NAPF’s most recent Board meeting on August 8, was both a joyous and somber occasion, simultaneously. Welcoming our new President to Santa Barbara and to her first official meeting as President was cause for celebration, while the timing of the meeting – sandwiched between the anniversaries of the attacks on Hiroshima and Nagasaki – presented an invitation for reflection on the attacks and the continuing threat that nuclear weapons pose to humanity. Our discussion was wide-ranging and it inspired Richard Falk, our Senior Vice President, to write two essays that touch on the topics we discussed. We are as ever grateful to Richard for sharing his wisdom, insight, and knowledge with us and invite you to read the essays. The first, entitled Two Perspectives on the 10th NPT Review Conference, can be found HERE. This essay discusses the context of the conference taking place amidst the anniversaries of the atomic bombings in Japan, as well as following the entry into force of the TPNW, and the current heightened geopolitical tensions. The second essay, entitled Connecting the Dots 77 Years Later: Hiroshima and Nuremberg, can be found HERE. This essay is a contemplation on the meaning of the term “victors’ justice” and the normalization of nuclear weapons that arose out of this view of what justice is or should be. We hope the writing will inspire you as it has inspired us to continue to fight for a peaceful world, one that is free of nuclear weapons.

On August 10, 2022, the Nuclear Age Peace Foundation, along with the Permament Missions to the UN of Kazakhstan and Kiribati, our youth initiative Reverse the Trend and our partners at the Marshallese Educational Initiative, and with financial support from the Prospect Hill Foundation, conducted a side event at the NPT Review Conference. The event focused on the twin existential crises of nuclear weapons and climate change and featured remarks by the Permament Representatives, Ambassador Teburoro Tito of Kiribati Ambassador Magzhan Ilyassov of Kazakhstan. Benetick Kabua Maddison from the Marshallese Educational Initiative and Alicia Sanders-Zakre from ICAN also participated in the panel, moderated by Christian N. Ciobanu, our Policy and Advocacy Coordinator. The event was well attended and generated excellent discussions and engagement from those in attendance. We are proud of all of the work that Christian and our interns did to make this event possible.

We held our 28th Annual Sadako Peace Day once again in the Sadako Peace Garden at La Casa de Maria to remember the atomic bombings of Hiroshima and Nagasaki and all innocent victims of war. The event took place on Tuesday, August 9, 2022, from 6:00 – 7:00 pm PT. It was the first time we were able to hold Sadako Peace Day at at La Casa de Maria since 2018, when the retreat center suffered terrible damage from the mudslides that took place after the Thomas Fires. Frank Bognar, NAPF Board Chair, welcomed everyone to this special event. This year, we introduced Dr. Ivana Nikolić Hughes, our President, who gave a moving keynote talk about the humanitarian consequences of nuclear weapons. There were poetry readings by Emma Trelles, Sojourner Kincaid Rolle, Father Larry Gosselin, and Perie Longo, Chair of NAPF’s Poetry Committee. Hal Maynard and Sandy Jones, local singer/songwriters, played original music, Dr. Jimmy Hara spoke about Sadako’s short life and her inspiring wish for peace, and Bob Sedivy, a komusō monk, opened and closed the evening on the shakuhachi. Our poets read their own and the poetry of David Krieger, our Co-Founder and President Emeritus, reminding us of the need to care for each other and for our mother Earth. The session took place in General Assembly Hall at the United Nations in New York on August 5, 2022. Ivana Nikolić Hughes to Head Nuclear Age Peace Foundation

The Nuclear Age Peace Foundation (NAPF) has named Ivana Nikolić Hughes as its new president. Hughes comes to the Foundation from Columbia University where she is a senior lecturer in discipline in the Department of Chemistry, and where she served as the director of the K=1 Project, Center for Nuclear Studies.
Hughes graduated with honors from Caltech in 1999, earning a B.S. in chemical engineering, and completing her senior thesis with Frances Arnold, the first American woman to win a Nobel Prize in Chemistry.
In 2005, Hughes earned her Ph.D from Stanford University in the laboratory of the National Academy of Sciences, member Daniel Herschlag in the Department of Biochemistry, and was an American Heart Association Predoctoral Fellow.
While at Columbia, Hughes has been a university senator and member of several committees and boards. She is the recipient of the Lenfest Distinguished Columbia Faculty Award, Provost Large Scale Teaching Award, Provost MOOC Award (co-recipient with David Helfand), and the Global Scholars Program Award (co-recipient with Emlyn Hughes).
“Ivana has a unique ability to eliminate distance. Whether talking to a Nobel prize laureate or a first-year undergraduate, she always provides undivided and benevolent attention,” said Pierre Cristofare, professor of Astronomy at the University of Paris, and a colleague of Hughes at Columbia’s K=1 Project.
“Among her numerous extraordinary capacities, this trait leads her to a very distinctive overview of any organization she has run or has taken part in. It also allows every member of her staff to feel highly supported, encouraged, and cared for.” Cristofare said.
“Moreover, I think that the main reason why she is often cited as a role model team leader is because of her absolute selflessness. It is clear that her entire action is driven towards others: her team members, her collaborators, or her university students, making sure each person on her staff or in her class succeeds and blossoms,” he said.
Hughes’s scholarly work focuses on the dangers of nuclear weapons and nuclear energy, and the environmental impacts of nuclear weapons testing in the Marshall Islands and elsewhere. She combines her interest in global issues with her commitment to engaging the younger generation on topics at the intersection of science and society, nuclear disarmament specifically.
About nuclear weapons, Hughes contends, “We were smart enough to develop nuclear weapons. Are we smart enough to stop them from ruining human civilization as we know it?
“I have been interested in questions surrounding nuclear technologies —both nuclear weapons and nuclear energy — for more than 10 years. A particular focus of my work has been the environmental — and therefore the human — impacts of nuclear weapons testing, most notably in the Marshall Islands, as well as a broader interest in nuclear disarmament education.
“My work in the Marshall Islands was directly inspired by the NAPF initiative on the Nuclear Zero Lawsuits, brought to the International Court of Justice, in 2014. Helping the world to understand the environmental impacts and the human suffering caused by this horrific nuclear legacy has been deeply meaningful to me.”
On becoming NAPF’s president, Hughes said, “Joining the amazing community that is NAPF feels to me like coming home. Everyone has been so supportive, encouraging, and welcoming. For forty years, the foundation has been a beacon of light in a dark world that has seen crisis upon crisis with the threat of nuclear war looming over the whole of humanity.
“I couldn’t be more excited to advance the vision of a world free of nuclear weapons; my commitment to this vision is boundless. There is a gravity to the current moment of intertwined global crises that we must turn into an opportunity for creating a better world, one we will be proud to leave to our children and future generations.”
Asked about Hughes, David Krieger, president emeritus, said, “We are very pleased to have found a new president for the foundation who is knowledgeable about nuclear dangers, dedicated to the abolition of nuclear weapons and energetic in pursuing this goal. In addition, she has done considerable work with the Marshall Islanders and other victims of nuclear testing in the Pacific.
“We look forward to the new energy she will bring to the foundation and its goal of ridding the world of nuclear weapons.”
“Stepping into David Krieger’s shoes is an enormous responsibility and one that I take most eagerly and earnestly,” Hughes said. “David’s founding and leadership of NAPF was both visionary and transformational. I look forward to leading the foundation into its fifth decade and beyond.”

Children’s Corner at the Berlin Main Train Station (Hauptbahnhof). Thousands of refugees are pouring into the main train station in Berlin, many of them children, some of them unaccompanied. Ukraine Crisis: Some Lessons Learned

A bloodied mother, ready to give birth fleeing from a maternity hospital reduced to burning rubble. Endless lines of refugees under Russian fire in “safe” evacuation corridors. Ukrainian teenage boys and girls are taking up arms in what must seem a fight to the death against overwhelming odds. I am inspired by Zelenskyy’s fearless courage and resolve; I am enraged and frightened by Putin’s determination to reclaim Ukraine at whatever human cost.
Why has one European nation invaded another with inevitably tragic consequences – something we thought (or at least hoped) had ended with the Cold War? I am no expert on Ukraine, nor have I ever been there, although my forebearers left its shtetls in the 19th century, fleeing pogroms and economic hardship. Like all of you reading this, I have tried to make sense of the senseless, drawing on whatever sources I can find. I have also been educated by a UCSB doctoral student who has lived with us on and off for a decade, James Altman. He spent two years in Donbas (eastern Ukraine) along the line of fire, documenting the plight of children for UNICEF.
Why is this happening? I have encountered two plausible explanations.
One lays the blame squarely at the feet of the U.S. and NATO. In a recent article in Salon, Pulitzer Prize-winner Chris Hedges lays this out clearly and forcefully. In his view, after the Soviet Union collapsed in 1989, NATO’s eastward expansion – which eventually included many of the countries that had been part of the Soviet Union – brought the military alliance (and its nuclear weaponry) to within 100 miles of Russia’s borders. Let’s not forget that when the Soviet Union tried to put nuclear missiles on our doorstep in Cuba, we risked nuclear war to prevent that from happening. George F. Kennan, then considered U.S.’s foremost Russian expert, in a 1997 New York Times op-ed called this expansion of NATO “the most fateful error of American policy in the entire post-Cold War era,” predicting that it “may be expected to inflame the nationalistic, anti-Western and militaristic tendencies in Russian opinion; to have an adverse effect on the development of Russian democracy; to restore the atmosphere of the cold war to East-West relations, and to impel Russian foreign policy in directions decidedly not to our liking.”
The other explanation agrees that NATO expansion, and the Europeanization of much of the former Soviet Union, have fueled Putin’s nationalistic desire to restore what he sees as the greatness of the Russian empire. But it takes that explanation one step farther and places the blame squarely on Putin. Fiona Hill served in various high-level Russian and Eurasian intelligence posts under Bush, Obama, and Trump. She famously testified on Trump’s mishandling of Ukraine during the first impeachment hearings. In a recent New York Times discussion piece, she argues that Putin, after 22 years in power and with virtually total control, is “focused on regathering the lands of the old Russian Empire, not just the Soviet Union… his fear, as far as I can tell from some of his speeches, is not just that Ukraine is going to fall into a NATO security umbrella, but there’s going to be a Westernization or even a Ukrainianization of the identity of the Ukrainian people. And once that is done, then Russia can’t get them back, because then you are just occupying a land, not reintegrating with your brothers and sisters.”
There is plenty of blame to go around, but none of this helps end Putin’s destruction of Ukraine, the bombing of its people, the flood of refugees. But it does suggest one possible face-saving way out—what the pundits call an “off-ramp”(how gentle!) that would enable Putin to claim victory and cut his losses in a war of resistance by the Ukrainian people. There are rumors that Zelenskyy has offered to take NATO membership off the table. NATO could find some way to back that pledge, which, in turn, would remove at least one of Putin’s concerns and call his bluff.
I draw two long-range conclusions. Neither directly addresses the unfolding tragedy in Ukraine, but both are clearly revealed by the conflict.
First, there is an urgent need to get rid of nuclear weapons. Once again, the world is teetering at the brink of nuclear warfare. ICAN, the Nobel Prize-winning International Campaign to Abolish Nuclear Weapons, provides an excellent portal for activism. In my community of Santa Barbara, the Nuclear Age Peace Foundation (NAPF), a member of ICAN, “wages peace” to play this role.
Long-term goal: nuclear 0.
Second, there is an urgent need to end our global economic dependence on fossil fuels. The war in Ukraine reveals the global dependency on oil supply chains. Stopping the global flow of Russian oil would likely trigger a global economic collapse. Americans may champion Ukraine’s courageous fight for democracy, but whether they are willing to pay an economic price—even in the form of high gasoline prices—will be tested in the midterm elections. Most of us are all for cutting carbon emissions for environmental reasons; global interdependence on oil adds another compelling reason to prioritize this. There are countless organizations addressing carbon dependency; for those of my (aging) generation, check out Third Act and Elders for Climate Action; for the more youthful, there are the Sunrise Movement and UNICEF’s Youth for Climate Action.
Long-term goal: carbon 0.
