabinet knowledge, let alone approval. In 1980 I was a fly on the Whitehall wall when Thatcher insisted on having Trident, despite disagreement among the Chiefs of Staff and without consulting the Cabinet. Admiral of the Fleet Sir Henry Leach, First Sea Lord at the time, was the first to call it “a cuckoo in the naval nest”. He was supported by Admiral Sir Sandy Woodward, then a Captain as Director of Naval Plans. Richard Sharpe, then also a Captain on the Naval Staff and a former nuclear submarine Commanding Officer, later wrote in the 1988-89 edition of Jane’s Fighting Ships (the first under his editorship):

    “Because funding for Trident has come mainly from the naval share of the defence budget, it is having an increasingly detrimental effect on the equipment programmes for the rest of the Fleet.”

    Adam Raphael, in an Observer article on 11 July 1993 headlined “Megabuck Trident as much military use as Noah’s Ark”, described it as “Thatcher’s macho mistake”. I understand that the Royal Navy is deeply split over Trident for these reasons. And now it is faced with the likelihood that Trident’s deployment on deterrent patrol contravenes international humanitarian law.*

    Nuclear Weapons Are Self-Deterring
    Fortunately for us all, the one aspect of nuclear deterrence which probably does work is that nuclear weapons are in fact self-deterring. My evidence for this again comes from a British Secretary of State for Defence. In his 16 November 1993 speech, Rifkind said:

    “…there is sometimes speculation that more so-called ‘useable’ nuclear weapons – very low-yield devices which could be used to carry out what are euphemistically called ‘surgical’ strikes – would allow nuclear deterrence to be effective in circumstances where existing weapons would be self-deterring.”

    He went on to warn against reviving a war-fighting role for them, because this would:

    “…be seriously damaging to our approach to maintaining stability in the European context, quite apart from the impact it would have on our efforts to encourage non-proliferation and greater confidence outside Europe. This is not a route that I would wish any nuclear power to go down.”

    Unfortunately, he contradicted his own wise words by supporting the replacement of Polaris by Trident; and more specifically by supervising the introduction, mentioned earlier, of a lower-yield, single warhead in the missile load of the Trident submarine currently on patrol.

    Any sane potential aggressor intent on acquiring nuclear weapons should heed Churchill’s warning after Dresden: “The Allies risk taking over an utterly ruined land” – and that was conventional bomb damage. Even a low-yield “demonstration” strike (rumoured to be in growing favour among US, UK and French planners searching for roles for their nuclear arsenals) would so outrage world opinion that it would be self-defeating.

    For a nuclear State facing defeat by a non-nuclear State, there is evidence that nuclear weapons are again self-deterring. The US in Vietnam, and the Soviets in Afghanistan, preferred withdrawal to the ultimate ignominy of resorting to nuclear revenge.

    For all these reasons, I conclude that nuclear deterrence is a dangerous illusion.

    From Nuclear Deterrence To Abolition
    On 4 December 1996 in Washington, General Lee Butler USAF (Ret’d),Commander-in-Chief of US Strategic Command from 1992- 94, explained to the National Press Club why he, too, had “made the long and arduous journey from staunch advocate of nuclear deterrence to public proponent of nuclear abolition.” He warned: “Options are being lost as urgent questions are unasked, or unanswered; as outmoded routines perpetuate Cold War patterns and thinking; and as a new generation of nuclear actors and aspirants lurch backward toward a chilling world where the principal antagonists could find no better solution to their entangled security fears than Mutual Assured Destruction.”

    As a member of the Canberra Commission on the Elimination of Nuclear Weapons, General Butler had joined Field Marshal Lord Carver, Chief of the UK Defence Staff from 1973-76, in stating:

    “The risks of retaining nuclear arsenals in perpetuity far outweigh any possible benefit imputed to deterrence … The end of the Cold War has created a new climate for international action to eliminate nuclear weapons, a new opportunity. It must be exploited quickly or it will be lost.”

    Their first recommended step towards this is for all nuclear forces to be taken off alert. This would “reduce dramatically the chance of an accidental or unauthorised nuclear weapons launch.” Apart from making the world much safer, it would puncture the myths of nuclear deterrence doctrine once and for all.
