  • At the Unholy Altar of Nuclear Weapons

    This year marks the 60th anniversary of the atomic bombing of Hiroshima and Nagasaki and the 35th anniversary of the Non-Proliferation Treaty (NPT), which was supposed to lead to a nuclear-weapons-free world. Both anniversaries remind us of the stark dangers nuclear weapons still pose to the world.

     

    It is a moment of intense diplomatic challenge for Canada, a country at the centre of the debate over the future of nuclear weapons. That debate will take place at the NPT Review conference May 2-27 at the United Nations.

     

    In recent years, Iran, Libya and North Korea have pursued illegal nuclear programs with the assistance of a secret Pakistani network.

     

    A high-level U.N. panel recently warned: “We are approaching a point at which the erosion of the Non-Proliferation regime could become irreversible and result in a cascade of proliferation.” It is truly shocking that the public seems oblivious to the 34,000 nuclear weapons still in existence, most of them with an explosive power several times greater than the bombs that destroyed Hiroshima and Nagasaki.

     

    The NPT was obtained through a bargain, with the nuclear-weapons states agreeing to negotiate the elimination of their nuclear weapons and share nuclear technology for peaceful purposes in return for the non-nuclear states shunning the acquisition of nuclear weapons.

     

    Adherence to that bargain enabled the indefinite extension of the treaty in 1995 and the achievement of an “unequivocal undertaking” in 2000 toward elimination through a program of 13 Practical Steps.

     

    Now the United States is rejecting the commitments of 2000 and premising its aggressive diplomacy on the assertion that the problem of the NPT lies not in the nuclear-weapons states’ own actions, but in the lack of compliance by states such as North Korea and Iran.

     

    Brazil has put the issue in a nutshell: “One cannot worship at the altar of nuclear weapons and raise heresy charges against those who want to join the sect.”

     

    The whole international community, nuclear and non-nuclear alike, is concerned about proliferation and wants strong action taken to ensure that Iran and North Korea do not become nuclear weapons states.

     

    But the new attempt by Washington to gloss over the discriminatory aspects of the NPT, which are now becoming permanent, has caused the patience of the members of the non-aligned movement to snap.

     

    They see a two-class world of nuclear haves and have-nots becoming a permanent feature of the global landscape. They see the U.S. researching the development of a new, “usable” nuclear weapon and NATO, an expanding military alliance, clinging to the doctrine that nuclear weapons are “essential.”

     

    Compounding the nuclear risk is the threat of nuclear terrorism, which is growing day by day. It is estimated that 40 countries have the knowledge to produce nuclear weapons and the existence of an extensive illicit market for nuclear items shows the inadequacy of the present export control system.

     

    The task awaiting the 2005 review of the Non-Proliferation Treaty is to convince the nuclear-weapons states that the only hope of stopping the proliferation of nuclear weapons is to address nuclear disarmament sincerely.

     

    This is precisely the stance taken by foreign ministers of the New Agenda Coalition (Brazil, Egypt, Ireland, Mexico, New Zealand, South Africa and Sweden), who recently wrote:

     

    “Nuclear non-proliferation and nuclear disarmament are two sides of the same coin and both must be energetically pursued.”

     

    The New Agenda, which showed impressive leadership at the 2000 NPT review in negotiating the 13 Practical Steps with the nuclear weapons states, is now clearly reaching out to other middle-power states to build up what might be called the “moderate middle” in the nuclear weapons debate.

     

    Eight NATO states — Belgium, Canada, Germany, Lithuania, Luxembourg, The Netherlands, Norway and Turkey — voted for the New Agenda resolution at the U.N. in 2004, an action that effectively built a bridge between NATO and the New Agenda. The new “bridge” shows that a group of centrist states may be in position to produce a positive outcome for the 2005 NPT review.

     

    Here is where Canada can shine.

     

    In 2002 and 2003, Canada was the only NATO nation to vote for the New Agenda resolution. That was an act of courage, for Canada likes the “good company” of its alliance partners when it takes progressive steps. But the action was rewarded in 2004 when seven other NATO states joined Canada.

     

    I recently held meetings with the governments of some of these key countries — Germany, Norway, The Netherlands and Belgium — to discuss how to make a success of the NPT review conference. These countries look to Canada, as an important centrist state, to maintain its leadership position in upholding the integrity of the disarmament and non-proliferation goals of the NPT.

     

    When I was in Europe, news came of the Canadian government’s decision not to join in the U.S. Ballistic Missile Defence system.

     

    This move won the unanimous admiration of the officials I talked to. Clearly, they would like to work with Canada in proposing workable solutions to the NPT crisis.

     

    For Canada, working in a collegial manner with other centrist states is much easier to do than the action it boldly took in confronting the U.S. alone on missile defence.

     

    In the present political climate, no “grand solution” is possible. Rather, a set of incremental steps could be achieved if the moderate middle states use their influence to convince the U.S. that it is in American interests to protect the NPT’s ability to curb would-be nuclear proliferators.

     

    These steps include: the start of negotiations for a ban on the production of fissile materials; the striking of a new committee at the Conference on Disarmament in Geneva to deal with nuclear disarmament questions; the U.S. and Russia taking their strategic nuclear weapons off “alert” status, and beefing up the ability of the International Atomic Energy Agency to ensure that nuclear fuels for civilian purposes are not diverted to nuclear weapons.

     

    This is a modest program. Many nuclear weapons abolitionists will not be satisfied with it, for it falls far short of negotiations for a Nuclear Weapons Convention.

     

    The world is a long way from obtaining such a treaty, which would need a strong verification system to ensure the safe elimination of all nuclear weapons. But the interim program would at least save the NPT.

     

    By working diligently and diplomatically with key NATO states and the progressive New Agenda states, Canada can live up to its own values of making the world safe from the spread of nuclear weapons.

  • Santa Barbara Nuclear Activist Leader Honored at Gala

    Six people whose efforts have made significant contributions to the world’s environment, including Santa Barbaran David Krieger of the Nuclear Age Peace Foundation, were honored by Global Green USA at a gala ceremony Friday in Beverly Hills.

    Global Green is the U.S. affiliate of Green Cross International, which aims to push the world toward more sustainable and safer use of its resources. The American group’s annual Millennium Awards recognize those who contribute professionally to that goal by addressing environmental and social problems.

    Besides Mr. Krieger, others honored were actors and environmental advocates Kevin Bacon and Kyra Sedgwick; Sally Lilienthal, founder and president of Ploughshares Fund; Fred Buenrostro, CEO of the California Public Employees’ Retirement System; and Rob Feckner, president of the CalPERS board.

    “We hope the awards inspire others to take similar paths and encourage our honorees to shine even brighter in their respective fields,” said Matt Petersen, president and CEO of Global Green USA.

    Mr. Krieger, who received the International Environmental Leadership Award, has been a leader in the effort to abolish nuclear weapons. Global Green noted that he helped found several international coalitions, including Abolition 2000; the Middle Powers Initiative; and the International Network of Engineers and Scientists for Global Responsibility, based in Germany.

    Mr. Krieger founded the Santa Barbara-based Nuclear Age Peace Foundation and has served as its president since 1982. A graduate of the Santa Barbara College of Law, Mr. Krieger also serves as a judge pro tem for the local Superior Court.

    The link between green concerns and abating the nuclear threat was embodied by the ceremony’s keynote speaker, former Soviet leader Mikhail Gorbachev, who asked that world leaders adopt a treaty guaranteeing clean water and sanitation.

    “We were able to solve the nuclear arms race because of . . . political will,” he said before the awards banquet. “Today we don’t see that political will. But I think it will emerge that leaders will have to address this problem.”

    Dwindling water supplies and political resistance have hampered efforts to bring fresh water to slum dwellers around the world, Mr. Gorbachev said Friday in an interview with The Associated Press.

    Mr. Gorbachev, a Nobel Peace Prize laureate who led the Soviet Union for six years until its 1991 collapse, founded Green Cross International in 1993.

  • It Is Up To Us

    I am very honored by this award, and I accept it on behalf of all the people I work with and have struggled with to build a better world – particularly my colleagues at the Nuclear Age Peace Foundation.

    When we founded the Nuclear Age Peace Foundation, we believed that we cannot sit back and wait for leaders like Mikhail Gorbachev. Such leaders – with his wisdom, vision and courage – are all too rare.

    We believed that we ordinary citizens must step forward, and create the change we wish to see in the world.

    My life was transformed when, shortly after graduating from college, I visited Hiroshima.

    The Peace Memorial Museum in Hiroshima awakened me, as I had not been before, to the true extent of the dangers of the Nuclear Age.

    Over the years since then, I have come to know many of the survivors of Hiroshima and Nagasaki. They are called hibakusha. With one voice, they say, “Never again! We will not repeat the evil.”

    The hibakusha understand, as few others in this world do, that nuclear weapons and human beings cannot co-exist, and that we must eliminate these weapons before they eliminate us.

    That is our challenge. It is the challenge that I confront daily. It is the challenge of our time and of our generation. It is a challenge we cannot fail to accept and we cannot fail to accomplish.

    I believe that each generation has a responsibility to pass the world on intact to the next generation. You might say that that is the least we can do for the future.

    But for us in the Nuclear Age, this is a more difficult task than ever before. Nuclear weapons contain the potential to foreclose a human future.

    If we succeed in eliminating these weapons of genocide, indeed omnicide, we will be viewed in the future as having done our part to save the world.

    If we fail, there may be no future generations to remember us or to judge us.

    We in the United States must press our government to stop being the greatest obstacle to nuclear disarmament. It is not in our interest, nor that of our children, for our government to cling tenaciously to these terrible weapons and even try, as it is doing now, to create new nuclear weapons for specific purposes.

    Rather, the United States, as the world’s most powerful nation, should, in our own interest and that of humanity, lead the way to a world free of nuclear weapons.

    It is up to us to change our country and the world.

    Each of us can be as powerful as anyone who ever lived. All we need to do is set our intentions and take a first step. Without doubt, a first step will lead to a second, and we will be on our way.

    We are all gifted with consciences to guide us, with voices we can raise, with arms to embrace, and with feet to take a stand. These are the gifts with which the future calls out to us to act.

    We must fight ignorance with education, apathy with direction, complacency with vision, and despair with hope. We owe this to ourselves and to our children.

    I’d like to conclude with an excerpt from a poem in my new book. The poem is about hibakusha, the survivors of Hiroshima and Nagasaki, and it is about silence. It is called Hibakusha Do Not Just Happen, and this is the way it ends:

    For every hibakusha many must contribute For every hibakusha many must obey For every hibakusha many must be silent

    It is up to us to break the silence – for each other, for humanity and for the future.

  • Bush Administration Eliminating 19-year-old International Terrorism Report

    WASHINGTON – The State Department decided to stop publishing an annual report on international terrorism after the government’s top terrorism center concluded that there were more terrorist attacks in 2004 than in any year since 1985, the first year the publication covered.

    Several U.S. officials defended the abrupt decision, saying the methodology the National Counterterrorism Center used to generate statistics for the report may have been faulty, such as the inclusion of incidents that may not have been terrorism.

    Last year, the number of incidents in 2003 was undercounted, forcing a revision of the report, “Patterns of Global Terrorism.”

    But other current and former officials charged that Secretary of State Condoleezza Rice’s office ordered “Patterns of Global Terrorism” eliminated several weeks ago because the 2004 statistics raised disturbing questions about the Bush’s administration’s frequent claims of progress in the war against terrorism.

    “Instead of dealing with the facts and dealing with them in an intelligent fashion, they try to hide their facts from the American public,” charged Larry C. Johnson, a former CIA analyst and State Department terrorism expert who first disclosed the decision to eliminate the report in The Counterterrorism Blog, an online journal.

    Rep. Henry Waxman (news, bio, voting record), D-Calif., who was among the leading critics of last year’s mix-up, reacted angrily to the decision.

    “This is the definitive report on the incidence of terrorism around the world. It should be unthinkable that there would be an effort to withhold it – or any of the key data – from the public. The Bush administration should stop playing politics with this critical report.”

    A senior State Department official, speaking on condition of anonymity because of the sensitivity of the issue, confirmed that the publication was being eliminated, but said the allegation that it was being done for political reasons was “categorically untrue.”

    According to Johnson and U.S. intelligence officials familiar with the issue, statistics that the National Counterterrorism Center provided to the State Department reported 625 “significant” terrorist attacks in 2004.

    That compared with 175 such incidents in 2003, the highest number in two decades.

    The statistics didn’t include attacks on American troops in Iraq, which President Bush as recently as Tuesday called “a central front in the war on terror.”

    The intelligence officials requested anonymity because the information is classified and because, they said, they feared White House retribution. Johnson declined to say how he obtained the figures.

    Another U.S. official, who also requested anonymity, said analysts from the counterterrorism center were especially careful in amassing and reviewing the data because of the political turmoil created by last year’s errors.

    Last June, the administration was forced to issue a revised version of the report for 2003 that showed a higher number of significant terrorist attacks and more than twice the number of fatalities than had been presented in the original report two months earlier.

    The snafu was embarrassing for the White House, which had used the original version to bolster President Bush’s election-campaign claim that the war in Iraq had advanced the fight against terrorism.

    U.S. officials blamed last year’s mix-up on bureaucratic mistakes involving the Terrorist Threat Integration Center, the forerunner of the National Counterterrorism Center.

    Created last year on the recommendation of the independent commission that investigated the Sept. 11, 2001, terrorist attacks, the center is the government’s primary organization for analyzing and integrating all U.S. government intelligence on terrorism.

    The State Department published “Patterns of Global Terrorism” under a law that requires it to submit to the House of Representatives and the Senate Foreign Relations Committee a country-by-country terrorism assessment by April 30 each year.

    A declassified version of the report has been made public since 1986 in the form of a glossy booklet, even though there was no legal requirement to produce one.

    The senior State Department official said a report on global terrorism would be sent this year to lawmakers and made available to the public in place of “Patterns of Global Terrorism,” but that it wouldn’t contain statistical data.

    He said that decision was taken because the State Department believed that the National Counterterrorism Center “is now the authoritative government agency for the analysis of global terrorism. We believe that the NCTC should compile and publish the relevant data on that subject.”

    He didn’t answer questions about whether the data would be made available to the public, saying, “We will be consulting (with Congress) … on who should publish and in what form.”

    Another U.S. official said Rice’s office was leery of the methodology the National Counterterrorism Center used to generate the data for 2004, believing that analysts anxious to avoid a repetition of last year’s undercount included incidents that may not have been terrorist attacks.

    But the U.S. intelligence officials said Rice’s office decided to eliminate “Patterns of Global Terrorism” when the counterterrorism center declined to use alternative methodology that would have reported fewer significant attacks.

    The officials said they interpreted Rice’s action as an attempt to avoid releasing statistics that would contradict the administration’s claims that it’s winning the war against terrorism.

  • Nuclear Power is the Problem, Not a Solution

    There is a huge propaganda push by the nuclear industry to justify nuclear power as a panacea for the reduction of global-warming gases.

    At present there are 442 nuclear reactors in operation around the world. If, as the nuclear industry suggests, nuclear power were to replace fossil fuels on a large scale, it would be necessary to build 2000 large, 1000-megawatt reactors. Considering that no new nuclear plant has been ordered in the US since 1978, this proposal is less than practical. Furthermore, even if we decided today to replace all fossil-fuel-generated electricity with nuclear power, there would only be enough economically viable uranium to fuel the reactors for three to four years.

    The true economies of the nuclear industry are never fully accounted for. The cost of uranium enrichment is subsidised by the US government. The true cost of the industry’s liability in the case of an accident in the US is estimated to be $US560billion ($726billion), but the industry pays only $ US9.1billion – 98per cent of the insurance liability is covered by the US federal government. The cost of decommissioning all the existing US nuclear reactor s is estimated to be $US33billion. These costs – plus the enormous expense involved in the storage of radioactive waste for a quarter of a million years – are not now included in the economic assessments of nuclear electricity.

    It is said that nuclear power is emission-free. The truth is very different.

    In the US, where much of the world’s uranium is enriched, including Australia’s, the enrichment facility at Paducah, Kentucky, requires the electrical output of two 1000-megawatt coal-fired plants, which emit large quantities of carbon dioxide, the gas responsible for 50per cent of global warming.

    Also, this enrichment facility and another at Portsmouth, Ohio, release from leaky pipes 93per cent of the chlorofluorocarbon gas emitted yearly in the US. The production and release of CFC gas is now banned internationally by the Montreal Protocol because it is the main culprit responsible for stratospheric ozone depletion. But CFC is also a global warmer, 10,000 to 20,000 times more potent than carbon dioxide.

    In fact, the nuclear fuel cycle utilises large quantities of fossil fuel at all of its stages – the mining and milling of uranium, the construction of the nuclear reactor and cooling towers, robotic decommissioning of the intensely radioactive reactor at the end of its 20 to 40-year operating lifetime, and transportation and long-term storage of massive quantities of radioactive waste. .

    Contrary to the nuclear industry’s propaganda, nuclear power is therefore not green and it is certainly not clean. Nuclear reactors consistently release millions of curies of radioactive isotopes into the air and water each year. These releases are unregulated because the nuclear industry considers these particular radioactive elements to be biologically inconsequential. This is not so.

    These unregulated isotopes include the noble gases krypton, xenon and argon, which are fat-soluble and if inhaled by persons living near a nuclear reactor, are absorbed through the lungs, migrating to the fatty tissues of the body, including the abdominal fat pad and upper thighs, near the reproductive organs. These radioactive elements, which emit high-energy gamma radiation, can mutate the genes in the eggs and sperm and cause genetic disease.

    Tritium, another biologically significant gas, which is also routinely emitted from nuclear reactors is a radioactive isotope of hydrogen composed of two neutrons and one proton with an atomic weight of 3. The chemical symbol for tritium is H3. When one or both of the hydrogen atoms in water is displaced by tritium the water molecule is then called tritiated water. Tritium is a soft energy beta emitter, more mutagenic than gamma radiation, that incorporates directly into the DNA molecule of the gene. Its half life is 12.3 years, giving it a biologically active life of 246 years. It passes readily through the skin, lungs and digestive system and is distributed throughout the body.

    The dire subject of massive quantities of radioactive waste accruing at the 442 nuclear reactors across the world is also rarely, if ever, addressed by the nuclear industry. Each typical 1000-megawatt nuclear reactor manufactures 33tonnes of thermally hot, intensely radioactive waste per year.

    Already more than 80,000 tonnes of highly radioactive waste sits in cooling pools next to the 103 US nuclear power plants, awaiting transportation to a storage facility yet to be found. This dangerous material will be an attractive target for terrorist sabotage as it travels through 39 states on roads and railway lines for the next 25 years.

    But the long-term storage of radioactive waste continues to pose a problem. The US Congress in 1987 chose Yucca Mountain in Nevada, 150km northwest of Las Vegas, as a repository for America’s high-level waste. But Yucca Mountain has subsequently been found to be unsuitable for the long-term storage of high-level waste because it is a volcanic mountain made of permeable pumice stone and it is transected by 32 earthquake faults. Last week a congressional committee discovered fabricated data about water infiltration and cask corrosion in Yucca Mountain that had been produced by personnel in the US Geological Survey. These startling revelations, according to most experts, have almost disqualified Yucca Mountain as a waste repository, meaning that the US now has nowhere to deposit its expanding nuclear waste inventory.

    To make matters worse, a study released last week by the National Academy of Sciences shows that the cooling pools at nuclear reactors, which store 10 to 30 times more radioactive material than that contained in the reactor core, are subject to catastrophic attacks by terrorists, which could unleash an inferno and release massive quantities of deadly radiation — significantly worse than the radiation released by Chernobyl, according to some scientists.

    This vulnerable high-level nuclear waste contained in the cooling pools at 103 nuclear power plants in the US includes hundreds of radioactive elements that have different biological impacts in the human body, the most important being cancer and genetic diseases.

    The incubation time for cancer is five to 50 years following exposure to radiation. It is important to note that children, old people and immuno-compromised individuals are many times more sensitive to the malignant effects of radiation than other people.

    I will describe four of the most dangerous elements made in nuclear power plants.

    Iodine 131, which was released at the nuclear accidents at Sellafield in Britain, Chernobyl in Ukraine and Three Mile Island in the US, is radioactive for only six weeks and it bio-concentrates in leafy vegetables and milk. When it enters the human body via the gut and the lung, it migrates to the thyroid gland in the neck, where it can later induce thyroid cancer. In Belarus more than 2000 children have had their thyroids removed for thyroid cancer, a situation never before recorded in pediatric literature.

    Strontium 90 lasts for 600 years. As a calcium analogue, it concentrates in cow and goat milk. It accumulates in the human breast during lactation, and in bone, where it can later induce breast cancer, bone cancer and leukemia.

    Cesium 137, which also lasts for 600 years, concentrates in the food chain, particularly meat. On entering the human body, it locates in muscle, where it can induce a malignant muscle cancer called a sarcoma.

    Plutonium 239, one of the most dangerous elements known to humans, is so toxic that one-millionth of a gram is carcinogenic. More than 200kg is made annually in each 1000-megawatt nuclear power plant. Plutonium is handled like iron in the body, and is therefore stored in the liver, where it causes liver cancer, and in the bone, where it can induce bone cancer and blood malignancies. On inhalation it causes lung cancer. It also crosses the placenta, where, like the drug thalidomide, it can cause severe congenital deformities. Plutonium has a predisposition for the testicle, where it can cause testicular cancer and induce genetic diseases in future generations. Plutonium lasts for 500,000 years, living on to induce cancer and genetic diseases in future generations of plants, animals and humans.

    Plutonium is also the fuel for nuclear weapons — only 5kg is necessary to make a bomb and each reactor makes more than 200kg per year. Therefore any country with a nuclear power plant can theoretically manufacture 40 bombs a year.

    Nuclear power therefore leaves a toxic legacy to all future generations, because it produces global warming gases, because it is far more expensive than any other form of electricity generation, and because it can trigger proliferation of nuclear weapons.

  • Bush’s Nuclear Addiction

    George W. Bush might have kicked his alcohol and drug habits, but he still appears to have at least one serious addiction–to nuclear weapons.

    Last year, Congress refused to fund the administration’s ambitious proposal for new nuclear weapons, largely because both Republican and Democratic lawmakers agreed that the world would be a safer place with fewer—rather than more–nuclear explosives in existence.

    But, undeterred by last year’s rebuff, the Bush administration recently returned to Congress with a proposal for funding a new generation of “usable” nuclear weapons. These weapons are the so-called “bunker busters.” Despite the rather benign name, the “bunker buster” is an exceptionally devastating weapon, with an explosive power of from several hundred kilotons to one megaton (i.e. a thousand kilotons). To put this in perspective, it should be recalled that the nuclear weapons that destroyed Hiroshima and Nagasaki had explosive yields of from 14 to 21 kilotons. “These weapons will bust more than a bunker,” remarked U.S. Senator Jack Reed. “The area of destruction will encompass an area the size of a city. They are really city breakers.”

    In addition, the Bush administration has requested funding for the “Reliable Replacement Warhead.” If continued beyond the planning stage, this program would lead to the spending of hundreds of millions of dollars on upgrading U.S. nuclear warheads and might result in the resumption of U.S. nuclear testing, which has not occurred since 1992.

    Of course, it is not unusual for the leaders of nation states to crave nuclear weapons. After all, the history of the international system is one of rivalry and war and, consequently, many national leaders itch to possess the most devastating weapons available. This undoubtedly accounts for the fact that, today, there are eight nations that possess nuclear weapons, a ninth (North Korea) that might, and additional nations that might be working to develop them.

    Even so, there is a widespread recognition that the nuclear arms race–indeed, the very possession of nuclear weapons–confronts the world with unprecedented dangers. And, for this reason, nations, among them the United States, have signed nuclear arms control and disarmament treaties. The most important of them is probably the Nuclear Non-Proliferation Treaty (NPT) of 1968, in which non-nuclear nations agreed to forgo the development of nuclear weapons and nuclear nations agreed to move toward nuclear disarmament. As late as the NPT review conference of 2000, the declared nuclear weapons states proclaimed their commitment to an “unequivocal undertaking . . . to accomplish the total elimination of their nuclear arsenals.”

    Thanks to these agreements and to independent action, there has been a substantial reduction in the number of nuclear weapons around the world.

    Furthermore, even if nations were to disregard these treaty obligations and cling doggedly to their nuclear weapons, how many do they need? The United States possesses more than 10,000 nuclear weapons–a number that, together with Russia’s arsenal, constitutes more than 90 percent of the world total. Does it really need more? And how are they to be used?

    President Bush, of course, wraps all his military policies in the “war on terror,” and his nuclear policies are no exception. But how, exactly, are nuclear weapons useful against terrorists? Terrorists do not control fixed territories that can be attacked with nuclear weapons. Instead, they are intermingled with the general population in this country and abroad. Unless one is willing to attack them by conducting a vast and terrible nuclear bombardment of civilians, dwarfing in scale any massacre that terrorists have ever implemented, nuclear weapons have no conceivable function in combating terrorism.

    Indeed, adding to the stockpile of nuclear weapons only adds to the dangers of terrorism. Terrorists do not have the knowledge or materials that would enable them to build their own nuclear weapons. But, the more nuclear weapons that exist, the more likely terrorists are to obtain them from a government stockpile–through theft, or purchase, or conspiracy. Therefore, as Congress has recognized, the United States would be safer if it encouraged worldwide nuclear disarmament rather than the building of additional nuclear weapons.

    In this context, Bush’s voracious appetite for new nuclear weapons is, to say the least, remarkable. In addition to his repeated attempts to get Congress to fund a U.S. nuclear buildup, he has pulled the United States out of the Anti-Ballistic Missile Treaty (thereby effectively scrapping the START II Treaty, negotiated and signed by his father), opposed U.S. ratification of the Comprehensive Test Ban Treaty (negotiated and signed by President Clinton), pressed Congress to smooth the path toward the resumption of U.S. nuclear testing, and dropped further negotiations for nuclear disarmament.

    These repeated attempts to escape from the constraints of nuclear arms control and disarmament agreements and acquire new nuclear weapons suggest that Bush has what might be called a nuclear addiction.

    There are other signs of this addiction, as well. Indifferent to everything but acquiring their desired substance, addicts typically lose their appetite for the fundamentals of life, even eating. In a similar fashion, the president has proposed a budget that severely slashes funding for U.S. health, education, and welfare programs and redirects it to the military, including his pet nuclear projects. But how long can a society be starved of health, education, and welfare before it collapses? Impervious to reason or to the consistent public support for funding in these areas, Bush does not seem to consider this question. Instead, he presses forward with his demand for . . . more nukes!

    When the 2005 NPT review conference opens this May at the United Nations, Bush’s lust for nuclear weapons seems likely to be criticized by many nations. It is already being assailed by numerous peace and disarmament organizations, which are planning a massive nuclear abolition march and rally in New York City on May 1, the day before the NPT review conference convenes. And popular sentiment is not far behind. A recent AP-Ipsos poll reports that two-thirds of Americans believe that no nation should possess nuclear weapons, including the United States.

    Is George Bush able to accept the idea of a nuclear-free world? It’s certainly possible. But, first, it might take a decision by him to buckle down and kick his nuclear addiction.

  • Nuclear Plants are Still Vulnerable, Panel Says

    Three and a half years after the Sept. 11, 2001, attacks, the government has failed to address the risk that a passenger plane flying at high speed could be deliberately crashed into a commercial nuclear plant, setting off fires and dispersing large amounts of radiation, a long-awaited report by the National Academy of Sciences has concluded.

    Officials at the Nuclear Regulatory Commission have maintained that such an attack is improbable and that detailed analyses of the consequences of such attacks are unnecessary. Experts at the nation’s premier scientific body said those judgments are flawed.

    “There are currently no requirements in place to defend against the kinds of larger-scale, pre-meditated, skillful attacks that were carried out on September 11, 2001,” a panel of scientists said, even as it agreed such an attack would be difficult to pull off.

    Academy officials battled the government for months to make their declassified conclusions public — and the version released yesterday charged that federal secrecy edicts designed to keep information from terrorists were paradoxically hurting efforts to defend against such attacks.

    Restrictions on sharing information imposed by the NRC had kept the industry from addressing vulnerabilities, the report said.

    As a result, government labs and independent researchers have sometimes worked at cross-purposes, searched for solutions that others had already found and duplicated complex analyses.

    NRC spokesman Scott Burnell said the agency “respectfully disagrees” that there are no provisions to deal with major attacks.

    Security measures have been upgraded since 2001, and the agency continues to analyze risks, he said. But he emphasized that such attacks are improbable and that other agencies are guarding against them.

    “We do believe that the possibility of a successful attack using commercial aircraft is very small,” he said. It is impractical to ask commercial plants to defend against such attacks, Burnell concluded. But he said plants are aware of the risk and are implementing measures to deal with worst-case scenarios.

    As to the complaint of excessive secrecy, Burnell said the commission has to implement the law, which requires controls on information that could be misused. The debate is not over classified information but rather over sensitive data that ought not to be publicized.

    In an earlier interview, E. William Colglazier, executive officer of the academy, said the nuclear agency’s guidelines for this classification are vague. Even when officials agreed that certain details in the report are not secret, he said, they had argued that chunks of non-secret information, when presented together, constituted “Safeguards Information.”

    The report said government scientists and independent researchers had conducted analyses of threats without knowing that others were doing the same.

    Burnell acknowledged that “the system was not perfect” but said that as more people receive security clearances such bottlenecks could be reduced. The commission has indicated it is seeking to increase access to information.

    To the relief of the industry, the academy report disputed a characterization that the commission used in a letter to Congress on March 14. The letter implied that the academy was recommending moving spent nuclear fuel from large pools to dry storage casks. Industry believes that the pools are as safe as the casks and that moving the fuel is not worth the expense.

    Louis J. Lanzerotti, chairman of the academy’s report, said that his panel had called for analyses of large attacks and that those results might prompt the commission to move fuel to dry storage at some plants.

    Although dry storage has advantages, the risk of major attacks could be sufficiently addressed by changing how spent fuel is stored in pools and by installing water sprays to control fires, said the academy’s Kevin Crowley, the study coordinator.

  • An Orwellian View of Nuclear Energy: War is Peace, Freedom is Slavery, and Nuclear Energy is Green

    In George Orwell’s classic novel, 1984, the government uses the slogans war is peace, freedom is slavery and ignorance is strength. Now, Nicholas Kristof (New York Times, April 9, 2005) would have us believe that nuclear energy is green.

    Kristof’s argument that “nukes are green” is out of touch with reality. Kristof would have us believe that the truly green energy sources – solar, wind, hydro, and geothermal – are no match compared to the benefits of nuclear power. He argues that nuclear power produces no greenhouse gases. Presumably, in Kristof’s logic, the gigantic steam towers, reactor buildings and nuclear fuel spring from the earth as naturally as the sun shines and the wind blows.

    Kristof offers an extremely narrow examination of the issue. He fails to consider that the construction of a nuclear plant, as well as fueling, decommissioning and storage of spent fuel, relies heavily upon fossil fuels, which generate vast quantities of greenhouse gases. The International Atomic Energy Agency’s (IAEA) Energy Information Administration says the global strategy to mitigate carbon dioxide and greenhouse gas emissions, besides conservation programs, should include retiring coal-fired plants in favor of natural gas and renewables and not to construct new nuclear plants.

    Kristof also fails to accurately analyze the economics of the nuclear industry. Monstrous government subsidies have kept the industry afloat. Without massive subsidization, the nuclear industry’s insurance liabilities would have driven the industry into the ground years ago. The IAEA Energy Information Administration reports that “new nuclear power plants presently cost more to build than do fossil fuel plants. This includes fossil fuel plants such as those fired by natural gas, a fuel that carries lower environmental costs…”

    Combined costs of new nuclear plants with the unknown yet enormous costs to store the more than 45,000 tons of high-level radioactive waste produced to date, promises to handicap future generations with a gargantuan debt. If nuclear energy is accepted as green and reactors multiply across the world, future generations can expect not only an economic nightmare, but also the potential for accidents such as Chernobyl, calamitous terrorist attacks and an environment strewn with radioactivity.

    Kristof is dead wrong in suggesting that burdening future generations with nuclear wastes buried underground is more reasonable than burdening them with a warmer world in which Manhattan is submerged under 20 feet of water. Endorsing nuclear energy as green and calling for an expanded national presence for nuclear energy will not solve the global warming crisis, it will only exacerbate it. Accepting nuclear energy as green will increase the number of targets terrorists might strike; increase the amount of viciously radioactive waste in need of heavily protected long-term storage; and increase the amount of ozone depleting gases emitted into the atmosphere.

    Replacing fossil fuels with truly renewable energy sources could be accomplished with government subsidization for a fraction of what the US is currently spending to subsidize the nuclear power industry and to secure our access to Middle East oil through military intervention and foreign aid.

    Unless war is peace and freedom is slavery, then nuclear energy is not green. Policy makers must realize they need not choose between two poisons: burdening future generations with nuclear wastes buried underground or burdening the future with a warmer world submerged under water. Kristof glosses over the true viability of clean, renewable energy sources. With sufficient funding, research, and legislative support, future generations won’t have to face the bleak Orwellian future that Kristof implies is inevitable.

  • Wake Up! Washington’s Alarming Foreign Policy

    The Rubicon is a small stream in northern Italy just south of the city of Ravenna. During the prime of the RomanRepublic, roughly the last two centuries B.C., it served as a northern boundary protecting the heartland of Italy and the city of Rome from its own imperial armies. An ancient Roman law made it treason for any general to cross the Rubicon and enter Italy proper with a standing army. In 49 B.C., Julius Caesar, Rome’s most brilliant and successful general, stopped with his army at the Rubicon, contemplated what he was about to do, and then plunged south. The Republic exploded in civil war, Caesar became dictator and then in 44 B.C. was assassinated in the Roman Senate by politicians who saw themselves as ridding the Republic of a tyrant. However, Caesar’s death generated even more civil war, which ended only in 27 B.C. when his grand nephew, Octavian, took the title Augustus Caesar, abolished the Republic and established a military dictatorship with himself as “emperor” for life. Thus ended the great Roman experiment with democracy. Ever since, the phrase “to cross the Rubicon” has been a metaphor for starting on a course of action from which there is no turning back. It refers to the taking of an irrevocable step.

    I believe that on November 2, 2004, the United States crossed its own Rubicon. Until last year’s presidential election, ordinary citizens could claim that our foreign policy, including the invasion of Iraq, was George Bush’s doing and that we had not voted for him. In 2000, Bush lost the popular vote and was appointed president by the Supreme Court. In 2004, he garnered 3.5 million more votes than John Kerry. The result is that Bush’s war changed into America’s war and his conduct of international relations became our own.

    This is important because it raises the question of whether restoring sanity and prudence to American foreign policy is still possible. During the Watergate scandal of the early ’70s, the president’s chief of staff, H. R. Haldeman, once reproved White House counsel John Dean for speaking too frankly to Congress about the felonies President Nixon had ordered. “John,” he said, “once the toothpaste is out of the tube, it’s very hard to get it back in.” This homely warning by a former advertising executive who was to spend 18 months in prison for his own role in Watergate fairly accurately describes the situation of the United States after the reelection of George W. Bush.

    James Weinstein, the founding editor of In These Times, recently posed for me the question “How should US foreign policy be changed so that the United States can play a more positive role on the world stage?” For me, this raises at least three different problems that are interrelated. The first must be solved before we can address the second, and the second has to be corrected before it even makes sense to take up the third.

    Sinking the Ship of State

    First, the United States faces the imminent danger of bankruptcy, which, if it occurs, will render all further discussion of foreign policy moot. Within the next few months, the mother of all financial crises could ruin us and turn us into a North American version of Argentina, once the richest country in South America. To avoid this we must bring our massive trade and fiscal deficits under control and signal to the rest of the world that we understand elementary public finance and are not suicidally indifferent to our mounting debts.

    Second, our appalling international citizenship must be addressed. We routinely flout well-established norms upon which the reciprocity of other nations in their relations with us depends. This is a matter not so much of reforming our policies as of reforming attitudes. If we ignore this, changes in our actual foreign policies will not even be noticed by other nations of the world. I have in mind things like the Army’s and the CIA’s secret abduction and torture of people; the trigger-happy conduct of our poorly trained and poorly led troops in places like Iraq and Afghanistan; and our ideological bullying of other cultures because of our obsession with abortion and our contempt for international law (particularly the International Criminal Court) as illustrated by Bush’s nomination of John R. “Bonkers” Bolton to be US ambassador to the United Nations.

    Third, if we can overcome our imminent financial crisis and our penchant for boorish behavior abroad, we might then be able to reform our foreign policies. Among the issues here are the slow-moving evolutionary changes in the global balance of power that demand new approaches. The most important evidence that our life as the “sole” superpower is going to be exceedingly short is the fact that our monopoly of massive military power is being upstaged by other forms of influence. Chief among these is China’s extraordinary growth and our need to adjust to it.

    Let me discuss each of these three problems in greater depth.

    In 2004, the United States imported a record $617.7 billion more than it exported, a 24.4 percent increase over 2003. The annual deficit with China was $162 billion, the largest trade imbalance ever recorded by the United States with a single country. Equally important, as of March 9, 2005, the public debt of the United States was just over $7.7 trillion and climbing, making us easily the world’s largest net debtor nation. Refusing to pay for its profligate consumption patterns and military expenditures through taxes on its own citizens, the United States is financing these outlays by going into debt to Japan, China, Taiwan, South Korea, Hong Kong and India. This situation has become increasingly unstable, as the United States requires capital imports of at least $2 billion per day to pay for its governmental expenditures. Any decision by Asian central banks to move significant parts of their foreign exchange reserves out of the dollar and into the euro or other currencies in order to protect themselves from dollar depreciation will likely produce a meltdown of the American economy. On February 21, 2005, the Korean central bank, which has some $200 billion in reserves, quietly announced that it intended to “diversify the currencies in which it invests.” The dollar fell sharply and the US stock market (although subsequently recovering) recorded its largest one-day fall in almost two years. This small incident is evidence of the knife-edge on which we are poised.

    Japan possesses the world’s largest foreign exchange reserves, which at the end of January 2005 stood at around $841 billion. But China also sits on a $609.9 billion pile of US cash, earned from its trade surpluses with us. Meanwhile, the American government insults China in every way it can, particularly over the status of China’s breakaway province, the island of Taiwan. The distinguished economic analyst William Greider recently noted, “Any profligate debtor who insults his banker is unwise, to put it mildly. … American leadership has … become increasingly delusional – I mean that literally – and blind to the adverse balance of power accumulating against it.”

    These deficits and dependencies represent unusual economic statistics for a country with imperial pretensions. In the 19th century, the British Empire ran huge current account surpluses, which allowed it to ignore the economic consequences of disastrous imperialist ventures like the Boer War. On the eve of the First World War, Britain had a surplus amounting to 7 percent of its GDP. America’s current account deficit is close to 6 percent of our GDP.

    In order to regain any foreign confidence in the sanity of our government and the soundness of our policies, we need, at once, to reverse President George W. Bush’s tax cuts, including those on capital gains and estates (the rich are so well off they’ll hardly notice it), radically reduce our military expenditures, and stop subsidizing agribusinesses and the military-industrial complex. Only a few years ago the United States enjoyed substantial federal surpluses and was making inroads into its public debt. If we can regain fiscal solvency, the savers of Asia will probably continue to finance our indebtedness. If we do not, we risk a fear-driven flight from the dollar by all our financiers, collapse of our stock exchange and global recession for a couple of years – from which the rest of the world will ultimately emerge. But by then we who no longer produce much of anything valuable will have become a banana republic. Debate over our foreign policy will become irrelevant. We will have become dependent on the kindness of strangers.

    Ugly Americans

    Meanwhile, the bad manners of Dick Cheney, Donald Rumsfeld and their band of neoconservative fanatics from the American Enterprise Institute dominate the conduct of American foreign policy. It is simply unacceptable that after the Abu Ghraib torture scandal Congress has so far failed to launch an investigation into those in the executive branch who condoned it. It is equally unacceptable that the president’s chief apologist for the official but secret use of torture is now the attorney general, that Defense Secretary Rumsfeld did not resign, and that the seventh investigation of the military by the military (this time headed by Vice Admiral Albert Church III) again whitewashed all officers and blamed only a few unlucky enlisted personnel on the night shift in one cellblock of Abu Ghraib prison. Andrew Bacevich, a West Point graduate and a veteran of 23 years of service as an army officer, says in his book The New American Militarism of these dishonorable incidents: “The Abu Ghraib debacle showed American soldiers not as liberators but as tormentors, not as professionals but as sadists getting cheap thrills.” Until this is corrected, a president and secretary of state bloviating about freedom and democracy is received by the rest of the world as mere window-dressing.

    Foreign policy analysts devote considerable attention to the concept of “credibility” – whether or not a nation is trustworthy. There are several ways to lose one’s credibility. One is to politicize intelligence, as Bush and Vice President Dick Cheney did in preparing for their preventive war against Iraq. Today, only a fool would take at face value something said by the CIA or our other secret intelligence services. China has already informed us that it does not believe our intelligence on North Korea, and our European allies have said the same thing about our apocalyptic estimates on Iran.

    Similarly, our bloated military establishment routinely makes pronouncements that are untrue. The scene of a bevy of generals and admirals – replete with campaign ribbons marching up and over their left shoulders – baldly lying to congressional committees is familiar to any viewer of our network newscasts.

    For example, on February 3, 1998, Marine pilots were goofing off in a military jet and cut the cables of a ski lift in northern Italy, plunging 20 individuals to their deaths. The Marine Corps did everything in its power to avoid responsibility for the disaster, then brought the pilots back to the States for court-martial, dismissed the case as an accident and exonerated the pilots. The Italians haven’t forgotten either the incident or how the United States treated an ally. On March 4, 2005, American soldiers opened fire on a civilian car en route to Baghdad airport, killing a high-ranking Italian intelligence officer and wounding the journalist Giuliana Sgrena, who had just been released by kidnappers. The US military immediately started its cover-up, claiming that the car was speeding, that the soldiers had warned it with lights and warning shots and that the Italians had given no prior notice of the trip. Sgrena has contradicted everything our military said. The White House has called it a “horrific accident,” but whatever the explanation, we have once again made one of our closest European allies look like dupes for cooperating with us.

    In its arrogance and overconfidence, the Bush administration has managed to convince the rest of the world that our government is incompetent. The administration has not only tried to undercut treaties it finds inconvenient but refuses to engage in normal diplomacy with its allies to make such treaties more acceptable. Thus, administration representatives simply walked away from the 1997 Kyoto Protocol on global warming that tried to rein in carbon dioxide emissions, claiming that the economic costs were too high. (The United States generates far more such emissions than any other country.) All of the United States’ democratic allies continued to work on the treaty despite our boycott. On July 23, 2001, in Bonn, Germany, a compromise was reached on the severity of the cuts in emissions advanced industrial nations would have to make and on the penalties to be imposed if they do not, resulting in a legally binding treaty so far endorsed by more than 180 nations. The modified Kyoto Protocol is hardly perfect, but it is a start toward the reduction of greenhouse gases.

    Similarly, the United States and Israel walked out of the United Nations conference on racism held in Durban, South Africa, in August and September 2001. The nations that stayed on eventually voted down Syrian demands that language accusing Israel of racism be included. The conference’s final statement also produced an apology for slavery as a “crime against humanity” but did so without making slaveholding nations liable for reparations. Given the history of slavery in the United States and the degree to which the final document was adjusted to accommodate American concerns, our walkout seemed to be yet another display of imperial arrogance – a bald-faced message that “we” do not need “you” to run this world.

    Until the United States readopts the norms of civilized discourse among nations, it can expect other nations – quietly and privately – to do everything in their power to isolate and disengage from us.

    Future Reforms

    If through some miracle we were able to restore fiscal rationality, honesty and diplomacy to their rightful places in our government, then we could turn to reforming our foreign policies. First and foremost, we should get out of Iraq and demand that Congress never again fail to honor article 1, section 8, clause 11 of the Constitution giving it the exclusive power to go to war. After that, I believe the critical areas in need of change are our policies toward Israel, imported oil, China and the proliferation of nuclear weapons, although the environment and relations with Latin America may be equally important.

    Perhaps the most catastrophic error of the Bush administration was to abandon the policies of all previous American administrations to seek an equitable peace between the Israelis and the Palestinians. Bush instead joined Ariel Sharon in his expropriation and ethnic cleansing of the Palestinians. As a result, the United States has lost all credibility, influence and trust in the Islamic world. In July 2004, Zogby International Surveys polled 3,300 Arabs in Morocco, Saudi Arabia, Jordan, Lebanon, Egypt and the United Arab Emirates. When asked whether respondents had a “favorable” or “unfavorable” opinion of the United States, the “unfavorables” ranged from 69 to 98 percent. In the year 2000 there were 1.3 billion Muslims worldwide, some 22 percent of the global population; through our policies we have turned most of them against the United States. We should resume at once the role of honest broker between the Israelis and Palestinians that former President Clinton pioneered.

    The United States imports about 3.8 billion barrels of oil a year, or about 10.6 million barrels a day. These imports are at the highest levels ever recorded and come increasingly from Persian Gulf countries. A cut-off of Saudi Arabia’s ability or willingness to sell its oil to us would, at the present time, constitute an economic catastrophe. By using currently available automotive technologies as well as those being incorporated today in new Toyota and Honda automobiles, we could end our entire dependency on Persian Gulf oil. We should do that before we are forced to do so.

    China’s gross domestic product in 2004 grew at a rate of 9.5 percent, easily the fastest among big countries. It is today the world’s sixth largest economy with a GDP of $1.4 trillion. It has also become the trading partner of choice for the developing world, absorbing huge amounts of food, raw materials, machinery and computers. Can the United States adjust peacefully to the reemergence of China – the world’s oldest, continuously extant civilization – this time as a modern superpower? Or is China’s ascendancy to be marked by yet another world war like those of the last century? That is what is at stake. A rich, capitalist China is not a threat to the United States and cooperation with it is our best guarantee of military security in the Pacific.

    Nothing is more threatening to our nation than the spread of nuclear weapons. We developed a good policy with the 1970 Nuclear Non-Proliferation Treaty, which with its 188 adherents is the most widely supported arms control agreement ever enacted. Only India, Israel and Pakistan remained outside its terms until January 10, 2003, when North Korea withdrew. Under the treaty, the five nuclear-weapons states (the United States, Russia, China, France and the United Kingdom) agree to undertake nuclear disarmament, while the non-nuclear-weapons states agree not to develop or acquire such weapons. The International Atomic Energy Agency (IAEA) is authorized to inspect the non-nuclear-weapons states to ensure compliance. The Bush administration has virtually ruined this international agreement by attempting to denigrate the IAEA, by tolerating nuclear weapons in India, Israel, and Pakistan while fomenting wars against Iraq, Iran and North Korea, and by planning to develop new forms of nuclear weapons. Our policy should be to return at once to this established system of controls.

    Finally, the most important change we could make in American policy would be to dismantle our imperial presidency and restore a balance among the executive, legislative and judicial branches of our government. The massive and secret powers of the Department of Defense and the CIA have subverted the republican structure of our democracy and left us exposed to the real danger of a military takeover. Reviving our constitutional system would do more than anything else to protect our peace and security.
